A provincial coroner has ordered an inquest into the death of an eight-year-old girl who died at the Kanata Leisure Centre over two years ago. Edine Ilunga, a Morgan’s Grant girl, died in hospital after she was found floating face down in the wave pool on Oct. 18, 2008, during a friend’s birthday party. The inquest will examine the events surrounding Edine’s death and will include a look at safety standards in public pools. “The decision was made thinking there may be a public safety issue here with regard to this particular death,” said Cheryl Mahyr, a spokesperson for the Office of the Chief Coroner for Ontario. The inquest jury may make recommendations that could prevent deaths in similar circumstances, she added. The inquest will be held at the Competition Tribunal Courts, 90 Sparks St., and will begin on May 16, starting at 9 a.m. It is expected to last five days and will hear from approximately 10 witnesses. Dr. Roger Skinner will preside as inquest coroner and Lia Bramwell will act as counsel to the coroner. WAVE POOL

Route 165 is back as a peak-hours only route and it will continue to serve the loops on Varley and Leacock drives in Beaverbrook (a portion of which was supposed to become part of Route 168 in the original proposal). The 165 is now intended to replace portions of the 65 and 68 that were cut. The route would end at Eagleson Station and run every 30 minutes during peak hours. Route 68 has been altered from the original proposal. Instead of heading down Campeau, it will take Kanata Avenue to Terry Fox Station and the Queensway in order to serve Keyrock. Unlike the rest of the transit revisions, the new service on Route 68 is not offset by cuts to other areas, according to a city report. Instead, it will be paid for out of the budget that allows for increased service based on growth. The city received 213 negative comments about the changes in this area that guided how the revisions were made.

Route 93 would now extend into the community to connect Kanata North to Bayshore Station at all times of the week. Instead of staying on Flamborough Way and looping back down March Road via Klondike Road, the 93 will take Terry Fox Drive and Halton Terrace to Klondike all the way over to Marconi Avenue and Helmsdale Drive before heading back to March Road via Terry Fox Drive. Under the revised proposal, Route 93 would also end at Lincoln Fields. The 93 would also have a direct connection to Lincoln Fields during peak hours. The new 93 would replace Route 160, the section of Route 101 west of Bayshore Station, the section of Route 182 from downtown, and the section of Route 182 into Kanata North.

Replacing Route 160 to serve Morgan’s Grant was one of the suggestions among 407 comments submitted to the city about changes in this area. Three hundred and fifty three of those who commented said the changes originally proposed would have a negative impact on their travels. But even though many concerns have been addressed in the revised proposal, Wilkinson said she is working with city staff to make more improvements. For instance, along with Wilkinson’s office, OC Transpo will look at whether some of the trips on Route 93 to and from Lincoln Fields could be combined with out-of service bus trips on the Transitway. “I think I can make some further improvements,” Wilkinson said. “There is still more work to be done … This is the revised plan. It’s not the final plan. Route 182 has been extended into Kanata via Carling and Herzberg to serve the business park instead of stopping the route at Shirley’s Bay, as was originally proposed. “A lot of people who work in the printing place and things there need that bus,” Wilkinson said. There may be more tweaks to that route as Wilkinson works with transit staff to address the needs of shift workers at the Kanata Business Park. PALLADIUM AND HUNTMAR Although the city received 61 comments about proposed changes to this area, many of which indicated that changes to the 96 would cause problems, no revisions were made in this area. Some of the comments sent in to the city asked for increased service on the 96 to account for cuts to service on the 163. Others said that bypassing Terry Fox Station would confuse passengers on that route and it should bypass Katimavik and Eagleson instead. OC Transpo has revamped its proposal for route changes after receiving more than 6,500 comments from residents.

More than 6,500 comments from residents who spoke “passionately” about how transit changes will affect them have resulted in significant alterations to route changes. About two thirds of the original “route optimizations” proposed on March 23 have been altered based on the feedback, said transit commission chair Diane Deans (Gloucester-Southgate) at a meeting on April 13. “We were listening to them,” Deans said. “I think the public, although it may not be fully satisfied with the changes, will certainly recognize that an earnest effort has been made to address their concerns. “After hearing from the members of the public that we heard from you’d have to have a cold, cold heart not to want to make changes.” The revisions mean fewer people will actually be affected by the changes: about 95 per cent of trips will be within a five-minute walking distance from a bus stop at peak hours, leaving 9,000 with further walks, as opposed to the previously planned 93 per cent, which would have seen about 12,000 riders living further away from stops. Edine was excited, she loved to swim and planned to take lessons in January. Almost two hours after he dropped her off at the Leisure Centre, Edward’s phone rang. It was Rebecca’s dad, calling from the wave pool. He told Edward there had been an accident and to hurry to the Leisure Centre. On his way to the pool, Edward passed an ambulance on the highway. He knew Edine was inside. DROWNING It was 7:40 p.m. when a veteran lifeguard saw an eight-year-old girl floating face down in the wave pool. Lifeguards performed CPR, gave the girl oxygen and used a defibrillator to start her heart. The girl had no vitals when she was pulled out of the water. Paramedics arrived two minutes later and continued CPR. They inserted a breathing tube down the girl’s throat and administered intravenous medications to restart her heart. “They managed to get a pulse back, then on route to the hospital the pulse was lost again,” said paramedic spokesperson J.P. Trottier. “They got a pulse back (again) before

