‘Having it all under one roof makes sense’ Ottawa mayor wants city to control all waste management BLAIR EDWARDS KOURIER-STANDARD Ottawa Mayor Larry O’Brien wants the city to regulate all waste management. “We would like nothing more than have full authority on all waste management activities and all waste management in the municipality in the City of Ottawa for commercial and residential,” said O’Brien on Tuesday, June 22, during a protest in Stittsville against a proposal to expand the Carp dump. “Having all (waste management) under one roof makes sense.” More than 100 people attended the “no dump” protest, organized by the West End Coalition. The city controls the handling of all residential waste but has no power to regulate commercial, institutional and industrial waste, some of which ends up in landfills such as the Carp dump. The City of Ottawa is fighting a proposal by Waste Management Canada

to open a new landfill site that will take in 400,000 tonnes of trash every year for the next decade. Waste Management has recently submitted its terms of reference for an environmental assessment of the landfill expansion. The company announced its plans in April to build a West Carleton Environmental Centre, a site with facilities for recycling and composting. The Environment Ministry will accept comments on the proposal until July 19. “The City of Ottawa is going to fight this,” said O’Brien. “We will be putting in our response to the application and our response will be we don’t want it.” But the province will have the final say over the proposal, said O’Brien. “Landfills are a 19th-century invention that have no place in the 21st century,” the mayor said. If outdoors, move away from buildings, street lights & utility wires.

Stay as safe as possible during an earthquake. Be aware that some earthquakes are actually foreshocks and a larger earthquake might occur. Minimize your movements to a few steps to a nearby safe place and if you are indoors, stay there until the shaking has stopped and you are sure exiting is safe.

If indoors • DROP to the ground; take COVER by getting under a sturdy table or other piece of furniture; and HOLD ON until the shaking stops. If there isn’t a table or desk near you, cover your face and head with your arms and crouch in an inside corner of the building. • Stay away from glass, windows, outside doors and walls, and anything that could fall, such as lighting fixtures or furniture. • Stay in bed if you are there when the earthquake strikes. Hold on and protect your head with a pillow, unless you are under a heavy light fixture that could fall. In that case, move to the nearest safe place. • Use a doorway for shelter only if it is in close proximity to you and if you know it is a strongly supported, loadbearing doorway. • Stay inside until the shaking stops and it is safe to go outside. Research has shown that most injuries occur when people inside buildings attempt to move to a different location inside the building or try to leave. • Be aware that the electricity may go out or the sprinkler systems or fire alarms may turn on. • DO NOT use the elevators.

