increased transit users, sewer capacity and the fact that the upper floors of the building would look directly into and down on the properties backing the proposed development. “Residents are going to be greatly affected,” said one 36-year Beaverbrook local. “I have a lot of concerns about this.” HIGH RISE, see 4

MEGAN’S PLACE

A proposal to build a high-rise in Beaverbrook received a cool reception from some residents at a meeting of the Beaverbrook Community Association last week. About 100 residents turned out for the meeting to discuss the Teron Road development proposal on Wednesday, Aug. 24. Private developer Phil Bottriell, who owns about 1.6 hectares of land on Teron where his current house sits, backing onto March Road, Bethune Court and Bethune Way, spoke to residents about his plans to build a three-tiered condominium before sending an application to the city. “I wanted to talk with the community and the community association before going to the city,” he said. “We tried to come up with a concept…that would fit in with the community.” The condominium is proposed to house 174 units varying in size in a three-tier system: three to four storeys for the lowest tier, which would back onto Bethune Court, 12 to 14 storeys for the middle and highest tier, and eight storeys for the last tier. Community group considers shared living experience with co-housing JESSICA CUNHA jessica.cunha@metroland.com

A group of families and friends are looking at the option of developing a co-housing community in west Ottawa. Aaron Helleman, who ran for the Kanata South council seat last year, is heading the idea of creating a shared living experience. “If they’re thinking of a commune, then

they’re not thinking of what co-housing is,” he said. “You have complete freedom to live how privately or how publicly you want.” The idea behind co-housing is to share the decision-making process behind the development; where to build, what type of homes to build and how to run the community. There are shared spaces that could include a community garden and green space. 489658

People own their own private home, said Helleman. He said the ideal number of involved families would be between 20 and 30. “That’s the ideal size for a cohousing set up.” Helleman said right now the group is looking at the possibility of developing a co-housing community in west Ottawa, from Kanata to further west, depending on how many people are interested and what type of homes would be built. “That’s what’s so exciting about cohousing, you get to form the decisions,” he said.

“Everything is done co-operatively.” After he gauges public interest, Helleman said he’s looking at setting up a public meeting sometime in the future where people can get more information. “We’re at the stage where I would love more people to be aware that this is an option for people and invite them into the discussion,” he said. “It’s a very empowering experience for people to get involved in cohousing because it’s direct democracy and direct decision-making.” For more information, email Helleman at ottawacohousing@gmail.com.

New Kanata schools open this year jessica.cunha@metroland.com

Two new Kanata schools are opening their doors to students this year. French public school École élémentaire publique Maurice-Lapointe in Bridlewood greeted new students on Monday, Aug. 29, while St. Gabriel Catholic Elementary School in Kanata north is set to roll out the welcome mat on Tuesday, Sept. 6. Both schools offer high-tech learning in the classrooms with SMART Boards, iPads and laptops. “The facilities are new, everything’s there,” said Maurice-Lapointe principle Dale McLellan. “It’s an addition to the tools we already have.” Maurice-Lapointe offers classes from junior kindergarten to Grade 8, with plans to build an addition onto the existing school within the next few years to house grades 9 to 12 students. “It’s very exciting,” said McLellan, who’s been a principle for 14 years. “It permits someone to think outside the

box and look toward the future.” So far, the French elementary school has 230 registered students and no portables on the grounds. “Every room in this school is being used as a classroom,” said McLellan. “Before I put anybody outside I’ll deal with filling the space inside.” In terms of the new school year, McLellan said he was looking forward to welcoming the students and parents in the community. “We want the students to be proud of what they do,” he said. “Now we have to get more involved in our community, get more involved with the parents. I’m not hoping to see them in the school – I want to see them in the school.” TRUE SPORTS St. Gabriel, which offers junior kindergarten to Grade 6, will offer a True Sports program, which encourages participation in sports that develop children’s moral values The school also offers a number of

green initiatives such as boomerang lunches, where any garbage is brought back home, compost recycling and solar panels on the roof. Students can monitor the amount of energy generated and the amount used by the school on screens placed near the front office. “It really defines what a 21st century school is,” said Jane Hill, principle at St. Gabriel. “We wanted to make the building part of the curriculum.” The school currently has around 400 students registered, with three empty classrooms and no portables on the grounds. All classrooms are equipped with an amplification system and collaborative learning desks that can be put together to encourage discussion. Hill, who’s been a principle for 14 years, said the new school is a unique opportunity to develop a community in the area. “It’s so exciting just the whole idea of bringing together the community,” she said. “(and) building that community, that Catholic community in this area.”

