Marianne Wilkinson is looking for a little help from the public in her attempt to stop development on the South March Highlands. Wilkinson will present a motion asking council to buy 29 hectares of environmentally valuable land from KNL Developments on Oct. 6. The councillor said it will be easier to convince her council to purchase the land — which is expected to cost between $14 million and $20 million — if the public contributes part of the money. “If they raise enough money, then it makes it easier for me to get council on side.” The Coalition to Protect the South March Highlands is mounting a campaign to collect pledges to help the city buy the land. But the group has less than a week to fundraise. “This will only be successful if

people contact those councillors who might be opposed and especially Larry O’Brien,” said Steve Hulaj, a spokesperson for the Coalition to Protect the South March Highlands. “They only have a few days to let councillors and the mayor know they are in support of this.” Wilkinson said she spoke to the mayor about her motion last week. “He said if they raise half the amouth that would make a difference to his vote,” said Wilkinson. “He said he would look at it differently. Wilkinson said she’s interested to see how much in pledges the coalition will collect. “People say they want to save this land,” she said. “Do they want to save it so much they want to put something into it?” Anyone who wants to make a taxdeductable pledge to help the city buy the South March Highlands area slated for development should go to the website: southmarch.wordpress. com/pledge.

A city committee voted last week to rezone six hectares of environmental land in the South March Highlands at the request of a developer. The city’s agriculture and rural affairs committee passed a motion to rezone a parcel of land west of Terry Fox Drive and north of Richardson Side Road from environment protected to rural countryside on Thursday, Sept. 23. City staff recommended the rezoning to give the land a designation more fitting with its terrain and previous use, said Kanata North Coun. Marianne Wilkinson. Developers can’t build any large housing or commercial projects in the area until the city agrees to include it within the urban boundary. And that’s not happening anytime soon, said Wilkinson. The rezoned land currently lies outside the urban boundary, but developers are appealing to the Ontario Municipal Board to expand the border allowing for housing and commercial development. If that happens, no zoning designation will stop development, said Wilkinson. “You can’t … freeze it unless you are prepared to own it,” she said. blair.edwards@metroland.com

City council gave a thumbs up for the Kanata North recreation complex last week. The project will go to tender this fall and construction is expected to start in the spring of 2011 and finish in the fall of 2012. The 9,848-square-metre building will feature an eight-lap swimming pool, a skateboard park, two outdoor basketball courts, a gymnasium and fitness centre run by the National Capital Region YM-YWCA, community meeting rooms and a water play area. The recreation centre will be located on a six-hectare site at 4101 Innovation Dr. near March Road and Terry Fox Drive. The City of Ottawa will provide $43.14 million to pay for the

Friends for Life is a well-researched skillbased program that is designed to promote self-confidence in youth when dealing with anxiety-provoking situations. Friends for Life was created to assist anx-

Draw line in sand

Nomination process flawed

The City of Ottawa’s agriculture and rural affairs committee voted last week to rezone about six hectares of environmentally sensitive land in the South March Highlands from environment protected to rural countryside. The rezoning brings the area one step closer to becoming another housing development on Kanata’s environmentally valuable land. Over the years developers have purchased hundreds of hectares of environmental land in Ottawa in anticipation the city will one day expand the urban boundary. Developers are currently appealing to the Ontario Municipal Board, asking the unelected body to force the city to expand the urban boundary in Kanata. The OMB is an interesting entity. The unelected body hears applications and appeals on municipal and planning disputes, including matters relating to the province’s Planning Act — matters related to zoning, subdvisions and city plans. This body — did we mention it was not elected? — has a history of overturning the city’s vision for development. Case in point: in 2009 the OMB overturned a decision by the City of Ottawa to reject a controversial development proposed by Minto because it didn’t fit with the muncipality’s official plan. This decision came a few years after the Ontario government introduced the “Strong Communities” amendment to the Planning Act, which supposedly gave stronger planning powers to municipalities. Now developers are lining up at the door to build on some of the city’s most valuable environmental land. And some of our councillors and city staff seem to be holding that door wide open for them. Is the city waving the white flag on development in the South March Highlands? If we want to protect our environmental lands a few things have to happen. First, the province must give stronger planning powers to municipalities, which may involve changes to the OMB (as in reduced powers). Next, city council must decide where it doesn’t want development, and draw a line in the sand. This far and no further.

