Marshall Office of the Wielkopolska Region

The Wielkopolska region is one of the biggest in the country. It has an area of around 30,000 km² and its inhabitants number up to 3,400,000. Wielkopolska has a very well-developed infrastructure. The most important national roads in the region are: the A2 motorway from Berlin through Poland to Minsk, the S5 express road to Wrocław and the S11 express road to the Baltic Sea. Altogether there are 1,674 km of roads. The length of the railway network in Wielkopolska is 1605 km, which constitutes over 10% of the national railway network. From the year 2006 there is a stable growth in the number of rail passengers. According to this growth, the Board of the Wielkopolska Region has introduced 22 railbuses and will buy 22 modern trains for passengers travelling within the region. The number of the Poznań Airport passengers, which operates over 30 international and domestic destinations is also systematically growing. The system of transport waterways in Wielkopolska is exceptionally advantageous. Very important waterways connected with the main rivers in the country: the Vistula River and the Warta River run through the region. Moreover, a waterway connecting the Vistula River with the Oder River is a part of the inland European Waterway. Marshal Office of the Wielkopolska Region (www.umww.pl) supports the Board of the Region, secures substantial operation of the Board and cooperates with the Regional Parliament. The Transport Department at Marshal Office of the Wielkopolska Region is responsible for

organizing and development of regional public train and bus transportation and cooperates with the Poznań Airport. The Board of the Region is next to the city of Poznań and the state company “Polish Airports” an owner of this airport. Last year it established also an own limited liability railway company “Koleje Wielkopolskie”(www.kolejewielkopolskie.com.pl). The Transport Department takes also an active part in purchase and modernization of trains and railways in Wielkopolska. The project idea was born due to the decision to

have the UEFA Football Championship 2012 organized in the Ukraine and in Poland. This decision put a focus on the weak accessibility of many airport regions in the Central Europe Programme area by means of air transport. The CHAMPIONS project shall transfer this approach of shared knowledge and best practice exchange. The continuous development of the project idea resulted in the objective to improve CE regions’ accessibility through air and local public transport interconnectivity. After taking part in a INTERREG

III project on developing of regional airports in Europe called EUROPLANE Marshal Office of the Wielkopolska Region has already had experience in realization of EU-projects (www.europlane.net). That project was very successful, created a strong partnership between partners and obtained valuable products. It all contributes that Marshal Office of the Wielkopolska Region was ready to play a role of a Lead Partner in the next project on transportation. The Lead Partner receives wide support from the

Karlovy Vary Airport The Karlovy Vary Airport, located in the northwest of the Czech Republic, is a regional airport that primarily serves the Karlovy Vary region. The region includes the four largest spa towns: Karlovy Vary, Marianske Lazne, Frantiskovy Lazne and Jakhimov. The “Spa Triangle” consists of the towns of Karlovy Vary, Marianske Lazne and Frantiskovy Lazne, and is provisional listed as a UNESCO World Heritage site and attracts thousands of tourists each year. The Karlovy Vary Airport is in fact the oldest civil airport in the Czech Republic constantly operating in the unchanged location. Since early 1931, when the air transport was established in the provisional conditions on the route Praha - Marianske Lazne Karovy Vary, the airport has primarily been serving the spa visitors. The Karlovy Vary Airport was enlisted into the European airport network in 1936 when connected through Prague with Amsterdam, Berlin, Belgrade, Budapest, Vienna and from 1937-38 with other 11 domestic destinations. Between 1960 and 1980 the airport was quite busy when hosting scheduled flights from Brno, Ostrava and Kosice and East Berlin, non-scheduled from Vienna. Unfortunately, from 1980, due to the worldwide oil crisis, the airport was left with seasonal summer flights to Prague only.

