Construction of the Kanata north recreation centre will be delayed another year after the National Capital Region YMCA announced it is pulling $6 million in funding for the project. “They’ve run out of the money,� said Kanata North Coun. Marianne Wilkinson. “The Y has pulled out of the deal so we have to do some revisions to the plan – we have to take a hard look at things.� The $49-million recreation centre was slated to start construction this year and open in 2012. “It will mean the building can’t be opened until 2013,� said Wilkinson. The loss of funding – $5 million for the building and $1 million for equipment – will force the city to scale back some of its plans for the centre and either scrap or delay programs. The city must shave 1,395 square metres from the proposed 9,848-square-metre building, said Dan Chenier, the city’s general manager of parks, recreation and cultural services. “We are going to go back to council and committee to recommend the city go back to the original core project that was city-funded,� he said, which means scrapping plans to build family and personal fitness areas, a running track and an expanded cardio area, trademark services provided by the YMCA. The city will still push ahead with building an eightlane pool and core programs will remain unchanged, he said, adding there will be room for future expansion and other partnerships. The original plans for the recreation centre included a skateboard park, two outdoor basketball courts, a gymnasium and fitness centre run by the National Capital Region YM-YWCA, community meeting rooms and a water play area. West Ottawa Soccer is looking for new locations to play after a fire at the Thunderbird Sports Centre on Feb. 28 severely damaged one of the indoor fields. “We’re booking time at any indoor field in the city,” said Shelley Goertzen, general manager of West Ottawa Soccer. “We’re looking for gym time to backfill our competitive teams.” The Butler Building, which houses one of the indoor soccer fields, was damaged after a fire started in the kitchen area of the restaurant and extended to the roof. “The Butler field won’t be back in use until at least the fall,” said Goertzen. The dome, which houses a second soccer field, was undamaged by the fire. Goertzen said she expects players will be able to use the dome within the next few weeks. “We need clearance from the
city to get back on the site,” she said, adding an air quality check must be conducted to make sure conditions are playable. “The best case scenario is we’re back in next week.” Soccer tryouts, games and team sessions set to take place at the Thunderbird have been rescheduled at fields around the city, including the Bell Sensplex, the OZ Dome and the Beckwith Recreation Complex. The YMCA was forced to pull its funding for the recreation centre because of commitments to three other major projects across the city, said Deirdre Speers, acting president of National Capital YMCA. The YMCA took advantage of last year’s federal stimulus money for renovations and upgrades to its fitness centres, such as the Orleans facility, but it became overextended paying for onethird of the projects’ costs, a condition of the funding. “We haven’t pulled away from the project,” said Speers. “It’s not a decision that we won’t partner together.” The YMCA is still offering its services to help run the recreation centre “in a cost-effective manner”, she said. But the city has decided to move ahead without the YMCA and use its own staff to run the recreation centre. “The programming and the funding proposals that the Y put forward as part of this project no longer makes sense,” said Chenier. “We don’t believe the Y’s plan at this point will work with this configuration.”

The city will then hold a public consultation sometime in late April or May. “I just wish we’d known sooner,” said Wilkinson. “It’s really unfortunate, but that’s where we are now.”

Girls’ rights matter. This was Canada’s theme for the 100th annual celebration of International Women’s Day, which was held on Tuesday, March 8. “This is a global day,” said Kanata North Coun. Marianne Wilkinson at a breakfast she hosted at the Mlacak Centre on Tuesday for women in the community. “This is a way of raising awareness.” Currently, women make up the majority of full-time students in most universities. “When I went to university it was under 10 per cent,” said Wilkinson. Although strides have been made over the past few decades, women still have a way to go until total equality is reached, she said. “There are barriers to equality, even in Canada. You hit a glass ceiling as a working mother. There are many things that can (still) change.” Education and awareness are two ways to help close the gender gap, she said. “Women went from 29 per cent to 25 per cent in the last municipal election.” Out of 23 wards, only six women were elected as councillors. “Women are still under-represented in government in Canada,” said Wilkinson. But all is not lost. “The importance to the economy of women is really enormous,” said Wilkinson. “We’ve made a lot of progress.” The progress was evident by many of the attendees in the room, women who have made large strides as leaders in business and in their community. Karen McCrimmon, who is running for the federal Liberal candidate in CarletonMississippi Mills, was the keynote speaker at the event. The first woman to ever command a Canadian Forces Air Force Squadron, McCrimmon, now a retired Lt.-Col., joined the military in 1975 as an administrative clerk. “It was the only position open for women,” she said. She spent her time watching the way things were run. “I knew it could be done differently, it could be done better, it could be done our
way,” she said. “We need to be able to celebrate doing it our way.” McCrimmon, a mother of two and married for 25 years, said leadership is one of the most important tools a woman can posses. “Some are born with it, most of us learn it. But it’s a choice,” said McCrimmon. “Push the envelope, push the limit. All you’ll do is grow. More people could serve to follow the example of women in our community.”

