A racer works to keep his lead during the inaugural Capital Karting Grand Prix at Karters’ Korner in Stittsville on July 26. The event was the first competitive karting showcase in the National Capital Region, said organizers. Next year’s event has already been scheduled for July 23 and 24.

Broken cable cause Man arrested at wave pool of Beaverbrook power outage Staff

Ottawa police charged a 30-yearold Ottawa man for sex assault offences in relation to incidents with two young girls at the Kanata Wave

adam.kveton@metroland.com

About 1,160 Hydro Ottawa customers in Beaverbrook found themselves having Sunday dinner in the dark on July 26 when they lost power at 6:26 p.m. The outage was not planned, and Hydro Ottawa crews were sent out to investigate. They found the cause of the outage was “an underground cable fault” said hydro spokeswoman Rebecca Hickey in an email. “Generally a cable fault occurs

when the insulation around the cable deteriorates,” said Hickey. “While crews were on site making repairs, as many customers as possible were transferred to neighbouring circuits to restore their power,” she said. By 8:25 p.m., 456 residences remained without power. The last 209 customers had their power restored by 10:08 p.m., Hickey said. “During power outages, customers can call 613-738-0188 or visit hydroottawa.com/outages on their mobile devices for the latest information,” she said.

Ottawa Fury FC defender Mason Trafford, left, and RedBlacks quarterback Henry Burris attend a kickoff event at the Ottawa Food Bank on July 16 for the 13th annual Purolator Tackle Hunger Game Weekend. Fans donated more than 18,000 kilograms of non-perishable food on the July 18 weekend.

A13 - QC Z6

Ottawa RedBlacks and Fury FC fans have helped give a boost to the Ottawa Food Bank in its slowest months of the year. RedBlacks fans donated the equivalent of 16,270 kilograms of food, as they braved torrential showers on the evening of July 17 for a game at TD Place against the Edmonton Eskimos. Fans brought bags and carts packed full of non-perishable food for the the Purolator Tackle Hunger Weekend initiative. Fury FC fans contributed 2,320 kilograms of food, which put the total amount donated from fans over the July 18 weekend at 18,590 Kilograms. While the city’s need for food assistance does not diminish in summer months, donations dip at the food bank as people go on vacation. Each donation could mean the difference between having a meal and going without. This makes food bank partnerships with professional sports teams such as the RedBlacks and the Fury all the more important, said food bank managers. “The donations raised through the Purolator Tackle Hunger Game Day Food Drive couldn’t come at a better time as our food donations are at their lowest over the summer months,” said Michael Maidment, executive director of the food bank. The RedBlack’s starting quarterback Henry Burris and Fury defender Mason Trafford threw their star power behind the initiative. The duo represented their teams at a food bank ceremony on July 16 and challenged fans to bring 22,700 kilograms of food to home games in one weekend. While the initiative fell short of reaching its goal for the weekend, organizers still heralded it as a success. “Thanks to the outstanding and inspiring support of Ottawa RedBlacks and Ottawa Fury fans, this year’s Purolator Tackle Hunger Game Day Food Drives raised more than 40,900 pounds for the Ottawa Food Bank,” Purolator president Patrick Nangle said in a statement. “The food and funds raised will go a long way in feeding those affected by hunger in Ottawa and surrounding areas.”

Yes, it is that time of year. The Kanata Food Cupboard is starting its Back to School campaign. Purchasing school supplies can put financial stress on many families. That is why the Kanata Food Cupboard provides school supplies to families in need in the community. We are looking for different groups and businesses to do back to school drives. As part of our Back to School campaign, we are looking for school supplies for both elementary and high school students. We are in need of all supplies, such as backpacks, calculators (scientific), combination locks, markers, pencil crayons, math sets, duotangs, pencil cases, dictionaries, etc. Last year in Kanata we helped out about 63 fami-

Common courtesy means bikes stay off sidewalks To the editor,

Charles Gordon (“Protecting the people from themselves,” July 23) considers the world to be somewhat risky, and he offers a few exotic examples of this finding. Fortunately, we are not living in Cape Spear or French River, nor do we have a major league baseball team. But right here in Kanata, pedestrians face daily risks walking on sidewalks. The reason for these risks is the cyclists who have taken over sidewalks and go about their merry ways without any consideration of the people who are walking on them, many of whom are older and often somewhat infirm. I had thought there was a legal impediment to such behaviour, perhaps even a bylaw but, if there are any, cyclists seems to have no regard for them. Although it is usual to point the finger at young people, I am happy to say there is no age discrimination proposed here. (Indeed, children of five or six years of age cycling on learning wheels in front of their homes are exempted from the strictures suggested below.) Violators of common courtesy and those who show indifference to the harm they might cause, include

cyclists of all ages, genders, colours and, presumably religions. I guess they take to the sidewalk because there is no posted speed limit. Taxpayers have spent some money to provide bicycle lanes in streets for cyclists to use. When was the last time anyone saw a cyclist using one. Apparently, this was yet another misallocation of public revenues that could have been used for other purposes. Perhaps the politically correct political class in this city might consider that pedestrians also have a very small carbon footprint, and they are undertaking healthy exercise as well. Before pedestrians become another threatened species, perhaps Kanata councillors can take initiatives to ensure that cyclists share the road with other high-speed vehicles and initiate, or implement if on the books, restrictions on the use of sidewalks to protect pedestrians.