To the editor: Last week I attended a mayoral all-candidates meeting in Kanata. I was surpised to see some dozen nominees on the platform! I once ran for mayor of Nepean and I wondered how many signatures it now requires to qualify for such an important post? In those days, I believe it was 100 and I felt it should be at least 1000. On enquiring at the elections office I discovered that there are no signatures required to run for municipal public office! That is not good for representative democracy and should be corrected to be a level proportionate to the level of office being qualified for! If I want some inexpensive publicity for my cause, I will run for office of mayor and bring my dog Spot along as my running mate. Harry Splett Nepean

Eagleson park-and-ride overcrowded To the editor: It’s a poignant reminder of the need for good municipal management that in the midst of a municipal election Kanata commuters have to go to court to deal with the mismanagement of Kanata’s Eagleson park-and-ride. The park-and-ride is too small. It has been for years. Many commuters who use the parking lot have had to go to court to defend themselves against ludicrous parking tickets. When my first ticket appeared last year I decided that it wasn’t fair. I had always been diligent in finding a proper parking spot but when I couldn’t find one I’d do what everyone else did and find a safe place to put the car. There were usually grassy border locations and little spots for small cars. As a seasoned commuter you come to notice that periodically the city puts up signs telling commuters to park only in designated spots.

I’d seen no signs and had no tickets all that winter but suddenly in the spring tickets appeared. So I went to court. In the courtroom I saw several other commuters whom I do not know personally, but recognized from the Kanata buses. One of these people succinctly explained that the city does not offer enough parking spaces at the Eagleson park and ride to accommodate Kanata’s growing number of commuters. It instructs commuters to use the park and ride at the Kanata Centrum. However, at Eagleson there are seven express routes that go downtown in the morning and the route 96, which is not an express; while at the Centrum there is just the route 96. And the Centrum is further away from downtown. It is not a real alternative. The judge agreed. The judge seemed appalled with the fact

that a whole group of Kanata commuters were in her court regarding the same over crowded park and ride. She listened to the parking officer explain the options, including parking on the streets adjacent to the park and ride. The judge set aside my tickets and those of all the people who appeared ahead of me. After going to court in 2009, I checked out the City of Ottawa and OC Transpo websites to see if there were plans to expand the Eagleson park-and-ride and I thought that I read it would be expanded in 2010. The park-and-ride has not expanded this year and I can no longer find this information so either I misread or the plan has been cancelled and the information removed. There now seems to be no recognition of a problem.

Chance for residents to meet, ask questions The Bridlewood Community Association (BCA) will be holding an all-candidates meeting for council candidates for Kanata South on Tuesday, Oct. 12. So far, three of the six candidates have responded, said Melva Peever, president of the BCA at the group’s first meeting of the year on Sept. 21. Aaron Helleman and Michel Tardif have both confirmed their attendance, while Allan Hubley said he has a previous commitment but would see what he could do. “We invite residents to join us to meet the candidates, learn about their platforms and ask questions,” said the BCA in a press release. The format will allow residents to meet the candidates, ask them questions and gain insight into which candidates understand the needs of Kanata South. Since getting the ticket I have parked only in designated spots or, when the lot is full, on adjacent streets that the parking officer indicated could be used as an alternative. And now the lot is even more full of cars parked in non-designated spots than it ever has been. There are also more cars on adjacent streets. The problem is worse. (One morning last week) I was a little later getting to the park and ride; it was full and I parked on an adjacent street. When I got off the bus at the end of the day I saw the park and ride warning signs had been set out again. When I got to my car, which was legally parked on the street, I saw a ticket for $45. The ticket says that the violation was parking in excess of three hours. There are no signs to advise of that time limit nor is the ticket consistent with what the parking officer told the court - that street parking is a viable alternative. So back to court I go, taking time off work and probably taking the bus to Centrepointe where the courtrooms are. And what do I do tomorrow if the lot is full when I get there? I’ve been taking the bus for seven and a half years and am an ecopass holder which means I take the bus every work day. Like other Kanata commuters I’m trying to do my bit to reduce traffic gridlock and to help the environment. Hugh M Wilson Kanata

Environment takes centre stage at all candidates meeting BLAIR EDWARDS KOURIER-STANDARD The issue of protecting the environment was front and centre during an all-candidates meeting hosted by the Kanata Environmental Network at Holy Trinity Catholic High School on Tuesday, Sept. 21. The candidates for councillors of the Kanata South and North wards faced questions from five environmental and business advocacy groups.

