Bridlewood exit in works Housing project offers new route for downtown commuters BLAIR EDWARDS blair.edwards@metroland.com
Porcelain vigil
Kanata band Silver Creek prepares for 17-day, 11-city tour of the United Kingdom.
A plan to build 1,000 new homes in Bridlewood will open another route for the community’s downtown commuters. The proposal calls for completion of Crown Ridge Drive, which connects to Hope Side Road, providing an alternate route to Richmond Road for motorists. Richmond connects with West Hunt Club Road, a direct route to downtown Ottawa. Bridlewood currently offers only one northern route out of the community, Stonehaven Drive, a situation that produces traffic jams during the morning and afternoon rush hours. “In terms of safety and traffic we’ve been waiting for this news for a long time, said Margaret Kellaway, president of the Bridlewood Community Association. Kanata South Coun. Allan Hubley said Caivan Development has agreed to expedite work on Crown Ridge. “Most people in Bridlewood will be happy to hear that Crown Ridge is going to be completed, said Hubley. “At least in the short term this will take pressure off of Stonehaven. Improvements are still needed on Richmond Road to improve downtown commuter traffic, he added. Caivan Development is a new company owned by Frank Cairo, the former president of Mattamy Homes Ottawa. Caivan wants to build 700 detached homes and 300 freehold townhouse units on 30 hectares of land along Hope Side Road east of Eagleson Road and west of Richmond. The subdivision plan proposes detached lots ranging from 10.36 metres to 13.1 metres in width with a typical lot depth of 25 metres.

Heavy equipment vandalized prior to demonstration
KRC Kanata
Around 20 protesters halted tree cutting on the lands north of the Beaver Pond for just over two hours on Tuesday, Feb. 8. The group formed a circle around one of the large pieces of tree-clearing equipment, singing protest songs to delay clear-cutting. The group walked on to the site on Goulbourn Forced Road around 6:45 a.m., said Melissa Kerr, a Katimavik-Hazeldean resident who took part in the protest. “We surrounded one of the cutters to delay the cutting for the day for as long as we could, said Kerr. “This morning’s goal was to show that we disapprove of the development of such significant land. As residents of Ottawa we aren’t going away on this issue.
VANDALISM Sometime between Monday night and Tuesday morning, a piece of equipment was vandalized. Const. Henri Lancetot said someone spray painted a construction cabin, but police don’t believe it involved any of the demonstrators that were on site. However Kerr said she heard someone say the group ran the risk of being implicated in the vandalism if they didn’t vacate the property. BEAVER POND, see 4

HOUSING PROJECT, from 1 The townhouse lots range in size from five to seven metres in width and 25 metres in depth. The parcel of land is divided by the Monahan Drain stormwater ponds fronting onto Eagleson between Bridgestone Drive and Hope Side Road. The plan will finish construction of several incomplete streets in the southern end of Bridlewood, including three separate segments of Meadowbreeze Drive. The subdivision plan includes: • Four new parks, including a natural park to preserve the central portion of the woodlot to the northeast portion of the property. • 16.5-metre wide streets, each with one sidewalk. • A 20-metre right-of-way for Crown Ridge Drive.
Hubley said Caivan has agreed to preserve most of the trees located on the land near Stonehaven and Richmond. The developer wants the land to be rezoned from development reserve to residential third density, to allow construction of 29 homes per hectare. The proposal won’t go to the city’s planning committee until after this spring. The public can comment on the Hope Side Road development by calling Kathy Rygus at 613-580-2424, ext. 28318 or by email: Kathy.Rygus@ottawa.ca. GROWTH SPURT Bridlewood is poised for a sizeable growth spurt with applications to build: • A 12,000-square-metre big box
store (the size of a Wal-Mart), 16,000square-metres of retail space and 815 parking spaces on the corner of Fernbank Road and Terry Fox Drive. • 4,715 square metres of retail and office space on 700 Eagleson Road. • Construction of a dance and fitness studio and a gymnasium for children in the Kanata South Business Park. Construction on the Fernbank lands have been placed on hold until the city increases the pumping capacity of the Hazeldean Pumping Station. The first stage of improvements – increasing the capacity to 1,225 litres per second – will be completed this spring. The second stage of the project, to bring capacity to 1,400 litres per second, will take a little longer since it needs a full environmental assessment.

own food drives at their school. To add a level of friendly competition, the school that collected the most food (based on per student capita) would be awarded $2,000 by Laura’s Your Independent Grocers’’ Seven schools joined the fight to end hunger with the winning school Bridlewood Community Elementary School, raising a total of 10 pounds per student putting them ahead by four pounds. The school currently plans on having student council decide how to use the money as it was the students themselves who made it all happen. In total all the schools raised just over 13,000 pounds of food for the Kanata Food Cupboard.

