CATT-A-LOG • THE MONTHLY NEWSLETTER FOR MEMBERS OF CATT
Spend Some Time at the Truckee Home & Building Show The Truckee Home & Building Show on Memorial Day Weekend May 25 & 26 is coming up soon! CATT has two activities going on at the Show: CATT Booth #27 – we have a booth at the entrance to the north display area (old gym). This is the location where CATT members give out “hot off the press” copies of the 2013 Building & Remodeling Guide. Members explain the Job to Bid procedure to homeowners and we usually see Jobs come to CATT as a result of the Show. Because the Show this year includes the Sierra Health & Recreation Expo, we expect a broad cross section of people to attend. Additionally, CATT has organized the “Green Building Symposium” at the Show, two days’ worth of informational presentations geared to homeowners. 17 speakers will give 20 minute presentations on a variety of topics. More details on the Symposium are posted on the CATT website (www.ca-tt.com). All CATT members receive free admission to the Show – use this complimentary admission coupon to get in. CATT members who want to set up an exhibit can still reserve a space. There is also a $50 referral credit for exhibitors who refer a new exhibitor. Contact the Truckee Home Show for more details: 530-587-3477 or www.truckeehomeshow.com Please contact the CATT office 530-550-9999 if you have any questions.

elcome to two new faces at CATT— Office Manager Amanda Bullard and Membership & Event Coordinator Kim
Cross. Amanda began her career in the construction industry right out of high school, then worked for a power sports retailer for five years before returning to the construction industry. Her background in bookkeeping will come in handy as she covers all aspects of CATT records, financial and membership-related, as well as serving as mixer and website manager. Kim has more than a dozen years of customer service, sales and marketing experience complimented by strong ties to the construction industry. Promoting products and services gave Kim the right skills to be CATT’s face to prospective members and donors. Kim provides staff assistance to the membership and event committees as well as maintains the Facebook page. As you can see, Amanda and Kim are multi-talented and wear many hats. The simple fact is that we as staff are here to serve you—the members. It is our job to help you succeed. Please let us know if there is anything we can do for you today!

The North Lake Tahoe Chamber/CVB/Resort Association gave its “Small Business of the Year” award to the Sierra Sun/North Lake Tahoe Bonanza at a March 27 dinner. Ward-Young Architecture & Planning recently received the 2012 Commercial Project Award from the TRPA for the Cedar Glen Lodge in Tahoe Vista. This is the fifth year Ward-Young has won a Best in the Basin award. The project Rebuild was designed by architects David Bourke and Don Fulda. The Cedar Glen Lodge was originally built around 1950 with a beautiful rustic style. After much needed updates, Ward-Young took on the challenge to re-create the main lodge, which features casual fine dining, a guest lounge and the quaint wine bar, all overlooking spectacular views of Lake Tahoe. On April 5, Reno Iron Works received two awards from the Nevada Chapter of Associated General Contractors. The two awards were “Sensitivity to the Environment/History/Culture” (more than $500,000) for the Hawkins Peak communications facility in Alpine County, and “Contractor’s Innovation” for the 3 span curved bridge at UNR. For a thrill at your desk, check out the YouTube videos showing the installation of the Hawkins Peak tower (www.youtube.com). Look for “Iron Workers and Helicopters.” One clip is 4 minutes 28 seconds and the other clip is about 14 minutes long. The elevation of Hawkins Peak is 10,024 feet.

New California Codes
T
he State of California is required by law to adopt new building codes every three years. The 2013 California Codes are on schedule to be published July 1, 2013 and become effective throughout the state January 1, 2014. The new codes will include the 2013 California Building, Fire and Residential Codes. These will be based on the 2012 editions of the International Codes. The 2013 California Plumbing and Mechanical Codes will be based on the 2012 Uniform Codes, and updated 2013 Green Building and Energy Codes will also be adopted. New codes reflect changes in technology and lessons learned. Some of the more significant changes include: • By increasing minimum insulation and window U values, the new California Energy Code will improve new home energy efficiency by about 30%. California is on schedule to require zero net energy homes by 2020. The new code is a step in that direction. • California Building Code chapter 11B, accessibility to public and commercial buildings, is entirely rewritten to be consistent with the federal standard. This is a big deal for businesses and architects. It will make building design simpler having to deal with only one standard. • CalGreen, the California Green Building Code, expands its scope to include dwelling additions. Additions that expand a building’s conditioned area, volume or size will need to comply with the new standard with regard to water efficiency, indoor air quality and waste diversion. The new codes will make buildings safer, more efficient and will help to preserve California’s resources. Please contact Town of Truckee Building Official Michael Lavallee with questions on the new codes. He can be reached at 530-582-2905. www.ca-tt.com

Q&A Resource for Contractors
By Shauna Krause & David Kalb, Capitol Services, Inc.
A
contractor unsure about what license is required to ‘cut the deck’ is in the cards this time. We offer a second ‘deal’ on a ‘bad hand’ dealt to a contractor who got incorrect advice on asbestos abatement from a friend, but begin with a sub-contractor who ‘folded’ on the game before it was finished… Q: I am a General Building Contractor and one of the sub-contractors that I hired to do some installations left the job unfinished. What can I do about this? A: While it depends on the specifics of your situation, there are several options for you especially if you’ve already paid the subcontractor. You can file a claim against the sub-contractor’s bond; take the sub-contractor to small claims court; or file a complaint with the CSLB. You can visit the CSLB’s website for more information on the complaint procedure. Q: I recently sent in my contractor’s license renewal application. On the renewal form I had updated our Officers so that the CSLB would in turn update their system. I noticed that the renewal was processed and our license is good for another two years, however the Officers have not been updated. Is there a way you can check on this for us? A: Without checking on this I can tell you that the CSLB did not update your Officers because you cannot make any personnel changes on a renewal application. To remove, change, or add personnel you are required

to complete the appropriate CSLB forms. For adding new officers you need to submit an “Application to Add” personnel, and to remove current officers you should submit a “Disassociation Notice”. Please contact our office if you need assistance with these modifications to your license. Q: What classification is required to build a deck with a patio cover? A: There are several classifications that would permit you to build a deck with a patio cover. The “B” General Building, the “C-5” (Carpentry), or the “C-27” (Landscaping) classifications would each allow you to perform that work. Q: I would like to obtain a California contractor’s license for asbestos abatement but I’ve been told that I first need to obtain a General Contractors License. I don’t have the required experience to qualify for a General license! Is there any way around this? A: First of all, asbestos abatement by itself is not a CSLB license classification. The asbestos certification is issued only to currently licensed contractors and only allows for the contractors to perform asbestos-related work exclusively within the license classification that is held by the contractor. There is no requirement that the classification specifically be General Building. Contractors who want to become certified to perform asbestos removal and/or abatement are required to pass an exam administered by the CSLB and they also must register with the Division of Occupational Safety and Health (DOSH). While knowledge is power, knowing where to go for the answers is half the battle.
