Alumni talk transparency, budget and administrative spending CAITLIN K ELLY News Editor It wasn’t long ago that rep resentatives in political office were in the same shoes as the 20,000 undergraduates at the Universit y of Hawai‘i at Mānoa.

Three alumni, who will be rep resenting the state at the opening of the legislature, ref lected on their time in college during phone inter views with Ka L eo.

T OM B ROW E R When District 22 State Representative Tom Brower was in college in the late 1980s, he thought that he would spend the rest of his life as a radio DJ. While he was pursuing a bachelor’s degree in journalism, Brower turned his passion for music into a job as a DJ at KTUH and local radio stations. He was also a contributing writer at Ka Leo and a member of a fraternity.

“I mean, everyone in college probably has a special relationship with music, and mine was further defi ned by the music that came into the station that I learned about,” he explained.

Participating in multiple activities at the university armed Brower with skills that he uses today.

“It [UH] prepared me because I met different people who had different ideas from myself, and I learned how to work with them,” Brower said.

Upon graduation, he was a broadcaster for 10 years and realized that it would be a hard profession to grow old in. He served on the Waikīkī Neighborhood Board from 1998 to 2006 as he looked for other options, and that experience sparked his interest in government.

“In government, you touch upon so many different issues with nearly every industry in Hawai‘i,” Brower said. “I mean,

there’s almost nothing that government isn’t involved in. So that’s in part why I liked it – it wasn’t like a single field of study.”

He decided to run for a District 23 State Representative seat in 2006 and won by a small margin against Republican Anne Stevens. Most recently, he was elected to represent Waikīkī, Ala Moana district. As a Waikīkī resident since childhood, Brower has taken a special interest in matters concerning the area.

“For the tourism industry, I want to see that the industry is taxed fairly when it comes to generating state revenue, and then I want to further do whatever I can to beautify Waikīkī,” he explained. “When it comes to helping that neighborhood, we could always use some extra polish and help cleaning it up and really presenting the welcome mat to people who are in O‘ahu.”

Brower would also like to see increased accountability within the university. “A nything we can do to promote more transparency in the way that money is handled within the departments and upper management, anything we can do to be more responsible in how the universit y spends money, then everyone’s going to benefit from that.”

This former ASUH President has gone from representing the undergraduate students of UH Mānoa to the residents of South Maui in a few years.

Kaniela Ing, who received a bachelor’s degree in psychology with a minor in political science, served as ASUH President from 2009-10. During his time in office, he was responsible for leading a 32-person senate and managing a $6 million portfolio. He likened his experience in student government to that in the legislature.

Upon graduation, Ing was in the same situation as many young adults who struggle to ďŹ nd jobs.

He worked as a copy machine salesman, where he learned a lesson that he still holds close today: Nothing is irrelevant. “I thought, ‘This is the most irrelevant job. Why am I doing this?’� he explained. “But later on in the campaign, I realized that this is the exact same skill I learned when I was cold calling that I’m doing now when I’m knocking on doors and asking for votes. The thing is, whatever you do you’ve got to keep moving and keep working hard at it. It doesn’t matter if it seems relevant or not.�

Ing recently completed the coursework for a master’s degree in public administration at UH MÄ noa while serving a full term as a Neighborhood Board AtLarge member. In the 2012 general election, he defeated incumbent George Fontaine in the race for District 11 State Representative.

K . M A R K TA K A I During his time as Ka Leo editor in chief, K. Mark Takai devoted countless hours to motivating a staff of 80 to meet deadlines.

However, he cites this experience as one of the most valuable in his college career.

Takai also served as ASUH president and chair of the Board of Publications while working on his bachelor’s degree in political science. Takai returned to UH MÄ noa as Publications Coordinator and received a master’s degree in public health.

This District 33 State Representative has wanted to represent his community in the legislature since he was in high school. He was elected for the ďŹ rst time in 1994, and most recently won the 2012 election against Republican Sam Kong.

Among Takai’s other leadership roles are president of the Hawai‘i National Guard Association, president of the National Guard Association-Hawai‘i Insurance Inc., president of the University of Hawai‘i Letterwinners Club and president of the Waiau Community Association G-1.

