For more than 20 years, the community has been celebrating the country in them at the annual Dairyfest 2010 celebrations. While this year was no different, the festival added a new group to the mix. The Dundas County Dairy 4-H Club was among the main attractions and events this year. “There are a lot of newer, first-year members so they were excited,” said Amanda Giles, president of the Dundas County Dairy 4-H Club. “This was their big outing in Winchester.” The 4-H program is a community organization for young people between the ages of 10 and 21 years-old, and helps with the development of youth in Ontario – mainly the development of self-confidence and leadership skills. Members of the Dundas County Dairy 4-H Club, who are mostly 11 and 12 years-old, held demonstrations at the small baseball diamond behind the arena. Demonstrations covered things like washing and clipping calves. “They had fun and they were learning by doing,” Giles said. “It gives them a sense of accomplishment at the end of the day because they like to be involved in the community.” The 4-H Club events were among the old favourites at the festival, which included the Milk and Mallets festival, kid’s zone, baseball tournament, and various food and entertainment. Giles, who’s been a member of the club for five years, added that participating in this year’s Dairyfest was a great opportunity to better publicize what the 4-H Club does. “It’s not just a bunch of country kids playing with cows,” she laughed. “It was a good experience because we’ve never participated in Dairyfest before and hopefully we will do it again next year.

Between August 2 and August 9, the Kemptville Office of North Grenville Ontario Provincial Police, (O.P.P.) investigated 90 general occurrences: 26 in Kemptville, 37 in the Municipality of North Grenville, 20 in the Village of Merrickville – Wolford and seven on Highway 416. On Monday, August 2, police received a report of a residential break and enter on Berg Crescent, in North Grenville. Sometime after Friday, July 30, culprit(s) gained entry and stole televisions, cash, beer, a Dewalt cordless drill and two HJC snowmobile helmets. The O.P.P. Forensic Identification Unit attended the scene and the investigation is ongoing. On Saturday, August 7, police were dispatched to a disturbance at the Merrickville Fair Grounds. After investigating it was discovered that there had been a fight between two males which caused damage to a third man’s vehicle. The two suspects had jumped on the vehicle’s hood and roof causing considerable damage. One 19 year old man from Kemptville was charged with mischief under $5,000 and having liquor in an open container in a public place. The second man, who is 18 year’s old and lives in North Grenville is charged with mischief under $5,000 and being a person under 19 years and consuming alcohol. Next time you flag down a taxi cab in North Grenville, you’ll need some extra money in your pocket . The municipality’s staff and councillors recently met to discuss increasing cab fares due to the HST which took effect July 1 and has been contributing to the increasing costs of fuel and vehicle maintenance. The Municipality of North Grenville licenses and regulates the taxi business in North Grenville. The flat fee at $5 in the urban service area would remain the same – for example, if somebody wanted to catch a cab between Old Downtown Kemptville and a nearby grocery store. But for cabs travelling further, council proposed that cab fares would increase two percent plus the added HST. “On large trips, they’re losing money,” said North Grenville mayor Bill Gooch, referring to the increasing costs of fuel and maintenance because of the HST. Andy Brown, North Grenville’s chief administrative officer, noted that the last increase in fares was in 2008, when the price of gasoline went as high at $1.35 per litre. While the rate of gas decreased, it
has currently crept up to about $1 a litre, he said. Brown added that since the HST took effect, the cost of labour portion for car repairs have increased eight per cent. Jason Mourato, owner of Kemptville Taxi, said he approached council shortly after the HST was introduced. “I really wanted to wait and see how it would affect me,” said Mourato. He said he quickly realized he had no choice but to ask for the municipality’s help in raising fares to help pay for the increased costs since it regulates the business. He said he was happy with how quickly council handled the situation and how understanding they were because added taxes were beginning to affect his business. “In the big picture, my profit margin is only six to eight per cent off the meter,” he said. “Plus insurance runs me over $20,000 a year and the cost of gas is rising as well. We’re feeling the pinch all around.” However, Mourato said he feels bad for customers who might see a hike in cab fares. Many customers he serves are either senior citizens or those on a fixed income, he said, and something as simple as a dollar extra would be too much for some.

