Firstly, as Mark Twain said: “Strip the human race absolutely naked and it would be a real democracy.” If President Mbeki, the ANC, other political parties, the South African media and the people of South Africa REALLY want to ensure South Africa’s phased transition to democracy is not derailed, he and we need to start TELLING THE TRUTH. Democracy is honesty, transparency, openness, sincerity, truthfulness, integrity, honour, ethics, reliability, uprightness, frankness, candour, bluntness, outspokenness, forthrightness and straightforwardness! Anything else is NOT DEMOCRACY, it is HYPOCRISY. Telling the truth is NOT A BALANCING ACT, you are either telling the truth, or you are NOT. He is NOT. He is LYING through HIS TEETH. As for his statements as to the delicate balancing act between reconciliation and transformation.

Reconciliation and transformation are NOT two different things that need to be balanced. You CANNOT achieve reconciliation (forgiveness) WITHOUT experiencing personal TRANSFORMATION. They are NOT SEPARATE, they are a PROCESS, one leads to the other. In order to achieve TRUE, HONEST, FRANK, reconciliation (forgiveness), it REQUIRES PERSONAL TRANSFORMATION, i.e. it requires telling the truth in an open frank, outspoken, forthright manner to another, listening, getting over your anger, compromising and getting to a point of understanding as well as forgiveness (not for the other person’s benefit, but your own). It requires getting over anger to the point of forgiveness – THAT IS THE HONEST FORM OF TRANSFORMATION THAT LEADS TO REAL RECONCILIATION! Anything else, is nothing but politics masquerading as ‘transformation’ and ‘reconciliation’!

If any of this is done in an attempt to be ‘nice’ or ‘charming’ or in order to be a ‘good person’ or whatever, then it is NOT GOING TO WORK. You have to do it because you WANT to do it, because you are COMMITTED to it, no matter how difficult it may be. Most of our ‘reconciliation’ in South Africa is NOT REAL. It is PRETEND. It is MAKE BELIEVE. It is a total figment of most of South Africa’s IMAGINATION. We ACT AS IF we have reconciled and forgiven, and achieved some sense of personal transformation through these issues, but most of us have NOT. We FEIGN reconciliation. We FAKE it, just like most women FAKE their orgasms, because they are too petrified to tell the truth, about what they REALLY WANT. South Africans are FAKING our reconciliation, because we are TOO AFRAID to confront each other openly and honestly with our criticism, fear, anger and hate towards each other, GET OVER IT and REALLY forgive each other (NOT PRETEND). We have millions of people in South Africa who have INVENTED in their heads the IDEA that we have RECONCILIATON. We DON’T. The sooner we realize that fact and confront that problem, the better, for ourselves individually, as well as for our country, and the future of our children.

Problems are best handled by confronting them openly rather than keeping them secret; by telling other people what problems we have and working them out in the public arena. As it turns out, not all problems are miserable.

RE: Article ‘Getting to grip with South Africa’s presidential paradox,’ by John Battersby, in Sunday Independent, April 28, 2002.

Your article about President Mbeki, was the biggest load of hogwash, I have read in a LONG TIME. You say ‘heads of state and ambassadors come away deeply impressed with his [Mbeki’s] grasp of the modern economy and the dynamics of global integration and the clarity with which he pursues his long-term goals.’ You, however FAIL TO MENTION the name of ONE such ‘head of state’ or ‘ambassador’. Without mentioning the names of any of these ‘heads of state,’ your statement is ABSOLUTELY MEANINGLESS. It LACKS SUBSTANCE AND IS TOTALLY DEVOID OF CONTEXT. Such ‘heads of state’ could be persons like Robert Mugabe, and numerous other ‘heads of state’ whose countries are heading for oblivion! Mr. Mugabe recently stated that ‘Whites are Inferior to Blacks,’ and has vowed to educate Zimbabwean children that whites are second or third class citizens (www.africancrisis.org). It could include ‘heads of state,’ who see nothing wrong with how Ugandan Rebels killed 60 people, after forcing the victims to EAT A CORPSE, as stated by an army spokesman on Monday. (www.rense.com). The article was distributed by Reuters, from Kampala and was written by Paul Busharizi. How nice that such possible ‘heads of state’ may be deeply impressed with our ‘head of state’! Could you please inform me of the names, contact numbers and specific statements as to these ‘heads of state.’

You say ‘all are affected by his urbane manner, his charisma and sense of engagement with the mission at hand: leading South Africa through the crucial second phase of democratic transformation: the socioeconomic domain.’

Mr. Battersby, are you BLIND? Have you seen how many people are UNEMPLOYED? Have you noticed how difficult it is to get a job? Have you seen how little employment opportunities are offered in this country?

Have you noticed how many people have absolutely no concern for the issue of overpopulation, but are f***king like rabbits without any regards as to how those children are going to survive or make a living?

Have you noticed the entire lack of any discussion in our country on the issue of overpopulation or any attempt whatsoever to address the issues of lack of resources in regards to number of people attempting to live off those resources? I’ve spoken to some BLACK people who would prefer to head back to Apartheid. Most of the ‘white’ people I speak to are ‘publicly’ liberal, and at home or in private they think the COUNTRY IS GOING TO HELL IN A HANDBASKET. They want to ‘get the hell out of here’. As for the ECONOMY, it’s in a TAILSPIN! Have you noticed how many CHILDREN stand on the STREETS? Or do you drive to work with tinted windows, so you don’t have to NOTICE what is going on OUTSIDE? A few weeks ago, I chatted to some homeless children begging on the streets encouraging them to at least try to go to school in the morning. A black man came up to me and told me not to talk to them, that these kids were useless, and would never get anywhere. He stated they were as bad as prostitutes. I informed him that I had once been a prostitute. My friend Dr. Richard Korn, former professor of criminology and psychology at Univ. of Berkeley and John Jay College of Criminology thinks that prostitutes perform exactly the same service as psychotherapists. They provide friendship and support to the lonely who have problems with intimacy, and are paid by the hour! Do prostitutes care more about children than government officials and the media do? Just possibly? The Independent News itself advertises ‘If Cape

YOU – THE INDEPENDENT NEWS AND THE PEOPLE YOU WRITE ABOUT -- ARE THE ONE’S WHO HAVE FORGOTTEN THE CHILDREN. You are the public opinion of Cape Town, you are the one’s who should be vigorously searching for people with answers, rather than attempting to hide and be the President’s personal Public Relations effort to shiny up his pathetic image!

As for Mbeki’s ‘urbane manner, his charisma and sense of engagement,’ what does charisma help when children are starving? Personally, I think we have a President who could be considered one of the sleaziest slimeballs on the planet! To your face he is ‘urbane,’ and ‘charming,’ and behind your back he is a twofaced HYPOCRIT. The Third World continuously accuse the First World, Israel and others of HYPOCRISY, including YOUR NEWSPAPER. Well, how can you accuse someone else of being a hypocrit, when you are one? You have NO CREDIBILITY. NONE WHATSOEVER. When someone accuses me of hypocrisy, which has not yet happened, but when or if it does, which no doubt it will, I am human like all others, the first thing I would want to do is HEAR what they have to say. Not in some ‘charming’ manner, but STRAIGHT TO THE POINT. Frankly, I consider constructive criticism, the highest form of honest feedback there is, DEFINITELY NOT something I would ignore or run away from, like the ANC. And yes, I have been accused of many things, being ‘overly blunt’ is one of them. Most of the times by people who prefer me to be ‘nice’ or say what they ‘want to hear’ or who are petrified of direct criticism. I am NOT AFRAID of such things. I don’t have an ‘image’ that I need to polish. I am who I am, and I’ll tell you the truth, sometimes it nice, sometimes it’s soppy, sometimes its downright rude. It just depends.

