The development freeze in Kanata south and west has been lifted, it was announced at a planning committee meeting on July 4. The hold was removed after a round of upgrades were completed to the Hazeldean sewage pumping station, which means developers can now proceed with building plans. “What it means for the developers in the area is that people who have been put on hold from developing their properties can now go forward,” said Stittsville Coun. Shad Qadri. This includes Mattamy Homes’ Fairwinds project in Kanata west, a development on West Ridge Drive in Stittsville, and others scattered throughout the communities. However, the development scheduled for the Fernbank Road lands must wait to proceed until the pumping station receives additional capacity. “Fernbank will go forward depending on if there’s any capacity left after the second upgrade,” said Qadri. “If not then they will be in the process for the final upgrade of the station.” The final upgrade, which will bring the pumping station’s capacity up to 1,400 liters of water per second from 1,225 liters of water per second, may take up to a year from now, he added, because an environmental assessment must be completed.

Despite our northern latitudes and famous winters, Ottawa is a hotbed of solar energy. According to Natural Resources Canada, Ottawa gets 50 per cent more sunshine than Germany, a world leader in solar energy production. Ottawa is in one of the sunniest parts of Canada, second only to the southern prairies. Taking advantage of all this sun,13 schools in the Ottawa Carleton District School Board (OSCDB) are generating electricity using rooftop solar panels as part of a new school board initiative. Thanks to the Ontario Government’s Green Energy Act, the school board has signed on to provide electricity to Ontario’s power grid under the FIT (Feed-In Tariff) program. Phase I of the project

Clem Laferriere, of the OCDSB says 47 of the larger projects already have signed contracts to proceed. In effect since 2009, the Green Energy Act encourages local, renewable power generation by offering incentive pricing (80.2¢ per kilowatt-hour) over a 20-year contract. Typically, the initial investment is made back in about eight years, with the remaining 12 years returning pure profit. Some homeowners are even using solar power as part of their retirement plan. stormwater runoff reaching capacity, overflowing and overwhelming the sewage system. “All the work should be done by next year long before anybody’s moving into new houses in that area,” said Hubley. ‘HAPPY ABOUT IT’ The developers in the area are looking forward to getting back to work. “It’s safe to say our members are pretty happy about it,” said John Herbert, executive director of the Greater Ottawa Home Builders’ Association. “Now that it’s lifted it will free up capacity for about 3,000 units so they’re going to proceed now for the ones that had sales.” The development freeze put developers and homebuyers in a tough spot, he said, with the lengthy delays and many people opting out of their contracts. “It really hurt a number of our members who had been in sales mode and it did cause a lot of problems for new homebuyers,” said Herbert. “It has a pretty negative impact on a family’s life without really knowing when you’re going to hit that finish line.” He added he hopes plans for the final upgrade continue on schedule. “We look forward to the continuing improvements that will be done to this pumping station and capacity.” The building hold was in place for just over a year. “What I’m happy about is the people who have purchased property in the areas like Mattamy’s Fairwinds…those people can now finally make final arrangements to move into the new community,” said Qadri.

Pinhey’s Point Historic Site has come up with an evening of fun that just might spark your interest. For a $5,000 annual fee (as much as $10,000 for national clients), a member is guaranteed a child-care spot for its employees. “We’re the only ones in Canada who do this,” said Sopik. The guaranteed child care is included in a client company’s benefits package – just like dental or health. Sopik and business partner Jennifer Nashmi started the company in 2002 to address a huge shortage in licensed and flexible child care in Canada, modeling the business after similar corporate-sponsored child care companies in the United States of America. According to the company, an estimated 45 per cent of working parents miss at least one day of work every six months due to child care breakdowns, costing companies up to $10 billion a year. “Safe, nurturing reliable child care is the number one concern for working parents,” she said. A national child-care company that caters to corporate clients opened a new daycare in Morgan’s Grant this week. Kids & Company held an open house at its new location at 11 Hines Rd., in the heart of the Kanata North Business Park on Monday, July 11. The company decided to locate in Kanata in response to requests from local families and businesses, said Victoria Sopik, founder and CEO of the Toronto-based child-care chain. “We have a huge demand,” said Sopik. “We have families in that community who say we live in Kanata and we want you to be here.” The daycare will occupy 465-square metres of space in a high-tech office building, offering 60 spaces for children up to five years old. The demand for child care is growing in Ottawa, said Sopik. “There’s always a large group of parents looking for infant child care,” she said. “We really like the Ottawa area and we’re looking forward to opening more (daycares),” she added. “We’ve seen the huge need.” The company’s corporate clients offer guaranteed child care as a benefit to employees, who pay $50 to $70 a day for child care at Kids & Company daycares depending on the age of the child. But while Kids & Company will provide more options for parents, it won’t address the area’s greatest need for child care, said Kanata North Coun. Marianne Wilkinson. “The biggest problem we have is kids who need subsidized spaces,” said Wilkinson. “There’s no subsidized spaces available in Kanata right now and very few have been provided in Kanata.” The City of Ottawa has a waiting list of 382 families seeking child care in Kanata north – 61 of those are looking for subsidized spots. Subsidies can range from a small amount to the full cost of care depending on the family’s income. According to the City of Ottawa, the average daycare charges $50 to $80 a day for care for infants and toddlers and $15 to $40 for preschool children and older. “There’s only enough money to subsidize so many children,” said Wilkinson. “And they’re all used up.” Many low-income families are forced to send their children to daycares run out of private homes, said Wilkinson.