Soon, it might cost more for those who are travelling outside the urban service area. “If you raise meter price even just 25 cents per kilometre, that works out to cost a lot for customers who want to travel long distances,” he said. He added that just because his company will be charging more, it doesn’t mean he’ll make more money. “I didn’t want an increase because it’s like shooting yourself in the foot.” he said. “Overall people aren’t happy about it, and I’m not happy about it because I won’t be making more. No one wins in this I guess.” The issue, which was presented to committee of the whole on Aug. 3, was passed at the North Grenville council meeting on Aug. 9.

Out with the old and in with the new is the theme floating around the Kemptville Youth Centre lately. In addition to moving into their new building soon, the centre is challenging the community in a contest to design the centre’s new logo which will be unveiled at the new location’s grand opening. “The logo we have right now basically shows the idea of past, present to future and linking the generations. But we’re moving on now,” said Stacey Tenbult, executive director of the Kemptville Youth Centre. “We want to start fresh and see what community does.” The current logo has been around since 2002, and Tenbult said the new logo will represent a sign for something new, and the centre’s transition. She added that since the Kemptville Youth Centre means something different to everyone, it will be interesting to see what the
people must follow if they choose to design a logo – it must be easily identifiable, easily converted to professional graphics, and represents their mission to assist youth of the community in providing them positive lifestyle choices in a non-judgmental environment. The contest for designing a new logo is open now until Sept. 3 – at which point the top five logos will be selected by the youth council and adult board. The new logo will be open to the public for voting, and the design that earns the most votes will be unveiled at the grand reopening of the new youth centre which will happen in fall or winter 2010. Designs can be hand drawn or done on the computer, and can be mailed, emailed or faxed to the Kemptville Youth Centre. Be sure to include your contact information. Zero tolerance makes sense
House of Lazarus calls for school supplies
Despite the drunk driving commercials and open campaigns against drunk driving, some people still seem to think it’s okay. And according to research, it’s usually those who are between the ages of 19 and 21 – which is the peak year for those who choose to drink and drive. That’s why it’s a miracle that there’s finally legislation that prohibits drivers under 21 years-old from having any alcohol in their systems before getting behind the wheel of a car. With the rule just taking effect last week, it’s still hard to gather statistics on what kind of a difference this will make. Even though there’s a legal blood alcohol limit for those over 21 years old, there are still older people who choose to drink way more than they should and drive home. But quite frankly, current statistics for young adults are alarming and it’s hard to see the situation getting much worse – especially now that there’s a law in place. According to Mothers Against Drunk Driving, motor vehicle collisions are the leading cause of death for young people, ages 15 to 25, and alcohol is a factor in 45 per cent of those collisions. It’s clear that drunk driving is like cancer. Just as everybody knows somebody with cancer, everybody either knows someone who’s been affected by a drunk driver or who has been directly impacted by a drunk driver. But unlike cancer, drunk driving is something that can be curable with the proper education, and now, the proper legislation. With introducing this legislation to anyone who just gets their licence – or in Ontario, anyone with a full G class licence – it’s instilling in them the idea that drunk driving is wrong and will not be tolerated. Maybe that value will stick with a young adult once they reach 21 years-old, and maybe it won’t. But this new legislation gives some hope that maybe in the next few years, there will be a zero tolerance law for anybody of any age. And, it gives hope that millions of lives will be saved in the process.
From August 11 to 21, local businesses will be selling School Buses for a toonie. The idea is to help raise funds for Local Food Banks to purchase school supplies for the children as they soon head back to school. The House of Lazarus food bank has noticed a sharp increase in new clients over the year, especially this summer, and do not expect that trend to end any time soon. The greatest need for supplies this year is for children in grades 7 to high school. It has been a challenge to keep up with food supplies over the summer as the number of first time food bank families continues to climb. Donations of funds and school supplies can be made at Jonnsson’s Your Independent Grocers in Kemptville.

