Phone calls overload city’s info call centre 311 line hangs up on residents who lost water service in Morgan’s Grant BLAIR EDWARDS KOURIER-STANDARD Morgan’s Grant residents phoning to complain about a loss of water service overloaded the City of Ottawa’s 311 service last week. A contractor accidently knocked off a cap to a water main on the corner of March and Klondike roads on Tuesday, Aug. 17, causing a loss of water service from 8 to 10:30 p.m for hundreds of residents. The city’s call centre was overwhelmed with phone calls from Morgan’s Grant residents complaining about the loss of service, said Kanata North Coun. Marianne Wilkinson. The call centre had an evening skeleton staff and couldn’t answer the deluge of phone calls quickly enough, said Wilkinson, and the automated system couldn’t have that many people on hold. In many cases the call centre’s automated answering machine simply
hung up on people or refused to take phone calls, said Wilkinson. “They just cut them off,” she said. “The system couldn’t cope. “Everybody called at once,” she added. “They just weren’t prepared for it.” Wilkinson said she has asked for a review of the service. “It is disturbing that residents could not easily find out what had happened and when their service could be restored.” The incident highlights the need for upgrades to the 311 service, said Wilkinson. City council approved the upgrades after the call centre was overwhelmed by calls last year when a huge rainstorm flooded the basements of hundreds of west-end residents. The contract for software upgrades to the call centre’s automated information line will go to tender this fall. blair.edwards@metroland.com

ful.” Cawley grew up in Katimavik and Glen Cairn, graduating from Holy Trinity Catholic High School before moving on to Algonquin College to pursue an education in police foundations. She then took the bylaw summer student program where she met a man who had completed a contract up north. “He said he thought with my personality and work ethics I would work well in a small community up north,” said Cawley. “I wanted to become a police officer, to find a job where I could help people and work with a community.” And she found one. LEARNING THE CULTURE Cawley has picked up many of the traditional skills in the primarily Inuit village, thanks to the instruction of the residents. “They want to teach you the culture,” she said. “They want you to be involved in it. They taught me to make traditional Inuit mitts, made with leather or suede and fur. I’m going to learn how to make everything – knit hats, fur and leather boots, an amautik, which is a type of baby carrier and parkas.”