Protestors opposed to tree-cutting and construction at the Beaver Pond Forest have been calling on Mayor Jim Watson to stop the destruction, but Watson said he doesn’t have the power to stop the development. “Legally there is nothing I can do or the city can do to stop the development,” he said. KNL Developments is building a new forJim Watson est on land nearby resMayor idents say is environmentally sensitive and could contain aboriginal artifacts. Opponents say the studies that allowed the development to move forward were faulty, but Watson said KNL has met all of the criteria to move forward with the development. Watson said he did discuss the possibility of the city purchasing the lands with KNL in December, but the developer wasn’t willing to sell. Even if they did agree to sell the land, the city couldn’t come up with the $15 to $40 million KNL suggested. “And the NCC was asked to buy the land, and they politely declined,” Watson added. “So if you don’t have a landowner that’s willing to sell, and we don’t have the money to buy, there is not a whole lot that can be done,” he said. Watson said he has brought citizens’ requests for a new archeological study to the Ontario Ministry of Tourism and Culture. “They have confirmed to us that the study that was submitted does meet their criteria,” Watson said. But there are two things Watson says he has done to address concerns over the destruction of the Beaver Pond Forest. First, he worked with Kanata North Coun. Marianne Wilkinson to craft a motion that protected an 80-metre swath of green space connecting the Beaver Pond to Trillium Woods.
Watson said the city has saved 440 hecatres of green space within the South March Highlands. The next phase of the KNL development, Phase 9, is 23 hectares. “It’s basically a 20-to-one ratio. For every one hectare of land being built upon, 20 hectares has been saved in the South March Highlands,” Watson said. Opponents of the development were dissatisfied with that solution because they wanted the entire forest protected. Second, Watson said he asked River Ward Coun. Maria McRae to introduce a motion to establish an environmentally sensitive lands fund. That reserve would dedicate a portion of the city’s budget surplus to enable the city to purchase lands like the Beaver Pond Forest in the future to prevent them from being developed. Opponents of the development have accused Watson of ignoring them and blocking their account on Twitter, which is one of the main tools the antidevelopment group uses to get its message out. Watson said he has blocked a couple of people who have made rude and derogatory comments towards him. “I don’t think anyone should be subjected to personal attacks,” he said. As for people who have called or written to his office about the Beaver Pond Forest, Watson said his staff have spent the last couple of weeks amassing information to provide a thoroughly researched response. “Instead of sending partial information, we are going to send one definitive letter,” Watson said, which was expected to be sent out last week. Watson has received 40 to 50 emails or letters about this topic. The main reason Watson declined to address protestors, particularly the group of people who staged a sit-in in front of his office on Feb. 2, was because he was busy with meetings. But that wasn’t the only reason, he said. “I don’t condone people blocking doors and civil disobedience,” he said. “I just don’t think that kind of action should be rewarded.”

OPINION
Hope for second exit in Bridlewood The labyrinth may soon have another way out. A developer is proposing to build 1,000 detached homes and townhouses, a plan that looks to finally finish construction in the south end of Bridlewood. With it come the promise of creating a second route out of Bridlewood leading to Richmond Road. Bridlewood has long been a curiously-designed community. Especially the south end, an area with broken streets that go nowhere, dividing it from the rest of the community. The main chunk of Bridlewood has it’s own endearing curiosities — mainly a labyrinth of streets that connect to one exit out of the community: Stonehaven Drive. If you’re a regular reader of the Kourier-Standard you probably recognize that name. Stonehaven Drive has long been the target of much hand-wringing and fist-waving, much of it coming from the motorists forced to rely on it as the only connection to Richmond Road. Though they twist and wind, all of Bridlewood’s roads eventually lead to Stonehaven. One road to rule them all, one road to drive on,
one road to bring them all and in the gridlock bind them (apologies to J.R.R. Tolkien, but the analogy fits). Well, the Lord of Bridlewood’s road system may soon have a welcome rival. If city council approves the south-end development, motorists will be able to access Hope Side Road, which connnects to Richmond Road. Of course, Richmond Road will still demand a host of improvements, but one step at a time. The benefits are obvious: two northern routes out of the community and the added benefit of relieving congestion on Stonehaven Drive. But we must restrain our enthusiasm a little for the project. It’s still early in the game. City staff have yet to comment on the proposal. And we have yet to learn whether the area’s network of roads can handle hundreds of more cars on the highway. Expansion in Bridlewood may demand the widening of Hope Side Road. We’ll have to wait for the answers to those questions. In the meantime, we can bask in hope.
Future shock: The storm is always bigger before it arrives Reading the newspapers and watching TV, you might get the impression that storms are bigger these days. That’s difficult to know, since these things were not always measured with the precision that they are today. But it’s possible. And it’s also possible that it’s the media, not the storms, that are bigger. Storms are covered like never before, from every angle. CNN has photographs from space; the Weather Network has viewer videos of their driveways and tweets from people who have been looking outside. (The network also briefly turned its screen red, always a thrill.) This all comes from the arrival of 24hour news – all-news channels competing with each other, and news websites doing the same. In the struggle to fill all that time and all that cyberspace, any story can become big big big, and the weather is a perfect topic. The process is particularly evident in the U.S., which doesn’t do very well at dealing with snow but excels at covering it. Last week’s storm was all over the American news networks, and well before it even arrived. It was lucky that the crisis in Egypt received any coverage at all. The storm was expected to impact
CHARLES GORDON Funny Town 100 million people, a headline on CNN said, before it began. This in itself was an upgrade from an earlier headline: “Tens of millions of people will be affected.” Meanwhile, split screens showed various U.S. locations that were already affected, and they all looked like Ottawa on a calm day in early December. “This week’s winter storm could be one for record books,” said a headline, two days before the storm arrived. “Will weather snarl Super Bowl travel?” asked another headline. And just to show that Americans are not alone in fearing the worst, the Toronto Globe and Mail headlined: “Southern Ontario braces for a snowy slammer.” There is an important journalistic principle at play here, which is that you can produce much better headlines before the event than after. The storm
may not live up to expectations, but the expectations can produce some real excitement. Will this storm be the worst ever? What if it is? Will the country come to a standstill? Will people freeze? Starve? What is the White House saying? Television does this particularly well, with breathless reporters in storm gear standing in the middle of cities that are expected to be paralyzed with snow, but are not yet. The same principle applies to sports writing, where the Super Bowl is predicted to be the best ever, or political writing, where fireworks are predicted when Parliament resumes. If the Super Bowl is a dud, or Parliament is peaceful (hah!), no one much notices that the predictions are wrong, since the media have already moved on to fevered speculating about other topics. Killer bees could be returning! For news consumers, it’s fine too, since we would sooner read about a storm coming than about a storm arriving. And for Canadian readers, there is the added smug satisfaction of snickering at the winter rookies in the States. Even if the storm does not live up to expectations – a safe assumption – the news media are not to be denied. On the

day the “colossal blizzard,” as it was called, finally arrived, CNN cut to its man in St. Louis, standing there in his red jacket and hat, in the middle of what appeared to be a nice day, with little wind and just a trace of snow on the ground. He pointed at the telephone wires above and said that they could be a problem if ice appeared, which it hadn’t yet. Then he walked over to a car and snapped an icicle off the grill, holding it up to the camera. An icicle! In winter! Has this ever happened? Meanwhile the headlines rumbled on: “Monster storm moves east.” And for all anyone knew, maybe it would.

