Ottawa’s public school board must take emergency measures to relieve overcrowding in Kanata’s elementary schools, recommends a staff report.

Four schools are bursting at the seams: Katimavik Elementary School (199.9 per cent above enrolment capacity), Jack Donohue (126 per cent) Roch Carrier (148.8 per cent) and Stephen Leacock (156.6 per cent).

The board will hold a public meeting to discuss its short-term options to handle enrolment pressure in the cafetorium of A.Y. Jackson on Jan. 17, starting at 7 p.m.

The Ottawa Carleton District School Board is currently holding an accommodation review of Kanata schools but short term solutions are needed for three of the schools for September 2011, said the report.

Kanata public trustee Cathy Curry said the board is also feeling pressure to create space for all-day kindergarten at its 12 elementary schools by 2015-16.

“The biggest concern is the all day learning,” she said.

The board has introduced the program at two of the schools, but it won’t be able to add to that number until after it has completed a long-term accommodation review.

One of the options under consideration is moving Grade 8 students to an area high school for September 2011 – anticipating the board will eventually convert A.Y. Jackson and Earl of March secondary schools to a grades 7 to 12 format.

“We know the Catholic board has been highly successful with it,” said Curry.

Moving grades 7 and 8 students to high schools will create more space in elementary schools to handle all-day kindergarten, said Curry.

The move would require building additions to both high schools to handle the influx of new students, said the report.

And the housing crunch will only continue with developments planned near Kanata Lakes, Morgan’s Grant, Briarbrook and Bridlewood.

The public board is willing to offer door-to-door bus pick-up and drop-off times for parents if changes force them to send their children to different elementary schools.

The accommodation pressure is the result of two factors: the push from community growth and the pull of a variety of

Staff are looking at a variety of longterm options to relieve enrolment pressure at Roch Carrier, including changing boundaries, programs and changing the grade structure.

Short-term, the board could move Grade 6 English students to Bridlewood Community Elementary to free up 32 pupil places, and move Grade 6 early French immersion to W.O. Mitchell to free up 42 spots.

But staff is recommending leaving the grade structure untouched at Roch Carrier and redirecting children from growth areas.

Katimavik, which has 12 portables, houses nearly twice the number of students it was designed to hold, its dual track early and middle French immersion programs offering an attractive choice for

parents.

Staff recommend the school move its junior kindergarten and a portion of the Grade 4 middle French immersion program to Castlefrank E.S., which will eventually phase in the entire program.

Stephen Leacock is overcrowded in part because of its popular early French immersion program, states the staff report.

The school has reached capacity with portables – any more would demand digging up limestone and extending infrastructure services, which would be costprohibitive.

“There is no alternative but to remove some of the school’s population,” states the staff report.

It’s not practical to redraw boundaries or programs, added the report – the only option is to move senior kindergarten students to Roland Michener starting in September 2011.

Jack Donohue Public School (126 per cent above enrolment capacity) is another overcrowded elementary school, said Curry.

“The solution for Jack Donohue is a new elementary school in Kanata north,” she said.

The board has yet to identify a site for the new school, facing delays caused by changes to the realignment of Goulbourn Forced Road and uncertainty surrounding the fate of the Beaver Pond land, said Curry.

“The unknown in the entire equation is whene and where we can build another school in Kanata north,” she said.

Ottawa schools are well-poised to respond to a change in direction for the province’s extended full-day kindergarten program, say board officials.

Premier Dalton McGuinty’s Liberals announced in December that boards could partner with private daycare providers to offer before- and after-school care – a change from the program’s original format, which integrated the daylong kindergarten curriculum with optional daycare in the morning and afternoon.

In the Ottawa-Carleton District School Board (OCDSB) alone, 50 elementary schools already have a private childcare provider on site. The Ottawa Catholic School Board (OCSB) has many beforeand after-school childcare options, including clubs, chilcare centres and even its own Ottawa Catholic Child Care Corporation.