arrival to the hospital.” The girl was taken to the Queensway Carleton Hospital and later transferred to CHEO where she died. “This type of situation is very rare,” said Gilles Parent, City of Ottawa’s west division manager for parks and recreation, in 2008. “It hasn’t happened at the Kanata Leisure Centre for 20 years since it opened.” WAVE POOL Parent said the wave pool machine wasn’t running during the drowning. The wave machine runs on a 15minute cycle, creating waves for seven minutes and shutting down for eight minutes. At the time, there were less than 100 people in the pool, which has a capacity for 480. Five lifeguards were watching over the swimmers, meeting provincial regulations. The Leisure Centre offers swimmers life jackets, but doesn’t require their use. Even though, the girl’s parents weren’t present, but the birthday group had adequate adult supervision according to the city. The girl was a student at Ecole Elementaire Publique de Kanata, a French elementary school in Morgan’s Grant.

Celebrating Earth Day

M

ore than six million Canadians will join one billion people in more than 170 countries in staging events and projects to address local environmental issues for Earth Day, an occasion that is also marked by nearly every school child in Canada. It is difficult to escape the shadow of the environmental challenges that surround us. Many seemingly innocuous daily activities pollute and degrade the fragile environment that humans and wildlife depend on to survive. What can we do? How can we help? April 22 is Earth Day, an occasion that provides the opportunity for people to take positive action against the threats to the environment. First launched as an environmental awareness event in 1970 in the United States, Earth Day is now celebrated as the birth of the environmental movement. It has been a powerful catalyst for change. The first Earth Day involved 20 million participants who addressed decades of environmental pollution. The event inspired the U.S. Congress to pass clean air and water acts, and establish the Environmental Protection Agency to research

and monitor environmental issues and enforce environmental laws. In 1990, two million Canadians joined 200 million people in 141 nations in celebrating the first International Earth Day. In Canada, Earth Day has grown into Earth Week and even Earth Month, in order to accommodate the profusion of events and projects. Consider these environmental protection strategies and talk to your children about them: shop smart – buy what you need, not what you want; replace incandescent light bulbs with compact flourescent bulbs; car pool, reduce idling and maintain correct tire pressure to improve fuel economy; make sustainable food choices – consider local and organic foods that are in season and eat less meat; wash full loads of clothes in cold water and hang to dry; vacation closer to home; take shorter showers and shut water off when brushing teeth; choose natural, non-toxic cleaning products or make simple natural cleaners with ingredients like vinegar, baking soda and water and last but not least, donate, reuse and recycle. Let’s make the most of Earth Day – before it’s too late.

y the morning after the leaders’ televised election debate, 380,888 people had watched a You Tube video of a driverless tractor in a Walmart parking lot in suburban Toronto. Apparently 670 people liked it and 28 people disliked it. For those who haven’t seen the video, what happens is that a tractor without a driver somehow begins driving in wide circles around the parking lot. It keeps returning to the side of the Walmart building, occasionally scraping it, then heads out into the parking lot again on another sweep and bashes into cars, pushing some ahead of it. It jumps the curb and crushes a tree. The only sound to be heard is the roar of the tractor and the voices of some of the people gathered to watch from a safe distance. “Oh, man, I feel sorry for those cars,” someone says. The tractor makes several sweeps. In the middle of one, a police car arrives, then another. They drive around a bit, as if they don’t know what to do. Only the tractor knows what to do. Finally, it slams into a light pole, stops and somebody climbs up, reaches in and turns off the ignition. KANATA

Funny Town There is no applause from the spectators, but someone can be heard saying to the video camera owner: “Put ’em on You Tube you got good money for that.” Somehow there are lessons in here for us and for our political leaders, who were too busy debating to watch. For example, the video lasts six minutes and 11 seconds, which is very long in our short-attention-span world. Yet people watched it all the way through, which is more than can be said for the average political speech or even political commercial. Because You Tube world has strange practices of its own, several people even posted their own videotaped reviews of the event. Could such an event be restaged for political gain — a driverless bus with Liberal colours, for example, knocking over everything in sight in a parking lot,

perhaps somewhere in the West? Everybody would certainly watch and some would post reviews about it. Mind you, the bus would be condemned as “reckless,” but that might not matter. Experts say the hit count is everything. As long as thousands of people click on it, everything is fine. This is a dominant philosophy in our digital age: it doesn’t matter what I do as long as people watch it. So far that hasn’t come to politics — aside from Stockwell Day driving the jetski — but it will. As McLuhan told us, the medium is the message and nowhere is this more evident than on the Internet. Not to say anyone actually did it in this case, but you can stage an event, turn your camera on it and everybody watches, if the event is outlandish enough. This was not possible in the old days. You might be able to stage the event, but someone else had to hold the camera, then you had to get the film developed, then rent a hall for people to come see it and there might be something else on that night. This is why there were fewer driverless tractors driving around parking lots in the old days. Also fewer piano-playing cats. But technology improved and so did

