The changing nature of property crime under social lockdowns

A recent opinion piece piqued my interest, asserting the bold claim that crime was on the rise during the coronavirus pandemic – specifically home robberies. In contrast, many media outlets have routinely reported on street robberies and home break-ins being significantly down since quarantine mandates were introduced. So, which is it? According to Queensland Police statistics, burglary is definitely down. In fact, they indicate that home-based crimes have been decreasing even before the coronavirus outbreak. This is also supported by the Australian Bureau of Statistics’ latest available figures. For example, in the Sunshine Coast region, burglary dropped by 34.5% between 2018-2019 and 2019-2020. It makes sense that crimes such as burglaries would drop with everyone remaining home

during quarantine. Households are better guarded, meaning any potential offenders are more conspicuous and neighbours are readily available to spot strangers about. That’s the good news. However, the bad news is mounting data from Lifeline shows escalating levels of depression compounded by a reported sharp increase in alcohol consumption which has risen as much as 70% while hospital emergency departments report an increase in trauma cases, with attacks increasing in brutality and severity. And so another crisis has emerged: domestic and family violence. With many families in lockdown, violence at home is acting like an opportunistic virus, flourishing during social distancing quarantine conditions created by the coronavirus pandemic. Stress, loss of income and isolation can all exacerbate the risk of violence at home. Making it worse, under lockdown conditions, many victims, particularly if there are children involved, are staying at home with perpetrators because they simply don’t have an alternative.
This provides a unique opportunity for property owners to support Queenslanders escaping domestic and family violence and builds on the vital temporary legislative amendments passed by the Parliament that enable victims to flee a violent rental home. We are currently working with the Ministers for Housing and Domestic Violence and domestic violence and community housing sectors to finalise the framework for this new initiative. Confidentiality and safety are of key importance and the right plan is essential to success and providing victims with a sense of security and the confidence to leave. So, look out for more details about the Good Samaritan Initiative in the coming months ahead.
Back in April, the Queensland Government hosted a virtual summit on this important issue, with more than 120 people participating including myself as a representative of the Real Estate Institute of Queensland (REIQ). And I’m pleased to share that the REIQ is working on plans with the domestic and family violence sector to explore a new emergency rental initiative.
