Throughout the COVID-19 pandemic, The North Shore Weekend has been keeping a close eye on the North Shore real estate market. The pessimism expressed by brokers as the pandemic began to emerge early last year quickly faded as the North Shore became a desired destination for families seeking more space. The hot market that materialized in late Spring 2020 continues, and new numbers show it’s having an exponential effect on home prices, which so far this year are up 15 percent over 2020, according to data released by Illinois REALTORS® (illinoisrealtors.org). We surveyed North Shore brokers this week to learn what they are advising buyers and sellers to do as the hot market continues. “It’s the Hunger Games of real estate right now. Demand is out of control while there is virtually no inventory available,” says Barbara Shields of @ properties in Winnetka. “It’s now become a vicious cycle because sellers, Continued on PG 12

It’s a frenetic marketplace and I sense that inventory levels are going to go even lower over the summer months.” Carly Jones, a broker with Engel & Völkers Chicago North Shore, says even though buyers are scrambling to scoop up whatever properties are left on the market, they still must conduct due diligence. “I always warn buyers from taking unnecessary risks. Even in a competitive market like this, buyers should always do an inspection even if it is for their information only,” Jones says. “Buyers are still making a big purchase and want to ensure they have done all of their due diligence and that there is no buyer's remorse even though you need to move quickly.” Just because there’s high demand from buyers, sellers shouldn’t think they can cut corners and still get a good price for their sale, according to Linda Martin with Coldwell Banker in Winnetka. “I instructed clients months ago to start thinking about getting their houses on the market as soon as possible, and to prep their homes for sale and be well-positioned,” Martin says. “This market is so highly competitive that sellers are going to hurt their chances of getting the highest return on their investment if they neglect to follow their agent’s guidance.” Martin adds that buyers need to approach their purchase with a sense of urgency to

compete with other buyers in the market. “Time is of the essence for buyers as inventory is low and they are almost guaranteed to find themselves in a multiple-offer scenario,” says Martin. “I once waited more than 12 hours for a buyer’s agent to execute
a contract, and ultimately my seller decided to accept another offer. It’s imperative for buyers to work with an agent who brings solid expertise and adequate resources to negotiate the complexities of this thriving and complex market.”

Even with low inventory, buyers can tell when a house is priced too high,” Deutsch says. “I tell sellers the market will reward a well-priced home. I also tell them to be thoughtful in how they respond to multiple offers. The more things change, the more they stay the same, says Scott Lackie, Designated Managing Broker for Griffith, Grant & Lackie Realtors in Lake Forest. Both fast and slow markets have their own sets of challenges. “An active market presents as many challenges as a slow market. One of the biggest challenges is a seller who sells his home quickly yet cannot pivot into another home because of lack of inventory and a paucity of rental options,” Lackie says. “I suggest to our clients that they explore ideas with their attorney and realtor. One idea gaining steam is the sale and leaseback where a seller closes on his home and then maintains an ability to lease the home back from the new seller for a pre-determined period.” While preparation and bringing a clear strategy to the table when looking to buy or sell a North Shore property are important, being aggressive can help too—within reason, says Joanna Koperski of @properties in Lake Forest. “As aggressive as the market has become, my advice to both my buyers and sellers has become equally aggressive to ensure their most favorable position, with their ultimate success in mind,” she says. “The recommendation to sellers is to accept the most reasonable pricing. Higher pricing, not supported by market stats, results in contested appraisals.” Susan Brown Burklin, a broker with @ properties in Highland Park, says with so many buyers in the market, the early bird gets the worm. “Buyers need to be ready to pull the trigger on sight. With contingencies and inconsistencies in appraisals that could impact financing, sellers are likely to lean toward the cleanest offer. “Sellers are putting a higher value on cash offers or those that are not contingent on financing,” says Winnetka @properties broker Elise Rinaldi. “Buyers are also wanting to negotiate hard on inspection issues because they just overpaid. The market is moving so fast right now that buyers have to value a house by what they are willing to pay or at what price are they willing to lose it.” Joey Gault, Senior Broker with the Wexler Gault Group and @properties in Highland Park, concurs with Rinaldi. The fewer barriers that can get in the way of a close the better. “Find out the closing date the seller is looking for and definitely don’t plan on a home-sale contingency,” Gault says. “If the buyer plans to put a big chunk of money down, consider removing the appraisal contingency. Terms are everything right now.” “Be prepared to present the best possible offer, which is more than just price,” adds Beth Wexler, Gault’s partner in the Wexler Gault Group. “Talk to your lender to see if

