Don Wright, vice president and general counsel at Waste Management replied “I honestly don’t know,” when asked by a resident if he would want to live and raise a family beside the new landfill. This brought cries of outrage from those in the community who would be living in close proximity to the proposed West Carleton Environmental Centre. “How can you say, ‘I don’t know?’” yelled Marlene Labelle, Stittsville’s representative on the Waste Management project advisory committee. “I’m just very frustrated with their attitude,” she said after the session. “They want community input but they’re just not listening. I’ve submit-

ted three reports to them and I’m working on my fourth one and they’re still running ahead with the terms of reference.” The terms of reference will be submitted sometime in the next few weeks. “It’s very frustrating to watch this,” said Labelle. “They’re pulling the wool over peoples’ eyes.” SKIRTING THE ISSUE “This community has done its share, accepting garbage for a wide range of people across the province,” said Norm Sterling, MPP for Carleton-Mississippi Mills. “You are misleading the people right now,” he yelled when a Waste Management spokesperson said the new site wouldn’t be taking in garbage from outside eastern Ontario. “It’s time for someone else to take this on,” said Sterling to audience applause. HEALTH CONCERNS Stittsville resident Christine Armstrong said she has fibromyalgia. She said she has health

concerns regarding the proximity of the new dump to the community. PILOT PROJECTS Residents wanted to know why new technologies weren’t being tested for use, such as the incineration system used in Sweden where energy is harnessed through waste combustion. “We should be going in that direction,” said Stittsville resident Harry Kowalik. “These people can’t come up with anything better than hauling garbage into a residential area.” Stittsville Coun. Shad Qadri said he is opposed to handling garbage in an antiquated way and wants to see the 60 per cent diversion rate reached first before creating a new landfill. “Give me 60 per cent diversion then we’ll look at other options,” said Qadri. “The biggest component of an environmental centre should be diversion. They’re saying maybe in 10 to 20 years…why not start now?”

City council passed a motion on Wednesday, June 9 to begin upgrades to the Hazeldean pumping station. Improvements to capacity will be done in two phases. “The first stage is getting the capacity moved up to 1,225 liters per second,” said Kanata South Coun. Peggy Feltmate. “The second stage is to get it to over 1,400 liters per second.” The first phase can be completed fairly quickly, said Feltmate, but the second stage will take longer since it needs a full environmental assessment. DEVELOPMENT FREEZE City staff are recommending a development hold while they increase the capacity of the pumping station. “The motion passed for the pump station and there will be some limited ability to include additional development,” said Feltmate, although how much development or where remains to be seen. Upgrades are needed to prevent more flooding like what happened last year

However, it could affect up to 15,000 new homes. “It’ll affect all the developers that haven’t gotten to the point of having building permits,” said Feltmate. “It’ll affect development in Kanata south, areas in Stittsville, as well as Fernbank.”

The interest costs on those are what’s going to be accruing and this is going to unfortunately have to be paid for by new home buyers.” Herbert said the lands slated for development were originally bought in 1995 but the delays keep coming. “It’s an indication to the general public of just how long and complicated and expensive the city has made housing production process,” he said. “We’re now at the 15 year mark and counting. Lansdowne parking, traďŹƒc, issue for west end Traffic will be the main issue facing westenders who want to enjoy Lansdowne, it was decided during a public meeting at the Beaverbrook Community Centre on Wednesday, June 9. The Friends of Lansdowne Park, a group of Glebe residents, came out to discuss issues that will affect the Kanata community. “Bank Street is already at the breaking point,â€? said June Creelman, chair of the Glebe Community Association’s (GCA) Lansdowne committee. With added traffic coming in from all over the city during large events, drivers can expect long delays. “Bank Street is going to be gridlocked,â€? said Creelman. Once drivers reach their destination though, there are no guarantees they will find a parking spot, she said. “Parking is 1/10th of what they should have,â€? said Creelman. “There is no parking for the park or stadium; they are about 9,000 spots short.â€? There will be about 130 parking spots above ground for the retail stores and 1,100 spaces in an underground parking garage. The reason for the lack of parking is the hope that more people will take public transit. People will have to take the bus, or a shuttle from Carleton University, said Creelman. Ottawa Sports and Entertainment Group (OSEG) is talking about an agreement with

the university for parking spaces during large events. OSEG would then provide shuttle buses to and from Lansdowne. “If people want to go to events there, they’re going to get very frustrated,â€? said Kanata North Coun. Marianne Wilkinson. Barriers a good start

Biodiversity starts at home

The proposed light-rail rapid transit (LRT) plan has thought of almost everything. Numerous studies have been done to crunch the numbers to present the best possible light on LRT to make it the favourable option over bus rapid transit. The presentation on the project given at the Bay ward meeting June 2 broke down numbers from the cutbacks in emissions – 38,000 tonnes – to how deep underground the downtown tunnel can safely go without affecting surrounding building foundations. When discussing the design plans for the downtown tunnel, the presenter covered the artistic possibilities of the tunnel and the bonus of not having to wait outside in the elements. All of the facts were neatly laid out for the residents in bite-sized pieces to see and absorb so informed questions could be asked concerning the project. However, there was no mention made of one factor that is a sad reality of both light and heavy rails – suicide jumpers. So, how often do people jump in front of trains? Often enough that plans for the downtown section of the LRT includes a partition to deter people from checking out via the tracks. Statistics released by the Toronto Transit Commssion show a total of 250 jumpers over a span of nine years. In Montreal, between 1986 and 1995, 115 people committed suicide via the Metro. There were also 323 suicide attempts and 362 people who professed suicidal thoughts apprehended by Metro personnel before they attempted suicide. One can only hope that the safety of future riders, as well as the mental wellbeing of the LRT drivers, has been taken more seriously than the development of a partition. Other preventative measures should be in place before LRT is up and running or the city will face hefty counselling bills.