tablished neighborhood. “When you look around our community it’s low…low-level living,” he said. “They’re (the tiers are) really high and completely inappropriate for our community.” Residents also worried about potential blasting in the area if the development is approved. Bottriell said initial testing showed the bed rock about 40-feet below ground but the distance could fluctuate. One resident spoke up to commend Bottriell for his development. “Your vision here is very progressive,” said Mary Stuart, a 22-year resident of Bethune Court. “It’s similar to Bill Teron; you

“There’s at least a dozen houses that would be directly affected. I don’t see any benefit, except to the developers, for the community,” he said. Bottriel said all those issues would be studied before the development was built. “All those things will be taken care of,” he said, adding he wasn’t at that stage in the planning yet. No application has been put forward to the city. “We’re going to look at it pretty thoroughly.” Gord Henderson, the former president of the Kanata Beaverbrook Community Association, said he doesn’t think the proposal fits in with the es-

should take that as a compliment. “Everybody, change happens.” Allen Coldham, a Bethune Court resident, said the proposed building has too much height. “You’ve got to tone this down, it’s too much,” he said, adding although he would prefer to see the development scrapped he’d be happier if the tier backing onto his property was only two storeys. “If you do anything tone it down, make it smaller.” Bottriell said he wants to meet with the residents who would be directly affected before revising his current development plan. “All that needs to be addressed before any sort of approval,” he said.

Proposed developments a ‘gateway’ to Beaverbrook jessica.cunha@metroland.com

A developer is looking at building a high-rise condominium or a mediumsized multi-residential building in Beaverbrook. The Morley Hoppner Group recently bought a parcel land where the old Beaverbrook post office sits on Teron Road near The Parkway and is working on a draft proposal for the new development, said Gary Sealey, president of the Kanata Beaverbrook Community Association. “The post office site owner is forming

a concept of development,” said Sealey. “He’s not ready to make a proposal yet.” Private developer Phil Bottriell is also looking to build a multi-use condominium on Teron Road near March Road and backing on to Bethune Court. Sealey said he’d like to see the developers create a harmony between residents and nature with their proposals. “Something that keeps the feel and augments the feel of Beaverbrook,” said Sealey. “These are two gateway sites.” The area of the two proposed developments are entry sites to the community, he said, and would set the tone as the “heart of Beaverbrook.”

Family, friends mourn death of Meaghan Pearson JESSICA CUNHA jessica.cunha@metroland.com

It was a celebration of life; a chance for family and friends to mourn but also to reflect on the many ways one 22-yearold touched their lives. A funeral service was held for Meaghan Pearson at the Tubman Funeral Homes Rideau Chapel in Kars on Monday, Aug. 29. It was standing room only for Pearson’s service, which was attended by more than 100 people. Pearson passed away in the early morning hours of Friday, Aug. 26 in her mother’s arms after her year-long battle with cancer, shortly after Meaghan’s story was printed in the Kourier-Standard on Aug. 25. “Although we are devastated at her passing, we will try to learn from what she has taught us through her words and actions,” said her parents, Karen and Jim, in an email. “Meaghan was so pleased that her story was being told.” Pearson was remembered as a loving, caring, kind, gentle, thoughtful and helpful person during the service. Pearson’s mother read the note she wrote to her daughter before she passed

away. “I am so proud of you,” she said, after listing Pearson’s many accomplishments and how she managed to touch the lives of anyone she met. Her friends and an aunt read passages from a memory box – which held notes of fond memories of Pearson growing up. “I know you’ll always be with me,” said one of Pearson’s three best friends, Caitlin Fortier. Father Jean DeCoste, the chaplain at the Ottawa Hospital’s General campus, presided over the funeral. Although a sad time, it was also a chance to celebrate her life and the way she inspired people, he said. Following the service a reception was held at the funeral home where guests were given a rose. In Meaghan’s story, Pearson wanted to tell her personal tale of her struggles after her diagnosis and the transformation that took place in her way of thinking. She wanted to help others understand it’s important to be thankful for what they have instead of focusing on the negatives in their lives. “Be thankful for what you have and don’t stress the things you don’t,” said Pearson. “It’s not what’s been taken from you, it’s what you do with what you have left.”

