Department of Science and Technology VI DOST Regional Office VI, or simply DOST VI, is one of the Regional Offices established when the Department was reorganized from the then National Science Development Board (NSDB) to the National Science and Technology Authority (NSTA) on March 17, 1982 and vested with broader policy-making and program implementing functions. On January 30, 1987, NSTA was elevated to become the Department of Science and Technology (DOST) under Executive Order No. 128. DOST’s functions and responsibilities were further expanded to enable it to pursue the declared state policy to support local scientific and technological efforts, develop local capability to achieve technological self-reliance, promote public and private sector partnership in S&T activities, and encourage the private sector to take a greater role in R&D activites. Pursuant to the provisions of Section 31 of EO 128, the DOST is also authorized to establish regional of field extension offices as may be necessary. Three years later, on July 31, 1990, the Provincial S&T Centers (PSTCs) were created through Republic Act No. 6959. Today, there are 16 DOST Regional Offices, including DOST-ARMM, and the newly created DOST-NCR, and 75 PSTCs.

Director’s Message It is my pleasure to present to you, on behalf of the staff of the Department of Science and Technology Regional Office VI, our Annual Report for 2018. In this year’s Report, we are highlighting many among the most important key accomplishments of the region to address identified major challenges and opportunities in the S&T sector in Western Visayas. DOST VI implemented various programs and projects as well as provided a wide range of services to its customers. The results of these endeavors are intended to address the major outcomes of DOST both at the regional and national levels, which includes: (1) Innovation Stimulated; (2) Technology Adoption Promoted/Accelerated; (3) Critical Mass of Globally-Competitive STI Human Resources Developed; (4) Productivity and Efficiency of Communities and the Production Sector, Particularly MSMEs Improved; (5) Resiliency to Disaster Risks and Climate Change Ensured; (6) Inequality in STI Capacities and Opportunities Reduced; and (7) Effective STI Governance Achieved. DOST VI has focused its attention to Outcomes One (1) to Six (6) and is not including in this report initiatives undertaken related to Outcome Seven (7). Although Outcomes One (1) and Three (3) are not the direct mandate of the regional office, it is nevertheless presenting some relevant accomplishments in these areas. In order to fortify research and development in Western Visayas, Research and Development Management Section of DOST VI has taken a bigger role and is currently implementing various projects and activities in the region through the regional R&D consortia. DOST VI actively promotes and provides funding support to regional-level R&D Activities. Since the creation of Special Committee on Research and Development (CRD), several resolutions were passed which includes the approval of the Harmonized Regional R&D Agenda, establishment of a Visayas Facility for the Philippine Genome Center and the establishment of a Ground Receiving Station in Region VI for the DIWATA 1 and 2 micro-satellites this 2018, among others. In addition to the various initiatives of the CRD in fostering the STI culture in the region, the committee, with the leadership of DOST Region VI and the Philippine Association of State Colleges and Universities (PASUC) Region VI, is harmonizing the R&D Manuals, IP Policies, and Technology Transfer Protocols of the SUCs. Aside from the vigorous support of DOST VI in the R&D activities of SUCs and other institutions in the region, the office is now conducting actual R&D projects involving its own personnel. One of these projects is related to the improvement of Disaster Risk Reduction Management (DRRM) Monitoring System, a concrete evidence of levelling-off DRRM-related activities and projects towards a science-based resilient community. Various collaborative projects were established this year - with the University of Antique (UA) wherein the project provided all the 5 entry points of Community Empowerment through Science and Technology (CEST) and covered all the 18 municipalities in the province, the launching of Food Innovation Network (Food-iNet) at Guimaras State College where members signed an agreement and witnessed by the DOST Secretary, to name a few. DOST VI aimed to bring science and technology advocacy nearer to the people. Hence, its major S&T activity, the Regional Science and Technology Week (RSTW) which is being held every year was conducted in the Province of Capiz for the year 2018. This is to showcase what we have initially accomplished and to explore opportunities for us to further strengthen our partnerships with the Local Government Units (LGUs), business and industry, civic and people’s organizations so that these S&T outputs can be optimally harnessed to attain an inclusive development. These are merely initial accomplishments and so much more needs to be done by all of us. But still I would like to express my sincere appreciation and gratitude to our committed staff, stakeholders and partners. With your support together with our engineers, researchers and scientists from academe as well as from LGUs and other National Government Agencies (NGAs) and private sectors, the advances we have in science and technology have been made possible. For the years to come, we will continue to strive in generating more research outputs and transform them into technologies and innovations that will boost the competitiveness of business and industry as well as solve problems that affect the well-being of the public. Let us always be an excellent prime-mover of regional and countryside development!

