Economic Development

Positioning King George County for the Future By all accounts 2015 has been a very successful year so far for King George County from an economic development standpoint. This year alone the Department of Economic Development has worked 14 new projects to date totaling more than 350,000 square feet and potential capital investments for the County of over $27 million. Not all of these projects will close, but it is critical to continue to build a pipeline. In the past year the county has also added 95,000 square feet of new retail space, along with assisting more than 33 small businesses with their start-up and expansion needs. The recent announcement of the addition of CCE Specialties to our industrial park will create approximately 60 high-paying jobs and fill a vacant 75,000 square-foot warehouse facility that had been vacant for almost eight years. The addition of fiber-optic cables to our industrial park has created a renewed sense of interest in the park, and we are seeing activity levels at an all-time high. The addition of our third Sheetz, which is a drivethrough, at the intersection of Route 3 and 206, to King George was much welcomed.

We continue to support small businesses through the development of our online quarterly economic development and tourism newsletter to help bring awareness to the citizens, brokers, site consultants and CEOs alike looking at King George as a possible destination for their relocation, or expansion. Our quarterly economic development breakfast continues to grow, providing resources to help small businesses in the county expand, and flourish. This year alone the county has tripled its ribbon cuttings for small businesses and since May of 2014 there have been 151 new business licenses issued in the county – up significantly from years prior. As we look to 2016 and beyond, it is important to understand our strengths and weaknesses and how we can position the county to compete with other localities in our region, the Commonwealth of Virginia, nationally and internationally. The cost of doing business in King George offers a real advantage to corporations and companies alike. The county has some of the lowest tax rates in the Virginia. Our strategic location in between two Metro-

politan Statistical Areas – Washington, D.C. and Richmond – as well as two major shipping corridors – Interstate 95 and Route 301 – also provide great access to half of the nation’s population within a one-day drive. Considering our prime location, the cost of land remains very reasonable as well. To attract the best opportunities for King George, we must continue to look to improve our utility infrastructure the areas our comprehensive plan growth has designated as offering promising returns. We estimate

these investments will provide returns of approximately 49 times the initial investments long term to the tax base. Today corporations and companies alike are looking for plug-and-play sites that are ready to break ground. To them, time is money! Those investments in infrastructure will position King George County to attract, compete and retain new and existing businesses as we look to the future.

The Sheriff is elected to a four-year term and is responsible for protecting the life and property of county citizens, enforcing state and county law and ser ving court papers. The sheriff 's office has 48 full-time and 8 part-time employees. This includes deputies and communications officers.

The office uses the most sophisticated and up-to-date tools and procedures in the prosecution of criminal cases, as well as to enhance law enforcement, to solve and prevent crime. It also is dedicated to respectful service and information to all crime victims and witnesses. T h e Vi r g i n i a Constitution provides each county and city shall elect a Commonwealth’s Attorney, every four years, to prosecute felony criminal cases.

The Commonwealth’s Attorney may also handle misdemeanors and other civil matters on behalf of the county or other counties, at his or her discretion. The Commonwealth’s Attorney’s Office handles all felonies, most misdemeanors for which a person could receive jail time (class 1 & 2), and certain civil litigation on behalf of the County. These cases are tried in three separate courts: Juvenile & Domestic Relations Court; General District Court; and Circuit Court. The Office currently handles approximately 5,000 cases per year. The Commonwealth’s Attorney’s Office understands the impact of crime on victims, witnesses and society. The Victim-Witness Program is available at any time to explain victims’ rights, assist witnesses and explain the court process. In addition to prosecuting cases, the Commonwealth’s Attorney’s Office works closely with other law enforcement agencies to prevent and solve crime.

The clerk’s office contains all the county public records, such as land deeds, plats of land, records of easements, certificates of satisfaction, wills, judgments and liens, trusts, etc. The King George Circuit Court clerk’s office is where you file business names, obtain marriage licenses, and apply for concealed weapons permits. The clerk also probates wills and collects court fees, fines and costs. The clerk’s office has many records of historical interest going back to 1721. Office hours are from 7:30 a.m. until 4:30 p.m. weekdays.

Building Permits:

The code requires permits for all new construction, additions, remodeling, demolition, change of use and any work not specifically exempt by the code. Permits must be obtained prior to the commencement of any work. The residential building review process typically requires 7-10 business days. The commercial building permit review process generally requires three business weeks. The department also issues some residential permits, such as decks, prefab sheds, minor electric, mechanical and plumbing upgrades and demolition permits, over the counter on the same day. This unit serves as the agency liaison between other community-based organizations that provide assistance to the needy. The Eligibility Unit is tasked with the administration of federal, state and locally supported economic programs, such as Food Stamps, Temporary Assistance to Needy Families, Virginia’s Initiative for Employment not Welfare, Medicaid, General Relief, Auxiliary grants, fuel assistance, and emergency assistance. This unit receives financial information through extensive interviews, verifies information, determines eligibility according to current p olic y and procedures, maintains a database on transactions and information provided during interviews, and is tasked with fraud prevention and the investigation of suspected fraud. Animal Control The King George Animal Control is at 11377 Citizens’ Way off Route 3 behind the new sheriff ’s office. It is operated by a supervisor, two full-time animal control officers and two full-time shelter attendants. KGAC has been operating at its new location since July 2010. In a calendar year, the Shelter can handle between 300-400 dogs and 500-600 cats, in addition to a number of livestock and wildlife. The number of animals coming in has continued to increase from year to year. This is due to the economy continuing to struggle. Also with King George being a bordering state to Maryland, we get a lot of animals dropped in our county and also from surrounding counties. The loss of homes and jobs has caused many homeless animals to end up at the Shelter. It is very important that we spay and neuter these animals to keep the spreading of sickness and unwanted animals running at large. It is against the law to abandon an animal. Pets cannot survive without human intervention. Many animals are turning up loose or abandoned in remote areas of the county. If you need to give up your pet, call King George Animal Control. Rabies Clinics continue to be held twice a year, spring and fall. Dogs and cats must be 3 months or older and have written proof of current rabies to get a 3-year vaccine. All others receive a 1-year vaccine. Dogs must be on a leash and cats must be in carriers. Vaccines are $5 each. ounty dog licenses can be purchased at the KGAC or at the Treasurer’s Office; they are $10 for unaltered animals and $5 if altered. Kennel licenses also are available. This program will help get the word out about the Youth Outreach for Animals Program and gets kids involved to help educate the community in animal care and safety. VOLUNTEERING: Volunteers, along with support from King George Animal Rescue League and the community, give the animals extra care, medical attention, grooming and exercise. They also help find homes for the unwanted and provide transportation to rescues. KGARL will issue vouches for low cost clinics to county residents to help with the process, covering the entire cost of the surgery. 4-H

