Executive Summary

The DILG7 Annual Report for CY 2010 attempts to capture in a nutshell our collective efforts as we share in the achievement of meaningful local governance. As a whole, DILG7 has attained the targets set for the year and sustained its level of performance to meet the expectations of Top Management, our clientele and program stakeholders as well, in terms of capability building for LGUs and enhancing organizational effectiveness. In response to the transparency thrust of the Department under SILG Jesse M. Robredo’s leadership, we have secured the commitment of 54 cities and municipalities to adopt the Business Permit and Licensing System (BPLS) standards as a means to assist LGUs in curbing red tape (see page 6), ensured the presence of Citizen’s Charters in 136 LGUs and the completion of the project orientation in 3,003 barangays under the Comprehensive and Unified Response to Eliminate Red Tape in LGUs (see page 6), and monitored LGUs’ compliance with the Full Disclosure Policy (FDP) of the Department. On the home front, the DILG7 explored the development of a more sophisticated DILG-7 website, to be materialized in CY 2011, intended for DILG operations and for LGUs without websites to post documents requiring full disclosure (see page 10). In enabling governance leaders to manage LGU development direction, DILG7 successfully implemented the Newly-Elected Officials (NEO) Program (see page 7) aimed to prepare the new sets of local officials in their role as local managers through the program’s components, namely, Ensuring Smooth Transition, Laying the Foundation, My First 100 Days & Knowing My LGU, Alliance Building and Sharpening the Saw. Following NEO, all DILG7 field officers facilitated workshops formulating the Executive-Legislative Agenda (ELAs) of their respective LGUs as well as the updating of CY 2009 LGPMS Data Capture Forms paving the way for the completion of the LGUs’ 2009 State of Local Governance Reports (see page 8). To deepen the consciousness of local officials on the value of local autonomy and to heighten the awareness of various sectors on the issues of local governance, DILG7 steered the Biyaheng Pinoy Program: Tapat na Palakad, Bayang Maunlad in celebration of the 20th anniversary of local autonomy in the Philippines. It also launched the Biyaheng Pinoy Program along with the Capacity Development Expo 2010 wherein the three LGU Good Practices in region 7 were presented to the stakeholders in attendance (see page 5). In preparing the LGUs for disaster and calamities, DILG7 conducted an orientation on the mainstreaming Disaster Risk-Reduction and Management (DRRM) and Climate Change Adaptation (CCA) into the Comprehensive Development Plan (CDP) process (see page 9). To recognize LGUs’ performance in good governance, DILG-7’s own Search for Best LGUs in Planning and Budgeting, a term-based award, was jumpstarted during the year (see page 13). The municipalities of Catigbian and Balilihan, our two LGUs from Bohol Province, were awarded P1M each intended for development projects having passed the Seal of Good Housekeeping (GHK) under the Department’s new program, the Performance Challenge Fund (PCF) (see page 10). Meanwhile, DILG-7 sustained the Lupong Tagapamayapa Incentives and Awards and held a fitting awarding ceremony during the year-end evaluation activities (see page 11). To motivate barangay leaders, we commend the provinces of Cebu and Siquijor for giving awards to their deserving barangay officials who exemplified outstanding performance based on the criteria of the DILG7’s Search for Ten Outstanding Barangay Officials of the Year (TOBOY) Award (see page 18). DILG7 also provided assistance in the conduct of elections for the Vice Mayors League, the Philippine Councilors League and the Provincial Board Members League (see page 19). We also directed and monitored barangays in the conduct of the barangay assemblies in the first and second semesters (see page 24). Various requests i.e., leave of absences, authority for travel abroad, intelligence funds, lakbay-aral, trainings, legal opinions, and technical assistance were acted upon (see pages 22 and 29). In addressing the worldwide concern on poverty towards the attainment of the Millennium Development Goals (MDG), DILG7 assisted in the completion of the program cycle of the Community-Based Management System (CBMS) by concerned LGUs (see page 22). Effective interagency networking/tie-up programs to integrate the delivery of services were also extended through our leadership in the Association of Regional Executives of National Agencies in Region 7 (ARENA-7) (see page 35) where certain mandatory celebrations were conducted such as the 16th National Crime Prevention Week (NCPW) and the 110th Philippine Civil Service Anniversary (see page 26). With this, we were able to sustain a dynamic and fruitful coordination among offices within the DILG7 Family. We were also true in our commitment in supporting the government’s health programs by being an active member of the Regional AIDS Assistance Team (RAAT)-7, by enjoining LGUs, NGOs and the private sector alike in combating the Dengue problem through information dissemination and community mobilization and by helping in the campaign for Universal Health Care which called for voluntary membership in PHILHEALTH (see page 23). DILG7 continued to feature LGU Best Practices to promote adaptation and replication of best observed practices by the LGUs in the region under the program Good Practices on Local Governance: Facility for Adaptation and Replication and likewise updated its compendium of good practices which now totals 12 (see page 17). Supporting DILG Central Office initiatives, we facilitated the release of barangay officials’ death benefit claims to beneficiaries (see page 25), and monitored the implementation of development projects and LGU Access to Financing programs such as the PRMF, SLRF, MDG Fund and the PBP II under the (see pages 20 and 21). We sustained our other innovative programs, such as the DILG7 Call Center on Local Governance, which continues to enhance the Local Governance Resource Center (LGRC) (see page 14), the 5S Program, which aims to achieve total organizational standard and cleanliness in the workplace (see page 12); and, the Team Approach on Coordinated Tasks (TACT) Strategy, which improves office and field operations and at the same time provides staff development (see pages 14 and photos on pages 40 and 41). Furthermore, DILG7 accommodated observation visits from DILG Regions 1, 4A and 9 and DOH-7 to observe our TACT, 5S and Call Center operations (see page 14). We continue to nurture employees with our Integrity Circles through sports activities (see page 27), conduct of Monday Convocations & Showcase of Talents (see page 34) and trainings on raising the standard of government service (see page 30). The DILG7 capped its operations for CY 2010 with the Year-End Evaluation and Planning Conference and Awarding Ceremony (see pages 32 and 33). In recognition of the efforts of best performing sub-regional units and to pay tribute to the long years of service of the retirees, incentives and awards were distributed to them at yearend activity (see page 32).