Not a time for rest

W

ith a report to city council last week outlining the implementation of the proposed light rail transit project, an idea that has been little more than a series of a conceptual drawings and dense reports for the past six years moved perceptibly closer to becoming reality. While the new proposal for the downtown tunnel section of the LRT raises several questions, such as why wasn’t the shallower Queen Street route considered all along if it is indeed the best option, what this report signifies is that mass transit in Ottawa will be taking a big step forward by 2018. As with the expansion of the existing O-Train system announced late last month, the acceptance of a realistic LRT plan by city council will see Ottawa move closer to the standard of transit enjoyed by residents of other North American cities of similar size. But we cannot afford to stand back and admire these achievements, as impressive as they might be. According to the report, transit ridership is expected to increase by 64 per cent by 2031,

based on population and employment growth of 30 per cent during the same period. That growth will see 18,000 people per direction flowing through the downtown core during peak hours. The Tunney’s Pasture to Blair Road light rail system will presumably accommodate that growth, but with a significant portion of the trips passing through downtown originating in places like Kanata, Barrhaven and Orleans, the path to reducing traffic congestion beyond Albert and Slater streets does not end with a 12.5 kilometre system. City council must begin the process of investigating how the rest of the city can efficiently be incorporated into Ottawa’s fledgling rail system sooner, not later. There are options that deserve serious consideration from our elected officials, such as commuter rail and interprovincial links. Another delay similar to the past six years of indecision and doubt cannot be repeated. The loyal commuters who contribute to Ottawa having among the highest transit ridership rates per capita in North America deserve no less.

The deprivation vacation

D

eprivation is not my idea of my vacation,” a neighbour said flatly when I asked if she’d like to join us for a camping weekend in Gatineau Park. I was sympathetic. After all, sleeping on the hard ground, often in the cold, kids wetting their sleeping bags after one too many marshmallows, black flies swarming around, in and under hair, having to run through the woods to get to an outhouse that smells like a pig barn. What’s to love? And after a week of running around gathering dry food for the occasion, notquite meeting deadlines, and purchasing oversized bathing suits (ugh), I wasn’t sure I wanted to go either. Not to mention the fact that my husband, who’s normally pretty well behaved, had been drowning our broken dining tent in FrenchCatholic blasphemy all week long. “Maybe we shouldn’t go,” I ventured, as my spouse said something about Holy Communion, which I deemed to be out of place in the conversation. “Maybe it’s too much work. Maybe we should just stay here and go for a picnic one day.” But he insisted. I could see in his eyes the look that said, “if we don’t go, you’ll spend the whole weekend on your

emails, no clocks. We wake up with the birds and take the day at the pace that works. We eat when we’re hungry and nap when we’re sleepy. In between, we swim and hike and read and play ball. Sounds glorious, doesn’t it? I know what you’re thinking: But what if it rains? What if one of the kids drinks wonky lake water and has diarrhea? What if a tick bites me and I get Lyme disease? I can assure you that the latter two have never happened. And rain? Well, sometimes it rains. Last Labour Day weekend, for example, we decided to tempt fate and the weather man and head out for four nights to Lac Philippe. Friends that were meant to join us dared not brave the stormy forecast. But annual tradition – the fact that my husband and I had first met there nine years earlier on Labour Day Weekend-- dictated that we go, regardless of the weather. The first two days, in fact, we had glorious sunshine and an empty beach to ourselves. We walked through the lovely artisan town of Wakefield, took in some live music by local folk singer Lindsay Ferguson at the market, and stopped by the tiny library to pick up a stack of

While my beloved husband and children hooked worms onto fishing rods, I kicked back in my zero gravity chair in the dining tent and read archival copies of Harrowsmith Country Life Magazine. It’s one of the only times I can remember that I hadn’t a care in the world. And you know what? They were two of the happiest days of my life.