‘WE HAVE LOTS TO CELEBRATE’ In Kanata South, Coun. Allan Hubley was preparing to host an event honouring women on Tuesday evening at the Kanata Recreation Complex, after the KourierStandard’s publication. “I think we have lots to celebrate in the achievements women have made,” he said before the event. “I think Canadians in particular have a lot to celebrate. Especially when you look at what Canada is doing overseas, what we’re doing to help women overseas have a voice.” Federal Minister of Labour Lisa Raitt, who was first elected to the House of Commons in 2008, was chosen as the guest speaker. A mother of two sons, Raitt’s past is full accomplishments. Before being elected to the House of Commons, Raitt was president and chief executive officer of the Toronto Port Authority, previously served as the TPA’s general counsel and harbourmaster, and she worked as a lawyer in intellectual property, commercial litigation and shipping arbitration. “I think she’s just one example of how far women have come in the government circles, as well as the business circles,” said Hubley. “I thought people in my ward would enjoy hearing her story.” Canada’s theme for IWD tied into that of the United Nations: equal access to education, training and science and technology: Pathway to decent work for women. The theme stresses that a girl or woman who enjoys equality has a greater chance of being self-confident and aware of her potential – and in turn will access the education, training and career opportunities required to achieve personal success.

Getting serious about open data
O
ver the past few weeks, the city has been sending mixed messages surrounding its open data policy, calling into question just how open the public data is. First, the city created a fiasco by suddenly recalling OC Transpo GPS bus location data – the same information a local developer used to create an app that went on to win an award in the city’s Apps4Ottawa contest. Just last week, the city released its own app geared towards tourists visiting Ottawa. The announcement of the Discover Ottawa app contained a lot of self-congratulatory back-patting over the city’s foray into the technological age. Never mind the fact the app is currently only available on Apple devices, which are certainly the most high-profile tech gadgets but reach only a fraction of all mobile technology users. The announcement left some observers wondering why the city had to spend $40,000 and an entire year to create an app that so closely resembled ones recently created for a city contest. Of the 20 winning apps in the Apps4Ottawa contest, no fewer than six were directly targeted at tourists or covered much of the same territory as Discover Ottawa.
And those apps, while not as polished as the city’s version, were created in the span of a couple of months, often in the spare time of savvy independent developers. Discover Ottawa was already in development long before the contest, and it was important to make it bilingual, city councillors said. While that’s true, there is nothing stopping the city from purchasing the contest apps and tweaking them to fit the city’s needs. While the city is content to let independent developers play around with its data, the release of Discover Ottawa sends a message that their efforts aren’t professional enough for city hall. Discover Ottawa has something no independent developer could muster – the heft of combined data streams from 17 local business groups representing hundreds of businesses, as well as the airport, Ottawa Chamber of Commerce and then the city’s own open data – the main resource app developers can turn to. There is an opportunity for the city to look to the open data community to help it build relevant and useful tools, in turn saving taxpayers money. But first, the city needs to walk its own talk on open data.
Double double trouble in the name game
T
hat was a shocking story about the overcrowded Vancouver hospital that had to use the inhouse Tim Hortons as part of its emergency room. Everyone is running around wondering what to do about this. The obvious solution, spending more public money on hospitals, has not seemed to occur to anyone. This is an age in which no government is allowed to spend more money on anything. In that vein, you are invited to view a proposal to sell naming rights on public buildings in Ottawa. Under the proposal, buildings – or parts of buildings or rooms in buildings, or perhaps doors in buildings – would be named after generous corporate donors. This idea is viewed by its supporters as money for nothing. If Ottawa City Hall became, for example, Toyota City Hall, that would raise some revenue for the city and the city wouldn’t have to do anything politically ugly like use taxes to raise money. As for the fact that people may not like the idea of Ottawa City Hall being called Toyota City Hall – some might not even like it being called Disney City Hall – there are two answers. One came from an Ottawa councillor: “There was a time when the tax base
CHARLES GORDON Funny Town could support ever thing that folks were looking for,” Mark Taylor said, quoted by the CBC. “That day has come and gone, and now we have to make sure we’re capitalizing on every other opportunity.” That’s one way of looking at it. Another way is to say that what has really come and gone is the courage of politicians to keep services at a high level and ask taxpayers to pay for them. Anyway, that’s one answer. The other answer is that people, even if they are horrified at first by a public wading pool named after an insecticide, will get used to it. And, unfortunately, that’s correct. Remember when ScotiaBank Place was the Palladium? Remember when it became the Corel Centre? How upset were you, really? And you probably wouldn’t be upset if tomorrow it became the Ex-Lax Centre either, especially if the
parking congestion were eased. A cynic might say that there are dozens of ugly structures in this town that might benefit by being named after, say, Count Chocula or Hummer or Air Wick. But in general, it isn’t a good idea to rename everything in sight just to pull in some corporate bucks. Some of the best names on local structures have nothing to do with corporations. What could be a better name than Frank Clair Stadium? (Don’t you dare change it, by the way.) And who would quarrel with naming buildings, parts of buildings, parks and open spaces after Walter Baker or Ben Franklin or Charlotte Whitton or Andrew Haydon or Marion Dewar? Mercifully there is no indication that they will be changed. Those names say something about the history of the city. A corporate name, unless it is a local one, says nothing. Here are some names of North American sports facilities: American Airline Arena, Rexall Place, Arco Arena, Bank One Ballpark, Cinergy Field, HP Pavilion, Office Depot Centre. Not a one has any identification with the city in which it is located and only a total sports nerd would be able to link the city with the name.