Until now, those daycare programs were intended to close down in the next two years so the boards could set up their own programs, said Cathy Curry, former OCDSB chair and current trustee.

Now, schools will be able to take advantage of the childcare options that already exist in schools.

“When I hear this announce-

ment, I hear them saying, ‘You know what? Yeah. We recognize that originally we said those (private) daycare providers need to move out of the schools within a couple of years, now we’re recognizing, why would we reinvent the wheel? We have daycare providers in our schools that are working really well,’ Curry said.

While 34 schools in Ottawa’s public and Catholic boards offered full-day kindergarten this school year (the first year of the program), only six of those schools also offered the province’s extended “daycare” option.

That’s because it just wasn’t a popular choice with parents, said Sharlene Hunter, a spokesperson for the OCDSB. The OCDSB is slated to offer the all-day kindergarten program in 29 schools for the 2011-12 school year, but the board won’t know how many of those schools will have the extended daycare service until after registration is over – likely not until late spring or summer.

“Daycare is always determined on need and want of parents,” Hunter said.

Kindergarten registration for the public board takes place from Jan. 31 to Feb. 4. The Catholic board’s kindergarten registration runs from Jan. 24 to 28.

The City of Ottawa wants to change how it picks up your trash, and they want your opinion.

In urban and suburban areas, the city is mulling the possibility of reducing garbage collection to a biweekly schedule, making greenbin collection weekly year-round and combining blue- and black-bin recycling so that all materials are collected weekly.

The proposed changes are a bit different for rural areas: garbage collection would still change to biweekly, but organics would switch to a weekly pickup in the warmer months and biweekly collection in the winter. Recycling would be combined, but it would only be picked up once a month.

East-end city councillors were quick to denounce the proposals.

Stephen Blais (Cumberland), Bob Monette (Orleans) and Tim Tierney (Beacon Hill-Cyrville) issued a joint press release soon after the announcement, vowing to prevent “yet another flawed garbage plan.”

“The residents of the east end and across Ottawa were very clear last October - they want value for the taxes they send to city hall,” Blais stated. “This plan to reduce the frequency of garbage pick-up is not what voters sent us to city hall to accomplish.”

Just last week, the City of Gatineau switched from weekly garbage pickup to collecting trash only twice each month. Gatineau also imposed fines for residents who don’t recycle.

The review will also look at the city’s yellow-bag program for small businesses, the household hazardous waste program and the Take It Back! program.

The city’s waste collection contracts come up for renewal or renegotiation in 2012.

In addition to the public consultations, residents can view the proposals and fill out an online questionnaire at ottawa.ca/ wastereview.

Over 100 people turned out to rally against the impending development on the lands north of the Beaver Pond on Jan. 8.

Members and supporters of the Coalition to Protect the South March Highlands gathered at All Saints Catholic High School last Saturday afternoon before marching to Urbandale’s office on Remnor Avenue.

“When people form coalitions so that they can speak louder it is a sign that their government isn’t listening,” said Paul Renaud, a spokesman for the coalition, during the rally. “When people take their government to court it is a sign that their right to fair government was violated. When people take to the streets in protest it is a sign that their government is failing them. We are here to tell our government that their failure to protect the South March Highlands is irresponsible government.”

William Commanda, an elder of the Algonquin First Nations, spoke to those assembled and said he believes it’s imperative the forest is saved.

“I truly believe if we don’t take care of our mother, some day something will happen because we have to pay for the bad things we do sometimes. It might take 100 years, it might take 200 years, even more than that but we will see the things that are beginning to happen and there’s nothing, nothing in the world you could do about that. You try to teach the people and they’ll tell you you’re just making up a story. It’s not a story. It’s something that we have to take care (of).”

In a message to Mayor Jim Watson and city councillors, Commanda, a 96-year-old Algonquin elder and spiritual elder, called for a new archaeological study of the area.