The Elgin Street police headquarters will be getting $2 million in upgrades as it prepares to

become the base for the criminal investigations directorate (CID). Approximately 2,332 square metres of space at the 474 Elgin St. headquarters will need renovation and realignment, accord-

ing to a city report. While some of the work simply involves workstation relocation, there will be some demolition and construction of entire areas, rooms and the purchase

of new furniture. Approximately 740 square metres of space was vacated at police headquarters earlier this year to make way for the project, with some police operations

moving to a location at 19 Fairmont Ave. The renovations are the “critical first step� that paves the way for implementing the 15-year strategy for CID facilities.

Kids & Company is already planning on opening another daycare next spring on Bank Street, five minutes from the heart of downtown Ottawa. “Basically we build to accommodate our families,” Sopik said. If a client moves to another city, they are guaranteed a child care spot at the closest Kids & Company daycare, said Sopik. “We’re a little like a Goodlife Fitness,” she said. “When people have a membership they can use any of our locations.” Kanata has been on Kids & Company’s radar for a while, said Sopik. “The reason we have not expanded sooner is (it takes time) to find the right location,” she

said. The location at 11 Hines Rd. seems ideal, she said, as it borders a wooded area near the Beaver Pond forest, and comes with a fenced-in outdoor play area. “It’s definitely our nicest centre,” Sopik said. The daycare will provide pre-school-age children access to computer labs and offer a curriculum that includes arts, computers, French and reading programs. “In addition to our many unique offerings, we are excited to provide children with this hands-on learning opportunity,” said Sopik. “Some research suggests computer use among preschool children may actually improve their readiness for school and academic achievement.” The daycare will provide a caregiver to child ratio of one to three for babies, one to five for toddlers ages 18 months to three, and one to eight for older children. The long-awaited and much-contested Terry Fox Drive extension is set to open sometime this month. Scheduled to open in June, the date has been pushed back to the mid-to end of July. “We’re working on when the official opening will be,” said Kanata North Coun. Marianne Wilkinson. “It’s looking like it’ll be sometime between the 15th and 30th of July. “I don’t have a firm date yet.” The road will connect the north and south ends of Kanata, making the commute a little easier on Kanata north residents. “This is very good news for us,” said Karey Mulcaster, a resident of rural Kanata. The road extension will connect Morgan’s Grant

with Kanata Lakes, with the hopes of easing the traffic on March Road – the only main road that serves the area. “This road is definitely going to facilitate travel for Kanata north people,” said Mulcaster. “Can you tell we’re anxious for it to be opened?” Last year, an environmental group sought a court order to halt the construction of the Terry Fox Drive extension. The South March Highlands Carp River Conservation Inc. filed papers with a divisional court asking for a review of the city’s decision to build the road through an environmentally sensitive wetland. The application was dismissed and the road extension was given the go-ahead. The project includes a man-made wetland to replace one destroyed by construction work, and the road will have fencing and underground culverts allowing the safe passage of wildlife, said Wilkinson.

Roy Cooper was honoured last weekend for his decades of service for the residents of Carmichael Court in Beaverbrook. The community’s condominium association unveilled a bronze plaque dedicated to Cooper during a ceremony, which was attended by Kanata North Coun. Marianne Wilkinson and held at the street’s private pool on Saturday, July 9. Cooper died in 2008 at the age of 70 from a brain tumour. Cooper’s handy work can be seen throughout the Carmichael Court, a community of 64 condominiums. It was Cooper who first raised and painted the community’s street sign standing at the corner of Carr Crescent and Varley Drive. Cooper painted the street’s speed bumps and cleaned people’s eaves troughs. For 38 years, Cooper maintained the street’s private pool, making sure it was open for inspection and maintained throughout the summer. “Many court residents have enjoyed hours at the pool and many kids have learned to swim because of Roy’s dedica-

tion,” said Pauline Farrar, president of the Carmichael Court Condominium Association. “He has put in many many volunteer hours to service the Carmichael Court community.” Farrar served on the condo association’s board of directors. “He would provide sound guidance and impartiality,” said Farrar. Wilkinson said Cooper was just one of those people in the community who always stepped forward to lend a helping hand if needed. “I could always count on him to give me a hand,” she said. “He really loved Kanata. “He was a great guy.” Cooper, who once worked as a geophysicist with Natural Resources, was a longserving advocate on behalf of children with learning disabilities. Mayor unveils changes to downtown LRT tunnel