Board was right to show its Pride

B

raving the windy conditions along Wellington Street on Sunday, a significant contingent of people from the Ottawa Carleton District School Board took part in their first-ever Capital Pride Parade. They should be hailed for doing so. Having never marched in any of the previous 21 parades, the city’s public school board made up for years of absence as the group of around 50 purple-clad people made up one of the larger contingents at the entire event. Such a display was only just. Shortly after the school board marchers had passed, members of Ottawa Public Health, the police, fire department, paramedics and OC Transpo marched by. That the public board had for so long stood on the sidelines of an event celebrating what it means to be a gay, lesbian, bisexual or a transgender person in light of participation by other publicly funded organizations was a wrong that needed to be righted. Donna Blackburn, the openly gay school board trustee representing Barrhaven-Knoxdale-Merivale, led the group last weekend and

summed up the board’s decision to march in this year’s parade shortly after the news of their participation was released. “Participating in pride is a very public statement about our openness and how we want students and staff to feel,” she said. “The message I want to be very clear to all members of the board’s family, from students to the director of education to our support staff, is that everyone can participate.” Following the board’s display at the pride parade, the message appears to have come through very clearly. Some members of the public have suggested the board should concentrate on educating its students, but what better lesson to teach than showing that whether gay or straight, all students have equal value? Hopefully the hundreds, if not thousands, of gay, lesbian, bisexual and transgendered students taught by the public board will feel a bit better today, a bit more comfortable in the knowledge that the teachers and staff that work with them on a daily basis are in full support of the ideal of equality for all.

Another sad gathering of the Ottawa tribe

O

ttawans sometimes fight the “government town” stereotype, the notion put out in some quarters that we live an artificial existence, sheltered from real-life concerns. “We’re not like that,” we say. “We have schools and stores and small business and churches and buses and all the stuff that other cities have. Our kids play soccer and our grownups play hockey in beer leagues just like you do.” When the hi-tech boom arrived in the ’90s, we were delighted. At last we could announce to the rest of the country that we had a private sector too. There was even a brief moment, glorious to some, when it was possible to say that tech was more important in our economy than government was. Obviously that didn’t last. It’s a government town again, no matter how much we claim otherwise. It’s a government town and a politics town and there are moments that illustrate the fact dramatically. One such was the death last week of Jack Layton. Outpourings of grief and respect happened all over Canada, especially in the Toronto area that Layton represented, but the Ottawa observance was unique to this city.

CHARLES GORDON Funny Town On the day Layton’s death was announced, people streamed, in an unorganized way, to Parliament Hill, gathered and talked, sometimes to reporters and television cameras, sometimes to each other. They put flowers around the Centennial Flame. Despite no one telling them, it was is if they knew what to do and where to do it. This is the way a tribe behaves and our political community is a tribe, a much larger one that you would think at first. There are the politicians, the people who advise and work for them, the journalists, the lobbyists, the public servants who work with politicians, the think tank folks, the academics and many other categories that I will think of in a minute. Certain events are powerful enough to affect all of these people, all

the members of the tribe, emotionally and professionally. Jack Layton’s death is in this category. One of the first things they do is head for the Hill to talk to each other. The tribal bond is stronger than political bonds, so that for a time it doesn’t matter if people are Conservative or NDP. They are all thinking the same thoughts, mostly admiration for Layton’s courage and spirit. It is worth noting, in this respect, that the same admiration was coming from commentators in right-wing media, such as Sun News Network. That says something about the broad political consensus in this country, a consensus that is lacking in our neighbours to the south right now. The biggest tribal event in Ottawa in recent years was the death of Pierre Elliott Trudeau. Thousands of people lined up for hours on Parliament Hill to pay their respects. They came from all over, both geographically and ideologically. I remember the random group I was standing in. There was a newspaper columnist, journalism student, a woman who once worked with Joe Clark, a pollster and a well-known actress. I’m guessing that maybe one of us voted Liberal. But we were all there.

And because politics is the life blood of this city, the members of this randomly assembled group had lots in common, lots to talk about over the two-plus hours the line moved around the Hill. Also, I think, a mutual respect that came from understanding how the game worked, understanding what other people in the game did, the difficulties they faced, knowing that in the end they were all trying to do something useful for their country, however misguided their political affiliation might be. And how could we not understand? This stuff is talked about over dinner in Ottawa, which makes us either more or less interesting than people in other cities, depending on how you look at it. More, I would say.

