P R E FA C E
The studio is focused on the design aspects of urban transformations within the existing urban areas. Indian cities are growing rapidly in terms of population and therefore expanding physically. Increasing urban population and the growing urban incomes are affecting the demand for more and more built-floor space in cities accompanied by a demand for infrastructure. Urban areas within these cities are dealing with unsustainable levels of stress on infrastructure, resources, and public services and are becoming unlivable. To address these concerns, the Ministry of Housing and Urban Affairs (MoUHA) has initiated various schemes such as AMRUT (Atal Mission for Rejuvenation and Urban Transformation), SMART CITIES MISSION, and HRIDAY (Heritage City Development and Augmentation). These schemes enable planning for developing infrastructure in the brownfield areas through mechanisms such as Local Area Plans (LAP) and Town Planning schemes (TPS). Students work on the projects emerging out of these initiatives defined by studio tutors. The individual projects will emerge within the premise and have a strong design focus on the physical setting, however, issues of private ownership and social equity, land economics, planning models, project finance, and implementation strategies are also addressed.

Introduction
The first section talks about setting the premise of the project right from identifying the potential of the Transit Orriented Development (TOD) to identifying the site and its potential towards the new TOZ policies. The second part of the section talks about the implementation and finilisation of LAP strategies and making the frameowrk plan for the overall site and deliniating the one stretch. Establishing the role of an urban designer in both the sections.

Contextulising Transit Oriented Development As the The Union Urban Development Ministry has formulated ‘National Transit Oriented Development (TOD) Policy’ to address the challenges of urbanization. That aims to promote living close to mass urban transit corridors like the Metros and bus rapid transit (BRT) corridors. A lot of Indian cities are seeing an increase in transit infrastructure, So is the city of Ahmedabad. Thus, TOD influence zone i.e. TOZ (Transit Oriented Zone) of 200m on either end of transit lines have been identified and to promote redevelopment the city has increased the development potential i.e. (Floor Space Index) FSI from maximum permissible 2.7 to 4.0 along this corridors. To realize these developments, the city has adopted the process of local area plans (LAP) that is concerned with resolving local level issues & priorities the overall public welfare by regulating developments of these local areas. One of such stipulated development is identified as Drive-in LAP, along mass rapid transit (MRT) Corridor.

vention space that function as a city level landmark within the mixed use neighbourhood. Each of the stretch from junction to junction has diverce character in nature. Some of them have mixed use residential fabric as a dominant typology. Some of them are largely dominated by institutional and public land. That is one of the reason why along the entire stretch development is happening in isolation.

The major events that started shaping the precinct is formation of Ahmedabad Education Society (AES) in year 1935, which created job opportunities and people started maigrating from one part of the city to another. To provide better connectivity AMTS has started the service in year 1947, which happens to be a major change.

Distribution of Built Usage and Density
Here as the figure ground diagram suggests out of the total percentage of land 59% of land is under private realm, in that also 63% of the land is under margin and only 15% of the spaces are either acts as a open space or is under utilised as a vacant plot. Thus it offers the great potential to improve the public life of the neighbourhood. The figure ground diagram also talks about the built density, it suggests that the stretch has dence built fabric at the eastern edge, where the central portion has sparce density and agin it gets dense at the south.
The second image that is land use distribution across the stretch talks about the dominance of the usages. That is perticularky residential but the key fact is institutional percentage. Out of city’s entire institutional land 11% of the major institutional land is present on this stretch. They are also the largest stake holder in terms of land area present on the entire stretch i.e. Ahmedabad Education Society (A.E.S.), Gujarat University (G.U.), Indian Insttute of Managment (I.I.M.A.) etc.
Identification of Five Major Districts
As describe above the built density and diverce built usages across the site, if we start puting the fabric across the site it can sum up as describe in the above illustration. It has five major chacateristics identify as a district and promenades.
Starting from the right it institution dominant zone as a knowledge district. Underutilised institutional land parcels as a institutional district. The potential node of transit interchange at center as inter-modal transit district and others as bazar, recreational district.

