Kanata’s overcrowded elementary schools should redirect kindergarten and French immersion students to relieve enrolment pressure, recommends a board report. The Ottawa public school board released a staff report last week calling for moving students at Stephen Leacock and Katimavik elementary schools next September. The report also recommends no changes to the boundary and grade structure at Roch Carrier Elementary School. STEPHEN LEACOCK The senior kindergarten program at Stephen Leacock must be moved to Roland Michener Public School, recommends the staff report. Adding more portables to the school will prove too costly because of limestone present on the building site. “The only solution is to move out a portion of the school’s population,” states the report. No program can be moved, added staff, and the school is phasing out its late French immersion program. “The only viable option is to move out a grade or grades.”

The proposed plan to build 1,000 new homes in Bridlewood could result in an overhaul of Hope Side Road. “We expect to be making some announcements about Hope Side Road in the near future, some big announcements,” said Kanata South Coun. Allan Hubley. “We have to get work done on Hope Side Road.” The new subdivision plan would see the completion of Crown Ridge Drive, which connects to Hope Side Road, and would provide motorists with an alternate route to Richmond Road. Richmond connects with West Hunt Club Road, a direct route to downtown Ottawa. Currently the only northern route out of the community is Stonehaven Drive. Traffic jams are a continual problem during morning and evening rush hours. “People are complaining about Stonehaven,” said Hubley. “It’s a huge traffic mess and Richmond is always tied up. We have to, as a city, look at the traffic in my ward and fix it.” He said he is in talks with the National Capital Commission and other levels of government regarding the traffic situation.

The owner of a Glen Cairn pool hall said he’s being unfairly targeted after a newsletter listing noise and parking complaints was released by his local councillor. Matt Cuthbertson, the owner of the Kanata Q, said he wished Kanata South Coun. Allan Hubley had talked to him first before issuing the flyer, which outlined complaints from residents and a list of requests for the pool hall. “He should have talked to his constituents then come down here (to) see what it’s like for himself; talk to me about it,” said Cuthbertson. “I’m very disappointed. I should at least be able to express my opinion and

then he can make his own.” Hubley said he was contacted by a number of residents starting in December last year complaining about noise, parking behind the building and snow piling against a fence which runs along the property of the strip mall where the Kanata Q is located, and houses that back on to the commercial strip. “Snow is melting and draining into people’s backyards, it’s putting pressure on fences,” said Hubley. “That back access was meant entirely for deliveries and not parking. ‘TAKEN ABACK’ Cuthbertson said he had no idea the councillor had sent out a letter until after he was contacted by local papers. “I’m a little taken aback by this,” he said. The Kanata Q – formerly the Broken Cue – has been allowing patrons to use the back door to go in and out since 2001. He said he’d never received a complaint for noise or any other issue until two years ago. “We started having this one guy who wanted the noise to stop out back,” he said. Within that time period, Cuthbertson estimated he’d had about 85 complaints lodged against the Kanata Q with bylaw services. The pool hall was slapped with two noise complaint fines within the past two years. Cuthbertson paid the first fine he received “just to get rid of it,” he said. under the status quo recommendation.” Staff also recommended changing Roch Carrier’s boundary to redirect future students from development lands across the street from the school. The board could later change the school’s boundary to take in students from the affected area, said staff. Staff rejected an option of a Kanatawide solution of moving Grade 8 students to either A.Y. Jackson Secondary School or Earl of March Secondary School a year early. The board was scheduled to hold a committee of the whole meeting to discuss staff recommendations on Wednesday, Feb. 16. A final decision will be made at a Feb. 22 board meeting. OVERCROWDED Kanata’s rapid development and

the popularity of French immersion programs in Kanata has created enrolment pressure at four Kanata schools, said board staff. In a report last month, staff warned that the board must take emergency measures to relieve enrolment pressure in Kanata’s overcrowded elementary schools. Four schools are bursting at the seams: Katimavik Elementary School (199.9 per cent above enrolment capacity), Jack Donohue (126 per cent) Roch Carrier (148.8 per cent and Stephen Leacock (156.6 per cent). The board held a public meeting on Jan. 17 to gather public comment on a list of short-term options to handle short-term enrolment pressure. The board is currently holding an accommodation review of Kanata schools, stated the report, but short term solutions are needed for three of the schools for September 2011.