Ottawa residents will have a chance to voice their views on the future of the city’s light rail before the council votes on the implementation of the recently revised project at a special meeting on July 14. Last week, Mayor Jim Watson announced changes to the city’s proposed LRT plan to keep the project in line with the $2.1 billion budget. The new plan would involve moving the proposed tunnel section one block to the north, running under Queen Street, rather than beneath Albert Street. The depth of the tunnel would also be reduced, moving from the originally proposed depth of 12 storeys to four storeys, reducing both the cost and risk of the project. “This makes more sense and it is cost effective,” said Watson. According to Watson, going down 12 storeys would involve too many escalators, making the project problematic from both a safety and customer friendliness point of view. “The plan released today proposes a new alignment and a more practical tunnel that makes a lot more sense,” Watson said in a statement. “The resulting product – the first phase of our light rail transit system – will be a significant improvement and it will be less costly than the previous plan.” The change is the result of a city council directive to re-evaluate the project and

benefitted from months of engineering evaluation that began late last year. The new alignment, for the most part, will follow the Queen and Rideau Street right-of-way through the downtown, avoiding the need for deep tunneling under buildings and limiting the amount of money required to acquire subterranean rights, Watson said. “I am determined with my council colleagues, to deliver light rail in a financially sustainable,” Watson said. The mayor noted the city is currently coping with a downtown transit bottleneck that sees transit grind to a halt during rush hour, a problem that will only get worse over time. According to a city staff report, transit ridership per capita in Ottawa is already among the highest of any comparable city in North America, a trend that is likely to continue. “Moving ahead with light rail saves money when measured against the alternatives of attempting to push more buses through the downtown, while also greatly increasing capacity to accommodate projected ridership increases,” Watson said. Once light rail and the downtown tunnel are in place, the number of buses travelling through the downtown core will be cut in half, taking at least 2,000 buses off downtown streets per day. It is anticipated that LRT would also cut down on the number of vehicles in the core, as many people will opt to use the more efficient mode of transit. When the project gets underway next, Watson said it would generate close to 20,000 person hours of employment and $3 billion in related economic activity during the construction period alone. The city hopes to have the project completed by 2018.

The Bridlewood Community Association (BCA) is offering free yoga classes to all Bridlewood residents every Wednesday evening. Bridlewood resident Jennifer, who doesn’t want her last name used, will teach Hatha yoga, which gives participants a foundation in the practice. “My main goal is just to get people to be out of the house and stay fit and to get to meet their neighbours,” she said. Students will develop strength, greater flexibility, balance, co-ordination and focus. “I’m promoting health more than anything,” said Jennifer, who’s been teaching yoga for more than five years with the

city and Catholic school board. “What we can do for everyone in the community is very important. The more healthy we are the less likely we’ll show up at the hospitals. Classes begin on Wednesday, July 22 and run until Aug. 24, from 7 p.m. to 8 p.m., weather permitting, at St. Anne’s Catholic Elementary School. Participants are asked to arrive 10 minutes early, wear comfortable clothing, bring a yoga mat, a container of water and a small blanket or sweater to use during the relaxation period. “Everyone is welcome,” said Jennifer, who added if people can only stay for a part of the evening that’s fine. Volunteers are needed to work at the Kanata Seniors Centre’s cafeteria. The Café, run by the Kanata Seniors Council, provides lunches and snacks for seniors during weekdays. “The Café is all volunteer-based and you don’t have to be a member of the council to volunteer your time,” said Renatta Harder, one of the directors of the Kanata Seniors Council. “We have a lot of students at the moment and we are looking for more adults (to help supervise the shifts).” The Café runs Monday to Friday throughout the summer, and although it has enough students right now, anyone is welcome to fill out a volunteer form to donate their time to the Café. The Café is open from 9 a.m. to 2 p.m. and there are two possible shift times from 8:45 a.m. to 11:30 a.m. and from 11:30 a.m. until 2:15 p.m. The seniors council is especially looking for volunteers for their

Wednesday morning shift. The Café serves up soup and sandwiches in the summer and other items such as muffins and cookies and hot beverages like coffee, tea, and hot chocolate. They are also seeking people who like to cook to help with meal preparation and making soups that can serve about 60 people. “There are a lot of people who like to cook and who could show off their culinary skills at the Café,” said Harder. “(The volunteers) would have many grateful and appreciative seniors to show off to and we have a professional grade kitchen with all the necessary appliances to use.” The hours of operation for the Café will change come September, and the council will be looking for more volunteers then as well. They are also looking for some people to do the shopping for the Café and someone who can manage it in September. The Kanata Seniors Centre is located at the Mlacak Centre at 2500 Campeau Dr.