Does Edmonton immediately spring to mind when you hear Rexall Place? That’s not what we want for Ottawa. But – eureka! – maybe it would work in Vancouver. You take the hospital Tim Hortons, remove the doughnuts, put the hospital equipment in permanently and, voila, here is a new emergency room. Then, you rename it the Tim Hortons Emergency Room and charge Tim Hortons a few hundred thousand for the privilege. That seems to make sense. The only question is where people would go for their coffee. Perhaps a new doughnut shop down the street. What about naming it after a public building?

To the editor, Numerous volunteers devoted many hours of hard work at Kanata United Church since last summer in preparation for the mega book sale, which took place recently. This is an annual event now in its 20th year and it ran on Feb. 26 and 27. This fund raising event for local charities could not have succeeded as it did, were it not for the generosity of the many residents who donated their used books to this very worthy undertaking. Organizers indicated that they had well over 30,000 quality books available for booklovers at this giant book sale. All proceeds derived from this sale are donated to numerous charitable organizations including the Kanata Food Cupboard, Bruce House, and The Mission, among others. Close to two thirds of the books on hand were sold before the end of the sale on Saturday. Additionally, our book fair has helped many worthwhile causes such as assisting other organizations get their book sales of the ground by passing on thousands of books and aiding with sale infrastructure development and leftover children’s books go to an inner city school badly in need of library resources. Some of the other leftover books travel overseas to help international causes in such countries as Cuba, Uganda and the Philippines. To the editor, The seniors’ advisory group told the city that seniors would prefer to pay one ticket to board the bus daily rather than receive a free pass on Monday and Friday from noon onward. The first figure quoted to the committee was a loss of $1 million for their option. When the decision was made to reject the advice the figure had jumped to $4 million. Now we know there is inflation but this is ridiculous. Part of the problem is that the city lumped veterans into the mix but how that added $3 million to lost revenue is beyond me. There are two main objections to the city’s plan: Most seniors are early birds and prefer to schedule their outings earlier rather than later. If they can only board the bus at noon it limits their outing because most would prefer to get home before the afternoon rush at 3:30 p.m. If seniors would prefer to pay one ticket rather than none – how does that constitute a $4 million loss? The answer is simple if you can decipher bureaucratic logic and manipulation of figures. You assume a loss (unsubstantiated) of a certain amount of money, calculate that a certain number of seniors who presently buy a monthly pass would no longer do that, factor in the number of cold days in December, and multiply that outcome by a Pythagorean theory and voila – a $4 million loss. It seems like a non sequitur to bypass the advice of a volunteer group that provides input on senior affairs. The very least the city should do is provide a full outline of the method used to determine how the loss was calculated and isolate the cost allocated to veterans so that a logical decision could be raised.

Some city councillors say they are starting to lose patience with the slow pace at which Ottawa’s light-rail transit plans are progressing. For some, the prospect of a tornup downtown during Canada’s 150th birthday is beginning to become a concern. Plans for the 2017 celebration are starting to be outlined, and some councillors think the drawn-out process to bring light rail to Ottawa could be hastened to ensure the construction is done before then. As it stands, the system is supposed to be ready by 2019. That didn’t sit well with Barrhaven Coun. Jan Harder, who kicked off an interrogation during a March 1 meeting of the city’s finance and economic development committee. “This isn’t rocket science,” she chastised city staff. Other councillors followed suit, using what was intended to be a brief, regular update on the project to air their grievances over the lengthy timelines.
Harder and other councillors said they cannot understand why city staff say construction can’t be completed until 2019. “I can’t determine a good reason in my own mind why we’re not moving forward more rapidly on this,” Harder said. “This isn’t brand new … There are not going to be new companies that are going to be developed in the world that are going to have some new twist on it.” Kanata North Coun. Marianne Wilkinson, who is also the head of the city’s transportation committee, expressed the most frustration that the project wasn’t set to be completed before the 150th anniversary, while Cumberland Coun. Stephen Blais said it would be nice for the city to be able to show off the new rail system during Canada’s sesquicentennial. The National Capital Commission will take the lead on many of the 150th celebrations, and the agency will be watching closely to see how the construction might impact events. “Many national celebrations marking Canada’s 150th anniversary will occur in the heart of the Capital. As plans firm up for LRT, and the impact
of works on the downtown core are better known, there may be factors that will need to be addressed,” spokesperson Lucie Caron wrote in an email. The anniversary is sure to be a big deal for the NCC, and the event goes “right to the heart” of the agency’s mandate, Caron said. “We’re really looking forward to showcasing our shared history, culture and values for this Canadian milestone.” For her part, Somerset Coun. Diane Holmes was mainly concerned with the plans for LRT stations in her downtown ward. Councillors have already been told about changes to the plans for some of the stations – including moving the University of Ottawa station to the surface instead of underground – and Holmes wants to be briefed monthly on any additional changes to stations. Picking up on the frustration, Mayor Jim Watson said he would work with city staff to try to find ways to move the project forward faster. “There seems to be a common theme here: Let’s get on with this.” LRT, see 9