Conduct of In-House R&D Projects DOST Region VI has started to undertake in-house R&D projects in order to directly address public welfare concerns and business competitiveness in the region. These projects are intended to enhance the technical competency of its personnel. Among the projects currently ongoing are as follows:

Outcome 2: Technology Adoption Promoted/ Accelerated DOST Region VI has aggressively promoted technologies from publicly-funded R&D projects during the Technology Transfer Day at the Iloilo Convention Center on October 27, 2017. It was attended by 513 participants and was spearheaded by the Technology Application and Promotion Institute (DOST-TAPI). There were 36 technologies from DOST agencies exhibited. There were also simultaneous breakout sessions for processed food, agriculture/aquaculture technologies and agro-forestry and natural fibers where 21 technologies were also presented. For 2018, there were 43 technologies promoted mostly through the conduct of S&T fora in all provinces and the conduct of the Regional Science and Technology Week in the province of Capiz last August 29-31, 2018. The technologies promoted focused on aquaculture and fisheries as requested by the stakeholders. The target for 2019 is lower than in 2018 because DOST VI aims to focus on the preparation to push for the adoption of the technologies previously promoted

Outcome 4: Productivity and Efficiency of Communities and the Production Sector, Particularly MSMEs, Improved The regional office gives utmost priority to the development of Micro, Small and Medium Enterprises or MSMEs and continually delivers various services to enhance the productivity and competitiveness of this sector. The banner program for supporting the sector is the Small Enterprise Technology Upgrading Program or SETUP. Small Enterprise Technology Upgrading Program (SETUP) INNOVATION SYSTEM SUPPORT FUND (SETUP-ISSF) The ISSF is a major technology transfer and commercialization program under SETUP which provides assistance for the upgrading of existing production facilities of MSMEs/organizations as well as acquisition of other critical requirements in the production line. Primarily, it aims to improve product quality and productivity in order to ensure market competitiveness. Under this modality, the beneficiaries refund the total cost of the assistance to the government for three years without interest.

Dried Fish Market Boost through Science and Technology

DOST Interventions Upgrading of production facilities through acquisition of critical S&T materials and equipment namely fish dryer, vacuum sealer, s/s table and packaging materials. Consultancy on Manufacturing Productivity and Food Safety

With the help of DOST, our product packaging and shelf life has improved. We are now supplying quality dried fish in 30 mall stores and supermarkets all over Western Visayas.

Project Benefits

· Improved consistency in dryness and physical appearance. · Reduced drying time of raw materials from 8 to 4 hours or by 50%. · Increased shelf life of finished goods to 6 months. · Improved compliance to food safety. · Reduced spoilage of raw materials particularly the fish delivered to the plant. · Implemented the use of color-coded crates and pallets and proper labeling of storage materials. · The new processing plant is compliant to AO 153 s 2004 and had passed the assessment conducted by FDA. · Established process control measures for each product and monitoring and documentation of process control measures during drying and re-drying. · Expanded to new markets in Cebu, Tacloban, Bacolod and Palawan.

DOST Region VI had likewise been aggressively providing a wide range of assistance to MSMEs in the form of label design services, printing of developed designs, package prototypes and provision of packaging materials. The MSME beneficiaries were also provided with orientation/awareness seminars on the importance of appropriate packaging and labeling of food products and food safety. This is one of the best practices of the regional office that resulted to the significant improvement of product packaging among MSMEs in the region.

Project Framework for CEST Implementation in the Province of Antique The first and recent partnership was sealed between DOST and the University of Antique (UA) wherein the project provided all the five entry points of CEST and covered all the 18 municipalities in the province. This project is the first to utilize the potential knowledge base and human resource of the academe. A customized and calibrated framework was developed to involve the university not only in the facilitation and processing of the project activities, but in the actual implementation which enabled the academe to impart their technical expertise to the community.

Regional Standards and Testing Laboratory ISO/IEC 17025:2005 The RSTL provides laboratory and testing services to industries, academe, local government units, private institutions and individuals in Western Visayas. These laboratory services are critical in the product development as well as quality assurance requirements of our MSMEs. These services are likewise very important to our public institutions and local government units particularly in addressing public welfare concerns and consumer protection. The academe is likewise being supported in their research and development undertakings through these laboratory services.