To the editor: I would like to thank Jessica Cunha for alerting readers to the environmental consequences of two impending projects in Kanata North; the Terry Fox Road extension (re: Kourier-Standard, June 3) and the construction of 3,200 new homes over what is currently the Beaver Pond forest (re: Kourier-Standard, June 10). Both projects, while expanding the community and fuelling the economy, will also cause substantial damage to the South March Highlands, designated provincially-significant for its richness in biodiversity and cherished by residents for its natural beauty. Stop development in South March To the editor: The Ecological Circle of Kitchissippi United Church asked Kanata United Church, among others, to express our opinion about the Terry Fox Drive extension through the South March Highlands. This road will be the new urban boundary and the result will be the development of the lands inside the curve into an urban-density standard subdivision. In summary, we are urging the municipal, provincial and federal governments to: • Stop immediately all development of South March Highlands. • Legislate the preservation of unique ecosystems while they are still viable. • Integrate legislation at all three levels of government to preserve ecosystems through environment assessment mechanisms that are designed to conserve natural areas rather than mitigate the effects of their development. The current Ottawa Official Plan and provincial regulations call for a halt to

expansion of the urban boundary. However, the proposed Terry Fox Drive extension has been on the city’s plans for many years in one form or another and is, therefore, “grandfathered”. It was brought forward to take advantage of the federal infrastructure funding, and planning-time has been condensed accordingly. Originally the road was designed as an extension of 2nd Line Road, through city-owned land, to meet Goulbourne Forced Road at the railway tracks. This would have been the least intrusive into the Highlands and would have made use of existing roadways. A second proposal was to go further west into the Highlands and to make use of the existing hydro cut. This would have resulted in cutting the Highlands approximately in half, but would have opened both sides of the road to development. The final route encompasses the entire area, in fact putting the western portion of the road onto the Carp River flood-

Although there have been a number of environmental assessments since the original proposal to link the northern and the southern section of Terry Fox Drive, and although it was originally assessed as an area worth preserving in its entirety, subsequent assessments have focused on sections of the Highlands and the mandate of each assessment has been mitigation of development. Environmental assessments are the responsibility of the federal, provincial and city governments, and South March Highlands is not unique in being the victim of overlapping of responsibilities resulting in loopholes and cracks through which issues fall. Because environmental assessments are fragmented and, since they are primarily paid for by the developer, they do not address that question of what is best for the land but, rather, how to mitigate harm to the remaining ecosystem.

However, protecting biodiversity should also apply close to home, starting with the endangered Blanding’s turtle, the butternut trees, and the hundreds of species of birds, mammals and plants that reside in the South March Highlands. What’s more, humans will also benefit from ecological stewardship, for in preserving an important part of Kanata’s natural heritage for all to enjoy, our lives and future lives will grow richer as well. With its proximity to the city, dense biodiversity, and opportunities for leisure and educational activities, some have referred to the South March Highlands as Kanata’s own Gatineau Park. But if such environmental degradation is allowed to continue, we will soon have to cross the river to see what was once at our doorstep. Therefore, the only assessment necessary at this time is the 50-metre strip along which the road is to be built and, according to the presentation at a recent public meeting was “a drunk man’s walk” through the area in early spring — too early for frogs and turtles to be out of hibernation or for birds to be nesting (and therefore restricting tree cutting). The environmental assessment of the lands within the curve will come later and, since urban standards are geared to development rather than preservation of wild lands, there can be no doubt that planning will proceed and the area built out in the next five to 10 years. Every house built outside the Greenbelt costs more in services than is collected in taxes. The annual cost of maintaining services is more than the provincially regulated assessment rate allows. Urban planners have been recently advocating mixed use in subdivisions, i.e., work, shop, play where you live. This, of course, is an ancient concept that became obsolete with the advent of the car. Residents of this subdivision, like their neighbours, will drive to work and to shopping centres. Schools and churches, also for economic reasons, are already centralized. We are asking you to use your influence to halt the building of the road through the South March Highlands and the Carp River floodplain; to insist on a complete, independent review of the environmental studies and reports that have been published by all three levels of government through the years; and to arrive at public consensus about the future of South March Highlands. To the editor: As a child of 13, I remember going to city planning meetings to push for a basketball court at Lansdowne Park. It’s there now (in the northeast corner) and heavily used. My family has been active for decades in fighting for the character of a really livable community. We’ve been around this issue for a lifetime and are invested in its outcome. Glebe residents pay very high property taxes and don’t get much cityowned recreational space in return. Apparently paying $500 a month in property taxes doesn’t qualify you to take an active interest in local development, it makes you a whiner. How much would you enjoy being powerless to stop a development of this size in your neighbourhood? Speaking of powerless, this plan neuters public management in favor of private interests. Instead of the public managing public resources it would transfer the management to an outside private