A

s local autonomy in the Philippines turned 20, DILG introduced the Program Biyaheng Pinoy: Tapat na Palakad, Bayang Maunlad, a Filipino journey towards national development. The countdown to two decades of local autonomy in the country began in October 2010 and will end with a grand finale in October 2011. DILG7 steered the Biyaheng Pinoy (BP) vessel in Central Visayas with the Hagit! Syagit! Anti-Corruption Concert as the first project enrolled in the program. It was a free-admission concert, staged on November 11 with matinee and gala performances, showcasing cultural presentations from original song compositions to dances and musical drama involving the regional executives of NGAs, resident Ombudsmen, students and the representatives of private sector from across the Visayas regions. It was the maiden project of the Visayas Executive Council of Leaders (VECL) - the umbrella organization of the associations of executives and of the resident ombudsmen, namely, RANGE (Region 6), ARENA7 (Region 7) & REAL (Region 8) and ARO6, AROGA7 and ARO8. The Hagit! (Challenge!) Syagit! (Shout!) Concert, which means to shout the challenge for a corruption-free government, falls under the BP Advocacy Path and adheres to the Tenet, “Participation enhances Transparency.” The Association of Regional Executives of National Agencies (ARENA7) in Region 7 adopted the BP program in October. On November 22, DILG7 officially launched the BP Program as well as the Capacity Development Expo 2010 with around 20 agencies, civil society, private sector, academe, tri-media, and other

development partners in attendance. Stakeholder representatives recited the Pledge of Commitment that says, “We are ready to embark on our Biyaheng Pinoy voyage to reach Bayang Maunlad”. The Capacity Development Needs of Region 7 as well as 3 LGU Good Practices in the region were presented during launching activity. The CapDev Expo 2010 seeks to showcase ideas and innovative strategies for local government capacity development to improve LG operations. DILG7 presented the BP Program during a seminar-workshop of the Association of Government Information Officers in Region 7 (AGIO7); yearend assembly of the Bureau of Local Government Finance (BLGF); and Regional Development Council (RDC7)’s meeting on December 3, 8 and 9, respectively. It was likewise introduced to the LGU participants during the regionwide orientation on CDP Formulation and Mainstreaming Disaster Risk Reduction and Management (DRRM)/Climate Change Act (CCA) in the Comprehensive Development Plans of LGUs. DILG7 drummed up the launch of the development journey through media hopping and press releases from October to December. BP calls on all the stakeholders of local autonomy to engage in the development journey by enrolling their activities falling under the 4 categories of the program, namely, the Policy Path, Knowledge Management Path, Advocacy Path and Awards and Incentives Path. It adheres to the tenets: Performance yields Accountability, Participation enhances Transparency, and Integrity.

Streamlining Business Permits and Licensing System (BPLS) Project

A

total of fifty-four cities and municipalities in Central Visayas signified its commitment to implement in their respective localities the reform standards of the Nationwide Streamlining Project on BPLS, a joint project of the DILG and DTI per Joint Memorandum Circular (JMC) No. 01, Series of 2010. This is through the series of coaching workshops conducted by the Technical Working Group of DILG and DTI with the support of the Regional BPLS Coordination Committee. These LGUs, broken down by province, are as follows: Bohol-48; Negros Oriental-2; and, Cebu Province-4. DILG Central Office set the target at only 9 LGUs for BPLS reforms in region7 for CY 2010. In the said JMC, four BPLS reform standards shall be observed by the LGUs in the processing of business permits and licenses, as follows: 1) Unified Form; 2) Standard Steps; 3) Standard Processing Time; and, 4) Signatories.

In the Standard Steps, application for business permits or renewals shall involve 5 steps: 1) Securing an application form; 2) Filing or submission of the accomplished application form with attached documentary requirements; 3) One-time assessment of taxes, fees and charges; 4) One-time payment of taxes, fees and charges; and, 5) Securing the Mayor’s Permit upon submission of official receipt as proof of payment of taxes, fees and charges imposed by the LGU. The nationwide streamlining of the BPLS project is a move to expedite the issuance of

business permits and licenses in cities and municipalities of the country. It was launched in Makati City with DILG Secretary Jesse M. Robredo and DTI Secretary Gregory Domingo signing the BPLS JMC. The Circular contains the implementing guidelines that set the standards in processing business permits and licensing in all cities and municipalities with the hope that the project will help attract more investors to all cities and towns and foster local economic growth, as well as generate job opportunities.