“I together with many others again urge city council to initiate an immediate and comprehensive archaeological survey of this site; I believe it is the underlying responsibility of the crown and governments and the National Capital Commission to safeguard this ecologically and archaeologically unique site of the South March Highlands as a potential national heritage site, one of significant Indigenous importance, and as an Algonquin in the unceded, unconquered and unsurrendered Ottawa

“I also add, as spiritual elder, that beyond its archaeological history, this is a living temple, a place of Manitou, a special place of nature, and that precious reality also demands immediate protection and reverence.”

Local Ottawa artist Stefan Thompson designed and created a number of the ecofriendly posters.

Aboriginal artist Daniel Spiritwolf sang a traditional song accompanied by drums.

Many people spoke out about their feelings towards the lands and looming development.

“Who’s going to fix this if we back down?

Who’s going to save our sacred ground?” sang Julie Comber, who wrote and sang the Beaver Pond Forest Song during the rally.

“It’s an old story, we don’t have much time, stop the chainsaws and stop this crime.”

Plans were made to start picketing Urbandale’s offices as well as City Hall.

“I think it went wonderfully,” said Anita Utas, who lives in Stittsville. “The speeches really hit home and I like that we blocked up traffic for awhile.”

She said it’s important to spread the word about what is happening; this is a city-wide issue, not just a Kanata issue. Many Glebe residents and members of Friends of Lansdowne were present at the rally, offering their support.

“It’s the way the message passes along, it will get more and more people interested in the cause,” said Utas, who used to live in the area before moving further west.

“I’ve spent hours in that area. There’s some energy about it you can feel. And I sound like a new-age speech but honestly you have to go there and just feel it for yourself.”

Renaud said the rally was a way to remind Urbandale that the coalition offered the company a responsible way to deal with the situation – donate the land as a charitable trust. “(It’s) a way forward that preserves the forest and compensates them fairly. We will remind them that greed is no substitute for responsibility,” he said. “When the last forest is gone, people will learn that you can’t eat money.”

O’Connor (who represents Carleton Mississippi Mills) said he had previously asked the NCC what its position was regarding the Beaver Pond Forest and he was told the NCC couldn’t do anything until the Greenbelt Master Plan review is completed.

“Then it occurred to me – had they ever looked at the forest?” he said. “Had they ever gone there to look at the forest?”

Kanata North Coun. Marianne Wilkinson says the NCC has looked at the forest and NCC chief executive officer Marie Lemay has told her the organization may be proposing to add the South March Highlands to the Greenbelt as part of the review, which is set to be completed in the fall of 2012.

“I don’t think there is any question about the fact that they know this is important ecological land,” Wilkinson said.

The ecological assessment that O’Connor is asking for has already been

completed as part of the Greenbelt Master Plan study, Wilkinson said.

“They can do that in 10 minutes, because they’ve already assessed it, basically,” Wilkinson said. “He (O’Connor) wants to make doubly sure it’s been done and that it includes these lands, and that’s a reasonable thing for him to ask.

“I wish he’d asked it a few months ago, but it’s being asked now,” Wilkinson said.

The NCC doesn’t have any authority over development projects on non-federal land, said Jean Wolff, spokesperson for the NCC. “At this time, the NCC is not considering the acquisition of these properties in the South March Highlands because they are not considered to be in the national interest,” Wolff said.

That land acquisition would only be considered in the context of the Greenbelt Master Plan, Wolff said.

Wolff couldn’t say whether that position would change due to a request from either federal minister that oversees the NCC: Chuck Strahl (Minister of Transport, Infrastructure and Communities) and Lawrence Cannon, who serves as Minister of State for the NCC. O’Connor admitted neither he nor the two ministers has any power to force the NCC to consider the ecological significance of the forest.

“Because they haven’t done that,

Urbandale is stuck,” Wilkinson said.

“They (KNL Developments, including Urbandale) have always said they are open to a trade if it meets their objectives … but at the moment they don’t have anything on the table.”

Wilkinson said that would be the only way to save the lands at this point.