entity that will derive the benefit from management. The Ottawa Sports and Entertainment Group (OSEG) is a separate legal entity formed for the purpose, which means no liabilities for its shareholders but plenty of opportunity for dividends. It has the right to rent-free retail, stadium and office commercial land for 30 years. It has the right to assign all these rights to a co-developer/co-tenant. What that means is that it can sell its rights to the highest bidder, make money off of the building and refurbishment of the stadium, disburse the profits to the shareholders, run a moneylosing franchise for a couple of years for show and then walk away claiming the economics just aren’t there anymore. In short, it can plunder public resources, all while running rough shod over the concerns of the local community and leaving them to deal with the headache afterwards. I understand that for some

of you, the idea of one more shot at an Ottawa football franchise is appealing. Maybe some additional retail in the downtown core is interesting. And some additional green space you can visit now and then is a draw. But before you back this development understand the real choice you are making. You are backing the arbitrary transfer of city land to private developers selected by non-elected officials behind closed doors. You are supporting the trampling of local community rights in favor of outside interests, ignoring the taxes paid in over generations. You are OK with potentially destroying communities that have been built up over time and with great care with rushed through plans whose impact will last for generations. Knowing all this, if you still back it that is your choice, at least you will have your eyes wide open. Greg Marlin Glebe

Relay for Life gives hope to cancer victims To the editor: On June 11, for the sixth year our team, Chrissy’s Connections, once again took part in the Relay for Life walk at the Nepean Sportsplex Minto Field. Our involvement in this fundraiser stems from the unfortunate and untimely loss of my niece, Christine Mulvihill, who began her battle with cancer at the tender age of three. Chrissy lost her fight on March 25, 2005 shortly after her 17th birthday. Our team was formed that same year with her mom, sister, aunts and friends and thus far, in her honour, we have successfully raised more than $21,000 towards cancer research.

Relay for Life provides a first-hand indepth observation as to how deeply cancer affects people and those affected are spread far and wide across our beautiful city. Cancer isn’t a ward problem to be talked about in the most simplistic or basic of terms as an agenda item; nor can it be tabled at a community association meeting. Cancer has deeply affected my family as we have lost two very lovely and special ladies, my mother-in-law, Frances Mulvihill, and niece, Christine Mulvihill. Another environmental assessment to gather information for preferred route The city is going full steam ahead with planning on the west transitway extension. A series of open houses started last month on the section of the route from the southwest transitway to Pinecrest Road. The $40-million project is set to extend the transitway from Bayshore station to Moodie Drive. City staff have opted to do another environmental assessment in the area in hopes of getting more information for a preferred route, according to Bay Coun. Alex Cullen. “Option C was originally recommended, but it would mean a $140 million tunnel going under Connaught Avenue,” he said, “and the Pinecrest bus garage to reach the Queensway and head west to Pinecrest Road. “However, this was in the days when the Province of Ontario subsidized the transitway construction with 60 per cent funding. In 1995, the Mike Harris government killed that.” In 2008, the city conducted a value engineering study on this route and identified that Roman Avenue was cheaper and just as effective, but would involve expropriating 25 homes on the south side of Roman Avenue. Angela Taylor, senior project manager for the west transitway extension said the city plans to hold more open houses in the fall and nothing has been decided yet. The whole project has been met with some ire in the neighbourhood of Crystal Beach,

where residents have some concerns over traffic and noise. Ruth Tremblay, of the Crystal Beach/ Lakeview Community Association (CBLCA) said it is the position of the association that the city should start with the Pinecrest Road leg before Crystal Beach. Since public consultations in June and July last year, the CBLCA has been fighting against the city’s preferred route for the transit plan, saying noise and loss of greenspace make it an unattractive option. “The changes they would have to make to the Stillwater Creek tributary would lower the water table by two centimeters and that could really hurt the maples,” Tremblay said. “Sometimes it can’t just be about money, we have to start taking care of our environment.” In an assessment report released in October, staff has estimated the cost of the Queensway north route, on the north side of Highway 417 and east of Moodie Drive, would cost $49.5 million. Cullen did say that the new planning study for the section from the southwest to Pinecrest Road would consider asking the province for a dedicated transitway lane on the Queensway as an alternative to Roman Avenue, but said all indications are that, given the MTO-approved EA on widening the Queensway, there is no room in this corridor for a dedicated transitway lane. “There is still a lot more information we need,” he said. jennifer.mcintosh@metroland.com

The long wait for care Ontario’s long-term care system is paralyzed, and failing its most vulnerable residents. More than 600 government funded homes are supposed to provide high quality, round-the-clock care to the frail elderly. But Metroland’s special report shows seniors stuck on record wait lists, entangled in bureaucracy and subject to pressure tactics that jeopardize their rights. FIRST IN A FOUR PART SERIES