A decade later, they could set their VCRs to record the game so that they could come home and watch themselves waving at cameras. And when digital phones arrived, they could call their friends and tell them to turn on their TV sets to watch them wave. And now, technology is so advanced that it can all be done over the phone! What would McLuhan say to that? He would probably say that the real point is something else entirely, but for sure he’d click.

Bike paths needed To the editor. Re: Bike path needed in Beaver Pond: Kanata Lakes cyclist, April 14, Kourier-Standard. I just read your article in the latest Kourier-Standard re: Bill Frett’s quest for a bike path to be re-established through the Beaver Pond lands. I am in a very similar situation as Bill. I have been cycling to work for the last three years (Bridlewood to Hines Road) during the months April to October and was surprised last week to find that the bike path I had been using was blocked. The first day I encountered the barricades, I was able to walk my bike around them and then continue walking through the area. It looks like a bomb has gone off there – it is quite sad. A gift for Mother’s Day To the editor. Recently my sister got married – I remember her walking down the aisle amongst all the people looking at her in awe. As she took each step her smile became bigger and wider. The reason - she was staring straight into her soon-to-be husband’s eyes. As she stared at him – I couldn’t help but glace over at my parents. They both were glowing with pride and excitement, but my mother in particular. People have always told my sister that she looks just like our mother – and it’s true – her eyes, her sense of humor and her passion to help those in need. Highlight Battle of Kapyong April marks the 60th anniversary of the Battle of Kapyong – one of the most significant battles fought by the Canadians in the Korean War. As a member of The War Amps Operation Legacy, a group of committed young people who are dedicated to preserving Canada’s military heritage, I would like to highlight this anniversary. On April 24-25, 1951, the 2nd Battalion of Princess Patricia’s Canadian Light Infantry engaged in the Battle of Kapyong. From their stand on Hill 677, the Patricia’s managed to hold their positions and re-open the supply route despite tremendous odds and bitter fighting. The Canadian action at Kapyong stopped the Chinese advance in this sector of the front for the rest of the war and earned the battalion the U.S. Presidential Citation for Valour. Canada sent 26,791 soldiers to battle in Korea. More than 1,200 were seriously wounded and another 516 never came home. After the Korean Armistice Agreement was signed in 1953, the Canadians returned home amid little fanfare. There were no bands playing, and no parades. In fact, the Korean War had very little impact on Canadians, except, of course, those who fought in it or who lost loved ones. To mark this anniversary, the War Amps has re-released its documentary Korea: Canada’s Forgotten War to regular and specialty TV channels. All candidates meeting offers little debate All three candidates came out in favour of more being done to recycle. Hogg cited examples in Europe where recycling is encouraged. He particularly advocated for a co-ordinated set of rules across the country for the recycling of electronic waste. McCrimmon suggested that federal government regulations could be changed to encourage more recycling and reduction of waste. She focused in on the reduction of packaging, saying it should be restricted and should always be compostable. O’Connor said that he favoured recycling as much as possible, associated with incineration. He said that he is not in favour of more landfills. He also advocated changes to packaging in stores. “When I go to the store and buy something, it is encased like a mummy,” he said.

OPENING REMARKS In his opening statement, O’Connor recited the Conservative government’s managing of the economy through the recent worldwide recession, citing billions going into research and development, tax relief for seniors, expansion of the federal public service and over $50 million in infrastructure spending support in the Carleton-Mississippi Mills riding. And he said that the future would offer more of the same. “The economy remains our party’s priority,” he said. McCrimmon, in her opening remarks, said that her extensive military career in countries around the world had taught her that Canada is a very blessed country. She said that she has learned the importance of belonging to a community where people stand up for each other and for the community. She pledged to work for a country that is compassionate, hard working and one where people look after each other. One of the first questions asked at the Carleton-Mississippi Mills all-candidates meeting held in Stittsville on Monday, April 18, dealt with negative advertising and badmouthing opposing party leaders. And while two of the participating candidates, namely Karen McCrimmon (Liberal) and John Hogg (Green), pledged never to use negative campaigning (with Conservative candidate and incumbent Gordon O’Connor claiming that Conservative ads in this campaign are “actually factual ads,” eliciting a giant groan from the capacity crowd of close to 200 at the Stittsville Legion Hall), all three were on their best behaviour throughout the meeting, as was the crowd. The meeting, which lasted a little over two hours, saw all three candidates (the NDP’s Erin Peters chose not to take part) deliver opening and closing statements and respond to questions with no real rancor or impassioned disagreement. The candidates discussed the future of transfers to provinces, politics and ethics, contempt of Parliament concerns, possible reform of the Bankruptcy Act to help Nortel pensioners and others, income splitting for working couples, generic drug availability for developing countries, child care, poverty elimination, procurement of fighter jets, care for the elderly, concerns for the aboriginal population, the possible establishment of a Ministry of Sport, repression in China, working with other political parties in Parliament, jobs related to any fighter jet contract, ensuring that the economy continues to grow, health and environment provisions for seniors, control of government communications by a prime minister, day care costs for single parents, a proposal for more prisons, assurances to uphold the Canada Health Act, the South March Highlands issue and environmental leadership, landfills and waste reduction, poverty and crime, source of the surplus generated by the previous Liberal government, and proportional representation.