Paul Renaud, a member of the Coalition to Save the South March Highlands, said O’Connor’s letter is a sign that federal politicians are taking this fight seriously.

“It’s clear we’re not going away,” Renaud said.

CONSTRUCTION DEVELOPMENTS Wilkinson said KNL was putting up more fencing and surveying the lands this week in anticipation of construction. City staff will be heading out this week to compare KNL’s new proposal (with a 2.5-hectare trail – the city’s compromise to save part of the land) in preparation for issuing approvals for KNL to cut trees.

Also ongoing is the request from aboriginal groups for the city to re-do an archaeological assessment. The aboriginal groups claim the study was flawed because it didn’t identify artifacts that are known to exist in the area, and Wilkinson said she has asked city staff to tell her what the city’s legal responsibilities are regarding those requests.

URBANDALE CONSERVATION FOREST Earlier this week, the South March Highlands – Conservation Inc., the corporate arm of the Coalition to Protect the South March Highlands, asked KNL to make the lands it owns in the South March Highlands a charitable trust, administered by the coalition.

In exchange, Urbandale, who together with Richcraft Homes formed KNL, would receive all its money back in a tax credit and the coalition would name the land the Urbandale Conservation Forest.

“Our marketing experts will work with you on signage and branding opportunities accordingly,” said Renaud in a letter to Urbandale. “When I leveraged our existing stewardship plan for the area, which emphasizes eco-tourism involving an audience measured in millions of people, we believe that this will be of significant branding value to you.”

Urbandale will refuse the offer, said Jarvis.

“We think the scheme is ill advised, and the approach is taking liberty with the tax code,” she said.

A circle of stones discovered in a forest north of the Beaver Pond is possibly a sacred First Nations artifact, said an Ottawa Algonquin First Nations medicine man.

Ron Bigbear Goddard, an Ottawa Algonquin First Nations medicine man, said the circle of stones might be a medicine wheel used by natives as an astrological, healing and teaching tool.

“I have that feeling and I haven’t been wrong when I’ve found wheels and such,” said Gooddard when he looked at the stones.

Goddard met with representatives of KNL, which plans to build a large housing subdivision on 29 hectares of land north of the Beaver Pond, today, Jan. 6.

The land has been fenced off and KNL plans to begin cutting down trees sometime this month, said Mary Jarvis, director of planning and land development for the housing project.

Goddard said he strongly suspects the rocks are a medicine wheel, but the only way to be certain is to perform a study of the area next spring after the snow has melted, he said.

Nick Adams, who performed an archaeological study of the area for KNL in 2003, said the stones were probably used by homesteaders in the 1820s as a marker to divide land.

“Two stones can make a wall in one’s mind, or they could make an alignment,” he said. “Your eyes can make things something they aren’t.”

Paul Renaud, one of the leaders of the Coalition to Protect the South March Highlands, said KNL should delay tree cutting until another archaeological study is completed to determine if a medicine wheel and other archaeologically significant sites exist on the land slated to be turned into a subdivision.

“If this was missed what else was missed?” he said.

“It’s not just a medicine wheel, there were two other (archaeologically significant) sites,” said Renaud.

The Broughten Lands survey found stone tools carved 10,000 years ago on two separate sites near the Beaver Pond development.

The Coalition to Protect the South March Highlands has sent a letter to the City of Ottawa and the Ontario Ministry of Culture asking for a hold on all development in the Beaver Pond forest until another archaeological survey is completed.

Jarvis said the City of Ottawa could protect the land with the circle of stones by including it as part of the lands protected as greenspace under the 40 per cent agreement.

“It comes back to the 40 per cent agreement,” Jarvis said. “If the city wants to make it as part of the 40 per

Biweekly pickup worth a look A plan to change garbage collection in Ottawa shouldn’t be discounted quickly.

What might appear to be a drop-in service might actually prove to be a more convenient system. Sure, trash will only be collected every two weeks, but organics will be picked up each week, including the winter (which now sees biweekly collection), and recycling – combined blue and black boxes – will also be picked up each week.