You say, “‘[H]e moves in a straight line,’ said one of his aides. ‘No one pushes him off course.’” What a load of baloney! What is the name of the actual aide who said this? Did President Mbeki move in a straight line on the AIDS issue? He was, and still is, zigzagging all over the map! Is this aide blind, or simply STUPID? Additionally, it is one thing moving in a straight line, however when you see that what you are doing is NOT WORKING, what is the point of continuing doing so? And as for ‘no one pushes him off course,’ I thought we lived in a democracy (republic), I thought our President WORKED FOR US? In other words he is our EMPLOYEE? He needs to listen to the people who elected him, whether that ‘pushes him off course,’ or not! As far as employees go, quite frankly, I think he needs to be FIRED, and the sooner the better.

I most definitely agree with your statement that ‘he [Mbeki] has defense mechanisms that kick in when he is at a loss for words.’ Clearly, when it comes to all the information I have sent to his office regarding the ReJuneVation Disclosure issues, he is most definitely at a LOSS FOR WORDS, and I would not be in the least bit surprised, if his attempt to bring in some ‘trustworthy subservient journalists’ is part of his attempt to do some PR work on his image, as to my criticism. And if he is NOT AT A LOSS FOR WORDS, then why does his Media Liaison Officer, Mr. Two-Faced Bheki Khumalo get all FLUSTERED and upset when I confront him and ask him for a simple answer as to where the South African Government stands on resolving the ReJuneVation Disclosure issues through truth, amnesty and reconciliation? No doubt President Mbeki, would deny that too! And it is NOT as if I have not supported him on various issues. But currently, there is VERY LITTLE I can find to agree with the man on, very little.

You say, ‘when it was suggested the reason there was a lack of open debate might be because people feared him, he seemed genuinely nonplussed.’ For goodness sake, it is VERY CLEAR that the last thing the ANC wants is an open debate, they have absolutely NO INTEREST (and neither it seems do the media) in actually having an open debate and giving their critics any opportunity to give their point of view.

Especially not their ‘citizen’ critics. As for being afraid of Mbeki, anyone who is afraid of Mbeki, needs their head read. The man is psychologically so weak, it is frightening to think that people actually elected this gutless jellyfish to run a country! I am proud that I voted to END APARTHEID. I am proud of the fact that I voted to elect Nelson Mandela. I am proud that I gave voice to my concerns and wrote a letter to the South African Truth and Reconciliation Commissions Submission for Reconciliation, and for the words I expressed in that letter. I DID NOT VOTE FOR MBEKI, although when I have agreed with him, I have done my utmost to support him on those issues. You say he says ‘What do they say?’ President Mbeki, his twofaced aides, the media and half the country have read what I have to say, so when President Mbeki says ‘What do they say?’ we are ALL AWARE he is LYING THROUGH HIS TEETH. You say, ‘[T]here are some fundamental paradoxes about Mbeki that are essential for a broader understanding of the man who will lead South Africa for most of the rest of this decade.’ Mr. Battersby, are we, or are we not, attempting to create a democracy in this country? And simply because we have a ‘constitution’ and a ‘bill of rights’ does NOT MEAN WE ARE A DEMOCRACY. If we are attempting at creating a democracy in this country, how on earth do YOU, John Battersby, decide who will lead South Africa for the next decade? Are YOU the only voter in this country? I have some information, which I shall

Some in ‘intelligence communities’ are considering putting a MAGIC bullet between his eyes, sort of like was done to JFK. It is most definitely NOT the solution I would advise, and I do not support such an action, however as a friend of mine, named Dan Smith once said, ‘do you leave the flock of 99, in order to save one going astray?’ President Mbeki is so far astray in issues of geo-politics, it is AMAZING that the South African media CANNOT SEE IT. Some ‘hint’ that he does not seem to be able to get his act together on the issue of saving the 99, which in this case is a matter of SIX BILLION, and that something needs to be done about it. He seems entirely oblivious to the fact, such is his ‘charm’ and ‘understanding of geo-politics’!

Your last two paragraphs indicate more than any of the other rubbish you wrote, how conclusively the man has absolutely NO IDEA. Forgiveness is not something you do once, and then you are done. It is a never ending process. It’s called personal transformation. It is incorporating new perspectives into your ideas of how others see you. It is including new perspectives and being willing to transcend your earlier concepts as to the perspectives you initially considered ‘true’. The truth changes, moment to moment, hour to hour, day to day. When we hang onto a truth from last year, ten years ago, or two thousand years ago, then we are LIVING IN THE PAST. We are NOT PRESENT TO THE MOMENT. We are dealing with a problem, based on past perspectives, which in most cases is totally irrelevant. We are like tourists attempting to navigate the problem of downtown Johannesburg with a map guiding them through the ruins of ancient Cairo. When our ‘map’ or our ‘perspectives’ in dealing with a problem is not current, but outdated, then we cannot effectively deal with the current problem, just like the tourist would not be able to find the Johannesburg Stock Exchange listed on a map of ancient Cairo. Similarly a geologist digging around in ancient Cairo ruins would find the use of a downtown Johannesburg map totally IRRELEVANT to his needs. The MAP and the GEOGRAPHY the map depict BOTH have to be CURRENT, of the same place, and TIME. When they are not, we are NOT NOTICING. We are NOT PAYING ATTENTION. All Eastern philosophies and Buddhism especially continually stress these issues. All religions, whether eastern or western, emphasise TELLING THE TRUTH. They do NOT EMPHASISE managing your image, or attempting to hide and be secretive. Telling the truth is the bottom-line of ANY AND ALL RELIGIONS. It does however not seem as if many are willing to consider that fact. You cannot solve a problem, without telling the truth about how you feel about it, and without finding the TRUE causes to the problem. You cannot solve a problem, by pretending you have solved it. You cannot solve a problem, by imagining that it does not exist. You cannot solve a problem by wishing it will go away. You cannot solve a problem by hiding from it. You cannot solve a problem using ‘perspectives’ that are totally outdated to the current problem you face. You cannot solve a problem by attempting to polish up your public image. You can ONLY solve a problem by honestly telling the truth about it and yourself openly, getting over your anger about it to those concerned, getting to the root cause of the problem, and finding understanding and forgiveness.

It is NOT AN ART. It is A PROCESS. If, as President Mbeki clearly has indicated to me, if not to millions of other South African’s he is NOT WILLING to be part of such a process, he can talk about ART until he is BLUE IN THE FACE (which would be very interesting to see!), and we will be no closer to REAL reconciliation or transformation.

As for his statement, ‘[I]f you handle the transformation in a way that doesn’t change a good part of the status quo, those who are disadvantaged will rebel, and then, goodbye reconciliation.’ It seems Mr. Mbeki has not confronted the fact that for a large majority of South Africa, including possibly for him, our RECONCILIATION is FAKE. If many of us never had REAL RECONCILIATION, then how can we ever say ‘goodbye reconciliation’? If a woman has never had a real orgasm, how can she say goodbye to orgasms?

How can you say goodbye to someone you have never met? Reconciliation (forgiveness) is a PROCESS, it goes on and on, like LIFE. It is not something you do ONCE, and then it’s done, and can be said ‘goodbye’ to. His understanding of what reconciliation entails is an indication as to why we have an INCREASING number of people who are disadvantaged, and an INCREASING number of people (black and white) who although they are hesitant to admit it out in public, but behind closed doors are very vocal about it, realize that SOMETHING IS VERY, VERY WRONG. We are like a dysfunctional family where daddy drinks himself silly, sometimes beats up mommy and the children are told to act like it’s not happening. The level of violence between men and women, never mind men and BABIES, within our country clearly INDICATES that we have MANY dysfunctional families, never mind dysfunctional perspectives of dealing with these dysfunctions. And clearly we have politicians, the media, and journalists who also lack the will or the courage to tell the truth about these problems! We are one big dysfunctional family, being led by a President who considers it important to ‘dress well’ and ‘manage his image well,’ and who is so petrified of criticism, his ego almost falls off the planet!