Ouster of Norm Sterling by Tories disgraceful: Eves JOHN CURRY AND JOHN BRUMMELL Kourier-Standard Staff

The ouster of MPP Norm Sterling by the Progressive Conservative Party in Carleton-Misssissippi Mills was disgraceful, said former Ontario premier Ernie Eves. “I don’t care who hears this,” said Eaves. “The treatment that Norm got from his own party was not very polite, was not fair, it was not loyal, it was not compassionate, it was not even and it was not honest,” he said, during an appreciation dinner for Sterling at the Canadian Golf and Country Club in Stittsville on Aug. 25. The remarks received loud applause and cheers from the more than 200 people at the event, which included many high profile Tories. The event featured a who’s who of the conservative party, including federal Tory MP John Baird and former Ontario premier Mike Harris.

Eves said Queen’s Park had lost a “great, great man” in not having Sterling run for re-election. Sterling, who served as MPP for 34 years, lost a bitter nomination battle for the CarletonMississippi Mills riding at Scotiabank Place on March 31 to Ontario Landowners activist and farmer Jack MacLaren. During the nomination race, Sterling received the backing of Baird and Harris, while MacLaren was endorsed by Tory MPP Randy Hillier, another former member of the landowners’ association. MacLaren won a tight race and was selected to run as the Tory candidate in Carleton-Mississippi Mills in the upcoming Oct. 6 provincial election. Several speakers – including two former premiers: Eves and Harris – praised Sterling’s accomplishments as an MPP. Harris said Sterling helped not only him, but all new MPPs in learning the ropes at the Ontario legislature.

“Norm was a mentor to me,” he said. “He was good with all of us new members including others such as Ernie Eves and John Baird who will tell you that he was a mentor to us all in the parliamentary system.” He said Sterling was always a strong advocate for more power for MPPs and for all-party parliamentary committees. Federal cabinet minister and former MPP Baird cited the construction of the four lane Highway 416 in the area as one of Sterling’s legacies, saying that the project would not have happened with his leadership on the file. Baird said Sterling was a great friend, a great legislator and a great Canadian. Eves said Sterling went out of his way to guide him when he was a newly elected MPP. “Norm is totally a class act and he has never, never forgotten where he came from,” said Eves.

From left, former Ontario premier, Ottawa Mayor Jim Watson, Kanata South Coun. Allan Hubley, MPP Norm Sterling and MP John Baird enjoy a night honouring Sterling at the Canadian Golf and Country Club on Aug. 25. “He has always represented not just his constituents well but the people of the province of Ontario,” he added. Ottawa Mayor Jim Watson praised Sterling’s early leadership in the fight against smoking at a time when the issue was not that popular. As minister of health promotion, Watson brought in the

smoke-free Ontario legislation. “I know, Norm, that the Canadian Cancer Society and the Ontario division are extremely grateful for the work you did on that that set the framework for us to bring in comprehensive anti-smoking legislation,” Watson said. STERLING, see 9

A taped message from PC leader Tim Hudak was not shown at the dinner because of technical difficulties. Sterling, said that he has loved working for his community and the province for the past 34 years. He said that his years as a political representative for the area have given him the opportunity to make a difference, something that many people never have a chance to do. He also noted that his long political life had enabled him to make and develop numerous friendships which he would never have had the opportunity to do as a private citizen. A number of presentations were made to Sterling at the dinner. Watson presented him with a framed letter of appreciation and congratulations on behalf of Ottawa city council. Steven Lewis, president of the Carleton-Mississippi Mills PC Riding Association, made a presentation to Sterling and his wife Joan on behalf of the association. Others making presentations included Smiths Falls mayor Dennis Staples, Lanark County

Warden Sharon Mousseau and Beckwith township Reeve Richard Kidd. Sterling was first elected as an MPP for the area in 1977 and has served continuously since then. He will cease to be the area’s MPP when the writ is dropped for the upcoming Oct. 6 provincial election. Specializing in Interlock & Retaining Walls

Community celebrates opening of Megan’s Place Day care hopes to serve more children with special needs BLAIR EDWARDS blair.edwards@metroland.com