Project CURE

R

esponding to the provisions of RA 9485 or the Anti-Red Tape Act of 2007, DILG7 fully implemented the Comprehensive and Unified Response to Eliminate (CURE) Red Tape in the LGUs. DILG7 monitored the implementation of Project CURE Red Tape in all 136 LGUs (Provinces, Cities and Municipalities) and 3,003 barangays. In CY 2010, 100% of the 136 LGUs have complied with ARTA requirements such as

o be able to start their term of office on concrete steps, fourty-eight newly-minted Local Chief Executives (LCEs) in Central Visayas who are newcomers in the area of local governance crafted their “First 100 Days Agenda� for their respective local government units as a result of the second phase of the NewlyElected Officials (NEO) Program. These LCEs are composed of 1 Governor, 12 City Mayors and 35 Municipal Mayors. Said phase of the NEO program aimed to orient the newly-minted local officials of their roles and resposibilities and prepare them as

local development managers and key actors in local governance upon their assumption to office on July 1, 2010. The training modules included Financing LGU Operations, Understanding My Environment; the Local Official as Agent for Development; Common Pitfalls in LGU Management; and Jumpstarting the First 100 Days Governance. On-site Utilization Conferences were also conducted wherein the LGU State of Local Governance was presented to the newly-elected officials, functionaries and stakeholders in order for them to get a grasp of the current state of their

LGU and at the same time identify performance gaps and priority issues and concerns that need to be addressed in the succeeding years. Prior to the May 10 elections, all the 136 LGUs in region 7 were able to organize Transition Teams in order to facilitate smooth transition of powers and authorities from the outgoing to the incoming local officials. All LGUs likewise conducted an inventory of all local government real or immovable properties such as land, buildings, infrastructure facilities and improvement and machineries, as well as movable properties i.e. vehicles, office equipment, furniture, fixtures and supply stocks. As of June 30, sixty LGUs with new set of local officials held turnover and oathtaking ceremonies. The re-elected local officials of the seventy-six LGUs also took their oath of office before June 30. In October, the Province of Negros Oriental, in partnership with the League of Municipalities (LMP), conducted Alliance Building with all Mayors, Provincial Department Heads, National Government Agencies, and other stakeholders. The activity aimed to ensure that the province will go a long way in terms of development direction through harmonization of local plans and programs vis-a-vis priority development programs of the provincial and national government.

Investment Program (AIP); • Discussions by the GIZ-DP on LGU Revenue Generation, Streamlining of Business Permits and Licensing System (BPLS) and Local and Regional Economic Development (LRED): A Participatory Process to Promote Local and Regional Economies; • Discussions by the OCD, MGB, EMB, PAGASA and PHIVOLCS on the DRRM Act of 2010, Climate Change Act of CY 2009, and the Central Visayas Disaster Situationer and Mitigation Measures on Flood and Landslide, Hydrometeoric Hazards, Earthquake, Tsunami and Volcanic Disaster; and, • Sharing of the good practices on DRMM and CCA by Cebu City, Bayawan City, Negros Oriental, and Jagna, Bohol. On December 6-8, DILG7 assisted the World Bank consultants in the conduct of on-site assessment and data gathering to the 3 DRRM/CCA pilot LGUs in region 7, namely, Jagna, Loboc and Inabanga, all of Bohol Province. The three LGUs formed their respective DRRM teams which were provided with appropriate orientation/briefing to carry out the salient requirements of disaster risk reduction management at their respective localities. To facilitate easy access of DRRM-relevant data and proper identification of disaster prone areas, the teams underwent on-site data gathering and validation necessary for the creation of a digitized map. It is the LGU’s primary mandate to ensure the safety and security of its constituents. This mandate is further reinforced by the enactment of the DRRM Act of 2010 and the CCA Act of CY 2009 which put the local government at the forefront of mitigating and dealing with the impact of natural disasters and climate change. In order to effectively implement this mandate, it is imperative to mainstream the integrated concerns of DRRM and CCA into the local governance processes.

n line with the call for LGUs to take the lead on disaster risk reduction and climate change adaptation, all 136 LGUs in Central Visayas were provided with orientation on Comprehensive Development Plan (CDP) Formulation and Mainstreaming the Disaster Risk Reduction and Management (DRRM) and Climate Change Adaptation (CCA) in the CDP Process. The regionwide undertaking is organized by DILG7 in partnership with GIZ-DP. The orientation was conducted in six batches within the whole month of October. Participants were the Local Chief Executives (LCEs), Sanggunian Committee Chairpersons on Environmental Protection or related Committee, Local Planning Development Coordinators (LPDCs) and DILG7 City/Municipal Local Government Operations Officers (C/MLGOOs). The following are the highlights of the activity: • Symbolic Commitment Building wherein the participants posted their pledge of commitment to formulate their respective local development plans and take the lead on disaster risk reduction and climate change adaptation in the local communities; • A workshop on the assessment of the current state of existing plan documents and the subsequent formulation of LGU Re-entry Plan; • Discussions by the DILG, NEDA, DBM and HLURB on the Rationalized Local Planning System, JMC No. 001 s. 2007 re Harmonization of Local Planning, Investment Programming, Budgeting, Revenue Administration and Expenditure Management, the CDP and CLUP Formulation Processes, JMC No. 001 s. 2009 are Harmonization of CDP and CLUP, Mainstreaming DRRM and CCA in the Rationalized Local Planning System; the Local Development Investment Program (LDIP) and the Annual

he Municipalities of Balilihan and Catigbian in Bohol were awarded P1Million each intended for LGU development projects during the DILG7’s Yearend Evaluation Conference on December 16, 2010. This is in line with DILG’s Performance Challenge Fund (PCF) program which aims to stimulate LGUs to put premium on performance in order to avail themselves of the financial package that they could use to jumpstart and sustain local development initiatives that are aligned to the Millennium Development Goals (MDGs). In order to gain access to the PCF, LGUs must be granted the “Seal of Good Housekeeping” which is based on their exemplary performance in the key governance areas of planning, fiscal management, transparency and accountability, and valuing performance monitoring. Balilihan and Catigbian received their certificate of eligibility to avail of the PCF during the Local Governance Policy Forum and launching of the Biyaheng Pinoy Project on October 18, 2010 at Heritage Plaza Hotel, Manila. Maribojoc, Bohol and Amlan, Negros Oriental also vied to qualify as recipients of PCF for 2011.

