The City of Joburg commits R188m for inner city housing developments THE City of Johannesburg National government commits R188m for inner city housing developments The Minister of Human Settlements, Lindiwe Sisulu, recommitted R188 million to the City of Johannesburg so that houses can be developed in the inner city. This is in addition to the R136.5 million the City has already committed to one of Executive Mayor Herman Mashaba’s most important projects. “The economic revival of the inner city is a priority for this administration and is key to creating an inclusive and prosperous city for all our residents. We cannot hope to achieve this without appropriate and affordable housing for our residents, especial-
ly the poor,” Mashaba said after announcing the investment. The City has a worrying 300 000 unit housing backlog and Mashaba has said provincial and national government’s support is needed to deal with it. “It is important to understand that housing remains a national and provincial competency in terms of the Constitution, and the City of Johannesburg is reliant on grants from national and provincial government in order to build houses for our people.” Going forward, Mashaba said the City will now focus on the revision of its housing plan to make the necessary provision for this additional funding.

By NGWAKO MACHETHE THE spring has definitely sprung and the South Africans are enjoying the diversity and beautiful country of ours, outdoors activities are the order of the weekends everywhere. People are taking advantage of the amazing weather and it was not a huge surprise when a friend invited me to a Sunday afternoon braai in one of the townships in the Eastern part of Gauteng, Ekurhuleni. I wouldn’t pass an opportunity of a good opportunity to talk politics, sports and other issues of importance…well to us, with somebody whose conversations are colourful and thoughtful at most. As we got to the spot, I was told that they only serve pork. This triggered many questions in my mind about how much South Africans eat pigs’ meat as the spot was crawling with people. A close third spot is pork after chicken and beef when it comes to the most consumed meat in South Africa. I heard such a great time that I took it upon myself to find out more about the pork production in the country. First thing I did on the Monday morning was to contact the South African Pork Producers’ Organisation; after all they are recognised by the government and other agricultural role-players as the mouthpiece and representative organisation for pork producers.
I got an appointment with the not so new but new CEO Johann Kotzé Kotzé , who was formerly with First National Bank (FNB), where he was the business development manager for agriculture in Africa. In this role, he was responsible for managing the FNB agricultural portfolio in Tanzania, Zambia, Mozambique, Lesotho, Namibia, Swaziland and Botswana. The interview was in the morning, got at their Pretoria offices early, well thought I would be offered breakfast with bacon, to my disappointment I was offered coffee and cookies by this Sesotho speaking Afrikaaner boss. After a brief introduction, he got into the plans for SAPPO to increase the production of pork, taking advantage of the people migrating to the cities thus changing their lifestyle…consuming more meat. Well, farming has been seen as a whiteman’s business in recent decades because of the past laws of the country. He spoke of how they are working on developing new players to the industry through their business development initiatives, including a short course on pork production based in KZN. After the interview I called my friend from Ekurhuleni to let him know that the pork meat is in safe hands and maybe he should try farming himself…I will get my answer on a Sunday at that braai spot.

Ekurhuleni set to reduce water loss by 34 percent A project to install water meters is underway in Ekurhuleni’s township of Tsakane, an area identified to have high water losses. About 11 000 unmetered stands in the Tsakane area will receive new meters and the city’s officials will also be repairing all leaks in metered stands. To date, a total of 5232 stands have been attended to and a further 5768 is expected to be completed by April 2018. This is expected to reduce the percentage of non-revenue water which is currently sitting on 34.5 percent and eradicate the backlog of unmetered stands. These strides are part of the city’s War on Leaks Campaign, which has been prioritized in the five-year Integrated Development Plan (IDP) for the 2016/2017 financial year. The installation of meters will not only lessen water wastage but will allow residents to monitor their
water usage and identify any internal leaks which is a contributing factor to high water bills. Residents are informed that fixing internal leaks is not the main focus of the municipality. However, as part of this project all internal and external water leaks will be attended to. This is to ensure that technicians leave each identified household leak free. Non-revenue water consists of water that is distributed by Rand Water into the city’s water supply network and is subsequently “lost” in the system. Water losses are accounted as real and apparent losses. Apparent losses happen when water is used, or consumed but cannot be accounted for and is generally a result of a combination of customer meter inaccuracies, unauthorised consumption, water theft and data handling errors. Real water losses are water that is lost due to water leaks, burst pipes and illegal connections.
ILLEGAL ELECTRICITY CONNECTIONS REMOVED IN ETWATWA Kempton Park raid LARGE volumes of illegal connections – mostly running underground at an open field near Shamase grounds - were recently removed by Eskom personnel under the protection of the EMPD and SAPS officers. The illegal connections pose a great danger to children who use that space for playing, as well as overloading the grid causing numerous outages. Due to several previous attacks on Eskom personnel trying to remove the dangerous cables, EMPD and SAPS officers had to be present this time around to prevent the any attacks and ensure removal of the cables. City Power has appealed and continue to plead with communities to report these individuals and all illegal activities to City Power and to law enforcement agencies so that it can clamp down on these illegal connections and reduce senseless and tragic fatalities. In the past few months, the timers that are installed on street lights have become a target of unabated theft. This has resulted in street lights illuminating throughout the day, a situation that drastically reduced the lifespan of the lamps and which also frustrated efforts to conserve electricity.

