There’s good news from the SMMT about new car CO2 figures in its annual report, which states that new cars registered in the UK last year were, on average, 18 per cent more fuel efficient than the average car on the road. But Ben Lane of nextgreencar advises caution, and points out that real world fuel economy tends to be 15-20 per cent worse than ‘combined’ figures would suggest (see p13 for details). Event season is upon us. GreenFleet North East, which took place at the SASMI Nissan Plant in Sunderland, was considered by all to be a great success - feedback revealed that 91 per cent of visitors would be more likely to consider purchasing electric vehicles as a result of their attendance. It has now been announced that Nissan and Gateshead College are to develop a Zero Emission Centre of Excellence (ZECE). Research will initially focus on charging infrastructure (see p13 for details). May 17th is the Arrive ‘N’ Drive at Rockingham, sponsored by EDF Energy. Over the last six years, the green test drive event has gone from strength to strength, and this year will feature more low carbon innovations than ever before. See our extensive preview, starting on page 25. At GreenFleet Towers, cheers of joy were heard when the news emerged that Andy Eastlake, previously of Millbrook Laboratories, is to be managing director of the Low Carbon Vehicle Partnership. GreenFleet has worked with Andy over a number of years. His technical and industry savvy combined with his considerable commercial acumen is exactly the right blend to enable the Partnership to make real progress in lowering emissions, rather than just being a back-slapping talking shop, which was always a danger. NEWS IN BRIEF World’s smallest car returns A micro car that makes a a Fiat 500 look more the size of a Lincoln is once again available to buy, 48 years after production stopped in 1964. The single seat Peel P50 has held the title of world’s smallest production car for over 50 years – at a little over 1m in length and weighing in at 59kg. Originally manufactured on the Isle of Man, the Peel P50 was the brainchild of inventor Cyril Cannell, who envisioned an ultra compact, commuter car capable travelling at 40 mph while comfortably seating one adult carrying a briefcase www.peelengineering.co.uk

Plug-in Prius set to land in July The Prius plug-in hybrid is now available to order, and will reach showrooms ready for delivery in July. The new Prius can cover longer distances and reach higher speeds in its zero emission electric-only mode. The official CO2 emissions of just 49 g/km on the combined cycle represent the lowest in its vehicle class. The on-the-road price is £32,895, which falls to £27,895 with the £5,000 Government grant. Several options can be added, including black leather upholstery (£1,500) and rear privacy glass (£270).

Renault’s Twizy hits the streets Renault’s new electric two-seater, the Twizy, is now available for test drives at Renault dealerships across the country. with an on the road price tag from £6,690. The Twizy is offered with separate battery leasing at £45 per month, based on a 4,500 miles per year for a three year contract. The small, quirky qradricycle has a highly efficient powertrain and is ideally suited to urban mobility. It will be available at this years’ Arrive ‘N’ Drive (see page 27)

BMW readies Olympic Fleet LOCOG and BMW, official automotive partner to the London 2012 Games, has announced full details of the fleet which fleet will perform a wide range of duties during the Games. Media, judges, event organisers, Games officials and staff, ranging from medical officers, IOC photographers and crew to official rights holders and technical delegates, will all use the vehicles. Richard George, Transport Director, LOCOG said: “It was vital that our partner in this field could deliver a one-stop shop solution and meet our sustainability targets. Capital allowance emission threshold to come down The main news to emerge from the March budget is that from April 2013, the carbon dioxide emissions threshold for the main rate of capital allowances for business cars will be reduced from 160g per km to 130g per km. The threshold above which the lease rental restriction applies will also be cut from 160g per km to 130g per km. Alastair Kendrick, tax director at MacIntyre Hudson, said this change will increase the cost of leasing cars. “The capital allowance relief on cars will be adjusted so cars with a CO2 emission above 130 grams (currently 160grams) will get a 15% restriction. This will increase the cost of leasing cars,” he said. From April 2013, the government will also extend the 100 per cent first year allowance for businesses purchasing lowemissions cars for a further

