EAST CHANNEL DREDGING PROJECT

TKPOA received information from the Tahoe Keys Martina that the dredging of the Easy Channel will not occur in 2024, as originally planned and reported in the September Keys Breeze. Which means that the East Channel will not be closed October 15th – November 1st.

Please disregard the prior email blast and breeze article which reported the project was moving forward this year. We will keep you updated with any information the Marina shares with the Association moving forward.

Seasonal Irrigation Tips and Recommendations

Why more health services and a new hospital are needed for Lake Tahoe

Founded in 1963, Barton Health has been the region’s leading health partner for over 60 years — proudly providing bi-state medical services for the whole community.

And as a bi-state community, residents and visitors to Lake Tahoe’s south shore have long experienced life across both sides of the state line — from ski resorts and beaches to shopping and appointments — we are one community in two states.

As the region has grown, Barton has evolved alongside the community to care for its changing health needs. And with an aging population, more comprehensive healthcare is required to serve our patients.

The triennial Community Health Needs Assessment identifies areas for health improvement in our community and continues to illustrate the need for more healthcare services like oncology (cancer) and expanded cardiovascular (heart) care, two leading causes of death nationwide.

Offering medical services from two campuses will allow Barton to add services and reach more patients, in addition to expanding our undersized emergency department and operating rooms.

Our current hospital on the South Lake Tahoe campus was originally built in 1963 and expanded in 1995 — its aging infrastructure will no longer meet our community’s health needs and the standards of modern medical care.

A new hospital will provide high-quality medical care for the entire community, and with a well-designed, modern facility, patients and medical teams will have access to leading diagnostic and treatment equipment, the latest in healing designs, and a safe and comfortable environment.

We understand the hospital’s move from California to Nevada raises questions about insurance coverage — be assured, patients can and do cross state lines for emergency and acute care (inpatient) services, and outpatient services will continue to remain on both campuses.

Barton purchased the already-closed Lakeside Inn & Casino parcel in the spring of 2021, with intentions for expanding outpatient services adjacent to our Stateline campus. At the same time, teams were evaluating Barton Memorial Hospital and its ability to meet California’s 2030 seismic requirements for hospitals.

It was determined the original portion of the 1960s facility, housing key services lines including the Skilled Nursing Facility, laboratory and infusion services, and the hospital’s pharmacy, cannot meet the requirements. If we were to demolish this portion of the building to rebuild, patient care will be impacted and services will close during construction.

Additionally, the 1990s expansion is not large enough to expand in needed areas including our undersized emergency department and small operating rooms.

Building a new facility allows us to expand our emergency department and operating rooms, modernize patient rooms, and importantly, launch an oncology center and expand cardiovascular services, supporting patients facing serious health issues by providing services locally.

• Appointed Karen Marlin as an Architectural Control Committee member-in-training.

• Approved Sierra Crest Tree Service to complete the Cove 5 Tree Removal project at a cost of $17,350 to be funded from Cove 5 Reserve GL 19955 “Tree Maintenance Reserve.”

• Approved reducing the Indoor Pool evening hours to close at 8:00PM effective October 1st, 2024.

• Approved 2025 budget option A to keep the current methodology for water quality assessments charged at 50% to landlocked owners.

• Approved the 2025 Proposed Fee and Fine Schedule for a 28-Day Membership Review Period.

• Directed Staff to stay enforcement of the 30-day sign placement regulation under Architectural Control Rules Section 15.08 and for the Architectural Control Committee to review changes to the rule for a future membership review period.

• The Inspector of Elections, Erika Marston, announced the 2024 Annual Board of Directors Election results - 563 total ballots were received, 550 were valid and 13 were invalid due to lack of signature. Mark Acri, Peter Grant, Bonnie Halleran, and Dave Peterson were elected to the Board for the 2024-2026 term.

61ST ANNUAL MEMBERSHIP MEETING AND BOARD OF DIRECTOR ANNUAL ELECTION 2024

In accordance with the BYLAWS and the Tahoe Keys Property Owners Association (TKPOA) Election and Voting Rules the 61st Annual Membership Meeting was held on Wednesday, September18th, 2024, at 5:00PM in the TKPOA Pavilion.

At the 61st Annual Meeting, reports were presented on the state of the Association, and the 2024 Board of Directors Annual Election Ballots were opened and counted by the appointed Inspector of Elections –California Notary Public – Erika Marston and TKPOA Property Owner Volunteers Renee Chaffin, David Chaffin, Elizabath Hansen, Georgianna Shea, Douglas Robertson, Pat Faeth, Adele Lucas, Dave Rogstad, Kristine Kudey, and Daniel Zwicker.

