PRESIDENT’S MESSAGE The Joplin Regional Partnership was recently renamed MOKAN Partnership. MOKAN is our regional economic development organization, serving communities in Newton, Jasper, Barton, and Vernon Counties in Missouri; Cherokee and Crawford Counties in Kansas; and Ottawa County in Oklahoma. The retooling of our regional economic development efforts go well beyond the name change. The communities MOKAN serves have demanded improved communication, transparency, and outcomes. In response, we have made numerous process improvements to better manage the business attraction pipeline; from project submissions, to compiling state and local incentive packages, to managing site visits. We are more aggressively locating, qualifying, and marketing industrial sites across our entire region. We are ramping up our growth and Toby Teeter retention visits with our region’s manufacturers and working to remove prohibitors to their President growth. We are also focusing on marketing the communities we serve by building site selector Joplin Area Chamber relationships, performing ED decision maker database marketing, and developing online of Commerce content that better tells our region’s value proposition for both business and talent attraction. President Going forward, MOKAN will supply our communities a quarterly report summarizing their MOKAN Partnership employment and wage statistics, business attraction updates, new site certifications, and relaying relevant information from business growth and retention visits. And later this month, MOKAN will announce its new Director of Business Attraction and Retention, the individual who will lead these efforts. The MOKAN Partnership is well positioned to enhance our region’s economic development efforts and help our business communities prosper.

Where Are the Jobs? After decades of growth, manufacturing now leads health care and social services in stability, and manufacturing surpassed health care and is now the largest employment sector in the Joplin MSA in 2018 (2017 numbers). This continues in 2019 (2018 numbers) with manufacturing now somewhat higher than health care. Manufacturing, as a total of all employment, is still nearly double the national average with a Location Quotient of 1.99 (US Avg. of each sector is 1). Health care is also above the US average.

The tour highlighted existing small businesses that are new to the community but offered a glimpse of upcoming enhancements to the infrastructure of Joplin. Participants were able to see some of these changes first hand through an artificial intelligence (AI) app that was produced by Joplin-based Full Bore Studios. The College of Dental Medicine will further enhance KCU’s role as an economic driver in the multi-state region and specifically the City of Joplin. It is estimated the College of Dental Medicine will generate a financial impact of $45 million annually, support more than 200 jobs, and generate at least $1.7 million in state and local taxes. 8:00 am Registration 9:00 am Shot Gun

BUSINESS OUTLOOK NOVEMBER 2019 10

Slow Roll Joplin Bike Joplin, Inc. is a newly created 501c3 that came about through discussions within the Joplin Area Chamber of Commerce Trails and Connectivity work group. There was a desire for social, entry level bicycle rides geared toward having fun, meeting people, and seeing Joplin through a new perspective. Bike Joplin, Inc. was born and hosted the first Slow Roll Joplin event on September 4th of this year. Slow Roll Joplin is a group bicycle ride to venues that showcase our great city. It’s a free and inclusive way to bring people from all walks of life together and reconnect to our community. Since that first event, there have been several rides averaging 30 plus riders with hopes of it growing over time. There will be a standing ride the last Wednesday of every month with additional pop up rides centered around existing community events. Who is Slow Roll Joplin for? It’s for all ages and skill levels; if you can ride a bike, you can participate. The routes are designed to attract a wide range of individuals. Accommodating to skeptical first-time riders, daredevil mountain bikers, hardcore roadies and everyone in between. It’s also for drivers of vehicles. Regularly seeing cyclists on the road will hopefully slow down car traffic in pedestrian-heavy areas, causing motorists to be more cautious and aware of their surroundings and making our streets safer in the process. Finally, the local economy benefits. Each Slow Roll features multiple stops at restaurants, coffee shops and other types of businesses. Riders are encouraged to purchase food and beverages while being respectful of the location’s time and space. Businesses are encouraged to create a cycling friendly environment including drink specials, outdoor seating, and bike parking to ensure repeat visits. What do you need to participate in a Slow Roll? A bike of course! Any bike will do, whether it’s an older bike or carbon fiber Cinelli (probably overkill). If it has wheels and is powered by human gumption, you’re good to go. If you don’t own a bike, consider borrowing one from a friend or better yet stop by one of our local bike stores in Joplin and peruse both new and discounted refurbished bicycles. Helmets are always encouraged, and lights are necessary after sunset, but no additional gear is required. If being fully kitted out is your style, bring it on, but don’t let a lack of Lycra keep you from enjoying this leisure ride. Come with an open mind and accepting attitude. Beginner cyclists should feel free to ask questions and use the Slow Roll to build confidence while in the safety of a group. Experienced cyclists should be non-judgmental and excited to grow and educate the cycling community. Why is Slow Roll Joplin so important? There is a significant cycling population in Joplin willing to commute via bike, utilize trails, and add to the overall economy if the infrastructure is available. Many of those Joplin residents are regularly traveling to Northwest Arkansas and surrounding areas to do just that. By hosting Slow Rolls, Bike Joplin, Inc. hopes to increase awareness and visibility of the cycling community with the goal of convincing the City of Joplin and its citizens of the need for connected and expanded trail systems, designated bike lanes, and an overall safer environment for pedestrians. Cities everywhere are