two years to 31 March 2015. The carbon dioxide emissions threshold below which cars are eligible for the first year allowance will also be reduced from 110g per km to 95g per km, and leased business cars will no longer be eligible for the first year allowance. The chancellor confirmed there will be no further changes to fuel duty. Julie Jenner, chairman of the Association of Car Fleet Operators (ACFO) told Fleet News: “The biggest question mark will be over cars that fall at or below the 95g/km threshold. Outright purchase might be more appealing, but proactive leasing companies will offer their customers a blended funding solution which includes contract purchase for these cars. That way, the fleet will still be able to take advantage of the full 100% first-year allowance.”

ELECTRIC VEHICLES

More realistic pricing for C-ZERO and iOn models Citroen and Peugeot UK have both announced changes to their electric vehicle sales programs, lowering the on-the-road prices of Peugeot’s iOn and Citroen’s C-ZERO to £21,216, after the Government’s £5,000 Grant. This has reduced the purchase cost by around £7,000 for each electric vehicle, and means that monthly rental cost is reduced to £249 over a three-year term. Both the carmakers have significantly expanded their dealership networks. Peugeot and Citroen’s electric vehicle offerings will be extended in 2013 with the introduction of a new electric Peugeot Partner van and the electric Citroen Berlingo. Both will qualify for the recently announced extension to the Government’s Plug-in Grant, with a maximum of £8,000 support

towards the purchase price of electric commercial vehicles. Motoring journalist Quentin Willson stated: “Great news for both consumers and businesses and it’ll make owning a C-Zero more cost effective. I’ve been running one for 6 months and can’t imagine life without it. This is the future for city drivers.” The price reduction is an indication the electric vehicle prices will fall as the technology become more understood and larger volumes of electric vehicle sales are completed. The lower iOn and C-ZERO prices bring them more in-line with other, more affordable models that are coming to market this year, such as lower cost models from manufacturers such as Renault, with their Zoe Z.E, starting at under £14,000 – making it the cheapest up-front costing electric car available in the UK.

Low carbon truck trial plans to reduce CO2 from freighters New trials will seek to drastically reduce CO2 from freighters have been announced. The ‘Low Carbon Truck Demonstration Trial’ offers up to £750,000 for organisations operating vehicles that deliver carbon savings of at least 15 per cent compared with the equivalent conventional vehicle. The Department for Transport and Technology Strategy Board has invested a total of £9.5m. Data collected during the two year-long trials will be used to inform Government policy on low-carbon road freight. Heavy goods vehicles make up nearly a quarter of the CO2 created by transport. Announcing the trials, Transport Minister Mike Penning said: “These trials will show us how low-carbon technologies perform day-to-day in the real

world, providing vital data to build operator confidence in these green trucks and allowing us to make policy choices based on hard evidence.” Pernning continued: “The investment in gas refuelling infrastructure will also give haulage firms a push to buy gas-powered HGVs – leaving a legacy that will support low-carbon transport well into the future.” A variety of technologies are eligible for funding under the rules of the competition including gas-powered, dual fuel or hybrid trucks of over 7.5 tonnes and electric vehicles over 3.5 tonnes. The competition opened on 24 April. Registration deadline is at noon on 13 June, and the deadline for applications is at noon on 20 June 2012. A briefing event for potential applicants will be held on 9 May.

The Transit Custom marks a step in Ford’s commitment to refresh its entire commercial vehicle line-up by 2014. With its bold new design, car-like interior and outstanding driving dynamics, the Ford Transit Custom is targeting an expanded share of the segment, appealing to a broad range of professionals, skilled tradesmen and small businesses. “The Transit Custom is a completely new kind of one-tonne vehicle from Ford,” said Jesus Alonso, director CV Marketing, Sales and Service, Ford of Europe. “This is a stylish, modern van which customers will be proud to have on their driveway, while losing none of the hard-working attitude that they expect from a Transit.”