Living Local.

Local 4-H offers variety of programs for all interests 4-H programs take several shapes—camp, 4-H Congress and school enrichment are three. The most well-known method of 4-H program delivery is through 4-H clubs. There are 15 active 4-H Clubs in King George County. Most clubs focus on a project area where youth learn about the project through participating in related activities. The 4-H year runs from Oct. 1 through Sept. 30 and if you are between the ages of 9 and 19 during that year, you can join! We have a few options for 5 to 8 year olds as well. They are Cloverbuds, and can have the same interest as a 4-H club but explore the subject on their own level. Following is information about each club and its interest or focus as well as other 4-H opportunities. All programs are open to all, so for more information, please check with Terry Misch, 4-H Agent for King George.

4-H Junior Camp Another popular 4-H program is 4-H Junior Camp, held each summer at the Northern Virginia 4-H Center. This is always a fun week where youth from King George, Caroline and Spotsylvania enjoy participating in activities like archery, riflery,

swimming, ropes courses, performing arts, crafts and cooking. This year, King George youth and adults provided additional classes in rocketry, paper quilling, tie dye, percussion on 5-gallon buckets and step dance. Youth do not have to be members of a 4-H club to attend camp, and it’s a great place to meet new people and have fun with friends. Teen counselors are the key to having a great camp week, and our camp cluster has some of the best. Teens go through an application, interview and training process that begins in December and continues through camp. Interested teens should look for applications in mid-December, and camper applications will be released at the King George Home Show the first weekend of March 2015.

Virginia 4-H Congress and All Stars Teens can participate in Virginia 4-H Congress, the premier teen event held early each summer. Teens travel to Virginia Tech to compete in state level presentation and Share the Fun (talent) competitions and participate in Great Summer Showcase workshops that highlight some of the interesting programs available at Virginia Tech. This

year, youth toured the dairy research barn, the osteopathic education cadaver lab and learned about healthy foods by participating in smoothie wars. Youth from all over the state attend as delegates and 4-H Cabinet and district ambassador elections are an integral part of the learning activities. Another program held at 4-H Congress is the 4-H All Star “tapping” ceremony. 4-H All Stars are 4-H club youth who have participated in many 4-H competitions and events and are able to score at least 80 points on the nomination form.

4-H Day at the Capitol Another program is 4-H Day at the State Capitol, where youth and adults travel to Richmond during the General Session to deliver shamrock plants to our delegate and senators. We visit with Delegate Margaret Ransone and Senators Richard Stuart and Ryan McDougal, and observe the state legislature in session. Youth observe parliamentary procedure being used by lawmakers and listened to the debate on the floor. School Enrichment School enrichment programs are pre-

sented in the classroom to all 4th and 7th grade students. Fourth graders learn about agriculture, culminating with an Ag Day field trip. Seventh graders learn about insects and ecosystems, assembling an insect display and using it as they study taxonomy to identify their insects to the correct order. Last October, our 7th grade insect collections won lots of awards in the Hokie Bugfest 4-H Insect Collection competition, an event sponsored by Virginia Tech’s Entomology Department. No matter who you are or what your interests, there is a 4-H program for you! Smoot Library offers world of learning for King George residents The Library was built in 1969 by Ann Hopewell Smoot in memory of her husband, Lewis Egerton Smoot who died at the age of 82 in October of 1962. Mr. Smoot was president and chairman of the board of Smoot Sand & Gravel. The Library dedication took place on February 22, 1970. Because Lewis Egerton Smoot was a descendant of George Washington's sister, the dedication was timed on Washington's Birthday. In honor of Mr. Smoot who did not like speeches, formalities were kept to a minimum. The Library opened its doors on March 2, 1970. On its first day, 110 King George County residents received library cards and 155 books were checked out. Mrs. Smoot ran and privately financed the Library from March 1970 until November of 1973. On October 18, 1973 an Ordinance to Create the Board of Trustees was adopted by the King George County Board of Supervisors. On November 1, 1973, Mrs. Smoot donated the land, the library building and its contents to the county. At that time, Mrs. Smoot donated $700,000 to establish an endowment fund to help maintain the