Noise complaints irk pool hall owner POOL HALL, from 4 The trial was adjourned twice, once in November and once in December last year. The day before the third court date in January, bylaw officers visited Cuthbertson at work and told him the charges had been dropped. “They told me the complainant wouldn’t go to court,” he said. “They had no case.” He said at one point after a noise complaint was lodged, bylaw showed up at the pool hall that same night and there were only three people using the facilities. “The noise (that was reported) could have been from anywhere,” said Cuthbertson. “I’ve talked to bylaw, they know what’s going on. I’m doing everything I can here.” He said he’s started closing the back door on Friday and Saturday nights, typically the busiest times for the pool hall, and he plugged the back vent to keep noise from escaping. “I want to work with them, not against them,” said Cuthbertson, who added bylaw told him they wouldn’t be responding to complaints from the main issuer. Cuthbertson also said he doesn’t think the requests made by the councillor are the answer. REQUESTS

There have been complaints about people parking in the back of the building and the noise from the cars. A request from Hubley suggests signs are put up at the top of the ramps prohibiting parking in the back and chains be installed that can be locked during off-hours of the businesses on the site. “This is ridiculous – putting chains up?” said Cuthbertson. “What if there’s a fire in the back? What if there’s an accident and we need an ambulance? “It’s a parking area, there are lines back here.”

He said it’s easier for people to use the side door to step out for a smoke because it keeps them from running off without paying their tab. People also use the side door to wait for taxis since they can see when it arrives. He installed a sign after the first round of noise complaints was issued to warn patrons to keep the noise to a minimum. “How do I control it?” he said. “It’d be the same if they went up front. There’s a little bit of noise out back (but) I think they’re exaggerating it.” The request also asks that garbage pick-up, loading and deliveries are kept between regular business hours. Cuthbertson said the garbage gets picked up during the day and the only deliveries he receives are the beer orders on Fridays around 1 p.m. Snow piling against the fences in the back are also a problem for residents, said Hubley. When the snow melts it drains into backyards and puts undue pressure on the fence. But Cuthbertson said he doesn’t know where the snow will go if not up against the fence. “There’s a fine line between the sides of the brown fence,” he said. “One side is commercial and the other side is residential. There are different rules for both.” He said people need to look into things like what is located around their property before they buy a house. When people buy a home near a business strip, they should assume there will be a certain amount of noise. Cuthbertson used his own example to illustrate. “My house backs on to the Glen Cairn Public School. I don’t usually get home until 2 or 3 in the morning. By 7:30, there are screaming kids back there. And the buzzer that signals to them it’s time to go inside. Am I going to complain? No. I knew there would be noise when I bought my house because it backs on to the school. You just have to accept certain things.”

Fernbank Road up for reconstruction Fernbank Road will be getting a facelift once road construction season starts this year. The city is hosting a public meeting on March 7 at the Glen Cairn Community Centre where residents can review the proposed plans and provide comments on the reconstruction. Project manager Luke Foley said they will be converting the road, from Terry Fox Drive to Eagleson Road, from a rural section to an urban roadway with curbs, cycling lanes and sidewalks. “We’re reconstructing it as a twolane section with cycling lanes east and west bound and the introduction of sidewalks on both sides,” said Foley. “It’s something standard we would

do in a residential community.” Kanata South Coun. Allan Hubley said he will be looking into creating offshoots of the cycling lanes to create shortcuts to main destinations, such as the Real Canadian Superstore on Eagleson. “Part of the city policy now is to include cycle lanes so we’re hoping people will use them,” he said. “One of the things I’ve talked to residents about in the past year is the need to improve our cycling and walking lanes.” Foley said people may see a temporary closure of Fernbank east of Romina Street and Templeford Avenue in order to speed up the construction time. Left and right-turn lanes will be installed at Romina and Templeford, and crews will be replacing the sig-

nal lights at Terry Fox to account for widening of the road due to the cycle lanes and sidewalks. “It should be done quickly,” said Hubley. “It won’t be a year-long project.” He said he’s looking at traffic implications and how to improve the flow of vehicles. “We need to fix that and this is the time to do that,” said Hubley. “I think folks will be really happy to see that we’ve got the project go ahead. I’m assuming people will welcome this as the road is in bad shape.” The meeting will take place on March 7 from 7 to 9 p.m. at the Glen Cairn Community Centre, 186 Morrena Road. OPINION

No simple answer to getting along Politics is a perfect breeding ground for debate and conflict but rarely agreement. We rise in the morning and go to sleep at night awash in news from all over the world. Most of that global information is threatening in nature. The impression created is that there are cultures that refuse to co-operate with western society and when they arrive in North America for whatever reason they will do their best not to integrate with our humble but successful system. The great fact about Canadian society is that we have the ability and inclination to embrace other cultures and people while somehow keeping hold of what we feel is innately ours. As a result, immigrants are able to adapt to a North American viewpoint without feeling their own roots are being threatened. Around the world, politicians and social observers have stated that multiculturalism in their particular country does not work — that immigrants arrive in a country only to set up their own small society as a home away from home.

