Message of the Regional Director I wish to thank all the DILG-7 Personnel, most especially our people in the field, for a job well-done this year. Your perseverance coupled with your energy and enthusiasm, amid some challenging situations, helped steer our ship in its right course. I attribute the majority of the accomplishments made by DILGRegion 7 for the year to the able leadership of my predecessor, Director Pedro A. Noval, Jr. You may recall that sometime this year, the Department did an organizational assessment which showed that for it to achieve its organizational outcomes, change needs to happen at all levels. Our clients, the LGUs, are now becoming proactive, seeking more ways to become self-reliant in order to produce better results. Our role as DILG is to help them achieve these. But in doing so, we have to improve ourselves in terms of providing better service, increasing the level of our credibility and trust of our clients, and mutual respect for each other as well. It is my fervent hope that the Change Management Workshops we conducted truly made us recognize the need for change and encouraged us to follow our change pathways that would lead to our desired outcomes. This year, we are starting to operationalize the cluster approach based on the approved Rationalization Plan. I encourage all field officers to come up with innovations on how to assist the LGUs better. As SILG Robredo stated, DILG is an enabler; but we need to improve our capacity because we cannot give what we do not have. We shall not only do our job for the sake of doing it, rather, we must work and give meaning to the responsibility we have been given. As responsible ripple makers, Change should begin with us and will ripple towards our constituency. On this, we must serve effectively and efficiently. I am well aware as you are that change or transformation is a difficult concept to embrace. No matter how strong or open-minded we are, we will always find it hard to let go of the old ways and mindsets, even though we know there are new and better ways to achieve a goal. Sometimes, in the process of change, we feel discomfort or pain. We tend to give up for fear of treading in the unknown or be confronted with what ifs? But let me just borrow a line from a popular poem, which goes: “It’s when things go wrong that you musn’t quit.” Why? Because sometimes when we become weary of fighting the good fight, we tend to give up and abandon our goal. And only when we have thrown in the towel or admitted defeat do we realize that we almost had victory in our hands. When we feel that our responsibilities are weighing down on us, let us try to think of the ultimate end we wish to achieve -- better future for our family, our communities, and our country. Remember, difficult situations don’t last long – tough people do. There is still so much left to do. Next year, our program focus is the Seal of Disaster Preparedness, which we will implement, hopefully, with the same vigor and dedication we showed in implementing the Seal of Good Housekeeping. I rest assured, however, that with the genuine support I get from all of you and the top management, we will be able to continue our ship’s journey towards a better DILG-7, albeit murky waters and raging waves we will encounter along the way. Lastly, I invite you all to take part and be part of the Change we aspire for ourselves, our family, the LGUs, and our country. Let us be the change we want to see right now.

FULL DISCLOSURE POLICY Tapatan on Full Disclosure Policy DILG7 ensured LGU full compliance to the Full Disclosure Policy through intensified campaign, technical assistance and active participation of governance stakeholders. On May 24, DILG7 conducted a Tapatan on Full Disclosure with Secretary Jesse M. Robredo discussing the policy requirement to around 314 participants, 89 of whom were Local Chief Executives (LCEs). Highlighted in the Tapatan were discussions on the Full Disclosure Policy and the Signing of the Covenant of Commitment among the Governors, City and Municipal Mayors of Region 7, Media, Regional Heads of Government Agencies, Civil Society Organizations, Development Partners, Academe and the DILG7 Officials. The DILG7 newly developed official website, which presents the status of LGU Compliance on Full Disclosure of Local Budget and Finances, Bids and Public Offerings was also launched on the same day. The Tapatan Roadshow was a dialogue on Performance, Accountability, Responsiveness and Transparency anchored on the principle under the 1987 Constitution that guarantees the right of the Filipino people to information on matters of public concern. The dialogue aimed to secure the commitment and support of LCEs in the region on said policy. DILG has scaled up interventions to institutionalize such policy through DILG Memorandum Circular No. 2011-08 directing the entire Department and its attached agencies, and all Local Chief Executives (LCEs) to comply with Section 90 of R.A. 10147 of the General Appropriations Act for FY 2011 and the DILG Memorandum Circular No. 2010-83 entitled “Full Disclosure of Local Budget and Finances, Bids and Public Offerings� directing compliance to Sections 288 and 354 of R.A. No. 7160.

PERFORMANCE CHALLENGE FUND

A total of 91 out of 132 LGUs in region-7 were conferred with the Seal of Good Housekeeping Award for their good governance performance in internal housekeeping particularly in the areas of Good Planning, Sound Fiscal Management, Transparency and Accountability, and Valuing Performance Management. DILG7 conducted a regional conferment ceremony to the sixteen LGUs which were granted the Seal during the 2nd round of assessment on September 27, 2011 at the Marco Polo Plaza Hotel, Lahug, Cebu City, as follows:

the 20% component of the Annual Internal Revenue Allotment (IRA) for development projects, provided these are supportive of the national development goals and priorities. Four (4) Municipalities (4th-6th Class), namely, Balilihan, Catigbian and Maribojoc of Bohol, and Amlan of Negros Oriental, that were granted the Seal during the first round of assessment in CY 2010, are already implementing development projects that are also aligned with the Millennium Development Goals (MDGs) with their P1 Million PCF grant.