Green light for weekly green bin, biweekly garbage New residential waste collection to start in November 2012 LAURA MUELLER laura.mueller@metroland.com

Despite opposition from some residents, Ottawa Mayor Jim Watson said city council made the “smart” decision by choosing to pick up the green bin every week, while making garbage collection biweekly. “First and foremost, garbage is our problem,” Watson said at a city council meeting on April 13, just before council voted 18-4 in favour of the new residential waste collection program. “No one likes to deal with it, but it’s our … collective responsibility to find ways to dispose of (waste) in a sustainable fashion,” the mayor said. Some councillors (Rainer Bloess, Diane Deans, Jan Harder, Bob Monette and Tim Tierney) would have preferred to see seasonal biweekly pickup, which they said would have quelled fears of stinking garbage piling up in the summer months. But increasing collection to weekly in June, July and August would have axed $3 million from the anticipated $9 million in annual savings, said Dixon Weir, the city’s general manager of environmental services. Not only that, but it would have reduced the amount of organic waste diverted from the landfill by about 50 per cent, because people tend to produce more organic waste in the summer, he added. Capital Coun. David Chernushenko said a seasonal change in collection would only cause confusion. “Are we in fact giving the message to the public, ‘Don’t bother putting it in your green

bin?’” he asked. “My fear is that if we move this way, we are going to be undermining (our message) for three months of the year.” Instead, council decided to delay the start of the new collection program by about five months. Not only will that give the city two summers to educate residents about the program before it begins, it could also provide time to get a better deal on the waste collection contract, said environment committee chairwoman and River Coun. Maria McRae, who also suggested the motion. Harder was on the fence about whether she should support biweekly garbage pickup, because many residents had told her they were opposed to it. In the end, delaying the start of the change until November 2012 was enough to satisfy the Barrhaven councillor’s concerns. But Harder still wasn’t happy that the hundreds of emails from residents that she passed along to city staff weren’t included in the public consultation analysis. Marilyn Journeaux, the city’s manager of solid waste services, said it would have taken too long to analyze information in letters, so only public feedback submitted through a waste-collection survey (and those received at public meetings) were considered – 4,806 comments in total, plus 200 emails sent through the city’s dedicated website on the issue. DIVERSION Switching to biweekly pickup is expected to divert an additional 10,000 to 20,000 tonnes of organic waste from the landfill, Weir said. That will boost the diversion rate from the current 44 per cent to around 54 per cent. But that still leaves Ottawa 15,000 tonnes short of its 60 per cent diversion target, said Bloess, the councillor for Innes

The city will never be able to achieve that diversion target until it tackles the “ICI sector” – industrial, commercial and institutional organizations, Bloess said. The city is currently only focusing on residential waste collection and has yet to roll out the greenbin program to apartment buildings before ICI collection is even considered. Weir said city staff expect to hit the goal of a 60 per cent diversion rate by the end of this new waste contract, which will be in 2016. Watson agreed Ottawa is a “laggard, not a leader” on the issue of organic-waste diversion. RURAL/URBAN SPLIT The garbage issue emerged as one of the most divisive issues for a council that has to contend with the needs and desire of both its urban and rural residents. By and large, rural councillors said their residents don’t want the green-bin service, either because they already use a backyard composter and don’t want another system imposed on them, or because they have more concerns about the bins attracting pests and rodents. Four councillors voted against biweekly garbage pickup, all from ridings on the outskirts of the city: Stephen Blais (Cumberland), Allan Hubley (Kanata South), Monette (Orleans) and Doug

Thompson (Osgoode). But there was one notable exception to that rule. Stittsville Coun. Shad Qadri expressed his exasperation that city council was still talking about increasing organicwaste diversion, five years after the topic was first debated in council chambers. This issue stares his residents in the face each day as they contend with living next door to the city’s Trail Road landfill. “If you don’t know what a garbage mountain feels like next to a community, come out to Stittsville. Come out to West Carleton,” Qadri said as he supported the move to biweekly garbage pickup. By contrast, urban councillors were some of the biggest champions of the program. Somerset Ward Coun. Diane Holmes drew a few groans when she lightheartedly suggested if people are concerned about maggots in their green bins, they should open the lid and let birds feast on the protein. Many, including Alta Vista Coun. Peter Hume, agreed the change to biweekly should have happened when the city first introduced the green bin in 2008. Weir said the city has been getting “tremendous interest” in the green-bin program, even from rural residents, because there are many materials that can be placed in the bin that cannot be put in a backyard composter.

