A coroner’s jury investigating the drowning death of a Morgan’s Grant girl is calling on the Ontario government to crack down on safety regulations at public pools. The jury released a set of recommendations on Friday, May 20, after listening to witnesses this week testify about the death of eight-year-old Edine Ilunga, who drowned
during a children’s birthday party at the Kanata Leisure Centre in 2008. The jury is recommending the provincial government amend the Health Protection and Promotion Act by the end of 2011 to force public pools to enforce the following regulations: • Children 10 and under who are nonswimmers must be under the direct supervision of a parent or guardian who is 16 or older.
• Children eight to 10 who are swimmers – able to pass the facility swim test and demonstrate a comfort in the water – may be admitted to the pool unaccompanied. • Children seven or younger may not be admitted to a pool unless directly supervised by a parent or guardian.