Library as a free public library. Registration for a library card is required to borrow material. Applicants are to furnish their current County home mailing address and a current telephone number. If the applicant has no phone number available for this purpose, or refuses to give one for privacy reasons, the Director may use personal discretion in waiving this requirement. New library cards are issued at the time of application upon presentation of a valid driver’s license, or other photo identification card showing the applicant’s address. If a valid address cannot be proven, or no photo identification is available, the library card is mailed to verify the address. Use of Computers Patrons must have a library card in good standing, outstanding fines must be $2.00 or less, and must sign up to use a computer. Anyone using a computer for the first time must read the policy and sign that they have done so. Their library record will then be marked. Computers are available from opening until 15 minutes before closing. As availability permits Patrons may sign up for

Phyllis Cook King George County’s approved Capital Improvement Program (CIP) for 2016-17 through 2020-21 lists 29 projects, with half the projects allocated at least partial funding on Aug. 2 by action of the Board of Supervisors. The funding sources to pay $3,262,555 for the projects in the current fiscal year was approved to come from various county funds, including from a surplus amount unspent in the last fiscal year, reappropriations of unspent and redirected funds in the county capital fund, and from the county’s general undesignated fund balance. The capital program is a guide for planning purposes over five years, with funding approved for the first year of the program when annually adopted. It is subject to changes in out-years, including addition and deletion of proposed projects, and shifts in timing for potential funding. All projects are listed below by requesting departments, as amended by Travis Quesenberry, county administrator, and approved by the board. Project estimates in out-years are subject to repricing. There is no borrowing anticipated in the current fiscal year, but loans are anticipated in upcoming fiscal years for costly projects on the near horizon. “There are some significant projects on this five-year CIP. The middle school expansion with the auxiliary gym, a new courts building and two new fire stations are included, among many other projects,” Quesenberry said. That was during a final work session to review capital projects on July 27.

•CIRCUIT & COMBINED COURT — One project estimated at $13.835 million, with $135,000 for design phase funded in current fiscal year. 1) New Courthouse - $950,000 had been requested for design of a new courthouse, with the project receiving funding of $135,000 for programming/conceptual design, with $815,000 requested in 201718 for architectural design/engineering, then $6.75 million requested in each of the following two fiscal years for construction. •SCHOOL BOARD — Ten projects estimated at $39.7 million with the first four projects receiving $1.18 million in the current fiscal year. 1) Middle School Expansion — $400,000 added to the design contract budget, originally $500,000, to pay for additional architectural services to add nearly 49,000 square feet to the existing middle school, including a two-story section of classrooms, a second gym (which had been listed as a separate project), and new media center, cafeteria and kitchen. Heritage museum preserve's base's past

Richard Leggitt The Dahlgren Heritage Museum is a special place for Carlton Middlebrook. For one thing the museum displays an actual Norden bomb sight which is credited with helping America win World War II. Middlebrook's father, Charles, tested the Norden bomb sight at Dahlgren while working at the base. "It was so secret," Middlebrook said. "I don't remember him talking about it during all those years. Additionally, Middlebrook, 83, of King George worked at the Dahlgren base himself for over 34 years. His brothers and a sister also worked at the base, so it has always held a special spot in his heart and that's one of the reasons he volunteers a couple of days a week at the museum on Route 301. The museum depended heavily on its volunteer staff when it open almost three years ago, and that meant limited hours of operation for the nonprofit. But in April of this year it expanded its hours of operation and added some paid staff. The museum, which is dedicated to preserving the heritage of the almost 100-year-old Dahlgren Naval Support Facility, relies on corporate and private fundraising to support its mission. It has become an important part of King George's tourism and growing economic development. In addition to its tourism component, the museum is a resource for those seeking to learn the history of the important Dahlgren Navy facility and as well as for area schools. The museum schedules

regular presentations on the science, technology and engineering accomplishments of the base in support of America's military. In addition to the Norden bomb sight, which dramatically increased the accuracy of U.S. Bombing attacks during World War II, the museum is home to a propeller from a N-9 seaplane, which was one of the nation's first manned aircraft, and other fascinating exhibits. "It is just amazing what went on an Dahlgren over the years as it became a more and more important research and intellectual center for the Navy," Ed Jones, the president of the Dahlgren Heritage Foundation said at a recent event at museum. "It is a story that hasn't often been told fully." The museum is seeking volunteers to assist the museum staff with visitors and programs telling the story of the Navy base's scientific and military achievements during the past decade. Those who would like to volunteer are asked to call the museum at 540-663-3680. The museum, located at 3540 James Madison Parkway near the 301 Bridge to Maryland, is open from 10 a.m. until 5 p.m. Wednesdays through Sundays. The museum hosts a number of community events each year, including the German Christmas Market, which this year will be held on Nov. 12. Celebrating the Navy's History Exhibits currently featured in the museum highlight Dahlgren’s foundational role as the Navy’s principal gun test range and the naval base’s role in the development of key advances in aviation – like unmanned aircraft and the Norden bombsight, along with artifacts that illustrate the evolution of mathematical computation tools and technology used by base engineers and scientists through the decades. In addition, the museum’s inaugural exhibit featuring the history of women at Dahlgren and their technical contributions is on display at the University of Mary Washington’s Dahlgren Campus, Center for Education and Research at 4224 University Drive, King George, just a few miles south of the Dahlgren Museum on Route 301. The exhibit was developed by UMW in partnership with the History Project office of the Naval Surface Warfare Center Dahlgren Division. The Dahlgren Heritage Foundation enjoys a close working relationship with the military commands on Naval Support Facility Dahlgren in the development of exhibits and educational programs. How- ever, the foundation receives no money from the U.S. Navy to support operations.