Veterans of The Perley and Rideau Veterans’ Health Centre were given a hero’s welcome at the West Carleton Legion in Constance Bay on Saturday, July 9. Community and Legion members cheered and snapped photos as the veterans debarked from a bus, many grinning from ear to ear and shaking hands with old acquaintances as they made their way into the building for the afternoon luncheon. “We’re all veterans, like a band of brothers,” said Bill Berry, Sgt. at Arms with the Kanata Legion and a Korean War veteran. “It gets them out.” The West Carleton Legion Branch 616 hosted an afternoon of lunch and entertainment, attended by about 15 residents of The Perley-Rideau along with a number of other veterans from in and around the area. EIO George kept the crowds entertained, singing and clapping along with his happy olde-tyme accordion renditions of well-known songs. President of the Legion Branch 616, Frances Gentile, added it’s a way to “show our appreciation and get them out of their surroundings for a fun day.” Korean War veteran Ron Hicks, former member of the second battalion of Princess Patricia’s Canadian Light Infantry and resident at The PerleyRideau, caught up with his American counter-part, Rob Malcher, a Second World War and Korean War veteran from the United States and member of

Malcher and his partner, Phyllis Davison, who have a home in Constance Bay, also lived across the street from Hicks in Florida. “We’ve known each other about 25, 30 years,” said Malcher, adding with a wink, “He’s in love with my wife and I’m in love with his.” LONG-TIME VOLUNTEER Gentile acknowledged long-time volunteer and community member Vera Barnes during a speech after the lunch. Barnes, now 97, volunteered her time

at The Perley-Rideau for over 30 years. Barnes’ had a strong appreciation for the hospital and the veterans who rely on the care. Her husband George Barnes and brother Art Prouton were both residents cared for at the facility. After they both passed away, she continued to visit with the other residents. “She kept them company,” said Gentile, adding she brought them little gifts, such as personal items or toiletries. “She’s done so much for them,” said Gentile, adding Barnes retired from her volunteering duties this year. “She shovels her own walk and drives her own big car, all at 97 years old.”

The Ottawa Provincial Police launched a distracted driving road safety campaign that started July 11 and continues to July 17. Distracted driving includes using handheld communication or entertainment devices, such as a cell phone, global positioning system and music players while behind the wheel or any secondary activity that takes a driver’s attention away from the road. It’s one of the four main causes of serious collisions, which consists of impaired driving, aggressive driving, use of seatbelts, and distracted driving. “The Ottawa OPP want to advise motorists that distracted driving is one of the big four when it comes to major causes of fatalities and serious injury on our roads,” said police in a press release. “The OPP will be very vigilant in the area of enforcement throughout the year. “Distracted drivers are a safety risk to themselves and others.” Drivers who are caught using a handheld tool while behind the wheel will be fined $155 and receive a provincial offence notice, said police.

The HOPE Volleyball SummerFest organizers are taking aim not only at raising money for local charities with this year’s event, but also at a world record. At the July 16 event held at Mooney’s Bay Park, organizers are looking to claim the Guinness World Record for the largest single-day volleyball tournament when an anticipated 20,000 participants turn out. “We have 10,000 guaranteed people who have registered, but we hope to have around 20,000 people showing up,” said

Holly Tarrison, the event’s executive director. She confirmed that Guinness will be verifying the event’s claim at this year’s tournament. “We have done research and we finally decided this year that we would actually apply to the Guinness Book of World Records,” she said. “We are actually going for the record this year as the world’s biggest one day volleyball event.” The closest rival event, according to HOPE Volleyball officials, has only featured about 400 people.

Attracting investment for key industry sectors, the attraction of major events and funds to draw more television and film production to the city are key elements of the city’s new $5.5million economic development plan. Approved at the July 7 meeting of the Finance and Economic Development Committee, the plan aims to help attract more businesses and entertainment events to Ottawa, as well as working to retain existing businesses. The plan identifies a number of proposed initiatives, including the creation of Invest Ottawa, an entity that will focus on attracting investment and new business in the key industry

sectors of green energy, aerospace, defence, digital media and film and television. Invest Ottawa will identify potential companies currently present in Ottawa and work with them to ensure their longterm visibility in the area. The plan sets aside $1.5 million for Invest Ottawa, including an additional $115,000 in funding for the Ottawa-Gatineau Film and Television Corporation. That money will go towards supporting efforts to attract film and television production to the city. Neil Bregman, president of Sound Venture Productions, an Ottawa-based production company, told the committee that additional funds would help the industry entice more companies to film in the city and called for

the plan to be executed as soon as possible. An additional $1.4 million would be spent on enhancing entrepreneurship programming, including the creation of a business incubation space. The city’s staff report recommended the creation of a major attraction events office through Tourism Ottawa. If approved by the council, this office would receive an annual operating budget of slightly more than $500,000. It would work attract events and provide resources to support bid proposals. O

ntario commmunities are spending unprecedented time and money on how to pay for fixes to our crumbling infrastructure, the roads, water systems, schools and other public buildings that underpin daily life. Funds are in short supply to repair, upgrade or rebuild aging facilities, despite billions of dollars in stimulus funds in the last few years. From the Ottawa region to Metro Toronto to the near north, the pressure comes at a time when many communities are already experiencing budget problems. Ottawa’s public infrastructure assets are valued at $14 billion. Those assets depreciate at a rate of over $200 million per year. Council has allocated about $30 million for infrastructure renewal in 2011. The city says it should be spending more than twice that amount for repair and replacement but doesn’t have the funds. And although Ontario and federal funding will continue, exactly how these programs will be run is not yet clear. NDP Leader Jack Layton and other

