DOST Exec commends ZIDOFA, assures technical support In the performance of its directive to provide scientific knowledge and cutting-edge technological innovations utilized in areas of maximum economic and social benefits for the people, Department of Science and Technology (DOST) Secretary Fortunato T. de la Peña commends the Zarraga Integrated Diversified Organic Farmers Association (ZIDOFA) at Zarraga, Iloilo during his project site visit. ZIDOFA promotes the System of Rice Intensification (SRI) to help farmers get greater yield. “Congratulations, you might be the first agricultural product to be endorsed in OneStore. This is something well accomplished.” said Sec. de la Peña. DOST’s OneSTore is an e-commerce web application platform that operates nationwide and caters primarily to Philippine consumers which aims to further assist the Micro, Small and Medium Enterprises (MSMEs) widen the scope of their target market. Originated in Madagascar in the 1980’s, the SRI can reduce plant population, water requirements, increase land productivity, and promote less reliance on artificial fertilizers, pesticides, herbicides, and other agrochemicals, all while buffering against the effects of climate change and reducing greenhouse gases. ZIDOFA also presented a machine they are still developing basically for weeding purposes. The research and development team of ZIDOFA plans to incorporate artificial intelligence to cover certain parameters in farming. The Secretary suggested that ZIDOFA shall register the technologies they come up with so as to provide protection and also develop technologies not limited for rice production. He also added that the association may also work with academe to gain support and further connections that would help the association

tion in terms of funding and research and development. ZIDOFA Chairman Joby Arandela also shared his gratitude in the support that they get from DOST. “We are very thankful that DOST is supporting organization like us. We hope to help the community here in Iloilo and the farmers to become productive and competitive because I believe that people from Western Visayas can compete not only here in the Philippines, but in the whole Asia as well.” ZIDOFA’s Chairman Arandela said. “Rest assured that DOST will be looking forward to support your future endeavors.” Secretary De la Peňa further added. ZIDOFA is an organization dedicated to create a closedloop organic food value chain which covers the whole spectrum of activities in the chain. It helps small-farmers who are interested in converting some of their land to organic farm areas undergo series of trainings and seminars. Department of Science and Technology (DOST) Secretary Fortunato T. De la Peña and Undersecretary for Research and Development Dr. Cristina Rowena L. Guevara visited DOST- Philippine Council for Industry, Energy and Emerging Technology Research and Development (DOST-PCIEERD)-funded project in New Washington, Aklan for the development of a hybrid trimaran fast craft passenger-cargo vessel with multi engine and alternative energy source from ocean waves. This project was initiated by Aklan State University (ASU)-New Washington Campus in partnership with Metallica Marine Consultancy, Fabrication and Services to address the Maritime Industry Authority’s (MARINA) call for modernization on the maritime industry to benefit MARINA, shipbuilders and local community. During the project visit, USec Guevara said that she will request DOST- Metals Industry Research and Development Center (DOST-MIRDC) to help in the fabrication of pumps that will be used for the prototype vessel while Sec. De la Pena said he will also request some of their MS Engineering scholar-graduates to work on the project. In his speech, the Sec de la Pena said that marine transportation is close to his heart even when he was still a boy. He added that when he assumed the position of being the Secretary of DOST, he immediately conveyed his desire to prioritize marine transportation in which his main concern is on how to connect the islands of the Philippines to make it more accessible for the people to move around.

“We would like to attract investors in this particular industry”, said Secretary De la Pena. “Part of the commercialization effort will be the identification of practical routes for the trimaran’, he added. The Secretary also expects this project to finish within the promised time. Moreover, he expects to build capabilities in Region VI particularly in the province of Aklan, where Aklan State University is the major Higher Education Institute in this particular field with an expectation that in the future, there will be an academic program that will support the efforts on shipbuilding. Furthermore, the Secretary hopes that MARINA will be able to come up with policies that will encourage modernization on this industry. The MARINA promised to provide a technical guide during the construction of the vessel to ensure that the prototype meets the standards as well as assist during the test trials of the boat. “We cannot afford to fail in this project”, Sec De la Pena said citing major R&D deliverables in the next three to five years, namely Health, Agriculture and Industry and Energy. He further emphasized that Industry and Energy was his top priority of the three mentioned fields. “For industry and energy, I will put this as the top 1 of the top 3 in my priority list, we have the marine transportation, space technology, renewable energy, and our adventure into artificial intelligence.”, Sec De la Pena further said. ILOILO CITY – Out of 8,994 qualifiers nationwide, a total of 630 senior high school students from Western Visayas qualified for the Department of Science and Technology-Science Education Institute’s (DOSTSEI) 2018 RA 7687 also known as the “Science and Technology Scholarship Act of 1994” and Merit Scholarship Program formerly known as the NSDB or NSTA Scholarship under RA No. 2067, administered last October 15, 2017 nationwide, there having 466 passers for the former and 164 for the latter. Among the 466 RA 7687 Scholarship exam passers, 48 are pending for evaluation. The new scholars will get to enjoy the scholarship provided they enroll in four or five-year S&T courses and comply with the requirements set by the DOST-SEI. DOST is devoted to accelerating the development of science and technology for socio-economic development. The Science and Technology (S&T) Scholarship Program is available for both undergraduate and graduate level scholarships, to those who meet the minimum grade requirement and those qualified by the S&T Scholarship Examination. DOST offers three undergraduate scholarship programs– RA 7687 Scholarship, DOST-SEI Merit Scholarship Program and the RA 10612, known as Junior Level Science Scholarship. RA 7687 Scholarship (RA 7687) provides scholarship slots to poor but deserving students whose families’ annual gross incomes do not exceed the poverty threshold limit. The other scholarship referred to as DOST-SEI Merit Scholarship Program is awarded to students with high aptitude in science and mathematics and are willing to pursue careers in the fields of science and technology. On the other hand, RA 10612 or Junior Level Science Scholarship is offered to third year college students who are enrolled in S&T Priority courses at any State Universities and Colleges (SUC), other private universities or colleges that are with CHED compliant programs, CHED identified Centers of Excellence (COE) or Centers of Development (COD) for the priority S&T courses and Institutions with FAAP Level III Accreditation.