She said she even enjoys foods she never thought she’d try before such as raw, frozen caribou, seal ribs and liver boiled with onions and spices, beluga and seal. “Country food is what they call it,” said Cawley. The officers, in turn, held a community day at the one school in Akulivik where they provided lunch for the children. “The kids are so cute,” said Cawley. “They always want to walk with you, they’re always asking questions. They follow you around.” And the adults are just as welcoming. “In my community the people have a lot of respect for us. They’ll bring country food to our door or invite us to dinner.” One thing that helps the police officers to build a connection with the community is to stay longer than the required four months in a first contract. “When people return from vacation, from training, they gain more respect,” said Cawley. “My community was excited I came back (after training). That I wasn’t just leaving after that. That helped me build a stronger rapport with them.” WEATHER WONDER Summer in Akulivik lasts from June to September, said Cawley, with an average temperature of 15 C. But she said she finds it warmer up north when the sun is out because it’s a dry heat, as opposed to the humidity in Ottawa. The winters are the same. Although the temperature can dip drastically, she said she finds Ottawa much chillier. “I find winters here in Ottawa colder than up north because it’s a wet cold in Ottawa that freezes you to the bones, as opposed to a dry cold up there. You can walk down the street and stick out your hand and not be able to see it in front of your face.” This weather can put a little bit of pressure on the officers, but nothing they can’t handle, she said. “There have been times where the weather has been so bad our truck can’t get through the snow drifts and we’ve had to walk to calls.” But she said that’s a rarity. “The calls we get are very similar as what I would expect to get down here,” said Cawley. “But being in a smaller community we see more; there’s no switchover of officers.” THREE COP TOWN With a smaller population, there are only three police officers in the community. There is always one on patrol, one on call and one off duty. Cawley said they all work well together and her partners said they enjoy working in
Akulivik. “It’s always an adventure,” said Jason Rivet from Sturgeon Falls and whose father lives in Stittsville. “It’s like the last frontier of Canada. It’s still developing.” Sheldon Best Green, who’s originally from Perth and attended Algonquin College for police foundations, said the best part for him is “the land, going hunting and experiencing the differences in culture.” Cawley said she plans to stay a minimum of three more years before trying to apply to the Ottawa police service. “I love it,” she said about working in her community. She even adopted her puppy Rocky from one of the locals. Rocky is part husky, part wolf and part karelian bear dog, and the locals want to try and train him as a sled dog. “It’s not really a well-used mode of transportation within the community, but more well-used to take people between communities,” said Cawley, who added, “We do not live in igloos. C is for crises
Take a hike
When a person has a number of irrational assertions to make – all in a row – and they want to avoid succumbing to reasoned responses from reliable critics, they best speak during the summer. Not unlike the Conservative government has done this year. First up? Doing away with Canada’s six prison farms. It was a system many experts would argue was working just fine. Inmates learned something besides how to become gang members; they learned about empathy and responsibility. But conservatives would call that mollycoddling of thugs who deserve to suffer 24-7. (As if that will prepare them for life on the outside.) Sure, selling the farms will generate a bit of short-term revenue for the feds. But where will the millions more it costs to feed inmates come from? Next up? Treasury Board president Stockwell Day says Canada needs to spend billions of dollars on expanding prisons. Never mind that crime rates have fallen during the last 20 years, there are “unreported crimes” to solve, though Day offered no hard evidence to prove the claim. And yet the obvious comes to mind: why build more prisons for suspects who aren’t facing charges? Not just that, but it seems the theory behind the government’s claim of non-reporting of crime runs like this: victims doubt police officers will solve the crime, so why bother reporting it. Does the Conservative government have such little faith in police forces across this country? Is policing getting worse at the same time as we put more money into equipment and manpower? Day cited a yet-to-be-released report from Statistics Canada for some of his argument favouring more prisons. Which brings us to his government’s third foolish move of the summer: eliminating the long-form census. Some of the information Day used comes from that program. No doubt this is about playing to the party’s base. But it also reveals a glaring contradiction in Conservative thinking. If something works, conservatives usually say don’t change it. Seeking out success stories and changing them is a bad idea no matter the party in charge.

Take part in a hike through the South March Highlands conservation park park this weekend. The South March Highlands Conservation committee is meeting at the intersection of Klondike Road and Second Line Road on Aug. 29 starting at 1:30 p.m. Participants will meet besides a blue sign describing the hike. The hike will travel along some of the intermediat level mountain bike trails and will cover a variety of terrain from forest to wetlands. The tour guides are familiar with the trees, the plants and wildlife. Keep an eye out for Blanding turtles — it’s getting close to turtle-hatching time. Participants in the hike will also see some of the trail work done by the Ottawa Mountain Bike Association including the newest technique of rock bridges to allow drainage under the trails. Lessons from China It is great that Canada and China have established a relationship for 40 years now. I left Ottawa for China early this June, two weeks before Chinese President Hu Jintao visited Ottawa. From what I experienced recently, there are many things we could learn from the Chinese. The locals in China seem to be very efficient in terms of production and everyday life. EXPO The Shanghai World Expo this year blew me away. It was the largest World Expo ever. On top of completing the construction in approximately one year, the committee was able to manage the massive visitor traffic. When I was there in early June, there were around 500,000 visitors that day from across the country and around the
world. You might ask how it is possible to have so many visitors. The answer is tour buses. The tour bus parking lot I arrived at seemed to have no end – and there are 35 such parking lots. To manage local ticketing, every family in Shanghai receives one free Expo ticket, plus 200 Yuan worth in transportation passes. Notice Shanghai has close to 20 million people. The highway construction in Ottawa west took approximately three years to be completed when it should not have. A road closure caused the bike path to be blocked and a detour had to be taken for the entire three years. Compared to Ottawa, the Chinese drive faster with more vehicles on the road. “If you can drive in China, you can drive in the rest of the world.” said a local tour guide.

I’m not suggesting that our traffic conditions should be like those in China, but we could learn to take shortcuts when it is safe. CONSERVATION The Chinese locals have practices of energy and water conservation. Walking past apartments in places big and small, I saw laundry hanging outside every window. This is the same even in Shanghai and Beijing. Most locals do not use dryers. Many still practice hand washing in washbowls with brush and soap. Every household I visited had tons of washbowls and buckets.