Other investments included $408 million through the Communities Component of the Building Canada Fund and the Recreational Infrastructure Canada (RINC) fund that allowed for $500 million of renovations at hockey arenas and other recreational facilities across the country.

opposition politicians say they worry the senior, cash-strapped governments will place a lower priority on municipal infrastructure now. By the province’s own estimates, there is $100 billion worth of unrepaired or unbuilt infrastructure in Ontario, with no funds available to fix or build it. That infrastructure gap can be seen more clearly every day in roadway sinkholes, flooded storm systems and deteriorating public buildings. Ontario communities are struggling without success to meet their infrastructure needs, despite several years of stimulus funding. While the

$3.4-billion infrastructure program created jobs and helped kick-start the economy, even Ontario Infrastructure Minister Bob Chiarelli concedes the stimulus programs made only a “dent.” “I think it will be a long time before it will be easy, but collectively, we need to do it smarter,” Chiarelli acknowledged. A Metroland Special Report shows Ontario communities increasingly are borrowing and going into debt – some for the first time in decades – to deal with a worsening situation. Long-term needs are overwhelming. Just last week, the City of

Ottawa decided to borrow $200 million for capital projects. Metroland surveyed municipalities for data on everything from the amount of money received from the federal government and Queen’s Park to longterm infrastructure needs. (See chart.) • More than half have introduced a tax or levy specifically to help pay for infrastructure projects (Ottawa introduced such a levy in 2006 but abandoned it by the third year, which happened to be an election year); • More than half measure their expected capital costs over the next decade in billions of dol-

lars, including York at $8 billion by 2020 (figures for Ottawa were unavailable because the city’s long-range financial plan was up for review this year, but the capital portion was delayed); • Three-quarters report they are currently short at least $160 million for future infrastructure repairs and upgrades; • Mississauga, which hasn’t had to borrow since 1978, projects $446 million in debt over the next 10 years. Brampton, debt free at the moment, expects to start incurring debt as early as 2012; • Almost half are carrying debt loads in excess of $600 per resident.

The consequences are significant. • In Wainfleet, more than 1,000 homes are entering the sixth year of a boil water advisory after Niagara Region decided against the $120-million cost of connecting the community to Port Colborne’s water system; • To close the local infrastructure gap, every Toronto resident would have to pay more than $1,000 extra on their property tax bill. In Prince Edward County and in Perth, the figure is closer to $2,000; • In Hamilton, roads that are supposed to be resurfaced within 35 years are now on a 110-year cycle; • Sinkholes are more common, opening huge gaps in roadways when broken underground pipes collapse or the surface gives out; • Severe weather and crumbling storm systems make certain older neighbourhoods across Ontario more vulnerable to basement flooding; • In Durham, traffic on a badly deteriorating heritage bridge has been curtailed until the $800,000 in required funding is found; • In Huntsville, where more than $100 million flowed in funding for the G8 summit and federal-provincial stimulus, no assistance was available to renovate several small community halls to make them handicapped ac-

Part of the problem is that recent government stimulus funds went to “shovel ready” projects, rather than those most in need of attention, says Saeed Mirza, professor emeritus of engineering at McGill University. “The stimulus (program) was to create jobs, not to spend money where we needed,” he said. “Our infrastructure is in very dire straits and we need to act urgently.” The balance of Ontario’s infrastructure is now of an age where it needs replacement or repair. About 60 per cent of buildings, roads, water and other systems are more than 50 years old. Almost a third of the province’s infrastructure is more than 90 years old. Guelph is a good example of what that means. About 40 per cent of the city’s $1.3 billion worth of infrastructure is at the end of its life cycle now. Almost every community has a Centennial building of some kind, a library or an arena, built in a massive construction boom during Canada’s 1967 celebrations. About 2,500 such buildings are now in need of – but not funded for – repairs. “There are really harsh, stark realities coming soon,” said Pat Vanini, executive director of the Association of Municipalities of Ontario.