From prehistoric artifacts to the early Indian tribes who settled along the Rappahannock River, through the Revolutionary War and the Civil War, the county named for King George I of England has had a heritage that parallels the illustrious history of our nation. Founding father James Madison, America's fourth president, was born at Belle Grove Plantation on the Rappahanmock River on March 5, 1751. Another notable King George native was Gen. William "Extra Billy" Smith, who fought for the confederacy and was governor of the Commonwealth just prior to the end of the Civil War. Planters, politicians, war heroes and native Americans all are celebrated at the King George County Historical Museum located at 9483 Kings Highway next door to the King George County Courthouse, in a small building that for many years was the old county jail. The museum is sponsored by the King George Historical Society, which was founded in 1987. The purpose of the

heritage. The museum is also a research center which maintains a library of books about local history. It has a computer database to help find information on King George families and their relatives. Museum volunteers are available to help residents with their research. The museum contains a stunning collection of Native American artifacts, including arrowheads fashioned by local Indian tribes, like the Powhatan nation which populated the area when Capt. John Smith explored King George and the Northern Neck in 1608. There are displays about two of the nation's founding fathers, Madison who was born at Port Conway and George Washington who grew up on Ferry Farm, which was at the time part of King George County. There are also displays honoring the residents of King George County who have fought and died serving the nation. Residents can support the museum and the historical society and personal or corporate contributions or memberships are gratefully accepted. The King George Historical Society was formed in 1987, and for three decades the group has worked to preserve the county’s heritage. Its headquarters is in the museum, which also houses a research center that is open for public use. The Research Center is open to the public during the museum hours. Available materials include a collection of books on local history, published genealogical information, family history files and other information on places and events related to King George. The volunteers are very knowledgeable and love to discuss the county’s rich history, which intertwines with that of surrounding counties. King George County was named after King George the First and was formed in 1720 when land was split from Richmond County. Lee noted that around 1778, King George and Stafford counties swapped some territory. A northern portion of Stafford became part of King George, while another portion of King George moved into Stafford. As a result, in King George took on a more square shape. Founding Father James Monroe owned land in Westmoreland County. As county boundaries shifted, a portion of the

property ended up in King George County. As a result, Monroe represented King George County in the state legislature. Research items from the historical society must remain at the museum, but

paper and electronic copies can be made at nominal cost. Museum volunteers are also available to assist with research either in person, by mail or email request as well.

DECA hosts Tailgate Parties before all home football games and have FOXES Spirit items on sale at these games! This Chapter of students will also, once again, strive for Gold Re-Certification in their School-based Enterprise, Fox Stox, our school store. year in King George County, King George High School (KGHS) is teaming with over 10 Career & Technical Education (CTE) teachers providing 40 different courses that offer 14 opportunities for Completer status and recognition. CTE educates students to be college- and career- ready and prepares them for highwage, high-demand career fields. The rigor and relevance CTE courses offer students are guided by the Course Competencies which are linked to core class SOLs. These competencies are tracked for success and accomplishment by teachers. This performance-based learning requires the students to obtain

knowledge, acquire skills, and develop work habits and then practice the application of all three in the real world situation. CTE Completer (End of Sequence) students have the opportunity to take National Industry Certification tests that provide students with additional credentials to their high school diploma. Students completing the required series of classes to become a Career and Technical Education (CTE) Program Completer are eligible to take industry certification tests. Industry Certification Tests are available in the following career areas: Computer Information Systems, Design Multimedia Web Technology, Drafting, HVAC, Marketing, Sports Marketing, Sheet Metal, TV Video Production, Teacher Cadets, Welding, Personal Finance, CNA and Workplace Readiness. The industry

certification tests are a state or nationally recognized test that can help a student enter the workforce immediately after high school. CTE programs are investing in students’ lives with the latest technology and skills by linking with local and regional businesses that will prepare them to become successful employees as well as future leaders. Many of the CTE classes and students at KGHS partner with businesses through class assignments, operations research and advertising projects, cooperative education (Co-Op) training stations, Job Shadowing, Internships, and sponsorships. From a national standpoint, CTE is a major part of the solution to myriad national economic and workforce problems, such as high school dropout rates,

a weakened economy, global competitiveness and massive layoffs. According to the U.S. Bureau of Labor Statistics, nearly one-third of the fastest growing occupations will require an associate’s degree or a post-secondary vocational certificate. Recent research published by the Georgetown University Center on Education and the Workforce shows that 4.7 million new workers will be needed by post-secondary certificates and credentials, such as those which can be obtained at King George High School, by 2018, but we will fall short of meeting that demand. At a time when job opportunity is so critical, CTE programs in every community are ensuring students are adequately equipped with the skills to successfully enter the workforce. Popular family business celebrates 50 years in hardware Joel Davis It’s business-world shorthand to make a career into a life — “I’ve spent my life in sales.” For Alvin Rankin of Rankin’s True Value Hardware in King George, it’s almost literally true. “Me and my brother Glenn were in it from the start. … Glenn was 10 and I was nine,” he said during a recent interview in his cluttered office at the store on U.S. 301 at the Route 205 intersection. The two brothers got their start at the first Rankin’s in Warrenton, which opened in February 1966. The stores celebrated the 50th anniversary in business this year. “Mostly what we did was put bicycles together,” Alvin Rankin said. “Around Christmas, we could have 50 bikes to put together. And gas grills. Back then, they had as many screws as one of those tin sheds you put together in your backyard. We set up all the stuff, stocked shelves.” Working with his dad, Alvin Rankin learned early some of the practices that have stuck with him over the years, and

that make his store in King George — and other local Rankin’s True Value stores, including one in Colonial Beach — customer service meccas. “A family business is great in one respect,” Alvin said. “You’re always going to treat your customers the way you want to be treated. There’s no corporate bylaws and regulations. If a guy comes in on Christmas Eve and needs a bicycle, if he can’t pay the full price, Dad would let him pay what he could right then, and write up a ticket for the rest, for him to pay what he can.” Those early lessons are still in force at Rankin’s. “We carry a full range of merchandise.

