A motion asking the city buy the Beaver Pond land will be deferred until next spring, after the National Capital Commission completes its Greenbelt study, said Kanata North Coun. Marianne Wilkinson. Wilkinson said she didn’t have enough support on council to pass the motion asking the City of Ottawa to purchase the 29-hectare section of the South March Highlands slated for development. Wilkinson said she planned to ask council on Wednesday, Oct. 6, to order KNL Developments Inc. to delay developing the land until the NCC Greenbelt study is complete. “I think it has a good chance of passing,” she said. The NCC study will include an option to turn the South March Highlands into a “finger” of the city’s Greenbelt. The list of options for the NCC’s new Greenbelt master plan is expected to be released sometime in December, followed by a 90-day public
consultation. The NCC’s board of directors will approve its Greenbelt plan after public consultation. “If the public comes out in support of including the South March Highlands in the Greenbelt then it gives us more time to do it,” said Wilkinson. “And it gives us more time to raise the money.” The 29 hectares of land north of the Beaver Pond slated for development is worth $18 million according to an independent appraisal, she said. KNL Developments Inc., a partnership between developers Richcraft and Urbandale, has indicated it will appeal any order to halt construction on the South March Highlands at the Ontario Municipal Board, said Wilkinson. If the NCC decides to expropriate the land, the city will have to sit down with members of the commission to determine who pays what, said Wilkinson. “The critical thing is how we’re going to save the land,” she said.
