Alaska Department of Transportation & Public Facilities - Southcoast Region NOTICE OF INTENT TO BEGIN ENGINEERING & ENVIRONMENTAL STUDIES Juneau Riverside / Stephen Richards Congestion Mitigation Project SFHWY-00081 / 0003207 The Alaska Department of Transportation and Public Facilities (DOT&PF) proposes a project to reduce traffic congestion at the intersection of Stephen Richards and Riverside Drive in Mendenhall Valley. Traffic congestion at the four-way stop intersection creates delays and emissions in an air quality maintenance area – the Mendenhall Valley. DOT&PF is evaluating intersection concepts to reduce congestion and limit resultant traffic delays and emissions. Design concepts for the proposed project may include a roundabout or enhanced traffic signals; although, other intersection layouts may develop through agency comments, stakeholder feedback, and public input. Public meetings to engage the community, agencies, and stakeholders will be held later this summer. Development of this proposed project would follow a process required by the National Environmental Policy Act (NEPA). Based on project location and scope of work, the environmental document is anticipated to be a categorical exclusion (CE). Possible affected resources include wetlands, waters of the U.S., eagles, and cultural or historic properties. The proposed project would comply with all applicable authorities including: • National Historic Preservation Act Section 106 • Clean Air Act • EO-13175 (Consult & Coordinate w/ Ind Tribal Gov) • Clean Water Act • EO-11593 (Protect & Enhance Cultural Env.) • EO-13007 (Indian Sacred Sites) • EO-11990 (Protect Wetlands) • EO-13112 (Invasive Species) • EO-11988 (Manage Floodplains) • EO-12898 (Env. David Cesar Maintenance Mechanic II “My wife’s been working here 22 years, and she kept telling me what a great place it was to work. I gave in and now have been here for 11 years. There are a lot of fantastic people who work throughout the entire hospital-good doctors, nurses, Patient Access Services, all the departments. My family spans several generations here in Southeast. I was born and raised here and I take a lot of pride working here. I’ve been in the medical maintenance field for going on almost 20 years. It’s fantastic that the Bartlett Regional Hospital Foundation puts up framed student art every year. In 1977 when I was in 3rd grade they hung up my picture and my Mom still has it, so that’s pretty neat.” As a member of the BRH Maintenance Department, David buzzes around campus “doing all typical building maintenance, inside and outside, from painting to leaky pipes to un-clogging toilets to hanging TVs to working on the boilers.” BRH sponsors David’s American Legion Post 25 Baseball Team. They won the state championship for the first time in 34 years in 2017.

Beverly Clara King Reeves April 14, 1954 - May 29, 2018 Beverly C. Reeves passed away on May 29, 2018, in Bellingham, Washington. Beverly was born to Charles and Dara King on April 14, 1954 in Ketchikan, AK. She grew up in Ketchikan and attended White Cliff School, Houghtaling School, Schoenbar Jr. High, and Ketchikan High School with the class of 1972. Beverly married Dale Tillson in 1971 and they had two children together. After their separation she moved to Juneau, where she married her husband of 40 years, Joseph Reeves, whom she would call her soul mate. They had one child together, and she also accepted his two children as hers. Beverly worked many years for the State of Alaska Retirement & Benefits Division. She loved to go fishing, and often bragged of the “big” one she caught, outdoing everyone else. She also loved gardening, taking pride in her peonies and rhododendrons. She loved traveling, as long as she didn’t have to fly, and she also loved playing trivial pursuit and other games with her sisters. Her biggest love was spending time with her children and grandchildren. She was very open and honest and when she had her fill of visiting she’d say “ok it’s time for you to go home”. And they’d always return the next day for another visit. She often used her large open yard for Easter Egg Hunts for the grandchildren; it was something they looked forward to every year. Beverly was preceded in death by her parents Charles and Dara King, brother David Charles King, and grandparents Lucy and Clarence King, and William and Lillian Mossburg. She is survived by her husband of 40 years, Joseph Reeves, and by five children “hers, his, and ours”: Rusty Tillson, Joey Jean Tillson, Jesse Reeves, Teresa Dickey, and Joseph (Whitney) Reeves IV; Grandchildren: Deandra Tillson, Tyler Dickey, Jordan Flory, Shayla Reeves, Dara Reeves, Korben Reeves, Noelani Tillson, Lillian Goodwin, Zaylee Reeves, and Piper Tillson-Simpson; Siblings: Maxine (Dan) Henderson, Darlene (Dave) Breitkreutz, Wayde King, and Shayne (June) King, special friend Stevie Stephens-Burden, and sisterin-law Shelley Mahar. She is also survived by many nieces, nephews, and cousins, whom she loved dearly. A potluck celebration for Beverly will be on August 4, 2018, at the North Tongass Community Club in Ketchikan, AK, at 5:00pm.