We deliver. We’re full service. I’ve got a good floor crew. The only reason we’re still here is customer service,” Alvin said. “We’re very personable. We’re right on you as soon as you walk in the door. [When customers call] you don’t have to push two or three buttons to get to talk to someone. We vut lumber to size and don’t charge for it, which is really rare now. We even let customers use our bathrooms, which we don’t have to do. And I could tell you some stories about that!” He is unimpressed by “big box” stores, whose lower prices don’t make up for the personal touch and expertise of Rankin’s employees.

“I went to Hechinger’s once, and I couldn’t believe it,” he said. “I was gone twice as long as I should have been, and I walked my legs off.” Rankin’s also is a part of the King George community in ways that large corporate operations choose not to be. “We support our local organizations, which is something you don’t get out of big box stores. If someone comes in here and asks us for money for a fundraiser for a good cause, we give something. One of the big box stores, they have to ask corporate, and it’s six weeks before you hear anything, and the fundraiser is in two weeks..” Another important service years of ex-

I took a lot of education courses in college, and when I walked into that 11th grade class, I could have just thrown those books away. I built my house. I didn’t drive every nail, but once you build a house, you know what people need. I know what to stock for builders on weekends when the supply places are closed.” But Alvin said the best thing for him about a family business is just that: family. “The best thing thing that ever happened to me, besides learning responsibility and the value of a dollar, I’ve got a bond with my dad that I never would have gotten any other way,” Alvin said. “I tell people, ‘he’s not my dad, he’s my boss,’ but I’m not in California or whatever. … There’s never been a power struggle between any of us, and that’s a unique situation.”

Fall Festival "Where adventure begins" The King George Fall Festival (KGFF), now in its 58th year, is an annual community event held the second weekend of October. It is planned and run solely by the KGFF Committee which is made up of volunteers representing various local organizations, businesses, etc.. Key events include: Saturday morning the Parade down Route 3 through the courthouse area to King George High School (KGHS). The parade is followed by a Fair at KGHS including a Craft Show, Food Vendors, live music, and FREE games, FREE inflatable, etc. for kids. Parade awards are announced during the Fair. Saturday evening the KGFF Dance and Silent Auction is returning and will be held at the KG Citizens Center with music by Patsy & The County Classics.. For Tickets see Union Bank & Trust, Rollins Rentals or the Band’s website, www.patsycountyclassics.com. There will be a 1K and 5K Race on Sunday morning at Caledon. Sunday afternoon is the Miss & Teen Queen Pageant. The Contestants for the Queen and Miss Pageant are sponsored by local businesses. Prior to the KGFF weekend there are pageants for younger girls too (ages 0 through 13). And this year we are starting a Ms. Queen Pageant for ladies 22 and older. See www.kgpageants.com for details. Proceeds from these events have benefited the King George Fire and Rescue, Inc. Volunteer Department. These funds supplement funds provided by the County for purchase of equipment, materials, training, etc. for the Volunteers to ensure the residents of King George have the best in fire and medical service, both in prevention and response. The Volunteers work together with the KG Fire & Rescue Career Staff to run a more efficient department. In the last 50 plus years, the Fall Festival has contributed over $412,000 to the volunteers of the King George Fire & Rescue. In the past all proceeds from all sales have gone to KG Fire & Rescue Volunteers. Recently we changed from the famous Ruritans BBQ to having Food Vendors. So profits from their sales do not go to the KGFF but the space rental is received by the KGFF. Local Community Groups and Non-Profits can

raise money for their local programs by renting space. Commercial Businesses can also rent space. We are trying to evolve with the times and have variety. This year the KGFF is working on becoming non-profit 501C organization and will not only support the KG Fire & Rescue but will help other King George organizations, programs, etc. Planning for the Festival Events is a yearlong process, with the first agenda item, the selection of the Festival Parade’s theme. We are always looking for Theme suggestions. This year the theme is: Where Your Adventure Begins. The KGFF Committee is made up of members from local county businesses, non-profit organizations, County Government, Sheriff ’s office, KG Fire & Rescue, KG Parks & Rec, Optimists and DECA at KGHS, the King George Builders Association, just to name a few. KG Farm Bureau, Ruritans, and Dahlgren Lions Club have been committee members for years, and now we have individuals volunteering their time as well as other local business helping. Our volunteers work hard to ensure the annual community event is a success. We would like to get other KG organizations involved. KGFF Committee meetings are at 6 p.m. on the fourth Thursday of the month at the L.E. Smoot Library. Meetings are open to anyone and everyone who wants to help with the Festival Events. KING GEORGE Dahlgren Heritage Railroad Trail Living Local.

