Kanata south hit with three power outages Coun. demands reasons for last week’s string of electricity failures

Hydro Ottawa needs to explain why thousands of residents in Bridlewood and Glen Cairn were hit with three power outages last week, said Kanata South Coun. Allan Hubley. The power failures occurred on Sept. 25, 28 and 29 – two of them lasting for more than half an hour. Hydro Ottawa has made a significant investment to improve the reliability of its electricity supply with the recent expansion of the Janet King sub-station on Hazeldean Road and plans to build a new transformer in Bridlewood by 2014, said Hubley. “Clearly Hydro Ottawa has made significant investments this year in our infrastructure,” said Hubley. “So why are my residents having to deal with outages?” Susan Barrett, spokesperson for Hydro Ottawa, said last week’s outages were the result of equipment failure. “It is unfortunate that customers in the Bridlewood area of Kanata experienced three outages in the same week,” said Barrett. “However, no utility company can guarantee an uninterrupted supply of power as there remains many circumstances beyond our control.” The outages occurred on: • Sept. 25: a one-minute outage at 4 p.m. affecting 5,910 customers in Kanata, in homes south of Hazeldean Road. RUNNING FOR A CURE Hundreds of students from Castlefrank Elementary School hit the pavement for their annual Terry Fox Run on Friday, Sept. 30. Every year the students raise money for the Terry Fox Foundation to help fund cancer research. Holy Trinity Catholic High School and W.Erskine Johnston Public School also held runs last week. Tricycle opens up world of independence for teen JESSICA CUNHA jessica.cunha@metroland.com
A Bridlewood teenager was given the gift of independence by members of her community in the form of a custom-made tricycle. Kayleigh Jean-Louis was presented with her very own bike last month that she can pedal and steer all on her own. Kayleigh, 15, has WolfHirschhorn syndrome – a condition that causes delayed growth and development. Under-developed muscles and poor motor skills are a characteristic of Wolf-Hirchhorn, but with her new bike Kayleigh is able to enjoy the freedom of riding by herself. Kayleigh’s smile was huge as she rode her bike – which has three-wheels, a specially designed seat, a strap-in harness and pedals with Velcro straps – down her street as neighbours came out to watch. “Yahoo!” she yelled as she came to a stop. When asked if it was fun to ride, she replied with an exuberant “Yeah!” Kayleigh’s parents, Rod and Lisa, are both active runners. Often they would push their
daughter in a type of stroller when they went for a jog. LABOUR OF LOVE Rod said he came across a specialty bike that would allow Kayleigh to ride on her own but the quote to build it was expensive. So he took the picture to his neighbour, Peter Kunstadt. “He said ‘Oh, I could do that for half the price’,” said Rod. So the Kunstadt team got busy building the modified tricycle. “It was a labour of love,” said Kunstadt, who added the bright blue bike can be adjusted as Kayleigh grows. The bike’s front wheel and handle bars can also be detached and a smaller wheel put in it’s place so Rod and Lisa can push the bike when they run. “Now they’re athletes with the kid and she loves it,” said Kunstadt. The price of the bike was still a concern, but Rod said he and his wife would figure out a way to make it work. “We knew we were going to get it regardless,” he ex-
plained. The Bridlewood Community Church of the Nazarene (BCCN), where the family attends mass, heard about Kayleigh’s new bike and decided to take up a Love Offering to help offset the cost. “We thought it would be a good idea for our church to get involved,” said Rev. Keith MacAskill, of the BCCN. “She’s a very valuable part of our church community.” The church presented the family with the donations on Sunday, Oct. 2. “It’s great to be able to be involved and see Kayleigh have fun,” said MacAskill. The family said it’s grateful for the community’s support. “It really humbled me,” said Rod. “We appreciate the funding but it’s secondary…to what we’ve received. It’s the thought; it’s the prayers that went with it. “The generosity of the church is just phenomenal.” INDEPENDENCE Kayleigh gets out on her bike for about an hour once a day when she gets home from

Kayleigh Jean-Louis can pedal her new custom-made tricycle all on her own. Her community came together to help the family purchase the specialty bike. Crystal Bay Centre for Special Education, where she’s in the Intermediate 3 class. “It gives her more independence,” said Lisa. She said it was an incredible experience to watch Kayleigh ride her bike down the street
for the first time. “What struck me if people came out to watch on the street,” she said. “That was an exciting moment for us.” Kayleigh said her new bike is “cool” and she’s enjoying the ride.

KNL to fix damage to Shirley’s Brook Kourier-Standard
“KNL is supposed to supply adequate supervision,” he said. “They are responsible for the work being performed and how it’s being performed.” Matt Craig, manager of planning and regulations at the Mississippi Valley Conservation Authority, the agency that regulates the Mississippi Valley watershed, inspected the site on Wednesday following complaints from the public. “There was some disturbance of the banks,” said Craig. “There’s absolutely no water, no flow of water where this disturbance took place.” Craig said the land owner agreed to stabilize and reseed the bank and remove the sod covering the brook. “It’s a fairly minor disturbance,” Craig said. During the inspection, Craig said he noticed members of the public driving ATVs over the area. KNL has applied for a permit to fix the damaged area and has no plans to fill Shirley Brooks, said Jarvis.