Drive around Ottawa, and you’ll see things such as a cow or an ATV on business roofs. They weren’t deposited there by a tornado – but some people are still wondering how they got there because they are not allowed. But that bylaw might be changing. The city is asking for residents’ input on whether or not it should allow signs on Ottawa rooftops – something that has long been requested by local businesses. That’s because they are visible from all angles and grab more attention. But according to a city report, it could also help beautify the city by adding colour to drab buildings. On the other hand, the report says rooftop signs could clutter the city’s skyline, particularly the “gateways” into the city along major highways. That would provide more ammunition for those who say the city doesn’t support its own design guidelines. If illuminated signs were allowed, they could spill light into neighbouring residential communities.
The options being considered are: • Continuing to prohibit rooftop signs. • Temporarily permit rooftop signs for new businesses only. • Allow rooftop signs in commercial areas with restrictions on the size, location, illumination and setbacks. • Other options as they are suggested. Rooftop signs were prohibited in the former City of Ottawa and the other amalgamated municipalities. Vanier is the only former municipality that did allow rooftop signs, but they were banned just before amalgamation in 2001. The consultation stemmed from city council’s direction last March to have staff investigate options. After the consultation period, the city’s planning committee will receive a report on the recommendations in late May or June. Watson and other members of council said they were particularly worried about the lengthy timelines because inflation will drive the cost of the project up the longer it takes. The financial numbers quoted to council – and contributions from the federal and provincial governments – are in 2009 dollars and don’t account for increasing costs. That troubled transit commission chair, Gloucester-Southgate Coun. Diane Deans, who is also worried that the scope of the project will continue shrinking as staff try to keep costs within the project’s $2.1-billion budget. Deans pointed to a December report that all but confirms the downtown
tunnel will have to be shortened by up to 900 metres (about a third of the total length) due to underground conditions that would push up the cost. “Is the project still really viable?” Deans asked. “Are we still building what we thought we needed to build, at that point?” Deputy city manager Nancy Schepers said the LRT system will be the same length with the same number of stations, but staff are following council’s direction to be mindful of the costs. John Jensen, manager of the city’s rail implementation office, said he will come back to the committee with a report in May on why the process is taking so long and how it could be sped up.

Do you know what kind of messages your teenagers are sending on their cell phones or what types of activities they are engaging in on a webcam? If they’re under the age of 18 and are “sexting” – a form of sending sexually suggestive pictures or video – they could be charged with child pornography, said Ottawa police at a meeting on technology and teen mental health on Feb. 28. “It can be considered child pornography if they’re under the age of 18; they willingly took those photos,” said Const. Amy Haggerty. Constables Haggerty and Carrie Archibald, west end school resource officers, said the number of teenagers who are sexting is troubling. “We’re getting a lot of calls surrounding the sexting issue,” said Archibald, who along with Haggerty, is responsible for up to 14 schools in Kanata, Stittsville, West Carleton and Nepean. “It’s rampant; we’re dealing with it two to three times a week.” Haggerty said it’s extremely easy for a photo or video to be distributed to hundreds of people in a matter of minutes. “It’s instantaneous now. The second they hit send it’s out of their hands.” 15-YEAR-OLD CHARGED Around 30 parents attended the information evening, held at Earl of March Secondary School on Feb. 28. In order to get the seriousness of the issue across, Archibald used the example of a 15-year-old
male student who was charged with distributing child pornography. He had an online relationship with a teenage female and the two sent sexually explicit photos back and forth. When it was apparent the relationship wasn’t going anywhere, the young girl asked the boy to delete the photos. Instead, he forwarded the pictures to his friends. The photos made the rounds at three different high schools. “Over 600 kids saw the photos,” said Archibald. The way the charges work, she said, is if a person holds on to the photo, it’s possession of child pornography. If they send it to others, it’s distribution. “It’s a criminal charge,” said Haggerty. “It can be an indictable offence.” If proven guilty, the charge can carry between five to 10 years of jail time, community service or probation. If the perpetrator is under 18, it doesn’t mean it will disappear from their record when they become legal age, said Haggerty. “They could be flagged as a sexual offender. “By high school it’s almost too late,” she said. Haggerty said it’s important for parents to have age-appropriate conversations with their children so they understand the consequences of their actions. She said software that offers parental controls for electronic devices is a wise choice, as is keeping computers and cell phones out of bedrooms, and instead having them set up in a common area of the house. “There’s a lot that can happen behind closed doors while you’re downstairs,” she said. “Your kids are not your friends. Don’t sneak around; let them know you’re monitoring them. Make it very transparent.” Web expert Andy Church said it’s a good idea for parents to get involved online to monitor their children’s actions – and those of their friends. With the popularity of Facebook, an online social networking site, he said parents should create a profile and “friend” their children.
“Check out what they’re sharing and commenting on,” said Church. “I check out my kids’ (profiles) once a week.” He said parents need to talk to their kids about the content being put online. “Tell them assume anything you post will be seen by everyone. Bad news travels fast. If you see something that disturbs you, creeps you out, take a screen shot and contact the proper person – the parent, the school, the police.” He said it’s important to understand the security and privacy settings and limit sharing content to friends only. “Once it’s on the web it’s out there. There’s actually very little we can do with Facebook,” said Haggerty, who added as an American-owned site, it’s subject to American laws. One in five teens between the ages of 13 and 19 have posted nude or semi-nude photos of themselves, said Haggarty. “Sexting, it’s just exploded in the last little while.”
One in five teens have sent nude, semi-nude photos: study A two-year-old American online study by the National Campaign to Prevent Teen and Unplanned Pregnancy found alarming statistics regarding teenagers and the sexting phenomenon. The survey was fielded to 653 teenagers between the ages of 13 and 19, and found that: • One in five teens have posted or sent nude or semi-nude photos of themselves.
• Fifteen per cent of teens who have sent or posted nude or seminude images of themselves said they did so to someone they only knew online. • Thirty-six per cent of teen girls and 39 per cent of teen boys say it’s common for nude or semi-nude photos to get shared with others besides the intended recipient. • Thirty-nine per cent of teens have sent sex-related messages
while 48 per cent have received a sexual text message. • Fifty-one per cent of girls have felt pressured by a boy to send a sexually explicit text, while 18 per cent of boys felt pressured by a girl. • Twenty-three per cent of girls and 24 per cent of boys have felt pressured by friends to send sexual messages. Dr. Diana Garcia, a psychologist with Capital Psychological
in Kanata, said teenagers don’t always make the best choices because their brains don’t fully develop until their mid-twenties. “The adolescent brain, the last part that develops is the frontal lobe – basically the filter,” she said. Parents need to have conversations about the permanency of posts, images and videos that are being sent or put on the web.
“Teach them about potential hazards,” said Garcia. “As long as they’re living in your household, you can monitor (their actions). There’s nothing wrong with setting parameters.” She added it’s important parents are realistic about the types of activities their children may be engaging in. “Be open. Let them know they can come to you even if they’ve made a bad decision.”