he 1987 Constitution guarantees the right of the Filipino people to information on matters of public concern (Art. III, Section 7). To this end, the Aquino Administration has made a covenant to tread the straight and narrow path of transparency with the vision that public institutions are rebuilt on the strong solidarity of the society and its communities. Guided by the foregoing principle, DILG scaled up interventions to elevate the practice of governance that values transparency, accountability, participation and performance into an institutionalized status through the issuance of MC No. 2010-88 re Full Disclosure of Local Budget and Finances. The Circular directs all Governors, City/Municipal Mayors to post in conspicuous places within public buildings in the locality, or in print media of community or general circulation, and in their websites, the

LGU’s Annual Budget, Statement of Cash Flows, Statement of Receipts and Expenditures, and Trust Fund (PDAF) Utilization, among others. To align with the Full Disclosure Policy, DILG7 will have its website in 2011 conceptualized with domain name registration, web hosting and web site maintenance. It shall post the Local Budget and Finances, Bids and Public Offerings of the LGUs in Central Visayas without websites and facilitate submission and retrieval of required reports from the sub-regional units. It aims to increase operational efficiency, adhere to paper-less office, be interactive and dynamic, act as safe databanking, improve quality, speed and effectiveness of services, improve access to remote users and stakeholders, and improved access to resources on other networks and systems. Further, it aims for userfriendly interface, and ensured readability and accessibility.

The winners were awarded in a fitting ceremony with Hon. Leila M. De Lima, DOJ Secretary as the Guest of Honor and Speaker during the DILG7’s Yearend Evaluation Conference on December 16, 2010 at the Ecotech Center’s Grand Pavilion, Lahug, Cebu City. The winning barangays demonstrated efficiency and effectiveness in securing the objectives of Katarungang Pambarangay (KP) Law by settling or resolving disputes of barangay constituents through mediation, reconciliation and arbitration. The annual LTIA Search aims to strengthen the efficacy of the Katarungang Pambarangay as an indigenous conflict-resolution structure at the grassroots, and to generate awareness and support from various sectors on the KP Program as a potent vehicle towards social order and human development.

Program On 5s: CSC Awards DILG7 for Good Housekeeping Practice

A

s a result of the regionwide Search among the nominated national government agencies, local government units, government-owned and controlled corporations, state colleges & universities, and constitutional bodies, DILG7 bagged the Civil Service Commission’s 2010 Brigada Ahensya Award for Category C for its good housekeeping practice that resulted to a clean, orderly and beautiful working environment that enhances productivity and efficiency. DILG7 received a Plaque of Recognition from CSC7 on September 28 as part of the culminating activity of the 110th Philippine Civil Service Anniversary Celebration. The improvement of DILG7 facilities is in line with its ongoing implementation of 5S Program and is in conformity with the requirements for the Call Center on Local

Governance, DILG7’s innovative program aimed at giving its clientele easy access to information on local governance and for information-sharing among agencies and program stakeholders to take place. The DILG7’s 5S Program addresses seven housekeeping areas of concern, as follows: Adherence to 5S Principles or the 5 Pillars of a systematic process of work area organization; Purchase of Equipment, Repairs, Recycling and Repainting of Facilities; Repairs, Recycling and Repainting of Fixtures and Furniture; Landscaping and Beautification/Greening; Office Safety and Solid Waste Management. DILG7 sustained the implementation of its 5S Program to achieve total organizational standard and cleanliness in the workplace. Since its inception in CY 2008, gains have been observed in terms of organizational

efficiency and safety and improvement of employees’ morale. Employees’ commitment to maintain orderliness and follow the 5S SOPs were regularly revisited during the conduct of Monday Convocation. DILG7 will continue to conduct activities to sustain the discipline until such time that practicing the 5S becomes a daily habit for all DILG7 employees.

The undertaking is in pursuit of Joint Memorandum Circular (JMC) No. 001 s. 2007 which highlights the procedure for provincial-city/municipal complementation, outlines the strategies to ensure consistency in local planning, investment programming, budgeting, expenditure, management and revenue generation, and specifies the venues where the interface of government agencies and local government units in planning would take place. More than the opportunity to be recognized with their initiatives in complying

with the provisions of the Rationalized Planning and Budgeting, joining the Search provides the LGUs the venue to share their good practices in planning and budgeting. It also offers a way to learn the best practices from others. Documenting LGU’s planning and budgeting experiences allows them to examine, reflect and assess their planning and budgeting structures and processes. This makes LGUs conscious of their performance and puts them in a better position to improve further.

The Search is open to all Cities and Municipalities in Region 7 and shall look into: 1. Adherencev v to RPS and JMC Nos. 001 s. 2007 and 002 s. 2008; 2. LGUs’ innovations on planning and budgeting; 3. Capacity in planning and budgeting; 4. Active involvement of all stakeholders; 5. Organized and functional planning and budgeting bodies; 6. Presence of approved and updated CDPs and Comprehensive Land Use Plans (CLUPs); 7. Local Development Investment Programs (LDIP) & Annual Investment Programs (AIPs); and, 8. Approved Annual and Supplemental Budgets – the documents that provide guidance and specific courses of action towards LGU sustainable development.

