Wilkinson’s levy divides community Proposed tax angers residents PHIL DUKARSKY KOURIER-STANDARD Kanata North Coun. Marianne Wilkinson said she plans to propose a special services levy to bury hydro lines that span from Goulbourn Forced Road to Richardson Side Road, to city council on May 26. The levy would create a new $1518 annual surcharge for residents in Kanata North for the next 10 years with the money going towards covering the $2.5 million necessary to bury the lines. The idea of imposing a new tax is sharply dividing Kanata residents. “Two to one in favor,” said Wilkinson in regards to the reaction from her constituents. “The people who are opposed seem quite strongly opposed,” said Wilkinson. “But I’ve had support from Beaverbrook and even some from Morgan’s Grant.” Morgan’s Grant is where much of the opposition to the levy has come from, said Wilkinson.

“I empathize with the residents along Kanata Avenue but what we’re dealing with here is about 10 hydro poles on a 500-metre stretch of road,” said Matt Muirhead, president of the Briarbrook Morgan’s Grant Community Association. “It’s a disincentive for developers and Hydro Ottawa to negotiate with communities and councillors to find a solution that doesn’t include a 10 year tax increase.” All parties involved agree that things need to change at a policy level, however, Hydro Ottawa and the city of Ottawa have shown no willingness to discuss alternative arrangements. The transportation committee unanimously approved instituting the proposed levy. “A levy was already successfully used in Alta Vista to build a community centre,” said Wilkinson. “And I’ve suggested holding annual fundraisers to help those with lower incomes and retirees who may struggle to pay the tax.”

For many, the problem doesn’t lay in the amount of the taxes but in the taxes themselves. “Burying the hydro lines we all agree on, it’s the message that is flawed,” said Muirhead. “It’s one thing if it’s an improvement of services but it’s another thing when it’s primarily an aesthetic issue.” While it may be an aesthetic issue, for many residents Kanata’s look and feel are vital in making it a great place to live. “There is not another area like it,” said Bill Teron, the founding architect of Kanata at a Kanata North ward meeting on May 17. “When we put these roads in, this how we wanted it.” This sentiment was echoed by others who support the levy. “I love to see the character of Kanata and the ambiance of it,” said Jim Malone, the president of the Kanata Lakes Community Association (KLCA). “Having telephone polls go up in Kanata is a throw back to the dark ages. We’ve got to be progressive and building much more healthy and friendly communities.” While Malone supports the levy, he admitted that he cannot speak for others in his community; his executives in the KLCA are not as supportive. “They feel it’s an imposition to have the taxes and that it should be the city paying for them,” said Malone. “In principle they’re against the surcharge.” However, Wilkinson said she is moving full steam ahead with the proposal with or without unanimous agreement. pdukarsky@metroland.com

Glen Cairn flooding fixes unveilled at meeting Study to look at improvements for pumping station BLAIR EDWARDS KOURIER-STANDARD

zeldean Pumping Station and other stations needed to meet the needs of the Kanata West and Fernbank developments. The city will present its preferred solution during a public meeting in September. Homeowners, some of whom have experienced three floods over

I believe the city is trying to find the right solutions.

The City of Ottawa unveilled a list of flooding fixes for Glen Cairn during a town hall meeting at Holy Trinity Catholic High School on Wednesday, May 19. Over the next three months, the city, working with consulting firm Genivar, will consider a number of potential solutions including new manhole covers without holes, an emergency overflow container for excess rainfall and improvements to the pumping system of the Glen Cairn stormwater management pond. The study will also look at improvements needed for the Ha-

the past 15 years, can be confident the city is moving in the right direction to fix the problem, said Glen Cairn Community Association president Allan Hubley. “We have a level of confidence back that the city knows what’s

happening now,” said Hubley. He said residents are willing to wait three months for the city to choose a list of preferred flooding fixes. “We’re nervous about the risk to homeowners but in the long term it’s good for everybody that the study be comprehensive and able to be verified by peer review.” Hubley said he was confident a combination of the proposed solutions will work to prevent future floods. Eric Tousignant, a senior water engineer with the city’s infrastructure services department, told residents during the meeting that nearly 60 per cent of Glen Cairn’s flooding problems came up through floor drains, with the rest seeping into homes through backwater valves, cleanout caps, sump pumps, foundation joints and window wells. Some of the sewer systems were built in the 1960s and 1970s, said Tousignant, when overland drainage systems and water control devices weren’t up to today’s standards. Building an emergency overflow container could be pricey – the one used in Sandy Hill cost the city $18

million. The city could install them – either depressions in the land or concrete lined containers – at Clarence Maheral Park or near Connolly Place, suggested Hubley. Other flooding fixes under consideration are: • Put pumps in the Glen Cairn Stormwater Management Pond to push the water faster into the Carp River. • Encourage residents not to pour grease down sinks, to keep pipes clear. • Install a new stormwater pipe that doesn’t connect with the sanitary system, so it doesn’t loop back into the houses. • Encourage homeowners to purchase backwater valves. • Reconfigure the Stittsville trunk line, that now comes in higher than the Bridlewood and Glen Cairn systems. “There’ll be a combination (of solutions),” said Kanata South Coun. Peggy Feltmate. “But there’ll be a matrix we’ll look at.” City staff will look at how water can be stored on land and allowed to drain slowly into the system, said Feltmate, a better alternative

than simply increasing the size of the pumps and the pipes. “What I’m pushing for is we get a solution that we’re all going to feel comfortable with and that we address all the issues,” said Feltmate. If the city uses the streets to collect and move water before it is safely drained, it needs to raise curbs and install speed bumps at key intersections so the water doesn’t turn, said Hubley. The more than 100 people who attended last week’s meeting asked many good questions, said Feltmate. “People are worried there’s going to be another incident this summer,” she said. “But I believe the city is trying to find the right solutions.” The city will replace manhole covers and work on sewer pipe replacements during the summer, said Feltmate. The city has put aside $4 million this year on flooding fixes for the west end and has earmarked $12 million in 2011 and $4 million in 2012. “The money will be there,” said Feltmate. “I believe that.” blair.edwards@metroland.com