A developer has agreed to fix the damage caused by filling a section of Shirley’s Brook last week. But an environmental group is accusing the developer of ignoring the rules protecting the provincially significant wetland and interrupting an aquifer used by residential wells. KNL, a partnership of Urbandale and Richcraft Homes, is building 3,200 homes on a 29-hectare section of the South March Highlands, which includes part of the Beaver Pond forest. Employees of the company were spotted on Wednesday pushing sod over a small section of Shirley’s Brook, which is located west of Goulbourn Forced Road and south of Kanata Avenue, to provide a makeshift bridge for vehicles. The work was done without a permit. Mary Jarvis, Urbandale’s director of planning and land development,
said the company wasn’t filling Shirley’s Brook. A surveyor who was posting the limits of KNL’s new subdivision needed a way to cross the brook. “The van couldn’t get to the south side of Shirley’s Brook,” said Jarvis. “Someone saw what we did and thought we were filling Shirley’s Brook and didn’t think to ask.” Jarvis said the company pushed a mound of sod over a small area to make a bridge – but it wasn’t filling the watercourse. Paul Renaud, a spokesperson for the South March Highlands Conservation Inc. accused the company of ignoring rules protecting the provincially-significant wetland. “It’s a pretty flimsy excuse,” said Renaud. “Conditions of subdivision approval make it clear no alterations to the brook are allowed without permits.” The wetland is a sensitive fish habitat and home to the endangered Blanding turtle, he said.

POWER OUTAGES, from 1 A second outage at 4:12 p.m. affecting 5, 309 customers in the same area. Another electrical circuit failed at 4:54 p.m., leaving 5,910 customers without power in an area that included the Hazeldean Mall. Customers were without power for more than half an hour. • Sept. 28: A 51-minute power outage in Bridlewood and Glen Cairn caused by a fault in an underground cable on Eagleson Road, which left 9,000 customers without power. • Sept. 29: Hydro Ottawa shut down power for three minutes while crews worked to repair a faulty underground cable, affecting 8,000 customers. It’s been a rough year city wide,” said Norm Fraser, Hydro Ottawa’s chief operating officer. “We’ve had four major storms this year in terms of lightning and wind – the devil that plagues power systems.” Bad weather can stress aging equipment, he added. Kanata south experienced relief from power outages – compared to the rest of the city – from 2009-10, said Fraser. This year’s numbers will be affected by last week’s string of outages, he said. “You’re getting more than in previous years,” he said. “You’re still reasonably in line with what the city experienced.” Hydro Ottawa will continue to invest in improving Kanata’s electricity infrastructure, said Fraser, with the company about to break ground on a $20-million transformer in Bridlewood. “That’s going to make a big difference in Kanata for redundancy,” he said, giving the community more back-up power in the case of equipment failure. Over the past decade, the utility has invested heavily in Kanata’s infrastructure, said Fraser, which included the opening of a transformer station in Kanata, located north of the Queensway. “Kanata’s power supply is as robust as any suburban utility,” he said. “The investments we made (through) part of the last decade are really starting to pay off.” Hubley said he is looking for assurances from Hydro Ottawa that future development will keep pace with the company’s ability to supply electricity. “I want the infrastructure in place when they build the homes and before someone moves into those homes,” said Hubley. The brown outs in Kanata during 2009-10 were caused by the construction of new homes in Stittsville, said Hubley.

Recognize youth leaders
A
cross Ontario, and right here in Ottawa, young individuals are working hard to make a difference in their own communities and around the world. The Ontario Community Newspapers Association (OCNA), through the KourierStandard, is currently accepting nominations for the 2011 Ontario Junior Citizens of the Year Awards. Founded in 1950, the Ontario Community Newspapers Association (OCNA) is a nonprofit industry association representing over 300 community newspapers, including this one. Coordinated by the OCNA since 1981, the Ontario Junior Citizen of the Year Awards Program has recognized the best of Ontario’s youth with the help of sponsorship from TD Canada and Direct Energy and support from the Office of the Lieutenant Governor of Ontario. Do you know a young person who stands out from the rest? Nominate a special individual who goes above and beyond what is expected of someone their age, someone who invests their spare time in community service, someone
who looks past their own needs and inspires those around them. ‘Good kids’ can be found everywhere. They are our sons, daughters, nieces, nephews, grandchildren, students, team players and employees. Nominating these young leaders for a Junior Citizen award is a chance for them to stand in the spotlight, to be recognized for their dedication and selflessness. The Junior Citizen awards program is open to youths between the ages of six and 17. Nominations will be accepted until Wednesday, Nov. 30. Up to 12 nominees will be selected as the final recipients for the 2011 Ontario Junior Citizen of the Year Award and they will be recognized at a special ceremony in Spring 2012. Nomination forms and further information is available online at www.ocna.org/junior_citizen, or by calling the OCNA office at 905-639-8720, ext. 239. Remember, today’s youth are tomorrow’s leaders. There’s one in every crowd and we think they deserve some recognition and encouragement to continue making a difference.
Helping who’s next and other Canadian innovations
O
ne of those new roadside places along the 401 has a Starbucks in it. Across the room, facing it, is a Tim Hortons. Intrigued by this highway culture clash, I checked out the lineups at both and headed for the Starbucks. The lineup wasn’t long but ahead of me a European tourist was elaborately ordering for a large group. As he began asking detailed questions about the pastries, I wandered over to Tim’s, where the lineup was amazingly short and in no time at all I heard the words “Can I help who’s next?” A couple of hours on the 401 can do strange things to your mind, which may be why I began mulling over what she had just said. Not only mulling, but mulling grammatically. “Can I help who’s next?” Is that a sentence? Possibly, with the words “who’s next” functioning as an objective clause. It just sounds clunky, because of the words “can I help who.” But it would be wrong to say “Can I help whom is next?” because “whom” can’t be the subject of the objective clause. See what the 401 does to you? Now a language purist – and you read their letters to the editor all the time, KANATA
CHARLES GORDON Funny Town complaining about pronunciation on the CBC – would say that the proper form would be “May I help the person who is next?” But that’s clearly worse. It sounds like something that would be said upstairs on Upstairs, Downstairs. And simply to say “Next?” seems a bit abrupt. So when you come right down to it, “Can I help who’s next?” does the job pretty well. It’s polite, it’s informal and everybody understands it, which is maybe the most important function of language. It’s interesting to ponder where the expression came from – or at least it’s interesting if you are driving on the 401 with nothing to do except stay in your lane. Twenty years ago nobody said “Can