aking on its role in the Rationalized Planning System, DILG7 conducted two writeshops to craft the guidelines on the Search for Best LGUs in Planning and Budgeting. n partnership with Bohol Province in the implementation of the Local Government Support Program for Local Economic Development (LGSP-LED), DILG7 carried on its role in the project towards enhancing local governance and economic development. DILG7 provided technical assistance to the Bohol Integrated Area Development (BIAD) Cluster V LGUs of Bohol Province composed of Bilar, Batuan, Carmen, Dagohoy, Danao, Pilar, Sagbayan & Sierra Bullones – a.k.a Chocolands. BIAD is an inter-municipal partnership and clustering concept developed by a JICA-sponsored master plan in the 80’s and reactivated by the AusAID-sponsored Local Governance Development Program (LGDP) years ago. It is strategic for catalyzing LED best practices in MSME’s related agribusiness and eco-tourism while enhancing local governance in the province. The Province of Bohol has attained a level of readiness and competitiveness in governance to foster local economic development, having adopted the BIAD framework to enhance the partnership among its clusters of municipalities. After a series of orientations with project partner LGUs along with

ursuant to DILG Memorandum dated July 5, 2010, RD Pedro A. Noval, Jr. performed dual function as caretaker mayor and as regional director of DILG7 when he took over the mayoral post of the Municipality of Compostela, Cebu in view of the suspension by the Commission on Elections (COMELEC) of the effect of the proclamation of the town’s elected officials. His designation was based on the concept of residual power of the President there being no law to respond to the situation. He took his oath of office on the same day he received the Order from Top Management as caretaker mayor before

Cebu Governor Gwendolyn Garcia with the local media in attendance. He managed the affairs of the LGU by exercising executive functions except for hiring and firing of employees, pending the resolution of Comelec on the suspension order. Among the reforms and activities he has introduced to the LGU are the inventory of the municipality’s assets and finances to determine what items in the annual budget can be implemented immediately, meetings with the department heads and briefings with the barangay captains and the PNP. He also acted on the reported unliquidated cash advances of the previous municipal

officials by constantly coordinating with the Commission on Audit (COA), Department of Budget and Management (DBM) and the DILG Top Management. Mr. Joel Quiño won in the May polls but his opponent, outgoing mayor Ritchie Wagas, filed an election protest citing discrepancy in the election returns. Mr. Quiño filed a motion for reconsideration on the suspension before the Comelec Second Division. RD Noval had also served as Officerin-Charge of Liloan, Cebu in 1987-1988 after the Edsa People Power Revolution.

Good Practices in Local Governance: Facility for Adaptation and Replication (GO-FAR)

ILG7 updated its Central Visayas Compendium of Good Practices entitled “Halad ug Gasa: A Compendium of Good Practices in Region 7” with a total of 12 good practices documented to date.

On September 15-16, a Pre-Replication Workshop was conducted for the GO-FAR Project Team of Carmen, Bohol. On October 27-30, an actual Replication Inception Workshop (RIW) was conducted on the good practice of the LGU entitled, “Economical

and Enhanced Safe Motherhood (e-SM) Project”. The replicating LGUs are Lorente, Samar; Asipulo, Ifugao; and Talibon, Bohol. They were shown the step-by-step process on implementation of the model LGU’s good practice.

n time before the October 2010 barangay elections, the Cebu Provincial Government conferred awards with cash incentives to the Cebu Barangay Officials who exemplified outstanding performance based on the criteria of the DILG7’s Search for Ten Outstanding Barangay Officials of the Year (TOBOY) Award. The awarding was made possible through the joint efforts of the DILGCebu Province and the Liga ng mga Barangay Provincial Chapter. The provincial government allocated a total amount of Php113,000.00 as financial assistance for the TOBOY search in the province. The Provincial Government of Siquijor likewise had an awarding ceremony for its deserving barangay officials during the province’s celebration of “Araw ng Siquijor” on September 17. TOBOY is an awards program unique to DILG7. It aims to recognize the barangay officials of Region 7 who have shown exemplary performance in the discharge of their functions. The selection is based on accomplishments of the barangay officials during the period August of the previous year up to July of the present year.

Joint Program MDGF 1919: Enhancing Access to and Provision of Water Service with Active Participation of the Poor • A writeshop in line with the MDGF 1919: Enhancing Access to and Provision of Water Services with Active Participation of the Poor was conducted on April 14-15 at the Marco Polo Plaza Hotel, Cebu City. • DILG and NEDA are co-implementing agencies for this Program. • The formulation of a Capacity Development Framework would be the major output to serve as guide and basis in determining the various capacity needs and gaps of the water service providers so that appropriate capacity development programs would be designed and translated into Modules to form part of the DILG WATSAN Tool Box. • Said framework will be used in the roll-out of the capacity assessments in the 36 municipalities in Luzon and Mindanao which are covered by the joint program. • The general goal of the program is the improvement of the efficiency, access and affordability and quality of potable water services though established mechanisms.

Special Local Roads Fund (SLRF) DILG7 monitored the physical and financial status of SLRF in the four provinces and twelve cities of Region 7 and facilitated the preparation of the SLRF CY 2010 Individual Program of Work (IPW) of the 16 recipient LGUs. The 16 IPWs were submitted to the Office of the Project Development Services (OPDS) for review and approval. In June and September, DILG7 called for a meeting with the Department of Public Works and Highways (DPWH) for the purpose of facilitating the efficient liquidation of Funds by the 16 government units.

The Cabidian Bridge of Mabini, Bohol was completed and inaugurated on April 23, 2010. PBP II is an Austrian-assisted project implemented by the DILG and beneficiary LGUs which aims to accelerate development in the countryside. The project is designed to address accessibility and transportation problems in far-flung communities and to increase public’s access to basic services through the construction of local bridges nationwide.