Dealing with diapers Another area of controversy was the proposed “special services” pickup, which will offer weekly diaper and incontinenceproduct collection for households that sign up for it. Kanata South Coun. Allan Hubley was particularly concerned with privacy issues. He worried that seniors would be too embarrassed to put out bags for the “special service” on off-weeks for collection. Dixon Weir, the city’s general manager of environmental services, said people who are concerned about identifying themselves through the special pickup don’t have to use it. “This is not a mandatory program,” he said. Weir said between 75 and 100 households in each of the city’s five waste-collection zones are expected to use the service. Other councillors questioned whether there would be additional costs associated with offering the service, even though Weir said the program could be combined with other work that’s already being done. Supervisors already travel around neighbourhoods between collection days to pick up leftover garbage, and those trucks could also collect the “special service” waste, Weir said. People who are interested in the service will be able to sign up through the forthcoming Service Ottawa initiative on ottawa.ca before the collection system changes in November of 2012.

Eight-year-old Morgan Anderson Bain had been growing her hair for a number of years so she could donate it to make wigs for children with cancer. Morgan was set to chop off between eight to 12 inches of her 18-inch-long hair on Thursday, April 21, at a hair cutting party at Jask Salon & Day Spa in Kanata. “I thought it would be nice to,” said the Grade 3 student at Huntley Centennial Public School. “I feel sad for the kids who have no hair and I just wanted to help them out.” Morgan was trying to collect a mile’s worth of hair to donate, along with

money, to help make wigs for children who lose their hair during cancer treatments. Before the KourierStandard’s publication, she had managed to collect a minimum of 120 inches, or 0.00189 of a mile. Although she didn’t hit a mile’s worth of hair she managed to surpass her fundraising aim. The West Carleton resident upped her goal to $1,000 after she far surpassed her original target of $500. Sitting at $900 in donations at the time of the interview, Morgan said she was confident the remaining $100 could be raised on time. She had 15 girls willing to lop off their locks, with participants coming from as far away as Cornwall and Gloucester/Cumberland, with the hope that more would sign up before the hair-cutting party. “It’s amazing that so many people have come forward to help Morgan,” said Morgan’s mother, Cathy. CCWR gives rescued animals a ‘forever home’ JESSICA CUNHA jessica.cunha@metroland.com

Instead of buying a bunny this Easter season, people can sponsor one through the Constance Creek Wildlife Refuge’s sanctuary program, said Melissa Kerr. “The program was created with the holidays in mind,” said Kerr, who volunteers with the centre and runs the sponsorship program. “If people want to give a unique and compassionate gift they can sponsor an animal.” The centre usually sees a spike in animals given up for adoption a few months after major holidays. “Rabbits aren’t always the cute and cuddly animals people think they are,” said CCWR founder Lynne Rowe. “Many of them end up needing rescue or given up for adoption. Right now we have 11 rabbits we’ve taken in. The number usually increases a few months after the holidays.” People have the option of visiting their sponsor animal at the centre, get to know it and see how it’s cared for, said Kerr. “It’s been really great to make

those connections for people,” she said about introducing people to the animal they’re helping. “People get to see animals in a different way.” And it’s not just bunnies the CCWR sponsors out. The refuge has a number of domestic animals in need of a little extra care, including ponies, goats, pigs and cats. The program will be expanded to include wildlife such as raccoons, squirrels and deer after the CCWR receives authorization to open from the Ministry of Natural Resources. Sponsorship helps to provide quality care, food, health care, shelter and the general function of the sanctuary. “Whenever we take in a sanctuary animal we guarantee we’ll offer it excellent care, good food and a healthy environment,” said Rowe. “When people sponsor an animal it frees up that money; it allows us to take in more animals or dedicate more money to expanding the wildlife centre.” The sanctuary portion of CCWR, which is home to about 75 animals who were homeless, neglected or abused, is to give animals a forever home, said Kerr. “It helps us to keep giving the

animals quality care.” There are about 12 animals currently being sponsored. “We have a wonderful family who sponsor our retired school horse Mishka who’s over 30 years old,” said Rowe. Because of her age, Mishka needs special senior horse food and hay cubes that are easy to digest. “She’s an older horse who has trouble grinding down her food enough.” Kerr said there are two animals that come to mind that could use a little extra help. One is Lady, a goat from Burlington, Ont. She wasn’t cared for correctly while in boarding and gave birth to a stillborn kid. A pulled tendon also wasn’t treated properly so she walks with a limp. Lady is also being treated for sores on her udder. “She’s a gentle soul and just in need of someone to love her,” said Kerr. The second is a rabbit named Martin who lost his partner Clover to mammary cancer. “He’s mourning her,” said Kerr. “He misses her very much.” Rowe said classes could sponsor an animal as a project and learn about the animal and its care.