Peter Charbonneau won. It took seven surgeries and five rounds of chemotherapy, but he beat rectal cancer and has been tumour-free for three years. Charbonneau knows his success doesn’t guarantee the next cancer patient will live. “The need is still there,” he said during the May 18 launch of a major fundraising initiative for the Ottawa Regional Cancer Foundation (ORCF). Charbonneau is co-chair of the foundation’s second phase of the Courage campaign, which aims to raise $50 million to fill the gaps in cancer patient care across eastern Ontario. The first round of the Courage campaign raised $20.5 million in 2008. That money was put to good use: • Supporting construction of the Irving Greenberg Family Cancer Centre with a $4.5-million donation, • Donating $5 million toward the Ottawa Hospital Cancer Centre, • Bankrolling $7.3 million in cancer research. In 2009, the ORCF funded 15 proposals, including:

• Equipment to improve early detection of colorectal cancer at the Carleton Place and District Memorial Hospital, • A breast program in Winchester, • Helping the Arnprior and District Memorial Hospital to provide palliative care beds for patients living in a nursing home, • A symptom-management program at Renfrew Victoria Hospital. Even before the May 18 Courage campaign launch at the Hampton Inn in Ottawa’s east end, the second phase of fundraising was already more than halfway to the $50 million goal. Maplesoft Group helped push the total forward with a $1.8-million donation at the breakfast event. All the money raised will be used to increase cancer survivorship in eastern Ontario. The ORCF also announced a number of annual award-winners during the event. Courage Award-winners included: • Tom Spence, who has raised money to fight cancer for many years, including close to $100,000 in the Alterna Do It For Dad! Family Run and Walk, • Survivor Ottawa, a walking team that takes

COMMUNITY

Borough system avoids tax levies

Keep your dogs’ yaps shut

The controversy over whether to place a special levy on Kanata north taxpayers to bury 10 hydro poles has sharply divided residents. Both have good arguments. On one side, homeowners in Kanata Lakes would like to see the poles — running about half a kilometre along Kanata Avenue between Goulbourn Forced and Richardson Side roads — buried, because it would improve the look of the neighbourhood. Makes sense, Kanata is a beautiful suburban community — at least we try — and the hydro poles are like a pimple on the face of the landscape. Kanata North Coun. Marianne Wilkinson is simply proposing to pop that pimple, and bring the area up to the visual standards of the rest of Kanata Lakes. On the other side of the fence, some residents of Morgan’s Grant and Briarbrook object to paying a special ward-specific levy just to spiffy up a section of Kanata Lakes. Briarbrook Morgan’s Grant Community Association president Matt Muirhead says the councillor failed to provide a proper public consultation to discuss the issue. Coun. Wilkinson did hold a consultation with area residents during one of her monthly ward meetings on May 17. But that doesn’t constitute enough of an involved discussion, said Muirhead in a letter to the KourierStandard this week. We agree that the city could have held a more inclusive and fleshed out public consultation. And the process does seem a tad rushed. The hydro poles are an ugly sight and we support buring them. It’s all a question of where you come up with the $2.5 million to pay for the project. If the city gave communities packets of money to spend how they see fit we could avoid the whole question of how to pay for ward specific items. In the meantime, it would be a good idea to hold further public consultation on this ward-specific issue.

I was woken up this morning at 5:52 a.m. by a trio of barking dogs. I’m not sure where common courtesy or common sense have gone from our lives. It is not OK for your dogs to bark. It is not OK for them to bark at you, at the squirrels, at you neighbour or at nothing at all. It is not OK for your dog to be barking at 5 a.m., noon, 5 p.m. or midnight. It doesn’t matter whether your dog is big or small. It is not acceptable to put your dog out at anytime and just let it bark. Whether it bothers you or not isn’t the point. Hydro pole levy a burden to taxpayers Open letter to Mayor Larry O’Brien and Members of Council Dear Mayor O’Brien and respected members of council, I am the president of the Briarbrook and Morgan’s Grant Community Association, but I am writing to you today as simply a concerned citizen and representative of my association executive. I have been denied the time to consult the wider community to ascertain their thoughts regarding my forthcoming request. A motion seeking a “special services levy” is set to come before you for consideration at your May 26 meeting of council from my elected representative, Coun. Marianne Wilkinson. Coun. Wilkinson is seeking your approval to add approximately $2.5 million to the tax bills of residents of Ward 4 Kanata North, spread over a 10-year period, in order to bury hydro lines located along Kanata Avenue between Goulbourn Forced Road and Richard-

son Side Road. Coun. Wilkinson estimates that this will amount to $18 per year, per household, for the next 10 years. The stretch of road in question is 500 metres in length and is currently home to approximately 10 poles that have been erected but do not, as yet, house the necessary wiring. Kanata Avenue is scheduled for reconstruction soon. While I am personally sympathetic to the neighbours whose homes back on to Kanata Avenue in their plight to see these lines buried, I am concerned that the levy is entirely the wrong manner in which to solve this problem. In my opinion (which is shared among the executive members of my association) the additional tax burden sends both Hydro Ottawa and local developers the wrong message — one in which if, and when, negotiations have failed (or in their absence), taxpayers will be encouraged to bear the financial load for what was once standard

in the former city of Kanata (burial of hydro lines along collector roads was the policy). The levy being proposed by Coun. Wilkinson presents something of a slippery slope whereby taxpayers in a given ward might be expected to pay on a ward-specific basis for various amenities, services, infrastructure, etc. Surely in an amalgamated city, council must be wary of decision-making that may depend on one ward’s ability to pay over another’s, and that this should not necessarily warrant additional benefits, nor warrant the absence of such in wards with a different socioeconomic demographic. Coun. Wilkinson’s motion also comes before you with an extraordinarily small amount of public consultation from my ward. Mrs. Wilkinson held a meeting on Monday, May 17 to discuss this issue and the extension of Terry Fox Drive.