A closer look at the reasons people immigrate may explain why, in some cases, complete and healthy integration does not take place. The bottom line for most, if not all newcomers to Canada, is jobs, and the freedom and stability to enjoy them. Having a meaningful job and the rewards of achieving goals is a great way to keep discontent, frustration and, in the end, conflict to a minimum. Capitalism may not be the Holy Grail socialist thinkers are looking for but history shows that when capitalism is married to a democracy and dusted with just a pinch of socialism, a better deal is forged than in most other socialist and government models. Watching the upheaval in the Middle East, one cannot help but cheer as one country after another finds the courage to stand up for what are basic human rights — the right to live free and without fear. They too will have to find a model which incorporates a multi-cultural dynamic which recognizes one country overall but allows for individual freedom of expression.

A temporary (?) goodbye to SuperEx So there won’t be a SuperEx this year. The Central Canada Exhibition Association board made the decision and announced it last week. It has to do with the changes at Lansdowne Park and the unreadiness of the site the board owns out at Albion Road. There are a lot of people who hope that the announcement means what it says — that the Ex is having a temporary hiatus and will be back in 2012. And there are some people who are indifferent, because the Ex no longer means anything to them any more. Among the advantages cited for a move to new quarters away from the centre of the city is the added space that will allow the agricultural component of the Ex to be enhanced. Among the disadvantages is the distance for many city dwellers. While the Landsdowne Park site was controversial for many who lived nearby, the Ex profited from the amount of walk-by traffic. Reader comments on articles about the postponement are not always representative of public opinion, but it is worth noting the impression they generate that the Ex had become irrelevant to people’s lives, in the recreational as opposed to the agricultural sense. It’s hard

CHARLES GORDON Funny Town to see how the board can overcome this. Many years ago, before the Ex became the SuperEx, exhibitions were hot. They showed people things they had not seen before; they were where people went to see the latest. Last week’s Citizen story about the SuperEx was accompanied by a photo of an automobile race, a bunch of old-time cars whipping past the grandstand. Except that they were not old-time cars then, and the idea of them racing was fairly new. The grandstand show was where people went for music that they couldn’t see anywhere else, big-name acts that were only heard on the radio or on records. The grandstand show was a big deal. In another way, the midway was a big deal too. Sure, people complained about being ripped off by the games, but that was part of growing up, and the noise

and excitement of the place was a kick for children and teenagers. It is an understatement to say that things have changed. The expansion of news media and the Internet means that we know what’s new before it even hits the street. We can watch cars race, if we care, on YouTube. Kids can play games on their computers that are as exciting, to them, as anything available on the midway. Nutrition scolds have frightened us off the midway food. And the grandstand show was made irrelevant by music videos on TV, even before YouTube arrived. As a people we are a bit jaded. If we haven’t seen everything before, we think we have. The sense of wonder, the wow! factor that drew people to the Ex in years gone by has gone by. That, at least, is the pessimistic view, which has become the conventional one. It may not be completely right. Travel with some pre-schoolers out to the Experimental Farm and watch them check out the lambs and cows and rabbits and you will see that wonder does still exist in this world. Remember also that people still like to go out, particularly at summer’s end. Not everyone is content to stay home

To the editor: As a follow up to my email back in September, I can finally report on the trip through the Provincial Offences Court and $22.50 worth of park-and-ride justice. Or maybe it should be called half-justice. The original ticket was $45 and I only had to pay half. This is because the plea was guilty — no argument with the facts. I parked on Hearst Way behind the Eagleson Park-and-Ride all day because the lot was full and the last time I was in court the parking officer said that we could all park there - and there were no signs saying otherwise. I still had to pay $22.50 because apparently regardless of any mitigating circumstances, we are all supposed to know that there is no parking on city streets for more than three hours at a time. We are also supposed to know that you can call 311 to find this out. Court was interesting. The prosecutor told the judge that there was no way to verify my story about what

was said when I was last in court regarding the Kanata park ‘n ride. However, not five minutes later the prosecutor assured all those present that everything said in court was recorded and held on computerized records. The judge then informed me that if I wanted that information brought out I had the option to appeal. The other statement I found interesting was the judge’s perspective on the parkand-ride situation. She acknowledged the overcrowding and offered concern, suggesting that if I wrote a letter it would help. Let’s look at that for a second. My first ticket was in 2008. That was three years ago. I think everyone in the City of Ottawa and at OC Transpo who has responsibility for transit parking understands that there is a parking issue in Kanata. Thanks to the Kourier-Standard, the letter I wrote in 2010 did have some effect. More than one acquaintance let me know they’d seen the article and appreciated the effort. I was chatting with another bus rider one evening and mentioned that I’d written a letter about the parking. “Oh, that was you?” they said. “Thanks

Another 14 schools in the city have been designated to join the provincewide full day kindergarten program starting in September of this year. Parents with children ready for kindergarten still have a chance to register their children for these programs, even if the official deadlines have passed said Ottawa Centre MPP Yasir Naqvi at a press conference to announce the added schools. “No parent should be turned back. We want to make sure our kids have all the opportunities available to them,” he said. Naqvi, speaking at Connaught Public School on Feb. said the 14 additional schools bring the total to 53 in Ottawa area that offer the program. “Studies show children that get better education during the early years tend to do better and are successful in their later years,” he said. “That is the philosophy behind this program which is being offered by the government of Ontario to ensure that our four and five year olds get the best start possible for them as they grow and move on to grade one.” Full-day kindergarten is offered in almost 600 Ontario schools this year and will be available at more than 200 additional sites in the 2011-12 school year. “We are very excited about the oppor-