The Board Candidates elected to the 2024-2026 Board of Directors are as follows:

The current Board Members who still have one year left on their two-year term are Sabine Litten - Secretary, Joby Cefalu – Director, and Bryan Welsh - Treasurer, and their terms end in 2025.

Outgoing Board Treasurer, Jim Siegfried, completed his two-year Board term at the September 18th, 2024, Annual Board Meeting and received the Tahoe Keys Property Owners Association (TKPOA) Board Member plaque in honor of his dedicated service during his 2022-2024 Board term and his continued planned contributions to finalize the 2025 Budget and Finance Committee participation.

ASSESSMENT COLLECTIONS UPDATE

Hello Tahoe Keys Residents!

This a continued friendly reminder that assessment collections, including lockbox information, changed as of April 1st, 2023. The information needed to set up payments can be found below and is listed on your quarterly statement.

PAYMENT OPTIONS ARE:

1. ClickPay – FirstService Residential’s online payment service provider. You can access ClickPay by visiting https://login.clickpay.com/firstservice. Please note that ClickPay charges a service fee depending on form of payment.

2.       Bill Pay – Your bank’s bill pay service. If using this service, please enter the following: name, address, and include your 8-digit Account Number on your bank’s website when using its bill pay service:

Please note that your account number with FirstService is different from your previous TKPOA account number. Your FirstService account number is the same as the Customer ID number listed on your quarterly statements.

ASSESSMENT PAYMENT FAQS

Q: How are assessment charges applied to my account? A: Regular quarterly assessments are due based on the following schedule each year:

• First Quarter due January 1st, considered delinquent if received after January 30th.

• Second Quarter due April 1st, considered delinquent if received after April 30th.

• Third Quarter due July 1st, considered delinquent if received after July 30th.

• Fourth Quarter due October 1st, considered delinquent if received after October 30th.

Assessment charges, for regular or special assessments, are not applied to owner accounts until the respective due dates. Using the regular quarterly assessment as an example, the first quarter assessment will not be charged to an owner’s account until the January 1st due date.

Q: When do late fees and interest charges apply?

A: Late fees and interest charges begin accruing 30 days after the assessment due date. Collection charges begin accruing after 45 days. Please reference the regular quarterly assessment schedule.

Q: What happens if I pay my assessments early?

A: Early payment of assessments is not required, however, for those owners who choose to pay their assessments prior to the due date, a credit will temporarily show on your account until the assessment due date.

Q: How should I make my check out for my assessment payments?

A: Checks and online bank bill pay payments should be made out to the: Tahoe Keys Property Owners Association or TKPOA.

Note: To ensure your payment is applied correctly to your account, include your Tahoe Keys account number in the check memo section for check and online bill-pay payments submitted.

Q: There are multiple charges on my account. What are they all for?

A: Reference the Statement Outline below:

• Townhome Assessment – for townhome owners only, this is the Operating and Reserve portion

of the quarterly assessment specific to the Townhome Cove Subdivision.

• Quarterly Assessment – this is the Common Operating and Reserve portion of the total Common quarterly assessment.

• Water Quality Assessment - this is the Water Quality Operating and Reserve portion of the total Common quarterly assessment.

• Water Company Assessment – this is the Water Company Operating and Reserve portion of the total Common quarterly assessment.

• Channels and Lagoons – this is the Reserve portion of the total Common assessment for the Channels and Lagoons account. These are funds that go towards dredging and bulkhead projects for the East and West Channels.

Q: Who do I contact for questions on my account?

A: For account questions, members should contact the 24/7 Customer Care Center at (800) 428-5588. On-site staff is also available at info@tahoekeyspoa.org or (530) 542-6444.

Q: I am having issues with my ClickPay account, who do I contact for assistance?

A: For assistance with ClickPay, members should contact ClickPay customer support directly at (888) 354-0135.

PRESIDENT’S MESSAGE

Budget. A second draft budget was presented at the September meeting. The key board input at that point was whether the board wanted to revise the waterways allocation formula between landlocked and waterfront parcels, and the board elected to stick with last year’s formula, which gives a 50% waterways cost break to landlocked properties. The rest of the budget was pretty much the same as the August version. It would increase the baseline dues to cover increased insurance costs, plus add 19+% to cover increases in other operating costs and reserves. We were still waiting on the final insurance package cost, so we could not finalize the budget.

A special board meeting was held on 9/27/24 to receive and approve the insurance proposal. The board made several line-item adjustments to various coverage categories, and then approved the package. Fortunately, insurance costs went down a little this year, even though the valuation of our buildings went up substantially. Our new broker did a great job of assembling a rather complex package to fulfil all our needs!

