Out of the running Wilkinson unopposed as Muirhead drops out of Kanata North election BLAIR EDWARDS KOURIER-STANDARD

JESSICA CUNHA PHOTO

A Kanata Cub ducks under a bad pitch on Sunday, Aug. 1, during the Scott Tokessy Memorial Gold Glove Tournament. The event, held July 30 to Aug. 1 at baseball diamonds across Kanata, raised $25,000 for the cardiology department of CHEO.

Kanata North is once again a onewoman race. Matt Muirhead announced on Friday, July 30, he won’t run for councillor of Kanata North in the City of Ottawa’s 2010 municipal election. The 36-year-old Morgan’s Grant man said he was withdrawing for family reasons. “I knew I’d end up missing my youngest son’s birthday,” said Muirhead. “With three kids . . . I really haven’t seen them for three weeks.” Muirhead said he had declared his candidacy earlier this month because he was upset over two issues. The first was a special services levy proposed by Wilkinson and later passed by council to charge Kanata North residents $15 to $18 annually over the next decade to pay to bury hydro lines on a stretch of Kanata Avenue between Goulbourn Forced and Richardson Side roads. He said the second issue that brought his candidacy to boil was Wilkinson’s

call to stop development of the South March Highlands with only a few months left before the developer was scheduled to begin clearing trees for construction. Muirhead said he later realized he didn’t want to fight “an overly negative” and “combative campaign” with Wilkinson at this point in time. “I may have criticized her on various files but I did not want to impugn her reputation or besmirch my own by coming across as too aggressive and self serving,” said Muirhead. Muirhead said he remained committed to maintaining his community involvement but that he didn’t have the time to devote as a politician right now. “If I’m going to serve the community I have to give 100 per cent – I can’t do 70, 80 or 90 per cent,” he said. “I’m committed to my family and community first and the political side of things can wait for now.” Incumbent Marianne Wilkinson is now unopposed in the Kanata North election. Muirhead said he will throw his support behind Wilkinson and if asked help her campaign. “If she’s successful again, acclaimed or otherwise, I will be helping her,” Muirhead said. Wilkinson said she won’t run for re-election in 2014. Muirhead said Wilkinson had said she would support his run for councillor of Kanata North in the 2014 election. “She said you’re going to need me in four years,” said Muirhead, who added he doesn’t necessarily count on her support. “I will work with him,” said Wilkinson. “I don’t know who else will run so it’s pretty hard – I’d like to see two or three strong candidates quite frankly.” Wilkinson said she wanted to run for a second term to complete her work on several key projects in her ward: the extension of Terry Fox Drive, the construction of a recre-

ation centre and a district library and other major road projects. “Then I’ll be quite happy to pass it on after that,” she said. Muirhead said he has knocked on a thousand doors over the past three weeks. “A big part of me feels sad for disappointing those who are very much supportive,” he said. “There was so much urging for me to get in. Muirhead is the president of the Briarbrook Morgan’s Grant Community Association, but said he is will soon move to Kanata Lakes where he will continue his community work. “I’m so thankful for everyone’ support and encouragement to run and I know they are disappointed,” said Muirhead. “But we have to look at the bigger picture, and the bigger picture is the serFILE PHOTO vice of the community and not the furtherance of one politician over Matt Muirhead announced last week he is dropping out of the election for councillor of Kanata North. Muirhead said another.” blair.edwards@metroland.com he plans to run in 2014.

Kanata Lakes woman presses local businesses to be more bike friendly BLAIR EDWARDS KOURIER-STANDARD

401643

A Kanata Lakes woman is pressing local businesses to become more bike friendly. Susan Kahler said shopping in Kanata is frustrating because most malls don’t have enough bike racks, and those that provide them don’t have enough space for bikes with trailers. The Kanata Lakes woman has met with managers of a few local businesses asking them to consider making their stores more bike friendly. Kahler said she recently met with the manager of the Loblaws in the Kanata Centrum. She complained the store’s bike rack is located at the front entrance next to the shopping carts, so that carts occasionally hit the bikes. Bikes with trailers block the walkway, making them a nuisance to pedestrians, she added. Kahler suggested moving the bike rack to one or two spots in the store’s parking lot, which would provide room for bikes with trailers. “I would like to see more (racks) and see them moved into the parking lot where more people would be encouraged to park,” Kahler said. “In a place like Kanata where everything is accessible we should all use our bikes using them to do your errands and groceries.” Shortly after the Kourier-Standard contacted Loblaws Companies Ltd., the company wrote an e-mail to the newspaper saying it had moved its bike racks to another location in front of the grocery store, away from the shopping carts.

“Respect for the environment is one of Loblaw’s corporate social responsibility pillars that shape the way we conduct business,” said Julia Hunter, Loblaws’ vice-president of public relations. “Generally, bicycle racks are located outside the store, near the store entrance.” Kahler said she was happy the racks were moved. MALLS Many of the smaller malls and big box stores – across the city not just in Kanata – don’t provide racks for cyclists, said Kahler. Ruth McKeague, who joins Kahler on regular cycling trips to Westboro Beach every week, said big box stores in particular aren’t friendly to cyclists. “It’s hard to go to stores on a bike because there isn’t much room (to park your bike) and it’s awkward.” McKeague said she cringes when she sees neighbours who travel to stores only a few blocks away in their cars. The Kanata Lakes women said they haven’t spoken to any councillors or advocacy groups and that they are just hoping to raise the issue in the community. Peter Sloan, treasurer for Citizens for Safe Cycling, an advocacy group for cyclists, said making businesses more bike-friendly is a common issue across Ottawa. “It is an issue, but fairly low down on our priorities right now,” Sloan said. The Ottawa man said he had a similar problem with a grocery store in South Keys. BIKE FRIENDLY, SEE 5