Our athletes making us proud

I

t was so easy to be smug about the Pan Am Games. The Games are in Toronto, the one place in Canada that those of us who live outside of the GTA can stand united in our shared disdain. Here in Ottawa, for the past few years, has there been any more enjoyable sport than laughing at the plight of the sad-sack Maple Leafs? But it wasn’t just those of us outside Toronto who so easily dismissed the Pan Am Games. Media reports in the lead up to the start of the Games were at times gleeful in the way they pointed out that even in Hogtown the event was not creating a buzz among residents. It was just the Pan Am Games after all, not the Olympics. Stories about slow ticket sales were the norm, and much of the coverage from the national media focused on the manner in which the Games were going to be an inconvenience to residents of that city rather than an event to create civic and national pride. And then a funny thing happened, as is often the case, when the Games actually began. Canadians, from coast to coast, started to embrace the Games

and have been delighted by the level of success our athletes are accomplishing. Athletes from Ottawa and the Valley have been among those collecting a record number of Pan Am medals for Canada. It is moments like the 100-watt smile on the face of Nepean born and raised Andrew D’Souza’s face after he beat the top ranked player to make the gold medal match in badminton that we should be focused on. D’Souza ended up with the Pan Am silver medal for badminton. And let’s not forget Eganville’s Melissa Bishop who won a gold medal in the women’s 800-metre final. This was quite the story, considering she missed a month of training in May due to an ankle injury. For many of the athletes from this area who are participating in the Games, this will be as big as it gets in their career. Some may go on to represent Canada at the Olympics or at world championships, but many won’t. The Pan Am Games is an experience they will cherish for the rest of their lives. Yes, it was easy to be smug about the Games before they began, but now it is all about our athletes, and they richly deserved their moment to shine.

Answer the robo-call

N

ormally, the second I hear an automated voice on the phone line, I hang up. But this summer parents may want to take a moment to listen or risk your child’s access to school and daycare. Ottawa Public Health has launched a “robo-call” campaign, asking parents to contact the agency with their children’s current immunization records. If you have school-aged children or kids in daycare, you need to get in touch. The agency is asking parents to present updated immunization records for all children prior to the start of the school year. In September, parents who have not responded to the automated

calls will receive a letter. Those who fail to comply within a reasonable period of time could see their children suspended. Earlier this year, in the wake of measles outbreaks in hotspots across North America, Ottawa Public Health came under harsh criticism from the provincial government when it was discovered the agency has failed to keep track of immunizations appropriately for

more than four years. Many don’t realize that in order for children to have access to school and daycare programs, parents are required to update the agency every time their child receives a new vaccine. It’s a murky system that hasn’t been properly monitored for years. No surprise then that public health estimates 63,000 Ottawa students do not have up-to-date immunization records. Thus, the robo-calls and a special online form where parents can enter information. So far, the campaign, which seems complicated and onerous, hasn’t been well-received by some parents. After almost hanging up on the confusing robo-call myself, I checked to make sure that my kids are up to date with their immunizations. I realized they were, but

their paper yellow cards weren’t. One child had multiple versions with various dates; another seemed to be missing a record of a booster, even though I was confident he’d had it done. Fortunately for my family, we’ve had the same doctor since my eldest child was born. Fifteen minutes in the office and the nurse had all three records printed on the doctor’s letterhead – a digital version of the yellow card. Getting it to Ottawa Public Health from there should’ve been easy. Initially, it didn’t appear to be. It’s not a perfect system. But take a wee break from your summer vacation and contact Ottawa Public Health by phone, fax, email or online form to get your child’s immunization record up-to-date. Forty public health staff are on hand to process your material. It may be a hassle, but at the end of

Forest and Nature School at Wesley Clover Park offers natural setting

Marlene Power, the executive director of the program and the founder of Forest School Canada, travelled all throughout the United Kingdom, where forest school is popular. Power went to learn teaching techniques and the philosophy of forest school so she could start her own program in Canada. Forest school has been billed as good for all children, especially kids who have difficulty with sitting still, order, and rushed routines in regular school. Attending at least one day a week at forest school for a course of at least six weeks should allow a child to explore their interests, discover alternate ways of learning and create long-lasting bonds with nature. Hospice looking for $1.5 million more in donations Continued from page 1

The site plan for the Ruddy-Shenkman Hospice shows 12 bedrooms, two more than originally planned. The additional rooms are one reason why Hospice Care Ottawa is hoping to raise an extra $1.5 million. R0013379310.0730

“We are planning to break ground April 2016,” said Sullivan, adding that the work will build the live-in portion of the hospice, which currently offers only day programming. But the fundraising for the Kanata hospice is not quite finished, she said. Hospice Care Ottawa hopes to raise another $1.5 million. For the past several years, the organization, through its Hospice Ottawa West Campaign, has been working to raise $6 million to permanently locate 10 hospice care beds at the Ruddy-Shenkman Hospice at 110 McCurdy Dr., which was purchased in June 2013. As fundraising has gone on, the organization has continued to assess the need for beds in the Ottawa area. “We have decided to build more rooms,” said Sullivan. A site plan proposal for the addition to the hospice was sent to the city July 21, saying the addition would include 12 bedrooms – two more than originally planned. “The reason for that is we have

such a demand for hospice beds and we have an increasing demand for people who would like some sort of respite service,” said Sullivan. While the extra two bedrooms could be available for those in need of end-of-life services, they could also be used to allow shorter stays of up to two weeks for guests dealing with things like pain management and symptom control. “Hospitals aren’t a good place to do that,” said Sullivan. That, and the need for cash in hand, is the reason for the $1.5 million in extra fundraising, she said. “The $6 million that we raised, which is terrific, the majority of it is in pledge dollars, which means that we don’t get it all at once, it’s over a five year period, and in order to begin the construction we actually need cash in hand,” she said. Adding more rooms after the initial build would also be far more costly than starting off with extra rooms, said Sullivan, which means fundraising will continue until the April ground-breaking.