I help who’s next?” Now everybody says it, except in airport lineups where nobody is ever next because the line never moves. Only a conspiracy theorist would think that this came about by decree. It is highly improbable that there is a manual given out to all employees of Tim Hortons and every other place where people stand in line ordering employees to say “Can I help who’s next?” More likely somebody somewhere said “Can I help who’s next?” Maybe they said it by mistake. Someone else heard, and said to himself “Hey, that will work in my coffee shop!” And he was so relieved that he no longer had to say: “Whoever is next in line it’s your turn,” or something like that. And then somebody else heard that and within a matter of months, probably, we arrived at the place we are now, where we all stand in line waiting to be Who’s Next. A similar thing happened even more recently with “Have a nice day.” For a long time, you heard it everywhere, to the point that the phrase became meaningless, but lately there has been a shift. Now people say “Have a nice rest of your day,” which is at least more precise.

It suggests that the speaker has no idea how the first part of your day went but is wishing you well for the remainder of it. These are but two of many examples of how adaptable our language is, and while the language snobs complain about people using “like” instead of “as” and “that” instead of “which” – not to mention dropping the last comma in a series – the net effect of change is to make the language easier to understand, if not more elegant. Not everybody likes that, but this is a free society and there is nothing to stop people from speaking as elegantly as they want, just so long as it doesn’t confuse anyone standing in line.

To the editor, Re: Out of the Darkness, part one, Sept. 15, Kourier-Standard. I read last week’s article on suicide and decided to let people know of my own experiences as the parent of a depressed teenager. There seems to be an assumption that parents do not know that their teen is having problems, and we are encouraged to watch for signs and seek help. It isn’t always the case. My own story begins four years ago when my 14-year-old child became withdrawn and lost interest in doing anything. I also had reports from teachers that their previously quiet student was having outbursts of temper and wasn’t focussing in class. Fearing depression, I made an appointment with our doctor, who talked to my child without me and then informed me of their discussion. Basically “everything was fine” and I shouldn’t worry. Shortly afterwards we went on holiday, and everything was going OK until my now 15 year old had a total mental breakdown becoming totally withdrawn and unresponsive. We hurried home and back to the doctor, who recommended a psychologist. After three months of weekly sessions (and let me tell you, these professionals do not come cheap) it was decided that there was nothing wrong that improved
social skills couldn’t fix, so we stopped the sessions. Not long afterwards, I noticed a long, straight cut on my teen’s arm. The next day another one appeared. This was too much of a coincidence, so off we went to the doctor again, who declared that my child was self-harming and we should see a psychologist while he made a referral to CHEO. Out came the cheque book again, and sessions started with another psychologist. She was fabulous. She quickly realised that the problem was much bigger than social skills and started petitioning our doctor and CHEO to get a referral to a psychiatrist. In the meantime, my child continued to self-harm and collapsed not once, but four times, at school and was sent to CHEO in an ambulance after being found unresponsive in a heap on the floor. Each time we were sent home because there was “nothing wrong”. I don’t know how we made it through month after month of this until eventually a referral came through to see a psychiatrist at CHEO. This happened the week before my child turned 16, so after one appointment the case was transferred to the Royal Ottawa Hospital. After two years (yes - two years) of breakdowns, depression, self-harm, suicidal thoughts, two psychologists and numerous trips in an ambulance, my now 16 year old started seeing a psychiatrist.

My child was rapidly diagnosed as having a major mental illness as well as depression and is, at the time of writing, still alive. There is still a risk of suicide, but at least we’ve made it this far. I consider my family to be one of the lucky ones. I wonder how many other families have tried to get help for their teens but were failed by the health care system? Name withheld ***