OPINION EDITORIAL

LETTER

No debate over lack of candidates

Developed lands not natural

Matt Muirhead announced last week he was dropping out of the running for councillor of Kanata North. With little more than a month before nominations close for the City of Ottawa 2010 municipal election, it looks like no one will challenge incumbent Marianne Wilkinson. Kanata North has become a one-woman horse race. Whether or not Wilkinson has done a good job during her first four years in office is beside the point. If she’s the best person for the job, presumably her constituents will re-elect her as councillor. But an uncontested election means the issues facing the ward and its constituents won’t be properly addressed. And Kanata North has its share of issues. The ward is struggling with two of the most controversial developments across the city: with housing and commercial developments in Kanata West and the South March Highlands. And that’s not to mention a few rather large road projects in the works: the Terry Fox Drive extension and the expansion of March Road. The vision for the development of Kanata Lakes, Morgan’s Grant, Briarbrook and Beaverbrook deserves the scrutiny only a contested election can bring. We don’t fault Mr. Muirhead for dropping out of the election. Three weeks after he declared his candidacy Muirhead said he realized he could not deliver 100 per cent of himself to the campaign — not without losing valuable family time. But as Sept. 10 approaches— the nomination deadline date — it becomes less likely that a serious candidate will step forward to challenge Wilkinson. If the ward remains uncontested there will be no serious debate only a recital of election promises. The best ideas and policies are often forged in the heat of debate. It’s the dialect of democracy, where two opinions collide and through opposition emerges a better idea. But unless someone steps forward, even if it’s only a token candidate, voters in Kanata North will have to wait another four years for the opportunity of a serious debate.

To the editor: Re: “The trees are going to come down”: city, July 22, KKS. Marianne Wilkinson says, “The city secured the best deal that it could,” with the developer “agreeing to preserve 40 per cent of the land as a natural environment area.” She also says that had it not been for the 40 per cent agreement, we’d have seen more development land. I would like to hear her explain how a privately owned golf course with membership fees of $22,000 per year, developed by the original developer and then sold, presumably at a profit for the developer, can be considered a preserved, natural environment area that has never been developed. However, it’s not too late for the developer to do the right thing, and preserve the South March Highlands in the spirit of the original 40 percent agreement. It would certainly raise their reputation in my eyes. Jane Daly Kanata

LETTER

Waste-to-energy environmentally sound To the editor: Re: “Burning not option for proposed dump,” July 15, KKS. I want to correct some statements made in the article “Burning not option for proposed dump”. Waste-to-energy technology is one of the most environmentally sound waste based energy technologies in the marketplace today. Our existing waste-to-energy facilities meet stringent air emissions regulations in the U.S. and we’re continuously evaluating and improving our environmental performance. There are a number of new and emerging waste management technologies in development, and Waste Management has invested in a number of them.

Most of these technologies are at the pilot stage and still need to be developed to a commercial scale. The proposed host fee that would be paid by Waste Management would be directed to community based organizations and not through user fees from the proposed recreational facilities. We have developed a unique waste management facility proposal and look forward to working with the community to further refine a project that will offer both environmental and economic benefits to the community. Kanata Kourier-Standard - AUGUST 05, 2010

To the editor: In the July 29 issue of the Kanata KourierStandard, Jessica Cunha had an article “Info flyer ruffles feathers.” I think it did more than that! Ms. Wilkinson has her propaganda fliers sent to a large number of homes NOT in her voting district, mine among them and I strongly object to receiving her – as she calls it – “It’s just information for the public.” She can do that in articles she has pub-

Candidate promises to clamp down on development DEVELOPMENT Favreau said the city should continue to clamp down on the Fernbank and Kanata West developments until the necessary infrastructure is in place to serve new residents, such as an improved pumping station, roads and storm water management ponds. “I think we have to hold off on them until we have the proper infrastructure in place,” said Favreau. At the same time, the city must improve its storm water management system to prevent flooding in Glen Cairn, an area where some homeowners have suffered flooding damage three times over the past 15 years. “Residents in Glen Cairn shouldn’t have to worry about rain,” said Favreau. The third biggest issue facing residents of Kanata South is making sure city services, such as libraries, parks and recreation, are available to all residents, said Favreau. Favreau said council must deliver “the best bang for the buck”. “A lot of people are upset by taxes because they don’t know where the money is going,” he said. Favreau said council must ensure city departments are not wasting money by duplicating services in different departments. Favreau said he won’t promise a tax freeze, a cornerstone of Mayor Larry O’Brien’s mayoral campaign in 2006. “Zero means zero – I don’t think it’s doSUBMITTED PHOTO able,” said Favreau. Kanata South candidate Marc Favreau says he will roll out his election platform in September but The city is obligated to honour union contracts and pay for major annual capital in- right now is focusing on transit, development and the delivery of city services. creases. “Somehow we have to pay for this,” said Favreau, who suggests the city review its capital and service expenditures for savings. Favreau said he has extensive political experience working on campaigns in all three levels of government. A past president of the Carleton-Mississippi Mills provincial Liberal Association, Favreau has co-ordinated campaign events for former prime minister Paul Martin, and Stephane Dion during the last federal election. for athletes 17 and under Favreau said he is the candidate who can represent all the communities of Kanata South: Glen Cairn, Bridlewood and Katimavik. blair.edwards@metroland.com