How much easier would it be to just toss all the recycling in one box without having to worry about whether the milk carton counts as cardboard or plastic?

Not to mention no longer having to check the calendar every week – or peeking out to see what your neighbour put out – to remember which box goes

to the curb.

If everyone is recycling properly and using the green bin, there shouldn’t be much trash left. Why not save some time, energy and, potentially, money by collecting it every two weeks?

Biweekly collection isn’t new.

The idea came up in Ottawa two years ago and was shot down due to concerns about disposing of waste like diapers.

But it’s worth at least examining again, instead of just saying no before even taking a look at the options. Nova Scotians have been separating their trash far longer than Ottawans have, including organics. Many only see biweekly collection of all three (trash, recyclables and organics) and yet they make it work.

Is it a perfect system? No. But it’s one of many models this

city can think about.

Surely Ottawans can make biweekly trash collection work, especially when recycling and organics are picked up each week.

Change is hard, there’s no question about it, particularly when the change includes the concept of “reduction.” But sometimes the payoff is worth getting used to a new routine.

Biweekly trash collection might encourage residents to use their green bin more, helping to fill that capacity void for which taxpayers are on the hook. And it might encourage more recycling, lending new life to old landfills.

It’s worth talking about, and the options are worth examining with an open mind. Instead of arguing about so-called service reductions, let’s look for efficiencies.

Warning: watch out for new cigarette warning labels We enter the new year with stronger warning labels on cigarette packages.

Does it seem like we’ve entered every new year with stronger warning labels on cigarette packages?

And have those stronger warning labels worked? Good question. Something is working, at least in the long term.

Way fewer people smoke now than did 25 years ago. If you are old enough to have been smoking 25 years ago, you will remember New Years Eve parties where everybody smoked. And you will count up the number of those people who still smoke, and find almost none.

So clearly something is working. And the warning labels are a lot stronger now than they were 25 years ago.

So, is that it? Probably not. What else changed in those years? Well, social pressure is a big one. Suddenly, it was not cool to smoke, especially if you were an adult. Hosts stopped supplying ash trays at their houses. Smokers had to step outside, where the odds are it would be cold, in this country. Offices banned smoking. Stores and movie theatres banned smoking. Malls banned smoking.

Airports banned smoking.

All of that made smoking a lot less convenient and a lot less fashionable.

CHARLES GORDON Funny Town Suddenly, you were a pariah if you smoked. The most severely addicted would persevere. You can still see them, outside, huddled in the cold. Most others gave it up.

To understand how much life here has changed, look back to the ’60s and ’70s where you could smoke a cigarette in the grocery store, light up in a university seminar room, on an airplane, in a movie theatre.

If we could figure out what caused this big shift in our thinking, we could use it to attack other social problems, as well as prevent the development of new smokers. However, one factor has to be cost. According to Mr. Google, you could buy a pack of smokes for $2.64 in 1985.

Then prices more than doubled in the next decade. And the price paid now is

double that again. Does it surprise you that fewer people will pay that price?

The big factor in the increased cost is taxes. Raising taxes, always a delicate matter politically, can have some embarrassing side effects, such as the dramatic rise in cigarette smuggling in the early ’90s. Which may be why the federal government, rather than bumping up the cost of cigarettes still further, chooses instead to bump up the horror factor on cigarette packaging.

There is almost no political price to be paid for this. And if it really worked, it would be good to see the principle applied to other dangerous substances.

How about photos of rotted livers and mangled automobiles on liquor bottles and cases of beer?

Not going to happen, you say. You’re probably right. And it probably doesn’t matter, anyway. As a society, we are frightened enough already, what with one thing and another. As graphic and sad as the new labels are, it’s not as if smokers were not aware before that they are doing something dangerous to their lives and others.

The smart thing to do would be to make them pay more through higher taxes. Higher cigarette costs would be a

deterrent and the additional tax revenues would be useful in this age of high deficits.