It was somewhat disappointing, but not surprising, that the recent town hall meeting to discuss solutions to the flooding issues in Glen Cairn left residents feeling confused and more than a little upset. Senior water engineer Eric Tousignant explained that older sewer systems built in the ‘60s and ‘70s need to be replaced because they were not standard and that an extra pipe system to drain water away from foundations is to be explored. Glen Cairn was introduced about 50 years ago featuring a handful of homes and today thousands of residents call this community home yet there has been nothing done to improve the underground infrastructure of pipes and sewers to accommodate the growth that has taken place over the years. Residents have now been told that to protect their investment, a backflow valve be installed in their basements at a cost to each homeowner

of $4,000. To some residents this is simply unaffordable. Coun. Peggy Feltmate advised that events such as flooding are an act of God and residents should take responsibility and have the valves installed because it is their own property. As a result of this meeting, two questions come to mind: 1. At what point does the City of Ottawa take responsibility for having approved development knowing full well that the existing sewer system is inadequate? 2. If the current sewer system is not standard, should it not be brought up to standard?” Donna Mulvihill Bridlewood

In her correspondence to residents who are on her electronic mailing list (I among them) the councillor’s invitation to the meeting encouraged those in support of this levy to ensure their attendance. I suggest to you that the meeting itself, therefore, does not adequately constitute public consultation, nor can any results garnered from the meeting be properly taken as indicative of the sentiment of the entire community. Their opinion, for now, is unknown. As a ratepayer who shares some of the same concerns as the councillor, I would have preferred a discussion of policy change that could have addressed the burial of hydro lines in different areas of our city before now. While I am often supportive of my councillor, I must take issue with the manner in which this additional tax is being unilaterally imposed upon us for the next ten years – and for a primarily aesthetic benefit. The aesthetic value of burying the lines is indeed to be prized, but Coun. Wilkinson also adds that above-ground lines are unsafe, prone to breakage, and susceptible to ice-storms like that of 1998. If that argument holds any value, however, then surely all hydro lines across this city are susceptible to breakage and present safety concerns when near homes. That, in my esteem, should be addressed at a policy level and have been debated long before now. The removal of 10 poles along a 500-metre stretch of collector road does not, in my opinion, necessitate the addition of any figure of money to the local ratepayer’s property tax bill whatsoever. If this cannot be remedied through negotiations with developers, Hydro Ottawa, or by re-defining the City of Ottawa policy, then I am unwilling to see taxpayers burdened more than they already are. I trust you will give this issue due consideration, and it is my hope that you will not support Councillor Wilkinson’s motion to approve a special levy added to the tax bill in Ward 4.

To show support for their community, Kanata churches will come together on June 12, to organize the sixth annual Love Kanata event. The event will feature free car washes, free hot dogs and drinks and free yard clean up, along with fun activities for kids and live music. “It started out in Vancouver with a Love Vancouver event and then the idea spread across the nation,” said Rev. Keith Macaskill of the Bridlewood Community Church of the Nazarene (BCCN). “It was originally called Love Ottawa but we realized that the churches involved were primarily in Kanata so we renamed it six years ago.” The events are run by members of the BCCN and are being organized by Rosie Whelan, a member of the church. All the people involved are volunteers. “We usually have about 150 volunteers,” said Macaskill. “Some are on site at the church while others are involved in another component of the event called Helping Hands.” Helping Hands involves volunteers driving out to the homes of senior citizens, single parents or people with disabilities and helping them with yard work, clean up and other basic household chores. Last year, Macaskill estimates, they washed around 220 cars, most belonging to people who have no affiliation to the church. “It’s supposed to be specifically for people who are not part of our church, so we can reach out to our community at large,” said Macaskill. The event was a success, and new functions are planned for this year. “There will be a new component that is an inflatable obstacle course that is specifically geared towards pre-teens and teenagers,” said Macaskill. “It’s a component we haven’t had in the past.” Love Kanata will take place at the BCCN, which is located at the corner of Eagleson and Stonehaven from 8 a.m. – 4 p.m. For more information, you can contact Pauline Austin at 613-5913469.

The Babs Harcourt Friendship Memorial Golf Tournament will be held on Wednesday, June 16 at the Greensmere Golf and Country Club. The day includes an 18 hole scramble on Greensmere’s new Legacy course, a BBQ lunch, golf with cart, dinner, games, prizes and a silent auction. The proceeds from this event support the Ottawa Regional Cancer Foundation (ORCF). Greensmere Golf Club member Babs Harcourt, who passed away in 2007, “embodied the qualities of a true golfer – etiquette, commitment to the game and a spirit of fun,” said friend and fellow golfer Susan Desjardins. The event has grown each year both in numbers of ladies participating and funds raised. “Golfers of all levels are invited to join us for a fun day supporting a great cause,” said event chair Margaret Gillgrass. “Last year, $7,000 was donated to The Lucille Broadbent Legacy Fund of the Ottawa Regional Cancer Foundation.” The Lucille Broadbent Legacy Fund generates the income required to provide grants that will help cancer patients through their journey by easing the stress of financial burdens that often occur during treatment. Registration is $85 per person with check-in and lunch beginning at 11 a.m. and a shotgun start at 1 p.m. Greensmere Golf and Country Club is located at 1717 Bear Hill Rd, Carp. Students from Elisabeth-Bruyere Catholic elementary school show off their True Sport tattoos after getting an autograph from Olympic alpine snowboarder Caroline Calve on Friday, May 21. Other elementary schools that took part in the True Sport Play Day include Roch Carrier, Bridlewood, St. Anne and W.O. Mitchell. The fun outing was hosted by the Bridlewood Community Association.

Sports Day brings Bridlewood schools together JESSICA CUNHA KOURIER-STANDARD Students from five Bridlewoodarea schools had the chance to listen to an Olympic athlete recount her experience in Vancouver, on Friday, May 21. Olympic alpine snowboarder Caroline Calve told the kids it’s never too early, or too late, to start going after their dreams. Calve started skiing at age five, but didn’t get on a snowboard until she was 16. It wasn’t until she was 22 years old that she started racing. “I started with little things, little steps,” she said to the crowd. “I wanted it so bad; I really wanted to be a good snowboarder.” And in February 2010 during the Olympic Winter Games in Vancouver, she showed the world just how good she is. Although Calve didn’t win a medal, “just being there,” was enough for her, she said. “It was a great experience,” she said. “The ultimate goal I finally achieved.” Calve,31, hails from across the river, in Aylmer, QC. She grew up on the slopes of Mont Sainte Anne. “I really found a sport I loved for the first time,” she said, about skiing. “I loved the idea of going fast.”

A friend who coached snowboarding convinced her to try alpine snowboarding and she hasn’t looked back since. “What motivated me when I was a kid, there’s always a sport for you,” she said. “Personalities are like sports…there are so many each.” Calve stressed the importance of finding something they like to do and sticking with it. “Whatever motivates you to be active is a very personal thing,” she said. “(It’s) the importance of doing something you love, no matter what it is.” TRUE SPORT PLAY DAY The Bridlewood Community Association (BCA) hosted its third annual True Sport Play Day on Friday, May 21, bringing together five area schools for a few hours of sun, fun and community. Over 100 students, teachers and residents took part in the day dedicated to teaching students the importance of an active lifestyle. “Four years ago, the BCA officially signed onto True Sport and we are now among the over 1,900 communities who have decided to make public what we have for so long believed in,” said Margaret Kellaway, chair of the BCA sports committee. “Sports contributes immeasurably to the vibrancy of our community.”