The Status-Quo: The current ‘status-quo’ in South Africa (and worldwide) is that as human beings most of us are lying, deceitful, dishonest, two-faced, insincere, untruthful, fraudulent, corrupt, unfair, disingenuous, duplicitous, hypocritical, crooked, shady, deceptive, counterfeit and false, most of the time. It does NOT have to be that way. Children, from an early age are the most honest people you can talk to. They say EXACTLY WHAT THEY THINK. They are moment to moment as honest and transparent as a TRUE democracy would be. We adults train them to only be ‘nice,’ only ask questions that are ‘acceptable,’ and so we teach our own children, just like our own parents taught us, to be lying, deceitful, dishonest, two-

28 April 2002: South Africa: Democracy or Hypocrisy: Faking Reconciliation faced, insincere, untruthful, unfair, disingenuous, duplicitous, hypocritical, counterfeit and false, and into it all we tell them to tell the truth! No wonder they are confused, no wonder they are angry, no wonder they consume alcohol, drugs, and attempt to find answers in the ideas we present before them as ‘successful’ rather than ‘being who they are,’ or ‘finding out what it is that they want to do with their lives.’ And then we also tell them ‘we love them,’ however we won’t tell them the truth about how we lied to them, how we were lied to, and how we all continue the status-quo that is the LIE. Lying to someone is NOT AN ACT OF LOVE, to them or yourself! It is an act of fear and deceit, it is an act of attempting to ‘manage your image’ so they will LIKE you! Psychology verifies that it stems from a lack of self-confidence, self-love for YOURSELF, which results in the continuous ADDICTION for OUTSIDE affirmation!

Even our South African ‘moral leaders’ who allegedly have ‘moral courage and principles’ like Archbishop Tutu, Nelson Mandela and others have in their recent silence on issues I contacted them with, displayed their total disregard for even responding to an issue which could affect SIX billion people, in a truthful manner. They have shown their lack of will or courage to support the truth, sincerity, straightforwardness and reconciliation (between the first and third world) which would indicate their TRUE SUPPORT FOR DEMOCRACY, through their blatant lack of support for supporting the truth and reconciliation, and their preferred support for the above LYING STATUS-QUO. Mr. Mandela and Mr. De Klerk did so in their total disregard for even responding to an invitation to attend a Truth and Reconciliation based initiative, namely the ReJuneVation Disclosure Week between the First and Third World, which the Office of the President of the White House responded to within twenty-four hours in the affirmative. Archbishop Tutu makes statements such as he made recently when he stated that we do not need to talk about what causes AIDS, in order to address the problem. You CANNOT address a problem, without addressing the fundamental ROOT CAUSES of the problem. In a comment article in The Guardian, on April 29, 2002, Archbishop Tutu stated how in ‘our struggle against apartheid, the great supporters were Jewish people.’ Yes, there were many Jewish people who supported the anti-apartheid movement, however the State of Israel, and the Jews who supported the State of Israel were extremely supportive of the Apartheid Regime, and Archbishop Tutu is correct that what is currently occurring in Israel is simply a form of apartheid against the Palestinian people. However, when Archbishop Tutu, chooses to only criticize Israel, and not Mr. Mugabe, or various other black leaders in Africa for their support of ‘apartheid’ against other ‘black or white tribes,’ or the U.S. Government for their ‘apartheid’ War on Terrorism against Muslims, then he should not be surprised when Israel does not consider his criticism as fair. If we are going to criticise ‘Apartheid,’ then we need to do so in ALL FORMS, especially when it is those ‘close’ to us, otherwise we are not being fair.

Addressing the STATUS-QUO The best way to address the status-quo, which the Truth and Reconciliation Hearings DID DO ALLOT OF GOOD IN is to start telling the truth, and hearing it. This is the only way in which to alter the status-quo FOR EVERYONE’S BENEFIT, not just the disadvantaged, but also for the advantaged, FOR ALL OF US. For the first time many South Africans actually DID HEAR the truth as to what had been going on behind the scenes. We heard how the ‘problem’ of Apartheid had been conducted behind the scenes, and were made aware of the consequences of what happens when problems are not handled openly. Sadly to say, many do NOT seem to have learnt that lesson.

I shall always be extremely appreciative of the individuals who were involved in the initial process of Truth and Reconciliation for our country, for having the courage to share their truths with South Africa.

That was the closest we ever came to being a DEMOCRACY, when we heard those truths and exposed them.

Since then we have gone BACKWARDS, we are heading into an apartheid that simply is based on another colour and where the current ‘apartheid’ wants to hide behind ideas such as ‘democracy,’ just like they have done in America for the past two hundred years. At the very least the one thing that can be said for South African Apartheid, was that nobody PRETENDED IT WAS A DEMOCRACY. They were clearly honest about their hate and bigotry. The current administration is NOT. We have government politicians who are paranoid, secretive, reticent, reserved, guarded, suspicious, fearful and untrustworthy, and who profess to support democracy, liberty, equality and such noble causes. They are a bunch of lying hypocrites. Some of them don’t seem to have heard of words such as integrity, truthfulness, accountability, responsibility, liability, ethics and principles. Unfortunately, that seems to include Archbishop Tutu and Mr. Nelson Mandela, which pains me no end to say. A recent article in the Mail & Guardian clearly indicated how sensitive Mr. Mandela is these days to his ‘image,’ rather than to simply telling the truth. It’s like he needs to ‘take a poll’ and find out what the ‘right’ thing is to say. This is not the man I once respected

I am saddened to say this and I wish it were not so. I LOVE the man who had courage to speak his mind as it was, and didn’t have to wander around and ask twenty different aides for the ‘right thing to say’. However, the truth needs to be confronted, otherwise we are living in an ILLUSION. We have daily scandals of corruption, theft, thievery of individuals at the highest levels of government, including at Tuynhuis. We had a minister of Safety and Security, who I did not hear make any statements on any of these issues, at least not recently. One newspaper said how he ‘led the fight against crime.’

WAKE UP SOUTH AFRICA! WE HAVE NO SUCH THING AS A FIGHT AGAINST CRIME. Most people are simply attempting to grab as much of the cake as there is, without any regard to others – THAT IS CRIME. The government just lost R24 million, wants to spend BILLIONS on more WEAPONS, and who knows what else goes on behind the scenes, while 40% of our people are unemployed and babies are being raped, and our Minister for Safety and Security, before his death had NOTHING TO SAY ABOUT IT. At least not that I heard about. Additionally, it seems that nobody in government reading any of this information seems to care in the least. Occasionally Ms De Lille makes her voice heard, but lately she has been so silent, I sometimes wonder if she still exists. That was until I went down to complain to Naspers and found out how they were wining and dining her. Is she for sale too? How many government authorities consider this all par for the course? There is absolutely ZERO attempt at holding people accountable for their actions. Every time I have gone down to Ministers Officers in our Cape Town parliament, the attitude has been one of ‘who cares, I have a cushy job which I cannot get fired from because I’m black and so what, if you don’t like it’!

The Ministry of Intelligence cannot even manage the task of sending an important document to the National Intelligence Agency! How intelligent is that? This is NOT HOW TO RUN A DEMOCRACY. Do we want a Democracy or not?