It was with a heavy heart that Coun. Marianne Wilkinson supported a decision to scale back the new Kanata recreation centre. Even as city council approved a more conservative new design for the centre, she held out hope that the National Capital YMCA could re-instate its $6 million funding contribution in time to build the centre in its full glory. “I support the motion with some regret,” the Kanata North councillor said. “It will be a very nice facility, but not quite as nice as it could have been.” The city had been working in partnership with the YMCA for about a year and a half to build an enhanced recreation facility. Wilkinson said she first heard rumblings that the YMCA might be pulling its funding last fall, but it wasn’t until March 2 when the organization officially announced it couldn’t afford to give the $6 million it committed to. That means scaling back the facility by about 1,393.5 square metres. Components the community won’t be seeing include the second gymnasium, a running track,

Still a chance YMCA might reinstate funding: councillor

enlarged individual and group fitness spaces, family activity zones and a dedicated child-minding/playcare space. With the YMCA’s contribution, the total project was set to cost $49.14 million. Scaling it back will make it worth around $43 million, which is mostly coming from development charges the city has been collecting for the project for many years. Redesigning the facility will cost another $100,000 to $125,000 said Steve Kanellakos, director of city operations. Wilkinson said there is still a chance that the Y could come up with the funding, and if is announced soon, it could mean the original design could still be built. The Y’s board met in mid-March to discuss the possibility of re-instating the funding, Wilkinson told the KourierStandard, but didn’t come back with a decision. “There is still action going that would enable the Y to guarantee funds or find other source,” Wilkinson said. If the funding comes through by May, the city could still go back to the original design, she said. West Carleton-March Coun. Eli El Chantiry was less enthusiastic about the lingering possibility of the funding coming through. “Where will be the cut-off line for this? We need to move on,” he asked. Wilkinson said she will hold an open house to show the plans to the public on Tuesday, May 10 from 7 to 9 p.m. at the John Mlacak Centre, 2500 Campeau Dr.

Students at Castlefrank Elementary School raised $2,600 for the Hopewell Eating Disorder Centre in Ottawa with their fundraising fashion show Beauty is…on Thursday, April 14. Students, teachers and even the principle modeled clothes, donated from various stores in the local area, to whistles and shouts of encouragement from the audience. The students strutted down the runway to such hits as Katy Perry’s Fireworks and Just the Way You Are by Bruno Mars, grinning, waving and striking a pose. Over 100 parents, family

members and friends packed themselves into the school’s gym to watch the show. The Grade 8 students charged with running the event chose to put on a fashion show to combat poor self esteem and body image issues among youth. “We called it (the fashion show) Beauty is…,” said Grade 8 student Aureana Milne. “We left it up to people to determine what beauty is to them.” The Hopewell Eating Disorder Centre offers support, information and hope to anyone affected by eating disorders while also promoting prevention by helping people to understand eating disorders and the importance of healthy attitudes towards body image, eating and physical activity.

OTTAWA-CARLETON WILDLIFE CENTRE The tiny newborn raccoons, with eyes still closed and little fur, were growing very cold and hungry. They would not survive much longer. Their mother had been gone for many hours. A block away, the mother raccoon was frantically trying to escape a so-called “humane” trap. The homeowner was preparing to take the trapped raccoon to a forest miles away. This sad story is repeated hundreds of times during the spring and summer birthing season. Female animals come closer to our properties each spring, seeking out covered shelter in eaves, chimneys, garden sheds and under steps as a safe spot to have their young, away from predators. If you see a wild animal around your property at this time of the year, you can safely assume it is a female with babies nearby. So do not barricade her access or trap and relocate her. Eagleson Road will be getting an additional left turn lane this summer. With extreme traffic congestion on Eagleson and Stonehaven Drive during morning and afternoon rush hour, an additional southbound left turning lane will be added on Eagleson, as well as another eastbound lane on Stonehaven between Eagleson and Cedarock Drive. “I am pleased that I am able to announce yet another road modification that will help alleviate traffic congestion during the morning and evening commute,” said Kanata South Coun. Allan Hubley in a press release. Construction is set to begin

in late summer and continue through the fall. Bicycle lanes will also be added from Eagleson to Cedarock to help eliminate conflicts between cyclists and vehicles. “This project is about making the intersection more efficient, while also ensuring the safety of the many residents who are cycling,” said Hubley. “The work on Stonehaven Drive is part of a bigger plan to resolve the traffic issues in the area.” The construction is part of the network modification program to increase capacity and safety of roadways in the City of Ottawa. The intersection of Eagleson and Stonehaven is among the top 35 priority locations for retrofit within the city.

