phasize a focus on the social science of storm readiness, in attempts to reduce the death toll by prepping at-risk residents for extreme weather events. This strategy employs mitigation research, which identiďŹ es an area’s weaknesses and puts a dollar ďŹ gure to the potential cost of damage.

Remote areas and rural regions, which do not always have regular access to weather information, will have different needs from those in more populated areas where word spreads quickly and more easily. “Hurricane Katrina is the perfect example of a failed recovery plan,â€? said Eversole. A recovery plan must take into account the varying demographics of vulnerable regions. ProďŹ ling, Eversole added, will allow researchers to “determine what factors make a community more resilient than others, as well as how the community learned to be resilient.â€?

As the media has become inundated with debates over the validity of global warming, Eversole is concerned that people have become “saturated with it� and succumb to apathy. “What we have learned the past few years is after a while people just don’t hear it anymore.

How do we get people to react to things like climate change? How we message [information] is signiďŹ cant,â€? said Eversole. “In the future we will see an increase in storm activity ‌ eventually we will have to retreat,â€? stated Eversole, then added, “but a lot of people are not ready to accept it. They realize it and recognize it, but it’s so far off it’s hard to grasp.â€?

Donation helps navigating program set sail DAVID TER AOK A Contributing Writer The Alexander & Baldwin Foundation helped support the University of Hawai‘i at Hilo’s ‘Imiloa Astronomy Center of Hawai‘i with a donation of $7,500 to help fund a navigation and voyaging workshop. A&B’s subsidiary, Matson Navigation Company, was also involved with the donation.

The money will be put toward a crew training workshop, named ‘Imi Na‘auao, which teaches members of the voyaging community the basics of traditional navigation. The workshop educates aspiring navigators on the rich Hawaiian tradition of wayďŹ nding. Started in March 2007, ‘Imi Na‘auao also aims to teach high school and college students the cultural and scientiďŹ c signiďŹ cance of this historic technique.

The seven-day program, which is accessible by invitation only, is made possible with the partnership of ‘Ohana Wa‘a, an island-wide group of voyaging organizations with chapters in O‘ahu, Kaua‘i, Maui and Hawai‘i.

The program is important to people with Hawaiian roots, according to Jeff Harman, Marketing Manager at ‘Imiloa. “There is a strong afďŹ nity with a variety of people who are genealogically attached [to Hawai‘i]. It’s a very powerful attraction.â€?

The workshop draws island-wide attention. “We pull a good amount of people from all over the islands,�

said Harman. “It’s really important that we pass this knowledge on. The HĹ?kĹŤle‘a was many years ago, and the navigators are getting on so it’s really important that this knowledge survives this generation.â€?

The HĹ?kĹŤle‘a, crafted in 1975, is the closest attempt to recreating the voyaging canoes of the past. Its maiden voyage to Tahiti was directed entirely by the positions of the stars, moon and sun. Since then it has sailed all around Polynesia and even to Asia and America with the help of the Polynesian Voyaging Society.

Navigating by the stars is a technique that was essential for the peopling of the Hawaiian islands, and almost all of Polynesia. ‘Imiloa hopes that with this donation, the people of Hawai‘i can learn more about the traditions that were once vital to the exploration of the PaciďŹ c.

Incubus set to hit the stage in Honolulu

“I know I’m not alone, just adolescents you and I,” sings Brandon Boyd, lead singer of multi-platinum band Incubus, in their new single “Adolescents.” Boyd’s compelling and powerful whine was one of the signature sounds in the ‘90s’ grunge/hard rock scene, yet the band is now 20 years old – the members already in their mid-30s, bordering on 40s.

“On occasion I feel like a veteran rocker,” admitted Boyd in an e-mail interview. “And on occasion it feels like we are just hitting our stride.”

With over 13 million albums sold worldwide, six studio albums, 13 Top 10 Rock hits with four singles debuting at No. 1 and their album, “Light Grenades,” debuting at No. 1 on Billboard’s Top 200, Incubus is no stranger to the music industry.

Currently, the band is in Ja-

pan, getting ready to head east to O‘ahu for a performance at Kaka‘ako Beach Park Amphitheater on Friday, Aug. 5. When asked what fans in Hawai‘i can expect, Boyd replied ambiguously, “I never know how to reply to this query. They can expect lightning, rainbows, ecstasy and Rock on mythical proportions.

How was that?”

Incubus has never been known for straightforwardness — their charm lies in the nonmainstream attitudes that are part of their experimental sound.

They’ve been known to edge into different genres of jazz, rap metal and funk, incorporating a variety of instruments such as the didgeridoo, bongos, sitar and djembe.