“I can assure you city management (is) on your side and the vast majority of city council (is) on your side. “Damn it this is our city,” said O’Brien. “So we should be able to get what we want.” The city has rejected landfills in place of aggressive recycling programs, such as the green bin program and new waste management technology such as plasma gasification, said O’Brien. The city is negotiating a contract with Plasco to build a plant that burns more than 400 tonnes of garbage a day, enough energy to power 7,200 houses. Plasco operates a small-scale demonstration plant at the Trail Road dump in Nepean; it has applied for a certificate of approval from the Ontario Ministry of Environment to build a full-scale plant. “We’ve got to be able to turn our waste into electric energy,” said O’Brien. “And we’ve got to do it in an effective manner.” The mayor urged the public to lobby the provincial government to reject Waste Management’s proposal for a landfill expansion. Sterling said waste management will be an election issue during the next provincial election. The MPP criticized the Liberal government for failing to introduce tougher regulation of the industrial-institutional-commercial waste sector. “In my view this community has done their part in accepting other people’s refuse,” Sterling said. “Enough is enough. We’ve done our part. “We’re here today to tell Waste Management to stop talking trash to our community.” Mayoral candidate Alex Cullen said the city should regulate commercial waste. “If the city looked after it, there would be waste diversion,” said Cullen. “You would see restaurants sending their waste for composting. You would see recycling, which you don’t see in businesses.” Either the city or the province must make sure commercial and industrial waste is diverted from landfills, said Cullen. Stittsville Coun. Shad Qadri said the city’s contract with Orgaworld Canada Ltd., the company that handles the city’s organic waste, has room to handle organic composting from the commercial sector. Qadri said he will present a motion on July 5 to the city’s planning and environment committee to divert construction waste from landfills. “To me the fight has just begun,” said Qadri. “We started a fight four years ago against landfills and I think the fight continues on.” The politicians at the protest urged all Ottawa residents to lobby the provincial government to reject Waste Management’s landfill expansion proposal. “The war is still on. According to board chair and zone 6 — Knoxdale-Merivale/College — trustee Gord Butler the key to the Catholic Board’s balanced budget is running things like a household budget. “There are always some expenses which are mandatory, and then there are things that are nice to have and others that are nicer, but you have to only go with the things you have funding for,” he said. “We are very proud to be able to announce a balanced budget with no service cuts that puts the students first.” Butler said coming up with a budget is no small task, with meetings and public consultations beginning each year in January. David Leach, the superintendent for finance and administration, said dwindling funding from the province and the implementation of the early learning program presented some challenges, but the board was able to still have increases for special education teaching assistants, funding for the English Language Learners Program and kindergarten tutoring. “The Catholic Board has been seen as frugal and we have been good at apply for other grants and forms of funding so we really have a students first ideology,” he said. Butler echoed Leach’s sentiments, saying that it’s all about planning. “Implementing early learning was a challenge and the cost was about $500,000 more than the funding allowed for, but we knew in December that it could be a possibility so we planned for it,” he said. Leach did say that declining enrollment hurt the board in recent years, but also allowed them to decrease the number of teachers. “I think we will start to see that happening in some of the secondary school in the next few years, but the impact will be less,” he said. The budget totals $404.6 million, with $509,000 going towards classroom spending for 2010-2011. It is a five per cent increase from last year’s balanced budget at $388.5 million with the focus staying on kindergarten, special education and English as a second language.

Canada Day feels good

This Canada Day marks the 143rd year that Canada has been its own country. July 1 is the day that the majority of provinces came together under the British North America Act to form a country. Initially the holiday was called Dominion Day. The name wasn’t changed to Canada Day until the mid ’80s. While celebrating the nation’s birthday does mean we all (or at least most of us) get the day off, it also means a little bit more than watching fireworks. It’s true that we didn’t achieve independence through trial by fire like the United States or other colonies but perhaps it was being gently cut loose from England’s apron strings that led Canada to be the wonderful country it is today. Becoming a nation was a tricky thing for us. Canada spans such a large and diverse geographic area that it’s hard to account for all the differences when discussing the country or making policies. Let’s not even get into the great cultural debate. Yet somehow we’ve managed to blossom as a nation and come together over the important issues – despite our raging identity crisis. Canada must be doing something right; thousands of people every year apply to come live here. Regardless of individual reasons, Canada is a great place to live. We’re lucky enough to have the fortune of living in a free country where those freedoms are recognized and honoured. If we don’t like our government, we can change it. We can gather on Parliament Hill waving signs and beating drums because we have the right to peaceful protest. A tourist might even take pictures. Not everyone lucked out like we have; this Canada Day, pause and be thankful of our freedoms. And if you’re feeling ready to tackle the hard question – what does it means to be Canadian, eh?

To the editor, The rain put a damper on their original date. Today it is raining again. However, the ‘Love Kanata’ gardening volunteers Katherine and Laura from Bridlewood Church of the Nazarene were not to be stopped a second time because of the weather and worked diligently between the raindrops. As seniors, we can no longer deweed and tidy up our little patio. We are and have been very appreciative of their love and dedication for a few years in this free cleanup they do for us. Disturbed over Beaver Pond development To the editor: I find myself deeply troubled by the circumstances surrounding the development of the South March Highlands and the Beaver Pond area. The land in question is rugged and pristine and deserves our protection. Although the 3,200-home development has been seen as a foregone conclusion for years, Coun. Marianne Wilkinson has suddenly joined the fight. It’s her eleventh-hour entry into this issue that troubles me most. In May 1981, Marianne Wilkinson – then the mayor of Kanata and chair of the Regional Planning Committee, rejected advice from regional planning staff (and many experts) who recommended that the land north of the Beaver Pond should not be developed. The planning staff recognized the ecological significance of the property (even though a thorough inventory and study of the lands was never adequately performed) and they sought to protect the area.