Hospice Care Ottawa has said that, according to research, Ottawa needs 70 hospice care beds to meet the city’s needs. The organization currently has 19 beds – nine at the May Court Hospice in Old Ottawa South, and 10 in the temporary Central West Hospice in Carlington. THE DESIGN PLAN

The design sent to the city shows a 1,500-square-metre addition to the Ruddy-Shenkman Hospice, with the 12 bedrooms on the south of the

property, with views to the south or of Gayle’s Garden. Each room will include its own bathroom and kitchenette. A special feature of the rooms will be the ability of residents to enjoy the views while in bed, said Sullivan. The garden was created in memory of Gayle Madley, a long-time volunteer with CHEO who worked to bring Starlight Children’s Foundation back to Ottawa. The residential portion of the hospice itself will be named Hein House in memory of Roly Hein, who died in 2013. As the president of R.E. Hein Construction, Hein

volunteered his time and expertise to manage construction of the first phase of the hospice, and helped to fundraise as a memory of hospice care’s campaign cabinet. Hein’s widow, Barbara, also recently made a large donation to Hospice Care Ottawa in his name. In addition to the bedrooms, the plan shows a family room, a shower/bathroom and offices. With hopes of raising the extra $1.5 million, Sullivan said the hospice would look to be ready in early 2017. “They say it’s probably a six- to seven-month build,” she said.

Targeted investment has an impact: consultant Continued from page 14

of belonging and encouraging their community involvement, young people can have a stable future, and, as a result, neighbourhoods become safer. Sharmaarke Abdullahi, a former Michele Heights Community House co-ordinator who is now a business consultant with Crime Prevention Ottawa, has seen firsthand how difficult it is for youth to grow up without adequate support. “I’ve also seen how targeted investments have had tremendous impacts on young people’s lives,” he said. He told the story of a teen who

had lived in six communities in Ontario before settling with his family of six in a social housing community in Ottawa. Adam, the pseudonym Abdullahi used for the teen, was in Grade 9 when he arrived. As the eldest of four he helped his mother, who suffered from clinical depression, care for his siblings in the absence of his father who was incarcerated. Adam’s mother learned through the community house the different services that were available and was able to connect her son to the right programs.

“She was particularly interested in homework supports for Adam

because he was recently diagnosed with a learning disability and he

was also cutting school and falling behind,” Abdullahi said. Adam was matched with a mentor, tutor, a positive role model and career advice. “Today, I’m happy to say that Adam has now completed university and is now working to support his mother and younger siblings.” Abdullahi said more at-risk youth across the province, such as Adam, will be helped by Ontario’s enhanced and expanded Youth Action Plan, through which the new funding will flow into the province’s Gang Prevention/Intervention Program and

on to programs in Ottawa, Windsor, Thunder Bay and Toronto. “There’s a lot of services and a lot of kids doing well, including kids with a lot of stresses in their lives,” said Nancy Worsfold, executive director of Crime Prevention Ottawa, who attended the announcement. “Can we do better with some kids with acute risks? Yes, we can. “But you look at overall outcomes and we’re doing well. But this doesn’t mean you should stop. “We need to keep it up,” Worsfold said.

The group, made up of women who work in emergency and protective services, their children and friends built a playhouse in College Square in Nepean, and sold raffle tickets for the playhouse as a fundraiser for their Habitat for Humanity build for a family in Orléans. The group, which has held a bake sale, silent auction and trivia night, hope to have $20,000 saved by their build date in October.

FLAMBOROUGH SIDEWALK – Minto will be completing the final work on their development starting in August. This consists of a sidewalk to fill in the gap on the west side from just north of Halton to McPeake. This will provide a continuous sidewalk on the same side as the Richcraft Complex and provide a connection to the sidewalk on Halton leading to the French Public School. BYTOWN DAYS starts July 30th and continues until Aug 3rd at the Ottawa Locks on the Rideau Canal (Wellington to the Ottawa River). This year features special days – July 31st Time Travelers Tour; Aug 1st Voyagers 400; Aug 2nd Heritage Talks & Tours and Aug 3rd Colonel By Day. For details go to www.bytowndays.ca

Ottawa police Chief Charles Bordeleau says data showing black and Middle Eastern men are stopped by police more than other ethnicities is “very raw” and hasn’t been put into context. “There hasn’t been any analysis whatsoever or context behind the numbers,” he said before the police board meeting on July 27. A board report on the service’s street checks program found that, of the 23,400 checks made