very day Mimi Michel scans the newspaper classified section looking for death notices of people with Alzheimer’s at Ottawa’s long term care homes. “I’ve become an obit vulture,” said the Ottawa woman. “I check and see if someone has died from a preferred place and if the donation was to the Alzheimer’s Society.” Every death means her husband, Alain, moves up another rung on a list of people waiting for a bed at an Ottawa-area nursing home. And it’s a long list, said Mimi. Her 68-year-old husband has been waiting for a bed for over a year now, ever since he was assessed by a case manager from the Champlain Community Care Access Centre, which is responsible for placing people needing long-term care in eastern Ontario. “They always say at least two years (wait),” said Mimi. Alain is number 38. But he hasn’t moved up the list since April, said Mimi. He is one of 25,000 in Ontario waiting to break through near zero vacancy rates at nursing homes, with some facing a wait of more than 200 days. Until a long-term care bed becomes available, Alain will stay at a local retirement home, at a cost of $4,900 per month. Meanwhile, Mimi must provide the required personal care: taking him for walks, helping him with physiotherapy, helping him to brush his teeth and shower. It’s 24-hour care and it’s exhausting, said Mimi, who retired early to care for her husband. Every day she arrives at her husband’s retirement home at around 7:30 a.m. and stays until 5 p.m. or later. “I’m here all day everyday,” said Mimi. Help is expensive. A personal care worker, someone to just sit with Alain, charges more than $25.95 per hour; a registered nurse charges at least $52 an hour, said Mimi. The community care access centre provides eight hours a week of personal care for her husband. “If you don’t have any money you’re screwed,” she said. “Right now I’m digging through my savings and investments and I’m looking at possibly selling my house.” The year-long wait has been exhausting financially, physically and emotionally, said Mimi, adding that she is frustrated with the endless red tape involved in finding a placement. “It’s not only the bureaucracy on the placement side but the bureaucracy on the health side as well,” she said. Health Minister Deb Matthews agrees there are problems, but says it will take time to turn the system around. The province’s $3-billion-a-year network of government-licensed, publicly supported nursing homes is meant to provide highquality care to Ontario’s most fragile and medically needy residents. Situation Critical — a Metroland Special Report — shows a system in paralysis, with only one nursing-home bed in 100 available across Ontario, and with an average wait as high as 200 days in some areas. A $1.1-billion government program, created three years ago to make home support more widely and easily available, was supposed to ease the problem. Instead, wait lists have expanded, leaving more seniors in need of long-term care at home, and thousands more taking up hospital beds with nowhere to go. From 2007 to 2009, the average wait time for a nursing-home bed in Ontario more than doubled, from 49 to 109 days.

The provincewide tally of people waiting is now more than 25,000 and rising, doubled from 12,000 in 2005. The supply of new beds is static, with annual growth of less than 1 per cent. Only 900 more beds are expected to be available in nursing homes over the next 24 months. The average wait for a long term care bed in the Champlain region is 161 days. Only 35 per cent get their first choice of home. For hard-to-place seniors with a need for a higher level of care, waits can be two or more times the average. In rural areas and Northern Ontario, families may be separated by hundreds of kilometres, if there are beds at all. On average, less than 40 per cent of applicants get their first-choice home. Matthews, the health minister, says she is aware “we do have work to do in the access to long-term care homes.” “We know that people are waiting a long time to get into a long-term care home. But, we also know that with the right investments, we can actually keep people at home longer.” Matthews says the ultimate solution is to rely more on care at home, and to make more use of shorter-term “restorative” beds. By February, Ontario had 813 of the interim beds Matthews referred to, in nursing homes, hospitals or hospital-managed sites, and more are planned, the ministry says. In such placements, the elderly are “building their strength up, they’re getting healthier, and are actually, many of them, going home, those who would have otherwise thought they were going into longterm care,” Matthews said. LOCAL HEALTH INTEGRATION NETWORKS: The 14 LHINs are regional, nonprofit bodies funded by government to plan, disperse funding and co-ordinate services delivered by hospitals, long-term care homes and other agencies.

COMMUNITY CARE ACCESS CENTRES: The 14 government-funded CCACs are the agencies Ontarians must use to obtain home care, long-term care and other publicly delivered services.

CHRONIC CARE: Also called complex continuing care, it is medically complex and specialized care over extended periods not available at home or in nursing homes.

LONG TERM CARE HOMES ACT: A new law to replace Ontario’s three previous sets of legislation: Nursing Home Act, Homes for the Aged and Rest Homes Act, and Charitable Institutions Act. Among many measures, the new law strengthens enforcement and clarifies how a resident’s care is to be delivered, monitored and reported. The government is giving $30 million in one-time funding to the long-term care sector to help it adjust to changes under the new act.

SOME BEDS TO BE MODERNIZED: Ontario said this spring it will renovate 4,183 existing beds in 37 long-term care homes, part of a plan to redevelop 35,000 older beds over a 10-year period.

Some efficiency methods being tried in Ontario are adapted from the assembly lines of the Toyota car company. One study counted 160 distinct steps, including access to nine separate databases, just to move a senior from hospital into a long-term care bed. Done by Orillia consultant Jeff Doleweerd from observations at Quinte Health Care’s Trenton Memorial, that 2008 study - sponsored by the Toronto-based Change Foundation — identified wasteful steps that occur in hospital before patients leave for a nursing home.

Susan Bisaillon, executive director of clinical operations of Trillium Health Centre in Mississauga, says the Lean exercise with Bercaw helped identify waste. In 2009, Trillium had as many as 131 seniors earmarked for nursing-home care in its wards, and a “consistently gridlocked� emergency room, recalls Bisaillon. Bercaw had staff place coloured sticky notes on a wall to recreate every step in a patient’s journey to either a long-term care bed or home. There were 82, and only 16 added real value for the patient. It was an “ah-ha moment� proving Trillium’s processes needed a major overhaul. “We realized that it was just totally flawed,� Bisaillon says.