To the editor: Moving junior kindergarten students is not an effective interim solution to deal with overcrowding in schools. We represent a group of parents whose children will be entering JK over the next couple of years, and who are concerned over the possibility of moving Katimavik Elementary School (KES) JK students to Castlefrank Elementary School (CES) for the 2011-12 school year. Any solution chosen will impact some children and their families; however, we have enough evidence to indicate that the possibility of moving JK students to CES is not the most effective option to dealing with the issue of overcrowding at KES. It will not alleviate most immediate pressures, which are: • Bathroom capacity – JK classrooms have their own bathrooms. • Playground safety – JKs use their own gated playground. • Library time – JK students only use the library when older students are having nutrition
cerns: This places a difficult burden on the affected families (and especially those families who will have young children at two different schools as a result) for childcare and transportation. • Splitting families: Siblings would be attending different schools. This not only creates difficult childcare and bussing situations, as indicated above, but is also disruptive and undesirable for families who wish to keep their children together. • Possible loss of talented staff: Disrupting and possibly losing our teachers only to
break and/or recess. • Physical education in the gymnasium – JK students only use the gym when older students are having nutrition break and/or recess. It will not result in noticeable classroom space increase. Disrupting up to 60 students only frees up 1 classroom. There is no local evidence to suggest moving JK students is effective. The same approach was taken for JK students at Stephen Leacock in North Kanata, and was not found to be sufficiently effective. • Busing and child care con-

To the editor: Re: Biweekly pickup worth a look, editorial, Jan. 13, Kourier-Standard. To say that I disagree with the Jan. 13 Kourier-Standard editorial would be to put it mildly and there are a number of reasons. First, this is a core service and that is what the city has refused to recognize for many years. We find money for hundreds of various causes and projects, union raises and bonus packages for bureaucrats but seem unable to deter-

mine what is a required service. Second, the concept of reducing regular garbage to once every two weeks and increasing green bin service to every week for the entire year is ludicrous. Why pick up the green bin weekly (in favour with 45 per cent of taxpayers) and ignore regular garbage (in use by 100 per cent of taxpayers)? Third, as a senior I pay for a raft of services used by various sectors of the public but for one reason or another I cannot avail myself of those services. The city collects $1,500 for the province for school taxes even though I have never had a child in the system. Police do not respond to petty crime, I have never had a fire, the bus service is just not suitable for most of my needs and I do not skate or play hockey. Snow service is not a complete boon either because the plough dumps the snow three feet into my driveway. That adds another $400 to my costs for a private snow removal contract. What is left is garbage removal and the thought of reducing that service
annoys me no end. The ostensible reason for this reduction in service according to bureaucrats is to save $5 million a year. The audacity of the comment makes my blood boil. They foisted an ill-conceived plan on us that costs about $15 million this year and will continue for another 19 years. They convinced councillors to embark on this waste of money without the slightest evaluation of cost/benefit analysis and that was after they realized they could not balance the budget. To sweeten the figures they had to pull a slight of hand by diverting yard waste into the green bin programme to inflate the figure but still only collected 53,000 tonnes while we have to pay for 80,000 tonnes. Great management. We should stop trying to appear green and realize that ideology should not trump common sense and money management when it comes to the use of our tax dollars. Crossing guards back in budget LAURA MUELLER laura.mueller@metroland.com
The city’s transportation committee “nickled and dimed” its budget to save 10 new crossing guard positions that were on the chopping block. Rideau-Rockcliffe Coun. Peter Clark moved a motion to trim three of the 10 new public works staff positions from the draft 2011 budget, which cut about $195,000 from the city’s $135 million transportation budget. That paved the way for Innes Ward Coun. Rainer Bloess’s motion to add the crossing-guard positions back into the budget at a cost of about $60,000. As Clark put it, it was a matter of “tighter management” versus “kids getting killed on the streets.” There will be no change in the cost to park on the street or city-owned lots in Ottawa in 2011. On-street parking permits will go up two per cent. 441331

Partially thanks to the city’s new payand-display metres, Ottawa is expected to make $1.7-million more in parking revenue this year. The city’s pedestrian plan will be delayed and one staff position dedicated to pedestrian issues will be eliminated – something that didn’t sit will with Somerset Ward Coun. Diane Holmes. Holmes added that it’s “phony” for the city to list 46 “strategic initiatives” in the budget that have no chance of being funded because it gives residents false hope, she said. The draft budget does include $2.8 million for cycling initiatives, $1.16 million for a multi-use bridge over Coventry Road from Overbrook to the Train Transitway station, and a traffic management plan for Richmond Road and Westboro aimed at encouraging people to walk, bike or use transit. The final budget is set to be approved at the beginning of March.