In light of recent tuition increases at the university, Takai would like information on spending to be made more accessible. “I think the bottom line for me is in light of the recent tuition increases, I think not only students need to know but legislators need to know how that extra income is being used to affect positive change at the university,� he said. “I’m very concerned that the university is no longer affordable to local families and students. I just want to make sure that the tuition resources are being utilized to help students.�

Harvard professor speaks at Richardson

“It proves that you can answer questions historically,” she said.

A LEX BIT TER Associate News Editor The relationship between Thomas Jefferson and his slaves and its historical and legal implications were the subjects of a talk by Harvard law and history Professor Annette Gordon-Reed at the Richardson School of Law on Monday.

Gordon-Reed, who spoke at Richardson as the 2013 Frank Boas Harvard visiting professor and one of the school’s annual January Term lecturers, talked about her research into the relationship between the Jeffersons and their slaves, the Hemingses, as presented in her two books on the subject, “Thomas Jefferson and Sally Hemings: An American Controversy” and “The Hemingses of Monticello: An American Family.”

T R AC I N G G E N E O L O GY The result of years of research and writing, the two books look at reevaluating the understanding of the relationships between A frican Americans and their Caucasian counterparts in the context of the slaves owned by Thomas Jefferson. In particular, Gordon-Reed focused on clarifying the relationship between Jefferson and a slave, Sally Hemings, who is thought to have had seven children with the former president.

In her talk to an audience at the Moot Court Room, the 2010 MacArthur Genius Grantee discussed how historians who had considered the potential Jefferson-Hemings affair before her concluded that it was unlikely that Jefferson had such prolonged, personal relations with Hemings. Upon examining re-

Harvard law and history professor Annette Gordon-Reed cords and oral histories, though, the professor noticed the emergence of two different narratives — one provided by the Jeffersons, the other by the descendants of Sally Hemings — and that the account provided by the Jeffersons was more accepted than that of the Hemings, despite significant inconsistencies between the two versions of events.

“What really got me is who is believed … whose words count,” Gordon-Reed said. “That historians just believed it, I thought, spoke volumes.”

After the release of her first book, in which she argued that Jefferson had fathered children with Hemings, Gordon-Reed had her thesis corroborated by DNA

Gordon-Reed also suggested that her work raises questions about what legally constitutes a family. Part of making her case for a relationship between Sally Hemings and Thomas Jefferson, she noted, was tracing the ancestry of both lineages, especially those of the Hemingses, as well as the way in which the Hemingses were treated by Jefferson himself. Although both family trees were previously distinct and separate, Gordon-Reed’s research suggests that there were undeniable relationships between the two, and she subsequently found herself “going against the legal sense of family” by adding people to familial groups that were formerly not associated.

From a legal standpoint, the professor of law explained that her historical studies coincided with her legal abilities on this particular project. Although she has never been a trial lawyer, she found this particular study a great example of using evidence, which included personal histories and accounts, to articulate an evidence-based argument similar to that of a court case.

“Oral history is okay if it can be corroborated,” Gordon-Reed said. “I think there is value in it, but there has to be some investment.”

Meeting students’ health needs

Health fee increase proposed

CAITLIN K ELLY News Editor Mental health professionals can be a vital aspect of student success, but when a counseling center is understaffed, all parties are affected.

To help keep up with the rising demand for counseling services at the University of Hawai’i at Mānoa, a health fee increase is being proposed. The current fee is $68 per semester and $26 per summer session.

If the proposal is approved, the fee would increase by $10 per semester per year and by $4 per summer session per year for the next five years ending in 2017-18.

“It shouldn’t be on the backs of students, but it will help us greatly,” explained Counseling and Student Development Center Director Allyson Tanouye. “So we’re using this more as an augmentation, and we’re using other means to get us closer to the recommended standards.”

In the University Health Center, the fee would go toward enhancing patient privacy, making Americans with Disabilities Actcompliant renovations, providing after hour telephone consultation and creating secure Health Insurance Portability and Accountability Act- compliant digital medical records.

At the CSDC, the fee would be used to hire more licensed

psychologists and post-doctoral psychology fellows.

“Our full schedules make it difficult for counselors to see students experiencing more severe psychological issues,” Tanouye said. “There’s an increase in liability risks to the campus because we have people who need to be seen, and they never get to us and we don’t know who they are until they either do something bad or a faculty member identifies them.”

