All public bodies have access to our frameworks once agreement has been given by one of our framework team
Our frameworks are free to access by all public sector organisations and are fully compliant with the Public Contracts Regulations 2015
• User guides can be downloaded from the website and contain all the necessary information about the framework including the awarded suppliers
• Complete the Customer Access Agreement form found within the user guide, and submit to us for approval to receive the relevant framework documents
• Customers can choose to direct award for a quick, easy and compliant route to market, or run a further competition depending on your requirements
• Whichever route you choose, the team are on hand to support throughout the whole process
How do Procurement Services and their suppliers ensure social value is made a priority?
We offer procurement advice you can rely on. With a team of framework experts on hand to support you through your procurement decisions, we will provide:
• Simple steps to explain direct award
• Clarification of the framework supplier award process
• Knowledge about PCR 2015 compliance
• Easy-to-use template documents for direct award or further competition
• Navigation through the terms & conditions
• Plus many other procurement, framework and contract queries as they come up!
Choosing to direct award is always down to the customer to decide.
To help you know if it’s the best approach for you, look to see if you can say yes to one of the criteria detailed in the user guide. For example:
You have an existing contract with an awarded supplier
Only one of the awarded suppliers can provide what you need
You can identify one of the suppliers offers you best value
Supplier can meet the customers timescales
The supplier achieved the highest total score during the evaluation process
Are any of these applicable? If yes, you may be able to direct award without needing to do a further competition or get three quotes – it’s as simple as that!
• Complete the Customer Access Agreement form found within the user guide, ensuring the further competition option is selected. This form should be signed and submitted for approval
• Once approved, the customer will be sent the relevant framework documents including the further competition template
• The customer can use their own further competition documents, or the template can be utilised and adapted to include the customer’s specification and requirements
• A realistic timescale should be set for each step of the further competition. Adequate time will need to be allowed for any clarification questions to be answered, for responses to be submitted, and for evaluation of the responses
• All capable suppliers awarded to the framework must be invited to respond to the further competition, and each response should be evaluated in line with the scoring methodology set out in the further competition response section
• The supplier who achieves the highest total score should be awarded the contract
• The team can offer assistance and advice if required
All our frameworks offer customers the opportunity to direct award, which ensures a quick and compliant route to market.
Effective and simple procurement
Reduce time consuming processes, allowing projects to commence on time
Straight forward procurement method without the need for a competitive process
Easy appointment of suppliers
Total transparency
Puts you – the customer – in complete control
The customer is strongly advised to carry out their own due diligence before selecting whether they conduct a further competition or direct award with any of the awarded suppliers.
The customer will determine the requirement, specification and award, based on the most advantageous tender. Placing an order with any capable supplier awarded on the framework, without re-opening competition, following the criteria set out below.
Regulation 33(8)(a) of the Public Contracts Regulations 2015 (PCR 2015) sets out the criteria for making a direct award where a framework is concluded with more than one supplier:
• All the terms governing the provision of the works, services and supplies concerned are set out in the framework
• The objective conditions for determining which of the suppliers on the framework shall perform them are set out in the procurement documents
In accordance with the above regulation, direct award orders may be placed under a framework provided the customer can meet any one of the following objective conditions:
• Customer is satisfied that, following their own due diligence, they can identify the supplier that offers best value for their requirement
• The supplier is able to supply the required goods/services within the customer’s timescales
• The supplier achieved the highest total score during the evaluation process
• Goods/services required are unique/exclusive to one supplier
• Continuity of existing goods/services from an awarded supplier
For support with your direct award contact pscustomerenquiries@csltd.org.uk
Most of our frameworks offer customers the opportunity to run a further competition among the suppliers listed on the framework
Why choose to run a further competition?
Drives competition and value, particularly for high-value or complex goods and services
Tests the market to find the right solution at the best price
Helps you – the customer – understand the alternatives available
Gives a thorough, fair and open route to find the best price
Creates a compliant audit trail
Re-opening competition with all the capable suppliers awarded on the framework to determine the most appropriate supplier for a defined period of time or project. The customer may choose to implement, amend or provide alternative terms and conditions. Any such amendments or alternative terms and conditions will be contained within the further competition documents and/or the order/individual contract
In order to adhere to ‘The Public Contracts Regulations 2015’ when re-opening competition under this framework the customer should follow the steps below:
1 The customer must invite all suppliers on the framework who are deemed capable of delivering the particular requirement
2 The customer shall be responsible for formulating a specification/product brief containing full details of the work/products required
3 The customer will send the specification/product brief to all suppliers quoting the framework reference number. A reasonable and proportionate time limit should be set for the submission of fully completed tender responses
4 Responses received must be kept in a secure place, unopened, until the designated closing date and time for final submissions has passed. Responses received after the specified date and time should be rejected unopened
5 The submitted response shall be evaluated in accordance with the criteria stated in the original specification/product brief. The headline criteria used must be the same as the headline criteria used for the original framework or part thereof, but the customer may change the weightings and add their own sub-criteria to apply
6 The tenderers must be advised of the result in writing including brief details on where they scored points and where they did not
7 A required ‘standstill period’ does not apply to further competitions held under a framework. However, it is advisable to hold a standstill period in relation to a further competition as it is possible a supplier may challenge the decision and apply to court for a ‘declaration of ineffectiveness’ which could lead to the individual contract being terminated and possibly a fine or compensation claim
8 There is no scope at the further competition stage to select on the basis of general financial and economic standing or technical ability, as these issues have been addressed as part of process to establish the framework. However, this does not mean financial due diligence should not be undertaken if considered appropriate (e.g. obtaining a report on a suppliers financial standing from an appropriate agency) as long as this does not form part of any selection process