Plastic pile of shame When Michelle Lambert declared war on non-recyclable trash last spring, she was surprised to discover green alternatives to common plastic household products. BLAIR EDWARDS blair.edwards@metroland.com
Four-year-old William Lambert watched in horror when his big brother returned home one day carrying a piece of plastic. “That’s going to go in the plastic pile of shame,” said William. The plastic pile of shame was a terrible construct: a cardboard box filled with shampoo bottles, food packaging, pudding cup containers – everything that invaded the Lambert household that was unfriendly to the environment. It was kept in the kitchen so the family could keep track of the plastic footprint they were making in the city’s landfills. The Lambert’s war on plastic started last spring, after the City of Ottawa introduced the green bin program. “I became excited because I thought we’d have no trash left,” said Michelle Lambert. “It would either go in the green bin, the black bin or the blue bin.” But Michelle was mistaken. The 35-year-old Glen Cairn woman discovered her family still needed to put out one trash bag every week – filled with non-recyclable plastic. “I’d expected there’d be nothing left, but there was a lot left,” she said. Michelle remembered reading an article in Rolling Stone about the Great Pacific Garbage Patch in the Pacific Ocean – an area between Hawaii and California where water current collected a swirling mass of chemical sludge and plastic that was eaten by birds, dolphins and turtles. She definitely didn’t want to add to the problem. Sifting through her trash, Michelle found meat trays, food packaging, plastic wrap, clam shell-shaped containers, pudding cups, soap and toothpaste containers. Enough was enough. The Lambert family declared war on their trash. “I said we’re going to go on a plastic diet in our family and try to stop buying things that are made with disposable plastic,” said Michelle.
The first battle was waged in the family bathroom. Michelle learned her family was using a surprising number of non-recyclables as part of their early morning ritual – shampoo and conditioner bottles, toothpaste containers, soap pumps. The Lamberts discovered earthfriendly alternatives on the Internet, such as solid bars of shampoo and conditioner. “I still haven’t found plastic-free toothpaste,” she said. Michelle did, however, find a $7 wooden toothbrush with bristles made from hair shaven off the back of pigs on sale on one environmentally-friendly website. “No pigs were harmed in the making of my toothbrush,” said Michelle. “I also got a toilet brush with animal hair bristles,” she said. “I think it’s boar hair.” On another website, Michelle found plastic-free containers of dental floss. She also found hemp and cotton shower liners and toilet paper wrapped in paper on sale at a janitorial supply company. “It’s not Charmin, but it’ll do.” Moving on to her kitchen, Michelle replaced her dust pan with a metal version that came with a wooden handle. Plastic straws were replaced with stainless steel pre-bent ones, and the Tupperware was replaced by glass and metal containers. Pudding was definitely a problem. Alex and William couldn’t do without their pudding treats. Not to mention the challenge presented by bread and meat – which both traditionally come wrapped in plastic. Michelle solved the pudding and bread problem by making both from scratch – it took a little longer, but it eliminated the unwelcome packaging. The Lamberts could buy their meat wrapped in paper so long as they shopped at the butcher shop. However, replacing cereal with oatmeal was difficult. “My kids were sick of oatmeal,” Michelle said. “So I broke down and bought cereal.” Holidays were another challenge.
Submitted photo
Michelle Lambert threw out her plastic toothbrush when she found a wooden alternative with pig hair bristles on the Internet. Lambert has cut down the amount of non-recylable trash her family throws out to one bag a month. On Halloween, the Lamberts handed out chocolate wrapped in metal foil – purchased at the Bulk Barn. Christmas was a problem. Most of the toys filling Santa’s sack came in plastic packaging, such as action figures and games. Michelle and her husband decided to offer their children a special trip to Montreal, where they could visit the Insectarium and Planetarium and stay at a hotel. “We called it the gift of experience,” she said. “It’s something they’re going to remember for a very long time and it was all waste free.” Michelle created a slideshow of the upcoming trip to show her children and marked the date of the trip on the calendar. Alex and William were allowed to request one toy from Santa – Alex asked for Beyblades, a spinning top game, while William wanted a Toy Story Woody Doll. “I am not responsible for how Santa packages his toy,” said Michelle. Other hiccups included the battle
over Jake’s (Michelle’s husband) taste for potato chips and coffee. “His main problem was he wanted potato chips and he wanted them now,” she said. The Lamberts have given ground in their war on trash by allowing Doritos and Granola bars into their home. But since they started their campaign last October, the family has seen a huge reduction in the amount of trash they send to the curb. “I think I’ve had to put my garage bag out once the whole month,” said Michelle. “It wasn’t even half full.” Michelle related her experiences at a meeting of the Kanata Environmental Network, titled Plastic Planet Earth, at the Beaverbrook Community Centre on Feb. 9. “I just want people to see that there are mostly small changes they will make and it has a huge impact,” she said. “My advice is to look at your own house, your own habits, especially when you’re shopping – is there an alternative to it? “Nobody can do everything, but everybody can do something.”

Non-urgent patients get a boost in the MRI waiting game Nicolas Ruszkowski Nicolas Ruszkowski VP, Communications Ottawa Hospital It has been a year since an old friend, Ron Guirguis, left Ottawa for New York City. I’m thinking of him because he would have liked the announcement made last week by Ottawa-Centre MPP Yasir Naqvi and new Champlain Local Health Integration Network CEO Alex Munter that the Ontario Government would invest $506,500 to increase access to MRI scans in Ottawa until March 31, 2011. Ron played football in high school and university, for a total of almost 6 years. The impact on his knees was terrible. While he remains active, he is limited in the kinds of sports he can undertake.
emergency, they are considered non-urgent, and they wait for MRI scans an average of 170 days, with some waiting as long as 220 days. 4,000 such patients await an MRI scan right now. For almost 3,000 of these patients, last week’s announcement represents a big relief. The funding will allow The Ottawa Hospital, The Queensway Carleton Hospital and the Montfort Hospital to make a significant dent in region’s MRI waiting list. As Paula Doering, The Ottawa Hospital’s VicePresident, Clinical Programs responsible for Diagnostic Imaging said on behalf of the three hospitals, “staff have risen and accepted the challenge of picking up these necessary shifts. In addition to that, our radiologists have assured us that they will adjust their schedules to meet the increased volume and ensure timely reports are available.” The team effort builds on an increasingly aggressive approach to providing MRI services, with hospitals operating their scanners between 16 to 18 hours a day.
He plays touch football with a massive knee brace. He can no longer play hockey or skate. He takes on other activities knowing his knees may not withstand the effort.
Until 2008, the Champlain LHIN had the longest MRIs wait times in Ontario, up to 294 days. Since then, two new MRI machines have been added, for a total of 8, which has been a major factor in the region’s improved performance.
Others patients have an even harder time. Their knee, back, hip, ankle or other joint pain is chronic. Since they don’t, however, face a medical