NEWS IN BRIEF Environment Agency takes stock of LCV fleet The Environment Agency has appointed CENEX to undertake a technology review of its light commercial fleet. The Agency has been trialling 12 Ashwoods hybrid transit vans within its fleet operations over the past three years. Fuel prices holding the economy back says RHA The Road Haulage Association has reacted strongly to April’s news that the economy has shrunk in the first quarter of 2012. Chief executive Geoff Dunning stated: “Of course we are disappointed - If Government would heed our advice and address the issue of fuel duty once and for all, this is a situation that could almost certainly have been avoided.”

QHotels go POLAR with Chargemaster Chargemaster Plc has announced plans to expand its POLAR electric vehicle charging network to include all 21 QHotels in the UK. Philip King, Director of Property, QHotels said: “QHotels are delighted to be partnering with Chargemaster in this exciting roll out of electric vehicle charging points throughout the country, this fits very well with QHotels culture of sustainability.”

Fiat emits less for fifth year running For the consecutive fifth year, Fiat has recorded the lowest level of CO2 emissions by vehicles sold in Europe in 2011, with an average measurement of just 118.2g/ km, some 4.9g/km less than in 2010 Over the last five years, FIAT Automobiles has reduced its average CO2 emissions by 14 per cent, from 137.3g/km to 118.2 g/km, significantly lower than the 130g/km target set out by the European Union for 2015.

This result is a direct consequence of Fiat’s many environmentally friendly ‘Air Technologies’ such as the award-winning TwinAir and MultiJet engines and the promotion of alternative fuels such as Methane and LPG. FIAT’s eco:Drive initiative, though not part of JATO research, encourages drivers to adopt a more sustainable driving style and often results in participants achieving even lower real-world CO2 emissions than the type-approved ratings.

Commuters and bus passengers across England will see more eco-friendly buses on the road thanks to £31 million of funding to be spent on 439 low-carbon buses, part of the Government’s Green Bus Fund which aims to encourage bus operators and local councils to make the switch to hybrid-electric, fully electric or gas buses. SMMT’s New Car CO2 report sees continuing downward trend, but industry expert advises caution New cars registered in the UK last year were, on average, 18 per cent more fuel efficient than the average car on the road, according to the The Society of Motor Manufacturers and Traders’ 11th annual New Car CO2 peport. Data analysing the emissions of all new cars registered in the UK showed a continued downward trend. 2011 emissions fell by 4.2 per cent year on year to 138.1 g/km CO2 (equivalent to 52.5 mpg), down by more than 23 per cent since reporting began in 2000. In 2011, almost half of new cars (46.8 per cent) had emissions below the 2015 European legislative target of 130 g/km CO2, against 10.6 per cent in 2007. Additionally, over 65,000 vehicles were exempt from Vehicle Excise Duty (VED) with sub-100 g/km cars (equivalent to about 70mpg) almost doubling their market share to 3.4 per cent. Reductions in average emissions were made across all car segments versus 2010, with executive and specialist sports cars made the biggest reduction by falling 9.5 per cent and 7.0 per cent respectively on 2010 figures. Paul Everitt, SMMT Chief Executive, said: “We are seeing steady improvement in conventional technologies and the emergence of a range of alternative technologies, creating one of the most innovative periods for the global automotive industry.”

Managing editor of Next Green Car Dr Ben Lane sounded a note of caution: “Although it is the case that official CO2 emissions as measured on the European test cycle are reducing year on year, there is some uncertainty as to how this actually translates to real world CO2 performance. “Real-world fuel economy tends to be 15-

20% worse than the official ‘combined’ figure would suggest. Added to that manufacturers are becoming increasingly skilled in setting-up cars to pass the test with flying colours, while delivering higher power for the consumer, both of which suggests that actual CO2 emissions are not increasing as fast as the official figures indicate.”

