Greetings!! During our visits to different member associations, we sometimes talked about our 1st generation business. A question has always been posed to us is, will our business ever become a 2nd generation business? Will our children be able to sit on our chairs and do the business in the same manner and pace which we all have been doing? We are facing a huge challenge concerning our business, which has 2-3 aspects: 1. Retaining customers 2. Maintaining margins 3. Generating further business prospects in the same industry And these challenges are faced from a menace called “On-line websites� offering everything what we offer to our customers. On the top of it they also offer a handsome discounted price and deliver the goods to them at the same price, proving us wrong or overpriced in the eyes of our customers. He/she or they will always
check henceforth before buying from you, somewhere on a portal, they will find a lower price. In turn you will loose the customer. This kind of increasing incidences will have a grave effect on the business and we try to lower the margin to retain the customer. But, in turn we tend to loose money from our pocket as the customer always expects huge amount of free services from us, which is ofcourse an operational cost for us. With our morals down we try to recover from this never ending situation. We cannot think of generating further business scopes and in-turn we stop expanding at all. Sounds like a horror film, right? I am not exaggerating, but in fact trying to show you the ugly face of our industry India wide. We are being effected by online trading companies and web-portals. It is not far from getting news items on regional TV relays, saying that IT shops are closing down due to the competition faced by these portals. I am sure none of us would like this situation arising. We need

good numbers. Obviously they will be able to produce more numbers as they are catering to an all India market. But the prices which are not prevalent in the market are being offered by them in the name of the discount to attract more and more customers visiting their portals, in turn generating more and more business. It is a pity that they buy from local market only at the higher price and sell at lower price then the local marketing generating transactional lose for number of such transactions. But the customer will always refer to them in future to buy any thing, not only an IT product. IT dealers and their associations across India are facing this situation and are highly concerned how to stop this menace. But I am sure friends, if we all unite and oppose this unethical model of business by all the possible means, we can stop this. It is a question of survival for us. We must take following steps on immediate basis. 1. We, as FITAG, shall immediately approach the authorities and draw their attention towards this unethical practice. 2. lectronics System Design and Manufacturing (ESDM) is one of the largest and fastest growing manufacturing industries in the world. By one estimate, the current global market size of USD 1.75 trillion is expected to rise to USD 2.4 trillion by 2020. 2. National Policy on Electronics – 2012, inter-alia, mentions as follows: 2.1 The demand of electronics goods in the Indian market was to the tune of USD 45 billion in 2008-09 and is expected to rise to USD 400 billion by the end of 2020. 2.2 At the current rate of growth, the domestic production can cater to a demand of USD 100 billion by 2020 as against the total projected demand of USD 400 billion, leaving a demand-supply gap of nearly USD 300 billion by 2020. 2.3 India is one of the fastest growing markets for Electronics in the world. There is a huge potential to develop the ESDM sector in India to meet our domestic demand as also to use the capabilities so created to successfully export electronics products out of the country. 3. Hitherto, ESDM was a part of the overall IT Policy of the State. With a view to providing focused attention on the subject and addressing the global developments and their cascading effect, the need of formulation of a separate Electronics Policy has become imperative. Therefore, after careful consideration, it has been decided to lay down the Electronics Policy of the State as under:-
I. VISION To establish a Self-Reliant Electronics System Design and Manufacturing Industry with the
requisite ecosystem in Gujarat towards Sustainable Development and Inclusive Growth to cater to the domestic needs and gain a foothold in the international market thereby contributing to the overall economy and prosperity of the State and the Nation.
II.MISSION The State Government is committed to give fillip to indigenous manufacturing of electronics products by creating a favourable investor-friendly ecosystem across the entire value chain of ESDM sector by: 1. Rolling out a suitable policy framework for introducing a ‘single window dispensation’, towards the establishment of the Electronics manufacturing units in the State and addressing the challenges faced by potential investors and suitably facilitating access to necessary infrastructural facilities like land, power, water, etc. for the growth of the industry. 2. Proactively helping in building up a sturdy eco-system of innovation, R&D, product design, engineering, assembly & testing, incubation and production in Electronics in the State. 3. Promoting indigenously developed and environmentfriendly manufactured high-

quality electronic products, which can be made available to the people of the State and the country at affordable prices, with a view to furthering socio-economic empowerment and inclusive development. 4. Taking up ESDM sector specific skill development and training programmes. 5. Focusing on promotion and branding Gujarat as a leading ESDM destination.
III.OBJECTIVES 1. To establish Gujarat as a globally-recognized hub for the ESDM industry with a turnover of USD 16 billion by 2020 and an investment of USD 12 billion