Rail trail has personal meaning for local runner Neil Richard The Dahlgren Railroad Heritage Trail was built in the early 1940s by the Navy to transport goods and personnel to the Dahlgren Naval Base. Over time it would serve as a way for local residents to get back and forth to Fredericksburg. Since then it has become private property and is now owned by David Brickley, former head of the Virginia Department of Conservation and Recreation (DCR). In the past few years, it has hosted two recurring trail races; a half marathon in February and a 50k ultramarathon (that’s 31 miles) in August. We’ve hosted runners from King George to Japan and from back of pack runners to World Record holders. But all of this information can easily be found on the trail’s website, www.friendsdrht.org, or on the Race Timing Unlimited website, www.racetimingunlimited.org. I could go on to tell you about the hours of volunteer labor it takes to maintain the trail. Or I could tell you about the hundreds of weekly users or the bike commuters. I could go on and on about the wonderful potential the trail has but it’s hard to describe a hidden gem that’s over 15 miles long. So instead, I’ll explain my personal connection with the trail. It was 1993 and I was standing with my fellow teammates behind what is now the Old King George Middle School. We were hearing a fellow teammate regale us with a story about his long run through the woods, off school property, and onto a railroad bed. I’ll be honest, most of us didn’t believe him. Even though he was one of our fastest runners, he was also known for telling tall tales. But we listened to the story like we always did and then went back to finish our crosscountry practice. That was the first time I heard about the trail. I forgot about it in the years after and didn’t hear about this mystical place again until 2010. My father was telling me about a former neighbor that finished a half marathon on an old rail trail. Not only was I interested in learning more about a half marathon in my proverbial backyard, but I wanted to learn more about this mysterious trail that was apparently real. After a few quick searches I found out that the trail was indeed real and there would be another race, an ultramarathon at that, in a few months. That ultramarathon would mark the birth of my ultra-running career, my growth as a more confident person, and some rather large blisters. I was hooked on ultras and would go on to finish many more in the years since. As I near my 40th birthday, that feeling of a mid-life crisis is really kicking in. I think about the future of my children and how I can guide them into becoming better people by learning about the world around them.

My son is 8 (“8 and a half” if you ask him) and he’s already found nicknames for certain parts of the trail. The “swamps of Dagobah” are near Mile 8.5. The “forest of Endor” is near Mile 2. He already knows it’s a great place after just a few visits. My oldest told me she “loves running next to the tracks because you can pretend to race a train.” I’m confident they’ll both grow up to enjoy and respect nature and I have the DRHT to thank for making it an easy lesson.

As I get older I also think about the future of King George County and how much it expands every year. I moved here as a small child and can still remember the old lumber mill where the Post Office is now. I remember getting Bazooka bubble gum from Buddy’s Superette but now it’s just an abandoned building. Even now I can go on a training run down the street and see where a local field is being surveyed for hundreds of future homes. Despite these massive leaps

in development in King George, the DRHT fights an uphill battle from those that claim they want to preserve the County’s rural integrity. I can only hope my children can one day share the DRHT with their children. I can only hope that those that rally against the trail will someday experience it. A mile on foot or bike or horseback is all it takes to be convinced it’s a good thing.

Navy base hosts commands that protect the USA What began as a gun test facility has evolved and expanded to include numerous scientific and response-force missions serving all branches of the United States armed forces. In addition to its military value, today Naval Support Facility (NSF) Dahlgren makes a significant economic contribution to the local community and serves as one of the largest employers in King George County, Virginia, and the surrounding area. New employment numbers –Civilians 4,850Military 394Contractors 4,346Total 9,590Naval Support Facility Dahlgren, Va., was initially established in 1918 as a remote extension of the Naval Proving Ground in Indian Head, Md.,which had been established in 1890 to test naval guns. The Virginia site was eventually named Dahlgren Naval Proving Ground in honor of Rear Admiral John Adolphus Dahlgren. The location on the Potomac River was specifically chosen for the development of a long ballistic range on the Potomac River, required for the testing of modern, high-powered munitions. The installation’s ballistic ranges have since been used for proofing and testing every major naval gun and all ammunitions sup-

plied to the Fleet. Following World War II, the impact of new technology on weapons systems shifted the emphasis from traditional proof and testing functions on weaponry to those of research and development of weapon systems. Electronic firing and targeting systems and the effects of electromagnetic radiation from radio and radar transmitters on ordnance became the emphasis of weapons research. During the 1950s, the U.S. Navy produced the first Fleet Ballistic Missile System. Dahlgren pioneered the development of fire control and targeting software for missile-borne

strategic nuclear weapons on U.S. Navy submarines. Dahlgren continues to support new fleet software for firing and targeting ballistic missiles. Since 1960, D a h l g re n h a s been heavily involved with satellite geodesy. During the 1970s, new ammunition and gun systems were developed at Dahlgren to provide increased safety, accuracy and range for naval guns. Also, during this period, Dahlgren provided comprehensive development and support for Tomahawk Weapon System. In 1977, the name of the Dahlgren base was changed to the Naval Surface Weapons Center. A decade later, the base was renamed as the Naval Surface Warfare Center to recognize Dahlgren's growing contributions to the development of integrated warfare systems versus weapons

