DOST 6 gears up for biggest annual S&T event DOST 6 Information Officer Sol Aplaon Salazar said the 2018 Regional Science and Technology Week (RSTW) will be held in Roxas City, Capiz on August 29 to 31.

The 2018 RSTW will feature four major activities that include S&T Expo, S&T Fora, YES! Youth Explorers of Science and Project Visits in the province.

“It’s high time that we bring this science and technology event to other provinces of the region so that the locals will also experience and witness our various S & T programs, projects and services. They will also experience how S&T work in creating a huge impact on the lives of the people,” said Salazar.

She said the 2018 RSTW is in response to the agency’s goal of bringing Science, Technology and Innovation nearer to the people, particularly those living outside of the major urban areas to attain inclusive development as underscored by the event’s theme “Science for the People, Innovation for Collective Prosperity,” or “Siyensya para sa Kauswagan sang Tanan” in local dialect. The activities lined up for this year’s celebration are in consideration of the scientific and technological potentials of the province of Capiz specifically in the fields of aquaculture, agriculture, disaster resilience, food security, information communication technology (ICT) as well as human resource development. “We intend to showcase what we have initially accomplished and explore opportunities for us to further strengthen our partnership with the local government units, business and industry, civic and people’s organizations so that these S&T outputs can be optimally harnessed for the benefit of Capiznons and the Filipinos,” she said. “As known already by everyone, the most competitive countries today are not those with the largest or biggest land, labor and capital. Rather, the most developed countries today have attained their success through a different set of parameters - knowledge, technology, innovation and competent human capital,” Salazar added.

Region-6 ranks third in Nat’l Invention The Iloilo National High School-Special Science Class (INHS-SSC) landed on third place in the SIBOL Award (Student Creative Research for High School) of the 2018 National Invention Contest and Exhibits (NICE) held last August 16, 2018, according to the Department of Science and Technology (DOST) through the Technology Application and Promotion Institute. The title of INHS-SSC’s entry was “Antidiabetic and Antioxidant Tea from Garciniabinucao (Batuan) Leaf and Fruit”. The study found that batuan leaf and fruit are potential preventive remedies for lowering postprandial hyperglycemia, a common diabetes complication that happens after eating, resulting in abnormally high blood glucose or blood sugar levels. Moreover, the study sought to determine the phytochemical content or biologically active compounds of batuan and it looked at how the fruit’s antioxidant properties counter the production of free radicals that damage cells. It also examined the fruit’s a-glucosidase or alpha-glucosidase inhibition action, similar to those found in anti-diabetic drugs used for type 2 diabetes. In Southeast Asia, batuan is an evergreen tree particularly abundant in the low altitude forests of the Philippines and Vietnam.

In Western Visayas, it is used as a souring agent for many local food recipes such as fish and pork sinigang and paksiw. Batuan fruits are collected from the wild because these are not cultivated. NICE is a nationwide biennial activity conducted in different regions including ARMM to recognize the hard work and efforts of the inventors, researchers, and students for showcasing their ingenuity and creativity. The event aims to enhance awareness on Filipino inventions as well as knowing their influence on national development. To ensure participation of inventors nationwide and to give them the chance to display and present their inventions, regional-level contests are regualry conducted. The Regional Invention Contest and Exhibits is an excellent avenue for researchers to impart science-based scientific and technological ideas developed among their inventions to the public and private sectors. These innovations are also breakthroughs in the academe as well as research and development that keep abreast with recent scientific findings and trends. The winners won cash awards and plaques from DOST-TAPI in recognition of the achievements of inventors, creators and innovative companies around the globe. New technology brings water to Murcia village Also cited was the assistance of a non-government entity, the Aid Foundation Inc. represented by its head Auke Idzenga that installed a water filter to ensure that the water is potable.

SYNERGY and convergence have made possible the application of new technology to address the community’s basic need, as Third District Representative Alfredo Benitez brought together the Department of Science and Technology, Technological University of the Philippines in the Visayas, and the Western Visayas Consortium for Industry, Energy and Emerging Technology Research and Development. Eleven households in Sitio Mirasol, Barangay Caliban in Murcia town now have an access to water following the installation of the solar-powered water system in their community. The pilot implementation was started in February this year. On August 10, the turnover of the Small Capacity Solar PV Pumping System and Model Unit was formalized with the presence of Benitez, Murcia Mayor Andrew Montelibano, DOST-6 director Rowen Gelonga, TUPV campus director Eric Malooy, Caliban Punong Barangay Antonio Luis Gonzaga and Purok President Rizalde Melchor. Benitez, in his message, urged the community to take care of the project by cooperating and coordinating closely to safeguard the facility, as he looks at ways and means to replicate the project in similar areas where water is a scarce resource. He cites the use of new technology for Asenso and lauds the support of agencies involved as well as the local government and the barangay leaders.