“We normally don’t try and classify the sound,” Boyd said. “If it feels good and leads us into novel territory, then we give it a whirl!”

Critics and veteran fans, however, have accused their new record “If Not Now, When?” of

being mellow and untrue to the signature Incubus sound that their fans have come to love.

Boyd agrees that the new album is different, but responded, “It still has all of the elements of a classic Incubus album, but with a more refi ned approach. What this new album has done is add more fl avor to the ever expanding salad of our creative dinner table.”

In 2008, the band took a break from the music scene and went into hiatus as Boyd and guitarist Mike Einziger studied art and composition in universities at Los Angeles and Harvard, and drummer Jose Pasillas focused on his family and a new baby.

Boyd believes that the 2011 tour has been a refl ection of those changes among the band members. “We are a lot more emotionally capable of dealing with the inherent chaos of the road at this point in our lives,” he said, before adding jokingly, “At least, I hope we are. Watch, two

months into the tour and one of us gets caught shoplifting from an ABC store, high on glue and vitamin C. I can see the headlines now...”

For local bands in Hawai‘i looking to make it to the big scene, Boyd advises, “Make music for the simple pleasure of making music. Be kids in a sandbox when you are making music.

Oh! And if you are singing; when the notes tickle your heart, you’re doing it right.”

Incubus may be a band with a darker tone to their songs, but Boyd makes sure he doesn’t take music too seriously. Even in his interview, he takes his own advice and is a “kid in a sandbox” infusing humor into the conversation as he talks genuinely about music with an excitement that hasn’t changed since 1991.

“We are still making music because we still love to and it remains a worthy challenge,” Boyd said.

Tanking Economic Activity: How the Tea Party operated with the debt discussion DAVIN AOYAGI Opinions Editor

With all the politicking that has occurred over the $14.3 trillion deďŹ cit this nation faces, one should consider the possibility that the “TEAâ€? in Tea Party is an acronym for Tanking Economic Activity. These extremists have caused damage to both the depressed economy and civic engagment, and have made the Executive and Congressional ofďŹ ces look anemic and indecisive.

To many, the passage of this

bill looks like a complete defeat for the Democrats and President Barrack Obama. The bill will cut $2.1 trillion in spending over 10 years and has no mechanism to effectively raise taxes. Worse still, it calls for a special committee to come up with $1.5 trillion in spending cuts, an effort that could harm vital programs like Medicare.

President Obama was far from pleased, but said, “This compromise does make a serious down payment on the deďŹ cit reduction we need, and gives each party a strong incentive to get a balanced

plan done before the end of the year.� In response, critics such as liberal columnist Paul Krugman, criticized Obama by stating, “He [Obama] has now surrendered on a grand scale to raw extortion over the debt ceiling.�

Perhaps, but Obama is far from the Chamberlain-like ďŹ gure some liberal critics are painting him as. Compromise, after all, is an art as old as politics itself, and is a necessary component for the two-party system. Instead, the  aw lies with the Republicans and the Tea Party.

The Tea Party has succeeded in forcing House Speaker John Boehner to follow a narrow path, limiting negotiations with the Democrats and playing a key component in ending a plan between Obama and Boehner in late July. Even now, Rep. Michele Bachmann, a key ďŹ gure within the Tea Party, criticized the current bill as it “spends too much and doesn’t cut enough. ...

Someone has to say no. I will.�

In spite of Bachmann’s comments that suggest otherwise, the general consensus is that the Tea Party has scored a victory in the

deďŹ cit debate. However, the shortterm gains are trivial compared to the irreparable damage to civic engagement that has occurred.

Both parties in general, and the Republicans in particular, have made themselves look indecisive and outof-touch by pushing the debate’s resolution so close to the deadline.

How will this look to investors that see America’s politicians struggling to uphold the full faith backing the payment of debts?

How will it look to the under-privileged and those that are struggling in the midst of a lackluster economy? And ďŹ nally, how will this look to us, the students, to see petty bickering nearly bring our nation to its knees?

The answer will not be fully ascertainable until we can look back at this moment with 20:20 hindsight.

However, I can’t help but think that Sen. Daniel Inouye’s statement on Civil Beat serves as an acute reection for all to consider. “I am sorry to say this, it saddens me to say this, but these past few days have been an embarrassment. I’m almost embarrassed to tell people I’m in the United States Senate.â€?

Debt deal puts republicans in compromising position TAYLOR GARDNER Associate Opinions Editor President Barack Obama has approved legislation raising the debt ceiling, allowing our nation to borrow an additional $400 billion with room for further borrowing in the future. This may have come as a disappointment to many Republicans, had an agreeable compromise not been reached.