Megan Momtahan smiled and clapped her hands as she stood surrounded by children listening to a choir at the day care. This was her day. The 18-year-old Lincoln Heights girl cut the ribbon during a ceremony celebrating the grand opening of Megan’s Place, an expansion of The Children’s Place day care, located in the Kanata North Business Park, on Friday, Aug. 26. The grand opening of Megan’s Place was attended by Madeleine Meilleur, Ontario’s minister of community and social services and Kanata North Coun. Marianne Wilkinson. The 836-square-metre building serves school age children from kindergarten and older and offer youth programs; it currently has 60 children and has capacity for 33 more. Terry MacIvor, executive director of The Children’s Place, said she hopes to provide services for more children with special needs, including those with autism, Down’s syndrome and the medically fragile. “I want to haven an inclusive program,” said MacIvor. “I

want to open our doors to children regardless of our needs.” MEGAN It’s been 13 years since Megan was first enrolled at The Children’s Place, located at 312 Legget Dr. Megan has infantile refsum disease, a genetic disorder that interferes with the normal formation and function of the brain, eyes, liver, kidneys and bone. The disease has left her blind, deaf as well as cognitively and developmentally delayed. From the start, finding day care for a child with severe disabilities was a challenge, said Kathy Momtahan, Megan’s mother. When Kathy was pregnant with Megan, she had registered the girl for a day care in the Overbrook area of Ottawa. But when Megan was born with severe disabilities, the day care said it was not comfortable in providing care for her. “I couldn’t find any day cares who were willing to take her,” said Kathy. When Megan turned five, the Momtahans, who were then working at Northern Telecom in the city’s west end, stumbled across The Children’s Place. “I just got lucky with the Children’s Place,” said Kathy. When Megan turned 12, The Children’s Place agreed to allow her to continue at the day

Terry MacIvor said The Children’s Place takes pride in its ability to serve kids with special needs, and integrate them with the rest of the children.

“Our trick is to move to providing care regardless of a child’s needs,” said MacIvor. “When Megan came to us she wasn’t walking, talking or feeding herself,” she said. “Within six months Megan was doing all three of them.” There aren’t many child care

options for families with special needs children, said MacIvor. Many parents are forced to rely on home care or services provided with the schools, she said. “Our program will provide care where there’s very few options for parents,” she said.

Greying population a challenge for City of Ottawa’s future LAURA MUELLER laura.mueller@metroland.com

Ottawa’s rural areas have the lowest amount of seniors, but that will change in coming years as the city undergoes a seismic demographic shift. For the first time ever, by 2016 Ottawa will be home to more seniors than children under the age of 15. And by the time 2031 rolls around, Ottawa’s rural wards will be home to 180 per cent more seniors than today. While most of Ottawa’s older-adult population currently lives in urban areas, rural seniors will have the largest growth of any group, with suburban seniors not far behind. At the time of the last census in 2006, Ottawa was home to 100,875 seniors. That number is expected to rise to 253,950 by 2031. Across the entire city, one in five people will be over the age of 65. The city is trying to be pre-

pared for that enormous shift and the change in the types of services residents need. Two years in the making, the city finally has a draft of its older adult plan, which will set the framework for how Ottawa’s services shift with its rapidly aging population. The idea for the plan was instigated in 2009 by the seniors’ advisory committee, which is chaired by Peter van Boeschoten, who said he was absolutely delighted with the research city staff had compiled on seniors in Ottawa. Bay Coun. Mark Taylor, who chairs the city’s community and protective services committee, said the older adult plan is a “significant project for Ottawa’s future.” “The reality is, pressure on all services will grow,” he said. The “unprecedented” demographic shift will mean a shift in how the city provides services to its residents, according to a report. Because of the large jump in the rural senior population,

transportation will be a big concern, said Donna Gray, the city’s director of organizational development and performance. Services like transit and recreation are currently largely subsidized for seniors, but that model likely won’t be sustainable in the future, when aging residents form a larger portion of the population. The city drew upon a breadth of sources to compile the report. Staff looked at the policies of other municipalities that have planned for older adults, a detailed analysis of older adults in Ottawa, a review of city policies and programs that relate to older adults and community organizations who provide services to seniors, as well as consultations with approximately 100 city employees from city departments that typically serve large parts of the senior population. But the research doesn’t end there. Next up is an extensive series of public consultations, so seniors themselves can provide