Six stations were set up around the perimeter of the baseball diamond at the Eva James Memorial Community Centre. The students visited each station where they learned a new game, how to make healthy choices and get an autograph from Calve.

“I’m just a normal person,” said Calve. “I find it weird that I can actually make a difference. It’s really gratifying.” True Sport is a national movement of communities and individuals who care about providing a safe, welcoming and rewarding

experience for all participants in sport. Founded on the four core values of fairness, excellence, inclusion and fun, True Sport provides people with an opportunity to showcase their commitment to good sport. jessica.cunha@metroland.com

Amanda Clarke was awarded a Pierre Elliot Trudeau Foundation doctoral scholarship worth $180,000 on April 23. The former Kanata resident, who attended Holy Trinity Catholic High School, and attended Carleton University will start her doctoral studies in information, communication and the social sciences at Oxford University in October of this year. “I was overjoyed, wrote Clarke in an email. “I invested a lot of time and effort in the application process and was hopeful, but I knew that the competition would be incredibly stiff. I’m proud of this accomplishment, but also very aware that the results could have gone the other way quite easily. I feel very fortunate. The scholarship will help Clark pay for her tuition and living expenses, along with a travel fund to help cover the costs of attending conferences and conducting field work. “The funding is significant, and will enable me to think creatively about my research without having to worry about the financial strains that normally accompany doctoral studies, said Clarke. Her doctoral thesis is focused on examining the role of online consultations in the policy processes of governments

incapable of using these technologies to engage citizens effectively. Her research, Reforming Public Governance in the Digital Age: Learning from e-consultations in Canada and the United Kingdom, will evaluate how the Internet affects the relationship between public servants, political leaders and the people they serve. “The need to rethink this relationship is especially apparent given the low rates of voter turnout and soured popular perceptions of politics that undermine the quality of Canada’s representative democracy today, said Clarke. When she finishes her thesis, “I would like to teach, research and advise institutions interested in developing strategies for online citizen engagement, she said. Created in 2003, the Trudeau scholarships are awarded to 15 students each year. The foundation provides the largest scholarships for doctoral studies in the social sciences and humanities. “Trudeau scholarships not only accelerate the careers of those who receive them but also enable recipients to make a significant contribution to Canada and to Canadians, said P.G. Forest, president of the Pierre Elliott Trudeau Foundation. “We reward excellence and provide doctorate students with the best conditions to ground their work in the real world. jessica.cunha@metroland.com

Kanata teachers earn city-wide recognition PHIL DUKARSKY KOURIER-STANDARD Two Kanata area teachers were among the finalists at the Capital Educators’ Awards held on May 20 at Algonquin College Cynthia Tinker, a Grade 1 teacher at John Young Elementary School, and Lisa Irwin, a junior kindergarten teacher at Katimavik Elementary School, were selected as two of 19 nominees representing the Ottawa-Carleton District School Board. For Tinker, who is only in her second year of teaching and her first year teaching full time, the experience was “surreal.” “I wasn’t expecting it all,” said Tinker. “It was very complimenting.”

Madame Tinker, as her students call her, first decided she wanted to teach while doing a co-op placement in high school. “I was placed in a kindergarten unit while in coop,” said Tinker. “I quickly realized how much of an impact I could have on young lives and how I could change them.” Her goals of having an impact came full circle after parents of the children she teaches nominated Tinker for the award. “I just try to make it really fun to learn and my goal is that they enjoy the French language as much as I do,” said Tinker, who teaches French. At the gala Tinker had the opportunity to meet many of her peers. Among them were three of her colleagues from Huntley Cen-

tennial in Carp, where she taught last year, and many more experienced professors. “It was amazing because some of the people there have been teaching longer than I’ve been alive,” said Tinker, who is only 25. “I just want to thank the organizers for acknowledging us.” Lisa Irwin found her nomination very “touching” and the best part of it, for her, was that the nomination came from parents. “The letters I received from the parents were ones I’d love to frame,” said Irwin. “It really gives you inspiration to continue to do your best for their children.” Irwin has taught almost every grade up until high school but she finds junior kindergarten very fulfilling.

“I have to get them trained,” said Tinker. “Because I’m their first teacher, it’s like I’m molding the cup for other teachers to fill up.” The gala itself left Irwin impressed. “It was something to see,” said Irwin. “When you heard what the 16 winners had done, you were left in awe.” Irwin wasn’t among the winners but to her the true reward from her work comes not from awards but from the lasting impression she’s made. “Even if I hadn’t got the nomination,” said Irwin. “I have tons of letters that parents wrote to me over the years and whenever I have a down day I open up the letters and I pick back up.”

Black bears are nothing like friendly cartoon bears. They are smart, curious, powerful and potentially dangerous. And they don’t like surprises. If you are a hiker, cyclist, jogger, berry picker, or you plan to spend some time in bear country, you need to know how bears behave so that you can avoid an encounter. Bears usually avoid humans. Generally you won’t see a bear even if one is close by. Remember, you are a visitor in the bear’s home range, so do all you can to avoid encounters. • Make noise as you move through wooded areas – especially in areas where background noise is high, such as near streams and waterfalls. Singing, whistling or talking will alert bears to your presence, giving them a chance to avoid you. • Travel with others if possible. • Be aware of your surroundings: do not wear headphones. • Keep an eye out for signs of bears, such as tracks, claw marks on trees, flipped-over rocks or fresh bear droppings. • Carry and have a whistle or an air horn and bear spray. • Consider carrying a long-handled axe, particularly if you are in back country. • Avoid strong fragrances that may cause a bear to be curious; put any food you are carrying in sealed containers in your pack. • If you are out with a dog, control it. Uncontrolled,

untrained dogs may actually lead a bear to you. • While berry picking, occasionally scan your surroundings to check for bears, and rise slowly from your crouched position so you don’t startle any nearby bears. They may not recognize you as a human when you are in a crouched position. When enjoying Ontario’s campsites, lakes, forests and hiking trails, remember that you’re in the natural habitat of black bears. Bears have a keen sense of smell, and are attracted by the odour of human food and garbage. To avoid conflicts with bears, prepare and be aware. • You are responsible for your own safety. Plan your trip with safety in mind. Before you go, learn about black bears; signs of bear activity (like tracks and scat), and how to prevent and handle encounters with bears. • If you are bringing children, always keep an eye on them. When hiking, it is wise to keep children between adults. • Before you leave home, discuss bears with children. Teach children simple things like making sure they can always see an adult; to never approach a bear or other animals; to never run from a bear and if they see a bear to stay calm and call for help. • All food odours can attract bears. Pack all food, including dog food, with special care. Double or triple bag food to reduce smells. Consider choosing meals that require minimal preparation. BEAR, SEE 15