Having to balance a demanding job with an average of 10 to 20 hours of volunteer hours a week isn’t the easiest task. But Michelle Sharma wouldn’t

have it any other way. On top of being the community aide for OttawaCarleton Association for Persons with Developmental Disabilities for the past 11 years, Sharma has volunteered her time at the

Barrhaven Community Police Centre for the last 19 – having hit her anniversary date just before National Volunteer Week, which runs from April 10 to 16. VOLUNTEER, see 21

Sharma got her start with the OPP community services in Kanata – where she’s from – and then moved on to the Greenbank Road Ottawa police station by the fall. She transferred to Barrhaven soon after and has been enjoying herself ever since. “I love to be around people,” Sharma said. “It is community.” As a member of her local Optimist and Lions Club chapters, Sharma has been a pillar in the community. Now as the community police’s volunteer program coordinator for the neighbourhood watch, she takes an active role in keep the area safe. Sharma organizes clean-ups and even takes a proactive approach by leading quarterly meetings to encourage residents to watch out for stolen items and graffiti in Barrhaven. “It’s just about keeping them going,” she said. “I try to make it more appealing for families to be more rigorous.” Sharma also takes pride in making people more comfortable of the police centre. She said some of her main roles include calming people down and referring them to the right place, particu-

larly if a possession has been lost or stolen. But the self-described “jack of all trades” also tries to set up events for children, such as fingerprinting, to put them at ease when being at the station. “They ask a lot of different questions,” she said. “It’s important to get that fear out. Sometimes they’re afraid.” “If I need something done, she’ll do it,” Const. Tim Murray said, the station’s community officer. “She’s great at communicating with all the volunteers.” Sharma said she’s had a great working relationship with many of the 14 community officers including the recently departed Tara McDougall and now Murray, who’s been at the station for about a month. While Sharma admits a couple of the officers at the beginning of her tenure perhaps weren’t the friendliest, she’s been adapt to the needs of each person. “It’s a learning curve for myself,” she said. “It requires patience and learning how to deal with people. “But I don’t really have any bad days. I love coming here.”

What better way to help kids relax and enjoy their time off than to send them to summer camp? (By the way, this gives parents a nice break too.)

The best way to determine if a particular camp is right for you is to ask a lot of questions. Camp directors are used to answering questions about every detail of camp. If you don’t get the answers you are looking for, keep searching. You need to feel good about your decision. Before you make a camp decision for your child, there are a lot of factors to consider. You will want to do your homework before you drop your child off for the day to be cared for by people you hardly know. It’s not easy. There are so many camps to consider and they come in all shapes and sizes. There are day camps, overnight camps, golf camps, horseback riding camps and science camps to name a few. Some overnight camps accept children as young as six years old. Only you can decide when the time is right. Convenient Location: Location is important because you will have to drop off and pick up your child every day. You’ll want to consider your drive time and also keep in mind the hours of the camp. Cost: Of course, the cost is something to consider. The cost of camp should reflect the service provided. When comparing camps by price make sure that you are comparing apples to apples. Some camps include lunches, while others include snacks, t-shirts, hats, extended hours and off site field trips. Price alone, can be misleading. I’ve always believed, “You get what you pay for”. Research: With pencil in hand, contact the camps you are considering and ask some specific questions. Not all camps are created equal, so ask the same questions to each camp director and compare their answers. You need to feel comfortable with their answers before you make your choice. This is not an exhaustive list, but here are a few questions to get you started:

Keep them active It is widely accepted that there is a link between a healthy body and a healthy brain. Keeping your children’s bodies fit will help keep their brains fit and reduce summer brain drain. Physical activity can be either indoor or outdoor fun. KANATA RHYTHMIC GYMNASTICS CLUB Five gymnasts from the Kanata Rhythmic Gymnastics Club participated for the first time in the first qualifying meet for the Ontario Championships in Rhythmic Gymnastics in Cambridge, Ont. on April 9 and 10. Over 200 rhythmic gymnasts from across the province competed in individual and group competitions. Kanata’s youngest competitor was Jessica Luo, seven, who competed in the Level 1B category. Jessica placed fifth in the rope and seventh in the free routine to finish in seventh place overall. Kanata teammate, Hayley Miller, 8, from Nepean, won silver medals for both her rope and free routines to take the overall silver medal. Stories is the name of a new fivesong CD that Keek, a pop-rock band with members based in Kanata, Nepean and Ottawa West, which was officially released on Tuesday, April 19. The group of six male artists say they are looking for a place in the Ottawa musical community. “It’s not too often you have a local pop rock band coming to Ottawa,”

said drummer Kyle Megill. He added they want to be an alternative to the indie, hardcore and metal acts that have traditionally dominated the Ottawa market. The CD is now for sale and is also available on iTunes Megill said. He and group members Conor Whitehead, from Dunrobin, Mitch Malboeuf, from Kanata, Matt Belanger, from Aylmer and Kyle Williams and Marek Lubanski, both from Nepean, will perform at Maverick’s in Ottawa on Friday, April 22.