Joplin, Missouri Awarded Complete Streets Workshop Series Joplin, Missouri has been chosen to participate in a series of workshops to support their work to create safer, healthier streets. The National Complete Streets Coalition, a program of Smart Growth America, announced today that Kirkwood, Joplin, and Eastern Jackson County have been selected for the third Complete Streets Consortium workshop series. Following successful Consortia in Tennessee and Colorado, the National Complete Streets Coalition is excited to extend this technical assistance program to these Missouri communities with support from the Centers for Disease Control and Prevention and in partnership with the Missouri Department of Health and Senior Services, the Missouri Council for Activity and Nutrition through the University of Missouri Extension, and Missourians for Responsible Transportation. These communities will participate in a series of three workshops designed to identify and overcome barriers to implement activity-friendly routes to everyday destinations, which make it safe and convenient for people of all abilities to walk, run, bike, skate, or use wheelchairs to reach homes, jobs, shops, schools, and more. “We are excited to begin work towards enhancing our community’s infrastructure to meet the needs of Joplin residents who have expressed the desire for increased connectivity throughout our community,” shared Taylor Cunningham, City of Joplin and Team Lead for Joplin Complete Streets. “Linking and building onto our existing trail infrastructure provides individuals with a safe alternate option to reaching different destinations. Expanding our trails system creates a more personal option for experiencing all the assets of our community while improving the overall quality of life, infrastructure and economic outlook.” Each of the communities will host one of the three workshops over the course of the next eight months. The workshops will be tailored to the communities’ specific needs for implementing Complete Streets and activity-friendly routes to everyday destinations. Discussions will focus on how to measure and communicate the benefits of Complete Streets for health equity, economic vitality, and other goals, as well as how to create a safe and inviting transportation network for everyone in the community, regardless of age, ability, income, race, health status, and mode of transportation. “A region can’t thrive if some people are struggling just to get to the grocery store,” said Emiko Atherton, Director of the National Complete Streets Coalition. “Often, overcoming that challenge takes cooperation across agencies and sectors. Through our previous Consortia in Tennessee and Colorado, we’ve learned how important it is to bring together health and transportation professionals to foster stronger, multidisciplinary partnerships. We’re excited to continue this work with Kirkwood, Joplin, and Eastern Jackson County.” This technical assistance is funded through a cooperative agreement with the Centers for Disease Control and Prevention’s Division of Nutrition, Physical Activity, and Obesity. This program is designed to support the Missouri Department of Health’s ongoing work through the State Physical Activity and Nutrition (SPAN) program. ——————————————————————————————————————————

Proposition B: A Common Sense Choice by THERESA WACHTER, Co-Chair, Prop B Citizens Task Force

I have always believed that Joplin has a strong community spirit. We are a people willing to offer help whenever a need arises. Joplin police and firefighters make that spirit a profession. The men and women of those services spend each workday ensuring this community is a safe community. Let’s not take that ever-present commitment for granted. Just as we expect police and firefighters to be available as needed, they should likewise be able to count on citizen support. It simply makes sense. Tuesday, November 5, Joplin voters have the opportunity to demonstrate their commitment to those who protect and serve us by voting YES on Proposition B. Proposition B institutes a temporary half cent general sales tax that completely funds the closure of the current self-managed pension and allows us to transition to Missouri Local Government Employees Retirement System (LAGERS), a plan authorized at the state level rather than at the local level. It is a plan already used by a number of other Missouri cities and a few of our own city’s departments. Additionally, shoppers from other cities and states contribute to the service they also have available while visiting Joplin as they purchase goods here. It frees up dollars in the City’s General Fund that can be used for other priorities. City staff estimates that this change could potentially reach a 28 million dollar savings over 20 years. Currently, they project the pension will cost the General Fund 3 million dollars next year. Regardless of decisions we may have made as a city historically, or the unknown influence of a future economy, we deserve the professionalism that comes with experience. The men and women serving us every day deserve to be fairly compensated now, and to know that when their careers are complete, they will have a livable pension. Unlike most of us, Social Security is not provided to police and firefighters when they retire, so the pension we provide is the core of their retirement planning. Despite any unknowns, our common sense tells us that we are more secure when we share responsibility with other cities. Moving our self-funded, self-managed pension to LAGERS offers more security. The members in the current plan agree. Ninety-eight percent of them voted in favor of this proposed change. Our fire and police strive each day to keep us safe. They take care of us. A YES vote on Joplin’s Proposition B on November 5 shows them we are likewise willing to take care of them. Please go to your local polling station and cast a YES vote for Proposition B. It really is a better plan for Joplin, and it just makes sense.

