PRESIDENT’S MESSAGE In response to community feedback, the Joplin Area Chamber of Commerce is realigning programs and resources to better service and champion local businesses, improve livability, develop community leaders, build and market the Joplin brand, and attract new talent and businesses to our community. We have identified six areas where we can improve our servicing of local businesses: 1. NETWORKING opportunities that are more fun, strategic, productive, and reach a broader cross section of our community. 2. EDTALKS to educate, engage, and inspire, including a Business Fundamentals Series led by the Small Business Development Center, a Business Marketing and Technology series led by the JACC, a professional development series led by YPN, and a new 1 Million Cups entrepreneurial speaker series. 3. MENTORSHIP opportunities servicing both executives and entrepreneurs. 4. ORGANIZE AN ENTREPRENEURIAL ECOSYSTEM through a collaboration with MSSU, SBDC, and DJA to combine our capacities and programs to promote and provide workspaces, educational programs, and networking opportunities as a unified “innovation hub” where technology, innovation, and entrepreneurship will thrive.

5. ADVOCACY services, including bill tracking and acting as a liaison between the business community and our legislative delegation. We want to be more responsive and involved in shaping policies and resource allocation relating to local economic development and public quality-of-life investments. 6. COMMUNICATION through new online media properties, a spotlight video series, a local business news podcast, and through more one-on-one member visits to learn how we can better serve and grow your business. Our business community identified talent attraction and retention as their biggest issues. Surveys show that young professionals are seeking a neighborhood-oriented, livable version of the urban lifestyle that offers viable career and entrepreneurial opportunities; burgeoning music and cultural venues; bike trails and walkable streets; and robust restaurant, coffee shop, and bar scenes. The Chamber’s roles will be to champion public and private investments in “New Joplin” qualityof-life initiatives, such as the Cornell Art Complex, and to organize and deploy the business community into work groups that work in collaboration with existing organizations to make our community more attractive to top talent. These work groups will include: Chamber Gives Back, Diversity & Inclusion, Trails & Connectivity, Cultural Enterprise Recruitment, and Community Health & Wellness. Another Chamber role is to build and market the Joplin brand. We are assembling a creative storytelling team to produce and strategically deliver the narrative in multimedia formats. We will coordinate a paid social marketing ad campaign with our largest employers, local universities, and Realtors. We will install retargeting pixels on these stakeholders’ job application web pages, student application web pages, commercial/industrial property listings, and residential listings so we can tell the Joplin Story in video and social media formats concurrent to their decision to move their business or family to our community. We will also target industrial site selectors and other economic development decision makers with this content. It’s important to build and articulate the Joplin brand and share it with those who may wish to join us. The Joplin Area Chamber of Commerce is poised to better serve our business community and the City of Joplin. We ask that you join us in these efforts and get involved. Together we can build a diverse community of dreamers and doers who belong, united by the fun of living our purpose.

GRADUATION Tomorrow’s Leaders Today (TLT) is a leadership program for area high school seniors. The class has enjoyed sessions introducing them to different businesses, industries and community leaders. TLT concluded April 11 with a graduation attended by 100 people. The TLT class elected Maddy Szell, McAuley Catholic High School as the class speaker. Ethan Brown, Carl Junction High School was selected to receive the $1000 General Mills Scholarship for his essay entitled, “The Silent Servant Leader.” Zach Bennett of General Mills and Darren Fullerton of Missouri Southern State University offered words of wisdom to this class.

Our American Veterans endeavor to make a positive impact on our economy by operating businesses that employ people and pay taxes. According to the U.S. Department of Veterans Affairs, there are currently 18.2 million Veterans in the United States. Americans owe a debt of gratitude to our Veterans. According to the Survey of Business Owners: Veteran-Owned Businesses 2012 (U.S. Census Bureau), there were 2.5 million businesses (or about 9 percent of all U.S. companies) owned by American Veterans. In 2012, these firms generated $1.2 trillion in sales receipts, and employed about 5 million people. They had payrolls totaling $195 billion dollars. About one in seven businesses in the United States is Veteran-owned.

The Institute for Veterans and Military Families completed a study in 2016 that indicated Veterans are 1.2 times more likely to be self-employed than non-Veterans. About 88 percent of self-employed Veterans are 46 or older. Since 2007, business ownership has increased by 295 percent for women Veterans, 50 percent for minority Veterans, and 56 percent for Hispanic Veterans. The SBA’s Office of Advocacy’s study revealed that more than one-third of Veteran entrepreneurs said they had gained skills from their active duty service that were directly relevant to business ownership. American Veterans in our local designated Metro Areas currently own their own firms or are interested in starting their own company.