We know that this is going to be a success,” said Connaught principal Irene Cameron. Like existing kindergarten programs, full-day kindergarten will remain optional for four- and five-year-olds. Where there is sufficient parent demand, schools will also offer an optional before- and after-school program. By 2015, all elementary schools across the province will offer full-day learning programs where children will benefit from classes with both an early child-

hood educator and a teacher, who work together throughout the day to help children learn, play and grow. Seven schools from the Ottawa Carleton District School Board will be transitioning to full day kindergarten this fall. “The board is very pleased to be implementing this program. It would be nice to have it in all our schools at once but we are phasing it in and doing it in a very careful and sensible way,” said board chairwoman Jennifer McKenzie. To register for kindergarten, parents or guardians are asked to take the child’s identification documents, including birth certificate, health card and immunization record, to the local school belonging to the board of their choice. “To register you have to live in the catchment area of the school,” said McKenzie. Most schools currently rolling out the full day kindergarten did not require capital repairs since they had existing kindergarten facilities. However the next two phases might require renovations and upgrades. “We are getting very close to needing significant capital repairs the next time these announcements are made,” McKenzie said. “We are looking at creative solutions including community partnerships but capital renovations will of course be part of the solutions.”

JESSICA CUNHA The city could be spending another $400,000 to bring the Canadian Curling Trials to Kanata. River Ward Coun. Maria McRae filed a notice of motion at a council meeting on Feb. 9 for the city to host the curling trials at Scotiabank Place. The event determines Canada’s teams for the 2014 Olympics in Sochi, Russia. “I think having any national event here when we have the facilities is a great thing for the community,� said Kanata North Coun. Marianne Wilkinson. Hosting the curling trials in Kanata would result in a lot of revenue for local businesses. “If you have an event that brings a lot of people from out of town, they’ll need hotel rooms; restaurants will benefit,� said Wilkinson. “Even if they stay downtown they’ll be in the Kanata area when they’re playing.� The notice of motion, which will be put forward at the next council meeting on Feb. 23, asks the city to support the bid by the Senators Sports and Entertainment to host the trials, scheduled for Dec. 1 to 8, 2013. The notice asks for “approximately� $400,000 in funding. This comes on the heels of the city approving an additional $400,000 to support the Canadian Soccer Association’s bid to bring the FIFA Women’s World Cup soccer championship to Ottawa in 2014 (U-20) and 2015. The end of February bid deadline doesn’t allow time for a staff report for council to consider, noted the notice of motion. McRae did not return repeated phone calls.

Kanata United Church prepares for monster book sale Kanata United Church is once again preparing for its annual book fair. This sale has grown over the last 19 years and now offers over 30,000 books for sale – a number that is limited only by the size of the church itself. Some 50,000-plus books are donated annually which has led to Kanata United’s reputation as one of the highest quality used book sales in the area. But it is not just the quality of the books that has lead to the sale’s popularity and success. The fact that all the proceeds from the sale go to support various charities is a definite draw to both shoppers and book donors. Donations steadily pour in from May to September and again from January to February, during which time KUC volunteers sort, price and categorize each volume. For example, KUC has helped other organizations get their first book sale off the ground by passing on thousands of books and aiding with sale infrastructure development. Leftover children’s books will go to an inner city school badly in need of library resources. Other books have travelled overseas to help international causes. Leftover dictionaries and language books have made their way to a school in Cuba, and children’s books and teen novels were sent to the Philippines to help start a small library for youth - the first of its kind in that area. So, when book enthusiasts support the KUC book sale either by donating or purchasing books, they are supporting not only local causes, but potentially international ones as well – all thanks to the generosity of volunteers and the city’s bibliophiles. This year’s sale runs on Friday, Feb. 25 (6 to 9 p.m.) and Saturday, Feb. 26 (9 a.m. – 2 p.m.). A ‘kids only’ afternoon runs on Friday from 1:30 to 4:30 p.m.