The revelation of a long-awaited OC Transpo review doesn’t give residents a clearer picture of which bus routes may be cut this year. After the tabling of the 2011 draft budget, Mayor Jim Watson said the review would give council direction on where $7 million in cutes could be made to the transit budget this year. An additional $15 million is supposed to be saved next year. But the American Public Transportation Association’s (APTA) review of OC Transpo gave little detail on where those cuts could be made. Instead, the report congratulated OC Transpo for its “well-respected” and impressive transit system, strategic direction and management. The peer review also states that OC Transpo has an “unparalleled reach” of 99 per cent of residents living within 400 metres of a transit stop at peak hours in urban areas – a “significantly higher” reach than most other North American transit authorities. The report recommends moving forward quickly on a plan to focus on bus routes that feed into the Transitway. Route cutting and route scheduling are the areas that can lead to the most savings, APTA’s Greg Hull told the
city’s transit commission on Jan. 31. “If you want to be the best, you need to optimize this,” he said. Watson echoed this in a recent speech on the 2011 budget, saying that the city needs to cut back on overlapping routes and “milk runs”. The review criticized OC Transpo’s lack of communications strategy – both within its own organization and to the public. “(OC Transpo needs) to make things simpler and have a more clear message,” said Carl Desrosiers, head of Montreal’s transit authority and one of the volunteer experts who conducted the APTA review. Alain Mercier, the head of OC Transpo, said a plan to purchase less than 100 double-decker buses could save money because they cost less to operate. Watson said there will be more detail “about the kinds of changes” that could come out of the APTA review during the transit commission’s next meeting on Feb. 16, but changes to individual routes or stops won’t happen until after the 2011 budget is complete. Citizens will get a “pretty good idea” of the scope of the transit changes based on the budget discussions, Watson said. “We’ve cobbled together, based on, at times, political will or whim, a bus
system that is no longer sustainable,” he said. “If we don’t make changes to make the system run more efficiently, it’s going to bankrupt us and we are going to lose more and more passengers because they are going to be so dissatisfied with the early buses, late buses and crowded buses.” FARE INCREASES It’s going to cost you more to take the bus if you use a pass or pay with tickets, but cash fares won’t change. Effective July 1, an adult fare (two tickets) will cost $2.60 – a 10-cent increase. An express fare (three tickets) will go up 15 cents to $3.90, and a rural fare (four tickets) will increase 20 cents to $5.20 per trip. Cash fares will stay the same: $3.25 for a regular trip. If you want to take the O-Train, it will cost you a bit more. The fare will go up 10 cents to $2.85. Passes are also going up. A regular adult monthly pass will cost $94 per month – an increase of $2.50. An express pass will cost $116 (a $2 increase) and a rural pass will go up to $145 (a $3.25 increase). A regular adult annual pass will go up $20 to $950. Student passes will also increase slightly to $75 per month, a $1.50 increase.

The city is hoping to have the dogs-in-parks designation for Briarbrook and Morgan’s Grant finalized by this spring. City bylaw policy officer Christine Hartig gave an update on the status of dog parks at the Briarbrook and Morgan’s Grant Community Association (BMGCA) meeting last month. Hartig said she presented the list of parks and the recommen-
dations put forward during the consultation period. “Basically the process was explained, everything that was undertaken,” she said. “We want to make sure we have something finalized by spring.” Decisions are usually made based on the “majority rules” principle, said Hartig. The preferred dogs-in-parks designation for the area is to have all parks in the area as onleash parks, with the exception of those along the hydro corridor,
which runs north and south of Klondike Road. Paul Arbour, president of the BMGCA said most residents are in agreement with the suggestion. “Most people are pretty happy with it but there’s always some concern,” said Arbour. “There’s some concern that the hydro corridor, some kids use that to walk to school. ” Kanata North Coun. Marianne Wilkinson said the preferred designation is good for those in
Morgan’s Grant but not as great for those in Briarbrook, since they are further from the hydro corridor. Arbour said the city is planning on fixing up the hydro corridor. “The city does have plans to clean up the brush and put in some natural grasses.” There are also talks about having some on-leash parks designated as off-leash during certain hours of the day. “It would make sense to have

dogs on leash while kids are around but in the early mornings or late nights it made sense to allow dogs off leash,” said Arbour. “There have been concerns about the soccer fields around here – that’s something that does concern us, if there’s dog mess in the fields, (but) most people seem to be very responsible.” Those with comments about the designations can email Hartig at christine.hartig@ottawa.ca or wilkinson at marianne.wilkinson@ottawa.ca by Feb. 28.

KOURIER-STANDARD STAFF The Royal Ottawa Foundation for Mental Health and the Sens Foundation are teaming up to show that youth mental health is not a solo mission. Led by the inaugural Do It For Daron – Purple Pledge Day was Feb. 8, the pair are encouraging the community to “harness energy and action to help move youth from feeling sad to feeling empowered.” Schools, hockey teams and youth groups interested in participating in the initiative were asked to wear purple in support of the Royal Ottawa’s Early
Identification and Intervention Program for Youth. Money for the Do It For Daron fundraiser must be received by the Royal Ottawa by Feb. 18 and everyone participating will receive a pair of tickets to the Ottawa Senators skills game on Feb. 21. The group that donates the most money will earn four tickets to the Ottawa Senators game against the Philadelphia Flyers on Feb. 26. The Do It For Daron fundraiser was created in memory of Daron Richardson – a Grade 9 student at Ashbury College and a member of the Ottawa
Senators AA bantam hockey team. Daron, daughter of Ottawa Senators assistant coach Luke Richardson, died in hospital on Nov. 13 after complications from a suicide attempt the previous day. Instead of keeping Daron’s death private, the Richardson family decided to raise awareness of teen suicide and depression in hopes of preventing further tragedies like this from occurring. The Royal Ottawa indicates that suicide is the second leading cause of death for people between the ages of 15 and 24.