It was a road trip for the Leadership Joplin 2019 Class. They went to Jefferson City to learn about our State government. The class toured the Jefferson City Correctional Center where they saw how license plates are made (Yes, they really make them there for the entire state of Missouri!). The next stop was the Missouri State Chamber where Dan Mehan, President, addressed the group. The first day concluded with dinner at Revel Catering where our State representatives introduced themselves. On the second day, the class invited the legislatures and staff to a cookie reception on the third floor of the Missouri State Capitol rotunda. The class sat in on House and Senate sessions and met Gov. Mike Parson before touring the Missouri Supreme Court. Quality of Life Session One The quality of life session exists to give participants the understanding that life is a continuous progress. The first stage of this session is to focus on play, imitation, education, birth, infancy, childhood and adolescence. In a few short years, the City of Joplin, the state of Missouri and the United States will recognize and celebrate a collection of milestone centennials, all within a five-year period. Significant highlights and their recognized dates include Missouri Bicentennial (200th) - August 10, 2021; City of Joplin Sesquicentennial (150th) - March 23, 2023; United States of America Sestercentennial (250th) - July 4, 2026; and Route 66 Centennial (100th) - November 11, 2026. To prepare for these recognitions, the City Council has formed the Centennial Celebrations Commission that will exist from 2019 to 2026 to identify events that best serve interests of Joplin citizens for these milestones. The Commission is not expected to be the central operational group of every event, but help to identify community partners to lead and assist in planning, funding and executing events. The Commission will have 17 members, including designated representatives from specific industries, as well as three citizens at large which the Council is seeking applications to fill. The citizens will be appointed for threeyear terms. “Individuals who have an interest in history, education, the arts and/or promoting Joplin may want to consider offering their time and expertise to this board,” said Patrick Tuttle, Director of the Joplin Convention and Visitors Bureau. With three weeks left in the session, the Missouri General Assembly continues to work on a wide variety of legislation. Numerous proposals from the Missouri Chamber’s Legislative Agenda are making progress toward final passage. However, a handful of important bills have reached the home stretch and are well positioned to pass before session adjourns on May 17. Even though these bills have made strong progress, we urge members of the business community to continue to reach out to their lawmakers and ask them to support final passage.

Five Bills on the Home Stretch

Senate Bill 7 — Venue and Joinder Reform This bill would reform Missouri’s venue and joinder laws — a top Missouri Chamber legislative priority. The bill would fix a longstanding issue which allows lawsuits with little-or-no connection to Missouri to be filed in plaintiff-friendly St. Louis and Kansas City courts. The bill is sponsored by Sen. Ed Emery, a Republican from Lamar. Next steps: After going through the House fiscal review committee, one vote in the House of Representatives would send it to Gov. Mike Parson’s desk to be signed into law. House Bill 225 — Fast Track This bill would create the Fast Track program, helping 16,000 working-age adult Missourians pursue higher education to prepare for work in high-demand jobs. The proposal was originally put forward by Gov. Mike Parson and is sponsored by Rep. Kathy Swan, a Republican from Cape Girardeau. Next steps: The next stop for this bill is the Senate floor. If it passes the Senate, the Missouri House would need to vote to accept the changes made to the bill in a Senate committee before it can be sent to the governor. House Bill 469/Senate Bill 184 — One Start This legislation is called One Start. It would simplify the state’s workforce training incentives into one easy system that’s friendly to job creators. The House version of the bill is sponsored by Rep. Derek Grier, a Republican from Chesterfield. The Senate version is sponsored by Sen. Wayne Wallingford, a Republican from Cape Girardeau. Next steps: One vote in the Senate would send House Bill 469 to the governor. Senate Bill 184 needs committee approval in the House and then a vote on the House floor to be finally passed. Senate Bill 182 — Border War Truce This bill is needed to end the economic border war between Missouri and Kansas. The states have spent tens of millions of dollars enticing companies to make a short move across border with little net job creation for either state. This bill would help end that practice. It’s sponsored by Sen. Mike Cierpiot, a Republican from Lee’s Summit. Next steps: It’s already been passed by both the Senate and House. If the Senate approves the changes made by the House, it will be sent to the governor. House Bill 188 — PDMP This bill would create a statewide prescription drug monitoring program, giving physicians and pharmacists a critical tool needed to identify patients who “pill shop.” Missouri is the only state in the nation that lacks a statewide monitoring program, often called a PDMP. The bill is sponsored by Rep. Holly Rehder, a Republican from Sikeston. Next steps: The bill needs a final vote on the Senate floor to be sent to the governor.