GAWAD PAMANA NG LAHI AWARD FOLLOWING the DILG’s launching of a total award concept for exemplary performance in local governance, Bohol Province, Cebu City and Amlan, Negros Oriental emerged as top recipients in Central Visayas of the DILG’s Gawad Pamana ng Lahi Award. Said LGUs received P3M, P2M and P1M, respectively, in cash prizes together with a plaque of recognition from no less than His Excellency President Simeon Benigno C. Aquino III. The Gawad Pamana ng Lahi Award accords government recognition to exemplary performance of a province, city or municipality in the areas of Administrative Governance, Social Governance, Economic Governance and

Environmental Governance. The Awards criteria include the LGU’s LGPMS Overall Performance Index (80%), past inclusion in the Seal of Good housekeeping (10%), their innovations for three years prior to the award period (5%), and award or distinctions received from regional, national and international institutions either government or reputable private for the past preceding year (5%).

CHANGE LEADERS TRAINING

IN line with SILG Jesse M. Robredo’s Change Agenda, DILG7 conducted, in three batches, a Change Leaders Training entitled Institutionalizing The Reform Agenda Towards Performance-Based Management In The Implementation Of Priority Projects To Achieve The Priority Thrusts Of National Government, with the theme “Changing Gears Towards Greater Productivity and Creating A Common Roadmap for DILG7.” A total of 190 DILG7 Local Government Operations Officers underwent said training. They conveyed their support to work for change and adapt to the new ways so as to become true catalysts of change for DILG. The training activity aimed to equip the DILG frontliners with knowledge on the DILG’s operational agenda in order to respond to the needs of the clientele – the LGUs and the groups that matter. Highlighted in the training were presentations, workshops and discussions on the Department’s PPAs, Theory of Change, DILG Outcomes Framework based on its sectoral goal and organizational outcomes and the DILG Strategic Doctrine. A session on Self-Awareness (Self-Concept-Who am I?) to set the tone of the training was done by a renowned

Psychotherapist, Dr. Russell VelasquezMakiling of the Intelli-Prime Consultancy Services, Cebu City. SILG Robredo calls for every DILG man to reflect on and recognize the need for change in DILG as a whole and as individuals as well through PART: Performance, Accountability, Responsiveness, and Transparency. DILG-7 Regional Director Ananias M. Villacorta spearheaded the conduct of the training as the Main Resource Person and was assisted by a team of facilitators.

TURNOVER OF REGIONAL LEADERSHIP RD Ananias M. Villacorta, CESO IV assumed DILG7 leadership following the fitting turnover ceremony on October 25 at the DILG–7 Training Center, Sudlon, Lahug, Cebu City. RD Villacorta started his stint as DILG7 regional director with the conduct of the Change Leaders Training wherein he led the DILG7 field officers in assessing the current DILG organization vis-à-vis the strategic existence of the Department with the goal to get a collective regional perception of how effective are the Department’s Vision and Mission. For the remaining months of the year, he focused on familiarizing himself with the DILG7 programs and operations through interfacing with the

DILG7 personnel and courtesy calls with the local chief executives in the region. He has emphasized in his speech during the turnover rites that he envisions his management and stint in the DILG7 to be in one color – white, encouraging the DILG7 workforce to work for the organization and help it grow as an institution.

GOVERNMENT

PROGRAMS NATIONAL GREENING PROJECT AND BILLION TREES PROGRAM

IN line with the Department’s Billion Trees Program fully inte- enhancement and co-management of denuded forestlands, grated and harmonized into the National Greening Program brush lands, and degraded residual natural resources using through Executive Order No. 26 issued by President Benigno native tree species. S. Aquino III, DILG-7 together with all LGUs in Central Visayas successfully planted approximately 3,466,329 seedlings during the Philippine Arbor Day last June 25, 2011. Particularly noteworthy was the 2,828,005 seedlings planted in the Province of Bohol making it rank first among all provinces nationwide. The Municipality of Carlos P. Garcia, Bohol was one of only two municipalities in the country that surpassed the 1 million seedling milestone having planted 1,058,700. DILG-7, together with the Province of Cebu and the Ramon Aboitiz Foundation, launched the National Greening Program at Jaclupan, Talisay City also during the Arbor Day Celebration where 12,500 seedlings were planted during the event. During the Tapatan on Full Disclosure Policy on May 24, the Cebu Provincial Government, Ramon Aboitiz Foundation, Incorporated (RAFI) and the DILG signed a Memorandum of Agreement on GREENIN Philippines and Billion Trees Program. The GREENIN Philippines is RAFI’s program being integrated under the DILG’s Billion Trees Program that is in line with the national government’s National Greening Program (NGP), which aims to plant some 1.5 billion trees covering about 1.5 million hectares for a period of six years from 2011 to 2016. GREENIN Philippines Program aims to plant five million trees in six years through the development, protection,