It might not be the fountain of youth but a Kanata resident has been selected to study a protein that could help with the aging process. Nikolai Chepelev, a PhD candidate in biology at Carleton University, left on March 5 for a month to study a protein called Nrf1, which could potentially be a vital player in the aging process and a defence against disease. He is working at the University of Southern California Davis School of Gerontology with some of the world’s top experts on aging. “I am certain that I will not uncover the fountain of youth over such a short time period,” wrote Chepelev in an email. “However, that could be a good starting point.” He said the first step is to determine is the protein is actually important in aging and age-related diseases, while the second is to learn how scientists can use Nrf1 to achieve healthier aging. “Typically, it takes about 10 years from the point when a protein is found important in human health to the appearance of some chemicals (prototypical drugs) that would undergo clinical trials,” said Chepelev, who was awarded a $2,500 research fellowship by the Society for Free Radical Biology and Medicine to study at the southern university. The PhD candidate has been studying the protein for close to five years as part of his thesis. He said he’d like to continue his work on the protein once his thesis is completed, and hopes other scientists are drawn to the understudied Nrf1. “When we have more scientific teams working on the same protein, we have bet-
ter chance to achieve positive results to solve real problems,” said Chepelev, who also won a Young Investigator Award for his work on Nrf1 and a travel award for his presentation at the sixth Canadian Oxidative Stress Consortium in Manitoba in 2009. “No one knows why proteins like Nrf1 fail to function properly as we age or get sick. If we did figure this out, it would be a huge scientific discovery.” Chepelev’s supervisor at the university, Bill Willmore, said the student’s work could help find answers to problems associated with multiple diseases, such as cancer chemoprevention and cardiovascular diseases. “Nikolai’s work could lead to breakthroughs in a healthier aging process and find solutions to real-world problems,” said Willmore, an associate professor at Carleton in the Institute of Biochemistry. Chepelev said he’s very grateful for the opportunity given to him to study at the Davis School of Gerontology. “This opportunity means a lot to me. First, it shows me that my research is taken very seriously by the top experts in the field of free radical biology and medicine. Secondly, it would help me to gain a different experience from a very prestigious lab.”

The city hopes its new mobile app will bolster tourism by helping visitors find things to do when they are in Ottawa. Mayor Jim Watson launched the city’s first official iPhone app, called Discover Ottawa, which will allow tourists (and residents) to look up local information on their mobile phones and mobile devices. Watson used one of the app’s features – a postcard creator – to officially launch Discover Ottawa on March 4. He uploaded a postcard to his Facebook and Twitter social networking accounts to let people know about the app. Postcards are just one of the app’s features. It boasts a bevy of information visitors might find handy, from weather forecasts to flight arrival times, locations of nearby restaurants and shops, photos of the city pulled from online sources and an event listing.
The first version of the app is only compatible with Mac devices such as the iPhone, iPod Touch and iPad. The app is available for download from the Apple app store and at www.discoverthecityofottawa.ca. Watson borrowed Coun. Tim Tierney’s (Beacon Hill-Cyrville) personal iPhone to demonstrate the app, because the mayor, and about half of council members, has a Blackberry device that can’t use the version of the app. Versions of the app that will be supported by Blackberry and Android devices won’t be ready for another six months. The app will be updated on an ongoing basis with information about new businesses and events, Watson said. The Discover Ottawa app is a joint effort between the city, Tourism Ottawa and 17 business improvement areas (BIAs), as well as the airport. It was created by Purple Forge, a local developer based in Barrhaven.
“This has very much been a collaborative effort to bring Ottawa into the 21st century,” Watson said. “This places us ahead of the pack in the world.” Tierney, who heads the city’s information technology subcommittee, said although several tourism-related apps were created during the city’s recent Apps4Ottawa contest, Discover Ottawa has been in the works for around a year and it was important to create an app that is bilingual. But Tierney added that he thinks it is important to support the efforts of small, local developers like the people who entered the contest. Tierney said he wants to run another round of the Apps4Ottawa contest soon, and he hopes to put more parameters into place to allow for a stronger business case for the resulting apps. This app cost the city $40,000 to develop, and Watson said there will be more citycreated apps coming down the pipes in the future.