To the editor: Re: Out of the Darkness series, Kourier-Standard. I want to commend the Kanata Kourier-Standard for the past three weekly features on mental health especially the sensitive issue of suicide .Unfortunately there are still people who believe if you don’t talk about suicide it won’t happen. Not only have you brought this serious life topic out in the open for your readers to reflect on but your have identified so many resources where people can reach out for help. Thank you because you have probably helped someone already by opening up the opportunity for dialogue and affirming that it is alright to openly talk about depression and suicide. Eagleson park and ride needs a parking garage To the editor: Re: Parking wars, Sept. 29, KKS. In the article, Kanata North Coun. Marianne Wilkinson was quoted as saying: “The Eagleson park and ride lot can’t be expanded... because the adjacent (Greenbelt) land is owned by the National Capital Commission”. I would offer that expanding upwards and building additional parking levels over the existing parking lot is a reasonable possibility. True, in the short term view it might not be as cheap as stealing more of the ever-diminishing Greenbelt to pave over with asphalt but it may make sense from a longer-term and green perspective. If the additional parking level were constructed using pre-cast concrete components (columns, beams, pre-stressed decking...all available as pre-engineered, standard stock items) the surprisinglyeconomical structure could be erected very quickly (i.e. probably in a matter of days rather than the more usual weeks or months that construction activity in the Greenbelt seems to take) after the column footings are in place. If the nearby rock-cuts alongside the Queensway are any indication of the sub-soil conditions at the park and ride site, then only minimal excavation would be required to install the column footings. In the future, if additional parking space is needed, it would be a relatively simple matter to stack on additional levels. Or, if light rail transit finally reaches Kanata, it’s found that the additional parking level(s) are no longer needed, it would be just as simple to deconstruct the pre-cast components for re-use at some other site. Perhaps the lower, sheltered parking level could be offered at a premium price to commuters, potentially generating 20 per cent more revenue than those same spaces would have without an overhead deck. Not having the perpetual costs associated with snow clearing (and the parking spaces/revenue lost to snow-piling should help to further reduce the ultimate cost differential between expanding upwards rather than outwards. Coun. Wilkinson was also quoted (in some other media outlet) as saying something to the effect that the statistics indicate there is no need for the pedestrian protection measures that Mr. Deng, whose daughter was killed near the Eagleson park and ride recently, advocated. I would have preferred that Coun. Wilkinson at least consider having city staff look at possibilities for implementing the grieving father’s suggestions rather than dismissing lives lost as statistics too low to bother with.
A statistic of just one is very significant if that one represents the loss of life of a member of one’s family. I’m not very familiar with the area around the March Road overpass at the Queensway but I don’t recall seeing any massive conduits suspended from the sides of the bridge structure. If that mental image is accurate, that would seem to indicate that there is no sewer infrastructure buried in the embankments at either end of the bridge overpass and if that is true, it should be possible to tunnel under the roadway through those embankments and install large-diameter, pre-fabricated culvert sections (read: relatively inexpensive) to create pedestrian walkways underneath the traffic lanes to connect the OC Transpo bus stops on both sides of March Road (a strategy I’d like to see implemented at any pedestrian crossing on major arterial roads like March, Eagleson, Hazeldean, etc.) Furthermore, it should be possible to do the necessary tunneling with minimal, if any disruption to traffic above. I am not suggesting that the preceding are “the solutions” to the problems that exist around the Eagleson park and ride lot but they would seem to be within the realm of reasonable possibility hence different than “can’t be done”. Dreams take Flight took 125 under-privileged and handicapped Ottawa children to Disney World’s Magic Kingdom theme park for a one-day trip on Sept. 28. Once landed at the Orlando International Airport, children could not contain their excitement to get to the theme park. The trip included eight hours of fun in the park and money to purchase a memento.
Dreams really can come true
MICHELLE NASH michelle.nash@metroland.com
Waiting breathlessly in their seats aboard a plane set to whisk them off to a magic kingdom in a land far away, more than 100 children giggled and cheered as the pilot asked them to begin the countdown for take off. Thirty, 29 … and then the engines roared to life, moments later lifting the plane into the air. The children cheered and hollered for joy. Their magical day had just begun. It was 4 a.m. when parents came to the airport to drop off their child for a 20hour trip with the Dreams Take Flight team to Disney World’s Magic Kingdom in Orlando, Fla., on Sept. 28. More than 90 volunteers, all wearing the same light blue t-shirt, were there with huge smiles on their faces to greet their team members and get them ready to board the donated Air Canada plane. All the children were given a red hat, white shirt and black pair of pants. Red Crocs went on every child’s feet. “I wish I had this type of opportunity when I was young,” Sally Debassige said. Her daughter was one of the children chosen for the trip. Some parents were nervous about leaving their children with almost complete strangers for the day, like Mike Alexander, who bid farewell to his son, six-yearold Connor. “He has never been away from us for that long,” Alexander said. Like the rest of the children, Connor was full of mixed emotions that erupted the minute they saw the Disney World castle from the ferry. The first ride for most of the teams was Splash Mountain. Although it’s a ride that sends riders down a 15-metre drop into a pool of water, no child seemed to be afraid – adrenaline and excitement overcame any fears the children may have had. With almost eight hours of free time in the park, teams bounced from one ride to the next, sometimes even going on the same ride, like Space Mountain which shoots riders through the inside of a
mountain in complete darkness, time and time again. “That was so awesome,” eight-year-old Lindsay MacMillan said. Lindsay seemed especially fearless; she took the front car on most rides and was determined to drive at the Tomorrowland Speedway – even when her feet could barely touch the pedal. Dreams Take Flight raised enough money for the 2011 trip to take underprivileged children and handicapped children on the one-day adventure to Disney World’s Magic Kingdom. The children are selected on a case-bycase basis, keeping one very important factor in mind – they have not been to a Disney theme park before. The entire group received their clothing from sponsors Mark’s Work Warehouse and Crocs. The trip’s itinerary is simple - hours of fun in the park and money to purchase a memento at the end of the day. And when it came to purchasing their memento, some children were quick, grabbing a Mickey Mouse stuffed character – others ran from toy to toy trying to decide. And unlike the trip to Florida, the plane was completely silent on the way home. Children leaned on one another as they fell fast asleep, some clutching the toy they had just bought. Once the plane touched down in Ottawa, children clapped and cheered. Rounds of thanks were given to the flight crew, pilot and the many volunteers. Parents waited in anticipation to see their children. Each child received a Bentley donated backpack filled with more gifts to mark their trip. Alexander was overjoyed to see his son and hugged him tightly. Daphne Johnson said it was hard to work all day, knowing her son was thousands of miles away – but could not be more proud of her son and the organizers for making this happen for her family. “It is such an awesome opportunity they had and this is something they will remember forever and stay with them for a long time,” Johnson said. “I am happy that he has had this experience.”
Splash Mountain was the ride of choice for all the children on the trip. With scorching hot temperatures during the day trip, most teams went on the ride at least three or four times during the day.