THE ‘LEAN’ TECHNIQUE Efficiency consultant Ron Bercaw has adapted a Toyota assembly line technique to help streamline the process of getting Ontario’s elderly out of hospitals and into nursing-home beds. Bercaw first adapted the “Lean� technique to save a failing auto-parts plant he managed in Ohio, and then taught it to 30 Ontario hospitals and CCACs in the last 21/2 years. His tools include streamlining procedures he executed for the defence industry and at the Pentagon. Bercaw’s “kaizen� (“change for the better�) events help health administra-

Nursing home staff in general are stretched to the limit, the result of years of understaffing and a steady influx of older and sicker residents. That trend will continue. In a decade, the first of the baby boom

generation will hit 75. By 2036, the number of Ontarians 75 and over will rise to 2.2 million, from 850,000 today. New regulations come into force next month in a modernized piece of longterm-care legislation in the works since 2003. Ministry officials hope the regulations will spur significant change.

Senior endures months at Mission before finding his space Wait times for city’s subsidized housing tops seven years or longer JENNIFER MCINTOSH KOURIER-STANDARD When he was young Terry Williams never expected to face living his twilight years on the streets of Ottawa. However that’s just what the 66-yearold Newfoundlander was facing last October after a divorce and some financial difficulties left him with few options. An easy-going guy, Williams said he occasionally likes a beer and a smoke and looks forward to having his own space after eight months at the Ottawa Mission — a non-profit, faith-based client service centre, for the city’s poor and destitute men. “They were really good to me here,� he said. “They really help you if you want to help yourself.� With his hair combed and a clean black t-shirt framing a wooden cross he constantly works his hands over, Williams doesn’t look like your average homeless

man. But Williams — like so many in his situation — lost touch with the community, and with it, a lot of his support systems. “I never had no kids,� he said. Algonquin grad, Wendy McCarl says that while seniors only represent about five per cent of the Mission’s total clientele, it can be hard to connect them with the right services. “A lot of them don’t even have the basic things like identification,� she said. “And it can be hard to convince them that there is another way to live.� One of McCarl’s biggest challenges is finding housing, both for seniors and young men alike. There are thousands of people on the city’s subsidized housing list, with a wait time of seven years or more. Added to that the complexity of placing seniors who may need special at home care of closer proximity to health care services, the odds often seem insur-

mountable. Seniors make up eight per cent of the people using emergency shelter in the city during an average annual year according to an Ottawa Council on Aging report in 2008. As rental costs climb and housing becomes costlier, those numbers are apt to climb. The same report, using 2001 census data, suggests that 41 per cent of seniors who were renting were in inadequate housing to meet their needs, or were spending more than 30 per cent of their annual income on rent. Senior renters were spending an average of 45 per cent of their annual income on rent. “It can be tough to keep up as you get older because you can’t work as much to make more money,� Williams said. Williams added after moving into his own place and getting settled he plans to continue visiting the Mission for meals and to stay in touch with friends. And he may

New home construction jumps 92% in month of May Rahul Kochar, vice-president of operations for Phoenix Homes said the city’s intensification plan is one of the reasons for the housing boom in May. New housing construction vaulted by 92 per cent in that month, with 124 apartment units and 289 new townhomes, according to the Canada Housing and Mortgage Corp. “The city has been reticent to increase the urban boundary, meaning developers have to make use land inside the greenbelt,” Kochar said. “That means more multi-residential developments. If you have a half acre you can put up 60 units, whereas with single family homes you have to have a relatively large piece of property just to fit 50 units.” Kochar said the market in Ottawa also tends to be pretty insulated because of the high number of government employees, so the housing market rebounded fairly quickly from the recession. “The sales were down for about five months last year and then the rebound in March and April was incredible,” he said. “We had a record year.” Kochar said the same scenario happened

A rezoning proposal has been submitted for an 8.5 hectare site on Fernbank Road. The subject site is located on the northwest corner of Terry Fox Drive and Fernbank Road. The proposal is looking to rezone the area to general mixed use subzone one with exceptions for a gas bar, automobile service station, amusement centre and shopping mall. “I have not seen any site plans,” said Stittsville Coun. Shad Qadri. “The only thing I know is they’re looking for a zoning change, which will come to committee. All I’ve had is just a fresh heads up that there was a zoning change request for those addresses.” The Fernbank Community Design Plan (FCDP) includes residential, mixed-use, commercial and open space in its land use plan. “I have to wait to see what they’re trying to include,” said Qadri. “To get uses to have a gas bar, to have something else, the zoning specified is not just one use – particular zoning may have five or six particular uses on there. The site is indentified in the demonstration plan for the FCDP as neighbourhood commercial and stormwater management facilities. According to the city’s planning and growth management department an extension of Cope Road is planned, while water and sanitary sewers are to connect to existing ones east of Terry Fox Drive. JENNIFER MCINTOSH KOURIER-STANDARD Kilimanjaro: A Purposeful Journey, is the story of six women who were motivated to accomplish an extraordinary feat. The group of west-end grandmothers decided to fight back against the AIDS epidemic in Africa. The journey started with 58-year-old Dunrobin resident Gisèle Lalonde Mansfield, who wanted to do something to fight AIDS because her brother Michele died from the disease. “My goal was to climb the mountain and raise $1 a foot,â€? she said. “And since I was

able to reach my goal so quickly it got a lot of media attention. So other women started contacting me,� she said. If Lalonde Mansfield had stayed alone, like her original plan, she would have raised $19,341 — but with the help of the other “grannies,� she was able to send a cheque for $78,000 to the Stephen Lewis Foundation. The charitable organization started a grandmothers-to-grandmothers campaign to raise money for older women caring for AIDS orphans. GRANNIES, SEE 16