facilities is just one of the ideas in a new five-year marketing plan that is expected to generate up to $12.7 million in additional revenue for the city over the next five years. The city currently receives about $5.5 million in sponsorships and in-kind donations each year, but a report from city staff
indicates that could be topped up with an additional $3.7 million annually by making some changes. Coun. Maria McRae (River Ward) expressed concern that the plan wouldn’t make as much money as city staff hope. “I don’t want to put out numbers that are too high and create unrealistic expec-

Residents and visitors will be able to hop on a bike for free this summer when the National Capital Commission launches a permanent version of its bicycle-sharing program. The Capital BIXI service will make 100 bikes available at 10 stations in the core of the capital region starting in May. As an incentive to get people on the bikes, the service will be free for the first half-hour. “So you can use it for as many half-hours as you want for free as long as you bring it to a docking station and take it out again,” said Marie Lemay, the chief executive of the NCC. After that, it will be $1.50 for each half hour of use. But that’s if you can get your hands on
one of the bikes. The program builds on a pilot project that took place in the summer of 2009. That year, the NCC made 50 bicycles available at four stations from June 8 to Sept. 22. But the full-scale version the NCC will offer this summer will have only twice as many bicycles as it had during the trial run. That’s because the two cities involved with the project, Ottawa and Gatineau, aren’t providing money to buy bicycles or set up stations this year. The NCC originally hoped to launch the bike-share program with 500 bicycles at 50 stations. “One of the choices was to say, ‘Are we all in the same place at the same time?’ which is sometimes difficult in this area,” Lemay said. “So we decided that we’d just go ahead and launch the system, and as soon as the cities are ready to join us, we can add stations and build it up to 50 stations.”

The All Saints Avalanche won their third-straight city high school boy’s curling championship last week at the Nepean Sportsplex. The Avalanche cruised through the tournament, winning 13-1 in the semifinals and 9-4 over the John Mcrae Bulldogs on March 1. But any celebration over the win was definitely low-key as the team has its eyes set on a bigger prize: the provincial championship. The Avalanche, who won the Ontario Federation of Secondary Schools Athletic Association boys’ curling championship in 2010, will defend their title at the provincial finals in Thunder Bay, Ont. on March 23-26. stepped in to pick up the slack, with Alex moving from second to skip, Cole Lyon-Hatcher moving to first and his younger brother Tyler (second) joining the team. The Lyon-Hatcher boys’ curling pedigree runs deep, with their grandfather, J.D. Lyon having played for teams Newfoundland and Manitoba. Another Lyon-Hatcher boy is waiting in the wings with Jordi, who plays on the All Saints little rocks team (for grade 7 and 8 students), eligible to play on next year’s varsity boy’s team. Rounding out this year’s team, Quinton Champion-Demers plays lead curler. The Avalanche has a strong team chemistry, said Trahan. “The boys like each other on and off the ice and that’s really important,” he said. The Avalanche also play together on competitive teams at the Huntley Curling Club. “Very seldom do you have four club members on a school team,” said Trahan. “If you have club members you have a chance to go pretty far.”

Buses operate on revised schedules for March Break OC Transpo bus schedules will be slightly modified during the March Break, which runs from March 14 to 18, when schools are closed and many residents are enjoying a holiday break. Bus service will operate on a reduced weekday schedule to meet the travel needs of transit riders. All school routes numbered in the 600s will not operate. Bus arrival times may be slightly adjusted on certain routes compared to the usual weekday schedule.

Aditya Mohan stood on stage at the Canada Winter Games in Halifax to receive his award last week. It wasn’t for sports, but for his painting of Poundmaker, a Plains Cree chief, for the 2010-11 Mathieu da Costa Challenge. “This outdoor ceremony was on the same stage where the Canada Games had their events going on,” said the Grade 8 student from Bridlewood Community Elementary School. “It was pretty exciting knowing we were on the same stage.” The Mathieu da Costa Challenge is an annual artwork and writing contest open to youth age nine to 18. The focus of the contest is to have students research and share their findings about the contributions people of Aboriginal, African and other cultures have made to Canada. The contest winners had a chance to watch the winter games and visit vari-
ous landmarks around the Maritime province from Feb. 19 to 20. Aditya said he chose to draw Poundmaker after coming across the name last year when he researched Louis Riel for his written entry for the Mathieu da Costa Challenge – which also won the young Kanata Lakes resident an award. “I stumbled across his name last year after doing Louis Riel,” said Aditya. “He was a very colourful person.” His painting is done in oils, with flags of different countries connected like puzzle pieces to form a frame. Each detail in the painting has a meaning behind it, with different symbols representing Aboriginal people, peace, equality and unity. “He sacrificed his own health for what he thought would be the betterment of Canada and his people,” said Aditya. He first entered the challenge in 2008, winning an award for best artwork for his piece featuring Mathieu Da Costa acting as an intermediary between an Aboriginal man standing by a lake in front of a mountain range and a French
settler standing in front of a ship. In 2009-10, he won the Mathieu Da Costa Parks Canada Award for his written entry, A Life Dedicated: Louis Riel. He credits his teacher, Helen Nowell, who taught him in Grade 6 at John Young Elementary School. “The first time I participated was when Ms. Nowell was my teacher; she introduced it to me,” said Aditya. “I just got encouraged to do more and more.” Aditya’s parents, Monika Kumari and Dinesh Mohan, are very proud of their son. “We are his biggest fans,” said Kumari. “We’ve been encouraging him for art and he’s really grown in that area. You can see the progression he’s made from 2008 to 2010. I think it’s really wonderful.” Aditya said he enjoys art as a hobby and will likely enter the contest every year, but he wants to focus on math and science in school. “I’ll try every year,” he said. “(But) right now my focus is more on academics.”