EV INFRASTRUCTURE Gateshead College and Nissan plan Zero Emission Centre of Excellence Nissan and Gateshead College are to develop a Zero Emission Centre of Excellence (ZECE) in the North East of England. Research will initially focus on charging infrastructure and battery second life. Nissan has a longstanding relationship with Gateshead College for the training and development of staff at its Sunderland Plant. The two organisations have also worked together to develop the Gateshead College Skills Academy for Sustainable Manufacturing and Innovation, and through the college’s lease of the test track at Nissan Sunderland Plant for the Zero Carbon Futures Performance Track for the low carbon vehicle industry. The ZECE will also act as a home for the manufacturing of Nissan’s cutting-edge rapid or ‘quick’ charging technology, which allows ChadeMo compliant electric vehicles to charge to 80% in just 30 minutes. This follows an agreement with charging station manufacturer DBT to set up a new production facility at the centre which will produce up to 1,000 units a year for the European market. The target is to have a network of quick charge stations across Europe with thousands of units in place by the end of 2015.

Andy Eastlake named managing director LowCVP of Low Carbon Vehicle Partnership conference Andy Eastlake has been appointed as the new managing director of the Low Carbon Vehicle Partnership (LowCVP). Eastlake has a strong background in mechanical engineering, spending most of his career to date at Millbrook Proving Ground, where he has specialised in powertrain developments. Throughout his career, Andy has worked to ensure that robust data is used to prove the credentials of green vehicles and to demonstrate scientific integrity in the marketing claims of vehicles and systems. He has presented many technical papers across the world on issues surrounding the testing of vehicles, increasingly focusing on issues relating to vehicles’ carbon dioxide emissions. Commenting on his appointment, transport minister Norman Baker said: “I look forward to working with Andy

Eastlake. The LowCVP is a valued partner in the challenging and important work to reduce carbon emissions on our roads.” After graduating in 1987, Andy joined the team at Millbrook as a durability engineer, shortly moving to the emissions department to build a new laboratory and develop emissions testing procedures. More recently he has worked on consultancy projects for UK and European governments to develop testing procedures for hybrid and electric vehicles. On his appointment, Eastlake said: “Having Supported the Low Carbon Vehicle Partnership since its inception in 2003 out of the Powering Future Vehicles strategy I am excited about having the opportunity to help set the agenda in this vital area of policy. I am looking forward to creating industry collaboration and government support towards the ultimate

aim of carbon free mobility.” Eastlake’s passion for adventure nearly resulted in his downfall when, on a five day adventure on the Zambezi River, he was close to drowning in a section of rapids called the ‘Devil’s toilet bowl’! He took up his post on April 16, ahead of the Partnership’s conference on May 10 in London.

The LowCVP Conference takes place on May 10 at London’s ExCel, and will feature discussions about the latest state of climate politics, national and international policy developments as well as a debate on the drive to meet the UK’s Carbon Plan targets. Sessions on low carbon fleet management, freight, fuels and the perceived discrepancy between ‘real world’ and test-cycle emissions are being organised organised in partnership with the British Vehicle Rental and Leasing Association, Road Haulage Association, Institution of Mechanical Engineers and the Renewable Energy Association. Michael Jacobs, from the Grantham Institute on Climate Change and a former adviser to the prime mininister, will lead a discussion on the political will to reduce emissions.

82nd Geneva Motor Show has a green theme running throughout Green Pavilion

When first launched at Geneva four years ago, the Green Pavilion initially showcased innovative projects and concept cars only. This year, more than half of the vehicles on display are already available for purchase or will hit the market in the next 12 months. A special closed circuit was constructed for visitors to test drive the latest stuff - more than 10,000 were undertaken by the visiting public throughout the course of the show. World premiers included the Vito E-CELL from Mercedes-Benz, the Z.O.E. from Renault and the first electric vehicle designed by Philippe Starck, the Volteis.

MiEV House

The MiEV House concept is that electric vehicles are used as storage vessels for energy that has been taken from the grid at night during low demand periods. The shape of the Takeri is said to be the future of Mazda saloons. Despite a 173bhp 2.2-litre diesel engine, the Takeri only spits out a claimed 104g/km of CO2. The College administers the Government’s Plugged in Places scheme through its Charge Your Car project, which aims to install over 1,000 EV charging points across the region by 2013. The 92-acre test track at the Nissan Sunderland plant has now been signed over to Gateshead College on a 20-year lease, having been renovated and transformed into a performance track for low carbon vehicles - particularly electrics and hybrids. The track offers a range of charging and refuelling systems, including hydrolisers, a photovoltaic canopy, EV charging points (both standard and fast charge) and biofuel tanks.

