35% INCREASE IN PROPERTY TAXES??? (CANTON) Property taxes are part of a necessary evil used to fund things like services provided by the City, County, even the state of Texas. Imagine if you will, you open your tax bill and you find an increase of ten to fifteen percent increase over last year’s assessment. What would

you do? Now suppose your statement went up by almost forty percent? You would think a visit to the county to protest the thirty five percent increase in taxes. Well, that is exactly what is happening, not only in Van Zandt Wood and Rains counties but also all across the Lone Star State that is exactly what

is happening. Homeowners expect a little increase now and then but when hit by a thirty five percent increase they begin to sweat under the collar. In a good economy, a slight increase in taxes is, of course, to be expected, but after the recent bout with the novel coronavirus, there is no way the average homeowner can stand the brunt of that economic sting.

in helping pass Senate Bill 2, which requires cities and counties to go to the people for a vote before they can increase their revenue by more than 3.5 percent plus any new local growth. Before Senate Bill 2, every homeowner was at the mercy of their rising appraisals. Now the power is in the taxpayers’ hands. Additionally, I submitted an amendment to the budget legislation that would have frozen appraisals and will be submitting that same legislation next session. I've been working hard to find innovative solutions to reduce our property tax burden while keeping education and other vital services strong, and I will continue to do so.” Meanwhile on the local level Scott Hyde, Chief Appraiser For Van Zandt County said in a recent letter to the Governor, “Let me first say that I have a great deal of respect for all our leaders in government. They all have an extremely tough job and are having to make impossible decisions during an unprecedented time. With that said, please do not interpret the following as a critique of their leadership.Recently, I and many others sent a letter to the Governor requesting action by his office to facilitate suspension of this year's January 1st property reappraisals. Suspension of property reappraisals for 2020 would keep property owner's values static at the 2019 level, with the exception of newly constructed property. As of January 1st, the real estate market was still very strong in Van Zandt County and sale prices/ values were continuing to increase. This is a common scenario across

the state of Texas. Increasing property values for ad valorem tax purposes at this time could put additional strain on those already suffering financially, as well as cause record protest volumes during a time when we are required to socially distance ourselves and close our Appraisal District offices to the public. Appraisal District's cannot unilaterally choose to forego reappraisal activities without the State's action, as our property values are tested by the Comptroller's Property Value Study (PVS). In order for school districts to receive their full share of state funding, Appraisal District's local property valuations are required to meet the Comptroller's PVS valuation standards as of January 1st (CAD property values must be between 95% to 105% when compared to Jan 1 sale prices and state appraisals). Therefore, without the Governor's office taking action to facilitate suspension of these statutory requirements, your Appraisal District will be required to reappraise your property at a higher value reflecting the market as of January 1st, and not as of the more recent economic downturn.I know and understand that this is a very complex issue. Within school funding, our local property values/taxes are inextricably entangled with funding provided by the state. Texas has a very complex school funding mechanism, and it only became more complicated with the recent passage of House Bill 3 (HB3) this past year. School administrators are trying to navi-

www.lsshopper.com • 903-865-7002 gate the challenges of closing their doors, remotely educating kids, providing meals for children, and developing a budget amidst the new funding intricacies of recent legislation. If the state were to take the action to suspend or modify Appraisal District's 2020 property reappraisal requirements, it would likely increase the state's share of school funding well past what they originally projected when HB3 was passed. The state is already involuntarily facing this tough reality for the 2021 tax year. But it is my opinion that during a tough time such as this, the state is better positioned to shoulder the extra financial burden of fulfilling the funding promises made by HB3 than property owners at the local level.I will be doing everything I possibly can to make Van Zandt County property owner's right to protest as accessible as possible, as well as exercising every discretionary power I have (which are few) to lessen the impact of our property reappraisals. I am delaying sending our 2020 Appraisal Notices until May 1st to give the Governor additional time to act. But unless his office quickly takes action on this issue, this will be one more health and financial challenge to the citizens of Texas will be saddled with for 2020.

IRS enhances Get My Payment online application to help taxpayers WASHINGTON – The Internal Revenue Service has announced significant enhancements to the “Get My Payment” tool to deliver an improved and smoother experience for Americans eligible to receive Economic Impact Payments. The enhancements, which started last week and continued through the weekend, adjusted several items related to the online tool, which debuted on April 15. The additional changes will help millions of additional taxpayers with new or expanded information and access to adding direct deposit information. “We delivered Get My Payment with new capabilities that did not exist during any similar relief program, including the ability to receive direct deposit information that accelerates payments to millions of people,” said IRS Commissioner Chuck Rettig. “These further enhancements will help even more taxpayers. We urge people who haven’t received a payment date yet to visit Get My Payment again for the latest information. IRS teams worked long hours to deliver Get My Payment in record time, and we will continue to make improvements to help Americans.” “We encourage people to check back in and visit Get My Payment,” Rettig added. “These enhancements will help many taxpayers. \Mrs. Melissa Jordan Graveside services for Mrs. Melissa Jordan, 46, Fruitvale, were scheduled for 2 p.m., Tuesday, May 19, 2020, at Highland Cemetery, Edgewood, with Bro. James Neidholt and Sis. Delana Wheeler officiating. Mrs. Jordan passed away May 15, 2020, at her home in Fruitvale. She was born November 13, 1973, in Dallas to Michael & Mary Haines Burrow. Melissa lived all her life in Fruitvale and Grand Saline where she was a member of First Baptist Church of Grand Saline. She had worked at Azalea Trails Nursing & Rehab, as a CNA, for over 27 years. Mrs. Jordan was preceded in death by her parents; son, Rusty Grant; and father-in-law, Bobby Jordan. Survivors include her husband of 28 years, Robert Jordan of Fruitvale; mother-in-law, Fre-