KOURIER-STANDARD STAFF The Ottawa police arson unit is investigating a fire at Georges Vanier Catholic School on Tuesday afternoon, Aug. 18, only a few weeks before classes start. Police say an arsonist set fire to cardboard boxes in a school classroom at around 3:37 p.m. The classroom windows were broken possibly indicating a point of entry. The classroom was soon “heavily” engulfed in flame said Marc Messier, a spokesperson with the Ottawa fire department. Firefighters contained the blaze to one classroom but the school suffered heavy smoke damage, said Messier. Every country has its strengths and weaknesses. We will only better ourselves if we learn from other’s strong points. Thus, despite the criticisms, there are many aspects we could learn from the locals in China.

A washbowl usually uses less water than running tap and in poorer areas, the wash water is sometimes used for plants or flushing the toilet. I’m not suggesting we start using washbowls, but we could install more sensory taps in public places and private homes. Nor am I suggesting we stop using dryers, but we could use less lights in office buildings after working hours and remind ourselves to turn off lights after we leave a room.

River watcher hopeful River Summit to unite groups DEREK DUNN KOURIER-STANDARD A one-day event set for tomorrow will see stakeholders from both sides of the Ottawa River come together for a round-table talk on the health and future of the river and its tributaries. First Nations leaders, elected officials and municipal staff from large and small communities will share watershed data and promote restoration and protection projects. Called Ottawa River Summit 2010, the
event is hosted by the National Capital Commission and Ottawa Riverkeeper; the latter being an independent non-profit organization with a stewardship mandate. Along with 28 municipalities and five aboriginal groups, sine watershed organizations and conservation authorities will participate. Constance Bay’s Hank Jones is a volunteer at Ottawa Riverkeeper. He favours the idea of having various groups come together, but sees the jurisdictional challenges faced. “There are so many people with a stake in the river, but not one group that represents
it,” Jones said. “I like the idea (of the group coming together.) I hope they can get a lot accomplished.” He said the Ottawa River has “some problems” but that it is in decent shape compared to others in North America. RIVER WATCHER Jones was appointed “river watcher” on behalf of Ottawa Riverkeeper in spring. It is a first for West Carleton. He explained that his role is to keep an eye out for irregularities on all bodies of water in the region.
“I do some observations myself, but I’m just one person,” he said. “I would like people who have concerns to let me know so I can pass them along to the riverkeeper (Meredith Brown).” He said people continue to dump sewage and other waste into area bodies of water, but that his group doesn’t have the authority to issue fines or to take other measures. The Probus Club of Kanata is changing its name to reflect its growing membership across the City of Ottawa. Starting in September, it will be known as the Probus Club of Western Ottawa. “We’ve grown and more of our members are coming from outside of Kanata,” said Harry Needham, the club’s spokesperson. The club, which formed 12 years ago, now boasts 128 members, two thirds of whom reside outside Kanata, said Needham. Probus is a social group for seniors who meet monthly at the Kanata United Church to listen to a guest speaker. Many are present or former members of local service clubs. Anyone can join, but the meetings are held on Tuesday mornings starting at 10 a.m., which usually restricts the membership to the self-employed or retirees, said Needham. Every December the club invites a Royal Canadian Legion speaker who represents a charity and members are encouraged to donate to Kanata Branch 638 the organization. Pirates win Ontario girls softball championship BLAIR EDWARDS KOURIER-STANDARD The Kanata Pirates finished their Cinderella season with a comefrom-behind victory at the Ontario house-league peewee girls softball championship. The Pirates finished 5-0 at the Provincial Women’s Softball Association’s peewee (13-14 age group) championship game, held at Unionville, Ont. from Aug. 21 to 22. “We were elated,” said Pirates head coach Chris Wigglesworth. “We could sort of see all the hard work put in paid off.” COMEBACK WIN The Pirates fell behind by three runs early in the final against the Orleans Rebels before they tied the game in the seventh inning. Morgan Beal stole home in the eighth inning off a passed ball to score the game’s winning run and secure a 7-6 victory. Nineteen teams from across Ontario competed in the tournament. The Pirates defeated Scarborough 7-0, Burlington 26-3, Brampton 7-0 and Whitby 9-2, to earn a berth in the final against Orleans. The Pirates enjoyed a short-lived three run lead in final until the Rebels batted in six in the bottom of the first inning. Kanata chipped away at Orleans’ 6-3 lead, scoring two in the fifth.
In the seventh inning, Taylor Sachs singled, stole second base and then reached third on an error. Sachs scored on a groundout by Jamie Steenbakkers to tie the game. Pirates ace Brooklyn McIntyre shut down the rebels in the bottom of the seventh. “We knew we could hold them,” said Steenbakkers. The game moved to extra innings, and under international softball rules, each team started the eighth inning with a runner on second base. Pirate Maddy McConomy bunted Morgan Beal to third base, who scored the winning run, by sliding under the tag following a passed ball. McIntyre shut down the Rebels in the eighth, striking out two and grounding out a player for the third out. “It felt really good,” said Steenbakkers, 13. “Playing our rivals in the finals, that just made that much better.” The Pirates are used to come backs, said Wigglesworth. Kanata held a 4-8 record during regular season play, before winning 11 games in a row, starting in mid-July. “The team peaked at the right time,” said Wigglesworth. “It’s just astounding how they gelled together and had fun doing it.” blair.edwards@metroland.com