In addition to enlarging the staff, Tanouye would also like to increase salaries.

“Because I’ve been losing people because the salary is so low, compared to nationally,” she said. “Every time I lose someone, I have to retrain and that takes time and money.”

The recommended ratio of mental health professionals to students on a college campus is one per 1,000 to 1,500, according to the International Association of Counseling Services. Peer and benchmark institutions such as the University of California San Diego and the University of California Davis have ratios of one professional per 1,135 students and one professional per 1,209 students, respectively. At UH Mānoa, that number is one per 3,404.

There is usually a surge in students requesting services within the first week of the fall semester, with the

busiest month overall being October. However, once students’ schedules are solidified for the spring semester, Tanouye expects to see another jump.

The CSDC has also seen large increases in the number of students requesting services in the past few years. In 2005-06, 232 students sought counseling services within the first week of the fall semester compared to 353 in 2011-12. This could be attributed to a variety of factors, one being the increased use of technology in communication.

“A lot of social connection is happening through electronic means rather than the one-on-one interactions,” Tanouye explained.

“And I think that actually increases the interpersonal difficulties that some people are coming in with. The immediacy of things contributes to that.”

The CSDC at UH Mānoa offers individual counseling and psychotherapy, group counseling, crisis intervention, psychological assessment, evaluation and consultation, among many other services.

Officials are hoping to present the proposal to the Board of Regents within the next couple of months after they fi nish getting feedback from student groups on campus.

From playing by ear in the hallways of the University of Hawai‘i at Mānoa to performing at Carnegie Hall in New York, Ian O’Sullivan, lecturer in guitar at UH, has come a long way from his humble beginnings in music.

O’Sullivan became the first person from Hawai‘i to graduate with a masters in guitar from Yale University in 2011, but his journey has come full circle – he returned to give back by teaching guitar, forwarding the guitar program and paying tribute to Hawaiian musicians.

ʻB O R N A N D R A I S E D ʼ A fter graduating, O’Sullivan worked on his debut album, a collection of slack key and classical guitar compositions entitled “Born and Raised,” noting his Hawaiian origins.

The album, completely fundraised by Kickstarter, features works from composers like Byron Yasui, Michael Foumai and Darin Au, as well as O’Sullivan’s own original compositions. O’Sullivan hopes to use a portion of the proceeds from this album toward a new program that he is introducing to the music department.

MASTERING THE PERFORMANCE ASPECT O’Sullivan believes that the ability to perform is essential in any classical musician. Much of his success is due to graduate classes that he took throughout the summer with guitarist and composer Benjamin Verdery in Maui. Graduate courses are performance based and encourage students to play religiously in front of a crowd.

“I had a student play in one of my master classes, and he immediately went back to his seat when he was done. I was

like, ‘No dude, you’re not done yet – this is a master’s class,’” O’Sullivan said.

O’Sullivan noted the lack of emphasis on performance in music classes at UH. “Besides having one rep lab in the middle of the semester, where [students] have to play for a couple of students, and an exam at the end of the semester, where they sit in front of a couple of judges, some may only have performed twice in their life.”

This is the main reason for his fundraising efforts. Having workshops available for student musicians is what O’Sullivan believes will make them better artists.

“Ever ything I learned about guitar when I was doing my degree at UH, I got sort of outside of UH,” O’Sullivan said. “I would meet and study with Byron Yasui, who was a composition pro fessor at UH, and ask to perform for different places.”

E N H A N C I N G T H E G U I TA R P RO G R A M Yasui, O’Sullivan explained, “was a big component in the guitar program but wasn’t able to get it running.”

O’Sullivan, who does volunteer studio classes with his

students for two to three hours ever y week, hopes to eventually expand UH’s program by being able to “offer courses in guitar histor y and ensemble. It ’s important that [students] play in a group and as soloists.”

To raise funds for these new programs, O’Sullivan will be holding a concert in February, which will feature his own compositions as well as works

by Bach, Villa L obos, Prokofiev, Jeff Peterson and Yasui.

“Honolulu Guitar Quartet, which I put together, will also be having their debut performance,” he said.