DOST’s ‘Science Explorer’ invades Iloilo Dubbed as the Philippines’ first mobile science learning facility, the Department of Science and Technology’s (DOST) Science Explorer has now arrived in Iloilo to bring to schools that are under-equipped or have no science laboratories, a fun experience in learning science through cool and interactive experiments in the hope of inspiring them to pursue S&T courses in the future. This is the first time DOST brought this learning facility in Western Visayas. The Science Explorer accommodated a total of 570 pupils and students from Lapayon Elementary School and Lapayon National High School in Leganes, Iloilo on its first leg last January 26, 2018. Several topics were taught inside the Science Explorer Bus which include Weather Science, Forest Biodiversity, River Geology, Water Rocketry and Marine Science.

Run by the DOST- Science Education Institute (DOSTSEI), this year’s five-day Science Explorer project is set to invade further the following schools in Iloilo: 1. Bayag Elementary School and Bayag National High School in Leon, Iloilo- February 27, 2018; 2. Badiangan Elementary School and Badiangan National High School in Badiangan, Iloilo- February 28, 2018; 3. Dueňas Central Elementary School and Dueňas General Comprehensive High School in Dueňas, Iloilo- March 1, 2018; and 4. New Lucena Central Elementary School and New Lucena High School in New Lucena, Iloilo- March 2, 2018 Science Explorer features a growing collection of exciting modules that promote hands-on learning of complex science and mathematics fields. The Science Explorer Bus goes to underprivileged schools in the provinces as well as in Metro Manila. Different strategies are being employed inside the Science Explorer to ensure effective learning. These include Computer Aided Instructional Materials for elementary or high school science and mathematics using locally-developed courseware and resources, ETV lessons and resources featuring CDs of educational science programs, fun experiments and play science, interactive science exhibits, story telling and creativity workshops and invent school. Unveiled in 2010, the Science Explorer was conceptualized to help bring to schools that are under-equipped or has no science laboratory a hands-on experience in experiments and discover the world of science at an early age. As Career Makers, Homemakers, or Both May it be as an esteemed scientist, a noble doctor, an inspiring teacher, a supportive sister, a selfless mother, or as a loving wife, women can indeed embrace multiple roles and shine. In celebration of Women’s Month, we would like to highlight the accomplishments of women alike and one exceptional example is Dr. Alice Joan G. Ferrer. She is an Ilongga from Dumangas who graduated with a degree in Economics and Psychology from one of the most respected universities in the country, University of the Philippines Visayas (UPV). Pursuing her studies in the University of the Philippines Diliman, she acquired her master’s and doctorate degrees in 1996 and 2003, respectively. Dr. Ferrer is formerly the Vice Chancellor for Planning and Development in UPV from 2008 to 2011. Currently, as she continues to teach Economics in UPV, she is also the Executive Director and the chair of the Human Resource Development Committee of the Western Visayas Health Research and Development Consortium (WVHRDC) of the DOST-Philippine Council for Health Research and Development. Also active in her affiliation with the Asian Fisheries Society, she is the Vice President and Chair of the Fora and Conferences. This incredible woman is unstoppable when it comes to projects and researches. Her fields of specialization include health and environmental economics, policy analysis, health social science, fisheries social science and fisheries management. In a span of 7 years, she has a total of 20 finished and on-going projects and researches and 23 publications. Some

And on weekends, if I am not in the field conducting research, I spent my time with them. But even then, I do something to keep me busy. I either write or paint.” We salute you, Alice, along with all the women out there who embrace their respective roles in the society.