CENTRUM DEVELOPMENT – an application has been received to change the official plan along Kanata Ave between Earl Grey and Lord Byng as well as rezoning a portion of that area for a particular development. The results of these changes, if approved, would again negate one of the key principles of the plan for the Centrum to make a pedestrian friendly shopping and business area – this one to remove any opportunity to have development fronting along Kanata Ave. I’ve met with City staff to discuss this and they are working on a response. Since the date to receive comments is mid-August I recommend that you review the application under “Ward 4” at www.ottawa.ca/devapps. As I can offer suggestions later in the process, a public meeting will be held later – likely late August/early September. Follow this column and my website for further details. KANATA NORTH APP can now be downloaded for free from the App Store on iPhones and Google Play for Android phones. Use the app to stay up to date on community information, to send me a message and to find contact information. FIRE PERMITS – An open fire of any type requires a permit. The use of campfires, brush fires, burn drums, windrows and outdoor fireplaces are prohibited in the urban area, though barbecues are permitted. Open fires can cause haze, health problems, & air pollution. Details on Open Air Fire Permits can be found on the City’s website, www.ottawa.ca.

WATER PLAZA AT LANSDOWNE opened last week and even I got wet! This is both a piece of art, by Jill Anholt, and a fun activity. There are 55 arching jets that come on intermittently, as well as a tower waterfall and pool. This is part of the play area in the park section at Lansdowne and is a fun place to visit. One feature I like is the huge chalkboard which is cleaned every night. Chalk pictures and graffiti go there rather than on the skateboard park. I’m going to look into having one at the Richcraft Complex as the skateboard park is supposed to be graffiti free, for safety reasons.

Ottawa police Chief Charles Bordeleau said that street check statistics in Ottawa should not be concerning, since stops in the city are not made randomly, but for specific reasons. Bordeleau said officers do not initiate street checks without reason. between 2011 and 2014, 20 per cent targeted black residents, despite being only 5.7 per cent of

Ottawa’s population in 2011. Similarly, Middle Eastern residents were stopped in 14 per

cent of all checks despite representing only 4.6 per cent of Ottawa’s population. Meanwhile, white people – with more than 75 per cent of the city’s population - were stopped 58 per cent of the time, and Asians, who represent 11 per cent, were only stopped two per cent of the time. Eighty per cent of the stops targeted men, and 40 per cent were in their 20s. Bordeleau said the numbers are not concerning because Ottawa’s street check program isn’t random – a criticism that has caused significant outcry in Toronto, where residents argue the practice of “carding” is biased toward visible minorities. “We don’t do random street checks,” Bordeleau said. “There has to be a reason why we stop an individual.” For example, if someone is wandering the streets at 3 a.m. in a neighbourhood that has had a rash of recent break-ins, an officer may stop that person to ask what they’re up to. Depending on the information they get, it would be submitted to the data base as a street check, Bordeleau said. Or police could act on community tips. See PEOPLE, page 19

People have right to refuse police street checks, lawyer Continued from page 18

“When we get complaints from neighbours that there’s potential drug activity taking place, officers will stop individuals going in and out of the house and document those individuals, and those will go toward the investigation and hopefully a warrant,” Bordeleau said. He pointed out that the number of street checks conducted between 2010 and 2014 have been cut nearly in half, to 4,405 in 2014 from 8,240 in 2010. That’s largely to do with new quality assurance policies the service has started to implement to clarify what constitutes an appropriate street check, Bordeleau said. “As we’re adding a lot more clearance and guidelines for officers and direc-

tion as to when they are required to submit a street check, that has led to the number of street checks being diminished,” he said. But criminal defence law-

If they don’t believe they have a choice to co-operate, they are being essentially illegally searched LEO RUSSOMANNO

yer Leo Russomanno argued street checks, as a matter of course, are a problem, even if they’re not random. He said most people don’t realize they have the right to refuse a street check, and as

such they become de facto illegal. “If they don’t believe they have a choice to cooperate, they are being essentially illegally searched,” Russomanno said. He said officers should be informing everyone they stop that they have a choice to walk away. That’s particularly important in the context of the racial bias he said can be found in the numbers. “There are some of us who are being stopped more than others, and it cries out for an explanation,” Russomanno said. “If you’re an ethnic minority, and you’ve been stopped 20 times, whereas I’ve never been stopped, then you might get a little bit annoyed and think, ‘the next time an officer stops me I won’t co-operate.’”

He said the committee should be asking for a legal opinion on the legality of street checks, why the racial statistics are so skewed, and whether officers should be required to inform individuals of their right to refuse cooperation. “Otherwise, all we’re doing is taking advantage of the ignorance of the vast majority of the public,” Russomanno said. ONGOING STUDY

The provincial government announced this spring it will study the use of street check programs across Ontario, with an eye on standardizing the practice province-wide by spring of 2016. But Ottawa’s police service has already been reviewing its own program, which

has no formal policy despite the fact that more than 4,000 are performed each year. It plans to continue its consultation work this summer, the results of which it will share with the province. “We want to continue with internal and external consultations, because we think it’s going to contribute to a larger discussion in the community about biasfree policing,” said Inspector Mark Patterson, who has been leading the review. He added that the force wants to increase awareness in the community about how street checks are used and what rights an individual has when asked to participate. He said the service’s final policy will align with whatever standardized policy the province decides on next spring.