• Think about how you will handle your garbage, and how you will keep your campsite clean and odour free. • Pack a couple of long ropes for hanging your food pack. Practice hanging a pack before you go. • The Ministry of Natural Resources or Ontario Parks can provide general information about recent campsite or route closures due to bear problems. Keep in mind, however, that bear activity cannot be predicted. Most problems between black bears and humans occur when bears are attracted by the smell of and rewarded with an easy meal. When bears pick up a scent with their keen noses, they will investigate it – even at your cottage. If bears are rewarded with feasts of bird food, garbage or pet food, they will return as long as the food source is available. It takes all cottagers working together to eliminate these attractants and to stop bear problems. Here are some tips to help avoid these unwanted visitors. • Fill bird feeders only through the winter months. • Never purposely feed bears (or other wildlife) or try to approach them. • Put garbage in containers that have tight fitting lids, and only put it out on garbage day, not the night

before. • Store garbage in a bear-resistant container, secure shed or garage. Do not store garbage in plywood boxes, old freezers or vehicles. • Do not stockpile garbage. Take it to the dump frequently. • Never leave garbage behind. If you must leave before garbage day, or if you do not have curbside pick up. Take your garbage with you when you go. • Keep meat scraps in the freezer until garbage day. • Remove grease and food residue from barbecue grills, including the grease cup underneath, after each use. • Do not put meat, fish or sweet food (including fruit) in your composter. • Pick all ripe fruit off trees, and remove vegetables and fallen fruit from the ground. • Encourage your neighbours to practice good bear wise habits. • If you rent your cottage, tell your tenants the importance of being bear wise. • You are responsible for your own personal safety. Take precautions when you are in the outdoors. In a life-threatening emergency, call your local police or 911. For more information visit www.ontario. ca/bearwise.

Cigs go up in smoke on World No Tobacco Day KOURIER-STANDARD World No Tobacco Day is celebrated around the world on May 31 each year, raising awareness of the widespread prevalence of tobacco use and its negative effects on our overall health and to the environment. It’s also a great catalyst for many people looking for the perfect time to try to break

their tobacco addiction and get on the right track toward improved overall health. For those looking to quit, the Canadian Cancer Society Smokers’ Helpline provides personalized support and resources to help cope with cravings, withdrawal symptoms and stress through phone counselling, online tools and text messaging, including: • Personalized quit plan. • Free self-help materials.

• Online discussion forums. • Web-based “Quit Meter” with personalized feedback on financial and health gains. • Instant messenger support. The theme of this year’s World No Tobacco Day is “gender and tobacco with an emphasis on marketing to women.” Women are a major target of opportunity for the tobacco industry, which needs to recruit new users. In Canada, approximately 10,700 Canadian women were diagnosed with lung cancer and 9,400 died of it in 2009. Health benefits of discontinuing tobacco use: • Within 20 minutes: Your blood pressure drops, your pulse returns to normal and the temperature of hands and feet stabilizes.

• Within 8 hours: The carbon monoxide level in your blood drops. • After 24 hours: Your chance of having a heart attack decreases. • After 48 hours: Your ability to smell and taste improves. • After 72 hours: Lung capacity increases. Breathing can become easier. • 2 weeks to 3 months: Your circulation improves. Walking becomes easier. Lung functioning may increase by up to 20 per cent. • 1 to 9 months: Coughing, sinus congestion, fatigue, shortness of breath may decrease. Your cilia may even begin to regrow and that can help clean the lungs and reduce chance of infection. • 1 year: Risk of heart disease is cut in half.

Protect your eyes…raise funds for CNIB...and have fun!

The proposals for redeveloping the park portion of Lansdowne Park are estimated to cost between $32.9 million and $88 million. This is in addition to the $120 million the City will have to pay to renovate the stadium and arena, the cost of providing new trade show space, and the cost of dealing with anticipated traffic problems. The proposals assume that the NCC and Parks Canada will pay a portion of the cost. However, most of the cost will be funded by the City.

CNIB has partnered with New Look for the “Shades of Fun Day” event today, Thursday May 27th. For this event “A Morning” did a special live TV broadcast this morning, from New Look’s location at 137 Rideau Street, to help promote the “Shades of Fun Day” and raise funds for CNIB.

Kanata will be rockin’ for Canada Day celebration

NOW OPEN

Expansion Model Suite & Common Areas

JESSICA CUNHA KOURIER-STANDARD Local musical group the Elyssa Mahoney and Lucas Haneman Band will be playing Canada Day in Kanata. The band played the celebration back in 2008 and has been asked back for this year’s event. “They said, ‘It would be great to have you guys back,’” said Haneman, who plays guitar and sings backup vocals. “So we’re really lucky.” The year-long break, which is mandatory in order to give attendees something different to listen to each year, has allowed the band to grow and expand their musical repertoire. “We’ve had more time to develop as a band,” explained Haneman. “So I think this is going to be a really fun show, that’s for sure, and it’s exciting to open for David Usher too.”