Seniors and persons with disabilities can now register for the City of Ottawa’s snow removal assistance programs. The snow go program helps seniors and persons with disabilities find reliable contractors and or individuals who will perform the service of clearing snow from their private driveways and/or walkways. Once matched up with snow removal help, residents are responsible for making payments directly to the individual or contractor. The snow go assist program provides financial assistance to eligible low-income seniors and persons with disabilities to pay for a portion of their snow removal costs. Approved partici-
pants may be reimbursed up to 50 per cent of the cost of snow clearing per event, up to a seasonal maximum of $250. This is the fifth year the City of Ottawa is partnering with the Seniors Citizens Council and eight local home support agencies to deliver these two winter programs. For more information about the snow go program matching service and the snow go assist program, including eligibility criteria and application process, visit ottawa.ca/snowgo or call 311 TTY: 613-580-2401.

March rural CA discusses solar energy JUDY MAKIN MARCH RURAL COMMUNITY ASSOCIATION
Paul. A. Niebergall Solicitor / Avocat
The March Rural Community Association will be devoting their October meeting to a discussion on the topic of solar energy systems. We have invited several community residents to share their experience with solar energy. Bring your questions about how this can be done and what you would like to know. We hope to continue this discussion next month, as well, when we will have Tom Levy presenting his experience living entirely off the grid using the systems he installed when building his home in our community several years ago. We will also give you an update on the Kanata north school accommodation issue, including the latest recommendations for accommodating grades 7s and 8s at West Carleton High School. Everyone is welcome to attend our meetings, held each month on the second Wednesday evening. Hope to see you Wednesday, Oct. 12, 7:30 p.m. at the Old Town Hall at the intersection of March and Klondike roads.

Group works to designate bike trails
• Web: www.comnet.ca/~snowdon
A group of cyclists has been working with the city for the past five years to officially designate paths in the South March Highlands as mountain bike trails. Members of the Ottawa Mountain Bike Association (OMBA) have been using the network of trails in the highlands for years and are in talks to have the tracks officially established with the City of Ottawa. “We finally just started getting traction in the last couple of years,” said Brian Wilson, one of the directors of the OMBA. “It’s basically a done deal,” Wilson and other members of the OMBA want to ensure the trails are protected for future use. “It would take a lot for the city to turn around and ban mountain biking in there (after designating the trails),” said Wilson. “It’s knowing that the trails won’t be shut down.”
The paths extend from the new Terry Fox Drive extension and Second Line Road in the east, to Huntmar Drive in the west, up to Old Carp Road in the north and down to the railway system through Terry Fox Drive in the south.
“Right now we’re working on doing up some signs so people can negotiate their way through the park a lot better ” Brian Wilson Wilson said there are about 10 different trails through the South March Highlands (SMH) that the OMBA would be responsible for maintaining when the designation goes through. “Right now we’re working on doing up some signs so people can negotiate their way through the park a lot better,” he said, adding the group is
always looking for the opportunity to create new mountain bike paths. “Very early in the process we learned that these trails on the city property here have a better chance to get protected than the ones on private property,” he said, referring to the trails on the Beaver Pond lands that are currently being developed. “We didn’t really concentrate our energy on trying to preserve that because we knew it would get developed.” The city said it wants to make the paths more user-friendly and will likely be making an official announcement at the end of October. “It’s still premature to announce anything,” said Jocelyne Turner, media relations representative with the city. “The city is still working with all partners to create a safe and accessible space for residents. We are actively working with the Ottawa Mountain Bike Association.” The OMBA, which has around 300 members, have been riding and maintaining the trails in the SMH for years. TRAILS, see 14

City seeks comment on five-year culture plan LAURA MUELLER laura.mueller@metroland.com
A five-year action plan for arts and culture in Ottawa is already receiving kudos from at least one local arts group. The city’s arts, culture and heritage advisory committee, made up of volunteers who advise council on arts issues, praised the plan when they got the first peek at it last week. The culture plan renewal initially wasn’t in the city’s budget this year, said Nicole Zuger, the city’s program manager of arts and heritage development. “This wasn’t in the council priorities and Coun. (Mark) Taylor (chair of the community and protective services committee) worked with the community to get it in there,” Zuger said, adding that city council still needs to pin down longterm funding to implement the plan. The plan rests on four strategies: • Celebrate Ottawa’s unique cultural identity and provide access to culture for all. • Preserve and develop creative spaces and places. • Spread the word about Ottawa’s vibrant local culture and identity.
• Invest in local culture and build cultural leadership. A big part of that is to develop and promote a local cultural brand, according to the report. Doing a better job of providing access to existing, underused cultural spaces would go a long way, according to the plan. The city should also nurture quality architecture and urban design, and it should also look at financial incentives to encourage private developers to create cultural spaces. Some of the other ideas include restarting the local poet laureate program, investing in fairs and festivals, developing a city master plan for archeology and improving the preservation of built and natural heritage assets. Ottawa’s role as the nation’s capital, as a traditional land of the Anishinabeg First Nation and other aboriginal people and as the provincial capital of Franco-Ontarian culture were considered as part of the plan, which will be in use until 2017. A final version of the plan will be considered by the city’s community and protective services committee on Dec. 15 and will need council’s final approval on Jan 11, 2012.

Businessman donates $ 5 million to Queensway Carleton Hospital SPECIAL TO THE KOURIER-STANDARD With construction of a new patient care wing as a backdrop, James Gary Beach, a local businessman, announced a personal gift of $5 million to the Queensway Carleton Hospital Foundation and its Care Grows West Campaign on Sept. 22. Appropriately, the four-storey wing currently under construction will be named the James Beach Health Care Centre. Staff, physicians, volunteers and donors were on hand to celebrate the gift. “Mr. Beach has the heart of a true philanthropist and we are honoured to welcome him into the QCH family,” said QCH Foundation executive director Melanie Adams. “This is truly a gift from which
the entire community will feel the benefits for years to come – a gift which will just keep giving.” “The hospital is thrilled and grateful to accept this generous gift which will have such a significant impact on our expansion program and our health care services,” added Tom Schonberg, QCH’s president and CEO. “I am pleased to announce that we will be naming this new wing the James Beach Health Care Centre and I look forward to unveiling the signage when we open the centre next summer.” The $126-million redevelopment project includes a new, 12,600-square-metre, fourstorey structure which will have capacity to add two additional floors in the future.