The pond itself was thought to form a natural barrier between the incompatible urban development and the natural environment area to the north. Instead of maintaining the protective status of these lands, however, Marianne Wilkinson and her committee zoned a large area of the South March Highlands for urban development. That deal became known as Amendment No. 24 of the Official Plan of Ottawa-Carleton. The zoning, authored by our nowcouncillor, was forged as part of the oft-touted “40 per cent agreement” whereby the developer (Campeau at the time) agreed to reserve 40 per cent of the area of development as “some form of open space.” Parts of that open space are now comprised of the Kanata Golf and Country Club, hydro easements, school playgrounds, and storm water management areas. Ultimately, in the negotiation of this agreement, Ms. Wilkinson surrendered areas of the South March Highlands for

development, and she did so in direct opposition to planning staff’s recommendation that it be preserved as “Natural Environment Area.” I won’t take issue with the merits of the agreement at this time, only elucidate the past. Today, with four months remaining in this term of city council, Ms. Wilkinson has again promised to fight the destruction of the Beaver Pond Forest, but I find myself perplexed by the timing of the councillor’s bravado. While I am loathe to descend into a state of cynicism, I can only fathom two possibilities in my observations of this scenario: either the development cannot be stopped and Coun. Wilkinson is politically posturing in her attempt at re-election; or the other (and more troubling) possibility is that this development could have been stopped and Coun. Wilkinson has squandered four years in office without taking any meaningful action.

If the former is true, then Ms. Wilkinson’s performance is disingenuous, and therefore highly unbecoming. If the latter is true, then I think we deserve an answer as to why Councillor Wilkinson has waited all these years to take action – especially given her involvement in the original deal. About 30 days remain before Urbandale begin their work making room for development at the Beaver Pond site. Like it or not, they are well within their rights to do so. It is up to our municipal leaders – past and present - to find suitable solutions that treat landowners fairly, but that also rec-

ognize the community’s desire to save this land. Action must be also be taken in a timely fashion. Unfortunately, I fear that the time has passed when meaningful negotiations might have had an impact on this development. If the reality is that this development cannot be stopped then I think we are owed the truth – and without performance or political pretense. JAMIE DOGGART KOURIER-STANDARD Ottawa’s public school board passed a $731.1 balanced budget for 2010-11 on June 23. The board used $6.5 million in reserves to help balance the books. Trustees cut programs by $700,000 and increased revenue by a projected $100,000 by renting out school facilities after hours. The majority of the cuts came from slashing expenditure budgets of the trustees, the financial consulting budget and careful regulation of temperatures in schools. By increasing the temperature in all school facilities by one degree in the summer months and decreasing one degree in the winter months, the board projected savings of $175,000. The bord restored four full-time English as a second language teaching positions, cut for $270,000 in savings at a previous meeting. Trustees also proposed an additional one time increase of $265,000 to put towards schools to allow for flexibility in spending. Cathy Curry, trustee for Kanata North/South, said that she cares about schools having the flexibility to allot funds where they are most needed. “This is something I hear about all the time,” Curry said. “Principals will comment that they have not enough money in the school budget.” jamie.doggart@metroland.com

Home, not always so sweet Part three of the four-part series Situation Critical explores seniors’ concerns about the care they receive in long-term care homes, and a representative example of those who experience exemplary care. THIRD IN A FOUR-PART SERIES