Ten-year-old Natasha Sangemino locked herself in the bathroom for 24 hours last month. And her family couldn’t be more proud. The Kanata Food Cupboard is also pretty happy with Natasha. The Grade 5 student at St. Isidore Catholic School plans to present a $200 cheque to the food cupboard, money collected from friends and family who sponsored her 24-hour porcelain vigil. “I think I’m going to help lots of people with that money and I’m glad I did it,” she said. The Morgan’s Grant girl came up with the idea for the fundraiser from a commercial on television. “There’s this commercial about Africa and how kids are starving,” she said. “I decided I wanted to raise money for people who are starving here.” Natasha’s mom was a little leery about the idea at first. “This one came out of the blue,” said Julie Sangemino. “We thought it was very unusual, crazy.” But Natasha was determined, and shortly after Christmas she began gathering sponsors at home and at school. Before long she had collected a list of sponsors who promised to donate $200 if Natasha could manage to stay in the bathroom a full 24 hours. The list of sponsorships ranged from a cent an hour to $1 an hour. The big day came on Friday, Jan. 14, at 4:03 p.m., when Natasha marched into the family bathroom, armed with a collection of blankets, pillows, a lot of books, clothes, toys, a radio, a clock and, of course, a few prized stuffed animals.
When she closed the door, Natasha looked around and took in her sparse surroundings – a bathtub, a toilet and a sink. But Natasha wasn’t going to escape her mother’s eye that easily. “My mom gave me a walkie-talkie so I could talk to her when I got hungry and I could find out what dinner was and she could bring it up to me.” One would think a bathroom floor doesn’t offer the most comfortable surface for a bed – but that isn’t an insurmountable problem, said Natasha. “I put one of my very cushy blankets underneath me and (the floor) wasn’t that hard,” she said. “The hardest part, I’d have to say, was keeping occupied.” Over the course of the next 24 hours – from 4:03 p.m. on Friday to 4:03 p.m. on Saturday – Natasha ran out of reading material. “I read all my books I had in there, and I had a lot of books,” she said. “Most of the time, I just lay there thinking.” But Natasha wasn’t alone all the time – her four-year-old brother, Roman, kept an eye on her for most of the sponsorship drive. At first, Roman thought his big sister was being punished. “He thought we locked her in the bathroom,” said Julie. Roman kept in touch with his sister by periodically checking in on her, using his mom’s walkie-talkie and talking to Natasha through the bathroom door. “He was just trying to bug her,” said Julie. “He loved the walkie-talkie thing. So they had a blast with those.” Natasha broke up some of the long hours with an occasional movie that she watched on her laptop computer. BOOSTER, see 17

‘It was a sweet thing for her to do’ On Saturday, Jan. 15, at 4:03 p.m., Natasha exited the bathroom, having raised enough money to feed several needy families. “The first thing I did was run about a bit to stretch my legs a bit,” she said. Julie said she thinks her daughter is pretty awesome. “It was a sweet thing for her to do, she’s got a big heart,” said Julie. “She’s a girl guide, so I think that installed some of the values of charity in her. It’s very much in her character to be giving.” This isn’t the end of Natasha’s fundraising efforts. The girl said she planned to collect more money for the food cupboard by running a lemonade stand this summer, selling hot chocolate during the winter and participating in her family’s next garage sale. Natasha has some words of advice for any kids who decide to follow in her fundraising footsteps.

“Make sure they have a lot of books,” she said. “It’s hard staying in the bathroom for 24 hours,” she added. “If you make a vow not to come out it’s so hard – because it’s a really small bathroom, and you get anxious to barge out. “But you can’t, because you made a vow.”

The Kanata Blazer Peewee B team celebrate after winning a championship in a Brockville hockey tournament.
Blazers win in Brockville The Kanata Blazers Pee Wee B team blazed its way through the competition to take the championship in a 12-team Brockville tournament. In their semi-final game they drew the Rivers Rats from Metcalf/Russell. The young Blazers had their opponents pinned on the canvass 1-0 only to get
scored on with 1:58 left on the clock in the third. The Blazers battled into the third period of overtime and cashed in on their goalie’s brilliant performance. The win setup an Arnprior Packers vs. Kanata Blazers final, in which the Kanata team stormed away 5-2 before conceding a goal and hanging on for what was a dramatic finish after the opponents pulled their goalie.