to create employment opportunities for 5 lakh people by 2020. 2. To increase the export in ESDM sector from the current level to USD 1 billion by 2020. 3. To initiate effective measures in active collaboration/ partnership with prospective stakeholders in the industry to enhance the availability of skilled manpower in the ESDM sector, for which the State Government will lend support for creation of requisite infrastructural facilities for promoting undergraduate/ postgraduate education and for attracting the students to pursue the studies/ research for doctorate in this field. 4. To promote creation of Intellectual Property (IP) in the ESDM sector by contributing more funds to R&D for startups in the ESDM and Nano electronics sector. 5. To identify and strengthen the Electronics Laboratories of premier engineering/ science colleges in the State and develop them as Centres of Excellence (CoEs) in ESDM sector.

IV. STRATEGIES 1. It has been decided to create such eco-system as to transform the State into a globally competitive ESDM destination. Further, as a part of this Strategy, it has been contemplated: 1.1 To extend support on a case-to-case basis in conformity with the Government of India policies and the notifications pertaining to the ESDM sector. 1.2 To constitute a highlevel committee with due representation from the Industry for marketing the State’s offers based on its competencies and thereby attract investments into the State. 1.3 To facilitate setting up of Semiconductor Wafer Fab facilities and its eco- system for design and fabrication of chips and chip components for consumption sectors such as Auto, Telecom, Agriculture, Irrigation, Life Sciences, Education, Energy, Water, Rural Development, etc. 1.4 To facilitate setting up of, at least, four Greenfield and two Brownfield Electronics Manufacturing Clusters (EMCs) with world-class logistics and infrastructure and businessfriendly facilities with good sea, air and inland connectivity and facilitate the provision of developed land on a cost-effective basis to manufacturers. 1.5 To assist setting up of Design City in the State to attract design companies from amongst the top companies across the Globe to set up their base in Gujarat. 1.6 To encourage coordination and tie up with global Electronic Cities in
the leading countries and engage with top ESDM companies to proactively invite investments into the State. 1.7 To suitably help in providing basic infrastructural facilities like power (uninterrupted 24x7 supply of quality power), water, roads etc. 1.8 To provide suitable facilities for e-waste management as per applicable rules and regulations. 2. Human Resource Development (HRD) 2.1 To work closely with the Private Sector, Universities and other institutions of learning in designing tailor-made curriculum/pro-
grammes to cater to the requirements of the industry. 2.2 To facilitate enhancement of the number of graduates / post graduates and other skilled manpower by suitably increasing capacities in Colleges / Universities / ITIs / Polytechnics / Kaushalya Vardhan Kendras (KVKs) through public-private partnership and otherwise by the Education and Labour & Employment Departments of the State Government. 2.3 To establish an ESDM University as one of the leading technology research institutes in the Asia region. 2.4 To forge global partnerships with international institutes of repute and top corporates in the sector for innovation, R&D, knowledge transfer, strategic tie-ups, etc. in coordination with Gujarat State Innovation Council. 2.5 To encourage Industrial internships for UG/PG students and faculty exposure programme in ESDM Industry. 3. Creating local demand for electronic products and promoting ESDM companies in the State 3.1 Preference will be given to locally manufactured / developed electronic products in the State for Government purchase / procurement; the criteria will be linked to the extent of local value addition and t h e

Creating eco-system for innovation, R&D and incubation in ESDM sector 4.1 To facilitate intellectual property (IP) development by Indian industry, academic and R&D institutions with the active support of the State Government. The IP creation by local units will be accorded prime importance. 4.2 To infuse special funds jointly in partnership with the industry and other academic institutions of excellence for promoting innovation and incubation. 4.3 To setup R&D centers equipped with Testing/ Validation/ QA equipment which can be shared by the industry. 4.4 To put in place world class EMS facility which can be shared/ used by the Industry. 4.5 To setup ESDM Incubation Centers and Product Development Centers in collaboration with global R&D centres