Lili Weemen, a candidate for councillor of Kanata North, said developers shouldn’t buy environmentally valuable land. “You must be crazy,” she said. “Why not just have it for everybody to enjoy.” Jeff Seeton, who is running for councillor of Kanata North said the city has a bad track record as a landowner. Seeton said he wanted to set up an armslength body to administer municipallyowned land – with no members of council on it. He promised to oppose any development on flood plains. Aaron Helleman, who is running for councillor of Kanata South, said councillors must think “multi-generational” and refuse to take any campaign funds from developers. Marianne Wilkinson, who is running for re-election as councillor of Kanata North, said council must protect its greenspace, starting with the South March Highlands in

Weemen said residents should be encouraged to build more houses powered by wind and reduce the city’s dependency on Hydro Ottawa. Seeton said Ottawa should follow Edmonton’s example and invest in companies that produce bio fuels from non-recyclables and have all city vehicles powered by bio-diesel fuel. DEVELOPMENT The first question came from Linda McCormick of the South March Highlands Carp River Conservation Inc. who asked the candidates how they would protect the natural and cultural heritage of the Kanata area and reduce the risk of flooding in the west end. Marc Favreau, candidate for councillor of Kanata South, said the City of Ottawa should purchase lands it wants to protect. “I want to ensure developers can’t just walk in and fiddle,” he said. “Glen Cairn residents shouldn’t be afraid whenever it rains.” In July, 2009, a heavy rainstorm flooded the basements of hundreds of homeowners in Kanata and Stittsville – for some it was the third time in 15 years. Michel Tardif, a candidate for councillor in Kanata South, said it’s difficult to stop development once the zoning has been approved. “I would love to see builders held liable for the problems,” he said. Wilkinson pointed out that the yet-to-beconstructed Kanata North recreation centre was designed with solar panels and will reduce the city’s carbon footprint. Tellez promised to keep his eye on the financial bottom line when investing in new environmentally-friendly technologies. “I want to save money so we can invest in programs that really make a difference.” Herntz Golmann, who is running for councillor of Kanata North, said he supports investing in programs that will produce sustainable energy for the city, such as the Plasco waste technology project. BUSINESS Megan Cornell, chair of the small business advisory committee for the Kanata Chamber of Commerce, asked how the candidates would help local businesses create a sustainable community. Seeton promised to speed up the patent process for businesses that want to promote environmental sustainability with their services and products. Wilkinson said she would push council to reduce red tape for business start-ups. Tellez said he wants to invest in bike trails and encourage people to visit Ottawa, which will bring in money. TRANSIT Julie Gourley, a member of the Kanata Environmental Network, asked the candidates how the city can reduce the number of people who travel in cars. Seeton said council should invest in bike trails and transit within the community of Kanata. “Kanata-to-Kanata transit is still horrific,” said Seeton. Helleman said parents should allow their children to walk to school instead of clogging up the roads in the morning to travel a few kilometres and bring them to school. Wilkinson and Tellez said the city must invest in more bike trails. Golmann said the municipality should improve its transit system. I think it’s just a valuable service to anyone.” Kern’s award was given the place of honour in his den. “It has a special place in my den, right on the wall,” he said. “It was really a surprise; I feel it’s a fantastic honour.” He said he plans on volunteering for a long time to come and encourages others to take part. “I would invite anyone who’s retired or thinking about retiring to come out and volunteer. Your services are valuable to all of us,” he said. “I’m going to keep going as long as I can. I’m almost at the big 70 but I’m not slowing down.” jessica.cunha@metroland.com