BY ROB O’FLANAGAN When a visitor pounds on the metal door of his no-frills, $550 a month apartment, George LeLievre slowly, painfully answers. That he is able to unlock the heavy door and swing it open with enough energy to flash an inviting smile and offer a “Please, come in,” is a remarkable feat, given the number of complex medical conditions that reside, or have resided, in this frail 67-year-old man’s body, and considering the number of times the tough Hamilton senior has walked a tightrope around the mouth of his grave. A broken back, five hernias, tuberculosis, colitis, lymphoma, at least two heart attacks and coma — LeLievre’s scar tissue draws a map of a tough life lived hard, of a body ravaged by manual labour, tobacco and drink. One of 17 children born to Pearl LeLievre and her husband George Sr., of Kirkland Lake, LeLievre is a living, laboriously breathing anomaly: He walked out of a long-term care home and returned to life in the community. Ministry of Health and Long Term Care statistics from 2009 show just 11.6 per cent of residents across the province were discharged to a private home. The average stay for more than 75,000 frail elderly in 625 provincially supported nursing homes is three years. During LeLievre’s year and a half in Victoria Gardens Long-Term Care, the sound-of-mind senior said he was witness to a situation that was as much detention centre as home, where residents were left in wheelchairs in front of televisions morning to night, and where, he said, the recently deceased were left in their beds for hours in plain view of visitors. LeLievre said he was provided a bare minimum of medical care and personal attention, despite his serious needs. “Seven-thirty in the morning they give me my medication,” said LeLievre, sitting at the kitchen table of his sparsely furnished flat, pictures of his large family on the walls, a cigarette burning in his bony fingers. “Then at noon, I get my medication. And four o’clock, I would get medication. And that’s all they done for me.” Ranka Stipancic, administrator of Victoria Gardens, on Victoria Avenue North, defended the level of care at the home. While she wouldn’t speak to LeLievre’s case specifically, citing privacy regulations, she said the home has been caring for residents with high-intensity medical needs for years, and that the province has a special program that helps defray the costs of that care.

Current Ministry of Health records (from May) show Victoria Gardens performed better than the provincial average on inspections over the last four years. Stipancic said round-the-clock registered-nursing care and staffing levels are adequate to meet the care requirements of residents. LeLievre’s view of his time at the government-licensed home in the Landsdale neighbourhood reflects concerns expressed by patients, families and elder advocates during research for Situation Critical, Metroland’s special report on long-term care. While Ontario’s most urgent problem is that tens of thousands of its most medically needy, fragile seniors are stuck, sometimes for years, on unbudging wait lists for a nursing-home bed, barriers to care can also arise once a senior secures a place in long-term care. Years of understaffing and pressure from the influx of increasingly older residents with more complex medical and personal needs leave staff gasping to cope with the demands. The average age of residents at admission is 80, and about 73 per cent have Alzheimer’s or other dementia. It can be overwhelming for front line personal support workers just to meet the daily living needs of the majority of residents, leaving those more able to fend for themselves. A skeletal figure with sunken cheeks and large, animated eyes, LeLievre said he often had to change his own colostomy bag in the nursing home despite chronic back problems. He continues to battle cancer and heart disease. “When I needed help to change my colostomy bag, I’d say, ‘Can I get some help to do that?’ They’d say, ‘With you in a minute.’ Then it was, ‘Oh, it’s my smoke break.’ Or it was, ‘Oh, dinner hour, can’t do it now.’ I wind up changing it myself.” Stipancic, the home administrator, said some residents choose to change their own colostomy bags. For those who are physically and cognitively capable, “the staff will provide teaching in order for the residents to maintain their independence.” Personal support workers assist those who need help with the procedure, she added. LeLievre said the dead were neglected during his stay. When a roommate passed away, the deceased man was left in his bed for hours. “There’s no courtesy there to pull the drape around him,” he said. “He lay in that bed all night until maybe 11 o’clock in the morning … That’s not the only one I seen, I seen many of them go that way.” Stipancic said when a resident dies in a long-term care facility, a physician is notified to come to pronounce death. Every tenth death is investigated by a coroner. “We can’t move the body until either the physician or the coroner have been here,” she explained, adding the body is always screened with privacy curtains