PUBLIC TRANSPORT ASSISTANCE PROGRAM DILG7, through its field officers, distributed the Public Transport Assistance Program (PTAP) fuel subsidy amounting to P3,634,950.00 to 24,233 tricycle franchisees in 89 LGUs in Central Visayas. The field officers are also involved in the fast tracking of the LGUs’ liquidation reports which revealed that as of December 2011, actual total LGU disbursements amounted to Php 1,282,200.00 out of the P3,634,950.00 grant to Region VII.

PUERTO PRINCESA UNDERGROUND RIVER AS ONE OF THE NEW 7 WONDERS OF THE WORLD DILG7 mobilized its employees in regional and sub-regional offices to promote and participate in the PPURN7WN Campaign for Puerto Princesa Underground River (PPUR) to be included among the New 7 Wonders of the World. It also enjoined the local governments in Central Visayas up to the barangay level to support the campaign as a response to President Benigno Aquino’s call to promote the Philippine tourism industry. All employees voted thru synchronized text messages and all DILG7 sub-regional offices displayed the PPUR streamers in their offices. LGUs of Central Visayas were very supportive of the PPUR-N7WN Campaign as they conducted synchronized text voting, displayed streamers in conspicuous places, enacted resolutions of support, and conducted Information and Education Campaigns to support the PPUR.

The distribution of the fund is part of the Pantawid Pasada or the Public Transport Assistance Program (PTAP) of the government, which was created under Executive Order No. 32, s. 2011 issued by President Benigno S. Aquino III. The PTAP aimed to provide assistance to the public transport sector to cushion the impact and the resulting effects of oil price hikes on the costs of fuel, food and other basic commodities.

Advocacy on HIV and AIDS

On February 8, a High Level HIV/AIDS meeting with USEC for Local Government Austere A. Panadero tackled the issue on the alarming increase of AIDS involving intravenous drug at Kamagayan, Cebu City, and to find out immediate solutions on this concern. On March 17-18, an orientation-Workshop was conducted for purposes of assigning tasks and responsibilities among the concerned stakeholders, as well as outlining the steps in the implementation of the Cold Zone program

TB-DOTS

HAVING good practices in their health centers, Tanjay City, Negros Oriental and Duero, Bohol were recommended by DOH7 for validation in line with the project entitled, “Promoting TB-Free LGU through Replication of Directly Observed Treatment Short-Course Strategy (DOTS) Good Practices.” The project used the DILG’s GOFAR or the Good Practices in Local Governance: Facility for Adaptation and Replication (GOFAR) strategy, the Documentation of Good Practices and Replication Inception Workshops (RIW), in popularizing DOTS success stories. The DOH, assisted by the Philippine Coalition against Tuberculosis and Integrated Policy for TB Control in the

Philippines, and in partnership with the DILG thru the Bureau of Local Government Development (BLGD) initiated a TB-free Philippines. Its goal is to reduce TB prevalence by half in 2015, which is in line with the Philippine Plan of Action to Control TB (Phil PACT) and the Millennium Development Goals.

HIS EXELLENCY PRESIDENT BENIGNO S. AQUINO III ON August 2, President Benigno S. Aquino III took a five-hour visit to Bohol for his first Presidential Visit where he inducted Governor Edgardo M. Chatto as the new Chairman of the Regional Peace and Order Council and inaugurated the municipal hall of Trinidad, Bohol.

Together with the President were SILG Jesse M. Robredo, DOTC Secretary Mar Roxas, DOE Secretary Jose Rene Almendras, DPWH Secretary Rogelio Singson and the recently resigned DOT Secretary Alberto Lim. Also present in the affair were Presidential Spokesperson Edwin Lacierda, Deputy Presidential Spokesperson Abigail Valte and Manuel Quezon III, Undersecretary for the Presidential Communications Development and Strategic Planning Office.

He also inaugurated the P28M Municipal Hall of the Municipality of Trinidad where he spoke before a huge crowd at the Trinidad Municipal Gymnasium. He cited the establishment of business onestop shop, transparency and accountability in the LGU, as well as the commitment of the national government to fund the conditional cash transfer program, KALAHI projects and Sagana at Ligtas na Tubig Para sa Lahat Program for target beneficiaries.

