New multi-million pound bridge over the Thames PLANS FOR A £32.3 MILLION BRIDGE

across the Thames, the first major new road crossing over the river in about 20 years, have been approved by the UK Government. Local Transport Minister Norman Baker recently confirmed funding is available for Surrey County Council’s new crossing between Walton and Shepperton. It is due to be completed by 2013 and will replace

two temporary bridges in the area. Ian Lake, Surrey County Council’s Cabinet Member for Transport, said: “With Surrey’s roads carrying nearly twice the national average traffic flow and the county being a powerhouse of the national economy, this is a hugely important scheme. Walton’s new bridge will make a real difference to residents, commuters and businesses and it will be an important new landmark along the river.”

Road deaths in Sweden at all time low Road fatalities in Sweden hit a record low number of 270 last year, according to new statistics. This is equivalent of 2.9 people per 100,000, which is the lowest figure anywhere in the world. Gunnar Malm, general director of The Swedish Transport Administration, told the TT news agency: “The development is totally unique. Incredible! You would need to go back centuries to find a time with fewer road deaths. “Sweden is still the best in the world when it comes to road safety.” The Swedish Transport Administration cities drivers being better at respecting speed limits as a contributing factor.

China awards data collection contract

Armenia awards digital tachograph contract THE MINISTRY OF TRANSPORT

and Communication of Armenia has signed an agreement on the implementation of digital tachographs, to be installed under 2011. The control device will register the speed of the cargo vehicle, the distance covered by it, and the driving and rest regimes of the driver. The implementation of the

system will also contribute to the increase of security for interstate road transport and harmonisation with international standards. The need to install tachographs arises from the requirements of the Agreement concerning the Work of Crews of Vehicles Engaged in International Road Transport, which Armenia joined in 2006.

New speed camera rules to improve transparency LOCAL AUTHORITIES and the police

in the UK will have to publish full information about speed cameras, under proposals announced by Road Safety Minister Mike Penning. By April the UK Government wants information about cameras to be easily available to the public. This could include data about accident rates at camera sites, vehicle speeds and the numbers of motorists prosecuted or offered training after offences recorded by cameras. Mike Penning said: “Public bodies

should be accountable and if taxpayers’ money is being spent on speed cameras then it is right that information about their effectiveness is available to the public. “The proposals I have announced will help show what impact cameras are having on accident and casualty rates and also how the police are dealing with offenders.”

The People’s Republic of China has signed a contract worth RMB 12 million (£1.2m) with China TransInfo to provide technical development and services for a pilot project to build and operate a traffic data collection, analysis, and service system for national trunk roads. The Ministry of Transportation plans to promote the pilot during the 12th FiveYear period, which runs from 2011-2015.

Avalanche control keeps highways safe January through March is a time of increased avalanche activity across Canada’s British Columbia. The Ministry of Transportation and Infrastructure is providing a provincewide avalanche safety and protection programme to increase the safety of those who travel on our highways. Motorists should watch for “AVALANCHE AREA– DO NOT STOP” signs, as this will alert them that they are driving within a designated avalanche area. All exit points of avalanche areas are identified with an “END AVALANCHE AREA” sign. The ministry’s avalanche programme manages more than 60 avalanche areas that include over 1,300 individual paths. The ministry employs a crew of highly trained avalanche professionals who monitor weather and snowpack conditions continuously during the avalanche season.

First chairman of Highways Agency board appointed Alan Cook has been appointed as the first ever non-executive chairman of the Highways Agency board. The new post has been established to ensure greater efficiency at the Agency and to provide independent advice to Transport Secretary, Philip Hammond. As part of the spending review settlement the Department for Transport announced a series of measures to ensure that the Agency is structured in the best way to deliver effective services. The appointment of Mr Cook as a non-executive chairman to the Agency Board is said to be a crucial part of this process. Mr Cook’s role will involve him agreeing the HA’s performance measures for 2011-12 as part of the Agency’s annual business plan. He will also provide input to other measures, including agreeing the terms of reference for the independent review to determine whether the government has the most appropriate approach to the operation, maintenance and enhancement of the strategic roads network.

Northern Ireland looks into bi-lingual traffic signs NORTHERN IRELAND’S

Department for Regional Development has launched a consultation on proposals to introduce a range of bilingual traffic signs in either Irish or Ulster-Scots. The policy will help the Department meet its commitments under the European Charter for Regional or Minority Languages, which came into force on 1 July 2001. Regional Development Minister, Conor Murphy said: “The policy is intended to

facilitate the introduction of a number of certain bi-lingual traffic signs in Irish or Ulster-Scots for the specific purpose of promoting minority languages. We have obligations under the European Charter for the protection of minority languages and the proposed policy will permit the inclusion of either Irish or Ulster-Scots, on town or village welcome signs, some supplementary plate signs for example a ‘School’ warning sign and certain tourist signs.”

Eight more DriveBC web cameras are now online to help you “know before you go” on British Columbia highways, Transportation and Infrastructure Minister Shirley Bond has announced. “With these new webcams, motorists know weather and highway conditions and are able to make safe travel plans,” said Bond. “DriveBC now has 175 webcams showing highway conditions throughout the province to help you plan a safe trip.” The webcams are available at www.drivebc.ca. DriveBC also provides travel advisories, road closure information, weather information and other important links.

Manitoba rail service completes upgrades The Government of Canada has announced the completion of several federally funded projects to upgrade the Keewatin Railway Company’s passenger rail service. Among these is the construction of a new passenger station and loading ramp in the community of Pukatawagan. The CA$700,000 initiative (£450,000), funded under Canada’s Economic Action Plan, will improve facilities for passengers and their luggage. “Investments in Keewatin Railway have already resulted in safer, more reliable and comfortable service for passengers,” said the Honourable Rob Merrifield, Canada’s Minister of State (Transport). “They continue to bring benefits to the surrounding region.”

