Key Findings & Take-Aways of the 6th CSPF meeting Energy issues/efficiency: SETPlan: ▪ Recent focus on climate neutrality, aligned with the EU Green Deal. ▪ Functions through 14 Implementations Working Groups within 6 Key Actions ▪ Need for a local voice in the strategic level, perhaps indexed to a local representative. Local level government has been lacking in governance – mostly “implementers” (top-down). ▪ Need to deepen emphasis on financial/budget impacts; benefits for local governments in terms of lower costs of power and finding less risky (prices, continuity) sources of power. ▪ Need to link to National government in order to let it know about relevant current projects and financial/budget impacts. Local Government Involvement: ▪ Possibility for cities to participate through fund partnerships and city-level representatives. ▪ Emphasis on visibility and interest, cross-cutting thematic appeal (CoL) ▪ Role of cities in providing a bottom-up push for national ministries. Recommendations/interesting features: ▪ Design functionalities and processes for the local flexibility market. ▪ Challenges include understanding national regulations, involving stakeholders, and mapping flexible loads. ▪ Early dialogue with national regulatory authorities and a contract with the national network operator. ▪ Integration of smart control in assets, algorithm design. Finance and Sustainability Concerns: ▪ Energy challenge with insufficient focus on new financing schemes. ▪ Emphasis on municipal authorities being neutral with stakeholders for sustainable finance. 1

Project Recommendations ▪ Digital project recommendations (Twinning) ▪ Modular approach for flexibility and scalability. ▪ Transferability via standardized building blocks and use cases for urban development. ▪ Impact on finances: ex. vehicle entrance fees, terrace fees, and ATM fees. Data Utilization ▪ User/infrastructure evaluation: produces usable data and spinoffs for the business community