Provincial Roads Management Facility (PRMF)

Various activities and capacity development interventions were conducted for the implementation of the Provincial Roads Management Facility (PMRF) project in the Province of Bohol. The signing of the Memorandum of Agreement in June 2009 with then Governor Erico B. Aumentado set the ground for the implementation of the program. Gov. Edgar M. Chatto issued Executive Order No. 27, S. 2009 creating the Bohol

Project Management Team and likewise constituted the Technical Working Groups for the Provincial Road Network Development Plan (PRNDP) and for the Provincial Annual Works Plan and Reforms Program (PAWRP), and also the Provincial Monitoring and Evaluation Team (PMET). Bohol’s first Provincial Road Summit was conducted in January for the program’s stakeholders. The activity aimed to generate their concerns and commitments as well as their vision for Bohol’s provincial roads. Highlighted in the Summit are the preparation and production of GIS map and the provincial road network. DILG7 sent representatives to the briefing session on PRMF conducted by the Office of the Project Development Services (OPDS) on September 29-30 and to the OrientationWorkshop on PRMF Procurement on Capacity Development and Goods on October 18-19. DILG7 also sent its PDMU Team to the National Training Workshop on Climate Change and Climate Proofing on October 18 – 23 to prepare the Regional PDMUs on

how to integrate climate change adaptation in view of the Department’s program on Mainstreaming Disaster Risk Reduction Management (DRRM)/Climate Change Adaptation (CCA) into Local Government Systems and Processes. PRMF is an AusAid-assisted project implemented in coordination with the DILG. In essence, it is a governance project with infrastructure development as an entry point. It seeks to improve road management and services by delivering civil works in identified provincial road sections. Along these infrastructure developments are the governance reforms which the project intends to institute in support to the road sector. Thus, the project also aims for capacity development in various governance areas such as those on revenue generation, human resource development, and transparency and accountability in governance processes particularly on bidding, procurement and accounting. PRMF boasts of an enticing incentive package to performing LGUs in the areas of governance reforms.

he 3 pilot LGUs of the United Nations Fund for Population (UNFPA), namely, the municipalities of Ubay, Talibon and Carmen in Bohol, have completed the CBMS Module 1: Training on Data Collection for LPRATs and Enumerators last March. These LGUs have completed the data collection and are ready for encoding and map digitizing. They were likewise oriented on the CBMS Rider Questionnaire. In Cebu, Bogo City completed the encoding of the data gathered from the households after its training on Module II: Data Encoding and Map Digitizing. The Municipality of Cordova finished the manual validation of data and is now ready for

digitizing. Cebu City issued Executive Order No. 10-117 creating the Millennium Development Goals Monitoring Council (MDGMC) to be responsible for the planning, monitoring, and evaluation of the localization of millennium development goals and programs. The MDG Council’s mandate covers 80 barangays in Cebu City. With the establishment of the Council, Cebu City hopes to become a model for the convergence of efforts against overcoming poverty, from the government’s 4Ps: Pantawid Pampamilya Pilipino Program, to various non-government and people’s organization-led programs. One of the activities organized by the Council was the

Stand Up End Poverty: Make a Noise for MDGs Day. The activity was conducted on September 18, wherein more than 1,000 participants from various sectors gathered in front of the City Hall and made a collective noise for 10 minutes to remind world leaders of the commitment to end extreme poverty by 2015. Other LGUs in the region displayed streamers in support of the MDGs. DILG7 will implement CBMS Module 3: Data Processing and Mapping after the Trainers’ Training on CBMS attended by the Regional CBMS Focal Persons. A Simplified MDG Tracking System shall also be used in monitoring LGUs’ efforts on the localization of the MDG.

All LCEs were likewise enjoined to reactivate their Barangay Health Emergency Response Teams (BHERTs), totaling 3,142 in the region.

ursuant to the provisions of Section 397(b) of the Local Government Code of 1991 which mandates the conduct of Barangay Assembly Day twice a year and Presidential Proclamation No. 342 series of 2003 declaring every last Saturday of March and every 3rd Saturday of October each year as Barangay Assemly Day, all 3,003 barangays in region 7 conducted their respective barangay assemblies for the first and second semesters of CY 2010. Mandatory activities such as the presentation of accomplishments by the Punong Barangay and the financial report by the Barangay Treasurer were conducted. Matters concerning the May 2010 National Elections and the October 25 Barangay Elections were discussed along with the Observance of Earth Day and participation in Earth Hour 2010. Issues and concerns affecting the barangays particularly on solid waste management and illegal drugs, poverty, high prices of basic commodities, climate change/weather temperament, lack of water supply and the campaign against use of illegal drugs were also discussed.

n compliance with the Department’s issuance on the accreditation of the Non-Government Organizations and the People’s Organizations (NGOs/POs), DILG7 convened the NGOs and POs in all the 136 LGUs in the region. The Composition and Duties and Functions of all the Local Special Bodies (LSB) as well as the Guidelines in the selection of NGOs/POs and CSOs for membership in the LSB were discussed prior to the selection proper. DILG issued Memorandum Circular No. 2010-75 dated August 4, 2010 with the subject Accreditation of People’s Organizations, Nongovernmental Organizations And Similar Aggrupations, and Selection of Representatives to the Local Special Bodies mandating DILG Field Officers to convene a meeting with the executive officer or with the

duly authorized representatives of the accredited organizations where such groups shall choose from among themselves the representative organizations to the local special bodies.

2010 National Crime Prevention Week

T

he Regional Management Coordinating Committee (RMCC-7) in partnership with the Association of Regional Executives of National Agencies (ARENA)-7 conducted a Joint Opening Program for the 16th National Crime Prevention Week (NCPW), 110th Philippine Civil Service Anniversary and the ARENA7’s Sportsfest for 2010 on September 1, 2010 at the Cebu City Sports Complex, Cebu City. Forty-four (44) national government agencies participated.

The 2010 NCPW called for a joint effort of the police and the community in addressing criminalities towards the development of the country. Other significant activities conducted in celebration of the week-long event included a Holy Mass at the St. Ignatius Chapel of the Police Regional Office (PRO7), a Parade from PRO7 going to the sports complex, “Hataw” exercises led by the Department of Health (DOH), the ceremonial releasing of balloons by the participating agencies and the 2010

ARENA7 Sportsfest Pageant. The provinces, cities and municipalities likewise organized their respective activities pursuant to Proclamation No. 461 mandating the nationwide celebration of the National Crime Prevention Week (NCPW) which aims to generate community awareness and appreciation of the importance and value of crime prevention and to foster interest and participation of the general public.