“At first I wasn’t sure if I wanted to take on the responsibility for a group of women,” Lalonde Mansfield said. “But then I realized that it was meant to be that way.” The book, written two years after the group made the seven-day climb up the legendary mountain, tells the individual story of each of the six women. “We realized that we all had different stories to tell,” Barbara Carriere, a Kanata resident, said. The group trained for months prior to the climb, hiking when they could and climbing any stairs they could find. Lalonde Mansfield climbed the steps at parliament three times a week and Carriere said she scaled a hill near her Kanata home. “You could never really prepare yourself for it though,” Trudy Stephen said. All the women suffered from fatigue, altitude sickness and cold, but Stephen had some more severe concerns with a head cold that was bordering on dangerous. “At one point I was worried I would get a fever or the cold would go into my lungs and the porters would force me to go down the mountain,” she said. In the end, Stephen and the rest of the women made the trip in seven days — instead of the eight they had planned. “The porters were worried that we would lose our motivation and not summit if we waited another day so we left camp at 5 a.m. and summated at 5:45 p.m.,” she said. “It was slow going with everyone basically taking one step and then a rest.” Stephen joined the cause because she has a soft spot in her heart for orphaned children. She had the opportunity to visit Haiti before her climb and saw some children in the worst possible situations — so she jumped at the chance to help African grandmothers raising children with barely enough to feed themselves. Liza Badham joined the cause because she read about Lalonde Mansfield’s cause in the papers. She ended up being carried down the mountain by porters because of a twisted knee, but wouldn’t have changed anything for the chance to participate in the climb. Janet Carrière, Barbara’s cousin-in-law, didn’t get a chance to participate in the actual climb, but she instead went on safari and managed to meet the rest of the girls as they were coming down the mountain. “As we met up with them, I finally felt like I was together with them on our mission,” she said. Now that the climb is done, the women are still inspired to reach grandmothers oceans away. “That’s why we started the book, now we can raise more money and talk about our experiences,” Lalonde Mansfield said. NEVIL HUNT KOURIER-STANDARD It’s hard to say no to a senior, and the Grandmothers to Grandmothers campaign hopes Parliament will say yes to a bill that will improve countless lives in Africa. Bill C-393 would improve access to generic drugs for many in Africa. Kanata’s Angela Cosgrove was among more than 150 people who met on Parliament Hill on Sunday morning to demand the new law. “We want to raise awareness of what grandmothers in Africa are doing, having to raise their grandchildren because people are dying of AIDS,” said Cosgrove, who is a member of the Grans and Friends. Grans and Friends is one of 240 grassroots grandmothers groups to form across the country since former MP Stephen Lewis asked them to help their counterparts in Africa. Many grandmothers in Africa are raising their grandchildren because their grown child has been killed by AIDS. Through fundraising efforts here in Canada, Grandmothers to Grandmothers and the Stephen Lewis Foundation have helped fund more than 350 projects in 15 countries. The individual grandmothers groups have raised funds in imaginative ways. The Rideau Grannies held a bridge and dessert party to bring in donations. The Grassroots Grannies held a plant and gar-

Summer season opens with lots of laughs UPPER CANADA PLAYHOUSE The Amorous Ambassador, by Michael Parker, opens Upper Canada Playhouse’s 2010 summer season. It features a comic mix of zany characters who get embroiled in a chaotic cover-up at the country residence of the American Ambassador to Britain. The entire family announce their intentions to go separate ways for the weekend, but unbeknownst to each other, each returns for a secret rendezvous with a special guest. Their new butler desperately tries to direct the wild traffic and keep everyone’s secret from being discovered.

This mad game of hide and seek intensifies when a clumsy Marine in charge of security barges in to prevent an impending attack and the ambassador’s bumbling secretary only adds to the confusion. West Transitway Extension Bayshore Station to Moodie Drive In November 2008, Ottawa City Council approved its long-range Transportation Master Plan which identified the construction of the West Transitway from Bayshore Station to Moodie Drive as a priority project required to address transit operational concerns in the west urban community. In order to implement this project, in February 2009 the City initiated a planning and design study to define a Recommended Plan for the extension of the West Transitway between Bayshore Station and Moodie Drive. This project is being planned in accordance with the Transit Project Assessment Process (TPAP) as defined in Ontario Regulation 231/08. In order to engage the public and obtain feedback into the planning and design for this facility, a consultation program has been developed that includes four Public Open Houses. The third open house will be held on June 23, 2010 to present the Recommended Plan prior to presentation to the City’s Transit Committee. Gymnasts bring home the gold at Ontario Championships