The final budget will be considered for adoption at the October meeting.

Waterways Cost Allocation. The Rules and Enforcement Committee and board will be revisiting the waterways cost allocation again over the next year, with the goal of a fairer allocation than what we have now. In

my view, it is not fair that a member bordering Lake Tallac with no Tahoe access, a member with a single townhome mooring, and a member with six moorings on their dock (5 of them rented to non-Keys people), all pay the same waterways assessment. We will be floating some ideas for member input. This won’t be easy, or exact, but I think we can come up with something more fair than what we have.

Bulkheads. The Islanders I project hit a permitting snag related to invasive mud snails, and the work will be delayed until spring. In the meantime, the contractor will do some temporary shoring.

East Channel Dredging. Last month I told you that Suntex was going to begin dredging right after Labor Day, and there would be a total east channel blockage the second half of October. Shortly after press time, they informed us that the project will be delayed until spring. Sorry for the false alarm!

Drinking Water. The contractor began construction of a test well near the tennis court on Ala Wai the last week of September. A successful test would indicate good production capacity and good water quality (not requiring treatment). My fingers are crossed! Kudos to our engineer for getting this started so soon after contract authorization!

Waterways. My report from the September Breeze bears repeating. The 3-year CMT is coming to an end. We can expect a year 3 report and overall final report in about

March 2025. At the August board meeting we received a preview of next steps:

1. Gain agreement with TRPA on tasks and cost sharing

2. Use the findings of the CMT to craft a long-term weeds management plan

3. Prepare an environmental impact report and/or environmental impact statement on the plan

4. Pilot project to remove nutrients from the water column

5. Pilot project to remove nutrients from the sediments

Our team’s early assessment is that TKPOA’s share of all of that will be around $2M over the next 3-4 years, and that TRPA’s share will be around $4M. They are actively engaged in step one to resolve the high-level scope and cost sharing over the next few months. Then they will come back to the board to request a special assessment or dues increase to fund our share. The special assessment/dues increase would then go out for a member vote sometime in early 2025.

It is important that we keep moving forward. The CMT was just a test program. Now we have to transition to full-scale management, so our waterways investment continues. This will not be a ‘one and done’ thing; it will be an ongoing headache for the rest of our lives. But clean waterways are essential to our identity, enjoyment, and property values, so this is a top priority.

Tahoe Keys Marina Settlement/Corporation Yard. The key issue for due diligence investigations related to our purchase of the yellow lot is whether we can use our

banked coverage on the lot. It is complicated, and we had to call in a specialty lawyer. Hopefully I’ll have results to share next month.

Other Improvements. If you get a chance, walk by Islanders III along Venice between Christie and Emerald and check out their new mansards and siding! What a HUGE improvement over the wood shakes! Well done! Less visible but equally important, Islanders I is getting new roofing. The flat-roofed townhome buildings suffer in big winters, and leaks are a problem. I’m glad they are addressing theirs before the snow flies.

Election. 550 valid member votes were counted at the September meeting (out of 1528 total members… that is a low turnout, but typical). Elected to 2-year terms were Peter Grant, Mark Acri, Bonnie Halleran, and yours truly. The new board members were seated at the September meeting. And a special thank you to outgoing board member and treasurer Jim Siegfried! New officers will be chosen by the board at one of the next 2 meetings.

That is my update for this month. I hope you are all enjoying the delightful Indian summer we are experiencing. Lake and road traffic are minimal, crowds are down, and the weather is outstanding! Lianne and I boated to the Grove (the old Beacon) yesterday with neighbors and had a great dinner on the patio with empty tables around us. This is my favorite time of the year in Tahoe, and I hope you are all enjoying it as well!

Proposed Revised 2025 Fee and Fine Schedule and Fine Policy

The Board will review the proposed 2025 Fee and Fine Schedule and Fine Policy for potential adoption at the October 16th, 2024, Regular Board of Directors Meeting. These changes were noticed for a 28Day Membership Review Period on the TKPOA Website, www.tkpoa.com, under Documents>>Rules & Procedures>>Rule Change Notifications on September 19th, 2024.

TKPOA Fine Policy: A warning letter will be mailed to the homeowner for first violations in instances of nuisance and boating violations. Parking tags placed on vehicle, trailer, RV are considered warning notices for parking violations. A disciplinary hearing will then be scheduled with the Board of Directors for any additional violations after the first violation. Illegal rental and commercial business activity violations will result in an automatic hearing with the Board of Directors, no warning letter will be sent.