ROBYN PEKARCHUK Fancy a funny bone-tickling? Come enjoy a laugh with Kanata Theatre as its latest production, the zany British farce Cash on Delivery, opens on March 22. The play, written by Michael Cooney and directed by Rosemary Keneford, stars Eric Swan (Brooke Keneford) who is unemployed and discovers he can benefit from collecting fictitious tenants’ support cheques as a fulltime job. He comes upon the situation haphazardly after being sent a social security benefit cheque on behalf of a former tenant. After cashing it in he realizes he could create made-up tenants with various ailments and disabilities and collect their cheques as well. Everything seems to be going fine until Eric’s conscience gets the best of him and he realizes he can’t continue the charade of being unemployed to his wife, Linda (Jenefer Haynes).
He decides to cancel the cheques the same day an inspector, Mr. Jenkins (Barry Caiger), shows up and investigates a prior tenants’ case. Mayhem ensues as everything starts to unfold and other characters, such as Uncle George (Lionel King) and Norman (Dwayne Aylward), an actual tenant, get involved. Rosemary said she really enjoys working on comedies, especially British farces. “It’s not just about acting in a farce, you have to choreograph it,” she said. “There are moves and in-and-out timing that are very important. Staging a farce is similar to performing a wellrehearsed dance.” Lead actor and husband to the director, Brooke, agrees with the importance of mastering the physical and verbal comedic timing in a farce. “The roles of both Eric and Norman are big roles full of one-liner jokes; the set up for the jokes has to be right on for the audience to get them.”
The cast for Cash on Delivery includes many veterans of Kanata Theatre, some with over 30 years experience. “Being part of an ensemble with so much experience is a very enviable position to be in and I have really enjoyed my time with them,” said Aylward, who plays the innocent tenant Norman who gets dragged into the comedic mayhem. Rosemary said she feels humbled by her extraordinary cast. “Everyone at Kanata Theatre is a volunteer and I am honoured by how dedicated they are.” Come and join a great cast for a hilarious farce as Cash on Delivery runs from March 22 to March 26 and from March 29 to April 2. A free, one-hour seminar on Mobile Computing will be presented by members of the Kanata Seniors’ Council computer training team at 10 a.m. on Thursday, March 24, at the Kanata Seniors’ Centre, located at 2500 Campeau Dr. The focus of the session is to explain the application and use of laptops, netbooks and iPods in an increasingly wireless world. The one-hour seminar will cover a wide range of topics relating to mobile computing, such as how to log on and browse the internet; the use of types of mobiles such as netbook/laptop, iPod, PDA, and Blackberry; explanation of Wi-Fi, 3G, 4G and other assorted networks; uses of live interface such as Skype and Google Chat; and a brief commentary of the acquisition, understanding and use of apps. “The idea is to reduce the stress associated with learning about the wireless world,” said Steve Courtney, the director of the Kanata Seniors’ Council computer training team. “There’s no question that these emerging technologies can present a real challenge for many and it’s our hope that this session will go a long way to increasing their comfort level.” The session is open to all seniors. Kim Knapp began a dog rescue organization in 2009 after friends told her about the number of large dogs being put down due to a lack of space and resources. “Basically we rescue, we rehabilitate and adopt out dogs that are sitting in high-kill shelters,” she said. “I started to see the growing need as people are discarding animals. We’re trying to educate people about proper ownership, spaying and neutering. People who think there’s no alternative to behavioral issues except to dump them in a shelter.” Small dogs are adopted more quickly, said Knapp, so she created the Friendly Giants Dog Rescue to help find foster and adoptive homes for large and giant-breed dogs. “Large and giants are usually the first on the euthanasia list,” said
Knapp, who’s been involved with rescue groups for 20 years. “They sometimes only have 72 hours to get out of the shelter before they’re put to death.” The rescue is based out of Ottawa and Sarnia, Ont., but there is no physical shelter. Instead, Knapp relies on foster families to house the rescue dogs until they’re adopted. Katimavik resident Brenda Doughty has been fostering an American bulldog-mastiff mix and is in the process of adopting the one-year-old pooch after finding the dog’s listing on kijiji. ca. “Because of his medical condition they wanted to have me foster him until we were aware of how much medical attention he would need,” said Doughty, who took up fundraising initiatives for the rescue after becoming a foster home. The rescue pays for all the medi-
cal expenses for rescued dogs until they’re formally adopted, the funds coming from Knapp’s pocket. “Everything is funded out of pocket but the adoption fees generally cover what is spent on the dog,” said Knapp, who has seen numerous medical cases – including heartworm infestations and a dog that needed its leg amputated. The not-for-profit rescue takes in dogs from Canada and the United States, which has a larger number of high-kill shelters. “They have more gassing pounds than we do,” said Doughty. “Dogs, when they’re brought in either as Laura L. The Ottawa Community Immigrant Services Organization (OCISO) awarded four residents for their work in the community at an awards gala on March 1. The gala, held at the Centurion Conference Centre in Nepean was the third annual ceremony for the Ottawa Community Awards of Excellence (OCAE). Kanata resident and retired physics teacher at Bell High School Charanjit Wadehra said he was proud to be named in the “heroes among us,” category. “I feel very good about it,” he said.
Wadehra immigrated to Canada in 1968 and started teaching that year. He still works as a supply teacher and loves it. “The kids are so great and physics is such an interesting subject, it’s the one thing that always applies to your life,” he said. Wadehra, a self-proclaimed handyman said he has never sent anything in his home out to be fixed. “Well now that I am 77, my wife won’t let me fix the car myself anymore,” he said. But his age hasn’t slowed him down at all. OCISO, see 25
Rescue in need of foster homes FRIENDLY GIANTS, from 23 The rescue and foster homes assess each dog for temperament and behavior – if the dog is good around children, if it’s skittish or if it likes a lot of attention – and then each dog is given a profile on the rescue’s website, kijiji.ca and usedottawa.com. Sometimes, as in Doughty’s case, the foster family becomes the adoptive family. It can take months to find dogs a home and in that time period the family becomes attached and can’t bear to part with the animal, she said. The rescue has about 30 dogs available for adoption between the Ottawa and Sarnia branch. In 2009, 35 dogs found homes. Last year, that number rose to 140. “This year we’ve already ad-
opted out 40 to 50 dogs and we’re only in February,” said Knapp, who just held a meet and greettype fundraiser at Dogs at Camp, which is located 20 minutes west of Kanata. Families were able to come out and meet dogs up for adoption. “(We) thought it would be a great idea to hold an event where people could come meet all the dogs in one place,” said Knapp. Five dogs found homes through the event, said Doughty, and some applications are still pending. Knapp added that the rescue is in need of foster homes in the Ottawa area. “There’s a never ending supply of dogs but finding good committed foster homes is a big deal,” she said. “We’re really
desperate for foster homes.” Friendly Giants will be at the Rideau Carleton Raceway on the first Sunday of every month for its flea market. “We’re going to have a little booth to talk to people if they have questions,” said Doughty, who added they’ll be selling things like t-shirts and have profiles of dogs waiting to be adopted. The rescue is also putting on a dinner and dance to help raise funds on June 25. Ticket prices and information for the event will be posted on the website in the near future, said Doughty. OCISO, from 24 Wadehra is on the board of directors for the Western Ottawa Community Resource Centre and volunteers to drive patients to their appointments. He also volunteers with a business crime prevention program through the Ottawa Police and with the Kanata Seniors’ Centre.
He is a coordinator with the Punjabi Senior Association and has knocked on doors during several election campaigns as a member of the board of directors for the Carleton Mississippi riding — where he brings up issues that affect the immigrant communities of Ottawa. He has also helped to raise $6.6 million for the University of
Ottawa’s Heart Institute as part of Dhadkan (means heart beat) team. “I like to stay busy,” he said, adding that when he isn’t busy volunteering he plays bridge and takes classes in English country folk dancing. “I just can’t sit idle,” he said. Juniper Networks – a Kanatabased technology infrastructure
company – was awarded the Organizational Leadership award. The company operates the Juniper Foundation, which aims to promote education in the communities it serves from early childhood through the end of high school. The focus is on programs that foster technical understanding and increasing job preparedness. Over the past few years Juni-
per has been actively involved in partnering with organizations like OCISO to promote immigrant and refugee integration in Ottawa. The annual awards were born out of awareness that OCISO raise public knowledge about the contributions made by and for the immigrants and refugees to their communities.