Kanata South promises to be one of the most interesting ward races in the 2010 fall municipal election. Marc Favreau, who declared his candidacy in late April, joined a slate that included Allan Hubley, Aaron Helleman and Perry Simpson. Incumbent Peggy Feltmate has bowed out of the race. Favreau, a manager of the Canadian Food Inspection Agency, holds a bachelor’s degree in political science from Carleton University. The 34-year-old Bridlewood man, a member of the Bridlewood Community Association, has worked on several municipal, provincial and federal campaigns, starting out as a volunteer on former Kanata Coun. Alex Munter’s campaign, and later working on Marianne Wilkinson’s bid for MPP of Carleton-Mississippi Mills. Favreau said he decided to run because he thought it was time for some fresh ideas on city council. “I believe there’s a need for a strong voice for Kanata South,” he said. Favreau said he won’t release his official election platform until September, but he has identified three key issues from talking with constituents on the campaign trail. The first is transportation and transit, said Favreau. Bus service in Katimavik, Glen Cairn and Bridlewood is a continuous problem, with not enough buses serving the community, he said. “Buses are not necessarily available at all times,” Favreau said. “We have to make sure buses serve the community.” Favreau said the city should also consider building a park and ride in Kanata South. The main problem is getting people in and out of Kanata, Favreau said, adding that Kanata needs more arterial roads. The city is looking at extending Hope Side Road to Hwy. 416 – but first it will have to expropriate Crown Ridge land from a private owner and then begin an environmental assessment, which could take years to complete. “If Hope Side Road doesn’t occur than we have to look at plan B,” said Favreau. The candidate for Kanata South suggested expanding the number of lanes on Eagleson Road to Fallowfield Road, offering drivers

an east-west route connecting to Hwy. 416.

Over 2,000 residents turned out for the fourth annual Kanata North Picnic, on Wednesday, July 28, hosted by ward councillor Marianne Wilkinson. From left, Amy Awad, Khadeeja Elbokl, 4, Aisha Elbokl, 2, and Abdulrahman Awad, 6, spend some time in the petting zoo with Dan the goat, provided by the Constance Creek Wildlife Refuge. Angela Rozman, last year’s Kiwanis Idol winner, had the crowd tapping their toes to her catchy sound.

Ethan Archer, 2, takes a ride on the bouncy slide.

Lineups were long for each attraction, including the bouncy carousel. “The children loved the bouncy carousel and the petting zoo,” said Wilkinson. There was lots to see and do, including a magic show, treasure hunt, listen to the Kiwanis Idol singers and watch a dance showcase.

Health practioners are asking residents of the Champlain region to put the salt down as part of their “Give your head a shake” sodium reduction campaign. The campaign was launched in 2009 in partnership with the Champlain Cardiovascular Disease Prevention Network (CCPN) and the Local Health Integration Network (LHIN), Ottawa Public Health, the Eastern Ontario Health Network, the University of Ottawa’s Heart Institute, the Ontario Ministry of Health and Long-term care, the Heart and Stroke Foundation and the Canadian Stroke Network. Kathleen Turner, a dietician and one of the health care practioners participating in the campaign, said that Canadians typically consume twice the amount of sodium in a day than they should be. More than 2,400 Champlain residents die as a result of cardiovascular disease each year and 147,785 have high blood pressure. The Champlain region covers a lot of eastern Ontario and has about 1.2 million residents. “Typically people consume about 3,100 milligrams of sodium per day,” Turner said. “So that’s about twice the amount.” Turner said the biggest part of the problem could be that most of what people eat is processed and the salt is hidden in the ingredients. “Most people are consuming too much even before they add salt

291077

Doctors ask residents to shake taste for salt from the shaker,” she said. Studies showed that 77 per cent of the salts we consume are from the foods themselves, rather than salt added in after the fact. Turner said one of the reasons the campaign went into overdrive over the summer was people’s penchant for barbecue foods — some of biggest culprits for sodium. Something as simple of barbecue sauce can have as much as 410 mg in two tablespoons. That’s nearly a third of the total daily recommended intake in a condiment. The campaign is targeting residents aged 35 to 50, because they are aware that sodium is bad and are open to making changes for their own health and that of their children. “We think if we show them easy, everyday things that can be done to reduce the amount of sodium they consume, then it can be effective,” Turner said. Danielle Côté, communications specialist for the CCPN, said the work for the campaign started in 2007 by identifying hotspots for cardiovascular disease. “We zeroed in on hypertension because we know it can be helped by reducing sodium,” she said. “And the data we gathered in the region showed we had some pretty high risk factors. Obviously we are motivated to make sure our residents stay healthy. It’s all about preventative care.” jennifer.mcintosh@metroland. com

The Kanata Farmers’ Market opened on Saturday, July 31. At the moment there are eight vendors, but founder Kris Rochon is hoping to add more local farmers to the list before the season is up.

Now you don’t have to go far to eat local KANATA FARMERS’ MARKET Kanata got its own weekly farmers’ market on Saturday, July 31. There were 11 market stands manned by eight different vendors, all of whom are regulars at Ottawa area markets. All vendors at the new Kanata Farmers’ Market are from local farms, and sell justpicked fruits and vegetables, flowers, plants and herbs, homemade jams and jellies, honey, salsas and spreads, local game meats, beef, and freshly baked pastries, scones, breads and cookies. “Until now, if you lived in Kanata, you had to drive quite a distance to get to a real farmers’ market,” said Kanata Farmers’ Market founder Kris Rochon of Rochon Farms, a vegetable and berry farm in Edwards, On-

tario. “That’s why a group of us decided to open a new market in Kanata. Now if you live here, you won’t have to go far to eat local.” The market is located at 420 Hazeldean Road, one block west of the Hazeldean Mall. The new market is open—rain or shine— from 8 a.m.until 3 p.m. every Saturday until October 30. The businesses in the strip mall where the market is held are “totally supportive” said Rochon. “They’re helping us let shoppers know about the new market by putting up our miniposters and handing out our flyers. We’ve been stressing that the market will draw more shoppers to their doorsteps.” SUBMITTED PHOTO As the season goes on, Rochon said he expects more vendors to join the market. Glengyle Garlic’s garlic and feta spread is a tastey treat for visitors to the farmers’ market.