Seeking advice Dear Edwina Junior sure to be a hit for whole family KANATA THEATRE Having one’s accomplishments posted on the fridge is celebration enough for most children – and Edwina Spoonapple is no different. Miss Spoonapple’s much longed-for prize though, unlike the many musical prize ribbons and glowing report cards belonging to her siblings, is an invitation to the Kalamazoo Advice-A-Palooza Festival. When Dr. Joyce Brothers leaves the festival, a spot becomes available and Edwina rallies the young cast and crew of her weekly advice giving show, Dear Edwina, to help her impress the talent agent sent out to look for a replacement. Edwina counsels on everything from picky eaters to obnoxious party guests, from table setting etiquette to welcoming new people, and from the benefit of saving one’s pennies to why you should be proud of who you are – all done in song and dance – and with the undercurrent of unrequited love. Your family will be entertained by one zany character after another; the Fairy Forkmother, the Queen of Boola Boola, Aphrodite, Carrie, Becky, the Vanderploonk Triplets, Chef Ludmilla, Ziggy, Farmer Jerry and many, many more. Along with David Usher, Mahoney and Haneman will be opening for the band Crash Parallel. “We love playing outdoor festivals,” said Haneman. “It’s going to be great to play for a big crowd of people, we always like doing that. And it’s mainly about that; people are there with their families, people are there with their significant others; it’s nice to play for a community.” Haneman grew up in Katimavik in Kanata, while Mahoney, who sings lead vocals, and Tristan Boucher, who plays drums, grew up in Craig Henry in Nepean. Bass player Nick Crisafi grew up in Gatineau. Each is influenced by different sounds, which is evident in the music they create. “We’re really into playing some old rock songs that people like, a lot of rock and blues songs,” said Haneman. “But we’re also really into some modern stuff, like Lady Gaga, that people like to dance to. We try to make music that’s different. We’re trying to make music that doesn’t really sound like anything else.” Mahoney and Haneman have been playing together for close to four years. “We get inspiration through just hanging out with each other and talking about stories, things that have happened to us,” he said. “A lot of our songs are inspired by events. Our inspirations often come through Elyssa and I getting together and having long-winded, hilarious conversations about what’s going on in our lives. It’s a very creative process.” At the moment, the band is focusing on promoting their new CD “Pull Me In” and upcoming shows, including the Cancer Relay for Life benefit in Lombardy, Ont. “We’re really excited about the songs that we’re playing,” said Haneman. “The new material is starting to take on a bit of a different direction – a bit more modern, a bit more influenced by lots of dance music and modern rock bands. So we just want to play music people will enjoy and hope that people have a good time listening to us.” The Canada Day in Kanata celebration will be held at the Kanata Recreation Complex on July 1. jessica.cunha@metroland.com

The Kanata Art Club celebrated the opening night of its 24th juried exhibition and sale at the Brittania Gallery on May 6. The evening reception was well attended by member artists, their friends and family, and members of the public. Past president Bernice Wills presented the exhibition’s many awards, some going to artists who had not previously won an award with the club. The award recipients were (by category): • Viewer’s choice 2009: Mary Stewart, with honourable mentions to Dorothy Hayter, Monika Seiden-

busch, Eileen Stevenson and Donna Wiegand. • Award of Excellence: Margrit Jorgensen, Diana Pilsworth, Anne Vincent. • Best in Show – Ana Maria Rutenberg for “Magnificent.” The jurors selected 43 pieces of work prepared in a variety of mediums – oil, watercolour, acrylic, and mixed media. A range of subjects were represented as well – landscapes, florals, and figure work – showing that the club’s artists are definitely influenced by their surrounding environment. The exhibition runs until May 30 at the Britannia Gallery, located at 2728

Howe St., Ottawa. Gallery; hours are Tuesday to Friday 10 a.m. to 5 p.m., Saturday 10 a.m. to 4 p.m., and Sunday 1 to 4 p.m. The Kanata Art Club began in the 1960s and has grown to more than one hundred members. Many of the members are active in their cultural community by exhibiting their work and participating in clubsponsored workshops and classes. Guests and new members are welcome at our monthly meetings at our studio in the March Central Community Centre, 1030 Riddell Dr. For more information, contact Josie Braden at 613-599-4959.

When close friend and respected Ottawa 67’s general manager Brian Kilrea gave the shifty left winger a ringing endorsement, Vince Malette had to check him out for himself. And when the Kanata Stallions head coach saw that shifty forward – Spenser Cobbold of the Ottawa Valley Titans – first hand last season, he couldn’t help but be impressed with Cobbold’s efforts. “When I went out to see him play, what Brian told me is what I saw,” Malette said. “He’s a hard-working kid, he skates and competes hard, and he can provide some offence.” So it came with little surprise that the Stallions made the Stittsville native the second overall pick of the 2010 Central Hockey League draft on May 19 at the Earl Armstrong Arena. Offence was the signature of Cobbold’s game in 2009-10. The winger finished seventh in Ontario East Minor Hockey League minor midget AAA scoring last season with 51 points in 29 games. Even though his regular season point total was only good for fourth best on the Titans, and his 15 playoff points were third highest on the team, Cobbold’s skills were easily to spot because of all the intangibles. “On that team, Killer (Kilrea) told me that was one of his favourite players,” Malette said, adding that Kilrea’s opinion was important considering they coached together with the 67’s for nine years. “He was continuously working at both ends of the rink. You could pick him out in the game because of his hard work and he went hard to the net. He played defence hard in the zone as well. “We’re hoping to have him on the roster (for next season).” And Cobbold is hoping to be there too. Though he knows there will be some growing pains after a rebuilding season for the Stallions last year, in which they finished last in the Yzerman division with 35 points, he is looking forward to the challenge. “I’m going to work hard this summer and hopefully play in Kanata,” Cobbold said. Cobbold was also drafted by the Mississauga St. Michael’s Majors of the Ontario Hockey League. Since they Majors are hosting the 2011 Memorial Cup, they will feature a veteranladen club. While Cobbold is intrigued by the thought of playing for a Mississauga team that is expected to rebuild in 2011-12, he has

LAURIE CHATIGNY A Kanata family had the experience of a lifetime when they travelled to Vancouver for the 2010 Olympic Winter Games. Last week we published part two in the threepart series of the Chatigny family in Whistler. Here is part three, the final chapter of the family’s first-hand account at the Vancouver Olympics. The real excitement came the evening of February 27. We had supper in the Whistler Athlete’s Village, and after finishing our meal, we came out near the CTV Mountain Square set, where Jennifer Hedger interviewed athletes from that day’s events. I looked over and saw four big men in red Canada jackets on stage. There was nobody around so I motioned to my husband that we should head over. We were standing front and centre for their interviews. Lascelles Brown, a member of the team, sat down beside our son, talked with him briefly and let him hold his medal. In the meantime, my daughter and I shook hands with Lyndon Rush and Chris LeBihan and got to touch their bronze medals. We couldn’t have been prouder Canadians and the pride spilled all over Mountain Square as the athletes began their interviews. After our brush with Canadian stardom, we took the time to walk around in Whistler Village. There were people from all over the world who wanted to take in the last night of revelry and excitement in Whistler. We had our family picture taken in the Omega bobsled, took shots of the giant Olympic rings, glanced around the Olympic Store and just took in the atmosphere. It was incredible. Our final Olympic event on Sunday was at the Whistler Olympic Park in Callaghan Valley, home to Nordic and ski jumping events. We found a place along the course and watched with amazement as these men raced. I have seen many a marathon, but this was unbelievable; these men were like