Mild temperatures greeted the hundreds of residents who turned out for the first annual Winter West event this past weekend. People turned out in droves to take part in activities, which included horse-drawn sleigh rides, children’s crafts, skating and shinny, ski competitions and more. On Sunday, Feb. 6, a number of KatimavikHazeldean residents laced up their skates and hit Young’s Pond for a day on the ice, which was hosted by the Katimavik-Hazeldean Community Associaiton (KHCA). “It’s good old-fashioned fun,” said Pam Hornby, who’s known as the Pond Lady by those in the area. The older kids set up relay games to get everyone involved. They had skaters balance a rubber chicken on their heads as they maneu-
vered through an obstacle course of pylons, hula-hoop’s and turns. In another, participants had to race against each other, skating backwards, tossing the rubber chicken into a hoop and passing a beanbag on to the next person. “You’ve got kids of all different ages taking part,” said Hornby, who helps to maintain the rink. “You just bring your stick and skates and go.” The KHCA donated funds to buy shovels and a goaltending net for Young’s Pond. “They have been very generous,” said Hornby, who’s lived in the area since 1992. COMMUNITY SUPPORT Hundreds of skiers turned out for the annual Kanata Nordic Sprint Race, also known as The Pretzel, on Feb. 6. Cross-country skiers of all ages competed against each other through-
out the day, while other activities were offered to non-competitors. Skidogs.ca hosted a skijoring exhibition on how fast a skier could travel while hooked up to a sled dog through a harness. The dogs were eager to hit the trails and when given the goahead, they flew off around the track. Other activities included a bunnyrabbit activity course for young skiers, a fun team relay and ski orienteering. Members of the Ottawa police force and workers from the Western Ottawa Community Resource Centre had a giant tug-of-war with youth from The Zone on Saturday, Feb. 5. The police flexed their muscle, eventually winning the tug contest but the teens put up a fight before going down. The Kanata-Hazeldean Lions Club held a Winterfest Carnival, with activities throughout the day on Feb. 5. With a pancake breakfast, sleigh rides, exhibit by Ray’s Reptiles,
craft table and a Bayou-themed dance, the Lion’s had a great turnout. Hosted on the first weekend of Winterlude, the Kanata Chamber of Commerce organized the winter festival to highlight attractions in Kanata, Goulbourn and West Carleton. “It was excellent, I think it was exactly what we wanted for our first year,” said Megan Cornell, president of the Kanata Chamber. “It seemed like people really liked the concept of a weekend of events.” The feedback the chamber has received has been extremely positive, she said. “It was really supported by the community. The feedback from community members was across the board positive.” Next year, west-end residents can expect to see even more offered within the community. “We’re going to do it again, bigger and better next year and maybe have a central event as well,” said Cornell.

The musical, which was based on Shakespeare’s Romeo and Juliet, is set in New York City in the 1950s. Songs from the musical became very popular, such as Maria. Also on the repertoire will be songs arranged for the King’s Singers. The King’s Singers are mainly an a cappella vocal ensemble that performs songs of different genres including folk songs, spirituals and childhood songs. The choir will be under the baton of Scott Auchinleck who was appointed music director of the Kanata Choral Society in September 2010. Piano accompaniment will be provid-
ed by Sara-Lynn Hutchinson and a brass ensemble will accompany the choir for several songs, as well as perform their own compositions. The audience will be invited to attend a reception after the concert where they can meet the musicians. The concert will take place at 3 p.m. at St. Paul’s Anglican Church, 20 Young Rd. Tickets are available at Domenic’s Music and CD Warehouse. This concert is made possible through the support of the Ontario Trillium Fund. Adult tickets are $15, seniors and students get in for $12. Children 12 and under are free. For more information, please visit www.kanatachoralsociety.ca or phone 613-592-1991.

Silver Creek is heading to the United Kingdom as part of a 17day tour around the country on Friday, Feb. 11. The group was chosen by Ottawa artist Sarah McClurg as her opening and accompanying band. “She got in touch with us and said she needed a band to go with her and a band to open the shows with their own material,” said Silver Creek vocalist and guitarist Shawn Tavenier. “She figured she could kill two birds with one stone with us opening with our own material and then playing for her sets.” McClurg, who lives in Nepean, met the band through a mutual photographer and friend. “Once I heard them play I realized they were such a great band, I wanted them to come on tour with me,” she said. “I’m looking forward to doing all the different shows and meeting all the different musicians. It’ll be fun to go on tour with the guys too. Travelling to Europe is always exciting.” She said she’s very thankful
Silver Creek was able to sign on for the UK tour. “I just think they’re such a bunch of talented musicians and I’m really fortunate they’re able to come on this tour with me. I think the two groups being together, it’s going to be a spectacular show and hopefully we’ll represent Canada well in Europe.” The 11-city tour will include stops in Newcastle, Glasgow, Bedford, Nottingham and London. “None of us have ever been across the Atlantic before. The guys are just excited to get into the culture see a different aspect,” said Tavenier, a Holy Trinity Catholic High School graduate. SILVER CREEK, see 24

NEW ALBUM Silver Creek recently returned from Pennsylvania, where the band was busy recording part of its third album. “We’re about halfway finished, said Tavenier about the 11-day timeframe. “It was super intense, super focused. The band is moving away from its southern rock roots with the

After hearing of the initiative, staff at Jask cut and styled everyone’s hair free of charge. “They treated us like royalty,” said Jordan. “It was really great.” Everyone involved wanted to help the young children who have lost hair due to medical treatments for diseases such as cancer. “If I was undergoing medical treatment that caused my hair to fall out, I would be looking for every little bit of normalcy that I could find,” said John-
son. “Hair would help bring that.” The students are planning another Angel Hair event for June for those students who are growing their hair now. “We hope to challenge all community groups and schools to contact their local salon or host the cutting at their school in order to provide enough hair for several wigs,” said Graham, a teacher at Castlefrank. “It’s an easy and fun thing to do.” For more information about the Angel Hair Program, please visit www. acvf.ca or contact Graham at Castlefrank at 613-592-8071.

A small group of Castlefrank Elementary School students, staff and parents made their way to the Jask Salon and Day Spa in the Kanata Centrum for some very special haircuts on Feb. 1. Jordan Pumphrey, Suhayla Gebara, Jenna Reid, Sami Johnson, Madeleine Graham, Andrea Pumphrey, Karin Masson and Marianne Graham cut and donated at least 12 inches of hair each to the Angel Hair Wigs for Kids program. The program makes donated hair into wigs for children who are or have undergone medical treatments that cause hair loss and who do not have the financial means to purchase a wig. A monetary donation was also made on behalf of the school to help with the cost of distributing the wigs. After all the hair was cut and styled, the donors were excited to see the amount of hair they had gathered. “Look at all the hair,” said Reid. “I wonder how many wigs this will make?” It takes 14 braids of hair to make a full wig. The combined amount of hair donated by the group will be enough to make half of a wig. Volunteers on the receiving end spend around 25 to 30 hours per wig to hand knot each strand of hair. Jordan came up with the idea to donate her hair. She took the idea to the school, with announcements and as-