But there isn’t a government alive today that will risk increasing taxes. So we are left with warning labels. If that’s what it is to be, maybe the labels should take a different approach. Clearly smokers aren’t afraid to die. But maybe they are afraid to be shunned.

Warning: Cigarettes make you stand outside in the cold while everybody else is having fun inside.

Warning: Cigarettes make your clothes smell.

Warning: Smoking makes your children sad.

Canadian penny won’t be missed To the editor: Re: The penny drops, and who can really be sorry, Jan. 6, Kourier-Standard.

I would like to comment on the article by Mr. Gordon concerning the potential loss of the Canadian penny (and good riddance!)

His comment “. . . stores and manufacturing rounding up instead of down, when they can no longer charge $2.98 and must choose between $2.95 and $3.00” might mislead buyers into fearing that all prices will be rounded which should not be the case, if the example of New Zealand is followed.

There, prices continue to be $2.98; it is only when the buyer reaches the check-out and the total bill is calculated

that rounding of the total takes place.

Moreover, if the customer charges his/her purchases against a credit card, the amount is not rounded at all.

Only the totals of cash purchases are rounded.

Readers might be interested to know that New Zealand has also ceased making five cent coins — all totals of cash purchases are now rounded to the nearest 10 cents.

A small price to pay for no longer having to deal with coins of such small value.

To the editor: Your Jan. 6 issue presents a view of the campaign to save the Beaver Pond forest lands that is uncritical, verging on fawning.

Members of the Coalition to Save the South March Highlands, Steve Hulaj in particular, are given free rein to criticize developers and city officials without any examination of their own motives or interests.

It did not surprise me to

discover that Mr. Hulaj, who has put considerable expense and talent into presenting his case through various websites and media outlets such as yours, lives in a half-milliondollar house near where the threatened forest forms an idyllic rear-yard backdrop to the Beaver Pond.

Surely, the clear-cutting of that forest will affect the value of his property to a degree that could motivate any homeowner.

If readers who support the coalition wonder why city council declined to spend $20 million to buy out all 29 hectares of subject land, or why

Long-time Bridlewood resident Margaret Kellaway was voted in as the Bridlewood Community Association’s new president at its election meeting last fall.

Kellaway, who’s lived in the area for 17 and a half years, said they are still looking to fill three vacant spots on the executive and various committees.

Positions are still open for first vice-presiMargaret dent and chairs for the Kellaway sports and residential membership committees.

“We need to strengthen our volunteer structure,” she said.

Volunteers are also needed to help co-ordinate outdoor rink management, sports days, community events and for the street rep program.

“Most of these jobs are tailored to people’s interests and abilities, and of course their availability,” said Kellaway, who has been volunteering with the BCA for the past 13 years in various capacities.

“We need to bring in new people,” she said. “Everyone excels at something different; everyone brings something new to the table. This is what we need.”

Kellaway said she’d like to see the membership list grow.

“The more members we have the stronger voice we have and the more we’re able to do for the community,” she explained.

“We’re trying to engage more residents, get them out to our meetings so we can share our ideas.”

One way the BCA is hoping to accomplish this is by having guest speakers at their monthly meetings.

At the Jan. 18 meeting, Karen Anderson from the Best Buy travel agency will talk to attendees about booking trips. In February, the BCA meeting will host a speaker

from the Western Ottawa Community Resource Centre to speak about youth programming. And March will feature the second annual movie night – which was a huge success last year, said Kellaway.

ISSUES “We have our ongoing issues,” said Kellaway, referring to traffic on Stonehaven Drive.

Bridlewood is close to getting stop lights at certain major intersections, including Stonehaven, Bridgestone and Steeple Chase drives.

“We also support the pace car program,” she said. “It’s helping us control the speeding more than the traffic.”

As well, the test program along Stonehaven is set to come to a close sometime this summer.