“The trail systems have gotten really good,” said Wilson. “The word has gotten out over the last few years.” He said the city has been giving the OMBA input over what it wants to see in the trail system. Wilson said some of the trails may be shut down or re-routed if they’re too close together. Wilson, who lives downtown, has been travelling to Kanata on average once a week for the past 10 years to ride the trails in the SMH. He said the reason people enjoy using the system is because it offers a challenge.

“What’s special about this trail network is that they’re very technically challenging; there’s lots of roots and bumps and sections that are tough to get through,” he said. “Some trails are more difficult than others but overall it’s a fairly technically challenging trail system. It builds your skills. “People come from all over town to ride there.” He added the OMBA is always looking for new members and help with maintain the trails the group uses. LAURA MUELLER laura.mueller@metroland.com
Before he blows out the candles on his 65th birthday cake this weekend, Kanata resident Tom Flood wanted to learn more about the situation for seniors in the City of Ottawa. “I just wanted to see what’s ahead of me,” said Flood, who was among more than 200 participants who packed several rooms at city hall for the Mayor’s Seniors Summit on Oct. 3. The city wants to know how it can best align its services to be ready for a wave of aging population. The number of seniors in Ottawa is set to double in the next 20 years. By 2031, there will be more seniors than youth under age 15 for the first time ever, and the 65-plus crowd will make up 22 per cent of the city’s population. The city is trying to figure out how it will grapple with that demographic shift, and people at the Oct. 3 forum had many ideas. They ranged from broad concepts such as creating more partnerships with social service agencies to provide recreational opportunities, to small and specific ideas like making the “walk” light on a pedestrian signal a longer duration.
The important thing is to get the creative juices flowing, said Bay Coun. Mark Taylor, who heads up the city’s community and protective services committee. “This is more of a collaboration than a consultation,” he said. The event kicked off two months of consultations on the city’s older adult plan that will address everything from public-health services to transportation. Getting around was the theme of the day during the seniors summit. While the city organized group discussions centered around eight different topics, the conversation often drifted back to transportation and transit issues. “In the sessions I went to, even though they didn’t deal with transportation, it came up,” said Peter van Boeschoten, the chairman of the city’s seniors advisory committee. “Seniors are homebound and they need to get out and participate and not get stuck.” Sweeping changes to the OC Transpo route map that took place on Sept. 4 were the target of criticism for many seniors. John Husman urged the city to “undo the nonsense” that resulted from the recent bus changes.

SUMMIT, from 15 In a group discussion about transportation, Centretown resident Monica Cullum delivered an impassioned plea for the city to look at its road, bus, light rail, cycling and pedestrian networks as a whole. “The whole package of transportation for the future needs to be addressed very critically,” she said. But it wasn’t all criticism. Donna Bussiere-Finnigan, an Alta Vista resident who works in social services, applauded the city’s recent achievement of making its bus fleet 100 per cent accessible. “Just being able to take the bus with someone who has a wheelchair – it’s great,” she said. Husman was encouraged by the city’s emphasis on building pedestrian and cycling bridges, since more and more seniors are choosing to live downtown and get around on foot. Others highlighted the need to review how Para Transpo service is operated to
serve people with mobility difficulties, especially as more and more seniors will have trouble getting around in the future. Looking at the balance between regular transit service, Para service and other options such as the Para Transpo taxi voucher program are things the city will need to look at, Taylor said. “It’s finding the right balance,” he said. The availability of recreational programs and social services was discussed in another group, where Billings Bridge resident Angelo Toffolo said that most programs are geared towards women and children. “The mentality with community centers is that they only focus on families,” he said. Others suggested more co-ordination is needed between non-profit agencies and the city when it comes to overlapping recreational programs or filling in the gaps where none exist. Another challenge is ensuring seniors understand which level of government,

or which agency, is responsible for providing which services, so that seniors can make the most of this consultation period. “A lot of seniors don’t realize which things that affect their lives are a city responsibility,” van Boeschoten said.
Making that distinction and getting into more detailed plans will come over the next two months, he said. City council will vote on the completed plan next year, and funding pressures that come from the plan would be addressed in the budget in future years.