5. 6.

Just-picked freshness: At farmers’ markets, the produce is picked as soon as it’s ripe – and at the height of its flavour – often making it to the market stall within hours. Full nutritional value: Fresh-picked produce is packed with nutrients, not artificially ripened during long-distance travel. Farmers’ markets make it easier for people to eat healthy. Information about the food you buy: Want to know how your food was grown – and what kinds of products were used? Want to know how to choose it, store it or prepare it? At a farmers’ market, you can get all the information you want directly from the person who knows. Specialty products you won’t find at the supermarket: At a farmers’ market, you’ll find wonderful food products you won’t find anywhere else – like heirloom tomatoes in a rainbow of colours, purple and yellow carrots, green garlic, artisanal breads and cheeses, and produce that’s too fragile to survive long-distance travel. Food with no (or few) preservatives: Food that goes straight from the field to the market doesn’t need to be coated with waxes or treated with chemical preservatives. Preserving local agriculture: Small family farms often can’t meet supermarkets’ minimum

order requirements – and even if they could, they’d only receive 10 to 20 per cent of the price you pay in store. At farmers’ markets they get to keep more than 84 per cent. 7. Reducing your carbon footprint: A lot of supermarket food comes from 2,500 km away – often further. At the farmers’ market, your food travels less than 100 km and doesn’t require excess packaging that will just end up in a landfill. 8. Stimulating the local economy: When your purchases are local, your dollars stay local too. For every agricultural job saved or created, another 1.8 related jobs are preserved or created. And because many people do other shopping or have a meal near the farmers’ market, those dollars help local jobs too. 9. Seasonal eating: By eating what’s in season, you connect with the seasons and find yourself looking forward to the growing season’s natural rhythms: asparagus and strawberries in the spring, sweet corn and other berries during the summer, root vegetables and baked goods made with pumpkin in the fall. 10. Just plain fun: It’s a lot more enjoyable to stroll from stand to stand at an open-air farmers’ market, chatting with growers and hob-knobbing with neighbours and total strangers versus rolling a shopping cart down over-lit supermarket aisles.

Green thumbs up for Pinhey’s Point Historic Site • Wildlife Gardens: they can learn what plants attract and reject butterflies, bees and birds. • Saving Seeds and Flower Arranging: participants will learn how to collect seeds from their favorite plants for future gardens and also try their hand at arranging their own bouquets. Although kids can choose to attend just one or two of the month’s workshops, the Green Thumbs Club will make kids want to come back week after week, said Moores. “This particular workshop is really rewarding, because kids will get to put something in the ground and then a couple of weeks later, they’ll actually get to see the fruits of their labour,â€? she said. “Kids can walk away with a green pepper or a flower that they’ve actually grown from scratch.â€? Moores said the best part of the workshop

is the way the themes fit so nicely into the museum’s historical framework, but also offers practical skills that are still useful today. “Over the years, many heritage trades have changed significantly, but the basics of gardening haven’t, said Moores. “The products and tools may have changed, but the big picture is the same as it was 100 years ago, when Hamnet Pinhey was growing his own garden. Green Thumbs Club takes place every Sunday in August from 1 to 3 p.m. at Pinhey’s Point Historic Site, located at 270 Pinhey’s Point Rd., Dunrobin. Cost to participate in the workshop is $6 per person or $15 per family. Advance registration is required. For more information or to register, please call 613-247-4830 or visit Ottawa.ca/museums.

This August at Pinhey’s Point Historic Site, kids can watch their creativity grow during the Green Thumbs Club, a weekly outdoor workshop that teaches kids how to plant, seed and weed their very own gardens. There’s no better place to first try your hand at gardening than at Pinhey’s Point, located in Dunrobin. The 88-acre historic site is brimming with gorgeous green space and fragrant flower beds. All month long, kids ages seven to 10 can spend their Sundays learning the basics of gardening and find their inner green thumb through crafts, games and projects in the Pinhey’s garden.. “Pioneer families had to produce their own food, and with this program, kids can learn how people used to get the fruits and vegetables they needed before there were grocery

stores,â€? said Ashley Moores, education and interpretation officer at Pinhey’s Point. Hamnett Kirkes Pinhey, a British settler who once called the Pinhey’s estate home, was quite the avid gardener himself, said Moores, so kids can take pride in the fact that they are helping to keep the Pinhey’s large, colourful gardens thriving. Every week, the Green Thumbs Club will have a different theme. It will kick off on Sunday, August 8 from 1 to 3 p.m. with the theme Starting your Seedlings. “During the first week of the program, kids will learn how to plant, weed and protect their gardens from bugs and intruders,â€? said Moores. The following weeks include topics such as: • Let it Grow: kids will learn how to properly tend a garden, to identify weeds among the flowers and vegetables and make a scarecrow to scare away unwanted nibblers.