Kanata army cadet Megan Segstro took part in the Central Region Cadet Biathlon competition held in Sault Ste. Marie this past weekend, Feb. 12-13 Although she didn’t place over the weekend, the 14-year-old member of 2870 Royal Canadian Dragoons cadet corps is a top shot. “Her shots are usually within the size of a pinky nail,� said her father, Mark. “We’re very proud of her.� Megan, who holds the rank of master corporal, has only been a part of the cadet corps for a year and a half but has already proven herself as a top marksman. “Last year she got her distinguished marksman designation,� said Mark. Megan, who goes by the nickname “Sharpie,� practices her craft often during the week and on Sundays when the corps holds a practice. She said her favourite rifle to shoot is the .22-caliber. During the biathlon competition, Megan was among 76 other cadet competitors from across the province. A 13.5-kilometre relay race was held on Feb. 12. Each member of a three-person team had to make three ski loops around the 1.5- kilometre trail, stopping between loops to shoot at the biathlon targets. There are penalty loops for every shot a competitor misses, said Megan. One member of Megan’s relay team hurt her leg so the group got a “did not finish� for the Saturday race. “They ended up doing a manual

and youth male.� The top competitors from the weekend will represent the central region – which comprises of most of Ontario east of Thunder Bay – at the National Cadet Biathlon Championship in Valcartier, Que. next month. “Unfortunately no one from Eastern Ontario will be advancing unless there are drop outs,� said Wright. When asked what her favourite part of the entire competition is, Megan answered “the shooting.� “She’s an endurance athlete,� said her father. “One of the things she wants to do is honour her corps, honour God and the gift he’s given her.�

Options for expanding the Beaverbrook library branch will be unveiled at the Kanata North ward meeting on Feb. 28. Staff are working on three possible ways to enlarge the library, said Kanata North Coun. Marianne Wilkinson, but she hasn’t seen what the options are yet. She added it will most likely be a twostorey building attached to the Mlacak Centre. “People seem to want to still have it connected,” she said. “Then they can go from one area to another within the building.” Wilkinson, who sits on the library board, said she wants to see certain ben-

efits in the upgraded library including a section for children, one for teens, a seniors’ area for sitting and reading, better program space for English as a second language teaching and more computers. “All these technical things are being looked at,” she said, adding there will be a number of public meetings with residents about how to best put the building together. The proposed 2,787-square-metre building will offer three times the space of the existing Beaverbrook branch. In 2009, the city budgeted $10 million to build the west district library on the site of the proposed Kanata Town Centre, but later discovered that construction costs were prohibitive because of the land’s rocky terrain and other development issues. City staff looked at alternative sites and ranked them, with the Beaverbrook site earning the highest score.

The good news is that taking early care to manage your blood glucose levels by eating a healthy diet, engaging in regular physical activity and maintaining a healthy body weight can prevent, or at least delay, type 2 diabetes.

The Kanata Starlight Synchronized Skating Team has 15 girls ages eight to 12 years old who compete in the elementary category. Synchronized skating or ‘synchro’ is the newest discipline of figure skating

where teams of eight to 16 skaters perform a program consisting of elements including lines, blocks, wheels, intersections and field moves. The objective is to perform as one unit while demonstrating quality edges, power and flow. A referral service to help residents find a family doctor or nurse practitioner is hiring two new community connectors in the Champlain region. Care connectors are experienced registered nurses who can connect patients with family doctors or registered nurses. Hopefully the referral service will reduce visits to hospital emergency room and help patients find good local health care,

said Alex Munter, the CEO of the Champlain Local Health Integration Network (LHIN). “While the program has been a success, there is still more work to do, so the increased investment is good news for communities in Champlain,” said Munter. The funding for the two fulltime care connectors comes from the Ministry of Health and Long Term Care’sHealth Care Connect program. The funding announcement will double the size of the referral

Bicycle-share program on the rocks The cities of Ottawa and Gatineau are expected to put the brakes on the National Capital Commission’s plan to create a bicycle-sharing program. Ottawa city hall staffers are planning to recommend against pitching in to set up the program, according to transportation committee chair-

woman Marianne Wilkinson. The Kanata North councillor said there is little support for the multi-million dollar cost of setting up the program, which the NCC hoped to start this spring. The service would allow people to rent a bike for short periods or buy a subscription to use the service on a monthly or yearly basis. Five hundred bicycles were to be available at stations around the capital region, mainly in downtown, and the bikes could be returned to any location. The program was meant to “lay the groundwork for a broader, more progressive initiative” to promote environ-

mentally sustainable transportation in the capital, an NCC spokesperson said in December. A 2009 feasibility study found the capital cost to purchase the bicycles and set up the service could be between $3 and $3.9 million. That cost was to be shared between the NCC, Ottawa and Gatineau, NCC spokeswoman Jasmine Leduc said. But Gatineau has already pulled out of the plan, Wilkinson said, and Ottawa will likely do the same. “There is a recommendation that we not go ahead with that because the costs have skyrocketed,” Wilkinson said. “Staff are saying we cannot go ahead

Ottawa city staff will bring a recommendation to the city’s transportation committee, likely at its next meeting, Wilkinson said. If councillors support that recommendation, it will mean the city won’t provide funding at this time, she said. There is no money earmarked for the project in the city’s draft 2011 budget, which the transportation committee signed off on last week. Council is set to approve the final budget at the beginning of March. “(The) final decision to go forward this year with bike share among all parties has not yet been reached,” city spokeswoman Jocelyne Turner said in an email. Also, no final decision has been made on which projects will be given money from a $2 million “strategic initiatives” funding program, she added. Leduc said the NCC’s negotiations about the project with Ottawa and Gatineau are ongoing. “This is still a priority for the NCC,” she said. “It’s still premature to talk about Plan B.” More announcements will be made in March, she said.