DILG SECRETARY JESSE M. ROBREDO SECRETARY Jesse M. Robredo served as the Guest of Honor and Keynote Speaker during the commemorative program for the Bohol Province’s annual event, the celebration of the 115 Natal Day of the late President Carlos P. Garcia, on November 4, 2011 at the Bohol Cultural Center, Tagbilaran City. During the occasion, the Secretary announced that the “Best Governed Province” Award in 2010 under the DILG’s Local Governance Performance Management System (LGPMS) goes to the Province of Bohol. He also

sat down with the Bohol’s Provincial Disaster Risk Reduction Management Council in a forum which was attended by all mandated members of said Council and representatives of the provincial offices and regional directors of the DILG, Philippine National Police (PNP), Bureau of Fire Protection (BFP), and the Bureau of Jail Management and Penology (BJMP). He also gave one hour of his time for a conference with the local media wherein he answered issues and concerns regarding the DILG’s programs on Disaster Risk Reduction, Seal of Good Housekeeping, Full

Disclosure Policy, Performance Challenge Fund and Pamana ng Lahi Awards. Secretary Robredo also witnessed the signing of the MOA and the turnover of the management of the CPG Museum between the provincial government and the CPG Foundation and led the ceremonial kick-off of three projects, such as the restoration/renovation and construction of the CPG Museum, Provincial Roads Management Facility Year 2 and 3 Road Rehabilitation/ Maintenance projects and DPWH funded road projects.

NEWLY-ELECTED OFFICIALS (NEO) PROGRAM Component 3-Alliance Building THE provinces of Negros Oriental, Bohol and Siquijor conducted Alliance Building with all Mayors, Provincial Department Heads, National Government Agencies, and other stakeholders on October 4, 2010, January 7, 2011 and June 23, 2011, respectively. The conduct of Alliance Building aims to ensure that the province will go a long way in terms of development direction through harmonization of local plans and programs vis-à-vis priority development programs of the provincial and national government.

Component 4-Sharpening the Saw ACTING on its mandate to strengthen the technical, fiscal and administrative capabilities of local governments, DILG7 continued partnering with the Deutsche Gesellschaft fur Internationale Zusammenarbet (GIZ) GmbH GIZ Decentralization Program (GIZ-DP) in the implementation of a training program on codification, which is comprised of three phases, to run for a period of two (2) years, 2011 to 2012. Phase I which is the Basic Course on Legislation was conducted on June 14-17, 2011 for Cebu Province, Negros Oriental and HUCs, and on June 21-24, 2011 for Bohol Province and Siquijor Province. Phase II, entitled Advance Course on Local Legislation/Codification Coaching was conducted on August 15-19, 2011 for Cebu and Negros Oriental Provinces, and the Cities of Cebu and Mandaue while Bohol and Siquijor Provinces had theirs on September 5 to 9, 2011. Phase III which covers Roll-out, Community Immersion and Codification Proper with quarterly meetings for updates and monitoring was started in the 4th Quarter of the year and will continue in CY 2012 for the community immersion and codification proper.

DILG-7’s commitment to the program includes the provision of technical assistance to the LGUs in the formulation of Revenue Code, Code of General Ordinances, Investment and Incentives Code and the Environmental Code.

Based on an assessment conducted by DILG-7 in 2009, legislation emerged as the top governance area that needed intervention. SAGANA fund for Waterless LGUs SEVENTEEN (17) identified waterless LGUs of Central Visayas received government’s funds for implementing projects under the Sagana at Ligtas na Tubig sa Lahat Program. A total of P63, 984,120.13 or 40% of the program funds were released to the recipient LGUs. SAGANA is one of the flagship programs of the President which aims to reduce by half the proportion of people without access to potable water supply. It promotes shared responsibility between the national government and local government units in providing water supply systems to waterless areas by awarding national government grants based on a rational prioritization scheme and requiring local government counterpart funding in all cases. The prioritization scheme underscores the health improvement and poverty reduction impacts of having safe water supply.

(RAFI) for Capability Building with and for Moral Recovery Programs for barangay officials with National Auxiliary Chaplaincy Philippines, Inc. (NACPHIL). DILG-Bohol Province: Provincial Government of Bohol through the Provincial Roads Management Facility (PMRF) with the CSOs and POs for the Adopt a Road Program . DILG-Negros Oriental Province: Negros Oriental State University (NORSU)-Siaton Campus with the Municipality of Siaton, Negros Oriental for the enhancement training of the municipality’s bararangay officials.

PUBLIC AND PRIVATE PARTNERSHIP (PPP) DILG7 conducted an orientation on Public and Private Partnership (PPP) with the region’s focal persons on PPP on December 20 at the DILG Region VII Training Center, Sudlon, Lahug, Cebu City. The PPP orientation aimed to build the knowledge base of the DILG7 focal persons on Public-Private Partnerships, particularly on national/local government PPP programs and the roles and responsibilities of DILG in local PPP promotion and implementation. It is an initiative of Secretary Jesse M. Robredo in view of the local economic development program of the Department that is aligned with the PPP Program of President Benigno S Aquino III.