well-oiled machines. The course was challenging and they were going all-out for over two hours. Near the end of the event we moved to the top half of the finish area, just before the skiers turned the corner for the last sprint to the finish. Our Canadian, Devon Kershaw, was in the running sitting in fourth as he rounded the corner. We, and all our other Canadian compatriots, were screaming at the top of our lungs “Go Canada go!” urging him on. In the end he finished fifth, just 0.6 seconds out of a medal. It was heartbreaking as we watched him cry in the post-event interview with CTV. After the cross country finish, we went back to our hotel to watch the final, and for Canada, marquee Olympic event: the men’s gold medal hockey showdown. As everyone now knows, we watched Sidney Crosby score the spectacular game winning goal in overtime for a 3-2 score. Not only did Canada win, we broke the

record for the most ever Olympic gold medals won by any country. This was a totally amazing accomplishment for all our Olympic athletes and we definitely owned the podium. In honour of our athletes, we unfurled our large Canadian flag on the fifth floor balcony of our hotel room. After the game, while in the village, we could see the closing ceremonies on the Whistler Live! big screen TVs, but we didn’t pay too much attention; it was hard to accept the Olympic experience was coming to an end. We stayed in Whistler for another three days after the Olympics finished, but it was as if somebody had thrown a wet blanket over the village. The crowds and excitement were gone, now fading into people’s hearts and memories. We returned to Ottawa from Abbotsford on March 5 and will cherish our once-ina-lifetime Olympic experience for the rest of our lives.

Ottawa’s newest team may be small in size, but it comes with big goals. Ten children from across eastern Ontario were named to a Dream Team on May 19 during an event at Roger’s House. The 10 children have all used the services of Roger’s House in the past, and now aim to raise money to keep the house in business. Roger’s House – named in honour of the late NHL hockey coach Roger Neilson – provides palliative and respite care to children suffering life-threatening conditions, and their families. The 10 youngsters who make up the Dream Team were introduced like hockey stars by former TV anchorman Max Keeping as they entered the lobby at Roger’s House, decked out in Ottawa Senators tshirts. The goal of the Dream Team is to have 10 local companies or community organizations each sponsor one of the team members for the Walk, Roll and Run for Roger’s House on June 20 at Scotiabank Place. Two members have already been “drafted.” Two-year-old Ollie Lumley-Pfiel of Sudbury, Ont., was selected by Enterprise Holdings Inc., the parent company of Enterprise Rent-A-Car. Ottawa Senators president Cyril Leeder drafted Brian

O’Connor of Perth during the event at Roger’s House. “Roger would have been very proud of this team,” Leeder said. Zachary Takacs of Manotick was introduced as a small but mighty member of the Dream Team. His mother, Valerie Hodge, said Roger’s House “is a place where we can come and Zachary can have a holiday. “This really is a wonderful place,” she added. “He cries when we come to take him home.” Zachary is five years old this week and attends junior kindergarten at Manotick Public School. He has Treacher Collins syndrome, which limited development of his head and face prior to his birth. He also fought off meningitis. Hodge said Zachary is not yet expressing himself verbally, but has full cognitive abilities and a love of music. Hodge said she plans to run five kilometres during this year’s Walk, Roll and Run for Roger’s House and Zachary will be there too. Bells Corners’ resident George Belaire may hit the road for the Walk, Roll and Run if the mood strikes him. His mother said George has been diagnosed with “multiple exceptionalities.” If George sets his mind on walking five kilometres, he’s a good bet to finish. The most senior member of the Dream

Team is Sarah Wall, a Grade 12 student at St. Pius X High School. Her mother said the family has needed Roger’s House for respite care, including a family emergency when there was a death in the family. “We were able to get in right away,” she said. ABOUT WALK, ROLL AND RUN FOR ROGER’S HOUSE This will be the seventh year the event takes place, and the Walk, Roll and Run for Roger’s House has raised $950,000 so far. Participants can walk, run or use wheels to cover two- or five-kilometre routes, and youngsters will cover the Tot Trot course. All participants can raise pledges, and can set up a personal web page for their friends to visit. June 20 begins at Scotiabank Place with registration at 8 a.m. The cost is $20 for anyone age seven and up and includes an appreciation kit, lunch and access to the Fun Zone, with live entertainment, Little Ray’s Reptiles and appearances by Senators players. Prizes include Sens tickets and a skating party at Scotiabank Place. Capital City Storm, an all-star cheerleading club, is holding auditions on May 29. All-star cheerleading is a fastpaced, exciting sport that combines stunt work, dance, gymnastics and jumps. Capital City Storm (CCS) competitive teams compete in several competitions in Canada and the United States. CCS has had a very successful year this year. Our senior team (ages 15-18) came second at Nationals in Mississauga and first at the COA Nationals in Buffalo, N.Y. They also placed first at Provincials and Regionals. Our junior team (ages 12-14) placed third at Nationals and first at provincials and regionals. Our youth team (ages 9-11) placed first at the Jamfest Nationals in Syracuse as well as first at regionals. Our mini team (ages 6-8) placed third at Nationals this year and first at Regionals. Our open team (ages 18 plus) placed first at PCA Nationals this year. Our parents team also competed at Nationals in a non-compete division and had a wonderfully successful showing. CCS also offers a recreational program that runs on Sunday afternoons for 3 to 5 year olds and 6 to 10 year olds. CCS is located at 119 Iber Road (Unit 11) in Stittsville and has been operating for five years. CCS is committed to quality programming, excellence and success, both in and out of the gym. At CCS we believe there is a spot for everyone on an all-star cheerleading team in a safe, fun and positive environment. Our motto is “Believing, Achieving, Succeeding, Together.” All CCS teams consist of new and veteran athletes who, together, strive to be the best that they can be.

Jessie Perry, a coach at the Kanta Rhythmic Sportive Gymnastics Club recently won a Gymnastics Ontario Young Coaches Development Award.

