Last ditch effort to save Beaver Pond Councillor will ask City of Ottawa to expropriate South March Highlands BLAIR EDWARDS KOURIER-STANDARD Kanata North Coun. Marianne Wilkinson will ask city council on Oct. 6 to support a last-ditch effort to stop the development of the South March Highlands. The motion calls on the City of Ottawa to force KNL, a partnership of Urbandale and Richcraft, to sell the 29 hectares of environmentally valuable land it owns between the Beaver Pond and the railway track passing through Kanata north. “I don’t know if I can get it through or not,” said Wilkinson. “But there’s support for it.” Wilkinson said she will ask council to seek outside opinion to evaluate the value of the land. Urbandale values the land at $100 million, said Wilkinson, but the city estimates the value between $15 million and $22 million – or $81,000 per hectare to $121,500 per hectare. “It’s a lot of money to put out but
these kind of lands aren’t being made anymore,” said Wilkinson. The city would have to borrow the money to purchase the land, said Wilkinson. She said the city has the power to expropriate the land, something it has done in the past for road projects. “This is important enough to do that,” said Wilkinson. “We’ll pay for it, but we’ll see if we can get other funds to pay for it.” The city can apply for money from the provincial government and the National Capital Commission. Last summer Wilkinson met with the NCC, which had indicated interest in acquiring the South March Highlands to add as “fingers” to the city’s Greenbelt sometime in the future. Urbandale had planned to start work on a 3,200-home housing development on the land between the Beaver Pond and the railway tracks starting last July.