Charging solutions provider Elektromotive demonstrated its new Elektrobay range, which is suitable for all on-street and off-street residential, business and public recharging. Elektrobay is supported by an advanced back-office system that offers a full choice of options. THE FUTURE Nissan and Gateshead College are to develop a Zero Emission Centre of Excellence (ZECE). Research will initially focus on charging infrastructure and battery second life. The ZECE will also act as a home for the manufacturing of Nissan’s cutting-edge rapid or ‘quick’ charging technology, which allows

ChadeMo compliant electric vehicles to charge to 80 per cent in just 30 minutes. This follows an agreement with charging station manufacturer DBT to set up a new production facility at the centre which will produce up to 1,000 units a year for the European market. Richard Thorold, principal of Gateshead College, said: “Gateshead College is proud to be Nissan Sunderland Plant’s preferred training provider... The latest Budget saw fuel duty increase once again and car tax brackets are now firmly in favour of the low-emitting vehicle. Thankfully, vehicle manufacturers have accepted the energy challenge and innovative green vehicles are now the norm. GreenFleet’s Arrive ‘N’ Drive on 17 May at Rockingham rounds up the latest electric and low-emission vehicles, allowing fleet managers to test drive and make an informed decision about their next vehicle purchase. Visitors will also benefit from an indoor exhibition of companies dedicated to making the business of running fleets greener, from eco-driving courses to demonstrating the latest green gadgets and technologies. BEAT THE SPRIG This year, visitors will be able to put their fuel efficient driving to the test to see if they can beat ‘the Sprig’, GreenFleet’s planet-conscious race star who will set an ‘ideal’ mpg for a set route on the open roads. After a practice lap on the real roads with a UK Road Safety (UKRS) instructor, participants will return for a feedback session and tips on how to adopt a greener driving style. They will then return to the roads to see if they can improve their fuel efficiency by implementing these tips. Three Citroen DS3s will be used in the challenge, kitted out with TomTom technology which will record data such as mpg, CO2, harsh braking, acceleration, rev counts, gear changes, and so on. Throughout the day, the names will go up on the Beat the Sprig board and at the end of the day, the participant with the lowest mpg of the day will go home with a TomTom satellite navigation system. E RENAULT Renault will make its debut at GreenFleet Arrive ‘n’ Drive this year with a fleet of Z.E. and eco2 models available on test. Renault’s charge into the 100 per cent electric market features a range of four models. The company’s EV début came in December 2011 with the arrival of its first pure electric commercial vehicle, Kangoo Van ZE. Within just two weeks of its launch, this model scooped two of the most coveted awards in the industry – International Van of the Year 2012 and What Van? Van of the Year 2012. Kangoo Van Z.E. was closely followed in spring by Fluence Z.E. an elegant 4-door family saloon, and Twizy, an urban compact 2-seater suited to city driving. The Twizy is just 2.34 metres long by 1.24 metres wide and is designed for a driver and one passenger to sit in tandem. The vehicle takes three and a half hours for a full charge and gives a range of 60 miles. The fourth vehicle will be Zoe, a stylish, compact car, due to arrive in the UK in Q4 this year. Eco2 models to feature at the event will be New Scenic dCi 110 Stop & Start, returning an impressive 68.9 combined mpg and CO2 emissions of only 105 g/km, and Mégane dCi 110 Stop & Start, boasting 80.7 combined mpg and a tax-busting 90 g/km of CO2. VAUXHALL Already a proven hit on the test track from previous GreenFleet events, Vauxhall’s Ampera will once again be available for test drive. One of the major concerns of potential electric vehicle drivers is whether or not the battery range will get them to where they want to go and return back again. The Ampera is the UK’s first range extended electric vehicle, which takes this so called ‘range anxiety’ out of driving an electric vehicle. It works as a standard