If we DO WANT a DEMOCRACY, then it is going to require that many of us be willing to start TELLING THE TRUTH, to confront each other honestly, to be willing to listen to such honest criticism, get over our anger and forgive each other and then work together to solve the problems. It is going to require total transparency, it is going to require openness, sincerity (whether the sincerity is ‘nice’ or ‘not nice’), truthfulness, integrity, frankness, candour, bluntness, outspokenness, forthrightness and straightforwardness! If we are NOT WILLING TO DO SO, if we don’t WANT to be any of these things, then we should ADMIT to ourselves that we DO NOT WANT A DEMOCRACY, we WANT HYPOCRISY or another version of APARTHEID. If we don’t want a democracy, then why don’t we just say so, and be honest about it? IN that case, I’d much prefer a benevolent dictator General who had some backbone and who could handle confrontation and was willing to pull this country up by its apathetic boot straps, than I would want a gutless jellyfish who ‘dresses more immaculately than the British’! Who gives a flying f**k what the man dresses like, if what is beneath those expensive suits is so spineless and weak, he cannot even take any criticism, never mind make MAJOR decisions affecting the safety and security of 40 million people? I would much rather confront President Mbeki to his face and share with him my anger, and get over my anger (for my own benefit, not his), and hear his side of the story (to my face) and get to a point of understanding which leads to REAL DIALOGUE and working together as a TEAM, than to have to read the Public Relations HOGWASH in an article such as yours. Your article is entirely pretend, it is ‘charming’ it is ‘nice,’ and it is also FALSE. It is NOT ADDRESSING THE PROBLEMS WE FACE IN THIS COUNTRY. And make no mistake about it, we face ALLOT OF PROBLEMS, not least of all the severe anger of many within the United States Military and Government.

Criticising America.

It is easy to criticize the United States, I do it all the time. I also share my appreciation and support for them when I agree with them. It works BOTH WAYS. My criticism has more validity when I am not simply attempting to find fault, but also work with and support good. Another thing many people don’t seem to consider is that being the President of South Africa is MINOR compared to being the President of America.

South Africa has 40 million people, America has 270 million! Excluding the consideration of America’s power in the world, and the continued demands for it’s opinions relating to matters of foreign policy and much more, and simply going on population statistics, that means being the President of the United States is 600% harder than being the President of South Africa. The Governor of California has a harder job to do than the President of South Africa! The President of the United States has 230 million more people to consider, never mind the other six billion who are fundamentally intertwined in his foreign policy concerns, than the President of South Africa.

When the President of the United States of America considers resolving the HARTS ReJuneVation Disclosure issues of fundamental importance to the benefit of six billion people, through the process of Truth, Amnesty and Reconciliation, a top-aide to Israel’s Mr. Sharon indicates willingness to resolve issues through reconciliation, and if the world or others don’t agree, then World War III is inevitable ‘whether

When our President talks about reconciliation being an art, and a balancing act, and doesn’t realize that his current lack of willingness to respond to the requests I have made to his office (as well as to numerous other SA government offices), and doesn’t realize that there are approximately six billion people who are disadvantaged by his lack of courage, and who will rebel, then he can say GOODBYE to LIFE, never mind RECONCILIATION. And that is NOT my decision, it is HIS. He is the one who is refusing to acknowledge the issues, never mind attempt to balance them or paint pretty ART pictures out of them.

If he is not willing to start telling the truth soon, then he will be the only one responsible for his actions.

Acountability to the people he allegedly represents, however, does not seem to be high on his agenda.

Public Relations and managing his wardrobe do. Let’s hope he wakes up before others have decided it is too late.

There are two things about the biological agent field I would like to mention. One is the possibility of technological surprise. Molecular biology is a field that is advancing very rapidly and eminent biologists believe that within a period of 5 to 10 years it would be possible to produce a synthetic biological agent, an agent that does not naturally exist and for which no natural immunity could have been acquired.

MR. SIKES. Are we doing any work in that field?

DR. MACARTHUR. We are not.

MR. SIKES. Why not? Lack of money or lack of interest?

DR. MACARTHUR. Certainly not lack of interest.

MR. SIKES. Would you provide for our records information on what would be required, what the advantages of such a program would be. The time and the cost involved?

DR. MACARTHUR. We will be very happy to. The information follows: The dramatic progress being made in the field of molecular biology led us to investigate the relevance of this field of science to biological warfare. A small group of experts considered this matter and provided the following observations: 1. All biological agents up to the present time are representitives of naturally occurring disease, and are thus known by scientists throughout the world. They are easily available to qualified scientists for research, either for offensive or defensive purposes.

2. Within the next 5 to 10 years, it would probably be possible to make a new infective microorganism which could differ in certain important aspects from any known disease-causing organisms. Most important of these is that it might be refractory to the immunological and therapeutic processes upon when we depend to maintain our relative freedom from infectious disease.

3. A research program to explore the feasibility of this could be completed in approximately 5 years at a total cost of $10 million.

4. It would be very difficult to establish such a program. Molecular biology is a relatively new science. There are not many highly competent scientists in the field., almost all are in university laboratories, and they are generally adequately supported from sources other than DOD. However,

However decreasing funds in CB, growing criticism of the CB program, and our reluctance to involve the NAS NRC in such a controversial endeavor have led us to postpone it for the past 2 years. It is a highly controversial issue and there are many who believe such research should not be undertaken lest it lead to yet another method of massive killing of large populations. On the other hand, without the sure scientific knowledge that such a weapon is possible, and an understanding of the ways it could be done. There is little that can be done to devise defensive measures. ******************************************* Fort Dietrich Biological Programs in the 1960’s, excerpts from the Phoenix Letter.

Fort Dietrich Biological Programs In The 1960's Fort Dietrich in Maryland is the U.S. biological warfare base. Originally called U.S. Army Biological Laboratories it is now labeled U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) The Army maintains a Special Operations Division (SOD) on the Fort Dietrich base with a formal operating agreement with CIA (Memorandum signed in May 1952.) Both CIA and Army have covered their tracks well but some original documents survive to outline a horrific story.

In the early 60's U.S. Army SOD personnel used specially designed suitcases to spray unsuspecting American civilians with bacillus subtilis at the Greyhound Bus Terminals in Washington, Chicago and San Francisco.

Similar operations were conducted at airports in Washington D.C., New York, Boston and Los Angeles. The number of one way tickets sold at time of release was used to estimate distribution of the bacterial agents. (Bacillus subtilis can be bought at biological supply houses. It is not listed as a pathogen, but can cause respiratory infections, blood poisoning and food poisoning.)

According to declassified Army documents the Greyhound terminals in San Francisco and Chicago were the location for "six operatives to launch covert attacks" spread over 7 days. Specially designed suitcases sprayed bacteria into crowded terminals for maximum exposure. Photographs were taken and other Army personnel "covertly collected air samples in close proximity to the passengers" to determine if the civilians had been infected. (See photographs) Later tests were repeated with smallpox agents, grown in large quantities and converted to a lethal powder for spraying. Senate investigation in 1975 revealed close cooperation between SOD and CIA: "CIA association with Fort Dietrich involved the Special Operations Division (SOD) of that facility. This division was responsible for developing special applications for biological warfare agents and toxins.

Its principal customer was the U.S. Army. Its concern was with the development of both suitable agents and delivery mechanisms for use in paramilitary situations. Both standard biological warfare agents and biologically derived toxins were investigated by the division."

The Senate Committee found the CIA had covered its tracks to conceal this unconstitutional activity from the American public. The Senate Committee stated "Although some CIA originated documents have been found in the project files it is clear that only a very limited documentation of activities took place."

An extract from a U.S. Army report details why smallpox was selected as the agent of choice." Its "attractive" features are listed as: 1. Smallpox is highly infectious with close contact. It spreads readily from an infected person to susceptible individuals.