Military chief says sexual misconduct ‘must stop now’ Jonathan Vance becomes new chief of defence staff Alex Robinson

alex.robinson@metroland.com

Gen. Jonathan Vance has a clear message for members of the military who engage in sexual misconduct. “It must stop now,” he said at a ceremony at the Shaw Centre on July 17, marking his ascension to the top job in Canada’s military. “Let there be no doubt in anyone’s mind. I will not tolerate any behaviour

that attacks the dignity or safety of any person serving in or with the Canadian Armed Forces.” The military has been under fire since an inquiry conducted by former Supreme Court justice Marie Deschamps found that an “underlying sexualized culture,” exists within Canada’s Armed Forces and that the majority of incidents of sexual misconduct go unreported. Military has dealt with cuts Continued from page 21

Deschamps’s report was released in April and suggested a list of policy changes to tackle sexual misconduct in the Canadian military. This included a recommendation that allegations of sexual assault be treated by an independent body rather than through military channels. Vance’s predecessor, retired general Tom Lawson, was criticized in his last month on the job for saying sexual harassment is prevalent in the military because men are “biologically wired

in a certain way.” In reaction to the report, Lawson put together a response team, but it was not clear what exactly would be done. In his first speech as Canada’s top military commander, Vance looked to reinforce the idea that the military will do everything in its power to snuff out sexual misconduct. “The Deschamps report has been accepted and action is being prepared to the point that I may lead us forward without delay, for which I am grateful,” Vance said. “Whether you are a leader, a subordinate or a peer – as has been made clear to date – any form of harmful sexual behaviour has been and al-

ways will be absolutely contrary to good order and discipline. It is a threat to morale; it is a threat to operational readiness and a threat to this institution.” budget

Sexual misconduct in his ranks was not the only challenge Vance has inherited. The Canadian military also has to deal with budget cuts, as the government has whittled away at resources in an effort to balance the budget. “Within the budgetary constraints to which we are all subject, your goal is to maintain a modern, combat-capable highly trained professional force – one that I truly

believe is the best of its size in the entire world,” Prime Minister Stephen Harper told Vance at the ceremony. A veteran of the conflict in Afghanistan, Vance started uniformed life at the age of 13, when he joined the Canadian cadets in Germany. He has served in the Army since 1982, rising through the ranks until he became commander of joint operations. He was tapped to take over from Lawson as chief of defence staff at the end of April. Vance was originally scheduled to take questions from reporters after the ceremony, but a press conference was cancelled that morning with no explanation.

Long weekend blitz tackles impaired boating risks Getting caught in your boat means you can’t drive your car. Drinking and boating accounts for about 40 per cent of boating-related fatalities on Canadian waterways. To raise awareness and reduce alcohol related deaths, the Canadian Safe Boating Council and Ottawa police are launching Operation Dry

Water for the August holiday weekend. Now in its third year, its goal is to discourage the dangerous practice of alcohol consumption and boating. “With the summer boating season in high gear, we wish to remind boaters about the

risks of drinking and boating,” said Staff Sgt. Kevin Kennedy, responsible for the Ottawa police marine, dive and trails unit. “Exposure to sun, wind, waves and the rocking motion of the boat can greatly increase the effects of alcohol on the water.”

Operation Dry Water will focus on the potential risks of drinking and boating, and laws that are currently in place to discourage it. You can be charged with impaired operation of a vessel under the Criminal Code if your blood alcohol level exceeds the .08 threshold, whether or not your craft is motorized. This means you

can be charged even if you are impaired while operating a canoe and a judge is able to, upon conviction, suspend your boating privileges. But that’s not all; it can get worse. In Ontario, driving any mo-

tor vehicle over the legal limit of alcohol in your blood will result in a suspended licence for 90 days. This means you are prohibited from driving all motorized vehicles. Getting caught in your boat means you can’t drive your car.

Each week, a lawyer from the Kanata based Allan Snelling law firm will answer a reader’s question. A weekly guide in legal matters I am purchasing a new home. I heard from my real estate agent that I would have to get title insurance. Is this necessary? Title insurance has been around for the last 15 years and is used in almost all residential real estate purchases, especially those involving mortgages. What is title insurance and how much does it cost? Title insurance is an insurance policy covering a variety of risks involving the purchase and ownership of real estate. The policy coverage lasts for the entire period of ownership and is, in general, a cheaper option than having a real estate lawyer perform full title and off-title searches so as to provide a legal opinion on title. Mortgage providers insist on either a lawyer providing them with an opinion on title (and the searches that go with it) or to have the transaction title insured. An average one-time premium for title insurance ranges from $300 to $400 for a policy insuring a new owner and the mortgage provider.

If you have a general legal question that you would like to have addressed send it via email to Legalmatters@compellingcounsel.com

What does it cover? Title insurance covers a variety of issues associated with purchasing a home, such as conflicting ownership claims, spousal claims, title defects, encroachments and subsequent removal of structures, unpaid property taxes and utilities, by-law infringements, such as renovations without a building permit, and many other issues. Some title insurance companies also cover errors made by a real estate lawyer representing a purchaser.

Common Exclusions The most common exclusions (i.e. not covered) by title insurance are environmental issues and soil contamination, title issues known to the purchaser or their lawyer prior to closing and aboriginal claims. Title insurance only covers issues that crystalized prior to closing but were discovered following the closing. For example, renovations made to your home without a work permit after you have moved in would be excluded. Home buyers in Ontario purchase their new homes without any obligation on the seller to disclose issues with the property. Title insurance is a very efficient way to protect your investment and deal with any surprises that may come up after your purchase.