Road reconstruction is falling behind in Ottawa, and rural roads are at the bottom of the pack for funding. The city’s rural wards will be getting $7 million for road reconstruction or resurfacing in 2011 out of the approximately $60 million the city will spend on roads this year. That overall amount is less than half of what the city’s long-term plan calls for to be spent on roads each year, said

Wayne Newell, the city’s general manager of infrastructure services. Coun. Doug Thompson (Osgoode), who heads the city’s agriculture and rural affairs committee (ARAC), said Ottawa should be spending more on roads, particularly surface-treating rural roads instead of using gravel. That cuts down on long-term maintenance costs, he said. The councillors for Ottawa’s rural wards discussed the draft 2011 budget during the ARAC meeting on Feb. 10.

About $524,000 will be spent on ditches in rural areas in 2011 and $350,000 will be spent on a rural servicing strategy to plan for a sustainable water supply and safe wastewater disposal. That plan should be completed by 2014. Widening the bridge that carries McCaffrey Trail over the Jock River tributary near Ashton to two lanes will cost $600,000. The city will also spend $80,000 this year and $160,000 in each of the next two years to establish water supply facilities in rural

Kanata resident and Barrhaven teacher Joy Forbes is attempting to take people back to a simpler time. Backed by her book Perseverance, Pranks & Pride - Tales of the OneRoom Schoolhouse, which was released in September, Forbes is touring the Ottawa area to cajole readers of the days where tales of students walking to school up hill, both ways, in their father’s pajamas were perhaps less fictitious. Forbes made presentations in Kanata on Jan. 23, in Manotick on Jan. 26 at the Watson’s Mill and will be at the Osgoode Historical Society on March 1 at 7:30 p.m. “I talk about the different aspects of perseverance that people had to

have to go to school – the physical challenges, the resource challenges, the wildlife challenges, the weather challenges,� she said with a laugh. Forbes, who teaches grades 1 and 2 French and social studies at St. Elizabeth Ann Seton School in Barrhaven, interviewed over 175 people from 150 schools – making sure to tape-record her interviews in the process. “I really think it’s important that we’re recording our oral history,� she said. “These stories are too good to be forgotten.� She talked to people who attended schoolhouses in Kanata, Nepean, Barrhaven, Manotick, Stittsville, Perth and all around the Ottawa area in order to write her book. Forbes said the interviews gave her a lot of respect for what teachers had to deal with in those days – especially since they only had six weeks of training before beginning instruction. “I really hand it to those early teachers,� she said. “They had so much responsibility and very little help to ensure the kids were getting a good education. “I really think a lot of them were passionate about the profession or they wouldn’t have stayed in it.� Teachers may have provided the foundation for the book, but Forbes said she enjoyed interviewing stu-

Kanata’s Neptec Design Group Ltd. was the first non-American company to be awarded the prestigious NASA George M. Low Award on Feb. 10. The company supplies sensors and robotic equipment for space shuttle missions. “We are honoured to receive the George M. Low Award from NASA” said Iain Christie, president of Neptec, in a press release. The company received the award in the small business product category for the creation of machine vision products in

Rural residents will have a chance to weigh in on how future development in Ottawa’s rural areas should play out. Right now, there are two competing strategies: the creation of country lot subdivisions, and development in villages. Encouraging one type of development often happens at the sake of the other. That dilemma will form much the issues to be discussed during the City of Ottawa’s rural review, which residents will have a chance to comment on this spring. One of the main issues will be whether to encourage development in the city’s 26 villages, or to continue to allow country lot subdivisions to proliferate. Historically, villages only attract about 42 per cent of new development in rural areas, according to a city report. While village businesses get some spinoff economic benefit from subdivision developments, but subdivisions “rarely” provide enough population to support existing village businesses, let alone promote the creation of new businesses. West Carleton Coun. Eli El-Chan-

tiry emphasized the importance of villages and asked that city staff consider expanding village boundaries in order to attract development to villages. “We have asked time and time again how we could help some of the villages in our areas,” El-Chantiry said. “Development isn’t being sustained outside the village boundaries …Some villages haven’t seen a new building permit in 10 to 15 years.” Another suggestion is to “cluster” country lot subdivisions. Both the city and the province also want to see new development focused in villages, rather than scattered around rural areas. The city’s rural area is supposed to accommodate nine per cent of Ottawa’s predicted population growth; that means 11,000 new homes are to be built by 2031. Yet many country lots – 2,531 created between 1975 and 2009 – remain vacant, in some cases because the city is still evaluating whether to approve the lots. There are 26 villages in the City of Ottawa, and only two of those (Richmond and North Gower) were approved within the last five years and won’t need to be reviewed, but the remaining 22 villages will be reviewed from scratch.