A long incubation period of relatively constant duration permits the operatives responsible to leave the country before the first case is diagnosed 3. The duration of illness for those who recover is relatively long. Although the Federal Government claims that the 1972 treaty banning biological weapons stopped further use of Fort Dietrich we know that the U.S. Amy applied for $1.4 million appropriation to EXPAND germ warfare testing ability in the early 1980's. Senator James Sasser objected and it is unlikely that the appropriation went through. It could have been handled on the "black budget."

THE ORIGINATOR OF AIDS In July 1969 Dr. MacArthur, Director of the U.S. Army Advanced Research Project Agency (ARPA) appeared before Congress (the Appropriations Committee of the House) and stated: "within a period of 5-10 years it would be possible to produce a synthetic biological agent, an agent that does not naturally exist and for which no natural immunity could have been acquired."

This synthetic agent is AIDS (Acquired Immune Deficiency syndrome virus or HIV-1) ARPA requested $10 million to develop AIDS, 10 years before the virus was identified in the field.

Dr. MacArthur added, "It is a highly controversial issue and there are many who believe such research should not be undertaken lest it lead to another method of massive killing of large populations."

From 1961 to 1968 while this artificial biological agent was under discussion in the pentagon, Robert McNamara was Secretary of Defense. Clark Clifford (of BCCI notoriety) took over as Secretary in 1969.

On October 2, 1970 just 15 months after Dr. MacArthur requested an appropriation for AIDS development, Robert McNamara, now World Bank President, made a speech to international bankers in which he identified population growth as "the gravest issue that the world faces over the years ahead."

In his speech to the bankers McNamara argued that population growth was leading to instability, that a 10 billion world population would not be "controllable."

Said McNamara, "It is not a world that any of us would want to live in. Is such a world inevitable? It is not sure but there are two possible ways by which a world of 10 billion people can be averted. Either the current birth rates must come down more quickly or the current death rates must go up. There is no other way."

In brief, Robert McNamara was in the final decision making role for development of AIDS at the very time he was contemplating the idea that "world death rates must got up." THIS IS MORE THAN COINCIDENCE. Our conclusion is that Robert McNamara knowingly encouraged development of AIDS as a means to reduce the worlds' Population. It is difficult to arrive at any other Conclusion.

New From Russia Slowly bits and pieces of hidden history are leaking from Russia. Official U.S. history is that the U.S. was fighting only Vietnamese in Vietnam. It now appears Soviets were there as well, fighting U.S. Soviets had casualties, so far 16 admitted killed in action.

This explains the heat this editor came under with National Suicide: Military Aid To The Soviet Union. A detailed criticism of our technological aid to the Soviet Union while the Soviets were aiding the Vietnamese to kill Americans. No wonder we came under so much pressure to keep quiet! Our big businessmen were actively committing treason! If the Soviets were fighting in Vietnam, then the Soviets were an active enemy, not a passive onlooker.

Soviet Union Charges Pentagon With Aids Development

This information became known to the Soviets and in October 1985 the Soviet Union mounted a world wide propaganda campaign. Aids had been manufactured at Fort Dietrich Maryland by the Pentagon. The initial information was planted in a Soviet backed newspaper in India and then surfaced in more than 30 media sources world wide. The report was backed by an East German report by Professor Jacob Segal of Humbolt University, East Berlin. Segal argued that the AIDS virus is "the product of an abortive experiment carried out at a laboratory to develop biological warfare means."

This Soviet propaganda campaign was discounted in the West (this Editor included.) It was beyond the realm of rationality that the U.S. would develop a killer agent such as AIDS. Professor Segal appears to hold the view that it was "accidental" i.e. an "abortive experiment." This position we also held for a while, until the McNamara speech of October 1970 surfaced.

In any event in the late 80's the U.S. State Department ran a rebuttal campaign to the Soviet charges.

However State was unaware that the Congress had published Dr. MacArthur's requests and statements so the rebuttal fell flat on its face. The State Department for example claims the U.S. Army had never used Fort Dietrich as a biological warfare base. This is just not true. Further State apparently had no knowledge of the McNamara contemplation of rising death rates by design.

Conclusions 1. CIA - U.S. Army undertook field tests with bacillus subtilis and smallpox against American civilians.

2. There is no question that the Army received funds from Congress for AIDS development and this was probably undertaken at Fort Dietrich. The AIDS release could have been accidental but we discount this for several reasons. Initial cases came from Africa and Haiti, not the United States.

Second, Robert McNamara had simultaneously called for increase in world death rates. This suggests a deliberate policy of controlled release of the AIDS virus.

3. The Soviets obtained the information and used it for a propaganda campaign. The State Department rebuttal was ineffective because State had no idea how much information had already been made public.

Postscript Phoenix Letter has reported a new string of AIDS virus, much tougher, much more dangerous and possibly airborne. In early 1990 Science reported that AIDS researcher Dr. Robert Gallo had tested an altered AIDS virus, one that could infect' cells previously left uninfected by the early AIDS strain. This new strain was reported as infecting epithelia cells thus raising the possibility that the AIDS virus is now airborne. We find it extraordinary that any risks are taken today, after the Cold War has ended with these agents. What is the rationale in developing stronger-airborne strains?

ROBERT McNAMARA AND ENVELOPMENT OF AIDS

In December Phoenix Letter we described how the U.S. Army (ARPA) developed the AIDS virus with ten million dollars voted by Congress in 1969. The Secretary of Defense at that time, and responsible for approval of the 1969-1970 budget, was Robert McNamara, followed by Clark Clifford of BCCI notoriety.

The final decisions for the AIDS program was made by McNamara and Clifford.

The standard biography of Robert McNamara Promise and Power (The life and time of Robert McNamara)

by Deborah Shapley (Little Brown, Boston 1993) has interesting comments on the McNamara view of world over population and the critical need to reduce world population i.e. an excellent rationale for development of a virus resistant to cure.

In 1966 McNamara warned that world population was growing faster than gross national product and that the World Bank had a dominant role to play.

In 1969 McNamara's speech to the Governors of the University of Notre Dame cited the population explosion as more significant than the danger of nuclear war. "Casting its shadow over all this scene is the mushrooming cloud of the population explosion" (page 480).

McNamara extended the extraordinary thesis that "the children who were dying were fortunate, for the millions of those who lived languidly on were stunted in their bodies and cripples in their minds."

Shapley points out that inside the World Bank the McNamara views on population sounded almost nutty" and many wondered where McNamara had gotten these ideas.

But this was precisely the time when McNamara moved from Secretary of Defense to take over the World Bank. The same year, 1969, when the U.S. Army went before Congress to ask for $10 million to develop an AIDS virus.

By 1973 (page 510) McNamara had steered the World Bank to explore the cycle of overpopulation, insufficient food and poverty and in the Fall of 1973 at the annual meeting of World Bank Governors in Nairobi, Kenya outlined his QUANTITATIVE GOALS for population. "Nairobi" became synonymous with the McNamara population reduction five year plan. Coincidentally Nairobi and Kenya became initial focal points for the AIDS virus. Kenya and Uganda in East Africa is where the epidemic began and where today some 50% or more of the population is infected.

In 1977 McNamara spoke at MIT and argued that world population was exploding at an unacceptable rate.

McNamara was so intensely carried away with the ideas of population explosion that he reportedly (at a lunch meeting) started to scribble numbers on the dining room table cloth, "there was no stopping his verbal torrent or his emotion." The table cloth was tinged with scribbled numbers and "looked like an artifact left by an ancient visitor from another world." (page 560) The Shapely book has a great deal more on the McNamara fervor to control world population. While development of an AIDS virus may appear to most of us as tragically even murderously wrong, to a ideologue like McNamara it would appear to be opportunity to solve what he saw as potential disaster.