as part of postdeath care. An end stage of the health care system, long-term care is generally acknowledged as the place where those who need 24-hour personal and medical assistance go to live out their last days. Despite the large number of people residing in homes, those who study long-term care say it remains largely an out-of-sight, out-of-mind sector. “I think long-term care has been marginalized from mainstream health care,” said Kevin Brazil, a professor in McMaster University’s department of clinical epidemiology and biostatistics, an expert in long-term care and care of the dying. “It has been sort of bracketed and pushed aside.” Implicit ageism and a “sanitized culture” that distances itself from the realities of death and dying contribute to the marginalization, he added. A Residents Bill of Rights (included in the health ministry’s Long-Term Care Act) has long been in place to protect those living in long-term care settings, and a new and expanded version of the bill, containing more than 25 rights, will be in place this summer. But those rights — the right to be properly clothed and groomed, to privacy, to participate fully in care decisions, to engage in activities good for mind and body, and provision for family and residents’ councils through which complaints can be made — are widely overlooked and often violated in homes across Ontario, advocates for the elderly say. Homes post the Bill of Rights for residents and families to see, but there is pervasive fear of repercussions for complaining. “There are a few things about long-term care that are barriers to the enforcement of any standards or any rights,” said Natalie Mehra, director, Ontario Health Coalition, “and one is that residents are afraid of repercussions for complaining, the same as their families.” First-hand accounts of the conditions

and quality of nursing homes cover the exemplary as well as the questionable. A 2009 survey by the Ontario Health Quality Council found 60 per cent of families rated the care of their loved ones in nursing homes as good. Wendy Renault, whose mother, Janet, 86, lives in Willowgrove Long Term Care Residence in Ancaster (operated by Chartwell Seniors Housing REIT), is a representative case. She said her mother trusts the workers, smiles at them, hugs them and holds their hands. “I figure that’s the best testament to the care she gets here,” the daughter said. Chartwell officials spoke of the absolute need for empathy and compassion in long-term care. “Most of the people that work in this field are here because this is really what they want to do,” said Linda Schertzberg, Willowgrove administrator. “You have to be a strong individual, because we deal with death. They are here for eight hours a day with intense one-on-one with the people they are working with. So they become close to the residents.” Administrators in long-term care homes plead lack of funding and staff as a root cause in cases when care is less than optimal. “I don’t want to cry about money,” said Pat Morden, chief executive coach of Hamilton’s Shalom Village, a progressive home with a good reputation. “But it is pathetic what we get, and it’s not enough to do what you (the public) want us to do and what we want to do.” The Ontario government is currently overseeing a review of funding, but there is no indication yet of what steps — if any — come next.

Quilting for a cure to end cancer Denise Kahle lost her mother to cancer, lost a good family friend, her friend Helen is fighting her battle right now, her brother-in-law is in remission and her brother has been cancer-free for 44 years. It’s a disease that has greatly affected her life. “It just seems like you can’t turn anywhere right now without hearing about someone having cancer,” said Kahle, a former Kanata resident. Kahle, who has been participating

in the Relay for Life for the past three years, is behind the new fundraising initiative Quilt for a Cure to raise money for the Canadian Cancer Society. “Every year we do the luminaries and I thought it would be nice to have something that would last a little longer than a luminary,” said Kahle whose relay team Cancer is a Drag raised over $5,000 for the Relay for Life on June 11. “Luminaries are not something you can bring home, especially if it rains. I thought I would like something that lasts a little longer so I decided that I would venture forth and do a quilt.” The quilt will be a mosaic of remem-

brance, celebration and encouragement. “There are three different colours of squares to choose from,” said Kahle. “White is remember, for those who have lost their lives to cancer; yellow is celebrate, for those who have won their battle with cancer; and blue is fighting back, for those who are fighting their battle now.” Kahle’s goal is to have 100 squares in her quilt, which will be unveiled at the Relay for Life on June 10, 2011 at the Nepean Sportsplex. People who want a patch on the quilt can choose between a comment or a photo square. For photos, people can send in a 3x5, said Kahle. Pictures won’t be returned, but people can send in a scan instead. For comments, people can either supply their own material, or request a piece of fabric be mailed to them. Notes must be written using a fabric marker, then sent back to Kahle. The appropriate colour ribbon can also be attached to patches. The squares will be 7x7, said Kahle, but the writing must stay within a 6x6 frame to allow her to sew the pieces together without cutting off any information. Quilt for a Cure is a non-