LOCAL GOVERNANCE PERFORMANCE MANAGEMENT SYSTEM (LGPMS) THE Department of the Interior and Local Government (DILG) announced the country’s top performing provinces, highly urbanized and independent cities for 2010 based on the performance result of the Department’s Local Governance Performance Management System (LGPMS), among which are the Provinces of Bohol and Negros Oriental and the City of Cebu. Bohol emerged as the best governed province with an impressive overall performance index of 4.9370, while Negros Oriental ranked fourth with a high score of 4.8331. Cebu City ranked 9th in the highly urbanized and independent component cities category garnering a total of 4.6633 performance score.

Like the LGPMS, BGPMS is an assessment tool that measures the barangay’s delivery of services and accomplishments in relation to its functions as mandated by law. This tool forms part of a continuing mechanism to enhance local autonomy through administrative and organizational reforms, as required by Section 3(h) of the 1991 Local Government Code.

BARANGAY ASSEMBLY All the 3,003 barangays in region 7 were able to conduct their respective barangay assemblies within the first and second semesters of CY 2011. The barangay officials were able to report their accomplishments and disclose financial transactions to their constituents as well as present issues and concerns affecting their barangays and the nation as a whole.

BARANGAY MASTERLIST A Masterlist of Barangays and Barangay Officials Database System (BODS) is maintained and constantly updated in the DILG7 and can be accessed via One-Note System.

Presidential Proclamation No. 342 declared the last Saturday of March and the third Saturday of October and every year thereafter as barangay assembly day while DILG Memorandum Circular No. 2011-28 encourages the conduct of synchronized barangay assemblies every semester of the year.

MAINSTREAMING DISASTER RISK REDUCTION MANAGEMENT AND CLIMATE CHANGE ACT (DRRM-CCA) IN LOCAL GOVERNANCE A total of 90 LGUs attended in the DILG7’s regionwide series of OrientationWorkshops on “Strengthening LGU’s Institutional Capacity on Mainstreaming Disaster Risk Reduction and Climate Change Adaptation and Mitigation in Local Governance.” This is in response to the call for responsiveness and preparedness to natural calamities that threaten LGU growth and development in support to the capacity development of local governments thereby making the LGUs disaster resilient.

STREAMLINING BUSINESS PERMITS AND LICENSING SYSTEM (BPLS) IN enabling an environment for competitive and business friendly LGUs, the nationwide project on the streamlining of Business Permits and Licensing System (BPLS) continues to be one of the major undertakings of DILG7 in partnership with

the Department of Trade and Industry (DTI)-7 in pursuance to BPLS JMC No. 1, S 2010. The BPLS Regional Coordinating Committee/Technical Working Group (RTWG), which is composed of the technical personnel from the DILG7 and DTI7, covered a total of 40 LGUs including all the 29 target cities and municipalities for 2010-2014 per BPLS JMC requirement on the conduct of the Coaching Workshops. Within June and November, the RCC/RTWG also evaluated the BPLS implementation of the 13 out of the 40 BPLS covered LGUs thru on-site validation visits with one media coverage in January in Lapu-Lapu City, Cebu. The nationwide streamlining of the BPLS project is a move to expedite the issuance of business permits and licenses in cities and municipalities of the country pursuant to the Joint Memorandum Circular (JMC) No. 01, Series of 2010 signed by DILG Secretary Jesse M. Robredo and DTI Secretary Gregory Domingo. The Circular contains the implementing guidelines that set the standards in processing business permits and licensing in all cities and municipalities with the hope that the project will help attract more investors to all cities and towns and foster local economic growth, as well as generate job opportunities.

LOCAL GOVERNMENT SUPPORT PROGRAM FOR LOCAL ECONOMIC DEVELOPMENT (LGSP-LED) DILG7 supported and coordinated the LGSP-LED efforts in the region 7’s inter-municipal alliances, such as the: Bohol Integrated Area Development (BIAD V) composed of the municipalities of Bilar, Batuan, Carmen, Dagohoy, Danao, Pilar, Sagbayan and Sierra Bullones – a.k.a Chocolands. BIAD V launched an integrated program for the Production, Marketing, and Technology Enhancement of Organic Rice (PROMOTE-RICE) that seeks to promote LED by strengthening organic rice production and marketing; and the Panglao, Dauis, Baclayon Marine Triangle Inc. (PADAYON) which focuses on Tourism Development.

Among the successes of the programs include: Declaration by Bohol Governor Edgar M. Chatto to include the LGSP-LED programs among his top major programs and thrusts for CY 2011, such as the Marketing of Organic Rice thru Cooperatives; Establishment of the Center of Excellence for Agribusiness and Sustainable Agriculture (CASA) in Danao with BISU; and the Development and Production of Organic Fertilizers thru Vermicomposting wherein the Provincial Government of Bohol inked a Memorandum of Understanding/Agreement on academic partnerships with Holy Name University (HNU) and Bohol Island State University (BISU), respectively. Signing of a MOA between the Provincial Government of Bohol and BISU Bilar Campus for Center for Agribusiness and Sustainable Agriculture (CASA) to be based at the Department of Extension and Research.