KANATA RHYTHMIC GYMNASTICS CLUB Kanata Rhythmic Gymnastics Club’s gymnasts took home three Ontario Championships during the first day of the Ontario Rhythmic Gymnastics Championships, held at the Etobicoke Olympium on June 11 and 12. Myranda Bingham and Megan Kawai became the Ontario Champions in the junior duo-trio category for their unique and diffi-

cult hoop routine. This was the third straight Ontario title for the determined duo, who posted a very high score of 19 for their routine. The Kanata Trio finished in 5th place. Kanata’s newest duo, Brianna Lu and Erika Lin became Kanata’s youngest Ontario Champions at ages 9 and 8 respectively in the pre-novice duo-trio event. Lauren Tierney became the Ontario Champion in the 6A category, winning silver in the rope, gold for her ribbon and hoop

routines and the overall gold medal. Marie Arsenault became the Ontario Champion in the 4C category, with silver medals for her rope and ribbon routines, and gold in the hoop and the overall gold medal. Carleton University’s head therapist Bruce Marshall will discuss concussions with the Kanata Knights Football Club on Friday, June 18. The common form of brain injury is also known as the sports concussion. The sports pages are filled with stories of athlete’s young and old suffering from head trauma. In many cases, the injuries could be avoided. “The best way to mitigate the effects and speed up recovery is to tackle this head on,” said coach Victor Tanti of the Kanata Knights Football Club (KKFC). Athletes and medical professionals are developing the ways and means to treat and prevent sport concussions. They are also

looking at the long-term effects of hits to the head that may not be full blown concussions. Part of the solution is correct coaching methods; another part is the proper use of head protection. Trainers and coaches need to be fully aware of the signs, symptoms and modern treatment of even the most minor head injury. “In an effort to promote a safer sports environment for our athletes, the KKFC is pleased to have Mr. Marshall present to our coaches, parents and players the effects of the sports concussion and steps to speed up recovery,” said Rob Hamm, president Kanata Knights.

The 2009 World Junior Hockey Championship in Ottawa saw Canada win a gripping gold medal on home ice. Now local hockey associations are getting their golden prize as well. Organizers distributed the first round of the tournament’s $497,000 Legacy Fund on June 7. In total, $159,900 was handed out to associations across the capital region. The Kanata Minor Hockey Association received $8,300 for expansion and improvement of a skill development program. Association president Kelli Burke said details on how the money will spread out are still being discussed, but did hint that the house league level will be targeted. “We’ll be looking at what our options are to spend that money across our organization to increase the development options we’re giving to our players,” she said. Burke said the association will apply for more funding during the next installment. The West Carleton Minor Hockey Association also garnered a $5,000 prize, which will be used to buy goaltending equipment for children up to age 12. Association president Sherry Malloy said this way parents won’t have to bear the huge financial burden of the expensive equipment if their child wants to try the position. Last year at the notice and atom levels, West Carleton had just two designated goaltenders on its five teams. “Typically after that age if they make the decision to remain as a permanent goalie, they prefer to purchase their

own equipment,” she said. West Carleton had last purchased netminding gear in 2002 and had only been making minor repairs to older equipment. “Our equipment manager made a full inventory review and just said, ‘This is terrible. We’re in dire need of full replacement items.’” One of the major stipulations with receiving grant money is that the initiative must have an on-going impact on the sport and community. As a result, the association will continue its Try Being a Goalie campaign. With Try Being a Goalie, interested children are properly fitted for the borrowed equipment and taught some of the finer points of the game by instructor Andrew Allen. “The key thing with goalie equipment is it’s got to fit,” Malloy said. “If it doesn’t fit well and the child has a terrible experience every time on the ice, they’re not going to pursue it.” While West Carleton cashed in from the fund, the biggest recipients from the grant were the Central Hockey League (CHL). The Jr. A league received $40,000 for video equipment and broadcast analysis for each of its 12 teams, plus an additional $3,000 for uniforms for a fundraiser for breast cancer. CHL president Kevin Abrams said the Legacy Fund will cover two-thirds of the cost of the video equipment. The equipment will be used to enhance the quality of CHL broadcasts of games to viewers online and will be loaned to AAA teams in the Ontario East Minor Hockey League to show their games as well. Before sundown, visitors will tour the estate to familiarize themselves with the area and learn about the lifestyles of nocturnal animals and insects. Once darkness falls, visitors can follow the sounds the nightlife has to offer and scour the site’s 88-acres for bullfrogs, raccoons and toads. “This is something that people of all ages can enjoy,” said Ashley Moores, education officer for Pinhey’s Point. “It’s a great way to learn about the local wildlife you’ve seen around the Ottawa Valley.” Although it may seem easy to find the bullfrogs lurking in murky waters, the real challenge will be distinguishing them from the toads. If the bullfrogs’ rhythmic call doesn’t lure you in, you can always use the guides’ expertise to track

down the source. By that time, winged creatures will be on the prowl and hungry for dinner. As you scan the sky for cicadas, mayflies, and mosquitoes, keep an eye out for elusive bats. Do you know of any neat hangout spots on the Pinhey’s estate that would make a perfect bat cave? Whatever you find, remember to stay away from the blood-sucking Vampire Bat. The evening will wind down with games and trivia around a campfire. Anyone feeling cold-blooded from all the festivities can warm up to some ghost stories and roast marshmallows. Moores said visitors should wear bug spray to the event so that the bugs aren’t hunting you while you hunt them. She also advises visitors to wear layers in case the temperature drops and to sport running shoes, not sandals. Admission is $6 per person, $10 per pair, or $15 per family. Keeping the river alive JANNA PATERSON Here in Canada’s capital, water from the Ottawa River runs through our lives every day. But while we drink it, bathe in it, stroll along its banks, or paddle along its streams, how often do we actually stop to appreciate the importance of the Ottawa River in our city? And more importantly, how often do we help contribute to its ecological health? On June 27, Pinhey’s Point Historic Site will be hosting Riverfest, a celebration of the past, present and future of the Ottawa River and a reminder to the city’s residents of just how important water is in our every-