The concert will be held Feb. 16 at 7:30 p.m. in the Or vis Auditorium, with tickets starting at $8. Tickets to see O’Sullivan’s show may be purchased by calling 95 -MUSIC (808 -956 -8742), or at the door.

Game review: ‘The Walking Dead’ AYUMI E STHER CONMY Contributing Writer Zombies and apocalyptic themes remain popular in the video game world today. But if you’re tired of the run-and-gun gameplay typical of the genre, Telltale Games has taken advantage of the popularity of “The Walking Dead” television series and created a video game that will satisfy any zombie fanatic – even those who aren’t fans of the show.

“The Walking Dead” is a decision-based game that focuses more on actions and emotions, than the typical first-person shooter. It is available for platforms such as iOS, Mac OS X, Microsoft Windows, PlayStation 3 and Xbox 360 and has five episodes that were released between April and November 2012.

While most “Walking Dead” fans are familiar with the characters from the television hit, this particular game is based on the original comic series by Robert Kirkman.

Like the show, it has the same concept of a zombie wasteland, but also adds new story elements that allow the player to decide the outcomes of each story.

Gamers play from the point of view of Lee, a “criminal” charged with murder but the specific details are kept secret. It is the gamer’s job to choose which path Lee takes and if he is to do the right thing in any situation.

Each new decision has lasting consequences and changes the outcome of the overall story. While other action-based games are only fun the first time through, the same cannot

be said about “The Walking Dead.”

Telltale Games has made a thrilling action-based game; players are made to anticipate each cliffhanger and life-changing event.

The action and situations presented are intensely realistic, and a sense of urgency lurks in the background with risky and uncertain decision-making. Mix this with fear and anticipation, and you’re never sure what could happen next.

Will the rail project really benefit O‘ahu, or will it be a bust?

That is the $5.2 billion question. In my opinion, it will be a bust, and I have a lot of reasons to believe it to be.

Let’s first take a look at the money – all $5.2 billion of it. How did they arrive at this number? How is it possible to project for material costs 10 years in the future? How can you adjust for inflation correctly in an uncertain economy? Where will the money come from if they go over budget? In the history of rail projects in the U.S., every single one has gone over budget – the Tide Light Rail and the California High-Speed Rail Authority are recent examples.

The rail project also claims that it will create many job opportunities for Hawai‘i residents. The only problem is that most of the construction will be done outside of Hawai‘i, which definitely means more jobs – but not for Hawai‘i residents. The bulk of the construction will be done on the mainland and in other countries.

A lawsuit has been filed in federal court to stop the rail project. The eight plaintiffs include former Gov. Ben Cayetano and UH law professor Randall Roth. I’ve met with Mr. Roth and spoke to him when he visited my journalism class last semester. His three arguments in the lawsuit are, firstly, the city did not adequately consider viable transportation alternatives in its 2006 Alternatives Analysis before selecting heavy elevated steel on steel rail as the city’s mass transit system. Secondly, the city did not vet alternatives in the Environmental Impact Statement, which may negatively impact O‘ahu’s historical sites and violated the National Environmental Policy Act. And lastly, the city decided to conduct the archeological inventory in four phases, rather than surveying the entire 20 mile route before starting the project.

It’s hard to get the facts when speaking to Honolulu Authority for Rapid Transit representatives. I’ve spoken to Bill Brennan, Internal Communications for HART, and he danced around every question I asked him. I know he is a public relations person, but he blatantly avoided, redirected and ignored legitimate concerns. I’m a journalism student, O‘ahu resident, taxpayer and someone who will be directly affected by the rail project, so I did not appreciate that at all. It was obvious that he was hiding something; it’s hard to support a company like HART.

You say she’s overly sensitive about any kind of criticism, but don’t let that stop you from telling her what she needs to hear. You might have to face the fact that there’s no tactful way out of this one. I’d tell her as simply and nicely as you can. She might get in a huff, but don’t worry about that. Just say something like “Honey, I love you, but could you please wear some deodorant?”

This will be honest and hopefully effective. If she gets mad, let her deal with it. She’ll recover from the truth eventually. Your nose will thank you for it.