Gymnastics coach wins L.A. trip KANATA RHYTHMIC SPORTIVE GYMNASTICS CLUB Ottawa University student Jessie Perry coaches at the Kanata Rhythmic Sportive Gymnastics Club 28 hours a week. Her dedication to the sport was rewarded by Gymnastics Ontario recently, with a Young Coaches Development Award, allowing Perry to be mentored by more experienced international level coaches, Tsatiana Kastenkava and Alla Kosheleva from Kalev in Toronto. Perry joined the coaches and their gymnasts on a trip to represent Canada at the Los Angeles Lights Rhythmic Gymnastics Competition. Perry coached the Canadian gymnasts and observed rhythmic gymnasts from all over the world, including World and Olympic competitors, in training and competition. She said that the gymnasts who made the biggest impact on her were from Belarus and the Ukraine. “They were amazing,” she said.

“They were extremely talented, but also worked really hard. In the practice gym they were all so focused on their own work, and it really showed by their routines. The gymnasts from Belarus had incredible presentation; their artistry was great; they walked onto the carpet and were shining. They were really memorable.” Perry coaches every level at the KRSG, including the youngest recreational gymnasts, two aesthetic groups at the interclub and provincial levels and the provincial and national level individuals. A rhythmic gymnast since joining the KRSG at age four in the recreational program, Perry won Provincial titles both individually and as a group member, and she is now a level 2 coach and a level 3 National judge in the sport. Perry’s next adventure in coaching will be running the new Recreational Summer Camp for the KRSG. The one week camp will run from 9 a.m. to 4 p.m., with before and after camp care available, from Aug. 9 to 13.

Reaghan Proulx of Kanata, Jessica Peters of Almonte, and Meghan Ridley of Stittsville are proving to be a force to be reckoned with this year on the Swarm, their novice house league lacrosse team in the Nepean Minor Lacrosse Association. Proulx is one of the fastest runners on her lacrosse team. She has no difficulty getting involved in the play and often comes out with a loose ball. All three are proving to be a force playing mostly among boys and hope to help grow lacrosse for girls in the Ottawa area.

Another door-to-door wake-up call for working smoke alarms

Kanata Kourier-Standard - MAY 27, 2010

OTTAWA FIRE SERVICES Ottawa firefighters will be visiting 10,000 Ottawa households over the spring to remind residents of the value and legal responsibility of having working smoke alarms. “The corporate sponsors have truly made this a community safety campaign,” said Coun. Diane Deans, chair of the city’s community and protective service committee. “Their assistance has helped to ensure that our messaging resonates with the public.” The “Wake Up! Get a Working Smoke Alarm” campaign started in 2005. During that period, 35 per cent of homes inspected did not have a working smoke alarm.

Today, that number has dropped to 15 per cent. In the five years, Ottawa Fire Services (OFS) have visited over 70,000 homes. Firefighters can also check existing smoke alarms to see if they are working properly – even replacing batteries or installing a new alarm, upon request. “Smoke alarms are not just a nice-to-have life saving tool,” said Ottawa Fire Chief John deHooge. “Since 2006, it is now law that residents must have working smoke alarms outside every sleeping area and on every level of the dwelling.” For more information on the “Wake Up! Get a Working Smoke Alarm” campaign, visit www.ottawa.ca.

Rivers — A Source of Drinking Water By Janet Stavinga, Chair

Coming Up! Next SPC meeting is June 3 at 6pm at the Smiths Falls RCAF Wing (44 Abbott St. North). Committee members will be there early for a “meet and greet” from 5pm. The only agenda item is the approval of a DRAFT version of our Assessment Report. This report is a collection of all our technical findings and it will be posted this summer for public consultation – see our next column for details!

Next Meeting June 3, 2010 6 p.m. Smiths Falls

Four municipalities in our region get their source of municipal drinking water from local rivers: Carleton Place, Ottawa, Perth and Smiths Falls. Their intake pipes draw water straight out of the Mississippi River, Ottawa River, Tay River and Rideau River, respectively. That water is then filtered, disinfected and tested before being piped out to homes and businesses in those urban areas. The Mississippi-Rideau Source Protection Committee (SPC) is now completing studies that will make municipal drinking water even safer! These rivers and the land that drains into them upstream of the intakes were studied to determine where pollutants might be able to get into the water and how vulnerable the intakes are to contamination. Knowing this will allow us to create policies that will help prevent contamination in crucial areas. First, the studies assessed how vulnerable the intakes are to contamination. For instance, Ottawa’s intakes, that are over 300 metres from shore and more than 6 metres deep, are generally less vulnerable than intakes in smaller rivers like Perth’s whose intake is only four metres from shore and is less than two metres deep. Next, the studies mapped land and water where polluted runoff or spilled chemicals could flow downstream and reach the intake. Three important Intake Protection Zones (IPZs) were mapped: a 200 metre buffer around each intake (IPZ-1); an area within which runoff and spilled contaminants could reach the intake within 2 hours (IPZ-2); and a large area within which water could reach the intake (IPZ-3). Lastly, scientists determined how easily contaminants (if present) could enter the river within these three zones – the vulnerability of the area. They considered: amount of land in IPZ-2 (more land, more chance of contamination); land cover, soil type, permeability and slope (all determine if water will run off into the river or seep into the soil – higher runoff means more chance of contamination); and the presence of pathways like ditches, storm sewers and tributaries which make it easier for contaminants to get to the river. In IPZ-1, only Ottawa’s intakes received the lower of two possible vulnerability scores. In IPZ-2, Smiths Falls and Ottawa received the middle of three possible scores while Carleton Place and Perth received the highest. This is the first time this type of study has been done in Ontario and there has been a lot of debate about methodologies. While it’s not in the public interest to underestimate how vulnerable our drinking water sources are, it also isn’t right to assign the most restrictive vulnerability score to an area without scientific rationale. The SPC considers these results to be a reasonable first time assessment with the desire to reassess them (and assign vulnerability scores in IPZ-3) once more provincial direction is provided. Land uses are now being looked at within the most vulnerable areas to estimate how many significant threats to the water supply currently exist. Examples include municipal landfills and sewage treatment plants, large volume fuel storage, large volume fertilizer and pesticide application and spreading of manure. Many of these land uses can easily reduce their threat by implementing best management practices. A Source Protection Plan containing policies to address each threat will get underway this fall and will involve lots of public input.