She says buyers must have reasonable expectations. “For buyers, it’s all about concessions,

It’s not a license to be outlandish.” For buyers who are financing their home purchases, it’s vitally important that they develop a relationship with their lender and not do anything that might have even a small negative impact on their credit. With so many properties generating multiple offers, it could make the difference in offers being accepted or not. “Buyers should know their credit scores and not make any significant purchases prior to closing, which could lower their credit scores,” says Colleen McGinnis, a broker with @properties in Winnetka. “Most importantly, I tell my buyers to create a relationship with their mortgage lender and make sure that person knows who they are. In a fast-moving market, buyers want their lenders to go out of their way if they’re in a pinch.” One of the big outstanding questions is how long the hot market will last. With so many variables due to COVID-19—new variants, vaccination rates, and the continued impact on the economy—and other factors such as interest rates and rising prices, what does the future hold? “I can see this hot market lasting at least through the fall of 2021 and possibly continuing into next spring. Perhaps it even continues at a less fevered pace for a few years to come,” says Rick Richker, a broker with @properties in Glencoe. “There are many economic and social factors that will contribute to the real estate landscape on the North Shore over the next few years.”

As a result of low inventory of existing homes, new construction is ticking up, and buyers should see what’s currently under construction or what new homes might be coming on the market. “With low inventory, buyers should ask their agent about new construction options. Some new communities on the North Shore, like Kelmscott Park in Lake Forest,

meaning submitting offers ‘as is’ and raising only health, safety, and hazard issues,” Radnay says. “They may have to give a rent back that works for the seller. Buyers should be flexible and not expect PITI (Principal Interest Taxes & Insurance) for a rent back. Be kind. People are getting so aggressive that those who are kind and compassionate toward the seller’s situation get an upper hand.” On the flip side, in a high-demand market, sellers need to understand the heightened emotions that buyers are bringing with them when looking at a property or making an offer, according to Lori Neuschel, a broker with @properties in Wilmette. “I am educating my sellers about how

It is your home!” What’s important in the long-term during volatile real estate markets is that both buyers and sellers have solid data to make good decisions, says @properties Glencoe broker Mike Mitchell. “Providing good analytics, whether the market is up or down, helps buyers set expectations and not bid with an emotional approach but from a business perspective,” Mitchell says. “For sellers right now it’s good news, but they can’t get too excited.

I don’t see this demand for housing on the North Shore abating anytime soon.”

Earlier this year, American conservationist Kristine (Kris) McDivvit Tompkins helped reintroduced the jaguar to Argentina’s Iberá wetlands—70 years after hunting and habitat loss drove the species to extinction—through Rewilding Argentina, the partner organization to Tompkins Conversation, which Tompkins co-founded with her late husband, Doug. Mariua, an adult jaguar who was rescued as an orphan in Brazil, and her two cubs were released into Gran Iberá Park in January 2021, the first of nine jaguars slated to repopulate

She recently stepped down as founding chairman of the Cook County Forest Preserve’s Conservation and Policy Council. “Wendy is a good friend of mine, and I want us to talk about the next generation of conservation,” says Tompkins. “We are best known for creating national parks, but our strategy now is rewilding. I hope we can make the case for working fast and for acting, rather than sitting on the sidelines. Conservationists today have to work extremely quickly. I’ll definitely be sharing more about my experience and what I’ve learned so far.” Adds Paulson, who co-chairs the Field

TEX MEX CRISPY TORTILLA “LASAGNA”

METHOD
If you have a large family, it’s likely that ground beef is on the menu pretty regularly. A welcome change from the usual burgers, meatloaf, chili, and spaghetti rotation, this riff on the Tex-Mex taco spices things up with a three pepper “pow.” Sauteed with onion, garlic and tomatillos, the cubanello, jalapeno, and poblano peppers cook up to a tartly flavorful sauce. Mixed with seasoned beef and layered with Mexican melting cheese between crisp fried tortillas, the flavor combo is delicious. Add some diced jalapeno, cilantro, sour cream, and a sprinkle of chili lime salt on top and dinner’s ready.
CHAR TOMATILLOS: Set oven rack to highest level near broiler heating element. Set oven to broil. Place tomatillos on a foil-covered baking pan, bottom sides up. Watching carefully, broil tomatillos until they char on the surface (about 4 minutes.) Flip the tomatillos and char again. Remove from oven and set aside. Turn oven off.
INGREDIENTS FOR THE SAUCE: • 5 tomatillos, green husks discarded • 1 Tbsp plus 2 tsp canola or safflower oil • 1 medium onion, peeled, cored, and chopped • 4 poblano peppers, cored, seeded, and chopped • 3 cubanello peppers, cored, seeded, and chopped • 2 jalapeno peppers, cored, seeded, and finely chopped (Reserve 2 tsp. for garnish) • 3 cloves garlic, finely chopped • 1 Tbsp smoked paprika • 1 Tbsp chili powder • ¼ tsp cayenne pepper powder (optional)