The City of Ottawa congratulates residents for using their green bins and helping divert over 26,000 tonnes of organic material from area landfills – the equivalent of nearly 3,000 garbage trucks – during the first six months of the program. In fact, residential waste diversion rates for the first half of 2010 rose to 42 per cent, with nearly 20 per cent of all residential waste collected being returned to the earth through the city’s organics program. With the continued expan-

sion and roll-out of the green bin program to medium density housing, and more and more residents participating, diversion will continue to increase. Though participation rates in the program are encouraging, we can do more and must do more if the city is going to reach its diversion target of 60 per cent. Remember to feed your green bin, with all organic materials that qualify for the program including: food scraps, soiled pizza boxes, paper plates, napkins, paper coffee and beverage cups and leaf and yard waste. Residents are also reminded of a few simple ways to re-

duce odours and deter animals from green bins stored outside during the warmer months: • Keep the lid locked. • Place the green bin in an area where it can’t be knocked over, or brace the green bin to keep it upright. • Use peppermint oil, cayenne or chilli pepper, or hot sauce around the edge of the lid to repel animals. • Layer food waste with grass clippings and leaf & yard waste to minimize odour. • To minimize odours that may attract raccoons and other animals, wrap wet food waste such as meat, fish, fruits and vegetables in old newspapers

or paper bags; or, leave these smellier items out of your green bin until collection day (try storing these items in a paper bag in the freezer). • Put your green bin out weekly and rinse regularly to help keep it clean. The city’s green bin program does not allow plastics of any kind, including biodegradable or compostable plastics. If you wish to use bin liners, please use paper only. The city also reminds residents to use green bins safely; store their green bin in a safe location and be aware of any hazards with regards to children.

Carp Airport holds a fly-in breakfast on Sunday SPECIAL TO THE KOURIER-STANDARD The Ottawa Chapter of the Experimental Aircraft Association (EAA), Chapter 245 is hosting its annual Fly-In/Drive-In breakfast this Sunday, Aug. 8 at Carp Airport. The public is welcome at the breakfast, which costs $6 and runs from 8 to 11:30 a.m., rain or shine. The breakfast includes bacon, egg, toast, beans, tomatoes, coffee/tea and orange juice, as well as the chance to see airplanes close up and talk to their pilots. The small amount of funds raised will go to towards maintenance and upkeep of the EAA chapter’s hanger and workshop at the Carp Airport. However, the breakfast has other major goals. It is intended to

encourage public awareness of sport aviation in the Ottawa area and attract new members to the chapter and recreational flying. It is also a meet-and-greet for pilots from the various airports in the surrounding area. In previous years the breakfast has attracted as many as 350 to 400 people for breakfast and as many as 100 aircraft from local airports all across eastern Ontario and western Quebec. The EAA is “the organization that enables people to realize their dreams of flight.” It is supported by local chapters throughout Canada, the U.S. and around the world. Homeowners still flooded with worry over rain A year after hundreds of basements were submerged, residents remain uneasy JESSICA CUNHA KOURIER-STANDARD It’s been just over a year since a freak storm flooded the basements of 1,500 homes in the west end. Homeowner Dan Finnigan, who lives on Dundegan Drive in Glen Cairn, is worried it could happen again. “It’s a worry every time it rains,” said Finnigan, whose house has flooded twice since he took ownership in 2001. “My boss at work, if there’s a big rain storm I tell him I have to call my son at home and have him check the basement.” EXPENSIVE EQUIPMENT Finnigan was reimbursed by the city for back-flow valves for sewer and storm drains, but said there are no promises or guarantees they will work if hit with another rain storm of the same magnitude as last year. He said not everyone who needs them has been able to acquire the pricey valve. “Some people don’t qualify,” he said, if they don’t have $4,000 readily available or are behind on property taxes. “For people whose homes have flooded, or who live next to a home that has flooded, a grant to reimburse them for the lesser of 100 per cent of the cost or $4,000 is available,” said Kanata South Coun. Peggy Feltmate. “If a sump pump also needs to be installed the maximum is $7,500.” Both are heavy sums for upfront payments. OVERDEVELOPMENT

Overdevelopment was a major cause of the flooding, said Finnigan, whose insurance deductable is now four times the amount it was originally. “(The new houses), they’re just piggybacking on our system,” he said about the pumping station capacity for Kanata south. “Even though we’re getting all these back-flow valves, they just keep adding more houses on to it. They didn’t accommodate for the new housing going in.” Finnigan said the city is going to have to address the issues, such as the capacity of the pumping station and sewers, in order to fix the flooding problem. “If I win the lottery I will probably move away,” said Finnigan, adding that people with homes in areas prone to flooding are selling their houses for less than in other regions. PUMPING UPGRADES A development hold was placed on lands served by the Hazeldean Pumping Station on June 22. Projects already underway can continue, but all new development is frozen until upgrades are made to the capacity of the pumping station. “The first stage is getting the capacity moved up to 1,225 liters per second,” said Feltmate. “The second stage is to get it to over 1,400 liters per second.” The first phase can be completed fairly SUBMITTED PHOTO quickly, said Feltmate, but the second stage will take longer as it needs a full environ- A car is submerged in the middle of Terry Fox Drive and Hazeldean Road during the flooding that took place last July. Microchip clinic at Ottawa Humane Society OTTAWA HUMANE SOCIETY If your pet goes missing this summer, what are the chances it will find its way home? The Ottawa Humane Society (OHS) is urging animal lovers to take precautions by ensuring that if their dog or cat becomes

lost, it has the best possible chance of a safe return – by implanting a grain-sized microchip offering permanent, lifelong identification. The clinic will take place on Sunday, Aug. 8 from 10 a.m. to 1 p.m. and is by appointment only. The cost is $50 per animal, $25

for each additional pet. OHS is located at 101 Champagne Ave. South, just off Carling Avenue, one block west of Preston Street. Call the OHS at 613-725-3166, ext. 221 or e-mail microchip@ottawahumane.ca to book your appointment.