Micro, Small and Medium in Enterprises (MSMEs) Electronics Hardware shall be construed as per the definition in the MSME Policy of the Government of India. 4. Gujarat-based Company means a company having its manufacturing facility in Gujarat. 5. New Unit means a unit which commences commercial production / service during the operative period of this scheme and has obtained an acknowledgement for filing Entrepreneur’s Memorandum (EM) with the concerned District Industries Center (DIC) or Industrial Entrepreneur’s Memorandum (IEM) with Government of India. 6. Existing Unit means a unit which has filed EM with the concerned DIC or IEM with GoI and is implementing expansion/ diversification/ modernization in the project for carrying out activities indicated in this Resolution. 7. Expansion / Diversification: An expansion and/ or diversification contemplated with or with-
out forward/ backward integration, with an investment of more than 50% of its existing gross fixed capital investment on the date of initiating expansion/ diversification and commencing production of said expansion/ diversification during the operative period of the policy, shall be termed as Expansion. 8. Eligibility: All new/existing units as defined in Para 6.4 & 6.5 above will be eligible for availing of incentives under this scheme. New units will also get benefit for one time expansion or diversification during the operative period of this scheme. Existing units will get benefit of expansion/ diversification during the operative period of this scheme.
VI. INCENTIVES 1. The State Government will play a proactive facilitating role in extending support to eligible units/ clusters to avail of benefits under the following Notifications of Government of India: 1.1 Notification dated 27th Jul 2012 on Modified Special Incentive Package...