Invest for improved economy The route out of recession is well-maintained roads, says Asphalt Industry Alliance chairman Colin Loveday t this time of year it is becoming almost tradition to find ourselves in the midst of a media ‘PotholeFest’. The local roads that comprise 95 per cent of the network are in such poor condition that, as soon as the latest snows melt, new potholes are ubiquitous. So much so that they have become a seasonal issue with universal complaints from general public and journalists alike. There have even been letters to The Daily Telegraph this year focusing on the challenge of defining a new word to describe a “pothole within a pothole”.

SERIOUS PROBLEM Yet the issue is far from a frivolous one. Our local road network is now in an extremely fragile condition. This presents far more problems than the obvious, but serious, question of safety for road users, resulting in a huge accumulative bill that the country’s economy can ill afford. The question that most miss is not “what can we do about potholes” but why do they exist in the first place? The point is that they indicate a network in such a poor state of repair that reactive “patch and mend” maintenance will never resolve the problem. Cold weather alone is not to blame, neither is, as some seem to be suggesting, misspecification by highways engineers. EUROPE’S ROADS Let’s be clear that roads elsewhere in Europe are in better condition because they are better maintained. UK roads would be in better condition if local authorities had the money available to carry out the maintenance programmes that their highway engineers recommend. The crumbling road surfaces and holes that are now blighting our journeys simply present the picture that we could have expected in a few years time had we not had severe winter weather. They are the result of deferred preventative maintenance. Unfortunately, perhaps because the prospective life of a government is significantly shorter than that of a road, successive governments have not perceived highway maintenance as a spending priority. Efficient highway maintenance, however, is a long-term issue. So, to be generous, the current government is now reaping what has been sown over the previous 15 years or so by its predecessors, namely a

Keeping a mega city moving Dr. Charles Asenime, School of Transport, Lagos State University, Ojo, Nigeria, looks at mobility in a mega city and explains the ups and downs of Africa’s first bus rapid transit system agos is considered to be one of the fastest growing cities in the world. Its current population, variously estimated at between 12.8 and 15 million, makes it the most populous area in Nigeria. The Lagos metropolitan area, which has attained the status of a mega city, is by far the largest and most complex urban area in Nigeria. During the last two decades, levels of efficiency and productivity in the metropolitan area have been adversely affected by a serious and growing congestion problem. The increasing population of the metropolis has engendered an urban sprawl mostly inhabited by low-income workers who live at the periphery of the city. As a consequence, trip lengths and travel times, mostly towards the south-east corridor, are getting longer. This development, exacerbated by the poor condition of the road network and the absence of a functional traffic system architecture and infrastructure, has severely affected the mobility and productivity of residents. Several attempts by government, community based organisations (CBO) and the private sector aimed at correcting these problems have had little

impact. As part of ongoing efforts to improve the mobility of commuters and decongest the metropolis, therefore, the Lagos State Government selected some major arteries in the metropolis to be considered for the establishment of the first Bus Rapid Transit (BRT) scheme in Africa. This article provides an overview

THE LAGOS BRT Bus Rapid Transit is an American term used to describe a limited stop bus service designed for easy and rapid mobility of commuters in urban areas. As a transport policy option, BRT relies on the use of dedicated “interference” free, segregated lanes to guarantee fast and reliable bus travel, and may well become synonymous with

Adelaide, Tokyo, Taipei, Seoul and Lagos as well as four cities in India. The Lagos BRT project is termed ‘Lite’ insofar as it does not seek to attain the highest specifications for such schemes, as found for example with the TransMilenio in Bogotá. It is Africa’s first BRT scheme and became operational on 17 March 2008. It is implemented under the auspices of the Lagos Metropolitan Area Transport Authority (LAMATA) and has two principal partners, the National Union of Road Transport Workers (NURTW), which owns the Blue Buses, and the

These two bodies were instrumental in contributing the initial launch fleet of 180 high-capacity buses. These were used for the implementation of the first phase of the project, which covered the city’s Mile 12 to CMS traffic corridor, with the Red Buses running the route non-stop and the Blue Buses stopping at designated intermediary bus stops. Currently, the Blue and Red buses together make up a fleet of more than 1,200 vehicles. In addition, LAMATA has established a bus franchise pilot scheme in the Alimosho Local Government Area of Lagos.

the molues (big yellow buses run by private operators) where four adults are often squeezed on a seat. Orderliness: The BRT has introduced some order in passenger boarding methods compared to the chaos and riots that frequently take place when boarding the molues. Waiting time: In contrast, the average waiting time at bus stops for the yellow buses is six minutes, while waiting time at the BRT Stations can be as high as 30 minutes. Comfortable bus shelters: The BRT management has constructed comfortable shelters along the BRT corridor. These have been designed to encourage queuing and orderliness.

BRT FEATURES The BRT is 65 per cent physically segregated and 20 per cent delineated by road markings and distinctive pavement treatment. Lanes are typically 3.3 metres wide and are separated from other traffic by concrete kerbs that are 400mm high. Lane widths are the minimum needed to accommodate unconstrained and safe operations and kerb height is the minimum required to deter lateral intrusion. Gaps of approximately 0.2m have been left in the kerbs to allow storm water to drain, thereby negating the need to reposition road drainage. Other features include wellbuilt, distinctively marked stations, designed to enable level boarding and alighting, and high-quality, attractive and functional amenities. The buses operate 16 hours daily (6am-10pm). The Mile12/Moshalashi-CMS traffic corridor was selected for the initial launch of the BRT operations due to its adequate length (22km), and because it is a main distribution route to Lagos Island (south-east of the metropolis). It offers four carriage lanes between Mile 12 and Jibowu, has huge commuter demand and is a gateway route to Epe/Ijebuode via Victoria Island. IMPACT INDICATORS ON MOBILITY Let’s look at some impact indicators of the BRT on mobility. Low fares: The introduction of the BRT on the Mile12/CMS traffic corridor has reduced the cost of transport for low income earners who normally spend about 45 per cent of their income on transport. Where they would have spent 300 Nigerian nairas (USD2/£1.30) previously, they now spend just 100 (66 cents/42 pence). Reduced travel time: The BRT has reduced commuting time drastically for those who use the service, especially during the morning and evening peak periods. Increased comfort: The level of comfort has increased. With the BRT each passenger has a seat, unlike