Tackling Ottawa’s growing debt LAURA MUELLER laura.mueller@metroland.com

In the last term of council, the City of Ottawa did attempt to take action regarding its growing infrastructure debt – but it didn’t last. Council imposed a levy in 2006 that would add money to a reserve fund dedicated to tackling infrastructure renewal. At a two per cent increase over and above property tax increases each year, the additional fee didn’t last. “We stayed true to our principles for one year, and by the second year we had watered it down and by the third year we abandoned that principle,” said Innes Ward Coun. Rainer Bloess, who championed an attempt to reintroduce the levy in the final year of the last council’s term. After the first year it was slashed to one per cent, and by the third year of the term – with another election approaching – the levy was axed entirely. “If bridges are falling down or roads are crumbling, what does it take to fix them?” Bloess said. “We know that if you don’t invest in your infrastructure at the right time – in maintaining infrastructure – you are going to pay way more down the line.”

The city’s approach is to do only what it can afford – and that’s the wrong answer, Bloess said. “Affordability is obviously an issue,” he said. “But the real issue should be: What do you need to do to maintain your infrastructure? What is it going to cost you?” Bloess said he doesn’t think this new council has the appetite to approach infrastructure renewal that way, but the debate still needs to happen. That debate may take place in the fall, when city councillors will discuss a long-range financial plan, including a plan for city-funded capital projects. The report was supposed to be done by late spring, but it’s taking longer to identify exactly what Ottawa’s needs are for capital infrastructure. The city’s last long-range financial plan, which ended this year, stated: “It is imperative that a strategy be developed that will ensure that our assets are protected and maintained at the lowest long-term cost to our taxpayers.” On average, Ottawa spends about 35 per cent of what it should be spending on infrastructure renewal.

Playing on the National Bank stage, the timeslot of Amos’ performance has been moved to 6:30 p.m., from the scheduled 3:30 p.m. As of July 12, Bluesfest organizers had not updated the website with the new time for the band. “We’re on at 6:30 now.” Veterans of the major Ottawa music festival the band is excited about adding extra instruments to their set, even with the time change. “We’re feeling great,” said Hay. “We’ve played the last two years and I didn’t really want to do the same show this year so we were thinking of ways to switch it up.” The band added a cello, violin, trumpet, extra keyboard and extra vocals to their standard fivepiece ensemble, bringing the total up to 10 musicians. “The songs just sound pretty different,” said Hay. “It was really fun for us to hear the songs in a new way. “It really fills up the sound and makes the songs seem a lot bigger.” As usual, the band is set to play its “usual supersecret cover song,” said Hay. “It’ll blow the cover off the Elton John cover we did last year. “The only hint is I’ll say it’s a pretty killer cover.” With an hour and a half set, Amos The Transparent, which includes Jonathan Chandler, Christopher Wilson, James Nicol and Mark Hyne, along with Hay, is planning on performing some of the band’s new songs from its upcoming album. “We have a new album coming out in October,” said Hay. “So we’ll play a bunch of new songs too.” The record includes the new instruments that will be showcased at Bluesfest, lending a new sound to the rock-indie-folk band. “The new record is going to be pretty cool,” said Hay.

The Kanata Stallions will have their own version of Don Cherry behind the bench for next season – minus the colourful suits. The Central Canada Hockey League (CCHL) team announced on July 7 that it has hired former NHL right-winger Randy Pierce, who broke into the league with the Colorado Rockies in the 1977-78 season under the now-famous broadcaster. The Stallions, the Fred Page Cup hosts, have been without a bench boss since last season’s coach of the year Adam Dewan resigned shortly after the team’s openinground playoff exit to the Cornwall Colts because he wanted to spend more time with his newborn daughter. “I’m not babysitting. You’ve got to play my game,” Pierce said. “I was coached by Don Cherry and my theory and his theory are pretty much the same. Respect your coaches and everything they want you to do and give 110 per cent every time you step on the ice.” Pierce, a Pakenham native who played for the Smiths Falls Bears in 1974-75, finished his professional career in 1986 and turned to coaching. After stops in the American college ranks and the International Hockey League, Pierce guided the Eastern Ontario Junior Hockey League’s Arnprior Packers to two Valley division titles from 1995 to 1999. Although Pierce has spent most of his time scouting since his son, Matt, graduated from the Stallions seven years ago to attend Mercyhurst College in Pennsylvania, he said he’s been applying to many vacant CCHL coaching jobs in the last couple years. This familiarity with the community and Stallions owner John Russo from his role on the coaching staff when Matt was a Stallion were contributing factors in the hire. But Pierce cited his ability to develop future NHLers like current Minnesota Wild winger Darroll Powe – who played with his son – as one of his biggest strengths. “I haven’t been coaching for a while, but that means nothing,” he said. “I played the game long enough and watched it long enough. I’m here strictly for teaching these kids how to play the game. “I’m a player’s coach. For all the players on and off the ice, no matter what the issue is, let’s resolve it. We’re out here to play hockey and make you the best hockey player we can.” Pierce said he was able to take in a few of the team’s games last season and noticed a drop off in their play from the start of the year. He added that he plans to help the players pace themselves better, especially since they are scheduled to play in the Fred Page Cup in late April. It’s that type of thinking that will makes the Stallions excited about their new hire. “He brings a vast knowledge of the