All proceeds will benefit the animals at the OHS. Animals should be in a carrier or on a leash. Owners should bring vaccination records and one piece of photo ID (for example, driver’s license). For more information, visit www.ottawahumane.ca.

Kamil Chadirji-Martinez says the Aug. 4 to 20 Students on Ice Arctic Expedition is the realization of a dream. SUBMITTED PHOTO

Student embarks on Arctic expedition SHERRY HAAIMA KOURIER-STANDARD Fifteen-year-old West Carleton Secondary School student Kamil Chadirji-Martinez has just embarked on a journey he said was life-changing before he even had his bags packed. Martinez is one of about 75 students traveling to the northern reaches of Nunavik and eastern Baffin Island, Nunavut as part of Students on Ice, an annual educational Arctic expedition. Winning the $10,000 scholarship that will finance the trip has been a three-year goal for Martinez. He first heard about the program at a presentation at the Museum of Nature, where he volunteers as a greeter. Already interested in the Arctic, he was hooked on the idea. “I realized this is what I had to do,” said Martinez. Since then, he has been working to secure a spot on a student trip to the Arctic and his efforts have paid off. Working towards and realizing this dream has been a big deal. “It changed me as a person,” said Martinez, who was to meet the other students in Ottawa and fly north to Kuujuaq. There, the group will board a boat that will be their home from Aug. 4 to 20. The students will make short trips from the boat to complete their experiments and exploration. Things like animal behaviour, the environment and culture will be among the topics on which they will focus. The group, made up of youth ages 14 to 19, will be accompanied by an international team of staff, consisting of 35 scientists, historians, artists, elders,

explorers, authors, educators, leaders, innovators and polar experts. Expedition participants include over 25 northern aboriginal youth, as well as students from China, Monaco, Norway, the United States and every region of Canada. Just before he set out, Martinez was chomping at the bit to get up there and explore. He described the Arctic as “a big interest of mine.” “Since I was little, it’s just been a passion of mine,” he said. “I’d like to eventually work up there in the future.” For now, the Grade 11 student is happily living his dream. Preparation involved an education session and also assembling the gear, which included lots of Gore Tex, a sturdy back pack and special fleece-lined rubber boots. He was looking forward to the journey and relished the idea of visiting an Inuit village and studying local wildlife. Martinez is not a stranger to travel. With his mother’s family living in Dominican Republic and some of his father’s family in Iraq, he has made frequent trips overseas. Upon his return, Martinez would like to share his experience with others and will offer to make presentations at local schools. The Grade 11 student lives in Morgan’s Grant with his parents, to whom he is grateful for allowing him to pursue this dream. Along with his passion for the Arctic, he’s an active teen involved in Tae Kwan Do, soccer, drawing and casual science reading. shaaima@msn.com

Hollywood came to March Road this week when a film crew arrived at a Carp area home Monday to shot footage for the thriller House at the End of the Street. The crew set up a command post on March Road complete with a large wardrobe van. Seven truckloads of equipment set up at the shoot site, a home nestled in the pines at the corner of Glenview and Pineridge roads. Shooting is scheduled to continue until at least Friday. The film stars Elisabeth Shue, Gil Bellows, Max Thierot and up-and-coming star Jennifer Lawrence. Among the local residents receiving a close-up look at the action are Larry Strickland and son Luke.

Congratulations to the Kanata U13 Boys L4 Premier team on winning the U13 division at the GIST hosted by the Gloucester Hornets during July 4 and 5th. Playing some very good possession soccer and showing a lot of heart, determination and skill, the Kanata Lightening team won 2 and tied one in the round robins for the tier 1 division. Despite the hot and humid conditions, the boys remained cool, calm and collected as they completed their excellent performance with a 2-0 shutout against LaSalle, a Montreal area team, in the finals for the gold. Great effort by everyone. SUBMITTED PHOTO

Kanata West Environmental Assessment Notices of Completion Carp River, Poole Creek and Feedmill Creek Restoration Revisions and Addenda to Environmental Screening Report Revised Environmental Screening Report Report and Addenda Now Available for Review In June of 2006 the Carp River, Poole Creek and Feedmill Creek Restoration Environmental Screening Report was completed in accordance with the requirements for a Schedule B Project as defined in the Class Environmental Assessment (EA) Process (2000). The Minister of the Environment received Part II Order requests for the project asking that the project be subject to an individual environmental assessment. Due to concerns raised in regard to the accuracy of the models used by the City, a Third Party Review of the models supporting the projects was undertaken. As part of Conditions 1 and 2 of the Minister’s Order made in response to the Part II Order requests, updated documentation has been provided including the results of the Third Party Review, updated water level information, flow modelling data, a water level and flow monitoring plan, a detailed Implementation Plan related to phasing and stormwater management. Following the completion of the Third Party Review and the other matter required to address the Minister’s Order, the Environmental Assessment was required to be updated and this Notice was required to be issued. In addition to the updates required as a result of the Third Party Review, the Carp River Restoration Project has been updated to incorporate current conditions and direction received from City Staff and Council including a permanent widening of the Carp River corridor. An Addendum to the Carp River EA Screening Report with these updates has now been completed and has been issued for public review along with the following supporting Documentation:

increased sinuosity, aquatic connections to the Carp River, local bank treatment and riparian plantings.

Revisions and Addenda to Kanata If there are no Part II Order requests received, the City of Ottawa / Kanata West Owners Group West Master Servicing Study intend to proceed with the Master Plan. Written Report Now Available for Review In June of 2006 the Kanata West Master Servicing Study (MSS) was completed following Approach 2, which fulfills Phases 1 through 2 of the Class Environmental Assessment (EA) process for Schedule B projects and 15 projects were identified. Four of the projects were subject to Part II Order requests. Eleven of the projects were considered approved and five projects have since started construction.