NEGATIVE IMPACTS Unfortunately, some negative impacts of the BRT on the Lagos transport system have been identified. Congestion has increased at some intersections, such as Mile 12, Maryland and Ojota. Also, during the reconstruction of some sections of the BRT corridor, BRT drivers often park along lanes reserved for the yellow buses, thereby causing delays. Some accidents have been recorded on the BRT when pedestrians, motorists and cart pushers veer into the segregated right of way. Reckless driving by some of the BRT personnel has cast a few doubts on safety, and has actively discouraged some people from using the service. Lagos, which already has one of the highest noise levels in the country, has been thrown even deeper into the abyss of noise pollution due to the incessant way BRT drivers blare their horns. At all the BRT stations, used tickets litter the environment. PROSPECTS Overall, the BRT has been a success. Ridership, for instance, has exceeded the projected figures by 233 per cent since inception. The BRT-Lite carries almost 200,000 people per day, and given the prevailing acceptance of the BRT scheme by Lagosians, the BRT is on course to helping Lagos reduce its congestion problems. According to LAMATA, there are approximately six million people within the primary threshold of the BRT-Lite, of which 65 per cent don’t own a vehicle. Additionally, 25 per cent of those who do own cars are reluctant users. These people could be attracted to the service given the right set of conditions. The last identified category (10 per cent) comprises the wealthy inhabitants, who may never use a BRT but who can influence policy decisions and may benefit from the decongestion effects of BRT. to Lagos Transport system has no doubt brought some succour to commuter mobility in the metropolis. This is especially true for those who use the service. Also, it is expected that the introduction of the BRT to other locations in Lagos State will reduce the cumulative travel time of commuters and motorists. Irrespective of the above, however, the BRT has also brought some hardship to motorists and commuters at certain major intersections, where turning movements are difficult for the buses because of their size. Also, the long waiting times BRT passengers are exposed to require attention, and could be reduced through improved infrastructure and proper scheduling. Dying for a lick of paint Road markings provide the best, most simple navigation aid to drivers and little money needs to be spent to cut deaths on our roads, says the Road Safety Markings Association hat price do you put on a life? It is a difficult question and something which will vary enormously depending on your standpoint. An economist or statistician will no doubt be quick to supply a strictly monetary sum based on medical care, lack of income potential and the like – on the other hand, a grieving relative will know that a life is without price. There is, however, something which all would find it had to argue against, that a life, any life, is worth a lot more than the cost of a pot of paint. Over the past year, the trade association of the companies that paint the lines on our highways, the Road Safety Markings Association, has been running a campaign to bring home to people just how little money needs to be spent to cut deaths on our roads. The association’s message is simple and to the point “what cost a life – a pot of paint”.

THE CONDITION OF ROADS Towards the end of last year the Road Safety Markings Association (RSMA) published the initial findings of its most recent research into the condition of the road markings in the UK and compared these to the 2010 report on the safety of UK roads compiled by the highly respected and independent monitor of road safety, the Road Safety Foundation.

The RSMA found that eight out of ten of the UK’s most dangerous roads have centre line markings so worn that one third is almost nonexistent. Half of the lines fall below the minimum specifiable standard, according the association’s report. Taking the top ten most dangerous roads identified in the latest Road Safety Foundation report, the RSMA assessed the quality of centre lines. On one of the worst roads – a five-mile section of the A6135 between Ecclesfield and junction 36 of the M1 (Hoyland) – three-quarters of the markings are either barely visible or need an immediate schedule for replacement. ROOM FOR IMPROVEMENT Conversely, of the ten notoriously dangerous roads identified by the Road Safety Foundation to have improved the most, seven had undergone targeted road marking treatments, with improvements resulting in cutting fatal and serious crashes by as much as 74 per cent. Understandably, George Lee, national director of the Road Safety Markings Association, greeted the findings with incredulity: “The evidence is stark: eight out of ten of our most deadly roads have the most deadly markings … or in many cases, no markings at all. What’s more, the A18 which previously

topped the league as the UK’s most dangerous road now has high quality markings as they were replaced shortly after the initial survey. We anticipate lives will be saved as a result, and would expect it to enter the league as one of the ‘most improved’ in the next Foundation survey in the summer. “The government is supportive of measures that can deliver substantial rates of return on spending where lives can be saved. Mike Penning, the Roads Minister has given us his assured commitment to road safety, and he recognises that it is the government’s role to provide wellresearched and informed guidance for highways authorities when it comes to specifying safety measures.” Lee asserts that road safety engineering programmes have too often been viewed as discretionary by many authorities and adoption can therefore be hit and miss. He stresses that the RSMA report flags up some serious concerns for the overall conditions of Britain’s road network now, and claims central government’s support is vital in hitting home the message that deadly road markings are costing lives. MINISTER’S REASSURANCE In a meeting with the Mike Penning, Lee asked for reassurance that the government’s “localist” agenda would not jeopardise road safety. He received assurance that such a move would be accompanied with sound guidance from central government,

ROAD SAFETY supported locally by “good decisions by well-informed people.” “The Road Safety Foundation set as its theme for the year ahead ‘Saving Lives for Less’ and later this year, the UN is launching ‘The Decade of Action for Road Safety’. We believe that fundamental to both these initiatives are good-quality road safety markings and want this to be supported by government activity and advice,” says Lee. “Road markings provide the best, most simple navigation aid to drivers. If the UK’s eight most dangerous roads alone can be made safer and lives saved by spending less than a total of £550,000, surely this is a sum we cannot justify saving. This is not about government cut-backs, but about saving lives and the core spending that needs to be undertaken by highway authorities, year in year out: put bluntly they need to live up to their responsibilities.” INDUSTRY SUPPORT Lee and the RSMA is not alone in their belief and have found support from organisations such as the AA, Royal Society for the Prevention of Accidents and in research from the Transport Research Laboratory. In particular, the AA has come out and backed the RSMA’s stance, confirming that for the price of a pot of paint, lives could be saved on many of the Britain’s roads. “Lives are being saved by one of the cheapest measures in the road engineer’s toolbox: simple white lines,” according Paul Watters, AA head of Public Affairs. “Each year, the UK’s ten most improved roads are tracked by the Road Safety Foundation. Major projects, such as building bypasses and turning stretches of road from single to dual carriageway, are among the more costly measures to reduce fatal and serious collisions. “At the other end of the financial scale, road markings feature in 70 per cent of improvements annually. Without exaggeration it is true to say that a simple pot of paint can save lives. In particular, highly visible markings at the edge and centre of the road that can be seen on a wet night, are enormously cost-effective in saving lives.” WINTER WEATHER The spell of bad weather over the winter has taken its toll on the roads – not just on the quality of the surface, but on the visibility of road markings, according to Watters, who claims that something as simple as a clear set of Give Way markings at a junction costs less than £50 but can make the difference between life and death. “Drivers must to be able to ‘read’ the road at every turn. Without this most modest of investments, motorists will be driving blind,” he says.