The OneLab project is DOST’s platform that comprehensively provides an avenue for customers to meet their testing needs at a single touch point. This includes chemical, physical, microbiological, radiological testing and calibration of water, waste water, food, wood, furniture, textile, paper, metals, and electronic products.​ OneLab envisions to broaden public access to testing services of all DOST laboratories and other OneLab member laboratories, provide standardized services and fees, and to provide timely and accurate test and calibration results.

Outcome 5: Resiliency to Disaster Risks and Climate Change Ensured Disaster Risk Reduction and Management (DRRM) DOST Region VI is one of the pioneering DOST regional offices in the country to formally establish its Disaster Risk Reduction and Management Unit or DRRMU. The unit was operationalized as early as July 2011 in response to Republic Act 10121 or the Philippine Disaster Risk Reduction and Management Act of 2010 which heightened the role of DOST in disaster risk reduction and management particularly in the area of disaster prevention and mitigation.

This is a web-based weather monitoring system for Western Visayas developed by DRRMU in order to provide quick and comprehensible information from the data generated by the different hydromet stations installed in the region. It features an interactive display of near real-time and historical rainfall as well as water level data collected at 10- or 15-minute interval. The water-level display can be manipulated to show 24-hr or multi-day chart formats. Bantay Panahon also provides tabular and downloadable formats of weather data for use in other external applications such as research and other studies.

Research and Development Activities Currently there are two (2) R&D projects that are being handled by the unit, a flood alert system and a hydromet equipment read-out and visual warning system.

The equipment also incorporates a visual, color-coded warning system to relay the severity of rainfall in the locality.

Quality Management System/Performance Excellence Framework Adoption of the Balanced Scorecard Framework and its integration with the Office Performance Commitment and Review and Individual Performance Commitment and Review. Conduct of review of over-all office performance including product and process review during quarterly ManCom meetings and regular meetings of the different sections and units (i.e. processing of test results for the RSTL, processing of financial assistance and certificates for the undergraduate scholarship programs). Sharing of “better practices� is part of the agenda during Executive Committee and Manangement Committee meetings as well as regular meetings of the different sections. Benchmarking activities are also conducted. For 2018, DOST Region VI has shared with other visiting regional offices some innovative activities of its health research consortium such as the Training Scholarship Awards and Regional Health Research Conference. On the other hand, the regional office visited DOST NCR and DOST MIMAROPA to benchmark on their financial operations. Quality Teams were established to, among other activities, identify productivity gaps in office operations and come up with possible solutions/projects to address them. Corporate Social Responsibility The DOST Region VI Quality Teams composed of both permanent and contractual employees were divided into four groups, namely One Team, Dos Rangers, Team Leap and G-Force. Among others, the teams identified innovative projects for the regional office, participate in team building activities and conduct community outreach programs. Likewise, these groups were exposed to different areas in Iloilo Province and Iloilo City for the community outreach program held last December 10, 2018. OneSTore.ph is an e-commerce site that operates nationwide and caters primarily to Philippine consumers. It helps micro, small and medium enterprises (MSMEs) assisted by the Department of Science and Technology (DOST) through the Small Enterprise Technology Upgrading Program (SETUP), access wider market for their products. This helps deliver economic growth and increase business opportunities in the countryside.

The RxBox is a telemedicine device designed to provide better access to life-saving health care services in isolated and disadvantaged communities in the country. This telemedicine device runs the RxBox application, developed for early diagnosis of non-communicable diseases and for fetal and maternal health monitoring. Captured medical signals are then stored into the Community Health Information Tracking System (CHITS), an electronic medical record system. Through CHITS, RxBox can transit health information to clinical specialists via a referral system.

STARBOOKS or the Science and Technology Academic and ResearchBased Openly Operated Kiosks, is the first Philippine digital science library that provides free access to information and is highly appropriate for public libraries. It currently holds hundreds of thousands of titles of digitized journals, serial publications, reference materials, annual reports, theses and dissertations, technical and project reports, and directories of DOST-STII’s library materials. It also contains videos from the different DOST agencies, such as “Tamang DOSTkarte Livelihood Videos” for aspiring entrepreneurs.