It is also proven to reduce particulates (up to 40 per cent) and NOx (up to 60 per cent). The heart of the MultiAir is the new electro-hydraulic valve control system which makes it possible to reduce consumption levels thanks to direct air control via the engine suction valves, without the use of the throttle. E CHRYSLER The new Chrysler Ypsilon will be available for test drive at Rockingham. With emissions as low as 97g/km, the Ypsilon is the most fuel efficient Chrysler, delivering up to 74.mpg. The vehicle has a clever ‘Magic Parking’ system which uses radar sensors on each side of the car to capture all the information needed to park in spaces as small as 4.6 metres. Magic Parking is available on manual and automatic models. Three engines are offered, two petrol and Fiat’s 1.3 Multijet turbodiesel. Most popular is likely to be Fiat’s TwinAir two-cylinder petrol specified in the middle of the trim options. Start&Stop technology is standard across the Ypsilon range.

The system has been installed as part of circuit’s noise management plan, which outlines the specific controls, procedures and requirements for all members of the Rockingham team to follow when booking any activity on track. The wider Noise Control Strategy, drawn up by East Northamptonshire Council in conjunction with Rockingham, sets out the number of events the circuit can hold in a calendar year and the noise level each must fall within. East Northamptonshire Council is responsible for ensuring Rockingham adheres to the agreement, however the circuit has set up a dedicated noise hotline and email address for anyone who has issues with noise generated by track activity. Rockingham Education Project (REP) develops and delivers a range of activities to meet shared objectives. The curriculum promotes Rockingham as an ‘open classroom’ and includes covers general education, employability and enterprise, road safety and casualty reduction, the core STEM (Science, Technology, Engineering and Mathematics) subjects, green engineering

COMMUNITY SPIRIT Rockingham is proud of its community involvement work and encourages charities to use the circuit, whether holding a sponsored event to raise money for a good cause, or just to have a look behind the scenes as part of a visit. The circuit has helped raise tens of thousands of pounds for local charities through sponsored walks, runs and bike rides as well as donating race day tickets to local schools and groups to use as fundraising prizes. The paintwork, combined with chrome ‘sabres’ and trim, is striking. The aviation inspired design is evident, but subtle. Straight away, you can see that this car is being aimed at the top end of the fleet sector. The question is - does it stand up? Key-fob in pocket, I reached for the door handle and the sensors behind it detected my presence and obliged. Push the start button and it beeps in to life. That’s it. No engine noise, just a beep and some movement on the dials in front of me. The silence is due to the fact that I am in the first production Citroën with a full-hybrid diesel powertrain. It comes with 4-wheel drive and 200bhp, should you need it. This car is full of features that are designed to assist the pilot. Smart beams will look around corners for you at night, while the electronic head-up display only makes itself known as it rises above the dash when you fire-up the car. And then there’s the new Lane Departure Warning System (LDWS), where the sensor mounted in the windscreen, behind the rear-view mirror, watches the road for you. SAFETY FIRST LDWS tracks the white lines on the side of the carriageway, and those down the middle. Should you start to swerve and sway without indicating, you’ll get a buzz through the posterior to wake you up (and should probably look to pull over and grab 20 minutes kip). Available modes are Auto, Sport, 4WD and ZEV. I choose the Auto option - an automated manual 6-speed gearbox with optimised shifts. Apply some throttle and the handbrake releases itself. The 7-inch

The Power Train Management Unit (PTMU) that manages the operating modes of the diesel engine and electric motor will automatically select the mode that delivers the best economy. After experiencing the car’s Stop & Start, I decide to have a look at what ZEV mode can offer. On a full charge, you can creep around silently, and if you switch to the graph on the screen that gives you five minute snippets of your journey, you can challenge yourself to achieve 100mpg for as long as possible. Inevitably, this mode comes with its drawbacks (such as 2.5 miles on a full charge) but with the average daily car journey approximately seven miles, by no means a show-stopper. Stopping and starting in traffic, you can feel the regenerative braking delivering power back to the electric motor. And, as a hybrid and not a pure EV, it’s not long before the PTMU switches you back to Auto and the diesel engine takes over.