Encouraged by support from road user organisations, the RSMA is determined to have both central and local government recognise the cost-effective contribution good quality road markings can make to the safety of the UK’s roads. Road crashes cost the UK 1.5 per cent of GDP (£18bn), according to the European Road Assessment Programme, EuroRAP. Setting aside the emotional and personal issues relating to death and injury on our roads, the RSMA argues that purely in financial terms, particularly in this age of austerity, spending money wisely to cut down crashes makes sound sense. A MAN WITH A MISSION George Lee is a man with a mission and is starting to put the pressure on decision makers and the authorities to have the safety of UK roads improved with enhanced and properly maintained road markings. He has met with the chair of the Parliamentary Transport Select committee, Louise Ellman MP. Based on the evidence his association uncovered in its report on the UK’s most dangerous roads, Lee has called for a Select Committee inquiry into the state of road markings on the country’s roads and the impact on road safety. Companies that are members of the RSMA are lobbying their local MPs for action and requesting their support in calling for an inquiry. According to the RSMA, road markings provide the best, most simple navigation aid and warning to drivers. From something as straightforward as a set of Give Way marks at less than £50 to the most comprehensive centre line marking schemes at around £1,500 per kilometre, the association claims that these are investments that no road authority can afford to ignore – because they save lives time after time. While expensive highway reengineering projects may be axed in the coming years due to cost, authorities need not compromise public safety, claims the RSMA. According to Lee: “Road markings, more often than not, can provide levels of improved safety equal to expensive reconstruction work. Even something as simple as putting edge lines on rural roads can reduce accidents by 30 per cent over all – and nearly 70 per cent at night. Research by Transport Research Laboratory has shown the average reduction in accidents for road marking schemes was 32 per cent while research the Royal Society for the Prevention of Accidents calculated that markings reduce crashes by 34 per cent. “It is clear that investing in and maintaining high quality road markings bring enormous road safety and environmental benefits. We as an industry are stepping up our campaign to drive the message home to central and local government policy

Innovation in lighting Nigel Parry, technical services manager, Institution of Lighting Professionals – the UK and Ireland’s largest professional lighting association – looks at the the latest options available

T

he street lighting sector has traditionally been a fairly slow moving industry with light sources initiating change in the sector. The first gas lamps on London’s Pall Mall in the 19th century gave way to the use of the filament electric lamp in the same types of columns and lanterns. The introduction of mercury discharge lamps before World War II started a new revolution which has seen the launch of sodium lighting – both low and high pressure coming to dominate our streets (about 90 per cent of the UK is lit with sodium lights).

introduced two new opportunities for a more responsive and energy efficient street lighting system in the UK. The first of these is the introduction of white light light emitting diodes (LEDs). These were first developed in Japan in the 1990s but only the last few years have seen them develop enough to equal the lumen of light per watt (L/w) of electricity produced by the more usual discharge lamps sources. The LEDs are currently delivering around 100-120 lumens per watt and can easily light most residential roads to the levels required by British Standards.

WHITE LIGHT

As with any new technology being introduced, the costs are high. A typical residential road street light lantern will cost under £200 whereas a new comparable LED unit will cost from £400 upwards. However, the technology is rapidly changing with 150 L/w promised by the end of 2011 and prices set to drop significantly over the next few years. At some point the performance and price will be right and the use of LEDs will take-off. Indeed a private finance initiative (PFI) contract in Birmingham has started to change some 40,000 street

FIGHTING COSTS In 2002 an update to British Standards allowed a drop of a lighting class when using a white light source. This has encouraged manufacturers and users to develop new white light lamps and where they have been deployed has seen a saving in energy, as well as the quality of light, and by using new lanterns with high quality optical control a significant reduction in sky glow over cities has been seen. More recently, however, the rapid advancement in technology has

lights to LEDs over the next five years. The other tool in the box is something termed Central Management Systems (CMS). In the UK this is primarily a wireless communication system that allows a central control point (say city hall) to communicate with every lamp on the network. The system can switch each lamp on and off at the optimum time but also can deliver a number of other benefits that are new. These include the ability to vary the light levels by dimming the light when there is little demand, such as in the middle of the night, but keep a safe level of lighting instead of switching off, thereby saving energy. It can also be reactive so it can bring on the lights to full power in case of an emergency or in town centres late at night when high levels of light are required when night clubs are closing their doors. It is also possible that these systems can detect when a lamp is about to fail and send an instruction to a contractor to replace the lamps, thereby ensuring no dark spots on the streets. Thus the advent of using lower levels of white light, new LED technology and a control system is making the UK streets a better lit environment with less light pollution and saving tonnes of CO2 . A new approach to railway operations RSSB is undertaking a major national project in which the mainline railway’s operational rules are being reviewed, with the aim of improving business performance nder the leadership of RSSB the industry is embarking on an ambitious project to transform the content and presentation of the rules currently published in the Rule Book (GE/RT8000). The project is entitled the ‘New Approach’ and the programme to systematically review and revise all modules that make up the current version of the Rule Book is scheduled to take four years.