Y 2010’s celebration of the National Women’s Month is focused on creating a gender responsive environment to encourage and support women in venturing into high value and more meaningful economic activities and enterprise development. The theme, “Babae, Tagumpay ka ng Bayan!” is in recognition of the significant potentials and contributions of women in the nation’s economic development. Pursuant to this, the DILG7 advocated to the LGUs for the conduct of fitting

activities in celebration of Women’s Month. The women’s month celebration was highlighted with a formal program organized by the Cebu City Government through the Cebu City Women and Family Affairs Commission (CCWFAC) at the Cebu City Hall. The program included photo exhibit featuring 16 women who have served the City Council and two incumbent officials, and the giving of tribute to those who are holding important positions as well as those who have served the City as elected officials in the past years.

n November 30 and December 1, eleven public information officers from the DILG7’s regional, provincial and city offices, together with selected regional office staff, underwent a two-day Production-Based Workshop on Web Design and Development with JC Digitalmedia Production, a creative multimedia solutions provider based in Cebu City. In line with the program of the DILG7’s Public Information called Capacitating the DILG7 Information Officers, the activity aimed for DILG7 to get started on the development of its new website, which shall be in place in the first quarter of 2011. The establishment of DILG regional office websites is in pursuance of the transparency thrust of the Department under

the leadership of SILG Jesse M. Robredo. DILG7 conducted media hopping by guesting in TV and radio programs to popularize new programs of the Department; facilitated fora and media coverage on program activities; and published its Kalambuan Newsletter and CY 2009 Annual Report, copies of which were provided to the LGUs, NGAs, POs, partners and other institutions. The sub-regional offices likewise sustained their periodic newsletters and annual report. Local newspapers were monitored for relevant issues and developments. News stories were sent to the Office of Public Affairs (OPA) of the Department for inclusion in the DILG Digest. Different media outlets in the region were also provided with press

releases for them to be abreast of the latest developments on program implementation and local governance concerns. Regional and sub-regional offices regularly updated their respective Bulletin Boards and Photo Displays. DILG7 Public Information anchors its programs and activities on the mandate for all government departments and agencies to intensify their information campaign of their policies, programs and objectives to the local government units including the general public, and on the role of the DILG public information officers to popularize the Department’s PPAs and publish its accomplishments.

46th Batch Induction Training for LGOOs II

ILG7 managed the 46th Batch Induction Training for LGOOs for Regions VII and VIII starting October 2009 to December 2010. Fifty-seven participants (24 from DILG7 and 33 from DILG8) took the General Orientation-Center Training in CY 2009. A total of fifty-two trainees successfully hurdled the training after the conduct of Field Immersion and Validation Assessment in CY 2010, with twenty-three trainees from DILG-7.

he DILG7 Operations Plan and Budget (OPB) was finalized after the regional planning conference on March 26. A mid-year evaluation conference on August 31 assessed regional and provincial accomplishments vis-a-vis OPB targets set for the 1st semester, and correspondingly set new targets and realignments for the 2nd semester. The year-end evaluation and awarding ceremonies for CY 2010 was conducted on

December 16 and was attended by all DILG7 personnel and field officers. A total of 4 Management Committee (ManCom) meetings were conducted in CY 2010 which serves as a forum for the discussion of operational issues and concerns, sharing of Department updates and developments, and setting of policy directions and guidance for more effective and efficient regional operations.

Personnel Development, Incentives and Awards Trainings Abroad DILG 7 Regional Director Pedro A. Noval, Jr. and Ms. Jhoaden G. Lucero, Regional Focal Person for One Cluster, One Vision (OCOV) Project were sent by the Department to Japan as scholars on CountryFocused Training Course “SEMINAR FOR MUNICIPAL MAYORS AND LOCAL FUNCTIONARIES OF CLUSTERED LGUS: ONE VILLAGE, ONE PRODUCT MOVEMENT and ONPAKU Approach”. The seminar was organized by the Japan International Cooperation Agency (JICA) under the International Cooperation Program of the Government of Japan on January 6-21, 2010 at Oita Prefecture, Japan.

Awarding of Perfect Attendance Twenty-four personnel at the DILG-7 regional office were conferred with the quarterly Perfect Office Attendance Award. The award is given to personnel and staff who have not incurred any leave of absence (except for scheduled forced leave and special leave), tardiness, and pass slips for personal reasons. RD Noval Conferred with Awards

ILG7 Director Pedro A. Noval, Jr. was conferred with three (3) awards, namely, the 2010 Most Outstanding Alumnus, Most Outstanding Engineering Alumnus for CY 2010, and Outstanding Professionals for 2010. The 2010 Most Outstanding Alumnus Award was given by the University of San Jose Recoletos (USJR), his Alma Mater, in recognition for his contributions to the local government units through his innovations, human capital development initiatives and creative management strategies. The recipient of this award has to meet the criteria of Professional Achievement, Leadership, Moral Uprightness and

Integrity, and Nationalism & Community Consciousness to be considered. The Josenian Engineering Alumni, Inc. also awarded Director Noval as the Most Outstanding Engineering Alumnus for CY 2010 in recognition of his professional/ career achievement, service to community, moral integrity and commitment to highest professional standards. The Local Government Unit of Liloan, Cebu likewise awarded him as one of the Outstanding Professionals for 2010, being a “Liloanon� who has displayed outstanding performance in the government service.