input on the plan. Those discussions will be held jointly with the Age Friendly Ottawa initiative. After that, the city will develop a strategy to put the principles in the plan into action. That strategy will come to city council for approval in early 2012. SENIORS’ SUMMIT One of Mayor Jim Watson’s election promises will help boost the profile of the older adult plan as the city seeks comments from seniors. The mayor’s Seniors’ Summit on Oct. 3 will launch the public consultation for the city’s new older adult plan. Watson promised to host the summit within one year while he was on the campaign trail leading up to last year’s municipal election on October. The event will be a forum for seniors to meet with elected officials and city staff to discuss issues and practical solutions for issues important to seniors.

KBCA looking for hot topics JESSICA CUNHA jessica.cunha@metroland.com

The Kanata Beaverbrook Community Association is putting together a survey to reveal hot topics residents are facing. The survey will be circulated among certain streets in the community in October. KBCA president Gary Sealey said the association wants to understand what residents like and dislike about community services, what needs improvement and other issues affecting the area. The survey will focus on topics such

as: • Community services. • Land and infrastructure. • Flooding. • Internal traffic and noise. Sealey said he’s heard from residents who would like to see more walk-able services, improved bike trails, added services for an aging population and services for new families. “We want to hear from the community, what they need and how we can help,” he said. The KBCA is looking for volunteers willing to drop off and pick up surveys and help tally the results.

LAURA MUELLER laura.mueller@metroland.com

Two councillors have teamed up to prevent companies banned from doing business with the city from finding a loophole in that rule. Gloucester-South Nepean Coun. Steve Desroches and Kanata South Coun, Allan Hubley introduced a motion to strengthen the city’s rules governing suppliers that have been banned from doing business with the city because of previous poor performance. The councillors tackled the issue after learning that a company the city banned for poor performance was trying to “dodge the ban under the guise of newly created and mirrored corporate entity,” stated a press release. “We have an obligation that the taxpayer gets value for the money,” Desroches said. Suppliers can be banned if they show poor performance, don’t meet the standards or timelines set out in their contracts or if they are not responsive to

the city’s requests. Neither councillor wanted to reveal which contractor – or which projects – were involved with the attempt to circumvent the ban. Hubley cited legal and privacy concerns, while Desroches said he didn’t have that level of detail about the matter, but he did say it was related to a construction contract outside his ward. According to a city report, any supplier attempting to circumvent the ban by bidding using a different company name would still be banned. But the report suggested council may want to clarify the definition of a “supplier” under the city’s purchasing bylaw, which is what Desroches and Hubley’s motion does. The city spends almost $1 billion each year on contracts, mostly for construction. Hubley said tightening up the wording is meant to discourage suppliers from trying to go around the ban. “I see this more as a deterrent than a punishment,” he said.

After cutting the first piece of her 100th birthday cake, Flossie Brunton snuck a bite of icing when she thought no one was looking. But with 75 of her closest family and friends watching, she was caught in the act. On Aug. 29, Kanata Place Retirement Residence hosted a 100th birthday party for Flossie, complete with balloons, live music and a full house. Amidst the excitement, Flossie sat in a chair of honour, adorned with a crossstitched necklace reading “Happy 100 Flossie” and a boutonnière of purple and white flowers. She clapped and cheered to some of her favourite songs, including “On the Sunny Side of the Street.” Among the party guests was Flossie’s daughter Evelyn who lives in Westboro. “She was very excited about this celebration,” Evelyn said about her mother, “But she’s always played the hostess so her first concern was where everybody was going to sleep and what they were going to eat. We told her she didn’t need to worry about that.” Flossie’s own mother died when she was only three, making it all the more poignant that she has lived to see her own children, grand-children and even greatgrandchildren grow up. Flossie and her husband raised eight children on a small farm in Quebec. “It was the hub of the community,” Evelyn said. “All the kids in the neighbourhood came over to play.”