The speed limit was upped to 50 kilometres an hour along the main drag during most of the day. The limit is reduced to 40 kilometres per hour in school zones during the times children are walking to and leaving school.

“The study has been going on for two years,” said Kellaway. “Just to see how people feel about it – if they think traffic flow has improved.”

Youth and vandalism is also an ongoing occasional issue, said Kellaway.

UPCOMING EVENTS Registration for spring sports is tenta-

tively set to begin in February and last until the end of the month, said Kellaway.

When registration opens, residents are invited to sign up online on the BCA website and renew their membership at the same time.

In May, the BCA will host its True Sport Play Day, where students from the surrounding elementary schools get together to play outside and listen to an accomplished athlete.

Last year, students from five Bridlewood-area schools had the chance to listen to Olympic alpine snowboarder Caroline Calve recount her experience in at the Vancouver Olympics.

“It’s generally very good and high-quality athletes that come and speak to the children. They help to reinforce our true sport values,” said Kellaway.

The BCA will also be supporting the Bridlewood Garage Sale during the first week of June and host its annual barbeque for members and volunteers towards the end of the same month.

“I encourage residents to get in touch with us and let us know what’s on their minds and help us make things even better in Bridlewood,” said Kellaway.

The BCA meets on the third Tuesday of every month at 7:30 p.m. in the Bill Morgan Room at the Eva James Memorial Community Centre.

Healthy Smiles Ontario is coming to Ottawa.

Ottawa Public Health announced the provincially-funded program, which provides no-charge dental care to children from low income families, on Jan. 11.

“Visiting a dentist early in life will help keep a kid’s smile healthy for years to come,” said Madeleine Meilleur, minister of community and social services.

Healthy Smiles is available for young Ottawa residents who are age 17 and under, do not have access to dental insurance and

who are part of a family with a net adjusted family income of under $20,000.

Eligible families have to apply for the program in person at any of the six Ottawa Client Service Centres across the city. The forms can also be downloaded online from ottawa.ca/health.

Services covered by the program include check ups, cleanings, x-rays, fillings and scaling.

There is a new dance class in town that caters to all ages, talents and abilities.

“It helps to build strength, mobility, agility and flexibility,” said Kanata Lakes resident Barbara Carriere, a certified Nia instructor. “Our bodies are like cars – if you

let it sit still too long, it rusts.”

The class takes elements from three different areas: dance arts, healing arts and martial arts – mixing them all together to come up with something different and unique.

“This is a class anyone can do,” said Carriere, 62.

in a number of classes, had ankle surgery and couldn’t find an activity that catered to her injury.

Nia, however, can be as high- or low-impact as a person needs, said the Beaverbrook resident.

“I do this for the little girl inside (me) who wants to come out and dance,” said Vierich, 42.

A number of the women who attend the various classes given by Carriere have had an injury or surgery, and they said this is the best way they’ve found to stay active.

Julia Lamperd, 63, had foot surgery in May of last year. She said she enjoys Nia because there is little impact.

“There’s no pressure on anything,” said Lamperd, who lives in Beaverbrook.

New Age-type music sets the pace for the classes, picking up speed and dropping back down as participants move throughout the room.

People do the movements to the best of their abilities, said Carriere.

If it hurts someone to extend or bend too far, pull back a bit, she explained. If a person doesn’t feel anything, then they should work that area a little more until they do feel it.

The environment of the classes is open and welcoming, said Carriere. No one is critical if someone can’t perform the same movements.

“I have permission to be me in a nonjudgmental environment,” she said. “It’s what makes us unique; you’re able to express your emotions through dance, moving with a sense of joy and gratitude.”

The participants said those are some of the main reasons it drew them to the class.

Carriere said the most important thing Nia teaches people is to “be comfortable in our own bodies and appreciate our bodies for whatever they are.”

55+ Short Story Contest underway The City of Ottawa’s 14th annual 55 + Short Story Contest invites submissions of original, unpublished short stories or memoirs of 2,000 words or less by Ottawa residents 55 years or older.

