Before signing a lease, applying for permits, or a Fictitious Business Name Statement, it is important that you check with the Town of Truckee Planning Division to ensure that the proposed use is allowed on the property. If constructing a new building, a land use permit may be required. Issuance of certain types of permits may take up to six months and may include a public hearing, although some types of permits can be obtained more quickly.

Truckee has many professionals available to guide you through the different types of business structures and find the one best suited for your business. To establish a corporation, S-corporation, limited liability company, limited partnership, general partnership or limited liability partnership you must register with the California Secretary of State’s office. The Secretary of State’s office processes filings, maintains records and provides information to the public relating to business entities.

BUSINESS LICENSES The Town of Truckee does not require business licenses except for taxi services and firearm dealers. For more information, contact the Town Planning Division.

Information below outlines Town of Truckee permit requirements or ordinances which may affect your business. You can also access this information online through the OpenCounter program at https://truckee/ opencounter.us or on the Town website at www.TownofTruckee.com.

LAND USE PERMITS Each parcel in the town is assigned a zoning designation describing which land uses are permitted outright and which land uses require a use permit. Depending on the type of use and the zoning, the Community Development Director or Planning Commission is responsible for approving a land use permit. Contact the Planning Division to determine which type of permit is required. There may also be parking requirements for the property. If the property is located in the Historic District in Downtown Truckee there is a requirement for an additional review.

BUILDING PERMITS A building permit is needed for all construction in the town. In most cases, a permit is also required for replacement of existing construction, additions, remodeling and commercial tenant improvements. If you are planning on signing a lease, buying or renovating a building, or new construction, please contact the Building Division. A complimentary walk-through is available for tenant improvement projects and disabled access (ADA) advice. Demolition permits may also be issued at time of building permit submittal.

TENANT IMPROVEMENTS If locating your business in an existing, vacant commercial space, you may only need minor tenant improvements (i.e. interior remodel, electrical, etc.). To assist in getting your doors open as soon as possible, the Town is committed to plan checking all tenant improvement building permits within three working days after a completed permit application has been submitted.

SIGN PERMITS Contact the Planning Division prior to ordering or installing a new sign or modifying an existing sign for your business. Most signs require a review by the Town. Ask your landlord prior to signing a lease if the property has a Comprehensive Sign Program that will determine your sign locations, sizes, etc. All temporary signs, such as banners, require a temporary sign permit.

The Town of Truckee’s “Single-Use Bag Waste Reduction Ordinance” prohibits all retail establishments in Truckee from providing single-use plastic carryout bags to customers at the point of sale. The TDPUD currently has a free electric-vehicle charging station at Meadow Park and is working to install more in the near future to support the emerging PEV market. Truckee presents our community many different opportunities to get a great education, live healthy lifestyles and engage in a multitude of activities with other students of all levels. Tahoe Truckee Unified School District (TTUSD) offers traditional public and charter school options. There are several private schools to choose from that often have small student to teacher ratios, where students can learn to succeed both in and out of the classroom while often pursuing competitive athletic endeavors such as skiing. And Truckee has two higher education campuses nearby to engage students in their continued education and help them become confident, collaborative critical thinkers who are uniquely prepared to thrive in the real world.

Surrounded by magnificent mountains, it’s no wonder there are several non-profits that provide outdoor learning programs and adventures that encourage environmental stewardship and also inspire confidence to accomplish goals, succeed in education, and empower our youth. To ensure it is meeting the needs of all of its students, TTUSD offers a wide range of educational opportunities throughout the District. College and career readiness is a top priority for the district and each of the comprehensive high schools offer career technical education pathways. One high school utilizes Project Lead the Way curriculum for its Biomedical Science and Engineering Pathways and another offers both a Culinary Pathway and an Engineering Pathway. Through several partnerships and committed staff members, TTUSD is able to offer an Independent Study/Ski Academy where courses are tailored to meet students’ active lives and allow them the opportunity to pursue their dreams while attending a comprehensive high school.

Whether it be with greater access through trails, or sidewalks and plazas, these enhancements are destined to leave an everlasting impression of communal enjoyment for many generations. Greatly improving pedestrian accessibility to the businesses west of the historic downtown Truckee block, the Brickelltown Project (named after 1860’s lumberman E.J. Brickell) includes improvements on the corner of Jibboom Street and Spring Street, and the north and south sides of Donner Pass Road. Future improvements include more parking on the south side of Donner Pass Road. A key feature of the project is creating public spaces, including a plaza in front of the California 89, Marg’s Taco Bistro, and Pizza Bar buildings. These enhancements are similar to those in front of Bar of America and Moody’s Bistro Bar & Beats, which have proven to be exceptional examples of community-minded development. Shoppers and pedestrians can now enjoy more strolling and gathering spots while taking in the charming historic downtown surrounded by breathtaking scenery.

The creation of a masterful system of trails and bikeways is underway in Truckee. “The crown jewel of this system is the Truckee River Legacy Trail. With the recent completion of the segment to Glenshire, the trail has already transformed the way Glenshire residents commute and recreate. When completed to Donner Lake, this trail will be the backbone to which all other trails will connect, enabling non-motorized recreation throughout our entire town and region,” explains Allison Pedley, Director, Truckee Trails Foundation. Penny Harding of the California Natural Resources Agency says “This is exactly what a river parkway is. With a deep, shared commitment for the community, Truckee is home to several environmentally-based nonprofit organizations that work together on acquisition, restoration, and access. The Truckee Donner Land Trust has protected over 33,000 acres ensuring continued recreational access and protecting lands for future generations. In addition, their trail work as builders, and stewardship of the acquired lands critical to its continued health, provides public access and recreation. The Land Trust offers guided hikes in the summer for visitors, locals and donors to get out and enjoy their work. Executive Director Perry Norris was recently awarded the Sierra Business Council’s Vision 20/20 Award “for his achievement in building one of the most effective land trusts in California.”

Clean air, water, recreation, wildlife and beauty are key components to Truckee’s quality of life. The Truckee River watershed has a long history of intensive land use dating back to the 1840’s with timber harvesting, building of the railroad, gravel mining, ice harvesting and livestock grazing. Historic land use combined with urban and recreation development have impaired water quality and reduced habitat for fish and wildlife populations. The Truckee River Watershed Council identifies, coordinates, funds and implements restoration, prevention and monitoring projects directly related to the health, beauty and economy of the watershed.

Another paved trail that recently opened is the Trout Creek Trail that connects Bridge Street in downtown Truckee with Euer Valley Road in Tahoe Donner. Offering more neighborhood-friendly connections, the trail will soon link more than 6,000 homes with a paved path all the way from Northwoods Boulevard to the downtown area.