The Role of a Lawyer When Buying a Home Written by Greater Ottawa Home Builders Association

There is nothing in life more exciting that buying a new home. Home buyers thrill in watching their new home take shape, knowing that they are getting exactly the finishes and features they want. Yet the excitement and emotion of buying a new home can sometimes overshadow the fact that your home purchase also means entering into a complicated legal agreement. Chances are, it will also be the largest financial investment of your life. Due to the complex legal aspects involved in buying a new home, it is strongly suggested that home buyers consult with a lawyer before signing on the dotted line. When you buy a new home, the contract, or the signed Agreement of Purchase and Sale document, between you and your builder is your assurance that you will receive exactly what you have purchased, at the price that you have agreed to. It is also the builder’s assurance that you will follow through to the end with the purchase.

Some home buyers sign the contract first, and then take it to their lawyer for review. By this point, however, it is too late for the lawyer to suggest any modifications or changes. Alternatively, make your offer conditional on your lawyer’s favourable review. It is sometimes wise, and less costly, to agree with the builder on price and terms before involving a lawyer. (If you cannot reach an agreement with the builder on these fundamental points, there is no need to pursue the contract any further.) The lawyer will look for certain clauses which include information on restrictions and obligations that may affect your rights and responsibilities as a home owner. Typically, clauses may mention the need to bus students to the nearest school. A clause may mention a right of way or an easement registered against the lot. For instance, will there be a fire hydrant on your lot, or an electrical box? Clauses concerning mortgage approval must also

be treated seriously. A large number of Agreements of Purchase and Sale include clauses making them conditional on receiving mortgage financing. The Agreement should specify the number of days allotted for obtaining the mortgage, the process for notifying the builder and what will happen if the mortgage application is turned down. The lawyer may suggest changes to the wording and the clauses of the contract to further promote your interests. Immediately notify the builder of these recommendations, allowing enough time for a review by the builder and/or the builder’s lawyer before acceptance or possible counter. Once your offer has been accepted and all conditions have been waived, you have a firm contract. Your lawyer will begin the legal process of transferring ownership of the home and you can now go on to the next, and perhaps most, exciting step of home buying . . . getting ready to move into your new home!

872 KANATA KIWANIS AIR CADET SQUADRON Local air cadet Andrew Lumley is a Grade 10 student at Earl of March Secondary School and has been with 872 Kanata Kiwanis Air Cadet Squadron for four years. Even though he had to wait until he was 12 to join, he first heard about air cadets when he was eight-years-old. He was seated next to an air cadet on an airplane flight and was hooked after he heard all about the program. For Andrew the aviation aspect was a huge draw, as he wanted to learn how to fly and knew this would be a great place to start. After he joined, Andrew made many new friends and learned about everything else, besides flying, you get to do in cadets. This cemented his desire to stick with it. Andrew said his favourite aspect of cadets is the ability to attend summer camp every year. “I love it all but if I had to pick one thing I would have to say the summer camps. In 2008 I attended a basic camp in Bagotville, Que. for two weeks. The following summer, I spent a further three weeks at Bagotville

for the introduction to leadership course, and finally this summer, I spent six weeks in Cold Lake, Alta. attending the senior leadership course,” he said. “This was certainly among the best six weeks of my life. I would very much like to get the glider scholarship this year and next year, I would like to go on the power pilot scholarship.” Andrew has also benefited from learning a number of new skills from leadership to survival skills, teamwork, first aid, drill, public speaking, marksmanship, interview skills and more. Currently holding the rank of sergeant, Andrew is the commander of the flag party and the second-in-command of our drill team. As a sergeant, he is also responsible for supervising some of the younger cadets on training exercises as well as helping them out with their drill and uniforms. His goal is to be the drill team commander next year and eventually attain the rank of warrant officer first class. When Andrew graduates from high school he hopes to study aeronautical engineering either at the Royal Military Col-

lege or at a civilian university. “Through cadets I believe I have really developed as a person,” said Andrew. “I know that because at times I’ve had to command up to 50 cadets, many of them older than myself, and I find I’m much more confident than I was a few years ago. Secondly, my experiences at camp have provided me with a greater sense of responsibility and a much more positive work ethic. Finally, cadets has given me an opportunity to work as a part of a team on many occasions, which is an experience that I know will pay off in the long run.” He encourages anyone interested in joining cadets to give it a try. “There are an incredible number of opportunities in the program. Just at our squadron we have drill team, marksmanship, biathlon, band, Toastmasters and ground school to name a few,” he said. “On top of that you’ll have the opportunity to make countless new friends and to travel all around Canada while going on trips and to camps.