Due to concerns raised in regard to the accuracy of the models used by the City, a Third Party Review of the models supporting the projects was undertaken. As part of the Minister’s Order made in response to the Part II Order requests, following the completion of the Third Party Review, the MSS was required to be updated and this notice was required to be issued. The Kanata West MSS (2006) and the following supporting documentation are available for review: • Third Party Review, March 2009 • Kanata West Implementation Plan, July 2010 • Updated Public Consultation Report, July 2010 The Third Party Review did not identify any requirements for amendments to the previously approved projects. Accordingly, only the projects previously subject to Part II Order requests noted below may be considered for additional Part II Order requests. Sanitary Servicing Projects • Signature Ridge Pump Station Upgrade and associated gravity sanitary sewers (Schedule B)

• Carp River Restoration EA 2006 • Third Party Review, March 2009 • Kanata West Implementation Plan, July 2010 • Updated Public Consultation Report, July 2010 • Carp River Restoration Plan – Widening Alternatives Final Report by Greenland International Consulting Ltd., May 2010

The proposed restoration of Carp River involves full restoration within the Kanata West reach of the river including: a change to the channel as well as the following design elements: increased sinuosity; reduction in channel cross-section; creation of ponds and deltas; “nested” channels; varied substrate; riparian vegetation planting; and multi-use pathways as part of larger local and regional pathway systems.

If concerns regarding these projects cannot be resolved in discussion with the City of Ottawa/ Kanata West Owners Group, a person/party may request that the Minister of Environment make an order for the project to comply with Part II of the Environmental Assessment Act (referred to as Part II Order). This request must be received by the Minister at the address noted below, prior to August 29, 2010.

The proposed restoration of Poole Creek involves four areas of the creek that require local improvements including channel realignment, removal of an island and narrowing of the channel, removal of debris and an old bridge, valley wall treatment, creation of a delta marsh and riparian plantings.

A copy of the request shall also be sent to the City of Ottawa and Kanata West Owners Group. If there are no requests received by August 29, 2010, the projects will proceed to design and construction provided that funding is available.

Between Barrhaven and Riverside South, it’s only 95 metres wide, but the Rideau River might as well be a kilometre across when it comes to travel by car, bus, bike or on foot. In 2012, that will change. On Tuesday, July 27, ground was broken for the Strandherd-Armstrong bridge. In 2012 it will carry six lanes of cars, two lanes of buses and two lanes of bikes as well as providing wide pedestrian walkways. One day it could also carry light rail. During the groundbreaking ceremony, Barrhaven Coun. Jan Harder joked that she worried she might be 80 years old and living at the nearby Carleton Lodge retirement home before the bridge was built. “I look across now and ask ‘Why the heck did it take so long?’” Harder said. With the trees removed from both sides of the river, the span appears much shorter than in the past; the arch of the bridge will need to be just 123 metres long. Construction crews have already dug access roads down to both river banks so trucks, bulldozers and drills can create the bridge’s footings, which will hold up the 6,600-ton structure and all the cars and buses above. “It helped that the city created a ward that’s on both sides of the river,” Harder said, alluding to Gloucester-South Nepean, the ward represented by Coun. Steve Desroches. The councillor touted the economic benefits of the connection between the two communities – both the 550 jobs during nearly two years of construction as well as the long-term effect of linking the commercial areas of Barrhaven and Riverside South. Construction of the bridge’s roadway will take place on the eastern bank of the Rideau and will be slid into place over the river on tracks, Desroches said. Osgoode Coun. Doug Thompson called the future crossing “one of the most sought-after and Osgoode wardfriendly projects we’ve ever seen.” He also referred to the original north-south light-rail plan envisaged by the previous city council. “If we’d gone ahead with the light rail plan drawn up while Bob Chiarelli was mayor, we’d be on it by now,” he said. The provincial investment in the Strandherd-Armstrong bridge matched the money from the federal government and the city. Chiarelli said the province has invested in Ottawa-area road expansions, the future light rail system and the Strandherd-Armstrong bridge to the tune of $322 million. Asked later about the cancelled north-south LRT plans, Chiarelli said the old transit plans would have seen the bridge open in September 2009, but added that the day’s groundbreaking is still very good news. “It makes my enthusiasm all the more heightened because this bridge is needed even more than in 2009,” he said. Mayor Larry O’Brien said the groundbreaking is one step in the process, but he’s eyeing the future. “I look forward to the day in 2012 when we can drive, walk and bicycle from one community another,” O’Brien said. If city council decides to add light rail to the mix, city project manager Marcel Delph said the Strandherd-Armstrong bridge now under construction will be strong enough to carry the type of trains that the city plans to purchase for the first stage of LRT in downtown Ottawa. “There is a provision for rail in place of two bus lanes (on the bridge),” Delph said, adding some alterations would be needed for the trains’ electrical connections. nevil.hunt@metroland.com

Kanata West Environmental Assessment Notices of Completion Revisions and Addenda to Kanata West Transportation Master Plan Report Now Available for Review In June of 2006 the Kanata West Transportation Master Plan (TMP) was completed following Approach 3 in the Municipal Class Environmental Assessment which fulfills Phases 1 through 4 of the Environmental Assessment (EA) process for Schedule B and C projects and six individual roadway projects and a rapid transit project were identified. Two of the projects were subject to Part II Order requests. The other four projects proceeded through to implementation, with one having already been constructed and one currently undergoing detailed design. The rapid transit project is subject to additional environmental assessment requirements and a separate EA has commenced for the West Transitway Connection.