Stallions hire Dewan as head coach with the Stallions breaking the CJHL’s longest winless streak record with 26 losses in a row.
BLAIR EDWARDS KOURIER-STANDARD A former assistant coach of the Ottawa 67’s has taken over as the new bench boss of the Kanata Stallions. With only a few weeks before the regular season starts, the Stallions introduced Adam Dewan as the team’s new head coach. After running through four head coaches over the past two years, the Stallions were looking for stability, said Lou Nistico, the team’s general manager. “We wanted some continuity going into the next couple of years,” said Nistico. “We wanted a guy for two years.” Dewan will replace Vince Malette, who left the team earlier this month after accepting a job as head coach of a team in the German Elite League. Malette, a former assistant coach of the Ottawa 67’s and head coach of the Peterborough Petes in the Ontario Hockey League, took over as Stallions head coach 11 games into the season last year, replacing Chris Valentine. DEWAN Dewan, 30, grew up playing minor league hockey in Kanata and for the Ottawa Valley Titans before he was drafted by the Peterborough Petes and then played professionally in Germany. In 2005, Dewan was head coach of the junior B Arnprior Packers and has also helped behind the bench as an assistant coach for the Stallions. Dewan was an assistant coach (video and defense) with the Ottawa 67’s last year. Dewan, who is employed full time by the City of Ottawa’s roads department, said he had to leave the 67’s because he couldn’t balance his on-ice duties with his work schedule. Former assistant coach Alex Armstrong returns to the Stallions to assist Dewan, who said he still needs to hire a goalie coach and another assistant coach.

But Dewan hopes the team will profit from using so many young players last season. “We have some good young guys to step up,” he said. “We’d like to be in playoff contention. “Our offence should be OK.” Help is on the way to beef up the team’s depleted defence, said Nistico. The Stallions have bought the rights to three defenceman, including Tim Cavanaugh, 17, from the Superior International Junior League in Thunder Bay, On.

The Stallions are hoping that Travis Wilkins will return this year as the team’s starting goaltender. Wilkins, who played for the Stallions last season, was recently cut from the junior camp of the Cape Breton Screaming Eagles in the Quebec Major Junior Hockey League. Both Dewan and Nistico have been working the phones this month to recruit more players. “We still got ’em coming in,” said Dewan. This year’s goal is simple, said Dewan. “It’s obviously to make the playoffs,” he said. “They haven’t made it in two years. We need to get some stability and just (try) to have a good system put in place.” The Stallions’ training camp opened on Friday, Aug. 20, at the KRC. Kanata will host the Kemptville 73’s in its regular season home opener at the KRC on Sept. 10.