Develeopment Potential Analysis : 2022 Tool to understand the existing pace of transformation across the Stretch.
03. Documenting the Demolished Sites
First phase of the analysis is to document the buildings that are under demolishing. Largely observed as a low rise old appartments, residential bunglows and tenaments. The plots sizes are between 500sq.ft. to 3000 sq.ft. The mapping suggests the same.
02. Documenting Under Construction Sites
Second phase of analysis is documenting the under construction buildings. As the every five stretch across the precinct behaving individually, development is happening in isolation largely as high end commercial buildings and appartment buildings across the stretch.
03. Documenting Newly Constructed Buildings
Third and final phase of analyis is to document newly constructed built forms. The construction is largey happening with considering the older built usages and making the new built form with higher avaliable FAR of 4.0 as per TOD and GDCR policy.

As per the curent pace of Transformation 35% Built up will be added in 2022.
The beside documentation of development potential scenario suggests that in duration of 4-6 months almost 6-10 buildings are under demolish, 15 buildings are under construction and 12-15 buildings are under construction . That represents the rapid pace of transformation that every 3 days almost one buildings is under new development that is drastic pace of transformation that this stretch is representing. Now the above analyis suggests
that after analysing the current pattern of redevlopment priority wise distribution of redevlopment, in which the more percentage of development can be seen of commercial near major arterial and high end residential near the internal neighbourhoods. That sums up adding the 35% og new built up in comparision to the existing total built up area by the end of year 2022 across the stretch.

Opportunities

The entire stretch is continious connectivity through various transport line in a form of A.M.T.S. , B.R.T.S. and Metro Line (M.R.T.S.)
The area is planned through T.P. scheme that’s why it has strategic junctions at every 750mt., connecting major parts of the city.
There is a large chunk of underutilised institutional lands lying at the center of city, which can be utilised for public welfare.
The large plots except institutional land is under residential use, which presents the opportunity to accomodate larger densities.
That presents the majiority of the opportunity for redevlopment and amalgmation as per the future trend of transformation.

Major Issues
01. Margins utilised majiorotly just for commercial parking.
02. Congestion due to MRTS station incorporation on edges.
03. Absence of last mile connectivity due to lack of footpath.
04. Temporary activities across large public plots.
05. Continious dead walls without any definiations.
The margins which should be kept empty for emergency usage, are largely being utilised just for parking of two-wheelers.
Due to the factor that development is just happening in isolation without considering the context, situations are geting wirse.
The lack of continious or broken footpaths at the edges hinders the last mile connectivity across the stretch.
Large public plots of A.M.T.S. and A.M.C. are vacnat at the junctions and just utilised for temporary activities like fair and parking.
Large amount of institutions and multiple ownership lands are either defunct or not utilised, which creates dead streetscapes.

Need for Local Area Planning Framework To minimise the chain of haphazard development across the stretch.
Why there is need for an LAP framework ? Is a critical question to identify the crucial intentions that the proposed LAP framework needs to address.Thus, to understand this, its important to simulate the need for an LAP, where the intention is to demonstrate urban development in absence of LAP. To do so the first exercise was to pick up a random sample and simulate a case with increased maximum

permissible FSI of 4 for R1 Zone under TOZ as identified under Ahmedabad Development Plan, and using the common GDCR regulations, as prescribed and leaving the necessary setbacks and margins. Thus bringing up a possible built scenario with varied built form which questions the quality of public realm. That brings up the scenario of where structured development is major requierment.

Master Plan Frameowrk
The section focouses upon formulation of masterplan based on various startegies of development across the neighbourhood. The master plan talks about the different zones within the neighbourhood that is residential zone, commercial definiation along the aretrial and majorly transit interchange near helmet junction and high end residential neighbourhood devlopment with plugin plaza along the institutional interface zone near Gujarat University. The major intervention or the anchor of the plan is “Transi Plaza” near the BRTS and MRTS, which helps in enhancing the spill over activities.

“ A Quater Mile District ”: Stregnthening the Last Mile Connectivity The major gensis of master plan is the variou characteristics of plazas. The plazas largely has two types of character one is acting as a ‘Transit Plaza’, which is located near the helmet junction on the both side of arteria raod. That helps to extend the spill over comming out of the BRTS and MRTS stations from the arterial. That also serves as a invert facing plaza between the commercial buildings and transit hub. Now the second typology of plazas called as a plugin plazas that is near university and city interface at the southern side of the masterplan. The high end residential appartments have two sets of plugin plazas along the university road with G+1 story commercials facing the sports facility. Each of the plazas and adjecent commercials ghave different character cattering to the various needs of students and surrounding neighbourhood, right from the food kiosks to the daily needs and essentials.