Our services help our customers achieve better value from their external spend, enabling them to reinvest the savings into frontline services.
Lifecycle has been providing value adding services in the NHS for 25 years and we have delivered hundreds of millions in cash releasing savings.
Our focus has always been on delivering what is right for our customers and we have evolved a bespoke set of services to support this.
Data-led planning and opportunity assessment:
We take a holistic view of supplier spend, contract coverage, service requirements and market knowledge to identify areas of opportunity for procurement and end users.
Category expertise:
We are the leaders in asset finance, asset maintenance, estates, facilities and IT software and hardware maintenance spend in the NHS. Our skilled teams develop category-led procurement plans to deliver optimal value out of these areas of spend.
Full-managed procurement:
We work alongside in-house procurement teams and enduser stakeholders to manage all elements of procurement; from specification development, exploring routes to market, tendering, evaluation, and contract award.
Ongoing contract management:
We don’t walk away once the contract is awarded, we continue to manage the contract from both the supplier and customer perspective to ensure performance and ongoing value for money is achieved.
Accordingly, we have developed a set of enablers to deliver the service at scale. We have the relevant resources, processes, systems, and experience required to deliver across 40+ customers, thousands of contracts, and millions of spend under management.
Now part of the Commerical Services Group, we can offer our services across the whole of the public sector and can support all procurement activity as part of a full managed service.
We provide advice and support to help ensure the best decisions are made about how different assets should be funded.
Using the most appropriate available sources of funding for each acquisition is essential to achieving best overall value. We’ll use up-to-date market data including residual vales, funding rates, maintainable lives, and redelivery costs to inform your business case and provide the ability to make informed whole-life costs decisions.
We manage a fully compliant mini competition for every lease to ensure best value is achieved.
We utilise our strong partnerships for compliant frameworks. Unlike other leasing frameworks, this allows us to formally evaluate lessor bids, taking account of all potential whole-life costs and risks.
We use lease terms designed to protect your interests
We use unique protective clauses as standard. An example of this would be the Cap on the lease, which places a limit on what you can be charged even if you extend the lease for long periods. Additional clauses include parttermination/return, which protect you if you wish to return or extend only some of the leased assets.

Are you looking to offer an additional company benefit to your staff?
We can partner with you and offer a salary sacrifice scheme. We have a dedicated team who are experts in fleet management and vehicle leasing, and have exceptional relationships with fleet dealerships across the country.
A salary sacrifice scheme is an employee benefit. The employee agrees to exchange part of their salary in return for a non-cash benefit to lease an electric or plug-in hybrid car. Once they accept a salary sacrifice, their overall pay is lower, so they pay less tax and National Insurance.
How does it work?
The team can work with you to design and implement your Salary Sacrifice Scheme, and operate it on your behalf. If you’d like more details please contact:
0808 281 9439 or email evscheme@csltd.org.uk
There are huge advantages to joining the electric and plug-in hybrid vehicle salary sacrifice scheme, not only the potential financial savings you can gain, but also:
No initial upfront costs
Flexible mileage and terms
Discounts rarely found on the high street
Annual road fund licence
Breakdown cover (UK only)
Servicing and MOT costs covered
Protection against inflation for up to three years

Our Flex Electricity framework has been developed through our clear understanding of your needs and challenges when it comes to procuring electricity. It provides a framework agreement under which electricity for half hourly, non-half hourly metered and unmetered supplies could be purchased flexibly.
The frameworks have been procured in accordance with the Public Contracts Regulations of 2015, as amended (PCR2015). Kent County Council remains the Contracting Authority for all LASER contracts. This permits a public body to access LASER’s frameworks and services without the need to run a separate procurement process to do so.
The framework permits direct award to any supplier based on either coming first overall, being your incumbent provider or by winning a particular evaluation section which is of most importance to your organisation. There is also an option to run a mini-tender under the framework should you have specific requirements outside of the specification of the framework and we can help you with this.
The user guide is hosted on the LASER website and can be found here. The file can be found here. For more information on the framework and how to access the service please use the link.

This framework allows the Fixed Term Fixed Price procurement for the supply of electricity for non-half hourly metered, half hourly metered and unmetered supplies. Fixed procurement is the method of going out to the energy supply market and requesting a contract for 100% of your requirement for a set duration at a single point in time. The contract price would be influenced by suppliers’ risk and business appetite as well as, more significantly, the wholesale market price at that point in time. Fixed procurement is ideal if you require long-term price certainty as it offers straight forward pricing.