Rules have been used to help control operational risk on the railway for over 170 years. During this time the rules have evolved gradually as we have learned lessons from accidents and our understanding of risk has developed. The New Approach represents the next major evolution in the history of the Rule Book and is the biggest comprehensive review of the rules since the current Modular

Rule Book was introduced in 2003. The current Modular Rule Book was the culmination of a six-year project to make the Rule Book easier to navigate and the rules more accessible. This involved a complete rewrite of the 13 Personalised Rule Books and significant changes to structure, format and language. Although the current Modular Rule Book improved upon its predecessor the experience of using it has highlighted opportunities for improving the document and a need for the rules to align more closely with the many technological and organisational changes the industry has experienced since its introduction. REVIEW AIMS The New Approach will deliver direct benefits, which include: • Improved safety. This will result from fewer, clearer rules, targeted

www.transportbusiness.net at specific groups of workers and presented in the most appropriate format – so that the opportunity for misunderstanding or lapses is reduced • Opportunities for front-line users to exercise greater judgment in resolving operational issues, leading to better resilience and also improving safety • More efficient training of operational staff (including reducing driver training) • Fewer changes to the rules and more efficient delivery of change • More efficient printing and publication. Crucially, the New Approach will enable major improvements in the way the railway works. It is an essential tool that – along with other initiatives – will help the industry to achieve large increases in performance, capacity, revenues, and modal shift. The New Approach will provide vital support to initiatives such as the Network Availability Programme and Network Rail’s Access Programme, resulting in: • Increasing capacity by enabling the railway to be open consistently to train operations for longer periods especially in late evenings and at weekends • Maximising the amount of engineering work that can be carried out during infrastructure down time • Championing performance improvements by enabling innovation and 21st century operating practices. Changing the Rule Book through the New Approach does not directly deliver all of these benefits itself but they cannot be delivered without it. INCREASED PERFORMANCE The Network Availability Programme is a Network Rail led industry initiative to provide greater access to the network to run revenue earning train services. To achieve this Network Rail intends to radically change its practices for maintenance and renewal of its assets. The aim is to create more train paths, especially at evening and weekends, to enable more train services and so more revenue to operating companies. Achieving these benefits requires the implementation through the New Approach of new methods of undertaking engineering work. The aim will be to: • Enable trains to run later and start earlier in the day and increase availability at weekends • Allow more work to be carried out in the interval between trains without causing disruption to services, resulting in a reduced number of disruptive possessions • Allow the lines adjacent to engineering work to be open, with trains operating at or near normal speed. To obtain maximum benefit and revenue from the network it is necessary both to provide fully functional infrastructure

on which to operate services for as long as possible at full line speed and capacity, and to provide access to the infrastructure to maintain and improve it. The New Approach is needed to deliver these twin goals. Working with Network Rail’s Access Programme in their redesign of engineering processes, the New Approach will lead to more useful work time and so to fewer possessions and less disruption to train services, lowering costs for the industry as a whole. And by improving the access to the infrastructure, Network Rail will be able to introduce maintenance regimes that drive down the rate of asset failure leading to a more reliable network. END USER ENGAGEMENT The project is also taking a new approach to the way in which it engages stakeholders to participate in the development of rules. In a significant departure from previous major Rule Book change projects it is intended that end users of the rules should have an opportunity to

do not always reliably engage end users due to constraints of time and limitations in the consultation cascade within duty holder organisations. GOVERNANCE & DELIVERY The New Approach is being managed by RSSB under cross-industry governance. Proposed changes to the Rule Book are reviewed in detail and authorised by the Traffic Operation and Management Standards Committee (TOM SC). The programme is funded from the RSSB budget, which is financed by its members in accordance with the RSSB constitution agreement through an annual levy on each member. The Rule Book is a large document, and in order to make the implementation of the New Approach manageable it has been necessary to divide it into 12 “tranches”. Progress to date is as follows: Tranche 1 of the New Approach, which concerns basic competency for going on the railway, was published on 3 April 2010 and came into force on 5 June 2010. Good feedback has been

This engagement process will primarily take the form of a series of end user workshops arranged at various locations around the UK where sample groups of end users will get the chance to see rules at an early stage in their development. At these workshops end users will be invited to express their views about which features of the New Approach they find helpful, which elements are difficult to understand or unhelpful, and which aspects of the current Modular Rule Book they would wish to see discarded or perpetuated. The primary purpose behind engaging end users in this way, and at a much earlier stage than would normally be the case, is to validate whether the first products of the New Approach are consistent with its stated principles from an end user perspective. It is also recognised that traditional stakeholder consultation methods

received from front line employees. Tranche 2 ‘people who set up safe systems of work on the railway’ was introduced on 4 December 2010. Informal feedback to date has been positive. Following approval by TOM SC in December 2010, Tranche 3 ‘people who set up possessions and control rail movements’ will be introduced in June 2011. Work is progressing on Tranches 4 to 8, in line with the plan. RISING FIGURES The latest ORR figures issued in early December show that UK consumer rail freight increased 4 per cent compared to the same quarter the previous year, despite the recession. This consumer sector grew by 6.5 per cent last year despite the fact that overall port volumes nationwide shrunk by 14 per cent. These figures show sustained year on year growth for the seventh year in succession with industry forecasts demonstrating that consumer rail freight can increase by fivefold in the next 20 years as long as the network is upgraded and the following policies are in place. Let’s look at some examples in the emerging consumer market which is complementing the traditional bulk traffic.