Kanata Place, where Flossie has lived for the past five years, was also transformed into a hub as family and friends gathered to celebrate her centennial birthday. They came from Massachusetts, Alberta, Nova Scotia, Quebec, and various parts of Ontario. One of Flossie’s nephews recalled a time years ago when his family came to visit completely unannounced, not arriving until 2 a.m. Without complaint, Flossie jumped out of bed to make room for them. “She always had an open door and a smile for everyone,” Evelyn said. That smile shone brightly at her birthday party as she swayed along to the music and resisted the urge to get up and dance – one of her favourite things to do. Her words of advice for living such a long and healthy life? “Work hard,” she said. “I lived on a farm and worked hard all my life.” These days, she likes to read, watch some TV and go out for special meals with her family – even something as simple as pizza or Swiss Chalet. “She always enjoys life,” Evelyn said. “That has made things so easy for us, because whatever we do, she appreciates.” After spending some time talking, Flossie politely asked, “Do you have many more questions to ask me? I’d love to go out and hear some music.” Returning to her seat of honour, she resumed swaying to the music and taking in all those who came to congratulate her on her 100 years. “I just love to hear that music,” she said with a smile.

Mayor slams Tories over uploading agreement NEVIL HUNT AND LAURA MUELLER Mayor Jim Watson jumped on the provincial election bandwagon last week, criticizing the Tories for threatening to cut municipalities out of a payout Watson signed as a Liberal cabinet minister. The city is set to add $30 million more to its annual budget by 2018 thanks to an agreement that sees the province “upload” the costs of some social services that municipalities previously had to pay for. Watson negotiated the 10-year agreement in 2008 when he was the municipal affairs minister.

Across the province, the deal is worth $1.5 billion to municipalities, with Ottawa getting $120 million over the course of the agreement. But Watson spoke out last week, saying that agreement would be in jeopardy if the Progressive Conservatives are elected on Oct. 6. Answering a reporter’s questions during an Association of Municipalities of Ontario (AMO) conference in London, Ont. last week, PC leader Tim Hudak refused to commit to fulfilling future uploading payments, Watson said. On Aug. 24, Hudak appeared in Barrhaven to discuss long-

term care for seniors and was asked about his comments at the AMO conference. Hudak said a PC government would help cities by providing a portion of the gas tax and allow the local municipality to decide how the money is spent. He did not say he would honour the existing financial commitment of provincial funds to municipalities, adding that if he were to maintain all of the McGuinty government’s financial commitments, Ontario would sink deeper into debt. But Watson said the uploading agreement is essential to all municipalities, including Ottawa, because it makes funding and budgeting more predictable. Watson said he also doesn’t want to see the Tories set a precedent of scrapping long term agreements. “What’s the point of signing an agreement if it’s just going to be ripped up after an election?” Watson asked. The mayor said it is unfair to burden propertytax bills with the cost of social services the city has no control over. No other province funds social services that way, the mayor added. Moreover, Watson said the Tories supported the uploading agreement when it was signed and the Conservative party even wanted to shorten the 10year agreement so municipalities would get the money sooner. When it comes to provincial election issues, Watson said it is his job to speak up for the mu-

nicipality and the taxpayers he represents. “I have always said that the mayor’s role is to stand up and defend Ottawa taxpayers, regardless of what level of government is involved. “This notion that this is partisan… well, my job is to be partisan towards the taxpayers of Ottawa and I make to apologies for that,” Watson said. HUDAK ON MUNICIPALITIES The transfer of provincial funds to cities, towns and counties came up again when Hudak was asked about how he would pay for $6.1 billion in extra spending he has committed to health care. He said that as premier, he would “set priorities,” and suggested that funding for municipalities is an area a PC government would seek to save money. “We will invest in health care and education,” Hudak said. “And we will find savings everywhere else.” Outside of direct financial transfers to municipalities, he said a PC government would help them financially by changing the contract arbitration system. That process gives public sector unions the ability to ask an arbitrator to consider pay scales in other municipalities when bargaining over pay fails. “We’re going to fix the arbitration system” Hudak said. He said, under the current system, smaller municipalities have to match agreements reached in “more affluent communities.”