Kreative Kids want your bottles and cans Adam Kveton

adam.kveton@metroland.com

The Kreative Kids Who Kare are preparing for their eighth year of collecting liquor bottles and cans in support of CHEO, and the stars have aligned to show the family that perhaps they were destined to start the project all along. In their eighth year, the Crepeault family are holding their annual bottle drive on the eighth day of the eighth month, starting at 8 a.m. Just three months ago, they welcomed their eighth child and volunteer, Samuel. “It was just meant to be from the start I guess,” said Jacob, 19, the oldest of the siblings, of the coincidental numbers. The family began their annual bottle drive when parents Wendy and Kevin chal-

lenged their kids to come up with a charity project. The kids chose to support CHEO, as many members of the family have been through the hospital due to illnesses and broken bones. This year, the family’s newest member was the first in years to make an appearance at CHEO for cystic fibrosis testing, which, though unpleasant, came back negative. Over the last seven years, the family has raised more than $13,000 for CHEO through the bottle drive and a bake sale which they run at the same time. The Kreative Kids also began asking for food donations for the Kanata Food Cupboard three years ago, collecting 260 kilograms during the 2014 drive. See FAMILY, page 27

Family of fundraisers adds eighth sibling in eighth year Continued from page 25

This year, the Bridlewood family is hoping the bottle drive continues to grow, with more volunteers and more houses to visit in search of jackpots. After seven years the family has many stories of knocking on a new door and not knowing what to expect, and finding a treasure trove of bottles and cans. Jacob recalls one lady in particular who started dancing and singing when he told her they were collecting cans and bottles for CHEO. “I guess people are more into this than we thought,” he said.

Though the family tends to keep its bottle drive to within Bridlewood, in recent years others across Kanata have heard of the family and arranged to have their recyclables picked up or dropped off at the family’s home at 20 Redstone Ln. Kevin said the family hopes to keep expanding the range of their drive with people who get in contact ahead of time to arrange for bottles and cans to be picked up. “It takes some pressure off,” he said of the day’s efforts. By this time, just about everyone in the family are pros at going door to door. “I would just say now, you are just worried about some

guy in a bathrobe coming up when you ring the doorbell,” said Jacob. So far, the family has about seven cars and 17 volunteers planning to help out the family with the drive on Aug. 8 this year, but the family can always use more, said Wendy. Volunteers can gather at the family’s house at 20 Redstone Ln. at 8 a.m., and head out on the drive at about 8:30 a.m., said Hannah, 17. The bake sale will continue until about 1 p.m., or until all the food has been sold, she said. Anyone interested in helping out can email the family at crepeault602@bell.net.

Take the Nature Challenge Ontario Parks wants to challenge you to reconnect with nature this August. Research has shown that just 30 minutes a day in a natural setting can make people happier, reduce blood pressure, anxiety and stress levels and boost immunity. From Aug. 1 to 30, take part in the Healthy Parks Healthy People Nature Challenge and get outdoors. For a look at what there is

to see and do, visit the parks calendar of events at www.ontarioparks.com/events. Over 40 provincial parks across Ontario have natural heritage education programming too. Led by knowledgeable park leaders, most of these programs are free with a valid park permit. To locate which parks have NHE, use the Park Locator at www.OntarioParks.com and search NHE locations by

clicking on the NHE category under “Things to Do.” If you’re curious to know how 30 minutes of nature a day for 30 days can affect your overall well-being, join Ontario’s Trent University study on the benefits of reconnecting with nature. The study will explore the changes participants report in their daily activities, well-being, and connectedness with nature.

Ottawa Hospital ‘pioneering’ research into lung disease Erin McCracken erin.mccracken@metroland.com

The world’s first clinical trial using genetically-modified stem cell therapy in the treatment of a rare and deadly lung disease is raising the hopes of doctors, researchers and patients. The results of the ground-breaking trial, led by the Ottawa Hospital and published in Circulation Research on July 20, are considered promising. Though still early days, the treatment for pulmonary arterial hypertension could one day replace cumbersome and expensive treatments that are only moderately extending a patient’s life. “That’s why we need to develop better approaches. These therapies are not curative. They’re just holding some ground and eventually patients progress (towards death), said Dr. Duncan Stewart, a cardiologist and executive vice-president of research at the Ottawa Hospital who led the research, which was conducted in Ottawa, Toronto and Montreal. “What we’re looking at now is to develop a whole new approach, a whole new paradigm

that would actually be curative, Stewart said. Pulmonary arterial hypertension, which is characterized by very high pressure in the arteries that supply blood to the lungs, is striking down patients, many of them women in the prime of their lives. Survival rates have seen little improvement, but researchers are trying to change that. In the trial, which cost $3 million to $4 million, white blood cells from seven patients in Toronto and Montreal were harvested and grown in the lab for stem-like cells. See SURVIVAL, page 33

Dr. Duncan Stewart, a senior scientist at the Ottawa Hospital, prepares to look at de-cellularized lung tissue under the microscope in his research lab at the General campus on July 24. Stewart was the lead scientist on the world’s first clinical trial that tested a genetically-enhanced stem cell therapy on a rare form of lung disease. ERIN MCCRACKEN/METROLAND