IN FULL FLIGHT So, it’s on to the M25, followed quickly by the M11, as I make my way to London Stansted looking to achieve the 68mpg the car is supposed to be capable of. I manage just over 60, but this is probably due to driving style - had I concentrated more on the economy, I may well have achieved it. But once you settle in to this car, you want to test its other attributes. So I switch to Sport mode, and instantly the ride becomes harder, with the steering more responsive. After 20 minutes, I am face-to-face with the ‘Cars of the Sky’ that are said to have influenced the look of this model. This striking car really looks the part. For something that is really quite big on the outside, it delivers on economy too. The sub 100g/km hybrid model (DSign Hybrid4 200 Airdream EGS6) is also exempt from VED, as well as the London Congestion Charge. Citroën is trying to slip in to the segment currently occupied by the BMW 3 series, Audi A4 and Volkswagen CC, and is estimating that 70 per cent of all DS5 sales will be to the corporate market. For now, they’re off to a flying start. L

CITROËN BERLINGO E-HDI 90 AIRDREAM

CITROËN’S PLAN FOR VAN MAN

Collosal GreenFleet reporter Roland Rendell morphs into Van Man to test Citroën’s new facelifted Berlingo, and despite not being able to extend his freakishly long legs to their full extent, is mightily impressed with its performance. Aside from Arsenal FC’s No.10, I’ve never really paid too much attention to Van Man. For this assignment, I had to change my thinking. As its official automotive partner, Citroën is now a big part of the French make-up of north London footballing giants Arsenal. And with some of the players involved in creative TV campaigns for the cars, the profile of their new models is set to rise. But what about its commercial offerings? Well, there’s a new kid on the block. Citroën is hoping that the Berlingo will cast a shadow over the likes of the Transit Connect and Renault Kangoo, but, so far, the French marque isn’t driving this particular model down electric avenue just yet. The fuel-efficient diesel engine forms part of Citroën’s ‘5-Star’ Euro 5 LCV Programme, and is particularly suited to city driving. I’m in the e-HDi 90 Airdream EGS6 L1 625 LX model, which features a range of extras including metallic paint (the model I’m driving is ‘Arctic Steel’ - a refreshing change from white), air conditioning, an anti-theft alarm, rear parking sensors, and a speed limiter / cruise control. More on that later. The crew cab sports three fold-away, space maximising seats (well, two and a half if you’re my stack). As a (predominantly) car man, I found it unusual not to be able to put the driver’s seat back as far as I’d have liked. But, understandably, it’s about the load capacity first, and long legs

second. And with 90hp (66kW) @ 4,000rpm and a peak torque of 159lb.ft (215Nm) @ 1,500rpm, there’s plenty to suggest that the stated 605kg payload will not be a problem. After firing the Berlingo up, there’s a familiar bleep in the background - the Trafficmaster Smartnav. Standard on Citroen’s commercial offerings, SmartNav helps to deliver better fuel economy and reduce driver stress levels. Where’s the gearstick? Not where it usually is. On the left of the steering-wheel, I spot a dial emblazoned with the letters R, N, A and M. An automatic van? Sort of. The new Berlingo has EGS six-speed automated manual transmission, with a full auto function, or manual change using - wait for it - paddleshift . All of a sudden, I’m far more interested. At first, the automated gear changes send me rocking back and forth, but it doesn’t take long to put that to rest. I will always remember the Citroën pro-driver that I met at GreenFleet’s Arrive’n’Drive, who advised me to listen to the engine. Once you get the hang of it, it’s not long before you know when the vehicle will change up. If you ease off the throttle at that point, then it’s seamless.