Matching the time frames and the opportunities for decision making there is at least a prima facie case, well worth investigating, that Robert McNamara knowingly and deliberately encouraged development of the AIDS virus.

Chapter Excerpt from “State Origin: The Evidence of the Laboratory Birth of AIDS” by Boyd E. Graves, J.D. The true history of the origin of AIDS can be traced throughout the 20th Century and back to 1878. On April 29 of that year the United States passed a “FEDERAL QUARANTINE ACT”.

The United States began a significant effort to investigate “causes” of epidemic diseases. In 1887, the effort was enhanced with the mandate of the U.S. “LABORATORY OF HYGIENE”. This lab was run by Dr. Joseph J. Kinyoun, a deep rooted-racist, who served the eugenics movement with dedication.

Two years later, 1889, we were able to identify “mycoplasmas”, a transmissible agent, that is now found at the heart of human diseases, including (AIDS) HIV. In 1893, we strengthened the Federal Quarantine Act and suddenly there was an explosion of polio.

In 1898, we knew we could use mycoplasma to cause epidemics, because we were able to do so in cattle, and we saw it in tobacco plants.

In 1899, the U.S. Congress began investigating “leprosy in the United States”.

In 1917, we formed the “Federation of the American Society for Experimental Biology” (FASEB).

In 1918, the influenza virus killed millions of unsuspecting. It was a flu virus modified with a bird mycoplasma for which human primates had no “acquired immunity”.

In 1921, lead eugenics philosopher, Betrand Russell, publicly supported the “necessity for “organized” plagues” against the Black population.

In 1931, we secretly tested African Americans and we tested AIDS in sheep.

In 1935, we learned we could crystallize the tobacco mycoplasma, and it would remain infectious.

In 1943, we officially began our bio-warfare program. Shortly thereafter, we were finding our way to New Guinea to study mycoplasma in humans.

In 1945, we witnessed the greatest influx of foreign scientists in history into the U.S. biological program.

Operation Paperclip will live in infamy as one of the darkest programs of a twisted parallel government fixated on genocide.

In 1946, the United States Navy hired Dr. Earl Traub, a notorious racist biologist. A May appropriations hearing confirms the existence of a “secret” biological weapon.

In 1948, we know that the United States confirmed the endorsement of “devising a scheme” in which to address the issue of overpopulation in certain racial groups. State Department’s George McKennan’s memo will forever illuminate the eugenics mendacity necessary for genocide of millions of innocent people.

In 1949, Dr. Bjorn Sigurdsson isolates the VISNA virus. Visna is man made and shares some “unique DNA” with HIV. See, Proceedings of the United States, NAS, Vol. 92, pp. 3283 - 7, (April 11, 1995).

In 1951, we now know our government conducted its first virus attack on African Americans. Crates in Pennsylvania were tainted to see how many Negro crate handlers in Virginia would acquire the placebo virus. They were also experimentally infecting sheep and goats. According to author Eva Snead, they also held their first world conference on an AIDS-like virus.

In 1954, Dr. Bjorn Sigurdsson publishes his first paper on Visna virus and establishes himself as the “Grandfather of the AIDS virus.” He will encounter competition from Dr. Carlton Gajdusek.

In 1955, they were able to artificially assemble the tobacco mosaic virus. Mycoplasmas will forever be at the heart of the U.S. biological warfare program In 1957, future U.S. president, Rep Gerald Ford and others gave the U.S. Pentagon permission to aggressively deploy offensive biological agents. There are no recorded cases of AIDS prior to the 1957 creation of “Special Operation-X.” (The SOX) program served as the immediate prototype program for the Special Virus program to begin in 1962.

By 1960, Nikita Kruschev had been let in on the biological weapon. His 1960 statement will long reflect the arrogance of the secret blend of communism and democracy. The two countries would go to a November 1972 agreement to cull the Black Population.

In 1961, scientist Haldor Thomar publishes that viruses cause cancer. In 1995, he and Carlton Gajdusek informed the National Academy of Sciences that “the study of visna in sheep would be the best test for candidate anti-HIV drugs.”

In 1962, under the cover of cancer research, the United States charts a path to commit premeditated murder, the “Special Virus” program begins on February 12th. Dr. Len Hayflick sets up a U.S. mycoplasma laboratory at Stanford University. Many believe the “Special Virus” program began in November 1961 with

Beginning in 1963 and for every year thereafter, the “Special Virus” program conducted annual progress reviews at Hershey Medical Center, Hershey, PA. The annual meetings are representative of the aggressive nature in which the United States pursued the development of AIDS. In 1964, the United States Congress gave full support for the leukemia/lymphoma (AIDS) virus research.

In 1967, the National Academy of Sciences launched a full scale assault on Africa. The CIA (Technical Services Division) acknowledged its secret inoculator program.

In 1969, Fort Detrick told world scientists and the Pentagon asked for more money, they knew they could make AIDS. Nixon’s July 18 secret memo to Congress on “Overpopulation” serves as the start of the paper trail of the AIDS Holocaust.

In 1970, President Nixon signed PL91-213 and John D. Rockefeller, III became the “Population Czar.”

Nixon’s August 10 National Security Memo leaves no doubt as to the genocidal nature of depopulation.

In 1971, Progress Report #8 is issued. The flowchart (pg. 61) will forever resolve the true laboratory birth origin of AIDS. Eventually the Special Virus program will issue 15 reports and over 20,000 scientific papers.

The flowchart links every scientific paper, medical experiment and U.S. contract. The flowchart would remain “missing” until 1999. World scientists were stunned. The flowchart will gain in significance throughout the 21st Century. It is also clear the experiments conducted under Phase IV-A of the flowchart are our best route to better therapy and treatment for people living with HIV/AIDS. The first sixty pages of progress report #8 of the Special Virus program prove conclusively the specific goal of the program. By June 1977, the Special Virus program had produced 15, 000 gallons of AIDS. The AIDS virus was attached as complement to vaccines sent to Africa and Manhattan. However, because of the thoroughness of authors, like Dr. Robert E. Lee, we also learn the Stanford Mycoplasma Laboratory issues one of the first papers with AIDS in the title. “Viral Infections in Man Associated with Acquired Immunological Deficiency States.”

The primary scientist, Dr. Thomas Merigan, was a “consultant” to the Special Virus program.

Progress Report # 8 at 104 - 106 proves Dr. Robert Gallo was secretly working on the development of AIDS with full support of the sector of the U.S. government that seeks to kill its citizens. Dr. Gallo can not explain why he excluded his role as a “project officer” for the Special Virus program from his biographical book. Dr. Gallo’s early work and discoveries will finally be viewed in relation to the flowchart. We now know where every experiment fits into the flowchart. The “research logic” is irrefutable evidence of a federal “Manhattan-style project” to develop a “contagious” cancer that “selectively” kills. Dr. Gallo’s 1971 paper is identical to his 1984 AIDS announcement.

Progress Report #8 at 273 - 286 proves we gave AIDS to monkeys. Since 1962, the United States and Dr. Robert Gallo have been inoculating monkeys and re-releasing them back into the wild. Thus, even government scientists are baffled that both HIV-1 and HIV-II would “suddenly emerge” from two distinct monkey ancestral relatives during the last 100 years. A 1999 Japanese study will ultimately prove the Man to Monkey origin of Monkey AIDS. The monkey experiments summary definitively proves Monkey AIDS is also man-made.

In 1972, the United States and the Soviet Union entered into a biological agreement that would signal the death knell for the Black Population. The 1972 agreement for collaboration and cooperation in the development of offensive biological agents is still U.S. policy.