Rainbow Warriors look to rebound on home court JOEY R AMIREZ Sports Editor A two-game trip to California proved that the Rainbow Warriors are not ready to transition into “Road Warriors” quite yet, as the Hawai‘i men’s basketball team (9-7, 3-2 Big West) is looking to bounce back from a pair of last-minute losses at UC Irvine (9-9, 3-2 BWC) and Long Beach State (8-8, 4-1 BWC).

“We defi nitely learned that the road’s no joke,” junior guard Brandon Spearman said. “We just gotta give it our all on the road. I think we’ll be okay – just come back home now, and we’ll be alright.”

C O N C E N T R AT I O N R I S E S Both of UH’s losses were by four points, with the ‘Bows nearly completing dramatic comebacks.

However, errors like turnovers (33 in both games combined) and dismal free-throw shooting (46.7 percent against LBSU) ultimately doomed Hawai‘i.

One player who came through at the charity stripe is Spearman, who leads the Big West by shooting 92.9 percent (13-of-14) from the foul line in conference play.

“We just gotta get back in the gym and get back to the X’s and O’s,” Spearman said. “Free

throws – we just gotta concentrate and knock them down. And turnovers is something we just gotta keep working on.”

This week the Rainbow Warriors are hoping that a return to the Stan Sheriff Center, the site of all three of this season’s conference victories, will break them out of their slump.

The ‘Bows begin the week with a visit from Pacifi c (9-7, 3-1 BWC) on Thursday at 7 p.m.

TA M I N G T I G E R S Despite a loss to Long Beach State to begin Big West play, the Tigers caught fi re and have won three straight games by an average score of 77-60.

This matchup promises to be a battle between offense and defense as Pacifi c has held Big West opponents to a conference-best 62.0 points per game. UH has averaged 75.2 points in league play, while the Tigers are not far behind with 73.5.

“They really run their sets,” Spearman said. “We just gotta be focused and down to play defense on every opportunity.”

The ‘Bows will remain at home after that as they play host to UC Davis (5-10, 1-3 BWC) on Saturday at 7 p.m.

LOOKING AHEAD Unlike Pacifi c, the Aggies struggled in the beginning of conference season by scoring just 62.5 points per game, which is second worst in the Big West.

The key to a Rainbow Warrior victory will be containing sophomore guard Corey Hawkins, whose 18.0 points per game places him in the conference’s top five. He also leads the Big West in free-throw shooting (90.9 percent) and his team in steals per game (1.4).

The ‘Bows will need to take advantage of this home stand if they are to lock back in on their larger goals.

“We’re trying to make the [NCA A] Tournament and win the championship in the Big West,” freshman point guard Manroop Clair said. “[Then] continue on from there for next year and the years after.”

Hawai‘i takes three-game win streak on the road JEREMY NIT TA Senior Staff Writer

The ‘Bows have posted a 5-2 record since sophomore center Kalei Adolpho returned to the team from UH volleyball.

Fresh off its first three-game win streak of the season, the University of Hawai‘i women’s basketball team (7-8, 3-1 Big West) will head back onto the road with momentum behind it.

“It’s definitely nice to have a win streak,” head coach Laura Beeman said. “It’s great to be able to put three games together because it gives you a little confidence heading out onto the road. I know the girls like traveling, and I think we’re confident heading onto the road, but winning the last three games definitely helps us out even more.”

Even with the Rainbow Wahine one game out of first place in the Big West, Beeman maintains that UH has room for improvement.

“I welcome them to continue to

play good, hard, competitive basketball, and my expectations for their level of play is only going to continue to rise,” Beeman said. “Our execution needs to get better, and they need to not come out flat, and they need to work to win on the road. So there are still a lot of things we continue to strive for – even now, after we’ve won a few games. It’s a long season, and we have a couple tough games ahead of us.”

During its win streak, UH has received production from a variety of players with different leading scorers in each new victory.

“Every night we’re finding someone to put a good game together for us,” Beeman said. “It’s great that we have more than just Mia [junior forward Kamilah Martin] to score for us.”

“We’re really just concentrating on us,” Beeman said. “We just talk about the things that we’ll need to do to be successful against both teams. We’re going to break down their offense, so we’ll know what to expect as far as defensive sets and offensive sets. But it’s going to come down to preparation and focus. We really put a lot of emphasis on us, and what we have to do in order to be successful and make them play us.“