Installation management of the Navy base at Dahlgren transferred to Commander Navy Installation Command (CNIC) in 2003 with the standup of this new Echelon II command charged with providing shore installation management services to all Navy activities. All naval installations within the National Capital Region aligned with Naval District Washington (NDW), and on Nov. 3, 2005, the Dahlgren base was renamed as Naval Support Facility Dahlgren with the commissioning of Naval Support Activity South Potomac (NSASP) as the installation’s host command. Current supported commands on board NSF Dahlgren include Naval Surface and Mine Warfighting Development Center Detachment Dahlgren, Aegis Ballistic Missile Defense Field Activity, Naval Surface Warfare Center Dahlgren Division, the Center for Surface Combat Systems, the Aegis Training and Readiness Center,the Joint Warfare Analysis Center, and the U.S. Air Force 614th Air Operations Center, Detachment 1. ABSENTEE BALLOTS Absentee voting begins on Sept. 23 for the Nov. 8 Election. Voters may go into the Registrar’s office, fill out an absentee application and then vote on the spot. Alternatively, absentee ballot applications can be obtained from the Registrar or forms can be filled out online. Ballots are will then be mailed to the applicant, and can be returned in-person or mailed back. “If you need to change your address,

you can go online and submit the change through the website, and it will come directly to the Registrar’s office. If you need an absentee ballot it works the same way,” Gump said. There are numerous reasons making voters eligible to vote absentee, including being out of the precinct on Election Day. In-person absentee voting is an effective choice for those with other reasons, including travel for out-of-county appointments, long commutes or those expecting unpredictable work hours on Election Day. Any voter with a question about whether they qualify to vote absentee should contact Gump or go online to the state website. When using the online service to register to vote or apply for an absentee ballot, Gump has a suggestion. “When filling out both applications please make sure you put your driver’s license number in when prompted so it will capture your signature. Acceptable photo identification for inperson voting includes Virginia driver’s license, Virginia Department of Motor Vehicles-issued Veteran’s ID card, U.S. Passport, employee photo identification card issued by an employer of the voter in the ordinary course of the employer’s business, other government-issued photo identification cards issued by federal, state or local government, college/university student photo identification card, or Voter Photo ID Card obtained through local general registrar’s office. Paws In Motion

Paws in Motion wins big at competition King George County's premier dog daycare and boarding facility, Paws in Motion, provides a fun, clean, and enjoyable environment for dogs to play, romp and receive lots of love and attention. Paws in Motion competed for the second time in the Dog Daycare Games. This competition is sponsored by The Dog Gurus, the leading experts in safe off-leash dog play. Paws in motion competed against dog daycare facilities all across the nation in group sit, gate boundary, and recall. The Paws team earned medals in all three categories. The Daycare Games is an annual competition of off-leash dog play attendants and pet centers. The competition events are leadership exercises The Dog Gurus recommend be used daily in managing dogs in off-leash playgroups. Facilities were grouped into small, medium, and large class sizes so that facilities will compete against similarly sized facilities. Check them out on Facebook.

King George Parks and Rec. At the King George County Parks and Recreation Department’ the credo “We Create Community through People, Parks and Programs” has been, and continues to be, the ongoing drive for staff to plan, develop and implement programs and facilities. Through our variety of activities, we have long been able to bring participants from all walks of life together providing them opportunities to try new experiences or build on their interests, meet new acquaintances with similar interests, enhance their health and well-being physically and mentally, and afford families time to recreate together. In the Fall (September), Winter (January) and Spring/Summer (May) the Department distributes our program/ activity guide, Sir Leisure A’Lot. Our guide contains general information about the Department, program registration details, a listing of activities serving the young to the young-at-heart in athletic programs, health and fitness programs, day/ multi-day/overnight trips, enrichment and special interest programs and special events. Over the years’ with the support of the King George County Board of Supervisors, the department has been able to accomplish several projects that directly impact the public, mainly, the development of Shiloh Park and Sealston Sport Complex. In last year’s Capital Improvements Program (CIP), monies were allocated to fix up the Quonset Hut; and to conduct a Facilities Study/Needs Assessment. To date, the Quonset Hut has had its HVAC system replaced, roof repaired and handicap accessible sidewalk constructed. Additional improvements are planned. The Facilities Study/Needs Assessment project began March/April with a Facilities Assessment being conducted on the County’s parks and recreation facilities and portions of the schools’ that parks

and recreation programs and/or schedules. Additionally, this scope included a fairly comprehensive look at the demographics. The next stage slated to begin in September 2016 includes conducting a needs assessment whereby information is collected through surveys and public meetings. In addition to 2015/16 CIP projects approved and still in progress; this year the Board of Supervisors approved projects to be conducted at Sealston Sports Complex and the Citizens Center. Sealston Sports Complex will have its fields refurbished. The Citizens Center will undergo some renovation work to better serve the estimated 15,000 persons who come through our doors yearly. Office or art gallery? Artisan Trail site does double duty Phyllis Cook Dixie Washington welcomes the public to browse art work from several King George artists/artisans in her Arts at RE/MAX Supercenter. It’s an art gallery within a real estate office selected last year as a Northern Neck Artisan Trail “Point Of Interest.” Upon entering the offices, located in front of the Route 3 Food Lion shopping center, one is immediately captivated by the number and variety of artworks filling the walls and on surfaces. “We have wonderful talent here in King George and I think it needs to be seen, needs to be displayed,” Washington said. She currently has five artists exhibiting over 40 works for sale in the several rooms of her offices, just a sampling of the talented and prolific artist/artisan community in King George. The artists with work on display are Janice Jones, Rita Kovach, Luke Miller, Saeed Ordoubadi and Darlene Wilkinson exhibiting a collection of mixed media, oils, acrylics, lithographs and photography. Since it’s an official Artisan Trail Site, you can pick up Northern Neck Artisan Trail brochures, indicating all the Trail sites in the five counties and listing restaurants, lodging and other tourism information. She opened her office for the displays last year after hearing about the Northern Neck Artisan Trail as part of a new state effort. “When I first heard about the artisan trail, I went to a meeting at Westmoreland State Park and signed up,” Washington said. King George County was among the first of the five Northern Neck counties to support the effort. “The Artisan Trail is sponsored by the Artisans Center of Virginia and has been