With the defection of Kyle Rankin to the United States Hockey League’s Sioux Falls (South Dakota) Stampede and the loss of overage goaltender Scott Shackell – who will attend Adrian College in Michigan – Pierce acknowledges there will be holes to fill. Because he plans to rely more heavily on defenceman and team captain Curtis Watson and last-year’s second leading scorer Brent Bisdee, and expects Nistico to be very active at the league’s trade deadline in January, Pierce expects the loss of Rankin to be easier to cope with. “Goaltending has to be No. 1,” he said. “If we can find two good goaltenders, I don’t think we’ll have too many problems upfront.” Pierce’s contract will be re-evaluated on an annual basis, but that doesn’t mean he is trying to use this job as a stepping stone to the higher ranks. “If I can’t do the job that’s supposed to be done then I don’t deserve to be there either. I’m the same as a hockey player in my eyes. You’re hired to be fired as a coach,” he said. “My plans are to be here for three to five years and get this association back to the way it used to be when Archie Mulligan was there.” Mulligan was the first head coach of the Kanata Valley Lasers (renamed the Stallions under the ownership of Russo) when they joined the league as an expansion franchise in 1987. He guided the team to two league championships and a Fred Page Cup in 1997. For the Stallions to return to glory, Pierce said the team must play as a fiveman unit, with emphasis on aggressive, positional play. “We’re out to win and we’re out to improve guys,” he said. “If these guys want to buy into my plan and do what I expect them to do, then our team will improve by the end of the year.”

Bridlewood residents are being offered a free class to kick a workout routine into high gear. Liz Desjardins, a fitness instructor, is offering free boot camp classes to all Bridlewood residents every Saturday this summer, in conjunction with the Bridlewood Community Association (BCA). “This is something I wanted to do to get people active,” she said. “And it was an opportunity for me to meet people in the neighbourhood and get my name out there.” The program is designed to increase strength, cardiovascular fitness and improve body image through challenging exercises and circuits. Boot camp started last weekend and runs every Saturday until Aug. 27, from 9 a.m. to 10 a.m., weather permitting, at St. Anne’s Catholic Elementary School.

“It’s going to be challenging,” said Desjardins. “It’s going to be a mix of cardio and strength; pushing beyond your comfort level.” Some days the classes will concentrate on circuits where people do different exercises at each station, while others will be a class of moves. People are invited to drop in whenever they have the time, she said. If someone finds a move too challenging, there are alterations, she said. “I would tell them to come out and try it,” said Desjardins. “I offer modifications if they find something really challenging; it’s fun.” Desjardins, who lives in Bridlewood, has been teaching boot camp classes throughout the city for over a year. “I just love to get people into exercise and enjoying it because I enjoy it,” she said. The drop-in boot camp classes are open to men and women over the age of 18. Participants are asked to arrive 10 minutes early, bring a mat, a set of dumbbells and water. Students and members of the Kanata Rhythmic Gymnastics Club (KRSG) are attending the World Gymnaestrada in Lausanne, Switzerland this week. Forty students, including children, teenagers and adults in the Kanata gymnastics program headed overseas to be part of the international event, which runs from Sunday, July

10 to 16. The Kanata team marched in to the Olympic Stadium in Lausanne with over 20,000 gymnasts from 56 nations, including Australia, the United Kingdom, the United States and Trinidad and Tobago, who attended the soldout opening ceremonies. The event featured Swiss performers and speeches by the International Gymnastics Federation president, said Helen Nowell, spokesperson for the

KRSG. “They’ve (the Kanata team) spent the past few days touring the area between practices, and being greeted warmly by local residents who call out, ‘Hello Canada!’” said Nowell. “The gymnasts will be performing all week in a celebration of participation in sport at the highest level, as well as fitness and friendship.” The performances began on Monday, July 11.

Labour relations – provide guidance and support to the management team on collective agreement interpretation & administration. Lead the grievance & arbitration process & assist in collective bargaining. Maintain a strong labour relations climate.

Ensure legal compliance is met with respect to all relevant employment and contractual legislation.

Facilitate learning & development by organizing and/or conducting training sessions and workshops.

Promote excellence within the HR function with respect to performance management, compensation planning, benefits administration, health & safety and WSIB, STD/LTD claims management.

Manage the recruitment & selection and on-boarding process to ensure the recruitment of top talent in a timely, cost-effect manner.

Participate in Corporate HR Initiatives and projects as assigned.
