Texas Governor Abbott Modifies COVID-19 Executive Orders Eliminating Confinement As A Punishment

AUSTIN-Governor Greg Abbott today modified his executive orders related to COVID-19 to eliminate confinement as a punishment for violating these orders. These modifications are being applied retroactively. “Throwing Texans in jail who have had their businesses shut down through no fault of their

own is nonsensical, and I will not allow it to happen,” said Governor Abbott. “That is why I am modifying my executive orders to ensure confinement is not a punishment for violating an order. This order is retroactive to April 2nd, supersedes local orders and if correctly applied should

Governor Abbott Announces Phase One To Open Texas, Establish es Statewide Minimum Standard Health Protocols

AUSTIN- Governor Greg Abbott today announced the first phase of the State of Texas’ ongoing plan to safely and strategically open Texas while minimizing the spread of COVID-19. Under Phase I, certain services and activities are allowed to open with limited occupancy, and the Texas Department of State Health Services (DSHS) is issuing mini-

mum standard health protocols for all businesses and individuals to follow. The Governor also outlined special guidance for Texans over 65 and detailed a comprehensive mitigation plan for nursing homes in Texas. The Governor also announced a statewide testing and tracing program developed by DSHS that will help public health officials quickly identify and test Texans who contract COVID-19 and mitigate further spread of the virus. The Governor’s announcement is accompanied by Texans Helping Texans: The Governor’s Report to Open Texas. This detailed report, available on the strike force website, helps Texans understand phase one by outlining the new protocols, guidance, and recommendations. The report also includes a series of Open Texas Checklists that outline DSHS’ minimum standard health protocols for all Texans. “This strategic approach to opening the state of Texas prioritizes the health and safety of our communities and follows the guidelines laid out by our team of medical experts,” said Governor Abbott. “Now

more than ever, Texans must remain committed to safe distancing practices that reduce the spread of COVID-19, and we must continue to rely on doctors and data to provide us with the safest strategies to restore Texans’ livelihoods. We must also focus on protecting the most vulnerable Texans from exposure to COVID-19. If we remain focused on protecting the lives of our fellow Texans, we can continue to open the Lone Star State.” By way of Executive Order (GA-18), all retail stores, restaurants, movie theaters, and malls are permitted to reopen on Friday, May 1. These services must limit their capacity to 25% of their listed occupancy. Within shopping malls, the food-court dining areas, play areas, and interactive displays and settings must remain closed. All museums and libraries may open under the same 25% occupancy limitation, but interactive areas of museums must remain closed. State libraries and museums will open by May 1, and local public museums and libraries may reopen only if permitted by the local government. Single-person

offices may reopen as well. Churches and places of worship remain open. Outdoor sports are allowed to resume so long as no more than four participants are playing together at one time. Certain social distancing practices must also be followed. Local government operations, including county and municipal government operations relating to permitting, recordation, and document-filing services, may reopen as determined by the local government. DSHS has recommended minimum standard health protocols for all individuals, all employers and employees, as well as industry-specific protocols for retailers, retail customers, restaurants, restaurant patrons, movie theaters, movie theater customers, museums and libraries, museum and library visitors, outdoor sports participants, single-person offices, and low COVID-19 counties. These protocols are outlined in the Open Texas Checklists within the Governor’s report for safe practice during the COVID-19 disaster.

These Are The Times That Try Men’s Mental Health!

At the beginning of this year, you would not convince me that by the end of March many people would be very ill from a virus that nobody knows how it got started. Even worse, there are multitudes of theories, some logical and some not so much. These theories range from mild to wild. some make no sense and some well. these options make me want to go out and look for little green men. Suposedly these beings would visit us from other galaxies far, far away. I like the description of one post on Facebook that the storyline was now being written by a precocious fourth grader. I’m convinced life is being written by a 4th grader even now. “And there was this virus, and everyone was scared. And then the world ran out of toilet paper. And then there was no school for like a month and then time went backward and spring changed to winter, then it snowed!! And the world had to close until everyone felt better. So they told everyone they could smoke weed and they all lived happily ever after.” I know that sounds like a bad twilight zone episode but a lot of people are scratching their heads and are wonder-

ing, What’s Next? I don’t know what to think, but I do have a few suggestions for you. I know it sounds trite and trivial, but washing your hands in warm soapy water is best. Don’t forget to use ample amounts of sanitizer. What about social distancing. Keep your distance six to ten people apart is preferable. Don’t forget to avoid big groups. Speaking of big groups, grocery shopping is not a family affair. It’s time to install a rule. ONE TO A BUGGY! Another thing about this virus and your family’s needs don’t hoard. It’s just not a nice thing to do. It makes no sense to hoard. As tempting as it is to believe anything and everything on the internet, check your sources and don’t rush to conclusions. Listen to local media for important information about your locale.

Local newspapers and online news sources may be great spots to look for information. During these trying times. I like to remind others, It’s nice to be important, but it’s more important to be nice. Have patience and we truly will get through this in no time with a shrug of the shoulders and a hearty well I’m glad that’s over.

TITHE ON STIMLIUS CHECK

Dear Dave, Should my wife and I tithe on our stimulus checks? She thinks we should, but I’m not sure. In my mind, we already gave our money to Caesar—so to speak—and now he’s just giving it back. What do you think? Luke Dear Luke, Well, it’s your money you’re getting back. The

government doesn’t really create anything, it only takes money from us. And in this case, it gave you back some of what it took. I don’t really see that as a tithing circumstance. The other side of the coin is that you really can’t go wrong being generous. The tithe is your baseline for generosity. You shouldn’t tithe or not tithe because of a set of rules, but if

It’s certainly not a salvation issue, but generosity is a good rhythm to have in your life. And honestly, these stimulus checks are kind of like tax refunds. You gave it to the government, and now they’re giving it back. So, in my mind it’s okay either way.