We want to remind you…

BUSINESS OUTLOOK

There’s Strength in Numbers A medical plan that lets small businesses join together for more plan options and lower rates Say hello to the Chamber Benefit Plan. A multiple employer welfare arrangement (MEWA) designed for businesses like yours. When it comes to providing employees with cost-saving health care coverage, small businesses are at a big disadvantage compared to their larger counterparts. Because of their smaller size, their claims risk pool is spread out across a much smaller employee population. That can result in higher, less stable insurance rates — and fewer viable plan choices. Fortunately, there’s a simple and affordable medical plan alternative: the Chamber Benefit Plan. Powered by the Missouri Chamber Federation and administered by Anthem Blue Cross and Blue Shield, the Chamber Benefit Plan is available to small group employers, who:

n Are members of a qualifying Chamber of Commerce

n Have 2 – 50 eligible employees.

By being a part of a larger, self-funded pool, employers have financial protection backed by Anthem’s stop loss coverage. In addition to financial protection, the Chamber Benefit Plan offers:

n Competitive, medically underwritten rates

n Fixed, predictable monthly payments

n A variety of plan designs, including 10 PPO and three HSA options

n Anthem’s Blue Access, Blue Access Choice and Blue Preferred networks

n Coverage for claims run-out/terminal liability coverage

n Simple, streamlined administration

As a chamber member, you can take advantage of this simple, affordable medical plan. You’ll get access to a full range of highquality plans and options that can lead to significant savings. It’s just one of the many advantages of being a chamber member.

NOVEMBER 2019

BUSINESS OUTLOOK

There is a growing understanding of the benefits of entrepreneurship among people worldwide. According to Global Entrepreneurship Model entrepreneurs’ statistics from 2018/2019, more than half of people surveyed feel starting a business is a good career move. Providing encouragement and educational opportunities to our future entrepreneurs helps the growth of the U.S. economy, and provides consumers with a variety of diverse new products and services. The entrepreneurial mindset is alive among youth in America. According to Ewing Marion Foundation, individuals 20 to 34 years old accounted for 25 percent of new entrepreneurs in 2015. Millennial Branding conducted a study that indicated 72 percent of high school students and 64 percent of college students want to start their own business. The America’s Small Business Development Centers worked with The Center for Generational Kinetics to conduct a study in 2017 to examine millennial attitudes about entrepreneurship. Millennials were born between 1977 and 1995. The Generational Kinetics study found that 38 percent of millennials have worked in a startup company. It also found that 30 percent of millennials currently own a small business and that 26 percent are able to live off the income generated by their small business. This study also indicated that 62 percent of millennials said they had a dream business in mind that they would like to start, and 49 percent hope to start a business within the next three years. About 61 percent thought that owning a business would offer better security than working for someone else. Millennials realize that they need assistance to be successful. The study indicated that 74 percent of millennials would be more likely to start a business if they knew where to get assistance, and with the right resources, 59 percent would start their businesses within the next year. About 55 percent of Americans consider accessing money as the most difficult aspect of starting a business. Another national survey, “The Millennial Mind Goes to Work,” was conducted in 2014 by Bentley University’s PreparedU Project. This study found that 66 percent of millennials want to start their own business. Respondents believed that flexible work schedules make workplaces more productive for millennials. They also thought that health-care benefits were more important than frequent promotions and pay increases. A 2016 report from the U.S. Chamber of Commerce Foundation describes millennial entrepreneur’s attitudes. According to this report, millennials believe the ability to quickly disseminate information is important to successful marketing. The report reveals that millennials are more conscious about the social responsibility actions of their employees or employers. Millennials will actively seek workers and workplaces with the same ethics and ideals in order to maintain an acceptable work-life balance. The Center for Generational Kinetics also developed a study called The State of Gen Z 2017 that examined the characteristics of Generation Z (those aged 14 to 21). About 77 percent currently earn money through freelance work, a part-time job, or an earned allowance. Generation Z has grown up in the age of technology and the Internet. They have become social media influencers about personal brands, and look forward to starting their own companies. In order to inspire young people, Global Entrepreneurship Week (GEW) is celebrated during one week each November. About 35,000 GEW events and competitions will be held in 170 countries to encourage and educate millions of young people around the world about entrepreneurship. MSSU has participated in GEW since it began in 2008, and will offer the following events in 2019.