Backpack Safety Goes Beyond Back Pain backpacks slung over one shoulder, which can pose problems with posture and lead to back issues. In addition to the physical strain backpacks can cause, they can be a danger in other ways. Many people fail to recognize how much space a backpack can take up. Entering the tight quarters of a school bus or commuting on a train or bus means a bulky backpack can knock into other people. If that backpack is full of heavy, cumbersome books or even a laptop computer, an inadvertent bump by the pack can cause injuries. Also, backpacks taken off and placed in bus aisles can be a tripping hazard.
(MS) - When it comes to backpack safety, most people tend to think about injuries caused by a heavy backpack or one worn improperly. However, there are other dangers associated with backpacks and caution should be used. Backpacks come in all shapes and sizes and can be a handy tool for students or adults. When worn correctly, with weight evenly distrubuted across the back and shoulders, backpacks can be safer and more effective than using a purse or briefcase. But many people wear overly loaded

(MS) - E-readers are palm-sized electronic devices that can offer newspapers, magazines and books as digital content. While they can be convenient for the recreational reader, e-books may be a boon to students as well.

While the city’s light rail plan isn’t exactly on the fast track, a green light from the Ontario ministry of environment could get things going. The go ahead, was based on the city’s environmental assessment — which included the whole, $2.1billion, 12.5-kilometre line from Tunney’s Pasture to Blair station — with the controversial tunnel. The tunnel would be 3.2 km long. The City submitted a comprehensive environmental project report to the province in June 2010. The report examines everything from noise and vibration levels to air and water quality and the preservation of vegetation, wildlife and local heritage sites along the planned route, such as the Rideau Canal. The design for the plan was approved in January. The city was betting big on the project, with a $75 million budgeted when the plan was approved, for EA, engineering and property acquisitions The EA process included many opportunities for consultation with residents, businesses, Aboriginal groups, and provincial and federal departments. Having reviewed the plan and the input provided by stakeholders, the Ministry has approved the plan. “This effectively puts an end to the whole tunnel debate,” Bay Coun. Alex Cullen said. “With the EA approved, that means a new council couldn’t cherry pick parts of the plan that they want.” Cullen said the EA, along with the $600 million from the province and the feds, proves that light rail is on track. jennifer.mcintosh@metroland.com

Approximately 4,000 children and youth in the Ottawa area will return to school this fall without basic school supplies - help us to make sure that this does not happen. Child & Youth Friendly Ottawa’s (CAYFO) Tools4School program sets out to combat this issue by collecting new and gently used school supplies and financial donations in order to help provide the thousands of children in Ottawa who need school supplies. Being equipped with the right supplies has been proven to help children succeed in school and improve self confidence. To date we have raised just over $10,000 and provided kits enough for 1000 children, but that is not enough to fill the near 5000 requests we have received from community agencies on behalf of individuals in need. Despite the hard work over the summer months the demand for supplies far exceeds what we have been able to collect and distribute. Now that we are nearing the beginning of school, we are in a crisis situation for school supplies. Donate gently used or new supplies at one of our many drop-off locations or monetary through our website. Kanata North Last week residents of Morgan’s Grant suddenly lost their water service. Residents immediately called 311 causing an overload to the system so that their calls were not answered. I have asked that the service be reviewed so that this does not happen again when there are many calls, due to an unforeseen incident. It is disturbing that residents could not easily find out what had happened and when their service would be restored. A contractor working on the March Road project was responsible for the water loss due to a valve left open during work being done. The city has undertaken to ensure that lock-out procedures for all water valves are strictly followed on all remaining work. I regret that residents were unnecessarily inconvenienced. Brookshire and Sandhill Parks - The developer has completed the outstanding items needed for the city’s landscaper contractor to begin their work, which will start this week.