Work set to begin on Hwy. 417 KOURIER-STANDARD STAFF Kanata motorists should prepare for traffic diversions and slowdowns during repairs to the Hwy. 417 interchanges at Castlefrank and Eagleson roads. Ontario’s Ministry of Transport is collecting public comment on its construction plans for Hwy. 417 between Eagleson Road and Hwy. 7. The construction will be completed in several stages (over dates yet to be determined) and will keep a minimum of three lanes open on the Eagleson Road interchange (two southbound lanes and one northbound).
Traffic will be redirected using portable message signs and signed detours. During the first phase of construction, the Eagleson Road northbound to westbound ramp will be closed for approximately 14 weeks, as crews work to rehabilitate the Eagleson Road Bridge. All westbound traffic will be diverted to the Terry Fox Drive interchange via Hazeldean Road or Campeau Drive. During the second phase of construction, the southbound to westbound ramp of Eagleson Road will be closed for three months to allow for replacement
of the large culvert under Hwy. 417 and further repairs to Eagleson Road Bridge. Traffic will be diverted to the Terry Fox interchange via Campeau Drive. The eastbound on-ramp at Castlefrank Road will be closed for about two weeks during the third construction season to allow for repairs to Hwy. 417 main lanes and the ramp acceleration lane. Traffic will be diverted to the Terry Fox Drive and Eagleson Road interchanges. For more information about the project visit the website www. highway417expansion.com.

City looks online for services LAURA MUELLER laura.mueller@metroland.com
By 2012, booking arena ice time in Ottawa could be like booking a hotel room. Right now, frustrated residents often find themselves mired in a series of phone calls and forms if they want to apply for a city permit, book time at a municipal recreation centre or even apply for a burn permit. But the city’s proposed new Service Ottawa project is aimed at putting those options online, 24/7. The new program proposed in the draft 2011 budget would cost about $15 million this year and a similar amount in the next couple of years, up to a projected total cost of $79 million over five years. But it’s expected to generate $40 million in savings each year by 2014,
Write us at news@ yourkanata. com
deputy city manager Steve Kanellakos told the finance and economic development committee (FEDco) during its Feb. 1 meeting. It’s a big undertaking, but city staff say it will make a huge difference in how people use city services – and that means big savings at the bottom line. Some of the city’s complicated and often antiquated procedures discourage people from using services, such as booking ice time, Kanellakos said. Right now, residents must call during limited business hours to ask about arena availability, but there is often a lengthy turnaround time before the resident could hear back about their request. Forms must be faxed, signed and returned and the payment must be made before they can access the ice.

If someone wants to book last-minute ice time, they have to call each arena to check the availability. If the Service Ottawa project is approved in the budget, all of that could be done 24/7 online by 2012. Making the process easier and more accessible could generate another $153,000 for the city each year. That’s because 5,835 prime hours of arena time go unbooked each year. Arenas aren’t the only city service that would be available online through Service Ottawa. People would also eventually be able to book city facilities; apply for a business licence; apply for permits for tree cutting, controlled burns and more. City council is still debating the Service Ottawa project as part of the 2011 budget process, which is expected to wrap up at the beginning of March.

With a few clicks of a mouse, you can be your own weatherman. Environment Canada beams data from Franktown’s weather station around the world on its website. The data from the past three hours can be viewed on a map, with bands of snow and rain in motion across eastern Ontario. The moving maps allow anyone in the area to figure out when precipitation is likely to arrive and depart their neck of the woods. While the Weather Network may be able to tell you the Ottawa area has a 40 per cent chance of rain this evening, the Franktown data may indicate the rain will pass your local ball diamond before the scheduled 6 p.m. start of your softball game, or well after your planned evening stroll. Brian Wilhelm, a technical services supervisor with Environment Canada, said the Doppler radar system and its 18-metre mast were installed near Franktown and went online in 2000. The unmanned and automated equipment in Franktown reports to the Canadian Meteorological Centre in Dorval, Quebec, before making its way onto the Internet. “Doppler radar was installed in the late 1990s as an upgrade across much of the (national) system,” Wilhelm said. Echoes from the electromagnetic puls-
es sent out by the weather station are received by a dish on site. The data indicates if precipitation is moving away from or towards the station, and how fast. In the time it takes you to read this sentence, the Franktown radar will have acquired thousands of bits of data, sending out a pulse every 0.8 milliseconds. Wilhelm said Franktown was chosen for the station when an older site in Carp was due for an upgrade. “We needed to realign the network,” he said. Franktown was considered a better location than Carp because it can provide radar coverage further to the south, including communities along the St. Lawrence River. Today, the dish that collects reflected pulses sits in a brilliant white dome on Gillies Corners Sideroad.
The Scotiabank branch at 2 Beaverbrook Rd. recently handed over a cheque for $1,716 to the Kanata Food Cupboard. Jessica Cunha photo
NETWORK COVERAGE Wilhelm said Environment Canada developed the Doppler network using offthe-shelf electronics, and the information gathered is a key part of your daily weather forecast. “The data’s used quite extensively (in forecasts),” he said. Environment Canada’s network of online radar stations includes 26 sites, located where they can best cover the nation’s largest population centres. WEATHER, see 38

The high-tech electronics inside the Franktown station gets frequent visits for testing and calibration, but Wilhelm added there’s old-fashioned hardware in need of regular care too. “There are people there every two months and they climb the dome,” Wilhelm said. “They have to grease the gears.” BE YOUR OWN WEATHERMAN If you Google “Franktown radar,” the first link found will take you to the current Franktown radar image. Back on the map, click play and the sequence of maps will load and start playing in a cycle. The scale at right will indicate the severity of the precipitation. The time each image was captured is shown along the top edge of the map. By checking the time of each image, you can get an idea of how long it will be before a band of precipitation arrives at your location, and how long it might last. For the full amateur weatherman effect, be sure to share your observations with family, friends or anyone else nearby. And next time you hear thunder, load up your maps and see how heavy the downfall might be, and how long it may last.