van. Sitting at the lights, I wasn’t even aware the engine had shut-off, and as soon as you lift off the brake, it quietly comes back to life. On to the motorway, I decide to put my foot down, but can’t seem to reach the maximum 70mph speed limit for a bluesigned carriageway. Is the cruise control on? Actually, come to think of it, does it, or any van, have cruise control? In a word, yes. Positioned behind the paddle-shift, this optional extra acts as a dual purpose cruise control/speed limiter. A quick twiddle, and up we go to 70. Nice. A WIN-WIN FOR VAN MAN The e-HDi 90 Airdream EGS6 L1 625 LX boasts CO² of just 123g/km and a combined cycle of 60.1 mpg. If you’re in and out of the city, the automated manual transmission can deliver up to 15 per cent improved fuel efficiency. Add the 60 litre tank (which, incidentally, can carry up to 30 per cent bio-diesel without affecting the warranty) and this is an ideal solution for van man frequenting city roads. Citroën surely have a winner in the new Berlingo. If you operate LCV’s on your fleet, whether it’s a couple, or many, I suggest you put this little baby to the test. I did, and I now consider myself to be an honourary Van Man. L

LEASING - BUDGET 2012 BVRLA chief executive John Lewis

THE LEASE LINE OF RESISTANCE

GreenFleet takes a look at some of the aspects of the 2012 budget that affect vehicle leasing, and gets the views of the British Vehicle Rental and Leasing Association chief executive John Lewis. When it comes to the lowest CO2 emitting cars, the alterations to the capital allowance thresholds announced in this years Budget are likely to result in changes to the methods of acquisition used by fleets. As with capital allowances, the lease restriction on business rentals is changing from April 2013. Currently all company cars on a business car lease can offset the lease cost against the profit and loss account. At the moment company cars with CO2 emissions in excess of 160g/km CO2 can only claim 85 per cent of the lease rental. From April 2013, the qualifying band moves down so that cars with CO2 emissions in excess of 130g/km will face a 15 per cent restriction. BLENDED FUNDING Consequently, blended funding options or even outright purchase are almost certain to become more popular following the Chancellor's decision, because of which the cost of leasing is expected to increase. However, fleets will still be allowed to take advantage of the 100 per cent first year allowance. The eligibility threshold for this will fall in the April of next year from 110g per kilometre to 95g per kilometre, something which could make purchasing a low emissions vehicle a more attractive proposition than leasing them out on a standard contract hire agreement. Commenting on the Budget, BVRLA chief executive John Lewis said: “This is clearly a Budget for business and employment that is likely to stimulate growth for many of the fleet industry’s customers. However, the Chancellor’s enthusiastic efforts to drive down emissionsbased capital allowances for company cars could be a step too far, too soon." FLEET SECTOR STILL GROWING “The fleet sector is the only part of the new vehicle market that is still growing at the moment. It will adapt to the new tax regime as it always does, but these ambitious targets could bring a temporary stall to the market as businesses re-evaluate their fleet policies.” Speaking specifically about the Capital Allowance Threshhold, Lewis stated: “The fleet industry coped with the introduction of the 160g/km capital allowance threshold when it was introduced in April 2009 and it will cope with these ambitious new emissions targets.

“However the continuing application of the Lease Rental Restriction acts as nothing more than a double emissions tax on our industry. We will be vigorously lobbying to have this unfair fleet tax removed as we did with the 3% diesel supplement for company cars.” Lewis had this to say on some of the Chancellor’s specific measures: FUEL “The Chancellor has missed an open goal by deciding not to cut fuel duty. We will see public outrage at fuel prices continue to rise ahead of the scheduled August duty increase. Buying fuel to get to work or deliver your company’s products and services is not a discretionary spend. To continue to ratchet up fuel duty as if it is a pernicious luxury like alcohol or tobacco is misguided and cynical.” ELECTRIC VEHICLES “We have already seen that the market for electric cars has got off to a slow start. By eliminating their company car tax exemption from April 2015, the Chancellor is getting rid of one of the main incentives for fleets to operate them. This measure could kill the electric car market stone dead.