• 1 ½ pounds ground beef • Salt and pepper to taste FOR THE TORTILLA LAYERS: • 2, 10-ounce packages corn tortillas • Deep fat fryer filled to manufacturer specified level with vegetable oil • 2, 12-ounce packages grated Quesadilla • Ravado melting cheese • Tajin-brand chili lime salt FOR GARNISH: • 1 small bunch cilantro leaves • ¼ cup sour cream • Tajin-brand chili lime salt • 2 tsp reserved minced jalapeno
FRY TORTILLA RECTANGLES: On a clean work surface, using a sharp knife, slice down through one entire stack (one package worth) of the fresh tortillas, cutting about 1 inch of the rounded edge from one side of the stack. (Set this trim aside.) Repeat on the opposite side of the stack, again trimming 1-inch of the rounded edge. You will now have a 5 ½-inch-wide stack of tortillas, with a rounded edge on top and bottom. (Leave these remaining rounded edges intact.) Slice through the middle of this stack to create two stacks of 2 ½ x 5-inch rectangles of tortillas. (These are your “lasagna” noodles.) Repeat with the remaining package of tortillas. Heat oil in deep fat fryer to 375 degrees. Working in batches, fry four or five of the 2 ½ x 5-inch tortilla rectangles until crisp, pushing down into the oil if they float up. Drain on paper towels in a single layer. Sprinkle with salt. Repeat until all of the tortilla rectangles are fried. (Some may curl and bend a bit, but that’s OK.) Add the tortilla trim to the fryer basket and fry to make tortilla crisps. Drain on separate paper toweling. Sprinkle tortilla crisps with chili lime salt.

PREPARE SAUCE: In a saute pan over medium heat, add 1 Tbsp oil and saute onion with the with poblano and cubanello peppers until quite soft. Add minced jalapeno and garlic and saute one more minute. Place pepper/onion/garlic mix in a food processor with the reserved charred tomatillos. Pulse until pretty smooth, with some texture remaining. Remove ½ cup of sauce to a small bowl to serve with crisps. SAUTE BEEF: Wipe out saute pan and add remaining 2 tsp of oil over medium high heat. Sprinkle the paprika, chili powder, and cayenne pepper (if using) over the oil; stir for a few seconds until fragrant. Crumble ground beef into the pan, mixing with the spices and saute until cooked through. Season to taste with salt and pepper. Set aside, keeping warm. TO ASSEMBLE: Place a layer of the fried tortilla rectangles into the bottom of a baking pan. Cover with a layer of beef. Spoon a layer of sauce overall. Sprinkle with a layer of cheese. Top with more tortilla rectangles. Repeat layers. Heat oven to 400 degrees. Place pan full of the Tex Mex Crispy Tortilla Lasagna into the oven and heat just until the cheese is melted and bubbly. Remove from oven and top with sour cream and sprinkling of minced jalapeno, cilantro, and Tajin chili-lime salt. Serve with the tortilla crisps and extra sauce on the side—or save the crisps for a snack later—they are delicious! THE NORTH SHORE WEEKEND