profit, volunteer driven initiative. The goal of Quilt for a Cure is to offer a lasting visual memorial to those who have fought or are fighting cancer, said Kahle. All fund raised will go to the Canadian Cancer Society. “The more people we can get involved with it, the more money we can raise and the faster we can find a cure,” said Kahle. Party in the garden for chipmunk He may not be Alvin, Simon or Theodore, but kids are likely to get a kick out Chippy Chipmunk’s escapades. The adorable rodent is the feature of Nepean native Kathy Miller’s first children’s book, Chippy Chipmunk Parties in the Garden. Miller, from her home in Pennsylvania, photographed Chippy for two years in her garden. Miller started taking pictures in her backyard because she is a nature photographer and there is a bird of prey refuge

just beyond. After spending some time going through all the images, she began to notice she caught quite a few shots of her furry friend. “I started to look at the shots and realized I had caught a lot of this chipmunk’s character,” Miller said. It took Miller about six months to put the book together after she decided to make a go of it. “Most people when they are writing can have the illustrations fit their work, but in this case I had to write to the pictures I had so it wasn’t as flexible,” she said. “But it was fun and I think kids will really like it.”

Miller is a teacher and plans to use her book as a way to teach nature workshop to eager minds — young and old alike. Her signing and workshops will start at the Centennial branch of the Ottawa library on July 7 with a program from 10:30 to 11:15 a.m. followed by a book signing at from 11:15 to 12. Miller will also be at the Chapters at Kanata Centrum from 2 to 4 p.m. on July 10 for a signing and the Chippy Chipmunk program. The book is available at Chapters and most independent bookstores. She is also a member and group leader of the Kanata Running Room Club, which meets on Wednesdays and Sundays. Primeau-Menzies’ family has been very supportive, she said. With two sons and two stepsons, aged 14 to 24, she said her family has always been very involved with sports, from soccer to swimming. Because of her family’s love for sports,

Primeau-Menzies the Right to Play charity has a special place in her heart. “Every child really does have a right to play,” she said. On June 26, Parnell will run his 115th marathon at Mitford School, at a U12 soccer fundraiser. Norine Primeau-Menzies feels so strongly about giving kids the right to play, she’s heading across the country. Primeau-Menzies, who has been a recreational runner for the past seven years, was touched when she saw ultra-marathon runner Martin Parnell on TV. Parnell has pledged to run 250 marathons, at five per week. His challenge began Jan. 1 and will wrap up Dec. 31. He hopes to raise $1,000 per marathon, bringing in a total of $250,000 to donate to Right To Play. The charity, which uses sport and play programs to improve health, develop life skills and provide peace for children, helps communities in disadvantaged areas around the world. In his quest, Parnell will run five marathons per week on the Cochrane Foothills Marathon Course in Cochrane, Alta. He also participates in organized events, such as the Boston Marathon, the Vancouver Marathon, the Calgary Marathon and more. “This guy really caught my eye,” said Primeau-Menzies. “He runs five marathons per week – that’s unbelieveable.” Primeau-Menzies will be heading to Alberta to join Parnell in one of his selfguided marathons in early August. Her goal is to help raise awareness about Parnell’s journey, in hopes that

Kanata North Community, city working towards a positive solution for Beaver Pond Forest. Progress has been made with dealing with the lands north of the Beaver Pond. Staff has informed the developer that their Tree Preservation Plan is inadequate, so they must do more field work. This will delay cutting the trees and provide a little more time to work on other solutions. Last Tuesday, the City’s planning committee approved a modified motion on the report I had submitted. This allows the public to review and comment on the Tree Preservation Plan prior to any tree cutting occurring. Until the City receives an updated plan, I will not be able to set a date for the meeting so please follow my website and the Facebook site for updates. Carp Road landfill expansion. The Youth Services Bureau (YSB) of Ottawa launched a new website this week. The site makes it easier for youth and their families to identify services that may help them and explains how to access services. The site, www.ysb.ca, describes the YSB’s services and programs in the areas of mental health, housing, counselling, employment programs and youth justice and outlines how to access each service. Designed to be user-friendly for youth from ages 12 to 24 – and for parents looking for support – the site includes frequently asked questions and first-person stories from youth who’ve experienced homelessness, addiction, mental health issues and other challenges.

In Katimavik – Hazeldean a number of homes were flooded on Peary Way and the investigation found that a partially blocked culvert interfered with water flow. A number of people have reported problems finding the Terms of Reference for the Carp Road Expansion on the Ministry of Environment website.