enormously successful in other areas of the state,” Washington said. It’s another way to bring tourism traffic to King George. “I not only love the arts and my county, but I view the Artisan Trail as a tremendous potential boost to our local economy by bringing new visitors to our county. The visitors will eat in our restaurants, buy our gas and shop in our stores, all helping small businesses,” Washington said. Washington comes from an artistic family, but laughed when asked if she is an artist herself. “I can’t even draw a line,” Washington said. She’s been collecting art since the 1980s. Like many, she began to appreciate art as a child, enjoying museums. Her art appreciation was fueled by her first job out of college at the Washington County Museum of Fine Arts in Hagerstown, Md. Her spouse, Gary Lee Tolley, is a musician performing country and bluegrass vocals locally and around the country. She loves having her office walls filled with unique art, while she enjoys selling real estate in her professional life. “But selling real estate is not soothing,” Washington said. She thinks having lovely and interesting art around has a positive effect. She previously had her walls covered with real estate offerings. But all of a sudden that changed. How did her office become an art gallery? “This is how it all started. Gary was singing up at a place in old town Fredericksburg. I looked around and saw all this wonderful art on display and thought, ‘this is so soothing.’ I came back and took all my real estate things off the wall and began displaying art,” Washington said.

“Art is a wonderful relief from the stressful world we live in. I guess it’s why doctor's offices are painted green and banks are blue. And our artisans here have so much to offer. It is their time to be recognized in their own locale. I opened my offices to local artisans to display their work on a permanent basis.” When a piece is sold, another is put up. She’s sold seven pieces by local artists in the last year, taking no cut or commission. There is no pressure to purchase, just the pride and satisfaction of showing off a large sampling of the wide variety of unique works created by King George artists/artisans. She’ll even show you the art in her own

office from her private collection, most by members of her extended family. It includes works by Ella Miller Hooe, John S. Darling, Richard Gros and others. “Do stop by and check us out,” Washington said. There is an old agricultural legend in the Northern Neck that says if it is a good year for corn, it is a bad year for grapes. Well, don't try to tell that to the hard working folks at the Oak Crest Vineyard and Winery in King George. "The harvest has been great so far this year," said Sharon McHale, the tasting room manager at the popular family-owned and -operated vineyard and winery nestled in the woods off of Route 218. Boosted by its affiliation with the Chesapeake Wine Trail and its splendid Rhine style white wines and Bordeaux style reds, Oak Crest has seen steady traffic all summer during the four days — Wednesday through Sunday — that it is open for guests.

"The wine is excellent and the scenery is incredible," said Brandon Pile of Harrisburg, Pa., a recent Chesapeake Wine Trail visitor to the winery's chalet-style tasting room. The winery is also a stop on the recently developed Virginia Artisan Trail. Oak Crest is owned by the Conrad Brandts family which opened the winery in 2002. The Brandts had been growing grapes in Virginia and making homemade wines since the 1960s. They expanded their operation after they acquired their current grape growing average in 1986. The Brandts invested in their business and gained knowledge by talking to other wine experts throughout the nation and eventually began commercial production at Oak Crest. The name of the winery came from the beautiful oak trees that grow on the crest

of a hill surrounding the vineyard. Among the popular wines available at Oak Crest are a smooth blend Cabernet Sauvignon, a Cabernet Franc called Rhapsody, a Summer Rose Cabernet Sauvignon and a German Rhine style wine called Moonlight Sonata. One of their most popular wines is called Hot Jazz, a blend of Symphony grapes and Jalapeño. They also produce a refreshing Sangria and a white dessert wine made from Symphony grapes called appropriately, Finale. The Oak Crest Vineyard and Winery is located at 8215 Oak Crest Drive, just two and one half miles from Route 301 on Route 218. Group preserves, advocates King George area's history

The King George Historical Society has grown from a handful of history lovers to more than 300 members since it was organized in 1987. The society’s mission is to collect, preserve, and disseminate facts relating to the history of King George County. Members work to achieve this mission in a variety of ways. A society membership advantage is the quarterly newsletter containing historical articles of interest, about people, places, and events in King George, as well as society news. A $1,000 annual scholarship is available to a King George County High School senior or homeschooled senior student by the society. Interested applicants may contact the high school guidance counselor. The King George Museum and Research Center opened in 1997 after 10 years of hard work and perseverance. Located in the “Old Jail” at the court house complex, the Museum has just received a face-lift with new display

cases and carpet. Exhibits span the ages of county’s history with displays of projectile point dating from 10,000 BC to 1,800 AD to more modern day displays titled “Notable African American’s of King George County” and “When Duty Calls.” Research is another facet of the Museum. The Museum maintains a genealogical data base of native King George families. If you are a King George native and want to research your family tree, members at the Museum may be able to provide answers. Oral histories are another area that allows members to collect portions of the county’s history. Anyone wanting to assist is heartily encouraged The society invites scouts, 4-H clubs, schools groups, or adult groups to call to schedule private presentations of our county’s history at no charge. The museum is managed by volunteers and is open from 10 a.m. to 2 p.m. Thursdays and Saturdays.