A reset of activities and a new era for the airport started at the end of 1997, when a new, international route to Moscow was opened. Since then, the number of routes and especially volume of passengers have increased significantly, reaching almost 100,000 in 2011. The Karlovy Vary Airport became the fourth largest airport in the Czech Republic and is the fastest growing airport in the Czech Republic having grown at an average annual rate of 18% between 2002 and 2010. Scheduled air services are dominated by Russian routes - Moscow, St. Petersburg and Yekaterinburg and Samara. But Karlovy Vary region, could offer much more: the forests and mountains of the region attract skiers, sports enthusiasts and hikers, and the past

few decades have also seen numerous golf courses built. The region is after Prague the second most visited region in the Czech Republic. The main foreign source markets for tourism to Karlovy Vary are Germany and the Russian Federation. The number of Russian visitors is growing as the traditional spa experience is a major attraction. However, the region needs to focus on its future growth through attracting new markets and development of the tourism product. The airport plays an irreplaceable role in supporting the development of new tourism demand and attracting new markets. In order to develop new routes and connect Karlovy Vary region with Western Europe, the airport management appreciated the possibility to join the CHAMPIONS Project. The Karlovy Vary Airport participates in Work Package 3, which focuses on the development of regional airports by improving the accessibility of a particular region through strengthening the air transportation. Since joining in March 2011, thanks to the funds available by the project, the airport has been able to

commence numerous activities related to this project. The major activity for the Karlovy Vary Airport in the first year of participation was the development of a comprehensive market study for the airport and definition of appropriate route development strategies, route targets and an air traffic forecast based on those targets. In the preparation of such an extensive study the airport cooperates with an external partner who has been selected in an open international tender. The best offer was submitted by the UK based company ASM, who are well known professionals in the route development and airport marketing. The results and outputs of 2011 activities will be available in early 2012. For 2012, the planned activities within the project will be focused especially on implementing the study recommendations into life, i. e. communication with potential airlines, marketing the airport and educating prospect airlines about the potential benefits of direct operations to the region. Traffic forecast information and route potential data, as defined by the study, will help the airport to prepare

EPC - European Programme Centre Europa Programm Center (EPC) /c.o. TIAW e. V. has considerable experience in the project management field, particularly in cooperation with new member states. Another aspect of the EPC/ c.o. TIAW is the support of Thuringian companies and scientific institutions by bringing them together with potential clients, as well as improving the economic strength of the project partners. One of the core competences of the EPC is the project management in the field of regional development, labour market, local affairs and trans-regional cooperation. The EPC is also responsible for the regional partnership Erfurt-Lviv. Thuringia can benefit from the increasing utilization and the improved accessibility of the airport Erfurt.

Poznan-Lawica Airport

During the first stage of the extension – prior to EURO 2012 – the basic structure of the terminal will be erected. For the EURO 2012 match days, the terminal building will be adjusted to the reception of game attendees.

Poznan is a modern city with an over thousandyear history rooted in the origins of Polish state, very conveniently located at a key international route (Berlin-Warsaw-Moscow). Poznan is conveniently interconnected with the region, the whole Poland and foreign countries. The city itself is inhabited by over half a million people, whereas the whole conurbation - by over a million. It is one of the greatest economic centers in Poland ranked right behind the capital city of Warsaw with regard to investment credibility. As a host city of EURO 2012 Football Championship – Poznan is being prepared to welcome football fans and UEFA guests which will visit in June 2012. Many of them will enter the city through the gates of Poznan Airport. The capacity of the existing stylish steel-and-glass passenger terminal is estimated at 1.5 million per year, and in peak hours it can handle 940 passengers per hour. The terminal is equipped with 16 check-in desks and 5 gates.

The second stage of the extension – due to be closed by April 2013 - will see the new terminal fully integrated with the existing one which will be transformed into a departure terminal, whereas the new spaces will accommodate an arrival hall and check-in area. With the beginning of July 2011 the construction of a taxiway parallel to the runway along with high-speed exits started at Poznan Airport. Due to this parallel taxiway, runway capacity will increase from a dozen to over 30 movements per hour. At the same time, the extension of the aprons has also started. The new apron measuring 45,700 m² will occupy the grounds in front of the new passenger terminal west of the existing one. Thanks to the new aprons, Poznan Airport will gain 6 extra parking stands, and the total number of parking stands will increase from 17 to 23. Large-scale Poznan Airport development is complemented by CHAMPIONS project tasks carried out within the framework Central Europe Programme co-financed by European Regional Development Fund, thanks to which the airport accessibility and interconnectivity will enjoy a significant increase.

Poznan Airport has undertaken a range of infrastructural projects aiming at increasing the capacity of the passenger terminal, the aprons and the runway. The construction of a new passenger terminal started with the beginning of May 2011. Its twin parachute-like structure is currently being erected west of the existing terminal. After the extension, the terminal will be granted class "C" according IATA classification and will be capable of handling over 1100 departing and 1900 arriving passengers in an hour.

new parking areas for some 1,500 cars. The parking area, directly linked to the air terminal, will allow a seamless interchange between surface transport modes and air services.

