Wilkinson’s levy divides community Proposed tax angers residents PHIL DUKARSKY KOURIER-STANDARD Kanata North Coun. Marianne Wilkinson said she plans to propose a special services levy to bury hydro lines that span from Goulbourn Forced Road to Richardson Side Road, to city council on May 26. The levy would create a new $1518 annual surcharge for residents in Kanata North for the next 10 years with the money going towards covering the $2.5 million necessary to bury the lines. The idea of imposing a new tax is sharply dividing Kanata residents. “Two to one in favor,” said Wilkinson in regards to the reaction from her constituents. “The people who are opposed seem quite strongly opposed,” said Wilkinson. “But I’ve had support from Beaverbrook and even some from Morgan’s Grant.” Morgan’s Grant is where much of the opposition to the levy has come from, said Wilkinson.
“I empathize with the residents along Kanata Avenue but what we’re dealing with here is about 10 hydro poles on a 500-metre stretch of road,” said Matt Muirhead, president of the Briarbrook Morgan’s Grant Community Association. “It’s a disincentive for developers and Hydro Ottawa to negotiate with communities and councillors to find a solution that doesn’t include a 10 year tax increase.” All parties involved agree that things need to change at a policy level, however, Hydro Ottawa and the city of Ottawa have shown no willingness to discuss alternative arrangements. The transportation committee unanimously approved instituting the proposed levy. “A levy was already successfully used in Alta Vista to build a community centre,” said Wilkinson. “And I’ve suggested holding annual fundraisers to help those with lower incomes and retirees who may struggle to pay the tax.”