Survival rate has improved due to drug advances Continued from page 32

These were genetically engineered to produce more nitric oxide, a natural substance that expands blood vessels and can repair damaged blood vessels. They were then injected into the damaged portion of the lung. In this therapy, both the injected gene and its carrier cell were engineered to help repair blood vessels, rather the just the gene. In the days after the treatment, researchers and doctors saw improved blood flow in the lungs, patients were able to exercise and they experienced a better quality of life for up to six months. “We were clearly identified as the pioneers in this area and it was recognized how difficult this was to do and it was recognized how important this work really is,” said Stewart, considered a pioneer in cardiovascular research. “This was the first genetically-modified cell therapy that we had done, and is very

unique in the cardiovascular world, not just pulmonary hypertension, but for all cardiovascular conditions.” Launching the first-of-itskind clinical trial took years, and the research team was also challenged in finding eligible patients because the disease is so rare.

improved in the last two decades “... none of these are curative,” Stewart said. “It used to be a five-year survival in 30 per cent or so, but it’s now gone to a survival of more in the 50 per cent (range), probably because of drugs, but also I think we’re better at identifying the root of it.”

The ultimate therapy that we hope to be able to give them is lung transplantation DR. DUNCAN STEWART

Primary pulmonary arterial hypertension, or PAH, affects one to two people out of one million. However, the Ottawa Hospital is seeing more of these patients than ever before because they are living longer with the disease. Doctors here follow at least 100 with PAH. Though drug therapies have

Medical experts are trying to change this. “If you’re a 30- or 25-yearold person and your survival goes to five years from two years, that’s good, but it’s not very good,” Stewart said. While some patients appear to get PAH out of the blue for no particular reason, about 10

per cent of them have a family history of the disease. Of those, 80 per cent have a gene mutation. Approximately 30 per cent of patients without a family history also have the gene mutation. There are still many unknowns about the disease, including its fundamental causes. Canadian researchers are currently testing their unique theories on how this gene is associated with the disease, and why women, especially those in their late 20s and 30s, are two to four times more likely than men to get it. Young people especially often face a rapid progression of the disease. “The ultimate therapy that we hope to be able to give them is lung transplantation,” Stewart said. Currently, patients can go downhill so quickly that they die while waiting for a transplant. “The real excitement and potential for this approach is

that it could actually regenerate and restore the lost blood vessels in the lung, which could be a curative approach,” Duncan said, who hopes to conduct a larger phase-two

The Canadian Tire Centre is beefing up its security for the upcoming season which, in addition to installing walk-through metal detectors, means fans won’t be allowed to leave the arena and come back during games, even to smoke a cigarette. Senators Sports and Entertainment made the announcement detailing increased security measures on July 21, saying new technology and new policies will be in place before the NHL preseason starts in September. The NHL is requiring walkthrough metal detectors like those used in airports at all arenas by this upcoming season to screen ticket-holders, said the Senators news release. The detectors will be used for all events at the Canadian Tire Centre, not just games, the orga-

a league mandate, though the league has encouraged it in the past, said Senators Sports and Entertainment president Cyril

The policy change means ticket holders cannot leave the arena during an event and expect to return; re-entering the arena with the same ticket will no longer be allowed. “Exceptions will only be made in the case of emergencies,” said the news release. The release makes special mention of smokers, saying they will “be able to smoke in designated areas outside of the venue both before and after games and events,” but that they will not be able to leave the arena to light up during an event and then get back inside “under any circumstances.” See NEW SENS, page 35

Born in the summer of 2011. He is a lovely feline gentleman who was rescued from a bush... In the beginning it was thought he was a feral cat but once he was at the sanctuary we saw he was the sweetest cat, loving and gentle. He gets along with the cats here... enjoys a good cuddle and a loving interaction. He would love to be some ones best buddy and enjoy human company. Interested in an interactive play to spend some energy.

The Senators will be introducing new security measures at the Canadian Tire Centre by Sept. 20, which may irk some smokers.

Continued from page 34

With fewer people smoking and complaints about smoke entering the arena, the change in policy is “for the benefit of the greater good,” said Leeder. “If you asked me 10 years ago, the number of people going outside for a cigarette was more than a thousand every game between periods, and now it’s down to 100 or 200 a night, so it’s certainly been in decline,” he said. “This (policy) clearly is one that you may have a few people that don’t like it, but from a security point of view and from a fresh air point of view, it’s better for the greater good,” said Leeder. The ultimate reason for the policy changes is safety and security, he said, as each time

someone re-enters the arena there is another chance to smuggle in something dangerous. “It’s a more secure environment once you’ve screened everybody in and then you have what we call a closed loop at that point,” he said. “You are very sure that there are no firearms, nothing that you should be concerned about in a serious situation within the building, and then any time you are allowing people to leave and come back in, you are exposing yourself to more of those opportunities.” In past years, smokers have had access to a fenced off area on the arena site’s grounds to use during games, but that has been gone for several years, said Leeder and will not be re-introduced. The effort needed to screen

smokers back into the building was also a factor in going with the new policy, he said, with safety being the first consideration, with cost and logistics secondary. Asked if he is worried about backlash from the decision, or people getting antsy from doing without their nicotine fix during an overtime game, Leeder said he isn’t worried. “I’ve seen people in lots of situations where they are on an airplane or in confined spaces for longer than three hours and I don’t think I’ve ever seen any nicotine-related issues there. It’s not something we are concerned about,” he said. Leeder added that, while the Senators are committed to using the walk-through metal detectors, the organization is always open to reviewing its policies.