After the LGSP-LED First Phase, Bohol’s BIAD V underwent a Project Implementation Assessment on November 21-25 which aimed to determine and assess the general situation of the LGSP-LED implementation within the BIAD V alliance in terms of the undergone processes, strategies, gains, problems and issues met and lessons learned. On April 5, DILG7 participated in a conference dubbed “Collaboration for Local Economic Development: Challenges and Opportunities” which aimed to inform the DILG top management of the latest local economic developments involving NGAs as well as the LGSP-LED undertakings in the region. Other activities under the program included the conduct of Orientation on Economic transformation Team to the different national agencies on March 29; Assessment and Bundling of Services to the BIAD V Alliance on August 10; and the Signing of the MOA for the Regional Economic Transformation Team making it a subcommittee of the Economic Development Committee (EDC) of the Regional Development Council (RDC) - Region 7.

The Local Governance Support Project for Local Economic Development is an eight year collaborative project of the Government of Canada and the Philippines that supports the DILG and other relevant national agencies in creating enabling conditions for decentralization and improving policies, laws, programs and operations to enhance local governance and economic development.

PROVINCIAL ROAD MAINTENANCE FACILITY BOHOL Province was able to develop and implement its road sector plan under the Provincial Road Maintenance Facility (PRMF) Project. As a governance and institutional reform program aimed“ to increase economic growth and improve access to public infrastructure and services in the Southern Philippines,” the PRMF project provides grant assistance directly to the province.

STRENGTHENING OF PEACE AND ORDER COUNCILS TO ensure conflict-free and safe communities, DILG-7 continues to monitor and provide technical assistance to LGUs on the organization and functionality of Peace and Order Councils (POCs) at all levels. It also provided secretariat support services to the POCs at the Regional, Provincial, City and Municipal levels. On August 1, Cebu Governor Gwen Garcia turned over the helm of RPOC7 to Bohol Governor Edgardo Chatto with President Benigno Aquino himself administering the Oath of Office of the new Chairperson. The Office of the Provincial Treasurer of Bohol Province reported that as of January 26, 2012, RPOC-7 has a total operational fund of Php 3,021,019.07 On September 5, the Regional Peace and Order Council (RPOC) – Region 7 was awarded by the Philippine Drugs Enforcement Agency (PDEA) in view of its generous contribution and support to PDEA’s antidrug programs and activities. DILG-7, being the RPOC7 Secretariat through its former Regional Director Pedro A. Noval, Jr., received the award during the occasion.

ACCESS TO JUSTICE OF WOMEN AND CHILDREN DILG7 provided technical assistance in the conduct of training on Access to Justice for the Poor. Cognizant of the need to strengthen women’s rights and welfare, DILG7 continues to provide and equip local government units (LGUs) with capacity building interventions geared towards upgrading the capacities of women.

STRENGTHENING OF THE REGIONAL MANAGEMENT COORDINATING COUNCILS (RMCCs) THE Regional, Provincial, City and Municipal Management Coordinating Committee regularly conducted monthly meetings to discuss issues and concerns of the Bureaus under the DILG Family.

PUBLIC DISCLOSURE / COMMUNICATION PROGRAM TOWARDS GOOD LOCAL GOVERNANCE IN order to equip its key personnel entrusted with the public information concerns with skills on the use of public information tools, DILG7 conducted a 5-day Production-Based Web Workshop on August 1-5 with all the designated public information officers from the DILG7’s regional, provincial and city offices and selected regional and sub-regional office staff. The website seminar workshop was a follow-through training designed for the Web Administrators, Designers, Programmers and Content Providers or Publishers of the newly created DILG7 Website. Soon, the actual website uploading, maintenance and administration shall be handled by the DILG7 Website Team. True to its commitment to Performance, Accountability, Responsiveness and Transparency in line with the Full Disclosure Policy of the Department, DILG7 launched its newly-developed official website: http://www.dilgregion7.net.

SEARCH FOR BEST LGUs IN PLANNING AND BUDGETING The DILG, NEDA, DBM, DOF and HLURB, and other partner agencies and institutions, the DENR, LMP-Cebu Chapter, Ramon Aboitiz Foundation, Inc. (RAFI), Cebu Business Club (CBC), University of the Philippines-Cebu (UP-Cebu) and Cebu Normal University (CNU) compose the JMC Oversight Agencies in Region 7.