Contined from page 3... ...Scheme (M-SIPS) to offset disability and attract investments in Electronics Systems Design and Manufacturing (ESDM) Industries. 1.2 Notification dated 22nd Oct 2012on the Electronics Manufacturing Clusters (EMC) scheme to provide world class infrastructure for attracting investments in the ESDM sector. 1.3 Notification on the Scheme for financial assistance to select six States/UTs for Skill Development in ESDM sector. 2. State Government Incentives for Clusters and Anchor Units In addition to the above Central Government Schemes, the State Government will offer: 2.1 Assistance of up to 25% of the project cost to EMC SPVs in the Greenfield, subject to a ceiling of Rs. 20 Crores. 2.2 Special Incentive Package for 2 Anchor Units in each of the Greenfield EMCs. 3. Registration/Stamp Duty Concession ESDM units, intended to be established will qualify for full (100%) exemption in stamp duty and registration fee in lease/sale/transfer of land for the first time. 4. Uninterrupted Availability of Power & Power Tariff Subsidy to ESDM Units With a view to sustaining the industry, Government will ensure uninterrupted power supply and sanction subsidy in power tariff as under: 4.1 If required, dedicated additional feeders will be provided both to the Greenfield as well as Brownfield EMCs. 4.2 Slab-based Power Tariff Subsidy will be made available to the Electronics Hardware Manufacturing Mega Projects for a period of five years. Mega Projects purchasing electricity only from the power distribution companies will be eligible for this subsidy. Mega Projects, either generating power from its captive power plant or getting electricity through open access, will not be eligible for the subsidy. The concerned Department will release detailed guidelines in this regard in due course. 4.3 Mega Projects setting up captive power plant will be given assured supply of lignite under an agreement with Gujarat Mineral Development Corporation (GMDC) for a period of five years. 4.4 New units will also be provided 100% exemption on Electricity duty for a period of five years from the date of commencement of their production. 5. VAT/CST Incentive 5.1 New units and existing units (which have carried out expansion) as defined in this policy will be entitled for exemption of 100% VAT payable on products manufactured and sold in Gujarat for a period of five years from the date of commencement of production by the eligible unit. Such eligible unit shall not collect tax on their sales and shall issue retail invoice for such sales. This will be subject to a ceiling of 100% of capital investment for new units and 100% of new capital investment in case of existing units (going for expansion), defined as investment
in building, plant, machinery, testing equipment, figs, moulds, fixtures and other items of a durable nature. This incentive will be consistent with such incentives defined / formulated in the other policies of the State Government. The refund of VAT will also be applicable to VAT paid to the State Government on purchases of intermediate products or raw material. 5.2 For domestic sales outside Gujarat (inter-state sales) 100% Central Sales Tax (CST) would be paid into Government treasury and thereafter would be reimbursed till GST is introduced. 6. Employment Generation Grant on EPF After the implementation of this Policy, new units as defined in this policy will be entitled to the incentive amount equivalent to the EPF amount paid to the employees for a period of five years from the date of commencement of commercial production subject to a ceiling of Rs Five (5) lakhs. 7. Single Window Clearance System: 7.1 A highly empowered ‘Single Window Clearance System’ will be created and operationalized for granting approvals & clearances for setting up New Units in the State. 7.2 It will be supported by ‘state-of-the-art centralized Helpdesk Call Centre on 24x7 basis. 8. Special Scheme to Assist Training Institutions and Trainees in the ESDM industry In addition to the Skill Development assistance provided by the Government of India, the State Labour and Employment Department will come out with a new Scheme with customized courses with onfloor training for skill development in the ESDM sector, if necessary, by utilizing the Gujarat Knowledge Society (GKS) resources. 9. Interest Subsidy All new/existing units will be eligible for availing of incentives under this scheme. New units will also get benefit for one time expansion or diversification during the operative period of this scheme. Existing Enterprises will get benefit for updation of expansion/ diversification/ modernization/ technology during the operative period of this scheme. 9.1 Graded interest subsidy for five years @ 7% for Micro Enterprises, 5% for Small & Medium Enterprises and 2% for large Industries having an actual investment up to Rs. 100 Crores. 9.2 Maximum amount of interest subsidy per annum shall be Rs. 25 lakhs (Twenty Five Lakhs only) for MSMEs and Rs. 50 lakhs (Fifty Lakhs only) for large units, subject to the following conditions; 9.3 This incentive shall be applicable as per the Scheme for Assistance to Manufacturing Sector as per Resolution Industries and Mines Department No. BJT-10201292765-I dated 26-02-2013 10. Incentives to MSME ESDM Units 10.1 Quality Certification: Any MSME EDSM unit registered in Gujarat will be granted assistance for a maximum of three industry standard quality certifications, at a rate of 50% of cost of quality certification within
the overall ceiling of Rs. 6 lakhs in 5 years. The amount of assistance will include:a. Fees charged by certification agency b. Consulting fees and training charges c. Cost of testing equipments as suggested by BIS. d. Calibration charges of equipment This ‘Quality certification scheme’ will be supplementary to the Central Government scheme. 10.2 Technology Acquisition Fund: Assistance for acquisition of appropriate technology in any form to a group of at least 10 MSMEs for a specific product/platform will be provided by way of 50% grant subject to maximum of Rs. 1 cr. per technology including royalty payments for the first two years. 10.3 Support to R&D Institutions: In order to give impetus to the Research and Development, need based support will be provided to R&D institutions set up with the approval of the State Government. a. Apart from new R&D institutions, testing facilities, incubation centres, etc. will also be covered. The assistance will be given up to 60% of the project cost excluding land and building. b.Assistance for Contract/ Sponsored research work from any industrial unit / industry association to recognized R&D Institution / Technical College approved by AICTE, will be considered at 50% of the project cost, excluding cost of land and building, subject to maximum of Rs 50 lakhs. 10.4 Patent Assistance a. Assistance at the rate of 50% subject to a ceiling of Rs.10 lakhs (Rupees Ten lakhs only) for meeting with the expenditure for obtaining domestic patents by any IT/ITeS unit/institution. b. Quantum of assistance can be enhanced to Rs. 25 lakhs for international patents by a Company. c. Fees paid to patent attorney and patent service centre will be included d. Maximum five patents per unit over a period of five year will be eligible. 10.5 Market Development Support a. Assistance to MSME units for participation in International Trade Fairs outside India at the rate of 50% of total rent, literature and display material subject to a ceiling Rs. 2 lakhs, once in one country in five years. The unit should not participate in an individual capacity, but only as a part of the Industry Association which would participate in such trade fairs. The assistance will be by way of reimbursement. MSME units shall have to apply within six months from the date of participation for the assistance. b. Assistance to Industry Associations @ 50% of total rent subject to a ceiling of Rs. 10 lakhs for participation in International Trade Fair as Gujarat Pavilion outside India for participation by minimum 5 units such assistance shall be in the form of reimbursement. c. Viability Gap Support to Industry Associations for organizing National Seminars/ Exhibitions in