In 1973, we find that world scientist, Garth Nicolson reports on his project, “Role of the Cell Surface in Escape From Immunological Surveillance.” His report is accompanied by seven published papers. Dr. Nicolson worked in conjunction with the Special Virus program from 1972 until 1978. Dr. Nicolson is considered by some to be Dr. Gallo’s “West Coast” counterpart. It is strongly held that because of Dr. Nicolson, Dr. Robert Gallo and Dr. Luc Montagnier would secretly meet in Southern California to coordinate what they would and would not say about the special virus development program.

In 1974, Furher Henry Kissinger releases his NSSM-200 (U.S. Plan to Address Overpopulation). It is the only issue of discussion at the World Population Conference in Bucharest, Romania. _ The men in the shadows had won, the whole world agrees to secretly cull Africa’s population. Today it is Africa and other undesirables. Tomorrow it may be you.

In 1976, the United States issues Progress Report #13 of the Special Virus program. The report proves the United States had various international agreements with the Russians, Germans, British, French, Canadians and Japanese. The plot to kill Black people has wide international support. In March, the Special Virus began production of the AIDS virus, by June 1977, the program will have produced 15,000 gallons of AIDS. President Jimmy Carter allows for the continuation of the secret plan to cull the Black Population.

In 1977, Dr. Robert Gallo and the top Soviet Scientists meet to discuss the proliferation of the 15,000 gallons of AIDS. They attach AIDS as complement to the Small pox vaccine for Africa, and the “experimental” hepatitis B vaccine for Manhattan. According to authors June Goodfield and Alan Cantwell, it is Batch #751 that was administered in New York to thousands of innocent people. This government will never be able to repay the people for the social rape, humiliation and out right prejudice people with HIV/AIDS face on a daily basis. The men in the shadows of the AIDS curtain accurately calculated that you would not care if only Blacks and gays are dying. In fact you don’t care that nearly a half million Gulf War veterans are encumbered with something contagious. Soon there will be no more Black people and a confused military, older White people will start suddenly dying and you still won’t get it. Be here now for us, give us a chance to be there for you.

Suddenly, just as President Nixon had predicted, there was explosive death. On November 4, 1999, the U.S. White House announced,.... “Within a period as short as five years, all new infections of HIV in the United States will be African American....” At some point our experts must be allowed to begin the interface process of allowing the history of this virus program to count. It is ludicrous and preposterous to fail to review the U.S. virus program in which to elucidate the etiology of AIDS. More of the history of the secret virus program can be found in the archives of Dr. John B. Moloney. A review of the files under Dr. Moloney’s name would further pinpoint additional dates and records consistent with one of the greatest hunts, capture and proliferation of disease in the history of the human race. We have found the missing link. It is the guts of the research logic of a federal program that seeks to kill. We have found a curtain of AIDS. We can identify some of the people who work in the shadows of the curtain. Dr. Robert Gallo and Dr. Garth Nicolson must lead us in review. In light of the attack mechanisms available in which to inhibit AIDS, it is time that not another person be stricken with this relic, synthetic mycoplasma chimera.

Help those of us who are still here to realize full and contributory lives. We are all one people.

On September 28, 1998 I filed suit against the United States for the “creation”, “production” and “proliferation” of AIDS. On November 7, 2000, the appeals court agreed with the lower court and held AIDS bioengineering as “frivolous.” The world continues to wait for the court to rule on the resubmitted issues. The court can not continue to simply brush aside our experts and the government’s flowchart.

I have been asked to give my perspective with regard to the federal program MK-NAOMI . MK-NAOMI is the code for the development of AIDS. The “MK” portion stands for the two co-authors of the AIDS virus, Robert Manaker and Paul Kotin. The “NAOMI” portion stands for “Negroes are Only Momentary Individuals.” The U.S. government continues to orchestrate silence from the very top echelons of the Congress and military. At present there is no accountability. The good people will ultimately create a tsunami of public outrage. We can not allow the state an autocratic right to govern outside of the Constitution. Our society is structured to hide crimes committed by the state, while punishing citizens for minor indiscretions. Their strategy focuses on the general confusion they can create via manipulation of the media. They are very good at what they do. We must become more focused in our continued presentation of the flowchart. The flowchart is the absolute missing link in proving the existence of a coordinated research program to develop a cancer virus that depletes the immune system. New diseases do not create old illnesses.

(b) The Secretary of Defense may not conduct any test or experiment involving the use of any chemical or biological agent on civilian populations unless local civilian officials in the area in which the test or experiment is to be conducted are notified in advance of such test or experiment, and such test or experiment may then be conducted only after the expiration of the thirty-day period beginning on the date of such notification.

US Civilian Biological Testing Law Repealed From Joyce Riley vonKleist, R.N., B.S.N. Capt. USAF Inactive Reserve 5-9-98 For over twenty years the Department of Defense (DoD) or their contractors were allowed to use the American people as "guinea pigs" for testing of chemical or biological agents. Since July 30th, 1977, the United States Code annotated Title 50, Chapter 32, Section 1520 remained on the books until drawn into the arena of public discussion on talk radio.

Last year, Joyce Riley von Kleist R.N., presented this as a topic of discussion on several national radio talk shows and was immediately greeted with skepticism and ridicule by many news directors and editors who refused to acknowledge the existence of such a law. The debate raged on for several months and many listeners took the initiative and the time to research this law only to find that it indeed existed! At the suggestion of the AGWVA, thousands of letters and phone calls poured in to public officials' offices demanding an explanation and their position statement on this law.

Due to overwhelming public outcry, section 1520 was quietly repealed by the passing of H. R. 1119, the

Section 1078 of this bill prohibits the DoD, either directly or by contract, from conducting tests or experiments using chemical or biological agents on human subjects (with exceptions).

Under the (just repealed) law, the DoD has been permitted to conduct such a test or experiment if informed consent is obtained. According to U. S. Senator Olympia Snowe (ME), the conference report on H. R. 1119 was passed by the Senate, by a vote of 90-10 on November 6, 1997 and signed into law by President Clinton on November 18th, 1997.

Because of persistence and tenacity, the AGWVA was able to generate enough public attention on this issue to effect this change.

History of Human Experimentation: History of Human Experimentation: 1931 Dr. Cornelius Rhoads, under the auspices of the Rockefeller Institute for Medical Investigations, infects human subjects with cancer cells. He later goes on to establish the U.S. Army Biological Warfare facilities in Maryland, Utah, and Panama, and is named to the U.S. Atomic Energy Commission. While there, he begins a series of radiation exposure experiments on American soldiers and civilian hospital patients.

1932 The Tuskegee Syphilis Study begins. 200 black men diagnosed with syphilis are never told of their illness, are denied treatment, and instead are used as human guinea pigs in order to follow the progression and symptoms of the disease. They all subsequently die from syphilis, their families never told that they could have been treated.

1935 The Pellagra Incident. After millions of individuals die from Pellagra over a span of two decades, the U.S. Public Health Service finally acts to stem the disease. The director of the agency admits it had known for at least 20 years that Pellagra is caused by a niacin deficiency but failed to act since most of the deaths occurred within poverty-stricken black populations.

1940 Four hundred prisoners in Chicago are infected with Malaria in order to study the effects of new and experimental drugs to combat the disease. Nazi doctors later on trial at Nuremberg cite this American study to defend their own actions during the Holocaust.

1942 Chemical Warfare Services begins mustard gas experiments on approximately 4,000 servicemen. The experiments continue until 1945 and made use of Seventh Day Adventists who chose to become human guinea pigs rather than serve on active duty.

1943 In response to Japan's full-scale germ warfare program, the U.S. begins research on biological weapons at Fort Detrick, MD. 1944 U.S. Navy uses human subjects to test gas masks and clothing. Individuals were locked in a gas chamber and exposed to mustard gas and lewisite.