Twenty-five more households in the surrounding have also access to the water system. The beneficiaries are happy that they no longer have to go down a very steep slope, which is slippery when it rains, to reach the river, some 55 meters away from most houses. In the report submitted by TUPV research head engineer Ace Zander Antonio, the solar panel installed has a capacity of 300 watts that powers the submersible pump installed in the nearby river to pump up 1,000 liters per hour to a water reservoir. The technology and fund source is the DOST-6, the study made by the consortium, and the TUPV implemented the project. Thirty malnourished children with age range of 0-5 years old in Hamtic, Antique were given the Department of Science and Technology (DOST) complementary food such as the Rice-Mongo Ready-to-cook Blend and polvoron developed by the DOST-Food and Nutrition Research Institute (FNRI). Malnutrition is not just a public health issue. It is most importantly an issue concerning access to nutritious but affordable food and access to nutrition education, especially for the poor Filipino families. According to the DOST-FNRI in the “2016 Updating of Nutritional Status of Selected Filipinos,� 3 out of 10 children aged 0-5-year-old are underweight in the region. The DOST-FNRI data also shows that 4 out of 10 Bicolano children aged 0-5-year-old are stunted. Antique has the highest malnutrition rate among the provinces in Western Visayas. As per 2016 National Nutrition Commission data, the province has an under-nutrition rate of 6.86%. However, as per DOST-FNRI 2013 National Nutrition Survey (NNS), the following are the malnutrition rates in Antique particularly for children 0-60 months: 29.2% underweight, 38.7% under height or wasting and 9.2% wasting. According to the National Nutrition Survey (NNS), malnutrition rates increased between 6 and 24 months old children. This is a vulnerable period when breastfeeding is no longer sufficient to meet the nutritional requirements of the child, hence, complementary feeding. Recognizing the critical role of science and technology in the development of marginalized communities, DOST developed and implemented the Community Empowerment Through Science and Technology (CEST) Program. To this challenge of community empowerment, the DOST in partnership with other government agencies and working sectors will contribute S&T interventions to help bear against the barriers erected by poverty and deprivation. DOST Region VI through its Antique Provincial S&T Center is taking up the challenge for community empowerment puts it more in the frontline of fighting poverty by empowering the marginalized sector of the so ciety. CEST is designed to deliver a holistic package of interventions to the least-developed areas of the country and address their various development constraints.

DOST 6 rolls out complementary food in Hamtic, Antique

DOST Region VI partnered with the University of Antique (UA) and the Provincial Government of Antique with support from the Office of Senator Loren Legarda introduced the Complementary Feeding Program under the health and nutrition component of the CEST Program in the Province of Antique particularly in the municipality of Hamtic last July 30, 2018. The project focuses on the feeding program using DOST-developed complementary food and capability building on food and nutrition. The launching of the program covered the barangays of Caridad, Piapi 1, Malandog and Lapaz in Hamtic, Antique. The conduct of complementary feeding using the DOST-FNRI developed Complementary food shall target the malnourished children ages 6- 35 months in an attempt to reverse growth stunting during this period. Barangay Nutrition Scholars (BNS)/ Barangay Health Workers (BHWs) will be trained on the basics of Complementary Feeding and in turn, will be in charge of the distribution of the complementary food to the target children beneficiaries. The BNS/BHWs will also handle the monitoring and will ensure that the feeding schedule is strictly observed and followed. Weighing of the target children beneficiaries will also be conducted, before and after feeding to determine the impact of the activity. The activity aims to help address malnutrition in the area through the conduct of feeding to malnourished children using the DOST-FNRI developed complementary food for 120 days. Present in this activity were the personnel from DOST, UA, LGUs and the Barangay Nutrition Scholars (BNS), Municipal Health Officer (MHO) and Municipal Nutrition Action Officers (MNAOs). DOST leads Food Safety trainings in Boracay The Department of Science and Technology (DOST) Region 6 aims to assist Micro Small and Mediums Enterprises (MSMEs) affected by Boracay Island’s six-month rehabilitation through the conduct of several sets of training. Last July 11, 2018, DOST-6 conducted the Food Safety training at Hey Jude South Beach, a Boracay-based resort located in Station 3, to improve the residents’ knowledge and skills on food safety and in preparation for Boracay’s reopening. DOST-6 Food Safety expert Jhoanna N. Bolencis discussed different topics during the activity attended by 24 participants from the resort which includes the head cook, cook, kitchen helper, resort manager, fo supervisor, dining supervisor, purchaser, cashier, housekeeper, general manager and accounting office. The topics are Food Safety in the News, Foodborne Illness, Contamination, Hazards in Food, Food Aller-