John Kern was mentored by Frank Valentine when he first joined the Kanata Seniors’ Centre almost 10 years ago. Being awarded the Frank Valentine Award for his volunteer work held a lot more meaning, he said. “Frank Valentine was my mentor,” said Kern. “He took me under his wing and taught me all I need to know. He spent time and showed me what volunteering was all about.” The 67-year-old got involved at the centre after he retired from his job with the federal government. “When I retired I didn’t want to sit at home,” he said. “I decided I wanted to give some back.” Those he works with agree Kern is a wonderful asset to the centre. “He has been a tremendous volunteer in that he has spent many, many hours on numerous aspects of the council, both as past president and past board member of the council,” “Here for you” said Kanata Seniors’ Council president Ed Gurgurewicz. “He is always on top of things. McKee was also commissioner of Kanata Hydro, on the board of management at Pinhey’s Point, the board of the Kanata Public Library, an integral part of the city’s rural summit task force, worked for the South March branch of the Women’s Institute and was president and then vice president of the MRCA. “Not surprising, residents trust and love her for all the hard work that she has contributed to the community,” wrote Gregory. “She will be badly missed.” McKee spent much of her time helping others and the various committees and groups she was a part of, but she always had time for her family, said Colleen. “My brother and I would walk home from school and she’d usually be there,” said Colleen of her childhood memories. “She always had time for her

family.” “She was very balanced,” said David. “Even though she was super, super busy, she was very involved with her family.” Aside from committees, McKee loved camping, reading, animals and nature. She spent much of her time helping to run the Kanata Golf Club, where her husband of 49 years, Gerry, was a pro golfer. “She would run dinner up to (Gerry) at the golf club so he wouldn’t eat junk every day,” said Colleen. “She held it all together,” said Gerry. The funeral service will be held on Thursday, Sept. 30 at the Parish of March (St. John’s), 325 Sandhill Rd. at 11 a.m. In lieu of flowers, donations to the Ottawa Humane Society would be appreciated. jessica.cunha@metroland.com

Terry Fox’s legacy is still inspiring young minds 30 years after he started the first run. Castlefrank Elementary School students took up the challenge again on Friday, Sept. 24, running on a path around the school and raising donations for the Terry Fox Foundation. “It can help a lot of people with cancer,” said Grade 5 student Annie Hirkala. “There will be more people who can live through cancer, we can find out how they get it.” Hirkala said she’s been taking part in her school’s yearly run since she was in kindergarten, and helped to organize the event this year by making posters, setting up the track and getting the message out to the student body. “He wanted to show the world that you can basically do anything,” said Sara Hill, a Grade 5 student who helped with the event. The entire school met for an assembly where they learned more about Fox, his battle with cancer and how he inspired a nation. Teacher Tony Wilson told about his chance meeting with Fox when he was running through Ontario. “We didn’t know how big he was going to be,” said Wilson, who had been driving with some friends. When they saw Fox running along the side of the road they all got out and ran alongside Fox. “It wasn’t about him; it was about raising money for cancer, raising money for the kids.”

Stallions land goalie and winger from Canadians On first glace, the trade made between the Kanata Stallions and Carleton Place Canadians on Sept. 23 might seem a little hard to figure out. That’s because the then-fourth-placed Canadians unloaded veteran goaltender Scott Shackell and offensive threat Zach Rodier to the struggling Kanata Stallions for a third-round 2012 draft pick and a player development fee. But with three goaltenders in the fold, Canadians owner and head coach Jason Clarke said it was an “easy decision” to trade Shackell because he wanted to keep the two he felt were playing the best. Late-season acquisition Francis Dupuis has been appointed the team’s No. 1 netminder after starting the team’s last four games – going 2-1-1 with a 2.69 goals-against average and .913 save percentage through Sept. 25. Because the club signed 18-year-old St. John’s, N.L. native Joe Yetmen in the offseason – who was an Atlantic Canada team member for the 2009 under-17 world hockey challenge – Shackell was the odd man out. “Frank was our best goaltender coming out of camp,” Clarke said. “And the kid we signed