1945 Project Paperclip is initiated. The U.S. State Department, Army intelligence, and the CIA recruit Nazi scientists and offer them immunity and secret identities in exchange for work on top secret government

1945 "Program F" is implemented by the U.S. Atomic Energy Commission (AEC). This is the most extensive U.S. study of the health effects of fluoride, which was the key chemical component in atomic bomb production. One of the most toxic chemicals known to man, fluoride, it is found, causes marked adverse effects to the central nervous system but much of the information is squelched in the name of national security because of fear that lawsuits would undermine full-scale production of atomic bombs.

1946 Patients in VA hospitals are used as guinea pigs for medical experiments. In order to allay suspicions, the order is given to change the word "experiments" to "investigations" or "observations" whenever reporting a medical study performed in one of the nation's veteran's hospitals.

1947 Colonel E.E. Kirkpatrick of the U.S. Atomic Energy Commission issues a secret document (Document 07075001, January 8, 1947) stating that the agency will begin administering intravenous doses of radioactive substances to human subjects.

1947 The CIA begins its study of LSD as a potential weapon for use by American intelligence. Human subjects (both civilian and military) are used with and without their knowledge.

1950 Department of Defense begins plans to detonate nuclear weapons in desert areas and monitor downwind residents for medical problems and mortality rates.

1950 In an experiment to determine how susceptible an American city would be to biological attack, the U.S. Navy sprays a cloud of bacteria from ships over San Francisco. Monitoring devices are situated throughout the city in order to test the extent of infection. Many residents become ill with pneumonia-like symptoms.

1951 Department of Defense begins open air tests using disease-producing bacteria and viruses. Tests last through 1969 and there is concern that people in the surrounding areas have been exposed.

1953 U.S. military releases clouds of zinc cadmium sulfide gas over Winnipeg, St. Louis, Minneapolis, Fort Wayne, the Monocacy River Valley in Maryland, and Leesburg, Virginia. Their intent is to determine how efficiently they could disperse chemical agents.

1953 Joint Army-Navy-CIA experiments are conducted in which tens of thousands of people in New York and San Francisco are exposed to the airborne germs Serratia marcescens and Bacillus glogigii.

1953 CIA initiates Project MKULTRA. This is an eleven year research program designed to produce and test drugs and biological agents that would be used for mind control and behavior modification. Six of the subprojects involved testing the agents on unwitting human beings.

1955 The CIA, in an experiment to test its ability to infect human populations with biological agents, releases a bacteria withdrawn from the Army's biological warfare arsenal over Tampa Bay, Fl. 1955 Army Chemical Corps continues LSD research, studying its potential use as a chemical incapacitating agent. More than 1,000 Americans participate in the tests, which continue until 1958.

1956 U.S. military releases mosquitoes infected with Yellow Fever over Savannah, Ga and Avon Park, Fl. Following each test, Army agents posing as public health officials test victims for effects.

1958 LSD is tested on 95 volunteers at the Army's Chemical Warfare Laboratories for its effect on intelligence.

1960 The Army Assistant Chief-of-Staff for Intelligence (ACSI) authorizes field testing of LSD in Europe and the Far East. Testing of the european population is code named Project THIRD CHANCE; testing of the Asian population is code named Project DERBY HAT. 1965 Project CIA and Department of Defense begin Project MKSEARCH, a program to develop a capability to manipulate human behavior through the use of mind-altering drugs.

1965 Prisoners at the Holmesburg State Prison in Philadelphia are subjected to dioxin, the highly toxic chemical component of Agent Orange used in Viet Nam. The men are later studied for development of

1966 CIA initiates Project MKOFTEN, a program to test the toxicological effects of certain drugs on humans and animals.

1966 U.S. Army dispenses Bacillus subtilis variant niger throughout the New York City subway system. More than a million civilians are exposed when army scientists drop lightbulbs filled with the bacteria onto ventilation grates.

1967 CIA and Department of Defense implement Project MKNAOMI, successor to MKULTRA and designed to maintain, stockpile and test biological and chemical weapons.

1968 CIA experiments with the possibility of poisoning drinking water by injecting chemicals into the water supply of the FDA in Washington, D.C. 1969 Dr. Robert MacMahan of the Department of Defense requests from congress $10 million to develop, within 5 to 10 years, a synthetic biological agent to which no natural immunity exists.

1970 Funding for the synthetic biological agent is obtained under H.R. 15090. The project, under the supervision of the CIA, is carried out by the Special Operations Division at Fort Detrick, the army's top secret biological weapons facility. Speculation is raised that molecular biology techniques are used to produce AIDS-like retroviruses.

1970 United States intensifies its development of "ethnic weapons" (Military Review, Nov., 1970), designed to selectively target and eliminate specific ethnic groups who are susceptible due to genetic differences and variations in DNA. 1975 The virus section of Fort Detrick's Center for Biological Warfare Research is renamed the Fredrick Cancer Research Facilities and placed under the supervision of the National Cancer Institute (NCI) . It is here that a special virus cancer program is initiated by the U.S. Navy, purportedly to develop cancercausing viruses. It is also here that retrovirologists isolate a virus to which no immunity exists. It is later named HTLV (Human T-cell Leukemia Virus).

1977 Senate hearings on Health and Scientific Research confirm that 239 populated areas had been contaminated with biological agents between 1949 and 1969. Some of the areas included San Francisco, Washington, D.C., Key West, Panama City, Minneapolis, and St. Louis.

1978 Experimental Hepatitis B vaccine trials, conducted by the CDC, begin in New York, Los Angeles and San Francisco. Ads for research subjects specifically ask for promiscuous homosexual men.

1981 First cases of AIDS are confirmed in homosexual men in New York, Los Angeles and San Francisco, triggering speculation that AIDS may have been introduced via the Hepatitis B vaccine 1985 According to the journal Science (227:173-177), HTLV and VISNA, a fatal sheep virus, are very similar, indicating a close taxonomic and evolutionary relationship.

1986 According to the Proceedings of the National Academy of Sciences (83:4007-4011), HIV and VISNA are highly similar and share all structural elements, except for a small segment which is nearly identical to HTLV. This leads to speculation that HTLV and VISNA may have been linked to produce a new retrovirus to which no natural immunity exists.

1986 A report to Congress reveals that the U.S. Government's current generation of biological agents includes: modified viruses, naturally occurring toxins, and agents that are altered through genetic engineering to change immunological character and prevent treatment by all existing vaccines.

1987 Department of Defense admits that, despite a treaty banning research and development of biological agents, it continues to operate research facilities at 127 facilities and universities around the nation.

1990 More than 1500 six-month old black and hispanic babies in Los Angeles are given an "experimental" measles vaccine that had never been licensed for use in the United States. CDC later admits that parents were never informed that the vaccine being injected to their children was experimental.

Incorporated into its molecular structure is 40 percent of the HIV protein coat, indicating that it had been man-made.

1994 Senator John D. Rockefeller issues a report revealing that for at least 50 years the Department of Defense has used hundreds of thousands of military personnel in human experiments and for intentional exposure to dangerous substances. 1995 Dr. Garth Nicolson, uncovers evidence that the biological agents used during the Gulf War had been manufactured in Houston, TX and Boca Raton, Fl and tested on prisoners in the Texas Department of Corrections.

1996 Department of Defense admits that Desert Storm soldiers were exposed to chemical agents.

Boyd E. Graves, J.D., lead plaintiff for global AIDS apology, has doggedly pursued for the immediate review of this stealth federal virus development program in federal courts since 1998. In June the United States Supreme Court expeditiously denied the peoples' petition for program review without comment.