The rural review will also look at how the city classifies rural land and identifies agricultural areas, as well as policies regarding minerals. One thing the review doesn’t include is a review of the city’s lot severance policies, which Murray Chown from Novatech engineering said is a big concern. Chown, who spoke at the city’s agriculture and rural affairs committee meeting on Feb. 10, said limiting severed lots to two acres (0.81 hectares) complicates the process and leads to small lots scattered across rural areas. “This is a policy that hasn’t contributed to creating the rural landscape,” he said. The committee’s chair, Coun. Doug Thompson (Osgoode) agreed, calling the issue “significant” in the rural areas. El-Chantiry brought forward a motion to ask city staff to include a review of the severance policy as part of the process. A questionnaire will be sent out and put on the city’s website this spring to ask people what they think about the idea of clustering country lot subdivisions. A decision should be made by September. The entire rural review process will be used to guide changes in the city’s next official plan review.

A building boom is bearing down on Ottawa, leaving the city scrambling to keep up. “I feel like Indiana Jones with a rock coming at me down the hall,” said city planner Arlene Gregoire, who explained the need for more building inspectors to the city’s planning committee on Feb. 8. The city handles approximately 7,600 building permits each year. That’s about 900 to 1,500 more than the department’s staff can handle, Gregoire said. “We have benefitted from a construction boom,” she said, adding that increasing development comes with increasing costs. The planning department is asking for the equivalent of an additional five staff members in the 2011 draft budget. Some of the overload will be handled by stu-

dents as part of an internship training program, although a similar program was slammed in a 2010 auditor general’s support. The city’s auditor general reported 2,510 inspections were carried out from 2006 to 2008 by interns and summer students who didn’t have the proper credentials. Some of those inspections were credited to a qualified city inspector. City staff said the students will have the proper training and certifications this time around. “The program has been amended and the requirements that have been set out by the province will be adhered to,” Gregoire said. Students will be hired to make up the equivalent of about three full-time positions. The city will save approximately $176,000 in the planning department thanks to service innovation and efficiencies.

‘I’m going to try to leave all reasonable thinking behind’ Westboro man heads to Canadian finals of ice cross downhill BLAIR EDWARDS Kourier-Standard

Derek Miller is a self-described adrenaline junkie. But even he doesn’t know what to expect when he competes in the Red Bull Crashed Ice race in Quebec City next month. The event is not for the faint of heart, as competitors line up on the peak of a 60-metre high hill and careen down a 500-plus-metre track of ice, following a twisting obstacle course and leaping over jumps with three-metre drops. “It’s like extreme skiing downhill, but you’re on a sheet of ice and you’re on hockey skates,” said the 29-year-old Westboro man. The sport traces its roots to Stockholm, Sweden, where 11 years ago athletes from across the world competed in the new event, dubbed ice cross downhill. The sport is listed as non-contact, but with the athletes skating shoulder to shoulder collisions are more than occasional – hence the need for skaters to be decked out in full hockey equipment. At the very least it’s an opportunity to knock another item off his bucket list,

said Miller, who runs a power skating business, Next Generation HKY, and is an assistant coach of the Carleton University women’s hockey varsity team. Just for a little added excitement, the March 17-19 competition will mark the first time Miller has ever skated downhill. But he isn’t nervous. “I’m going to try and leave all reasonable thinking behind,” Miller said. “(Thinking) might take a few seconds off my time.” Miller won a spot to compete in the race by placing first with a time of 12.23 seconds in the men’s qualifier held at the Bell Sensplex on Feb. 1. Miller, who lived in Kanata for several years before recently moving to Westboro, lucked into a spot at the Ottawa qualifier. “I just happened to be at the rink and snuck my way in at the last minute,” he said. “I ended up winning it.” The event uses a lottery system to select entries for the qualifying events held across Canada. Unfortunately, Miller had failed to secure a spot in the event for the past three years. Competition is fierce, as more than 11,000 daredevils registered for a chance to compete in the qualifiers held in rinks across Canada this year. The day of the Ottawa qualifier, Miller was playing a game of pickup hockey at the Sensplex when he noticed organizers setting up a table across the rink.