Even so, the agreement is not a victor y for Republicans.

In addition to raising the debt ceiling, the legislation includes initial spending cuts of $900 billion and a further $1.5 trillion to be decided upon later by a budget committee.

Most Republicans have unwaveringly favored spending cuts while opposing revenue increases (raising taxes) throughout the majority of the debt-ceiling crisis. Therefore this legislation may seem like a victor y for Republicans, as the spending cuts exceed the increased debt ceiling. However, a deeper analysis shows that the apparent Republican victor y is short-lived.

The legislation does not effectively accomplish the Republican Party’s goal of requiring a balanced budget for our nation.

Essentially, the nation is still allowed to borrow at levels much higher than Republicans deem acceptable. The increased debt ceiling works to offset the spending cuts proposed.

Sen. David Vitter, R-L A , criticized the legislation as wholly irrelevant. “ T his so called solution does not f undamentally change our spending and debt picture,” he said.

“It just plays around the margins. It does not make any big change whatsoever.”

Several Republicans had hoped for over $3 trillion in budget savings and view $2.1 as uneconomical.

Within the legislation lies an amendment in which a bipartisan budget committee is created with the goal of an additional deficit reduction of at least $1.5 trillion.

The amendment specifies that

should the budget committee fail to fi nd additional deficit reductions by late November 2011, automatic government spending cuts would take place in 2013.

Among these automatic cuts in-

clude the Defense Department, an area Republicans have strongly refused to allow cuts to. Should this occur, it would be the fi rst reduction in defense spending in decades. Republicans argue that reductions in defense spending could put our national security at risk, making it ineligible to cuts when there are highly expensive social programs that the Republican Party opposes.

This agreement exemplifies the definition of compromise.

Both parties succeeded in some ways, while sacrificed in others. Republicans across the nation will be pleased to see there are no tax increases included in the legislation, but may not view the other details of the legislation so favorably.

With the Defense Department possibly at risk in the future, it is certain the Republicans will push to find spending cuts elsewhere before the November deadline. Republicans who view the $2.1 trillion in spending cuts as ineffective are likely to continue to push for a balanced government budget.

As Republican Sen. John Barrasso asked, “ The question is, are we going to be living by the same rules that apply to ever y family, ever y small business and 49 states, which is, that they cannot spend more money than they have?”

The legislation will have very little effect in the long run if further action is not taken and amendments are not made to enable greater progress. The spending cuts proposed barely put a dent in the national debt, and do little to solve the real, not political, economic problems inherent in America today.

Because of political bickering, a rash decision was quickly churned out in the final hours to avoid default, and that decision does very little to prevent these problems from rising again.

M ARC A R AK AKI Sports Editor A year after racking up just as many wins as ties, the Rainbow Wahine soccer team has found a new attitude for 2011.

“It just made us humble and made us work harder this summer,” junior goalie Kanani Taaca said.

“Our team is coming off of a great spring and a great summer. We worked really hard and we have a lot of high expectations for ourselves coming into this fall [season].”

ing unable to coach during the summer was hard.

“I’m definitely one of those coaches who always wants to be there for their team,” Nagamine said. “You feel bad that you can’t really be there for them but per NCAA rules – you have to follow them.”

But Nagamine and the coaching staff has made it easy for the players to be productive.

“We needed to rely on the team to be responsible and do their fitness packet that was given to them at the end of the school year,” Nagamine said. “As far as I know, the kids have been responsible in the past and hopefully this year won’t be any different.”

University of Hawai‘i at Mānoa will open the season with Washington State [Aug. 19] before hosting the OHANA Hotels and Resorts No Ka Oi [Aug. 26-28]. The ‘Bows will then head out for a three-match California swing before returning home to play HPU [Sept. 11].

“Getting off to a good start to most people means winning games, but for me, what I’m looking for is improvement,” Nagamine said. “We’re trying to change the culture of our program and that means we have to walk before we run. I’m very realistic. If we can get off to a good start in our preseason tourney, I think we’re going to surprise a lot of people this season.”

The Rainbow Wahine will then head out on their second and fi nal tournament of the season, the UNLV Nike Classic, with games on Sept. 16 and 18.

The ‘Bows will conclude the season with their entire Western Athletic Conference schedule with the exception of Seattle on Oct. 9.

“A lot of people will just put us out of the running because we have so many new players coming in and we lost some good players as well,” Nagamine said.

“We want to play those tough preseason games to better prepare ourselves for the WAC season because we can experience a lot of success and my plan is to have them peaking right at that time [WAC play].”