Gujarat, subject to a ceiling of Rs.4 lakhs and for organizing International Seminar/ Exhibition in Gujarat subject to a ceiling of Rs. 8 lakhs. d. Assistance for setting up of Convention Centre/Trade Centre by Industry Associations at the rate of 50% of project cost up to Rs. 5 crore excluding land cost once in a period of 5 years. 10.6 These incentives shall be applicable as per the Gujarat Industrial Policy 2009 Scheme for assistance to Micro, Small and Medium Enterprises (MSME) as announced by the Govt. vide Resolution No. MSM/102009/57928/I dated 27-22009. 11. Semiconductor Fabrication sector has been notified as a Focus Sector as defined under the Scheme for Assistance to Mega/ Innovative Projects, Government Resolution Industries and Mines Department No. BJT-102012-92765-I dated 2912-2009, and the incentives under the said Scheme will also be available to eligible units.
VII. Gujarat Electronics Mission The State Government will set up an ‘Electronics Mission’ with the following broad objectives: 1. To act as secretariat to ‘Single Window Clearance Committee’ 2. To identify the downstream (ancillary) industries around FAB facility in Gujarat 3. To attract top Design Companies in ESDM sector to invest in Gujarat 4. To identify and facilitate formation of Electronics Manufacturing Clusters (EMC’s) 5. To set up Incubation Centres 6. To have representative offices in each cluster for promotion and facilitation assistance for clearance/

approvals 7. To create country-specific desks to attract ESDM investments from target countries.
VIII. Policy Implementation: Industries Commissionerate (IC)/ Gujarat Industrial Development Corporation (GIDC) will implement this Policy till such time as the Gujarat Electronics Mission becomes fully functional. IX. New/Existing units will be eligible to avail of incentives either under the Industrial Policy, 2009 or this Policy. The incentives will be provided in such a manner so as to obviate duplication of any particular benefit at the State level. X. Policy Period: This Policy shall come into force with effect from the date of its notification of the Policy and shall remain in force for a period of five years or till the declaration of a new or revised Policy. This Policy will be reviewed after two years with reference to the intended outcome and actual performance. XI. Amendments / Orders: In pursuance to this Policy, necessary detailed orders/guidelines will be issued by the concerned Departments in consultation with DST as may be found necessary. Amendments to the Policy, however, will be issued by the Department of Science & Technology only.

Handling difficult people Handling difficult people means treating people according to the principles of reason. As opposed to either: 1. Getting angry with the difficult person. 2. Getting upset by the difficult person. 3. Running away from the difficult person. Treating people "according to the principles of reason" means treating the person and the issue at stake: 1. Factually 2. Objectively 3. In a timely manner 4. According to the organisational policy This is not always easy. We are required to be available to listen to people always.
Listening skills Listening skills is a rare art that involves the following sub-set skills 1. Focus your mind on the others message 2. Try to find their conclusions i.e. what they think is true 3. Try to find their reasons for their conclusions i.e. Why they think it is true 4. Try to discover how they feel about their conclusions and reasons. Are they happy or not? Here is a great rule for all those who wish to be a better listener: Don't guess! If in doubt -- ask a question. You are required to be relaxed and committed to the context of the conversation.

But FIFA’s decision to introduce goalline technology at the World Cup in Brazil is the most important use of camera and wireless communications technology for guiding referees in their decision-making. In Brazil, FIFA will use a system designed by German supplier GoalControl, which is installing the technology in 12 stadiums. Derbyshire-based company Labosport will carry out the final installation testing of goal-line technology systems. It also tested the Hawk-Eye systems for the Premier League. The GoalControl-4D system which will be used in Brazil incorporates 14 high-speed cameras, seven for each goal, which are mounted around the pitch in the stadium roof. The cameras run at 500 frames per second and the supplier says this gives accuracy of goal detection down to 5mm. “The system knows the ball’s three dimen-
sional x-, y- and z-position with a precision of a few millimetres in the coordinate system of the pitch,” said the supplier GoalControl. The network of cameras records the position of the ball continuously and a digital signal processing engine renders the image in 3D. According to FIFA, a goal-line incident will be confirmed “within one second” and the decision relayed to wireless receiver in a watch worn by each of the match officials. Camera images are stored and can be replayed anytime. “We believe that this will be an important milestone for the breakthrough of goal line technology in international markets,” said Dirk Broichhausen, managing director of GoalControl. goalcontrol However, the use of goal-line technology is not universally accepted with the leagues in Spain, Germany and Italy still reluctant to introduce it. Indeed, there were many years of debate before FIFA finally decided to implement it. So next month’s World Cup in Brazil, could decide the long term future for the use of imaging technology in football matches. According to Broichhausen: “The system records the camera images from each goalmouth event for replays and calculates virtual 3D sequences of the ball movement. These images can be viewed from any virtual camera view point in order for spectators to see for themselves if the ball has completely crossed the goal line.” The GoalControl system was first used during the FIFA Confederations Cup in 2013. However, there were no goal-line incidents in which the technology was required to determine whether a goal had been scored.<