Kanata Theatre begins season with West Moon Street SUSAN MONAGHAN Kanata Theatre

Kanata Theatre is launching its 2011-12 season with an eclectic mix of comedy and drama sure to tickle any theatre goer’s palate. Leading off on Sept. 20 to Oct. 1 is West Moon Street by Rob Urbinati, a delightful comedy of manners set in Victorian England and adapted from an Oscar Wilde short story Lord Savile’s Crime. The story and play features Lord Arthur, who when told by a psychic that he is destined to commit a murder, decides to get the business over with before he goes through with his mar-

riage. Even Lady Windermere makes an appearance in this mannerly mystery farce. From Nov. 8 to 19, we move from Lady W’s drawing room to the Duncan family’s kitchen set in anywhere, Canada. Maggie’s Getting Married is another comedy by the highly successful Canadian playwright Norm Foster. Foster’s work has graced the Ron Maslin playhouse stage many times in the past, (most recently with last year’’s Jenny’’s House of Joy) and never fails to generate laughter and applause. In this production Maggie’s the nuptial plans are complicated by an awkward triangle

featuring Maggie, her betrothed, and her sister Wanda who knows the groom-to-be just a little too well. But theatre patrons do not live on comedy alone. On stage Feb. 7 to 18, is Pack of Lies by Hugh Whitmore. This riveting drama takes place in 1960s London, England. Paranoia sets in when an agent from MI5’s secret service shows up on the doorstep of the Jackson family and demands their cooperation to spy on the likeable Krogers next door. Who can you trust? Comedy returns with a newly minted Canadian play.

PC’s would add long-term beds in Ottawa: Hudak NEVIL HUNT nevil.hunt@metroland.com

A Tory government would spend more on education and health care but reduce spending on other items in the Ontario budget. Progressive Conservative Leader Tim Hudak made the commitment outside a Barrhaven long-term care residence on Aug. 24. The party has promised to spend an additional $6.1 billion on health care. Hudak said that can be done without raising taxes. “We will set priorities, he said outside Longfields Manor, where he was joined by local PC candidates. “We will invest in health care and education, and find savings everywhere else. The promise to cut spending in areas outside education and health has left some municipalities wondering if current transfers from the province would continue unchanged under a Hudak government. The PC leader refused to say his party would do so if they form the government after the Oct. 6 provincial election. He said it would be foolish

to commit to all the spending the McGuinty government has already budgeted because that spending would put the province deeper in debt. SENIORS The day’s speech was specific about long-term care for seniors. Hudak said wait times for seniors seeking long-term care averages 173 days across the province. Ontario’s long-term care facilities would see added investment under the PCs, he said. “In Ontario we will create 5,000 new long-term care beds, targeted at the areas that need them the most, Hudak said. He wasn’t sure how many of those beds would be earmarked for Ottawa. He also said rooms that are home to 35,000 seniors would be renovated. He put the toal price tag for new and renovated spaces at $230 million. Hudak pledged that a PC government would double the caregiver tax credit – to $425 annually – for people who decide to care for seniors in their homes. The party leader also repeated a previous promise to dismantle regional health net-

works, which were created under the current Liberal government in an effort to distribute health care decision-making from the Ministry of Health and Long-Term Care to 14 provincial regions. Hudak called the Local Health Intergration Networks (LHINs) “a new layer of middle management. Following Hudak’s remarks, Nepean-Carleton MPP Lisa MacLeod was asked about the LHINs. She deflected questions about the perceived top-down approach that the Ministry of Health took prior to the creation of the LHINs. “I’m only going to comment on going forward, MacLeod said when asked if the ministry’s approach was successful before the LHINs existed. She said Ottawa is short 250 long-term care beds and that the Liberals have “dithered and delayed on the issue. MacLeod said south Ottawa has a growing seniors population and the number of longterm care beds hasn’t kept up. Ottawa West-Nepean PC candidate Randall Denley said the PC party hasn’t developed a re-

said of the LHINs. “They have so little scope and the (board members) are appointed by the province.

While students will be hitting the books, Ottawa police will be hitting the streets with a focus on school bus and school zone safety, as well as tailgaters, during September’s selective traffic enforcement program (STEP). In 2010, tailgating caused 4,950 rear-end collisions and resulted in two deaths and 1,345 injuries, with 13 of them being life-threatening. Rear-end collisions account for one-third of Ottawa’s total collisions. School zone and school bus safety are also serious issues. Over the past five years, 41 collisions occurred on Ottawa roads where motorists violated the school bus traffic control regulations. Eleven injuries resulted from these collisions and one injury victim was a school-age child exiting a

school bus. The penalties for a driver passing a stopped school bus with its upper red lights flashing include fines ranging from $400 to $2,000 and six demerit points for a first offence. A second offence yields the driver a fine between $1,000 and $4,000, six