day lives. The Rideau Roundtable, a nonprofit association dedicated to raising awareness about protecting the Ottawa River, will be there to give lectures on preserving the river as well as canoe rides and paddling instructions. “We want to educate people about water quality, natural life on the river and the health of shorelines,” said Stew Hamill, a wildlife biologist and a member of the Rideau Roundtable. “Through events like Riverfest we can show people how they can help to protect the river’s habitat.” Hamill will be one of the volunteers taking people out on 34-foot replica voyageur canoes throughout

the day for interpretive tours of the waterway. “We like to take people out on the river, point out wildlife and talk about the history of our area through the eyes of a voyageur,” said Hamill. “We want to introduce people to paddling and hope they gain an appreciation for the joys of getting out on the water.” Some of the activities during Riverfest include a canoe ballet demonstration that is sure to get more people into non-motorized boating, tours of a Bytown Brigantine ship for budding sailors and history buffs, and studies of the plants, animals and insects that live in and off the water led by the Mill of Kintail to show kids just how alive waterways really are. “The museum – and particularly Riverfest – really aim to promote more eco-friendly living by encouraging people to explore and get to know the natural environment around them,” said Ashley Moores, education officer at Pinhey’s Point. “It can really make people appreciate the impact they have on the ecosystems in their area.” Pinhey’s Point Historic Site is located at 270 Pinhey’s Point Rd. in Dunrobin. “The quality of the ones that we had last year was very crude and tough to watch sometimes,” Abrams said. “If this is a better quality camera and quality recording system and the whole process becomes more professional, at the end of the day, I think it’s going to help everybody.” Abrams aims to have the pink uniforms help people too. The Pink the Rink fundraiser will culminate in the league’s first all-star game in five years. While the details have yet to be finalized, Abrams said the game will likely be in early January at the Bell Sensplex in Kanata, with the proceeds going to support breast cancer research. “We haven’t had an all-star game for a number of years and we thought if we returned to the all-star game format, we wanted it to be for a cause,” he said. “A lot of the time, all-star games end up being meaningless games. I think if you can attach something significant to the game, it creates something significant to the whole event.” Geoff Publow, director of strategic development with the Ottawa Senators and the tournament’s director of finance, said 15 of 25 applicants received financial support. The Kanata North Ward Council on Monday, June 21 will feature a presentation of the new French Catholic School (to be built on the land next to Walden Park), followed by updates and discussion on the status of development north of the Beaverpond, dealing with hydro lines, the revised plans for the Arcadia subdivision off Huntmar Drive, Lansdowne Park, and Waste Management, as well as other issues. Recreation complex is moving ahead. The final public meeting on the Kanata North Recreation Complex is on June 23 from 7 to 9 p.m. in the Mlacak Centre. Earl students tops in accounting contest JESSICA CUNHA KOURIER-STANDARD Alison Frankish finished first in the district during the Institute of Chartered Accountants of Ontario’s COIN competition on May 20. Frankish, 17, won $200 along with a plaque for her win. “I wasn’t expecting it because I haven’t taken an accounting course this year,” she said. “You have to know the Grade 12 accounting text book inside out. There are a lot of concepts you have to be able to apply to lots of questions.” Frankish won last year’s competition as well, so she said she had an idea of what she needed to do to win again. “I studied straight for about three days,” said Frankish, who plans on becoming a chartered accountant. “I studied at co-op and after school.” The Earl of March student is graduating this year, with

Annas Khan, 18, tied for silver with Theo Tsang of Nepean’s John McCrae Secondary School. “It felt really good,” said Khan about his win. “There were a lot of students so getting second was nice.” Khan said he prepared for the competition with review material his teacher gave him and by studying accounting principles online.

Mall walker honoured GLEN CAIRN COMMUNITY ASSOCIATION When first approached by Moe Wright to consider Nisha Mapara for one of our Good Neighbour Awards, Wright made it clear to the Glen Cairn Community Association (GCCA) that he understood there is a ‘paid work’ portion of Mapara’s community contribution. However, he said that was only part of her presence and her contributions to our community go far beyond that – both at the mall and outside – and the GCCA agrees that is what makes Mapara very special to many folks and worthy of recognition by our community.

“A group of Hazeldean Mall Walkers have an unbelievably wonderful coordinator, Nisha Mapara,” said Wright. “Nisha goes far beyond any job description in making everyone welcome, providing health encouragement, comforting the distraught, and so on. She has hosted a yoga exercise class in her home for many years, and at times, provides translation services to the courts for immigrants who are not yet fluent in English, as well as many other good deeds.” In presenting the Good Neighbour Award, GCCA president Allan Hubley praised Mapara as exactly the kind of person we all appreciate in a neighbour and one of the many reasons people love to call Glen Cairn home.