Audrey had ritual for prayers

F

or reasons unknown to me at the time, my older sister Audrey, when she had special prayers she felt needed to be sent to God, insisted I kneel with her on the braided rug beside our bed. These were prayers over and above those we had already said at our Mother’s knee at bedtime. I dared to ask Audrey one time why her special prayers couldn’t be included then, and her short retort made it perfectly clear why. “Certainly not. That’s all I need is for Emerson to hear what my special prayers were and all of Renfrew County would know about them before the sun set the next day.”

MARY COOK Memories And so, when the need arose, I was asked to join Audrey on the braided rug, and when I asked her why she couldn’t pray on her own, she said she learned at Sunday School that there was “safety in numbers.” I had no idea what she meant. But Audrey, who did many

special favours for me, had a willing partner on the braided rug when she needed it. Questioning the why’s and the wherefore’s was not to concern me. And so, I found myself praying with Audrey for things, which had nothing to do with me whatsoever. This could be

NOTICE OF STUDY COMMENCEMENT LEMIEUX ISLAND SHORELINE RESTORATION MUNICIPAL CLASS ENVIRONMENTAL ASSESSMENT The City of Ottawa is planning for the restoration of the northwest shoreline on Lemieux Island. Lemieux Island is located in the Ottawa River between Ottawa and Gatineau. It can be accessed through the Rivers Street Bridge from Ottawa. Lemieux Island’s main use is to accommodate one of the City of Ottawa’s Water Purification Plants.

anything from being allowed to wear high heels, to finding money for a store-bought bra, to being asked to go to the strawberry social at the United Church. I thought that last prayer was pushing her luck, since we were Lutherans, but there we were one night, both on our knees by the bed, and Audrey in barely a whisper, asking God to find someone to ask her to the Strawberry Social at the United Church. Well, any doubts I may have been harbouring were soon cast aside when a young man from the Barr Side Road asked her to the social. I couldn’t believe it! And Audrey leaned over to me after hanging up the phone and said, “See ... safety in numbers.” Long before Audrey got out of public school, we prayed that when the time came, she would graduate from the Entrance Class. Well, I thought that was a needless prayer, since she was just about the smartest one at the Northcote School! But she wanted to be sure, as those farm girls who didn’t make it out of the Entrance Class, ended up doing

housework for the rich people in Renfrew. Audrey couldn’t think of a worse fate. More than once I was caught with my mind somewhere else too. Audrey had always instructed me to keep close attention to what she was saying, and I was to repeat the prayer silently to myself. I can no longer remember what the prayer was about, but my mind certainly was not on what Audrey was praying for that night. My sister poked me in the ribs, which was my cue to say, “Please God, hear our prayer.” As soon as Audrey’s elbow connected with me, I tried in vain to remember what we had been praying for, and for the life of me, couldn’t bring up one word Audrey had said. She had to repeat the prayer, which didn’t please her one bit. Audrey’s prayers could be long, depending on what she had on her “want list.” That’s when I lost track of what she was praying for. I could see no reason why she had to go into such detail with her prayers, convinced as I was that, as long as you let God know it was you, He would take care of the rest. All you had to do, I thought then, was to think of the prayer and that was as good as saying it. However, I was never able to get Audrey into that way of

thinking about prayer. She said too, it would be much better if after the prayers were over, we both said “Amen” at the exact same time. I thought this was just another way of my sister making sure I was paying attention to what she was praying for. And then one night, the end of our praying together just about came to an end. That was the night Audrey was praying at great length, about what, I no longer remember. She had come to a pause, and it was long enough for me to think we were all finished, and so I let out a loud “Amen.” Well, didn’t that open a can of worms. Audrey said she was just pausing, she wasn’t finished, and I had jumped the gun with the Amen, and so we had to say the prayer all over again. My sister eventually came to the conclusion that unless I was listening, paying attention, repeating the prayers where necessary, she was better off if she prayed alone. That was a good decision, I thought. It didn’t stop Audrey from getting down on the rug in front of our bed when the need arose. It just meant that what she was saying and thinking was between her and God, and she didn’t need a fidgeting sixyear-old sister to interfere.

The northwest shoreline of the Lemieux Island, adjacent to the lower level parking area, has eroded significantly. The northwest corner of the Island is composed of mostly weak and fragmented limestone, which is causing progressive recession of the shoreline and weakening of several parking lot fence posts which are currently either leaning or have fallen over completely. It is projected that if erosion is allowed to continue, the adjacent green space and parking lot will be impacted. Thus, shoreline stabilization is required to halt and prevent further erosion. The project is being planned as a Schedule ‘B’ undertaking and is to follow the requirements of the Municipal Class Environmental Assessment process (October 2000, as amended in 2007 & 2011). Input and comments are invited for incorporation into the planning and design of this project and will be received until August 6th, 2015. Subject to comments received and the receipt of necessary approvals, the City of Ottawa intends to proceed with the planning and design as defined in the Municipal Class Environmental Assessment process.

This week’s puzzle answers in next week’s issue

Here’s How It Works: Sudoku puzzles are formatted as a 9x9 grid, broken down into nine 3x3 boxes. To solve a sudoku, the numbers 1 through 9 must fill each row, column and box. Each number can appear only once in each row, column and box. You can figure out the order in which the numbers will appear by using the numeric clues already provided in the boxes. The more numbers you name, the easier it gets to solve the puzzle!