THE programme of the City of Ekurhuleni to deal with crime in the identified hotspots for criminal activities gained yet another momentum when a man who was in possession of suspected stolen property was arrested while 15 shops were closed down on the process in Kempton Park, WRITES NGWAKO MACHETHE. This unfolded during a crime fighting operation led by the City of Ekurhuleni (CoE) on West Street. Kempton Park is one of the key areas of focus because of the strategic position of the O R Tambo International Airport. The operation which included SARS, SAPS and EMPD pulled all stops to shut down shops that were not complying with the city’s trading bylaw and issued summons to those that were contravening the Second Hand Goods Act. Eight notices were issued to shops that were not complying with city planning bylaws and five notices were issued to businesses that were contravening health bylaws.

More partners join City of Joburg’s A Re Sebetseng FOLLOWING last month’s launch of the City of Johannesburg’s major clean-up campaign, A Re Sebetseng, more partners are coming on board to help give Joburg a new shine. More stakeholders are set to pledge their support for A Re Sebetseng three days before the campaign takes place again on Saturday, October 28 2017. Tomorrow (25 October), City of Johannesburg Executive Mayor Cllr Herman Mashaba will witness the South African Council of Churches, Eyakho Environmental Forum, the Greater Johannesburg Environmental Forum, Okuhle Waste Management, the South African National Taxi Council, University of Johannesburg and the University of the Witwatersrand pledge their support of A Re Sebetseng. Mayor Mashaba will be joined by MMC for Environment and Infrastructure Services Cllr Nico de Jager. At the event, McDonald’s and Rosebank College will also respectively sign a Memorandum of Understanding with Pikitup. The City’s new partners will then be unleashed on the streets of Braamfontein
as a prelude to Saturday’s major A Re Sebetseng clean-up campaign. “The campaign strives to encourage residents to take care of the environment by promoting a culture of reducing, re-using and recycling waste in ensuring that Johannesburg becomes one of the cleanest cities in Africa,” says Mayor Mashaba. Residents responded positively to the Mayor’s clarion call. A Re Sebetseng clean-up campaign takes place on the last Saturday of the month. Residents can collect bags and gloves at their nearest clinics, libraries or contact centres. “The overwhelming success of Johannesburg’s first A Re Sebetseng clean-up campaign was not only measurable in the number of positive social media messages posted on the 30th of September 2017 but was also evident in the amount of waste collected on the day,” says the Mayor. Mashaba encourages the youth ENTREPRENEURS have been encouraged to grab opportunities that will arise soon as the City of Johannesburg turns into a giant construction site. Addressing the second day of the City of Johannesburg’s Entrepreneurship symposium at the Joburg Theatre recently, Executive Mayor Herman Mashaba said his administration was serious about turning Joburg into a city of entrepreneurs. One of the City’s priorities is to achieve 5% economic growth and to rejuvenate the inner city to encourage job creation and development. “The Inner City will soon be a construction site. We will train young people to become qualified artisans. I’m here to create an enabling environment for economic growth,” said Mayor Mashaba, who added that the City had a R100 million infrastructure budget. The mayor said political affiliation was immaterial as the City needed to respond to the needs of
everyone. “You don’t need to belong to a particular political party to get government tenders,” said Mayor Mashaba. The mayor told the 400 entrepreneurs from the City’s seven regions that he got his big break from a R30 000 loan from a Soshanguve-based businessman Walter Dube in January 1985. “Right from the beginning, I was focused on freeing myself. My father passed away when I was just 2 years old. My grandfather adored me. He saved me. He taught me to be independent. I have always wanted to be financially and socially free from every injustice I grew up under. My wife played the biggest role in my life and I owe all I have to her. I worked for a salary for 30 months of my life earning R175 a month. I didn’t finish my studies but I’ve always read. Extensively so. You can’t manipulate the world if you don’t understand it,” said Mayor Mashaba. In her closing address, City of Johannesburg’s Member of the Mayoral Committee for Economic
Development, Cllr Leah Knott, urged the entrepreneurs to work with the current administration to prioritise small business development. “What we can do is to work together to implement strategies on how to run businesses.