gens, Types of Spoilage, How Food Becomes Unsafe, Time-temperature Abuse, Cross Contamination, Poor Personal Hygiene, and Poor Cleaning and Sanitizing. Videos of news on food poisoning due to hazards carried by food handlers were shown. The participants volunteered their opinions and gave suggestions on how to avoid such accidents. Moreover, the discussion was followed by exercises such as Glowgerm Exercise, Powder Exercise, Hazard Identification, and Identifying “What is Wrong in the Picture” to further immerse the participants in food safety matters. DOST-6 continuously trains affected MSMEs in Boracay to promote the adoption of safe food handling practices among food processors and other stakeholders of the processed food industry, especially in Boracay Island. STARBOOKS AS part of its Grants-in-Aid (GIA) Project dubbed “Enhancement of Coffee Production of Nagpana Minorities Association,” the Department of Science and Technology (DOST)-6’s in partnership with the Taytay sa Kauswagan, Inc. (TSKI) conducted a training on Science and Technology Academic and Research-Based Openly Operated Kiosk Stations (STARBOOKS) for Nagpana Primary School teachers at Sitio Nagpana in Brgy. Lipata, Barotac Viejo, Iloilo last July 4, 2018. Availing STARBOOKS by the school paves way for an easier access to educational and scientific references that are essential for the cultivation of students’ knowledge and interests on certain topics and principles. The training aimed to orient the school staff and teachers on the creation and purpose of this project, its features, contents, access (admin-based and user-based) and local networking through a Wi-Fi router. This project intends to make S&T information accessible and available to students specifically in the Yolanda-stricken areas. Moreover, recent updates include full educational and livelihood videos, DOST publications and library materials. The latest version of STARBOOKS includes changes and updates on report generation and submission, uploading of patches, updates on its site, sharing its server to the network. DOST-STII is quickly moving forward by transforming its library into the first Philippine Science Digital Library. STARBOOKS is STII’s answer to the clamor of researchers to easier access to information, especially science and technology information. As part of its implementation, DOST-STII tapped non-government organizations to support its implementation. Although the concept of digital libraries is not new, not all countries have completely transformed their libraries from traditional libraries, filled with endless rows of shelves of books and other materials, to digital libraries with endless rows of tables of computer units. The resource speakers for the training were Ms. Mary Beth D. Grecia, SRS II of Iloilo PSTC – DOST VI who introduced STARBOOKS and its updates and Mr. Garry T. ASCENT is the official and public launching of University of San Agustin research centers namely the Center for Chemical Biology and Biotechnology (C2B2) and Center for Natural Drug Discovery and Development (CND3). These centers of University of San Agustin are supported by research grants from the Philippine government through DOST, which empowered this private HEI to contribute to regional and countryside human resources and economic development. These centers are equipped with state-of-the-art instruments that are first of their kind in Visayas and Mindanao, raising the quality of research outputs in the regions.

C2B2 is envisioned as the hub of life science and biotechnology research in Region 6 while CND3 is envisioned to push the frontiers of natural medicine discovery in the Philippines for improved health and well-being of Filipinos. These centers shall study the diverse natural and marine resources of the country, including the Philippine Rise that was visited by Dr. Doralyn Dalisay (a DOST Balik Scientist) last May 15-16, 2018 where she personally met Pres. Duterte. These Centers also serve as University of San Agustin’s humble support to the Duterte administration’s Socioeconomic Agenda. The DOST, through the leadership of Sec. Fortunato dela Peña and USec Rowena Cristina Guevara, enabled University of San Agustin to establish these world-class centers in the countryside that shall leverage S&T research in spurring equitable development. These new research centers also serve as training grounds of future experts to accelerate human capital development, ensuring the enhanced and quality education of Filipinos. The C2B2 and CND3 are realizations of the initiative of Dr. Jonel P. Saludes, University of San Agustin Associate Vice President for Research, a DOST LongTerm Balik Scientist, and a true-blooded Dabawenyo, to transform the Philippine countryside into a globally-competitive research community. 40 Iloilo MSMEs trained on packaging THE Iloilo City Government, through the Local Economic Investment and Promotions Office (Leipo), conducted a Packaging and Labeling Workshop to 40 Micro Small and Medium Enterprises (MSMEs) last July 3. “The presentation of a product has a lot to do with attracting customers. We, Ilonggos, are very competitive when it comes to business. This workshop will surely help you learn the most recommended labeling and

packaging strategies,” Mayor Jose Espinosa III said. The training, done in partnership with Department of Science and Technology (DOST), aimed to educate micro-entrepreneurs about appropriate labeling and packaging and its advantages in marketing. During the workshop, experts from DOST discussed the Basic Orientation on Awareness and Packaging, Product Packaging Technology Assessment, Mandatory Labeling Requirements in the Philippines. “They have learned that polyethylene terephthalate (PET) bottles are not supposed to be used as containers for fresh fruit juices. The proper way of putting nutritional values and ingredients and other food information was also highlighted,” LEIPO head Ritchel Gavan said. “We’re glad that the participants were very interactive. They were able to ask questions from the speakers. This is just a start for this batch. They’ll still have individual consultation with DOST for improvements of their products,” she added. Products presented were yema, buko pie, atsara, sinamak, and fruit juices. The next training is set in September. (PR)