DB Schenker started a new direct train service carrying a range of food and manufactured products for retailers linking the Midlands with Italy at the beginning of June 2010 which provides customers with a saving of at least 24 hours over traditional road haulage. Direct Rail Services has relaunched a five day supermarket service for WH Malcolms with each daily train hauling up to 26 containers. It is estimated

fresh fruit and vegetables, has been able to transfer fruit and vegetable imports from road to rail, using DB Schenker, to deliver 40 containers every weekend from the Port of Tilbury to the rail freight terminal at Wakefield. The Royal Mail now has seven mail trains a day operated by DB Schenker, transporting more than one million items of mail every day. POLICIES & INVESTMENT Rail freight receives limited targeted government interventions, which are helping the industry become more efficient, for example using longer trains, and gives the industry the confidence to invest longer term. At the core of the existing government

A priority is further capacity upgrades on the rail route out of Felixstowe, our largest container port, running parallel to the congested A14, which would remove 40m long distance lorry miles per annum. RAIL FREIGHT NEEDS TERMINALS Rail freight cannot grow without new terminals and the planning system, which is being revised, is critical in delivering these facilities. While we support the coalition government’s decision to retain the principle of national decision making for nationally important projects, such as the strategic rail freight interchanges, in its major projects unit, we urge them to make sure that strategic planning at a sub-national level can take place otherwise the economy and the environment will suffer. Therefore we ask the coalition government to make the case for rail freight interchange/terminals of all sizes in its forthcoming transport National Policy

Previous increases in lorry dimensions have led to more lorries driving around less full, which is the reverse of what was claimed would happen by the proponents of longer HGVs, who are using the same arguments again. Despite the fact that previous EU research has shown that mega trucks would be more dangerous than conventional trucks and undermine sustainable alternatives, more studies are being carried out. There are overwhelming public opposition, with 81 per cent of the French, 73 per cent of Germans, 85 per cent of the Swiss and 75 per cent of the British opposing mega trucks. The danger is that mega trucks could effectively become travelling warehouses, adding to long distance road congestion, freight emissions and exposure to road accidents. A NATIONAL RAIL NETWORK The government is currently considering options to restructure the railways including regional sectorisation and vertical integration, as part of its

If the country is to achieve the 80 per cent reduction in carbon dioxide emissions the government is committed to, by 2050, freight emissions have to be controlled – rail, which is popular with the public, safe and produces 70 per cent less carbon dioxide than the equivalent road journey, can help achieve this Statements and the National Planning Framework, without which it will be impossible to transfer more freight to rail. Without strategic direction, medium sized and small rail freight terminals, which have wider economic and environmental advantages but face local opposition and competition from other land use, will not get planning permission if only the local picture is considered. That is why we are urging the coalition to make local authorities take account of the wider economic and social benefits of schemes outside their boundaries in their duty to cooperate in the Localism Bill. AGAINST MEGA TRUCKS Despite the fact that the UK Government rejected trials of 60-tonne 83 ft (25.5 metre) lorries on UK roads in June 2008, if the European Parliament allows longer heavier lorries to travel across member states, it will mean, in the medium term, that mega trucks would come to the UK because of pressure from the road haulage industry. Mega trucks would not only lead to more congestion and pollution but would also severely undermine rail and water freight, the sustainable alternative to road and air.

In this context, it is vital to recognise that rail freight needs a national network to prosper as it needs to compete with road freight which has a national network that it can, by and large, access when it needs to. The nature of freight distribution means that rail freight flows often cross several regional boundaries so a national rail network is a crucial element in proving a robust, reliable flexible service to customers. The interim review, issued in early December, stated that the rights of freight and open access operators will be safeguarded, which is crucial, but could be difficult to deliver if the passenger train operating companies (TOCs) are given control over track and train operations, as in reality you cannot legislate for or contract every aspect of behaviour. For rail freight to prosper, national operating conditions need to be retained. For example, nation-wide pathing and coordination of timetabling and engineering works and strategic reservations needs to be maintained. Given the coalition government stated

commitments to reduce carbon emissions and stimulate the green economy, it is crucial that any restructuring of Network Rail helps, rather than hinders, the continued growth of rail freight. As it is not a level playing field between the various modes’ increases in freight access, charges would make it even harder for rail freight to compete. SUPPORTING COUNTINUED GROWTH The Campaign for Better Transport research states that road freight is only paying between one to two thirds of the costs it imposes on society. The rail freight operators are therefore asking that in any structural changes to the industry, the national network is retained and the following key attributes that support continued growth in rail freight are protected and enhanced: • National charging that keeps rail freight competitive with road • Timetabling of cross-route trains • Strategic reservation of capacity to enable rail freight growth • Coordination of engineering work over core and diversionary routes (which typically traverse an alternative region) and subsequent timetabling • Incentives to react quickly to develop new business • Day to day performance management of trains over borders • National performance and possessions regime • Approvals process for introduction of new rolling stock on a national scale Continued growth in rail freight will support many coalition objectives laid out in its programme for government especially in supporting the overall economy, reducing road congestion and reducing carbon emissions as long as the restructuring of Network Rail does not damages the efficiency of the network and the service rail freight customers receive. The reality is if the UK is to achieve the 80 per cent reduction in carbon dioxide emissions the government is committed to, by 2050, freight emissions have to be controlled – rail, which is popular with the public, safe and produces 70 per cent less carbon dioxide than the equivalent road journey, can help achieve this. The simple statistic which shows that an average freight train can remove the equivalent of 50 long-distance HGV journeys from our roads clearly illustrate what rail freight contributes to our economy and society. Stopping ice in its tracks As it is the time of year when snow and cold weather can play havoc with transport systems, we take a look at some initiatives rail operators can take to keep trains moving ore than 16,000 metres of specialist heating strips have been installed onto the third rail power system at 42 locations across south east England as part of a county-wide trial to improve reliability of train services during harsh winter weather conditions. Ice forming on the conductor rail, which is used to provide electricity to power the trains, is one of the biggest causes of disruption in the region during winter weather. A layer of ice on the top of the rail prevents or disrupts power being drawn by the train often resulting in the train being stranded.