Aeroporto Friuli Venezia Giulia SpA is the company that has been running Trieste Airport since July 1997.

• In August 2007 it was awarded by ENAC-Italian CAA and the Ministry of Transport with a 40year-long airport management concession.

• In July 2010, the White Paper on Italian airports included Trieste Airport in the shortlist of airports of “primary national interest”. Its 100% shareholder is the Friuli Venezia Giulia Region. Aeroporto FVG SpA is both the airport operator and airport handler:

• as airport operator, its tasks are the planning, the development, the management and maintenance of the whole airport infrastructures and systems;

• as airport handler its tasks are the handling of aircraft, passengers, cargo and mail of both commercial and general/private aviation. At Trieste airport, in 2011, total passengers summed up to 860,000, with an 18% growth with respect to 2010. Cargo and mail, reached 675 metric tonnes, with a 2% increase over the previous year, while aircraft movements (16,6000) grew by 9.5%. Trieste airport will be soon one of the few Italian airports directly linked to a railway station, that will be raised on the Trieste-Venice railway line running just 250 metres in front of the existing air terminal. This airport interchange – called “Polo Intermodale” – will be built on a 475,000-sqm area. It will include not only the already mentioned railway station, but also a new coach station and

While at the end of September 2011, this project reached its final pre-planning stage, with all the subjects involved signing its final planning agreement, construction works will have to be ready by the end of June 2015. Project partners are Aeroporto FVG SpA – with a role of lead partner – the local and regional authorities, as well as RFI – the Italian Railways infrastructures operator – and the overall investment will sum up to 10 Million Euro, half thereof financed by the EU and part of it self-financed by Aeroporto FVG SpA. In compliance with the CHAMPIONS Project guidelines and mission, the construction of this multi-modal interchange will greatly ease and improve airport accessibility through the enhancement of public transport services. Thanks to reduced airport access/egress times, the airport will be also more attractive for a wider catchment area. This interchange will become the most important passenger transport node of the region, not only because it will serve the airport and its passengers, but also because it will cater for local and commuter traffic, meeting the needs of all those people currently commuting by car, especially to/from the city of Trieste. In this context, as a matter of fact, it will work as an interchange hub also among surface transport modes (car-to-bus, bus-to-train, car-totrain and vice-versa), thus contributing to the reduction of private car traffic. At a cost of a limited environmental impact, caused by the construction of a brand-new infrastructure, the soon-to-be-built interchange, besides the most evident economic advantages, will bring major environmental and social benefits in terms of reduction of road congestion, CO2 emissions, travel times and costs, as well as of car accident risks.

Lower Silesia is one of the most beautiful and most attractive places in Poland. Located in the southwestern part of the country, it is the 7th biggest voivodship with an area of nearly 20 000 km2. There are nearly 3 million inhabitants and its capital city – Wrocław – is the 4th biggest city in Poland. Lower Silesia abounds in tourist attractions. Castles of the Piast dynasty, Cistercian castles, a network of underground tourist routes, monumental palaces, national parks, nature reserves, rock labyrinths, examples of industrial architecture heritage, greatest number of health-resorts in Poland, ski runs, luxurious hotels – we can find all of them in Lower Silesia. Innovation, good allocation of EU funds, welldeveloped infrastructure and dynamic economic growth – these are the characteristics which distinguish Lower Silesia from other regions and make it attractive for investors. The rich cultural offer of Lower Silesia covers around 200 region- and nation-wide cultural institutions, 700 libraries, 42 museums, 19 theatres and musical institutions, 23 art galleries, 36 artistic secondary schools and higher education institutions, and great theatrical and musical performances regularly included in the cultural events calendar attract spectators from all over the world. Lower Silesia’s great asset is modern and dynamically developing economy, which combines industrial traditions with state-of-the-art