Grandmothers group gears up for three-day bike tour JESSICA CUNHA KOURIER-STANDARD The Grassroot Grannies are gearing up for a three day bike ride covering 270 kilometres for The Ride To Turn The Tide event. In an effort to raise funds for the Grandmothers to Grandmothers, which was launched by the Stephen Lewis Foundation, the Grassroot Grannies will bike from Kanata to Perth on Sept. 8, from Perth to Metcalfe on Sept. 9 and from Metcalfe back to Kanata on Sept. 10. “This is the first year,” said Nancy Hough, a member of the Grassroot Grannies who is also an avid cyclist. She thought of the fundraiser after meeting grandmothers from Victoria, B.C. in Cuba who held a threeday bike ride to raise money for the Grandmothers to Grandmothers campaign. “Virtually everyone participating is a relatively seasoned cyclist,” said Hough of the 19 riders who will be taking part in the event. The Stephen Lewis Foundation launched the Grandmothers to Grandmothers campaign to raise awareness and mobilize support in Canada for African grandmothers. Due to the AIDS epidemic, many sub-Sahara African children are orphaned. It is estimated that between 40 to 60 per cent of the 13 million AIDS orphans live with their grandmothers. Bacterial analysis of water samples from wells serving single family residential dwelling can be done free of charge by the Ontario Public Health Laboratory located at 2380 St. Laurent Blvd. Water sample bottles can be picked up at the Ontario Public Health Laboratory, or at City of Ottawa Client Service Centres during business hours. Typically, you should test your well water at least three times per year. However, if it has not been tested in a while, you should submit a total of three water samples taken at least one week apart. Spring, summer and fall are good times to test well water because snowmelt, rain and drought are critical times when vulnerable wells can become contaminated. Water samples must be taken in accordance with the instructions provided with the sample bottles and returned to the Ontario Public Health Laboratory or returned to Ottawa Public Health, 100 Constellation Cres. Bboy not enough for ballroom Katimavik man falls out of dance competition JESSICA CUNHA KOURIER-STANDARD Christian “CEE” Ancheta, the Katimavik man who flew through the Toronto auditions of So You Think You Can Dance Canada (SYTYCDC) didn’t make the cut during the finals. During day three of the finals auditions the judges cut Ancheta after his ballroom routine with Janick Arseneau, who advanced, on the episode that aired Thursday, Aug. 19. “When finishing the jive, I was super excited with my performance,” said the 23year-old who is primarily a breakdancer. Even the judges agreed he gave a great performance, but not enough to launch him into the top 20 for the competition. “For the amount of training I had for ballroom I felt I did an amazing performance,” said Ancheta. “The judges overall said that I did a good performance but it wasn’t strong enough for the show.” The camera’s showed him as being tonguetied after he emerged from the auditorium, but he said that’s just the magic of television. “I couldn’t believe how they made me look, it was so funny,” said Ancheta. “My boys Tall Up, Boneless (who were both
eliminated in the finals) and I died. “When I was eliminated I was smiles everywhere. They used the moments when I was thinking and made me look like I was upset. I got a ton of texts last night and they were like, ‘CEE, you were speechless?’ And heck no I wasn’t speechless; I was giving them positive, positive, positive when I got out. Oh well, that’s TV right?” Ancheta danced hip hop and theatre and spent a day at Canada’s Wonderland before being cut during round three. “My overall thought on SYTYCDC was that it was an experience that I will never forget,” said Ancheta. “I learned so much about myself, my dance, what I am capable of and met some of the most amazing dancers and people in Canada. I wouldn’t trade this experience for anything else, it definitely changed my life.” He said plans to go back to school and start teaching bboying – a form of breakdancing – around Ottawa. He doesn’t know if he will return next year to try out for season four of the dance show but it is a possibility. “It really is up in the air so I guess we’ll have to wait and find out,” said Ancheta. jessica.cunha@metroland.com

JOHN HARRIS ROYAL CANADIAN SEA CADET CORPS Kanata sea cadet Ahmad Sakr is one of Canada’s top 50 Royal Canadian Sea Cadet sailors competing in a national regatta in Kingston, Ont. from Aug. 23 to 27. The annual sea cadets’ national regatta, staged by The Navy League of Canada and the Canadian Forces, pits each province’s top sailors against each other in four days of competition, testing not only their teamwork, seamanship and sailing strategy but also their tenacity and physical endurance. Teams from each province earned the right to compete in this national event by dominating their division (provincial) competition. Each crew of two cadets (skipper and mate) will sail in up to 12 races in the waters off Fort Henry and the Royal Military College of Canada, where Lake Ontario flows into the upper St. Lawrence River. Crews competed in pirate class sailboats with a spinnaker and trapeze, requiring a high level of sailing experience and expertise. For a sailing town like Kingston, usually up to its gunwales in sailboat races, one more regatta might not make much of a ripple in Navy Bay. It is, however, a big deal for the sea cadets traveling the length and breadth of Canada to get here: from St. John’s to Victoria. They’ve anticipated the challenge for months, perhaps years.