Eight entrants will be named to the 2011 Winners Circle, sharing recognition and prize money of $400.

They will be recognized at An Afternoon of Readings on Wednesday April 27, from 1 to 4 p.m. at the Heron Seniors’ Centre, 1480 Heron Rd. One of the winning stories will be selected for publication in the spring issue

of Forever Young newspaper. Though contestants may submit multiple entries, they will only be eligible to win one prize.

The largest community-based health study ever conducted in Ontario is underway and area healthcare providers are looking for volunteers.

The Ontario Health Study is a long-term project that aims to help scientists understand the causes, prevention and treatment of diseases such as cancer, heart disease, asthma and diabetes.

“With this study we have an opportunity of creating a program that is going to provide the next generation of medical discovBrent Zanke eries,” said Dr. Brent Zanke, Doctor a researcher at the Ottawa Hospital Research Institute.

The research began with an initial phase in which more than 8,000 adults living in Ontario took part. The main phase of the study is now open to all residents of Ontario who are at least 18 years old.

Participants will be followed for their entire lifespan with a view of allowing researchers to see how environment, lifestyle and genes affect the risk of common diseases.

“We are going to be registering

as many people as possible in Ontario, and take a representative sample with an idea of following up with these people for their whole lives,” said Zanke.

About 100,000 volunteers will be asked to visit a health clinic for extensive measurements of a variety of health factors, such as vision, hearing, lung function and blood sugar levels.

“With the sampling of their DNA, we will be able to relate what diseases or conditions they

might have in relation to what environmental exposure they might have,” Zanke said. “That will then produce medical insights that would otherwise not be there.”

In Ottawa, the recruitment drive is being advertised on OC Transpo buses, about 750 posters are going up around the city and the project is being promoted on Facebook and on Twitter.

early 1900s, when many Canadian communities were faced with staggering public health problems — unsafe water, overcrowded and slum housing, poverty, malnutrition, and unsafe food and milk.

best way to engage citizens in policy decisions as part of a city governance review. A governance subcommittee was established, and Mayor Jim Watson will lead that committee as it looks at ways to get people involved in their city government.

Everything from a possible borough system of geographical representation to the concept of advisory committees will be on the table for discussion.

“Rather than continue to ‘tweak’ advisory committees and their mandates on a one-off basis, it may be time to reexamine the entire structure as part of a comprehensive review of the city’s overall citizen engagement model,” the governance review states.

Some advisory committees say they see Watson’s emphasis on citizen engagement and the governance review as an opportunity for them to have more influence at city hall.

“We see it being a more interactive process instead of a cute little group that meets once a month, maybe has some subcommittees, writes a recommendation and submits it,”

said Wayne Spragg, the chair of the equality and diversity advisory committee (EDAC). “We want to see information come from the council. What do you want to see?”

It’s an issue Watson said he is sympathetic to. Advisory committees have already been approaching him to ask for meetings about how they can have more meaningful participation in the decisions that are made at city hall.

“Some have told me they’ve felt somewhat frustrated that they’re not often consulted by council in the past,” he said. “Some find it frustrating because there is a lack of talent but they are not being listened to. Others feel the process works really well.”

Advisory committees should be a “two-way street” Watson said. It shouldn’t just be advisory committees’ responsibility to bring suggestions to standing committees and council – council should actively seek advice from advisory committees.

“When we do ask for advice, we have to at least take it seriously and see what kind of follow up is required,” Watson said.

You will need to provide either a parental OR child’s Roman Catholic baptismal certificate, and child’s birth certificate or other government document to show proof of age; your child’s immunization record; and his or her health card.

Our schools offer an excellent kindergarten curriculum including French language instruction, with the unique dimension of quality Catholic education. Most of our elementary schools offer a half-day kindergarten program. In the 2010-2011 school year, 12 of our schools began offering full-day kindergarten. In September 2011, four additional schools will offer full-day kindergarten for four-and five-year-old children as well as before and after school care options.