Lower Silesia is also a region with developed automotive industry, production of china and crystal, as well as pharmaceutical and electronic goods. It is an important road, rail, air and water hub. It is also the place where KGHM Polska Miedź S.A – the leader in world copper markets – has its headquarters. This favourable climate has attracted many business entities with foreign capital. There operate many well-known international concerns. At the beginning of 2012, the construction of a new terminal of the Wrocław Airport will be completed. Wrocław was the first host city to begin building a new airport terminal, and it will be the first to see it in use. Just in time for the UEFA EURO 2012 European Football Championships. The new facility will be able to handle twice as many passengers than it can today and will be four times larger than the present one. Passengers will have access to a spacious, air-conditioned hall of arrivals and departures that’s up to three storey high with up to 4.000 m² of commercial space. It will include a new shopping centre, services, restaurants and cafes – including a football pub and “sky bar”. Travelers will benefit from 22 new check-in stations, 12 gates and eight security checks. The new Wrocław terminal is equipped with a state of the art baggage inspection system, including the two tomographic devices. In front of the airport you’ll find more than a thousand new parking spaces. The airport’s operational capabilities will also increase. The Wrocław airport will be able to handle 36 flight operations per hour – this means that every minute and a half, a plane can take off or land. For

comparison, at the moment it performs about 12-14 such operations per hour. The entire airport will be able to house as many as 30 air-craft simultaneously. In the frame of Champions project, the Municipality of Wroclaw in the partnership with Lower Silesia Marshall Office, will implement the system of

passenger information. The aim of the action is to deliver Wroclaw Airport users with a complete set of information about railway , bus and urban communication , including intermodal links, in the range of access from/to Wroclaw Airport. The installed system will enrich the system of passenger and tourist information at railway stations , bus and tram stops in different places of Wroclaw and Lower Silesian Voivodeship. The investment will be based on purchase of info kiosks and a special software to provide passengers with helpful information in the complex. The Municipality of Wroclaw is a successful leader and a partner of many projects co-financed from operational programmes and other external financial sources, eg. the Regional Operational Programme of Lower Silesia for 2007 to 2013, Infrastructure and Environment Operational Programme , the Norwegian Financial Mechanism, the Urbact II, Human Capital Operational Programme.

Azienda Provinciale Trasporti S.P.A. APT Gorizia renews its look giving continuity in the field of self-service sale of tickets by confirming the collaboration with AEP Ticketing Solution, one of the most important Italian companies that designs and produces equipments and systems for electronic ticketing. The first step involves one of the most relevant points of the corporate network: Friuli Venezia Giulia Airport. In addition to Tourism FVG information point where it was, and is it still possible to buy tickets, APT has installed an automatic ticket vending machine. Now, stimulated by the participation with FVG Airport in the European program CHAMPIONS and also by the dialogue with other program partners, APT decided to make a decisive qualitative leap, by replacing the

existing ticket vending machine with a higher performanced new model. The principles at the roots of the choice are essentially two:

• to make the purchase easier and accessible; • to offer additional choices of payment more useful for customers coming from the extra-euro area too. In the near future APT is going to install an electronic pole at the bus stop, that will provide all sort of dynamic informations to the customers. The new RTVM-I (Road Ticket Vending Machine), evolution of the previous model, enriched with some

innovative peripherals, including a color LCD touch screen display with intuitive graphical interface, makes it truly "user-friendly". Two "tool-bar", located on the top and on the bottom of the display, offer continuous assistance to users during every selection and purchase step. Choices are various: the new vending machine allows the sale of both urban and regional tickets for all destinations; the user can choose his point of arrival, when necessary, he can also change the default departure point by using the progressive choice keyboard shown on the display. Methods of payment have also evolved: in addition to the traditional payment by cash, which includes the function of change into coins, it will be possible the purchase easily by selecting ATM POS payment and most of the common credit cards. In the future it will be given to season ticket holders the possibility to renew their travel card. As the

vending machine will be used by both locals and foreigners, it has been equipped with a multilanguage support: Italian, English, German and Slovene. The machine hardware and software can be also integrated with next electronic ticketing systems, in fact it is compatible with ISO 14443 A and B standards designed to the use of smart card "contactless" which are now becoming increasingly popular in public transport too. To get information easily, simple ticketing, accurate information provided in a comfortable environment and high-performance of services for arriving passengers, are the winning cards to play on the table of the quality of services. In the final analysis APT is sure that at the completion of this kind of improvement, in cooperation with FVG Airport, it will be possible to offer to in-coming passengers a better service.