WHEN HARRIET MET CEL CEL—THE CENTER FOR ENRICHED LIVING, BASED IN RIVERWOODS—IS THRIVING UNDER THE GUIDANCE AND RESOURCEFULNESS OF CEO HARRIET LEVY. BY BILL MCLEAN ILLUSTRATION BY BARRY BLITT
Harriet Levy’s late father, Irwin, loved the outdoors. Mountain air invigorated him, and the subtle scent of the ocean soothed him. A beautiful sunset, anywhere, prompted him to search for a young Harriet and tell her, “Look at that.” Irwin’s daughter was outdoors decades ago, sitting at an old picnic table outside Boston, when she essentially discovered her mission in life. But Harriet—a student at nearby Northeastern University at the time—was laser-focused on her table mate that day, not on the backdrop of nature. The 20-year-old special education/elementary education double major conversed at length with a 30-something woman with a developmental disability. “We just … talked,” says Levy, who exudes more positivity than the members of a jam-packed Optimist Club do. “She told me what was important to her, and I shared what was important to me. We had meaningful conversations. I loved interacting with her. I felt a strong human connection throughout the visit. I’d planned programs and activities for others with developmental disabilities before that day, and I found them to be lovely human beings, always happy. “That wonderful time I had with the woman at the picnic table—that stuck with me.” Also inseparable: Harriet Levy and the Riverwoods-based Center for Enriched Living (CEL), which exists so that people with developmental disabilities can be fully included in the community, achieve personal success, and enjoy a good quality of life. She is in her 17th year as CEO of the agency. Her tenure as CEL’s director of development lasted 16 years. CEL was a $600,000 organization when she was named CEO. Today it’s up to $4 million. CEL is a leader in providing a wide variety of social, recreational, and enrichment programs seven days a week for people (from teens to seniors) of all abilities. “We’re able to do what we do because we have a talented, energetic board of directors, along with a dedicated staff,” says Levy, an Evanston resident. “My leadership style? I throw out ideas and let my staff run with them; we’re collaborative. I’m surrounded by brilliant people.” Not so dazzling is where the State of Illinois ranks nationally—48th, in support for people with developmental disabilities. “Appalling,” Levy says of the nearcellar-dwelling standing. “The Center

for Enriched Living and other organizations out there are addressing it. What can’t continue is what’s happening too often to people with developmental disabilities as soon as they turn 22, when programs and funding for them suddenly stop. It’s as if these valuable, contributing members of community had fallen off a cliff.” But CEL has heart and continues to serve as a reliable safety net. Five years ago, it started an Employment Program and began working closely with local businesses to tackle the frighteningly high unemploy-
ment rate of 85 percent among adults with development disabilities. CEL’s Career Center remained operational during the pandemic, and Levy and her staff established a Pandemic

Pals Program in which volunteers sent thousands of cheery letters to cooped-up CEL members. The clear message to each human letter opener: Yes, you’re isolated now, but we haven’t forgotten about you, and we can’t wait to see you again. CEL’s REACH Adult Day Program is a year-round plan of action that provides members the chance to learn, make new friends, and succeed, all while having meaningful experiences throughout the day. “So much of what we do is about social enrichment and reaching for success,” Levy says. “We strive for people with development disabilities to enjoy an enriched lifestyle through learning and having fun. Life skills, social skills, cooking, and learning about nutrition—they’re all critical. Our organization started as one for children. “ I t ’s now for teens, adults, and seniors,” she adds. In 1968,
young mothers looking for opportunities for their children with developmental disabilities approached Lynne Albanese, a social worker at the Deborah Boys Club in the Chicago neighborhood Albany Park. Social services for these children did not exist at the time. Albanese saw to it that the children were accepted to the club. More parents of children with developmental disabilities sought a similar outlet for their children. Albanese and the Young Men’s Jewish Council then created a Sunday afternoon social enrichment program for children with developmental disabilities, paving the way to the formation of the Center for Enriched Living. Albanese handled CEL’s reins before handing them off to Levy in 2004. Albanese retired to Las Vegas. “Lynne is kind, funny, everyone’s friend,” says Levy, who worked for the Young Men’s Jewish Council as its director of development before landing her first position at CEL 33 years ago. “When you’re around Lynne, there’s a lot of laughter. She built quite a leadership team, with all of its people believing in the possibilities of people with development disabilities. We loved doing the work. “We loved doing what we could to remove barriers that prevented the best life for people with disabilities.” Levy spent the first 17 years of her life in New York. She attended Lawrence High School, located “in the shadow of JFK Airport,” she says. Irwin Levy and his wife, the late Toby, a fashion consultant and PR professional, made sure a family dinner always included a melodious side of classical music playing in the background. “I had a great appreciation for the arts, thanks to my parents,” says Levy, the wife of dentist Al Roseroot and the mother of the couple’s daughters, 38-year-old Cassie and 35-year-old Mollie, an artist living in Logan Square. Grandson Owen—the son of Cassie and Tony Spano—was born in January 2020. Harriet first met Al when Al, a native of Rogers Park, was attending Tufts University School of Dental Medicine in Boston. They got married 45 years ago. Harriet took a job as an editorial assistant on the East Coast before moving to the Chicago area and working briefly in PR. Her gig with the Young Men’s Jewish Council kick-started her estimable career in service to others. “My husband loves the work I do, and he’s proud of me,” Levy says. “He’s loving, kind, so sweet to me, thoughtful. We have a great friendship. And he’s a family person. He’s also a wonderful dentist. Loves being a dentist. “He’s my dentist.” The Center for Enriched Living (CEL), 847948-7001, is located at 280 Saunders Road in Riverwoods.