At the Helmet Junction
A. Tran s it I nt e r c h a n ge Design Intend The major idea to capitalise this project as a transformation anchor is the potential of the upcoming M.R.T.S. university station. It has the capability to bring more footfall and connectivity to the other part of the city. So the intend is to free up the spaces at the ground to give upcoming footfall a space for spill over in a form of transit plazas and retail, followed by the transit interchange or exchange building near B.R.T.S. junction. The inbetween concour of the M.R.T.S. station acts as transition space between the two ends of the heavyly loaded Drive in Road Arterial. Design Strategies

The idea is to make it humane at the street level with dominant height of G+3 throughout matching the concourse of the MRTS station. View from the walkway towards M.R.T.S. Transit Plaza The plaza as shown in the view act as a multi-functional plaza, where the some part act as a invert facing plaza for the buisness hub and majiority of the part is located near the MRTS station. The itend of designing the plaza just below the MRTS station is to catter to the rising floating population and act as a space to catter to spill over activities. The ground floor of the commercial hub is designed on coloumns which acts as a extended plaza space in a form og walkway.

As currently they are facing back at each other. Devloping the institution edge by keeping the existing master plan in place was one of the major challenge. The major intervention on the university edge is establishing regulated and publically open multi-functional arena seating across the stretch. The arean is designed as a multi-functional seating for the sports facility and rest of the time for the neighbourhood people for the seating. View from the Street Towards both Side Interfaces The view talks about how the dead street edges on the left side is activated by the local intervention in a form of the multi-functional spaces, ike spaces for foof kiosk , cycle zone, seating spaces for the neighbourhood and students etc. The other side of the edge is designed to compliment to the opposite edge. The plug in plazas at ground level attached with the mixed use appartment building has diverce character cattering to students and surrounding neighbourhoods.

Project Phasing and Learnings
The last section talsk about the major take aways from the studio in a form of any instances and specfics related to process. Also the major intend final outcome and achievment regarding the master plan process, The major learning out of the studio is how transit can play a important role in transforming the neighbourhood. As MRTS station work is already im progress as a first phase of the transformation is to built the transit interchange with transit plaza on both sides of the arterial, which will contribute immediately behind smothe function of MRTS and BRTS at the junction, which will able to handle the larger footfall, spillovers and stregthens the last mile connectivity.
The second phase of the transformation will be developing pockets of neighbourhood building along the major arterial as per the trend of usages. Either it can be high end commercial buildings or mixed use where the lower floors are commercial and upper will be high end residential, which will define the steetscape as well as enhance the property value.

Phase : 4 - Devloping Residential and Institutional Built Form
The third phase of transformation aims to establish smother and porous connectivity between city and institution. Development of multi-functional seating along the institution edge and attached plug-in-plazas at the opposite edge with high end commercial will help to regain the identity of the entire street as a city-institutional interface.
The last phase of the transformation will be devloping residential, rental and mixed use neighbourhoods within the district. It will be combination of high end residentials and dedicated rental appartment lanes, which will purely segregate the usages from each other.

The intend of the transformation is to give identity to the district and establish a continious connectivity from the residence to the various nodes of transits, which add into the effcient last mile connectivity within a neighbourhood. It acts as a typological example for the other precinct across the city, where transit can act as a major protagonist of the transformation.

Urban transformation studio imparted the ability to comprehend large scale urban renewal projects. The studio provided learning on how to develop local Area Plans and guide brown-field developments within urban core. Also, it provided an understanding as to identify an appropriate development model for such projects, which is quite crucial for such scales of redevelopment. The learnings were not only limited on how to prepare a strategic framework plan of delineated areas with identified design projects rather it extended to prepare a regulatory framework for the intended urban form outcome for the project areas. And also develop a planning model for executing the proposed framework plan and carrying out various public place design project. The project has provided a detailed insight via an understanding of urban land as a potential city resource, land markets driving development and a robust city network as a potential way to support city development. The project development process was based on various correlations between land value and market desirability its effect on people and their livelihood, with design ideas to provide a better quality of public life.