columns are decorated with tiles in a Ukrainian embroidery design and the elements of Ukrainian painted Easter eggs are used as a mosaic on the floors in the first floor halls. The Tebodin Ukrayina company was also involved in developing the original design of combining high-tech and ethno elements. The renewal of the biggest aviation junction in Western Ukraine, Lviv International Airport, within the confines of preparations for EURO 2012 provides for the rebuilding and prolonging of the runway, platform, existing terminal and the building of a new terminal and temporary terminals by 2012. The design for a modern terminal in high-tech style was developed by the company Tebodin Ukrayina with the help of the NACO company (Netherland Airport Consultants). The new terminal of Lviv International Airport meets international architectural, construction and technical standards and requirements of the ICAO (International Civil Aviation Organization) and recommendations of the IATA (International Air Transport Association). The airport building itself will consist of two areas of various sizes: the main passenger and technological part and the communications and assistance gallery. The waiting rooms and check-in areas and baggage handling areas are situated in the central part of the building on the first floor, while customs control, border control and aviation safety control are housed on the second and third floors. Technical and reserve areas will be housed in the gallery, as will be service offices. The commercial part of this section in the terminal occupies 1,083 square metres (commerce and food courts), and airline offices occupy 627 square metres. A total of 29 lanes for passenger check-in, 18 lanes for passport control and 9 control points for aviation security are envisaged. The renovated airport aims to serve class А, В, С and D (like the Boeing-767) aircraft. It is planned to decorate the interior of the airport in Ukrainian ethno style. In the draught sketches the

A four-storey garage with 400 parking spots is also envisaged, as is open parking for 900 places, of which 150 are for company cars, as well as access roads for public and private transport. Work is going ahead today at an accelerated pace and the metal roof construction is being assembled. Works to arrange the cover and the external systems of the main part of the building will be completed by the middle of November. Once all works are completed the “air gate” of Galicia, which up till now serviced 8 regions of Ukraine, will be transformed into a powerful regional port. At the same time, this will be only the first stage in the port’s modernization. The second stage, to be completed by 2020, envisages the expansion of the terminal building and increasing passenger handling capacity and installation of additional equipment which will increase the passenger handling capacity to 2,000 passengers per hour. An international hub on the basis of Lviv Airport could be created in the future, which would meet the standards of Boryspil Airport.


IHK Erfurt - Chamber of Commerce and Industry Erfurt The Chamber of Commerce (CCI) Erfurt is a public body with an internal system of accountability. The CCI is based in Erfurt, the capital of the State of Thuringia. It works to benefit about 61.000 enterprises in industry, commerce and service. The membership of CCI is mandatory for all firms with the exception of businesses in the craft sector, farms and some freelance professions. CCI Erfurt represents its members in relations with the political and administrative decision-makers in Thuringia. The CCI underlines the importance of accessibility of the City of Erfurt and its

attractiveness for potential investors, that have a positive impact on any regional economic development. Because of its excellent network within relevant bodies and authorities of the City of Erfurt, the CCI will make sure that the Airport Erfurt-Weimar as well as the regional Public Transport Agency (EVAG) will contribute, participate and implement results of the project.

University of Information Technology and Management Rzeszow

The UITM, founded in January 2001, is an independent academic research centre, involved in several analyses prepared for local authorities and local industry related to the transportation and similar fields. UITM team is capable to undertake any activity resulting in identification of untapped transport potentials and transport demand forecasts. UITM has an extensive experience in design and development of IT information systems for both: own needs and industry. On the 17th of November, the Rzeszow-Jasionka Airport hosted numerous guests at the “Business Workshop 2011�. The event gathered the great guests - representatives of Marshall Office, airlines, tour operators, travel agencies as well as air transport specialists. The main idea of the workshop was to discuss current trends and problems that might affect intensively developing cooperation between mentioned entities.

The specialists discussed the results of the marketing research that was conducted on airports passengers as well as regional travel agencies. Very precise findings about the traffic demand intrigued the gathered audience and the airport management stressed that the mentioned figures confirmed the findings on demand from previous years. The research results also highlighted the eagerness of travelers to have new destinations from the Airport. The presentation was concluded by the findings which showcased demand for new passenger routes including leisure routes. Finally the stage was taken by Mr. Frank Elder - an air transport expert form the British company Feather Consulting, based in Manchester. The main theme of his presentation was SWOT analysis of Rzeszow-Jasionka Airport. Moreover he also stressed on online, destination and relationship marketing. During his presentation he also urged guests to support the development of the airport for