An event organizer told him they were accepting 50 walk-on entries. Miller quickly signed up. Each skater was allowed to compete in two trials on a rink at the Sensplex, skating across an obstacle course on a flat ice surface. “I was really excited, but I knew the chances of me ending up first or even in the top 10 were pretty slim.” Miller finished first among the 250 entries with a time of 12.23 seconds in his best trial and led a list of 10 skaters who will compete in the Canadian qualifiers in Quebec City. The Quebec City contest is part Canadian championship and part World championship, in a televised event attended by tens of thousands of spectators every year. The Canadian qualifiers will be held March 17 to 18, with the best skaters moving on to compete in the Red Bull Crashed Ice World Cup on March 19. Until then Miller intends to “train like a freak,” working with a personal trainer at the Kanata Greco Lean and Fit gym, focusing on foot speed, balance and stability. Opportunities to skate downhill are limited in the Ottawa area, but Miller plans to ski skate (using short-length skis) down a few local hills like Mount Pakenham in the weeks leading up to the event. “I just want to see how I do,” said Miller. “If I do terrible and fall down, I do terrible and fall down.”

Two Bridlewood girls started the diving year off with a bang, collecting four medals at the Capitol City Dive Meet held at the Nepean Sportsplex last weekend. The Nepean Ottawa Diving Club collected a total of 35 medals at the tournament. Thamar Spitzer, 15, scored a personal best in the threemetre dive, good enough for a silver medal in the Tier 1 girls diving event, ages 16-17. “I’m extremely happy,” said the Grade 10 Bell High School student. “This year I hope to qualify for the nationals.” Morgan Saker, 12, had a day to remember in girls ages 12 to 13 Tier 1 competition on Feb. 12-13, picking up a gold medal in the three-metre and a silver in the one-metre events. Both girls have a shot of competing in the nationals, said Fernando Henderson, the head coach of the Nepean Ottawa Diving Club. “I think the performance for both girls was really very good,” said Henderson.

“They’re both excellent. Thamar, a veteran among the young divers, is focused on learning more difficult dives, which will only improve her score at meets, said her coach. Morgan, who has only dived competitively for the past two years, looks to have a bright future in the sport, he added. “She’s already one of the top in her age group in the province,” Henderson said. Morgan’s next competition is the Forest City Invitational (Tier 1) scheduled to be held in London, Ont. From Feb. 25 to 27. Yesterday at the Travelodge West, hundreds lined up to cash in antiques, collectibles, gold and jewejry at the Treasure Hunters Roadshow. The free event is in Ottawa all week, buying gold, silver, antiques and collectibles. One visitor I spoke with yesterday said, “It’s unbelievable, I brought in some old coins that had been in a little cigar box for years and some old herringbone necklaces—in less than fifteen minutes I left with a check for $700. That stuff has been in my jewelry box and dresser for at least 20 years.” Another gentleman brought in an old Fender guitar his fathar had bought years ago. The man said, “Dad had less than fifty bucks in that guitar.” The Roadshow expert that assisted him made a few phone calls and a veterinarian in Seattle, Washington bought the guitar for

If you go to the Roadshow, you can cash-in your items for competitive prices. Roadshow representatives will be available to assess and purchase your items at the Travelodge West, this week through Saturday, in Ottawa.

Jeff Parsons, President of the Treasure Hunters Roadshow commented, “Lots of people have items that they know are valuable but just don’t know where to sell them. Old toys, trains, swords,guitars, pocket watches or just about anything old is valuable to collectors. These collectors are willing to pay big money for those items that they are looking for.” This week’s Roadshow is the best place to get connected with those collectors. The process is free and anyone can bring items down to the event. If the Roadshow experts find items that their collectors are interested in, offers will be made to purchase them. City council has approved a $400,000 contribution to support the bid by the Canadian Soccer Association to bring the FIFA Women’s World Cup to Ottawa and other major Canadian cities in 2015. City council approved the contribution, which consists of cash and in-kind contributions to the bid, at a Feb. 9 meeting. A motion put forward by Gloucester South-Nepean Coun. Steve Desroches was approved without debate and only a single dissenting vote. “This is an initiative that sits perfectly with our city’s economic development strategy,” said Desroches The winning association will also play host to the FIFA U-20 Women’s World Cup 2014. Zimbabwe is the other country that is bidding to host the major soccer event. If Canada is successful, Ottawa will be hosting the tournament along with Halifax, Moncton, Montreal, Edmonton and Vancouver. Toronto and southern Ontario will be hosting the Pan-Am Games in 2015. According to Desroches, it’s events like these that help stimulate local economy. “We should be going after these international events; there is a significant economic payoff for the city of Ottawa. It is also part of our strategy of living in a very dynamic city,” he said. Frank Clair Stadium at Lansdowne Park has been singled out as one of the venues that would host the event. In 2007, the facility played host to the U-20 Men’s World Cup. ‘We are building a world class facility at Lansdowne, and I think we should be going after a world class event,” said Desroches. “We have been given every assurance that it’s fea-

sible to have the Lansdowne stadium ready before the tournament.” Capital Coun. David Chernushenko, who pointed out he’s an avid soccer fan and coach, was the only dissenting vote

on council. “This is not about the dislike of soccer, it is about adopting decisions without debate,” said Chernushenko. “It all happened too quickly without

us having all facts to make a good decision.” FIFA will announce the hosts of the two competitions at the beginning of March.