THE DILG-7’s Search for Best LGU in Planning and Budgeting is one of the DILG7’s innovative programs on decentralization and local governance. It is an Incentive Program for effective harmonization of local planning and budgeting, in pursuit of Joint Memorandum Circular (JMC) No. 001 s. 2007, the landmark inter-agency issuance on rationalizing planning and budgeting. On April 5, DILG-7 signed a Memorandum of Understanding (MOU) with its partner agencies and institutions during the Organizational Meeting and Commitment Building on the Search for Best LGUs on Planning and Budgeting. The MOU seeks to synchronize future policies and guides

DILG-7 CALL CENTER ON LOCAL GOVERNANCE PROGRAM DILG7 sustained its unique implementation of its Local Governance Resource Center (LGRC) by making its Call Center on Local Governance operational with a website and Management Information System (MIS) through the use of One-Note System. A total of 3,472 customer service/official calls were

acted upon. The Policies & Guidelines of the Call Center includes the Regional Public Assistance and Complaints Center (PACC). The DILG7’s Call Center Program was established in CY 2008 as an initiative to strengthen the operations

TEAM APPROACH ON COORDINATED TASKS (TACT) DILG-7 sustains the implementation of the TACT Strategy, a clientelecentered service operational strategy of DILG7 for effective and efficient program implementation and staff development. In this strategy, the regional and field personnel are organized into clusters/ action teams per program/project not only to develop their capabilities in project implementation geared towards career development but also to effectively respond to the needs of the clientele, the local government units. A total of 9 DILG regional offices have already conducted their TACT visit in DILG7 and have attempted to replicate the TACT in their respective regions, customized according to their organizational and cultural dynamics.

DILG-7’S HOUSEKEEPING (5S) PROGRAM DILG7 sustained the implementation of its 5S Program to achieve total organizational standard and cleanliness in the workplace. Since its inception in CY 2008, gains have been observed in terms of organizational efficiency and safety and improvement of employees’ morale.

Investment in the 3,500-liter capacity rain catcher is starting to pay-off as observed in the lowering of consumption from MCWD-supplied water in the last 3 months of 2011. Employees commitment to maintain the orderliness and follow the 5S SPOs were regularly visited during the conduct of Monday Convocation. DILG7 will continue to conduct activities to sustain the discipline until such time that practicing 5S becomes a daily habit for all DILG7 employees.

Slated for implementation in the 1st quarter of CY 2012 are the following: 1. 2.

Improvement of comfort rooms and the ramps at the ground floor level in order to comply with the requirements of BP 344 or the Acces sibility Law. Installation of partitions and other furniture at the Financial Manage ment Service to match the existing set-up at the office ground floor where cubicle spaces are being maximized for enhanced productivity of individual employee.

In CY 2010, DILG-7 bagged the Civil Service Commission’s 2010 Brigada Ahensya Award for Category C for its good housekeeping practice.

SCALOG TRAINING IN preparation for the provincial rollout, DILG7 conducted a 2-day Regional Trainers’ Training on the Systems on Competency Assessment for Local Governments (SCALOG) from February 17 to 18, 2011 at the DILG7 Training Center. The training was aimed at orienting all the DILG 7 field officers on SCALOG as a competency tool for local government units and strengthening as well their capacities in order to better assist the LGUs in assessing their organizational competencies. SCALOG is an LGU Organizational Competency Assessment Tool necessary in addressing the gaps on capacity building initiatives of LGUs in line with the Department’s CAPDEV thrust. It was conceptualized as a complementary tool to the DILG’s Local Governance Performance Management System (LGPMS) in assessing the performance of LGUs in all the five (5) development areas.

INDUCTION TRAINING FOR LGOOS DILG7 produced forty-eight (48) newly-appointed LGOOs, 23 were from Region 7 and 25 from Region 8, following the DILG7-managed 46th Batch of LGOO Induction Training which had a graduation ceremony last January 18 at the Ecotech Center’s Grand Pavillion, Lahug, Cebu City.

RATIONALIZATION PLAN IMPLEMENTATION

Approved rationalized plantilla is composed of 337 positions broken down as follows: Permanent positions – 308; coterminous with the incumbent -28; coterminous with the appointing authority – 1 Of the 337 positions 23 are newly created positions composed of 1-planning officer, 1-Information Technology Officer 1, 18- LGOO VI , 3- ADA IV. Of the newly created positions, all LGOO VI and ITOI have been filled-up. Other va cant postions were also filled either through promotional appointments issued to deserving and qualified DILG7 personnel or through original appointments issued to newly hired personnel. There are 6 newly newly hired personnel for LGOO II positions. There are 3 clusters in Cebu Province, 2 –Bohol, 2-Negros Oriental, 1-Siquijor, 2-Cebu City (HUC with 2 cong. Dist.). Clusters are headed with an LGOO VI positions. Lacking plantilla items for the newly created HUC of Lapu-lapu City are : 1-LGOO VIII; 1-LGOO VI, 1-LGOO III. Request for issuance of said positions is still pending at DBM-Manila.