A group of Holy Trinity Catholic High School grades 7 and 8 students want to let people know that enough is enough. Through the Child and Youth Friendly Ottawa’s For Youth By Youth (FYBY) Summit, five students made a presentation called “The Smallest Rock Can Make the Biggest Ripple,” outlining how little consideration is generally displayed in their classroom and how it has an adverse effect on their learning. “It’s about learning that other schools are going through the same situation,” Grade 7 student James Bolton said, adding that he hoped their presentation would promote change. “It would make school a better experience.” James and his group members – Emmanuel Vernitus, Thomas Adderley, Anna Galassi Sewards and Jessie Colby – made their presentation at the Confederation Conference Hall in Nepean to their peers and their teachers. FYBY founder Samira Ahmed said the goal of the summit –
which is in its fourth year – is to give students a platform to have their voices heard and allow facility and the school boards to apply some of the students’ suggestions to the classroom. The group said they picked their discussion topic after constantly seeing other students bully younger ones for perception-based reasons. “Everyone is cool in their own way,” Jessie said. And by the end of their presentation, they felt their message was received. “Big time,” James said. The intermediate-aged students weren’t the only people from Holy Trinity to make a presentation on March 1. A group of grades 10 and 11 students discussed the importance of alleviating stress from their lives by encouraging open dialogue with their teachers. Led mostly by Kim Pullen and Jenny Bui, the students said gaining a thorough understanding of assignments by asking questions will help reduce stress. “You’re there to learn,” Jenny said. “You don’t have to be scared.”