An Ottawa paramedic has received a prestigious bravery award after saving a man from an overflowing South Keys drainage ditch in March. On Thursday, Sept. 29, Christopher Bugelli received the N. H. McNally Award for Bravery, a provincial recognition named after the founder of Ontario’s ambulance system, which rewards “acts of conspicuous bravery by pre-hospital professionals in the performance of their duties. Bugelli, 27, received a call on March 13, 2011 that a man was in distress in a drainage ditch behind the McDonald’s restaurant at the South Keys shopping mall. “All we knew was there was someone in the water, and that’s not a good place to be in March, he said. When Bugelli and his crew arrived, another ambulance was there and the man was talking to them from the high, cold water, which had been fed by recent rains and thaws. Bugelli stepped in when the man’s head slipped beneath the surface of the water. “I took off my jacket, took out my cell and ran down the embankment to the drainage ditch. I ended up getting caught up on something under the water, I’m not sure if it was trees or a shopping cart, and it almost pulled me under. But I kept going, and I just grabbed him with my one hand and pulled his head out of the water and made my way back to the shore, he said. Other paramedics helped the victim and Bugelli climb out of the ditch. Bugelli said his legs and feet were numb, and he was treated for cold-induced asthma
and a small scratch on his leg. He was sent to the hospital to get checked out before returning to work. “Once I got (the victim) out of the water, that’s the last I saw of him, Bugelli said, noting he doesn’t know the victim’s name or if he was injured in the incident. Like most heroes, Bugelli said he doesn’t really know why he’s being awarded for bravery. “I didn’t think it was that big of a deal, but evidently everyone else did. The guy needed to get out of the water, so I got him out of the water, he said, admitting that he went above and beyond the line of duty in the rescue. “We’re not supposed to be doing stuff like that, we don’t really have the training or equipment to do it, so I think that’s probably part of it. The former South Keys resident, who now lives in Kanata, said any member of his crew or the Ottawa paramedic service at large would have done the same thing. “Preservation of life is what we do, right? So I think it would be hard for any of my colleagues to sit there and watch somebody drown. Any of the other crews would have done something similar. But I had the higher (body mass index) of anyone there, so I would have survived the cold water longer, he laughed. Four other Ottawa paramedics received the Governor General’s Exemplary Service Medal, which recognize individuals who have “served at least 20 years with the highest standards of good conduct, industry and efficiency, including 10 years of street-level duty involving potential risk to the individual. All five paramedics received their awards in Blue Mountain, Ontario on Thursday.

City smartens up about road salt LAURA MUELLER laura.mueller@metroland.com
Using salt on roads and hard surfaces leads to sodium and chloride runoff, which can impact the taste and health of our local water supply, according to the Smart About Salt Council. That’s especially an issue in rural areas, a city report notes, because of the close proximity of salt application to drinking water wells. Salt is also corrosive, so it slowly eats away at infrastructure, whether city-owned or on private property. It also costs a lot of money to lay large amounts of salt onto roads and parking lots. Last year, the city spent $8 million on road salt. The city has already been tackling that problem with some high-tech resources: GPS data collection, electronic variable salt-rate controllers and infrared pavement temperature gauges. New measures will include working with the Smart About Salt Council, hosting a “smart salt summit” this fall to share best practices between the public and private sectors, starting new staff training programs for salting city parking lots, phasing in smart-salt certifications for city contractors and adding info to the city’s website, www.ottawa.ca. Expanding smart salt practices to other city departments, including the parks building and ground division, is expected to cost $10,000, which the city anticipates will be offset by savings from better salt management.

DeMontis is the founder of Courage Canada, which provides blind and visually-impaired Canadians with the opportunity to learn to play blind hockey.

Mark DeMontis knew he had a choice when he lost his sight at 17 and was diagnosed with a rare hereditary disease called Leber¹s Optic Neuropathy. “I played triple A. I had a goal of playing in the NCAA and getting a scholarship. Then I was told by doctors at Sick Kids I was losing my sight. I decided to play blind hockey and that was the start of a new journey in my life,” he says. He founded Courage Canada, an organization that raises funds and awareness for learn-to-skate programs and Blind hockey for Canadians who are blind and visually-impaired. Lately that journey has had a few more miles of skating in it as he in-line skates from Halifax, back to his home town of Toronto between August 13 and October 15, 2011. Courage Canada
has programs in Ontario, Quebec and British Columbia but DeMontis hopes his in-line skate will raise more funds and awareness to start more programs in more cities across the country. “I know first-hand what it feels like to love playing hockey and then become visually-impaired,” said Mark DeMontis. “This is why it¹s so important to me that youth and adults who are blind and visually-impaired across Canada become aware of what opportunities are available to them through such causes as Courage Canada.” DeMontis arrived in Ottawa Friday has been meeting with sponsors and going to public awareness events. On Tuesday he and his fundraising team are to be honoured on Parliament Hill where they will meet with a number of federal politicians. JESSICA CUNHA jessica.cunha@metroland.com
A Glen Cairn author used his personal experiences with loss and dealing with paranormal activity to write his first published book. Steve Sadaka recently published his first non-fiction novel in his Life in the Face series. Titled, Chronicles of my Paranormal, the book offers a host of life lessons – from dealing in the occult, to substance abuse and sports injuries. “I’m an absolute clairvoyant, I know what’s coming around the corner, I know what people are thinking,” said Sadaka, a long-time coach with the Kanata Blazers. “When I started to chronicle the events of my life, as I started going through it, more and more stuff just starting coming to me. I thought, I don’t have a problem sharing this with people. I wanted to get the messages out there; the mistakes that I’ve made…so young people don’t make the mistakes I made.” PREMONITIONS On Oct. 20, 1971, at the age of eight, Sadaka had a premonition that his father died while he was at school. “I left school during the middle of the day; I knew he was dead,” he said, adding his father had been sick with a lung infection. “I walked home from my school in Bells Corners.
“When I got home the screen door on our house was flapping against the side wall and the inside door was open. My father’s rocking chair was sitting there in the living room; I could see it. I went through this opening like it was another dimension, I sat in his chair and turned toward the door and just rocked. I waited for my mom to come home.” His mother arrived with his grandparents to tell him the news his father had died in the Civic Hospital. Oct. 20 became a fixture in Sadaka’s life; a day where he would lose four more people who were close to him. In 1981, his grandparents drowned and in 1990 his best man and another friend were killed in a car accident. Sadaka nurtured an interest in the occult to deal with the grief of losing his loved ones. He said he felt a lot of responsibility for the deaths because they were all so close to him. “Really as much as I love the paranormal you can’t take the occult too far. I did do that and it’s a very scary thing when you go too far,” he said, adding the book also has a strong message about substance abuse. “For youth or teenagers reading, young adults, there are good messages about drug use, what it can do to you.” He completed two years of grief therapy to help deal with his issues. “I just couldn’t deal with that time of year. Depression would creep in; I would
have a lot of anxiety,” said Sadaka. “We’re coming up to it now. What I do now is I take time to go to the graves and grieve for a day or two. Take time off work for a couple days. I get it out of my system. I need the time to grieve, shut everything else out of my life…instead of allowing it to drag me down for months.” LIFE LESSONS For the skeptics or non-believers, there’s more to the book than just paranormal happenings. “I think for them, the paranormal part of the book may not be their thing. But I think the life messages, I think everyone can understand that stuff,” said Sadaka. “When I started to write the book I wasn’t planning to veer off into other things but it just kind of happened. That’s the great thing about writing, especially if you have the time and you’re writing (a) stream of consciousness. A lot of things came out. There’s really something for everybody in the book.” Concussions are another major theme running through the book, said Sadaka, who has suffered five of his own. Last November, he went down hard during a game of hockey, smacking his head into the ice. The fall took him out of work for almost a year. The building superintendent at Glen Cairn Public School said he’s hoping to get back to work this fall. “Really the book is full of short anec-