Imagine that you have recently invested in an expensive road bike. You even bought the spandex shorts, clip-in shoes and funny-looking cap. Even though you totally look the part, are you really ready to hit the road? Don’t get me wrong, road cycling is a fun way to stay fit and a great form of transportation. However, similar to driving, the responsibility of being on the road isn’t without some risk. For anyone sharing the road, understanding state statutes and proper cycling etiquette may minimize that risk. These suggestions are not to limit you, but to ensure safety for everyone on the road. The first thing for a cyclist to ponder before hitting the road is that bicycles in the roadway are considered vehicles. Therefore, cyclists should ride responsibly and behave like a motorist by obeying all traffic signals and signs. Ride on the road. Sidewalks are meant for pedestrian use only. In essence, riding your bike down the sidewalk is the same as if you hopped the curb and started to casually drive down it in your car. Having a bike lane for commuter cyclists is important for several reasons. Bike lanes are a good thing. The added lane promotes a more orderly flow of traffic; allowing faster moving vehicles a safe enough space to go around and reduces delay for drivers. Bike lanes make crossing pedestrians more visible to drivers and remind drivers to watch out for cyclists. Having a lane for bikes also increases clear space between parked cars and moving vehicles and provides a buffer for pedestrians between sidewalks and through traffic. Go with the flow. Ride in the same direction as traffic and try to ride at a safe speed that matches the flow of traffic. Be mindful if you are cycling at a slower speed than traffic in an area without a bike lane. Try to stay nearer to the right side of the road to allow other vehicles to pass you on your left. Prepare for weather conditions. Bad weather conditions such as rain, fog, wind, snow, or ice can make cycling and driving dangerous. This poses a risk for anyone on the road. Beware of hazards. Difficult road conditions such as sharp curves, busy intersections, uneven surfaces, or obstacles in the road can lead to accidents. Reckless drivers also create a hazardous environment for others sharing the road. Being aware of your surroundings is a solid way to prevent accidents from occuring. Use hand signals. Hand signals while road cycling are the equivalent to motorists using a blinker. The indicator communicates to other motorists and non-motorists that you wish to turn, switch lanes, etc. Slow down and stay safe in school zones. Watch for crossing guards and kids walking to and from school. Yield to pedestrians and other vehicles already on the road outside of school zones as well. Use lights and reflectors. Not only does adding lights to your bike improve your visibility, it also makes you more visible to everyone else on the road. Use lights such as rear reflectors, a white light on the front of your bicycle or a strobing red light on the tail of your bike to grab the attention of a driver approaching from behind. If you’re a commuter, here is a list of protective gear to also consider while cycling. n Helmet. Protecting your head should be priority number one no matter the length of your trip. Collisions can happen to the most experienced cyclists. Wearing a helmet is quintessential for cycling safety and can prevent head injuries if an accident were to occur. n High-visibility clothing. Reflective clothing or bright, neon colored clothing makes you more noticable. High-visibility clothing essential while riding at night and can help you be seen when daylight is limited. n Bike bell. Adding a bell or other audible feature can prevent accidents by alerting others who might be blocking your lane of travel. The bell can also notify others when you are hard to see during poorly lit times of day or dim areas in town. n Mirrors. Mirrors come in handy in times when you might not be able to turn your head to look over your shoulder for oncoming traffic. For anyone who travels in urban areas, a helmet mirror or handlebar mirror may give you advantage to avoid dangerous situations. n Take off the headphones. Biking through town without headphones allows you to be more aware of your surroundings. Not having the ability to hear emergency vehicles or those trying to communicate to you on the roadway is hazardous. The majority of bike related accidents happen due to unsafe riding. For cyclists and motorists, both beginners and veterans, the rules of the road are often neglected or misunderstood. With the growing number of commuting cyclists, bike lanes and trail building in the Joplin area, it is critical to follow traffic laws and etiquette while biking to avoid putting yourself and others at risk. By being a responsible rider and obeying and minding the rules of the road, risk perception and hazard awareness, you have the ability to prevent accidents and to create a safe experience for anyone commuting in town.