Year-End Evaluation, Planning Conference and Awarding Ceremonies

ILG7 winded up year 2010 with its Yearend Evaluation Conference and Awarding Ceremonies on December 16 at the Ecotech Pavillon, Lahug, Cebu City. The whole day affair was attended by a total of three hundred seventy two participants composed of DILG7 management and staff, field officers, CY 2010 retirees, media representatives and other guests. The morning program for the Yearend Evaluation and TACT Awarding Ceremony was graced by Hon. Benhur L. Salimbangon, Representative of Cebu 4th District as the Guest of Honor and Speaker. The Outstanding Field Units and TACT Cluster Teams were formally recognized and awarded, hence, ascertaining the gains and impact of the DILG7’s Team Approach on Coordinated Tasks (TACT) Strategy. The presentation of DILG7 CY 2010 Report of Accomplishments ended the morning’s activities. The awarding ceremony for the CY 2010 Lupong Tagapamayapa Incentives Award (LTIA) was graced by Hon. Leila M. De Lima, DOJ Secretary who gave an Inspirational Message. Also part of the activity was the turnover of the P1Million Performance Challenge Fund Grant Check to Bohol’s two municipalities, namely, Balilihan and and Catigbian being the beneficiary LGUs that obtained the Seal of Good Housekeeping. The yearend activity gave DILG7 the opportunity to identify the gains and impacts of the Team Approach on Coordinated Tasks (TACT) strategy, discuss approaches to further strengthen regional operations, and identify appropriate strategies and priority PPAs in order to be more relevant and responsive to the clientele. Adding color to the annual gathering was the much-awaited showcase of talents by personnel and staff from the sub-regional offices through the Production Number Contest and the Duet Competition. “Tribute to Michael Jackson” was the chosen theme for the production numbers. Raffles and fellowship capped the whole day affair. The Yearend Evaluation Conference is a much anticipated time of the year for the DILG7 personnel and staff to strengthen camaraderie, showcase their talents, and together celebrate the Christmas season.

ILG7 institutionalized the conduct of regular convocation every Monday, the activity that serves as an avenue for the management and employees to interact on matters concerning office operations and management. It provides open communication between the regional management and the employees. It is an opportunity for RO personnel, technical and

administrative, to develop and improve skills in public speaking. Part of the Monday activity is an information sharing in a form of a “talk show” wherein an employee, assigned in a particular schedule, interviews coemployees as guests and presents personal views on certain topics i.e. social, political issues that may interest the rest of the

employees. Legal opinions concerning local governance matters are also shared by the DILG7 Legal Officer. Modifications were made on top of the usual program format of the DILG7’s regular First Monday Convocation, wherein a regional TACT team is assigned to render a program updates or orientation-briefing on program implementation.

Aquino III for the Reappointment of all Non-Career Executive Service Officials (Non-CESOs) who are occupying CES Positions Affected by MC #1 Issued on June 30, 2010”; • Synchronized the activities of significant celebrations i.e. 110th Philippine Civil Service Anniversary and the 16th National Crime Prevention Week; • Conducted the CY 2010 ARENA-7 Sportsfest with the formal opening program to kickoff the Philippine Civil Service Anniversary and the National Crime Prevention Week celebrations on September 1 at the Cebu City Sports Complex; • Facilitated the convergence of NGAs during the 112th Independence Day Parade on June 12, Alay Lakad Walk for a Cause in September, CES Strategic Conversations with Visayas-Based CES Officials, and Heritage Walk for Executives from Regions 6, 7 and 8. • Involved in current issues and IECs by taking action on issues affecting agencies and employees i.e. conduct of Dialogue with the officials of GSIS on issues and concerns raised by the employees of agencies in the region; • Took the lead in the campaign for the implementation of the Salary Standardization Law (SSL) III; • Issued advisories i.e. Observance of Ramadan, How to Address President Aquino, Demise of a Public Figure as well as of a Member Executive, and New Director of a Member-Agency; • Circulated requests from stakeholders/institutions i.e. Designation of Agency Youth Focal Person and Alternate, in support of the thrust for youth development; and, • Maintained and constantly updated the ARENA-7 Electronic Database.

he ARENA-7 is composed of regional heads and assistant regional heads of national agencies and government-owned and controlled corporations (GOCCs) in Region 7 with a common interest and aspiration for committed public service. The association has a total membership of 141 including 15 officers and members of the Board of Directors coming from the 123 member agencies. RD Pedro A. Noval, Jr. is the current President of ARENA-7. The following are the ARENA-7’s significant accomplishments in CY 2010:

the gains of the 5S Program. A big chunk of the continuing appropriation went to the repair and maintenance of the 11-year old Regional Office building, which contributed to DILG-7’s garnering of the Civil Service Commission Brigada Ahensya Category C Award. DILG Central Office released in CY 2010 a total of P4M for 4 municipalities in Region VII that qualified in the

Performance Challenge Fund (please see related story). For the PCF program, DILG-7 contributed P2.5M of its savings in Personal Services. DILG7 continued the austerity measures undertaken in previous years. In addition to existing practices, management allocated funds for the construction of a water collector or cistern to help ease the effect of water price increase.

Y 2010 saw the implementation of the 2nd tranche of the Salary Standardization Plan as mandated by Executive Order No. 811 dated June 17, 2009. This translated to a 20% increase in the Personal Services (P.S.) allocation amounting to P120.8M for CY 2010 as against P100.8M for CY 2009. Also, to fund the new programs and to sustain successful ones of the department, CY 2010 got an 11.75% increase in the Maintenance & Other Operating Expenses (MOOE) budget from P9.486M in CY 2009 to P10.601M in CY 2010. This MOOE allocation was augmented by savings from CY 2009 amounting to P1.4M which greatly helped in the updating and improvement of office IT equipment needed for training and for sustaining