But if I can prevent people from getting into the occult too far or getting into the hard drugs, playing hockey with an old helmet, simple things really than great. I can save someone. I think if you save one person it’s worth it.” PARANORMAL, see 24

PARANORMAL, from 23 BOOK LAUNCH Sadaka is hosting two book launches at the Kanata Sports Club, located at 10 McKitrick Dr., this fall. They take place on Oct. 15 and Nov. 12, both starting at 8 p.m. Tickets cost $25 a person or $40 a couple, and only 100 tickets are being sold per event. Sadaka’s son, Kyle, wrote the epilogue for the book and managed the operations. “It’s been fun. It’s for my father so I
have massive respect, there’s no one else I have that much respect for,” he said. “I think the biggest thing that I’ve noticed; (the book) it has a lot of strong current life messages. The paranormal is sort of entwined.” Sadaka already has plans for two more books in the Life in the Face series, including a collection of short stories and poems written over the last 30 years and a non-fiction book that deals with alcoholism. Peewee Knights lose two to Redskins, Bengals KANATA KNIGHTS The Peewee team wrapped up the final week of September with back-to-back home games Wednesday against the Nepean Redskins and Saturday against the Orleans Bengals. Joey McKiernan and Ashton Vanasse turned in touchdowns for the Knights’ in their 53-26 loss against the Redskins. The Knights went scoreless against the Bengals 34-0. The Knights’ offence showed incredible strength and determination in both matches, pushing bit by bit towards the end zone at every opportunity. Brady Tran, Alex Polataiko, Braden Whelan-Ellis, Brett Campbell, Garrett Kirk, Patrick Heika and Lucas Morrison supported the
Knights’ push with some incredible runs, passes and catches that made their fans and teammates proud. Blocking, intercepting and tackling with the heart of the brave warriors they are, the Knights’ defence gave it their all. Alex Whibley, Josh Featherstone, Duncan McDonald, Kevin McGuinness, Brady Tabri, Michael Kraker, Peter Fillmore and Dylan Lachance had the fans on their feet with each bone grinding move. The Knights’ were pleased to share the fun of a muddy, rainy-day game with teammate Trey Russell-Johnson who celebrated his birthday Oct. 1. The Knights’ next game is Thanksgiving Monday, Oct. 10 at 1 p.m. at the Kanata Recreation Complex against the Bel-Air Lions.

Chamber celebrates 20th anniversary JESSICA CUNHA jessica.cunha@metroland.com
The Kanata Chamber of Commerce will be celebrating its 20th anniversary in the community on Oct. 23. The chamber is marking its anniversary along with the Ottawa Senators 20th year in the city on Oct. 20. “It’s the perfect event: our 20th anniversary, the Sens start their 20th season, the game is on the 20th and we can all celebrate watching the return of another Canadian NHL franchise, the Winnipeg Jets,” said Rosemary Leu, general manager of the Chamber. The Chamber, which serves the communities of Kanata, Goulbourn and West Carleton, has been helping businesses thrive in its current capacity since 1991. It first started out as the Nepean Kanata Chamber of Commerce in 1980, at the request of Michael Cowpland, founder of Mitel Networks and Corel. The Chamber operated for eight years before the board of directors chose to create two separate divisions of the NKCC – the Kanata and Nepean chamber.s “As Kanata continued to grow as a vibrant city, it became more and more evident the importance of a completely independent chamber of commerce in the
city of Kanata,” said Leu. In 1991, the first independent Kanata Chamber of Commerce was created and a merger was formed with the Kanata Business Association. “The amalgamation of these two organizations ensured that Kanata businesses would be represented by one strong and united voice dedicated to addressing the concerns of local business and to the growth of Kanata both commercially and socially,” said Leu. In 2005, the chamber expanded to include Goulbourn and West Carleton and currently has 385 business members. “We have a tremendous diversity of businesses in our community,” said Leu. “As the largest business organization in our area, we also provide a strong unified voice.” “We work hard to support our community as a whole with a number of events being used to help raise funds for charitable organizations that provide important services in our community.” Leu said the chamber is looking forward to the next 20 years. “I would like to see continued economic growth in our region,” said Leu. “We are very fortunate that unlike so many suburban areas we are not just a bedroom community.”

WOCRC. “(Abuse) it’s about control and power,” she said. Artists can express their thoughts on the subject or create a piece based on personal experience through writing, poetry, painting, sketching or any other form of art. “It’s an expression about how you feel,” said Vivienne. “It’s very much so art being therapy.” Maureen said the exhibit is not about selling artwork or promoting an artist, it’s about expressing how violence against women makes people feel. “It’s all about the healing,” said Vivienne. “It’s very important.” There is also an area of the ex-