Ouimet, Brent Bisdee, and Spencer Cobbold replied for Kanata. Dan Altshuller got the win for the Raiders, making 30 saves. The loss was more of the same for the Stallions in the early going of the season as they continue to find ways to lose games in the third period. The two late goals against the Raiders mirrored the Stallions’ opening-game defeat at the hands of the Kemptville 73’s where they allowed three goals in the final frame to lose 4-3. Head coach Adam Dewan wasn’t disappointed with the defeat to the Raiders though. He said his team was right in the game the whole way and chalked the last two goals to a couple bad bounces. “I thought it was a good game,” Dewan said. “We played well. I’m happy with how they played compared to their two prior games.” The Stallions were coming off two blowout losses to the Hawkesbury Hawks – 7-2 on Sept. 21 – and the Carleton Place – 8-2 on Sept. 14. After their loss to the Raiders, the Stallions remained winless, but eventually recorded their first victory of the season with a 6-3 win over the Carleton Place Canadians on Sept. 26. Ante and Maria Saric hold up the seven kilogram squash they grew in their backyard in Katimavik-Hazeldean. The Saric’s grow a number of fruits and vegetables in their yard, including figs, grapes, a number of different lettuces, peppers and zucchini, which they share with their neighbours. Maria said the garden is easy to maintain as long as the same item isn’t planted in the same place twice; and they always have an abundance of fresh, organic food.

Well, the school year is off to a great start. In talking to the principals across Kanata, the first week went very smoothly. There were a few transportation glitches, which are to be expected the first week with drivers getting used to their new routes and students and parents getting used to the new stops and pick up times. As the junior kindergarten and senior kindergarten staggered entry days finish up throughout the first few weeks, bus routes will become more firm and principals will be able to offer empty seats by the end of September and the first week of October. You must go into the school to fill out an empty seat request form if you are looking to access an empty seat on one of the buses. Three schools this year have new principals. We sadly said goodbye and wished principals Michael McLellan, Diane Powell, and Lynn Thompson a wonderful retirement from Roch Carrier ES, Katimavik ES and A. Y. Jackson SS. We will miss them so much. We welcome principals Katia Sioufi to Roch Carrier ES, Wendy Jewell to Katimavik ES and Mark Harris to A.

Y. Jackson SS. The Kanata elementary 11-school review will have its first meeting in a few weeks. The committee was formed in June and all members should receive the information regarding the first meeting shortly. The committee is made up of school council representatives from each of the schools involved in the review along with principals, community association members and our planning staff. The review will look at boundaries, programs, and grade distribution for all schools with a view to balance enrolment at all of the Kanata elementary schools. As well, the schools in Kanata north will look at the challenges and impacts of building a new school between Kanata Lakes and Morgan’s Grant. Finally, with the goal of having the early learning program (all-day kindergarten) in all of the elementary schools across Kanata by 2015-16, and additional middle french immersion (Grade 4 entry point) programs in our schools, the review will be comprehensive. We already know that some recommendations will be implemented for September 2011 due to the overcrowding. However, there will also have to be recommendations that will have

706 AIR CADET SQUADRON Have you ever been up in a glider or a helicopter? What about getting your aviation radio operator’s license and a boating license? Or a first aid certificate? And all this at the age 12, just for having fun and at no cost. Believe it or not, these are just some of the fringe benefits of joining the cadet program. Over 80 young men and women have chosen to join the 706 “Ottawa Snowy Owl” Air Cadet Squadron and are enjoying these and many other experiences that lead to increased self-confidence, self-esteem and teamwork. Contrary to common perceptions, joining the air cadet program is not a necessary precursor to joining the military later in life. The mandate of this program is to help our young men and women grow into young adults with the attributes of good leadership and citizenship. In addition to the regular weekly program, there is a wide set of optional programs including biathlon, target shooting, sports nights, drill practice, music band and effective speaking. And let’s not forget the community events such as the Remembrance Day Parade, Battle of Britain, and Parade of Lights that our young cadets participate in. The 706 Air Cadet Squadron is situated at Connaught Range and Primary Training Centre (CRPTC), a site that is shared by the Department of Defence (DND) and the Regional Police organizations for active train-