DILG7 INTEGRITY CIRCLE DEVELOPMENT DILG7, in its continued effort to promote integrity development and teamwork among its employees, conducted a Bowling Tournament for Regional Office, DILG-Cebu City, DILGMandaue City and DILG-Lapulapu City personnel with the theme “Building Solidarity through Bowling Tournament.” The one-day activity had four teams competing for championship in the bowling event as well as in the cheering competition. The DILG7 provincial offices also conducted their respective Integrity Circle activities. The conduct of annual Integrity Circle Development activities aims to foster closer relationship among DILG7 employees, promote the values of sincerity and transparency, and strengthen teamwork pursuant to Executive Order No. 319 dated April 3, 1996 mandates the institutionalization of the Moral Recovery Program in all government agencies and government owned and controlled corporations through the establishment of Integrity Circles. The DILG7 organized the Integrity Circles in CY 2005 under

the DILG’s Bayanihan Savings Replication Project (BSRP) and integrated these with the existing Bayanihan Centers of the DILG regional, provincial and HUC offices. These Integrity Circles are in charge of organizing and planning activities that necessarily enhance values formation among the employees.

DILG Regional Office personnel pooled their used clothing for the residents of Barangay Tejero, Cebu City who fell victims after a large fire hit Sitio Villagonzalo II for over 2 hours last July 9. A big box of usable items was turned over to ABS-CBN which was conducting a massive relief operation for a fire that rendered 200 families homeless. DILG7 also raised a total of P 41,950.00 in response to the Department’s voluntary fund-raising campaign to provide relief and support funds to Typhoon Sendong-ravaged areas in the country.

YEAR-END EVALUATION, PLANNING CONFERRENCE AND AWARDING CEREMONIES

THE DILG7 Operations Plan and Budget (OPB) was finalized after the regional planning conference on January 2, 2011. A mid-year evaluation conference was also conducted to assess regional and provincial accomplishments vis-a-vis OPB targets set for the 1st semester, and correspondingly set new targets and realignments for the 2nd semester. The yearend evaluation and awarding ceremonies for CY 2011 was conducted on December 16 and was attended by all DILG7 personnel and field officers.

DILG7 winded up year 2011 with its Yearend Evaluation Conference and Awarding Ceremonies on December 16 at the Ecotech Center, Lahug, Cebu City.

Five (5) Management Committee (ManCom) meetings were conducted in CY 2011 which served as a forum for the discussion of operational issues and concerns, sharing of Department updates and developments, and setting of policy directions and guidance for more effective and efficient regional operations.

The whole day affair was attended by the DILG7 management and staff, field officers, CY 2011 retirees, and other guests. The morning program for the Wacky Sportsfest started with a Mini-parade around Eco-Tech Area after the Eucharistic Celebration. The Outstanding Field Units and TACT Cluster Teams were formally recognized and awarded, hence, ascertaining the gains and impact of the DILG7’s Team Approach on Coordinated Tasks (TACT) Strategy.

THE Association of Regional Executives of National Agencies in Region 7 (ARENA7), which former DILG7 Regional Director Pedro A. Noval, Jr. was the immediate past President, organized the Joint Kick Off Program for the Launching of the 2011 ARENA7 Sportsfest and the September celebrations, the 17th National Crime Prevention Week (NCPW) and the 111th Philippine Civil Service Anniversary (PCSA), with Bohol Governor Edgar M. Chatto as the Guest of Honor and Speaker.

DILG7 provided assistance to a total of 28 LGUs which conducted Lakbay Aral within and outside Region 7, as follows:

A huge number of employees from the 32 national government agencies and government-owned and controlled corporations were mobilized as early as 5:30 AM on September 1, 2011 to join the lined up activities for the celebration. All in sports attire, the delegations brought balloons and streamers bearing their support to the NCPW and PCSA along with their agency banners.

DILG7 AS CARETAKER OF COMPOSTELA, CEBU DILG7, thru its regional directors, took over the municipal government’s operations of the Municipality of Compostela, Cebu as a result of the nullification by the COMELEC of the proclamation of the municipality’s 2010 elected officials. This is based on the concept of residual power of the President, there being no law to respond to the political situation in said municipality. Under the Order of Secretary Jesse M. Robredo, the DILG7 Regional Directors should serve as OIC of Compostela, Cebu until the COMELEC would proclaim the winners of the May 2010 election in the municipality. Mr. Joel Quiño won in the May 2010 polls but his opponent, outgoing mayor Ritchie Wagas, filed an election protest citing discrepancy in the election returns. Mr. Quiño filed a motion for reconsideration on the suspension before the Comelec Second Division.

This is exclusive of the P12,717,000.00 released from the government’s Miscellaneous Personnel Benefits Fund (MPBF) which covered the Retirement and Life Insurance Premiums (RLIP) paid to GSIS for all DILG-7 in the same year. Out of the total allocation of P158,001,000.00, Maintenance and Other Operating Expenses (MOOE) amounted to P9,842,000.00 and the rest was allocated for Personal Services (PS). Out of the total budget for the Region, only P128,527,966.45 in obligations was expended, returning a total of P29,473,003.55 to the national coffers. This is mainly due to the unfilled vacant positions for which management intends to hire in CY 2012 The Office of the Secretary also provided funds for the implementation of the following programs in the region: 1. Funds for the Improvement of Offices and Equipment 11. Training on BGPMS 12. Others (LTIA, PDMU, LGSP-LED)