PIONEERING TECHNOLOGY Dave Ward, Network Rail’s route director for Kent, said: “We are pioneering this new technology in Britain to further improve the reliability of train services during harsh winter weather conditions. We have analysed weather patterns over the last ten years to identify the most vulnerable areas, and it is these places we are concentrating the trial of the heating strips. “Last winter was the most severe for 30 years. Although the railway coped relatively well compared to other forms of transport, we have used the

experience to try and make the railway more robust so we can deliver a better and more reliable for passengers.” ONLINE UPDATES To complement this initiative, train operator, Southeastern, has launched on its website a new online table showing at-a-glance how train services on all 12 routes are operating at any given moment. The tool shows either ‘good service’, ‘minor disruption’ or ‘major disruption’ and sits alongside an interactive map. Southeastern has also published a contingency timetable to provide passengers with an idea of what services could look like on the rare occasions it needs to be implemented. Other upgrades have also been made to the website and all drivers and conductors have been issued with Blackberrys to help improve information to passengers. Network Rail has also been working with graduates and research staff teams at the University of Birmingham to assess the benefit of anti-icing and de-icing products. The findings will feed into other work Network Rail is doing to combat the problems caused by extreme weather. The university has a multi-disciplinary centre for railway research and education

which offers offer both undergraduates and masters students practical experience of working collaboratively with industry during their studies. As part of their final year project, or a summer placement, students carried out tests which involved building a cold room and running a shoe along a circular rail spinning at up to 50mph to simulate real conditions. New anti-ice fluids and sleet brushes have also been tested. WEATHER EXPERTS Network Rail has also worked with specialist weather experts with the aim of getting more accurate forecasts and conditions on the rails. Similar projects are planned for other parts of the railway in the south east which use the third rail power system, particularly in East and West Sussex, Surrey and Hampshire. The new initiatives will complement Network Rail established winter contingency plans during harsh weather conditions, which will continue to be delivered. When required, maintenance teams will be working night and day to check hundreds of points at key junctions to prevent equipment from freezing. Kilfrost partnership helps Finland thaw The global leader in de-icing and anti-icing is celebrating after announcing a partnership with one of Europe’s main rail operators, which will see one of its products used in Finland ilfrost has received its first order of TDIce Plus by VR, the stateowned Finnish rail company. The order forms part of Kilfrost’s existing partnership with Swedish-based Nordic Ground Support Equipment, who supplies de/anti-icing systems to the rail industry worldwide. Kilfrost’s innovative TDIce range of fluids has been designed to be used with the Nordic systems, which facilitate the large-scale de-icing and anti-icing of rolling stock. Following investment by VR in Nordic’s anti-icing equipment, the organisation confirmed its first order of Kilfrost’s TDIce Plus fluid, which will be used across the board on their rolling stock. The Kilfrost TDIce range, including TDIce, TDIce Plus and TDIcesustain , consists of de-icing fluids, designed to be heated and sprayed onto the iced underside of rolling stock to prevent build-up and to ensure effective operation and maintenance in even the harshest of conditions. Fully biodegradable, the products are triazole and nonyphenolfree, with the TDIcesustain fluid also using bio-glycol derived from a renewable and sustainable raw material to help reduce carbon footprint. Sustainable future of transport: rail is the answer Hendrik Abma, executive director of European Rail Infrastructure Managers, looks into the future of rail and its contribution to the sustainable transport system in Europe n efficient and competitive transport system is an essential starting base for creating jobs and wealth, moving goods to where they are needed and bringing people together. In the last two decades a number of policies on the European level were aimed at boosting competition and a more balanced use of all of the modes of transport. Despite of all these efforts the development of transport has not been balanced and the market is also not functioning properly as a majority of EU member states have failed to implement the rail related directives.

A

STOPPING DECLINE With road and air transport growing significantly, the railway sector weakened in the 1990s. This trend has been turned in the last decade. The steep decline of both freight and passenger stopped and in some countries market share of rail started to grow again mainly thanks to the development of high speed rail. According to a recent analysis total rail productivity, in relation to quantity and quality of services, increased by 39 per cent between 1990 and 2005. This was achieved essentially thanks to a number of developments in the rail sector, such as opening up of rail market in the EU, the introduction of common safety rules and standards and the improvement of interoperability between national railway networks. European Rail Infrastructure Managers (EIM) has played a major role in this development, building new tracks, maintaining the existing and enhancing new technologies to increase efficiency and safety. EIM represents rail infrastructure companies from 11 European countries: their lines cover 50 per cent of the EU and EFTA market, carry 62 per cent passengers and 39 per cent of rail freight. With the growing demand for transport, increasing climate change concerns and the recent economic crisis, new challenges have arisen in the world of transport: economic efficiency, environmental sustainability, and customer service quality and safety. Rail is the right answer to meet these challenges. In order to allow rail to exploit its

potential a new policy framework needs to be developed. It is essential that these challenges are properly addressed on the Europe wide level as people expect seamless, efficient and safe transport links across the continent. The European Commission has therefore been drafting a long term policy document to shape a sustainable future for European transport. The new Transport White Paper is seen as a road map for the development of transport in the next decade. It will take a global look at the developments in the transport sector, its future challenges and the policy initiatives that need to be considered. It is not the first attempt of this kind. The Commission published its first white paper on the common transport policy in 1992 and it was essentially dedicated to the market opening. Almost ten years later, in 2001, a second white paper was adopted with a subtitle ‘Time to decide’ that had a strong emphasis on the modal shift to achieve a more balanced use of all transport modes. In 2006 the mid-term review of the white paper promoted the “comodality” concept, i.e. the use of different modes on their own and in combination aiming to obtain an optimal and sustainable utilisation of resources. In June 2009 the European Commission’s DG TREN launched a Communication on the Future of Transport. The communication identified a number of challenges for the transport sector in the years to come, such as globalisation, ageing population, migration, urbanisation, fossil fuel scarcity and environmental challenges. The next white paper is supposed to take on the challenge of promoting a deep transformation of transport, seeking independence from oil, the creation of more modern infrastructure and a different concept of mobility assisted by timely and complete information. The challenges are enormous. According to the EU’s forecasts, total passenger transport activity is expected to grow by 34 per cent between 2005 and 2030 in a “no-policy change” scenario, equivalent to an average growth of 1.2 per cent per year. However, growth is not distributed proportionally among transport modes, with air transport activity almost