ing, and is a perfect backdrop for the exciting activities offered by this program. You must be at least 12 years old to join and you can join at any time after that, but you must “retire” when you turn 19. During this tenure, cadets get promoted to senior ranks as they increase their experience and have leadership opportunities such as leading a flight or teaching some of the courses offered to the younger cadets. Summer camps offer additional opportunities for training such as leadership, athletic instruction, music and even the special opportunity to earn a pilot’s licence. Most parents are surprised to learn that not only is there no cost to send their children to these camps, the children actually get paid just to attend. No, this is not a misprint – it is really true. This amazing program is supported by DND and the Cadet League of Canada. Council voted Tuesday, Sept. 28 to use the money to fund ward-specific projects. Kanata received the bus shelters out of the deal, said Kanata South Coun. Peggy Feltmate. The new locations are: • Bridgestone Drive southbound at Grassy Plains Drive, which will serve people catching the 66 downtown and 161 and 169 towards Terry Fox Station or Kanata north. • The southwest corner of Castlefrank and Katimavik roads, which will serve people catching the 161 to Glen Cairn and Bridlewood – as well as the 63, 64 and 96. • Eagleson Road southbound at Cope Drive, which will serve people catching routes 161,

169, and 184 going towards Bridlewood. • Hazeldean Road eastbound at Young Road, which will serve people catching the 96 and 118 going east • Terry Fox Drive northbound at Edgewater Street, which will serve people catching the 118 towards Terry Fox station. • Terry Fox Drive southbound at Walter Baker Place which will serve people catching the 118 going east. The project must be completed by March 31, 2011 to qualify for the stimulus fund. Feltmate also put forward a motion to move on having security guards placed at construction sites with more than seven units, which city council unanimously passed, she said. “Many fires are caused by vandalism and mischief,â€? said Feltmate. “My concern is for the existing residents. Military families living in the National Capital Region now have another childcare option, thanks to the Military Family Resource Centre of the National Capital Region’s (MFRC-NCR) new licensed home childcare program. The objective of the program is to recruit and train spouses and partners of military members to provide in-home care to children of the 6,000-family strong military community, with supervision and support by MFRCNCR staff. “We are very excited to be able to help military families find appropriate childcare,� said Liane Gallop, supervisor of the new program. “Families are as much a part of the military community as the individual Canadian Forces member is.� While many families face difficulties in finding adequate childcare, military members and their families often face the added obstacle of adjusting to a new community and, in many cases, sudden and sometimes extended deployments. By having military families

provide childcare, they are not only able to build a support network but they are also in contact with others who have faced similar circumstances. This year alone, an estimated 1,500 new military families will be relocating to Ottawa and surrounding communities. In addition to providing childcare and caregiver training, this program also helps to reinforce the idea that even though military families do not live in one area, as they would on a base or a wing, they do have a strong network of support they can draw on. And the family members who are providing the childcare are extremely pleased to be able to help other military families while earning an extra income. The home childcare offered will reflect the guidelines outlined in the Day Nurseries Act and will address many aspects of proper childcare, including health and safety, nutrition, and developmentally appropriate programs. In addition to the licensed home childcare program, the Military Family Resource Center also offers information and support on a range of programs and services available to military members and their families in the National Capital Region.

JESSICA CUNHA KOURIER-STANDARD Earl of March Secondary School is going green with the installation of solar panals. One of 13 Ottawa-Carleton District schools chosen to participate in the Renewable Energy Funding for Schools program, Earl of March will have 10 kilowatt MicroFIT solar devices installed on the roof. “We were chosen because of the physical plan at Earl of March, the sunlight exposure and position of our roof,” said vice principle Jon Harris. “We’re a highenergy consumer. That was one of the selection criteria.” The installation by Energy Ottawa, in

partnership with Ottawa Solar Power, will make Earl of March a more energy efficient school. “Each system will produce an estimated 11,500 kilowatts an hour and reduce greenhouse gas emissions by an estimated 2.2 tons annually,” said Ottawa public board chair Cathy Curry. The program is funded by the Ministry of Education and is expected to generate an additional $120,000 per year in revenue for the board. “I think it’s good that we were one of the ones chosen,” said Harris. “It’s nice that we get to give back.” The installation has already been completed and connected to the local power grid. Each of the 13 schools will be equipped

Consignment event hot for tots HOT TOTS The fifth semi-annual community event, Hot Tots is set for Oct. 2 and 3. Hot Tots is a large children’s consignment sale held in Kanata, which gives parents the opportunity to recycle their children’s outgrown clothing, toys, books and equipment without no limits on the number of items they can sell. It also provides families in the community with the ability to meet their children’s grow-

ing needs at a fraction of the cost; not to mention it is great for the environment.