A copy of the request must also be sent to the City of Ottawa and Kanata West Owners Group. If there are no requests received by August 29, 2010, the projects may proceed to design and construction, provided that funding is available. Due to concerns raised in regard to the accuracy of the models used by the City, a Third Party Review of the models supporting the projects was undertaken. As part of the Minister’s Order made in response to the Part II Order requests, following the completion of the Third Party Review, the TMP was required to be updated and this Notice was required to be issued. In addition to the updates required as a result of the Minister’s Order, the City has updated the current transportation conditions and the long-term needs for the area in the TMP. An Addendum to the TMP with these updates has been completed and has been issued for public review along with the following supporting documentation: • Kanata West TMP 2006 • Third Party Review, March 2009 • Kanata West Implementation Plan, July 2010 • Updated Public Consultation Report, July 2010 In accordance with the Minister’s Order, if a person/party has outstanding concerns regarding any of the following projects contained in the TMP the person/party should contact the City of Ottawa/Kanata West Owners Group to discuss these concerns: • Huntmar Road widening from Maple Grove Road to Campeau Drive (Schedule C) • Maple Grove Road widening from west of Huntmar Road to Terry Fox Drive (Schedule C) • North-South Arterial from Hazeldean Road to Campeau Drive Extension (Schedule C) • Stittsville Main Street extension from Maple Grove Road to North-South Arterial (Schedule C) If the concerns regarding any of these projects cannot be resolved in discussion with the City of Ottawa/Kanata West Owners Group, a person/party may request that the Minister of Environment make an order for the project to comply with Part II of the Environmental Assessment Act (referred to as Part II Order). This request must be received by the Minister at the address noted below, prior to August 29, 2010.

Victoria Marcotte took home six gold medals in women ages 18 to 34 under 55 kilograms: in freestyle form, Korean-form, light contact, semi-contact, kumite fighting and musical weapons. “It felt amazing,” said Marcotte. “I never tried so many divisions.” Marcotte also won four silver medals in hard-style form, weapons, traditional weapons and as Canada’s overall women’s champion and bronze in traditional forms of fighting. The 24-year-old Bridlewood woman hopes to raise enough money so she can compete for the national team at the world championships in Scotland this fall. Marcotte has won 10 gold medals at past world championships. Marcotte and teammates Norm Wong, Alison Ferguson and James Heaton combined for 35 medals and 18 gold medals at the nationals. The Kanata competitors said they hope to make the national team to represent Canada at the World Kickboxing and Karate Association championships to be held in Edinburgh, Scotland this October.

Kanata North MATT MUIRHEAD – Last week Matt called me to let me know that he was withdrawing as a candidate for the Kanata North council seat. He shared with me that he was concerned about the time the campaign took away from his young family. I respect his decision to withdraw at this time. Matt has contributed a great deal to our community as president of the Briarbrook/Morgan’s Grant Community Association and as a tireless graffiti remover. He has asked me to ensure that the issues that concerned him be discussed during the campaign and I am happy to do so and will discuss them with him to ensure complete coverage. I have deep respect for his integrity, his attitude and his caring for the people in our communities. I’ve worked well with Matt during the past few years and value his ideas, knowledge and advice. Matt is a community leader who will help guide our community forward and I look forward to continue working with him and the community.

SPRAWL DEVELOPMENT PLAYS ROLE IN RISE IN WATER RATES – Since the early ’80s, the number of kilometres of water and sewer pipes in Ottawa has more than doubled. Based on the 2006 census, our city’s population has increased by roughly 50 per cent since the early ’80s. When the amount of water and sewer pipe we have to maintain is increasing twice as fast as the number of people helping pay the cost, it is not hard to figure out the effect on water and sewer rates. One of the largest expenses in the water and wastewater budget is the contributions to the reserve funds required to maintain pipes and other infrastructure.

Check your smoke alarm CITY OF OTTAWA Did you know that working smoke alarms can cut your chances of dying in a fire by 50 per cent? In Ontario, having working smoke alarms is not only a good idea -- it’s the law. Ottawa Fire Services recommends you install a smoke alarm on every level of your home, and outside your sleeping areas. Test your smoke alarms every month and change the batteries twice a year when you change your clocks. A working smoke alarm and a home fire escape plan will significantly increase your chances of surviving a fire. SUBMITTED PHOTO

The general service interval is 3 months or 5000km, whichever comes first. Some synthetic oils are longer, up to 25000km on newer European vehicles. Some vehicles have monitors that will give different intervals, but if these monitors fail, observe the 3/5000 guideline. If unsure, consult your owner’s manual as to what interval applies to your vehicle.

Q

I’m just not sure if I am ready for retirement living, how can I be sure?

A

We encourage you to go and visit 4 or 5 homes in your area and stay for a short trial stay at one or two that you have narrowed it down to. That way, you will really get a good feel for the home, the staff, the other residents, activities, etc. Each home has it’s very own feel and you want to make sure that your new home feels right for you! 27 Weaver Cres., Kanata 613-591-3991 www.kingswayarms.com waldenmarketing@magma.ca

How often do I need to change my oil?

Q

Hockey season is starting. Why should I get my child’s sports guard from a dentist as opposed to a sporting goods store?

A

If the sporting goods store mouth guard is not bitten into properly by your child, the impact from a trauma to the jaw or teeth may not be well distributed and instead it may be concentrated into one area. Sports guards prevent broken teeth but more importantly they prevent the jaw from impacting the skull bones in the jaw joint and causing a concussion. A sports guard made by a dental professional would prevent any of these situations from occurring. Have a great Hockey season!