doubling by 2030. The weaker growth in passenger transport compared to GDP per capita (1.4 per cent per year) is explained by the passenger car activity that in some EU-15 Members States is close to saturation levels. Rail competes with both road and air, but the results on its performance differ considerably between 15 old and more developed EU members and 12 newer mostly post-communist members. In EU-15, given the expected saturation of passenger car demand, a large share of potential demand is covered by (high speed in most cases) rail, at least in the Member States where investments in rail are foreseen. At the same time, high speed rail attracts traffic from air transport. In EU-12, however, rail may worsen its competitive position against air transport and road, and is expected to grow slower than the other two main modes. After 2030 the slight decline in population combined with a slowdown in GDP growth and the saturation of passenger car demand will lead to somewhat lower growth rates in overall passenger transport activity. Generally speaking, road transport is expected to maintain its dominant role in both passenger and freight transport. Air and rail would grow significantly but still represent a small share of overall transport demand. It is expected that rail would improve its share moderately, gaining less than 1 percentage point by 2050, up to 8 per cent of passenger transport. Road transport would maintain its dominant role in freight transport, contributing 73 per cent in 2030, followed by rail (with 17 per cent). FULFILLING A VISION Despite this moderate growth the DG TREN’s Communication shares the view that rail will play a key role in the future of transport policy. The new Transport White Paper is meant to fulfil this vision. It is expected to be divided into three chapters. The first chapter will take a look at developments in the recent past and evaluate them in relation to the objectives set out by previous white paper. The section on evaluation is followed by a description of how transport could evolve up to 2050 if new policies did not intervene to modify the trends. The second part will set out the goals and vision. It should describe some broad objectives for EU transport policy and clarify what are the likely limits

Finally, part three is the operational section of the white paper. It is expected to describe those initiatives that need to be taken into consideration in the next ten years to put the transport sector on a sustainable path and bridge the gap between vision and reality. CALL FOR A NEW FRAMEWORK European rail sector is actively participating to the debate. In March 2010 EIM, CER and Unife, representing the European railway community, published a joint position paper aimed at presenting a railway sector’s single vision of the future of transport. The paper calls for a radically new policy framework to achieve an economically efficient decarbonisation of European transport. In that context pricing and regulatory conditions must ensure fair competition between transport modes. According to the joint position, cooperation and better integration between modes are needed to put transport sector users at the heart of Europe’s transport system. This paper highlights six actions required in order to achieve such vision of the future of transport: To focus on customers: The transport system must provide customers with the best possible mobility choice. This applies both to passenger and freight transport. For passengers, this means that the EU should encourage the use of public transport, in particular rail transport. Seamless public transport options are vital. These include parking places for cars and bikes at train stations and well integrated timetables and ticketing options. In addition, integrated e-ticketing will improve access to public transport and contribute to a paperless society. For freight transport there are still some measures that can make rail freight more attractive, such as a smart implementation of the freight corridors regulation, the use of high speed lines for high value freight transport where possible and efficient use of EU funds such as the Marco Polo programme. To integrate modes: Better integration of transport modes will improve the overall efficiency of the transport system. Using the right transport mode at every step of a journey can help reduce congestion and CO2 emissions. As a result, cooperation between transport modes must be encouraged. The emergence of commercial multimodal door-todoor planners and ticketing systems deserve support in order to define essential interoperability parameters. Support is needed to develop genuine multimodal centres where passengers

and/or freight operators can switch seamlessly between transport modes. To invest in sustainable modes: Alongside the environmental crisis, the world is struggling with the effects of the economic downturn. Together with the threat of climate change, the economic crisis requires urgent action in the transport sector through investment in sustainable projects. This will not only stimulate economic growth and create green jobs but respond to the urgent need to put transport in Europe on a sustainable track. Further development of the European high speed rail network (in particular in the framework of the TEN-T Policy) should remain a priority, as reliable and rapid rail connections induce modal shift from air and road to rail. To fully liberalise railway transport: The liberalisation of the rail sector is one

The Transport White Paper should be a comprehensive document taking into account all the aspect that transport is interconnected with, including the targets for the reduction of CO2 emissions and energy sustainability. Over the last two years, the European Commission carried out two studies on the future of transport in connection to the environmental and energy challenges. The study by DG CLIMA was called ‘EU Transport GHG: Routes to 2050?’ and explored methods to reduce GHG emissions from the transport sector. DG MOVE’s ‘FreightVision’ developed a long term vision for the long distance freight transport. Moreover, DG CLIMA is currently elaborating its roadmap for the low carbon economy by 2050 whereas DG ENER has recently published its

With the growing demand for transport, increasing climate change concerns and the recent economic crisis, new challenges have arisen in the world of transport: economic efficiency, environmental sustainability, and customer service quality and safety of the key driving forces for improving the efficiency and quality of services for customers. Efficient liberalised markets should be underpinned by a clear regulatory framework, and backed by independent and competent regulatory bodies. Transparency and separation of functions between railway undertakings and infrastructure managers are vital to ensure the equal treatment of all railway undertakings with regard to access to the rail infrastructure and to service facilities in order to optimise their use at a European level. Domestic market opening should take place in the context of fair competition within the sector. To set the right price: The rail sector supports ongoing efforts to expand transport infrastructure charging based on the user-pays and polluterpays principles. Given that transport is only partly covered by the EU ETS, infrastructure charging should internalise the external costs from direct GHG emissions. The lack of equivalent rights between modes distorts inter-modal competition. Equivalent passenger and labour rights are essential across all modes. To foster the role of technology: Technology and interoperability of European railway systems go hand in hand and are key to market opening. A prime example of this is the European Rail Traffic Management System (ERTMS). This state of the art signalling system is a prerequisite for seamless cross-border traffic by replacing more than 20 different train control systems in Europe.

2020 strategy for a competitive, sustainable and secure energy. The upcoming white paper will have to take into account the outcome of the previously mentioned studies and policy papers. Therefore, the publication of the new paper has been postponed to February 2011. The reasons for this are clear: the transport sector is currently responsible for 27 per cent of all CO2 emissions within the EU-27 and this share is expected to increase. RAIL’S ADVANTAGE Among all of the transport modes, rail can already boast with a comparative advantage. It has around 10 per cent of overall transport market share but due to its lower environmental impact it contributes less than 2 per cent of the EU transport sector’s CO2 emissions. Relying on innovative technologies is not enough to make transport more sustainable, however. The European Union should further promote green policy measures such as the internalisation of external costs of all modes of transport to spread an equal share of responsibility for the pollution and other impacts. At a time when the EU is lining up its transport policy framework for the next decade, it is of the utmost importance to adequately address the environmental challenges we all face with the right policies.