Mayors gone wild The summer has officially heated up and so are many municipal politicians’ behaviours - but not in North Grenville, at least. With municipal elections right around the corner, many of the area’s councillors and mayors are working to get re-elected and attempting to maintain that squeaky-clean image. However this summer alone, municipal leaders from across Canada and around the world have found their bad behaviour decisions to be at the centre of headlines, rather than their decisions. The following is a glimpse of some very public slip ups from mayors who haven’t been quite able to maintain a clean image. Anyone who’s been to a lengthy council meeting knows how heated things can get. But Vancouver Mayor Gregor Robertson took his frustration to a whole new level. The British Columbia mayor recently dropped the F-bomb at a July council meeting. Apparently Mayor Robertson was in the middle of a public meeting and was listening to input from citizens who were concerned about a housing development in the city’s west end

Needless to say, citizens were upset and the mayor made a public apology admitting he had been disrespectful to those who showed up to the meeting. The foul language was caught on camera and broadcast over YouTube the next day for the world to see. While the mayor of Vancouver was busy washing his mouth out with soap, the mayor of Jasper, Alberta was sent to jail for public intoxication a couple weeks ago. Mayor Mike Lout - who also owns a radio station in Jasper - got the munchies while drinking whiskey to help with the pain of a foot injury. Police found his car parked over a curb in a Sonic Restaurant parking lot with Lout walking nearby. Mayor Lout was charged with public intoxication and if convicted, could face up

to a $500 fine. Police say Mayor Lout was very co-operative. Finally, mayors aren’t just going wild in Canada, but it’s also happening across the pond. The next story also shows how mayors can fall victim to slip-ups accidentally. The lord mayor of Leicester, England was recently caught with his pants down – literally. And to make matters worse, it was in front of children, the BBC reported. Mayor Colin Hall was at a library in Leicester to participate in an event organized by teachers to help promote a better understanding of global perspectives. When standing to say thank you, his pants fell down and students from three local schools were witness to the mayor’s embarrassing moment. On the bright side, Mayor Hall reportedly lost weight which was the reason for his wardrobe malfunction. Agree with them or not, at least North Grenville and rural Ottawa’s mayoral candidates haven’t made an appearance on YouTube videos, blogs, Twitter or gossip sites recently. And let’s hope they never do.

After more than two weeks of searching, RCMP Const. Michael Potvin’s body has been found. Potvin, originally from Osgoode, was found the night of July 30, about 50 kilometres downstream from where he went missing on the Stewart River in Mayo, Yukon. “It’s just numbing for the community,” said Doug

Thompson, Osgoode Ward councillor. “You see his picture in the paper and he was such a handsome young man with a bright future ahead of him.” Potvin was travelling in a 22-foot aluminum boat with another officer when it filled with water and capsized on July 13. The other officer stayed with the boat and was rescued by witnesses. The RCMP say Potvin – who
wasn’t wearing a floatation device - was last seen swimming a few meters from the river bank when he suddenly submerged and didn’t resurface. Since then the Potvin family had been in the Yukon helping with the search. happen is that your child predeceases you,” said Thompson. “[But] I think it brings closure to a certain extent.” Potvin’s father, Mark and brother, Sean are volunteer firefighters in Osgoode and while the family was away, Ottawa’s rural fire services had been helping with the house’s upkeep and offering support to the family. Paul Hutt, sector chief for Ottawa Fire Services’ rural division, has been a family friend for 20 years and said the team has been supporting the family over the last couple weeks. “It won’t fix itself overnight,” said Hutt. “But I was able to speak with Mark and Sean and it offered a bit of relief for them. It gave them some closure and now they can start to move ahead.” Hutt added that the community has been overwhelmingly supportive to the Potvin family. Thompson, who has also spoken with the family since they’ve been home, agrees that the tightknit community has helped the family during this time. “The Potvins have been a very big part of Osgoode,” said Thompson. “And I think that the community is really saddened that one of their neighbours, friends and comrades were lost in a circumstance like this.” Potvin, who would have turned 27 years old on August 4, had been an RCMP officer for one year. His wife Allison is expecting their first child. Family, friends and the public were invited to a memorial service on Wednesday August 4 at Saint Patrick’s Basilica in Ottawa.

This was the scene days after a late fire struck a former prison situated between Burritts Rapids and Merrickville in August. Police are currently investigating the fire since it’s a suspected arson.
The smell of burning was still in the air days after a late night fire struck the former Rideau Correctional and Treatment Centre in Merrickville. Ottawa Fire Services, and the Merrickville Fire Department, were on the scene of the blaze on Aug. 2 at around 3 a.m. at 4707 Donnelly Road, between Burritts Rapids and Merrickville. “There are a lot of buildings on the property and one building was pretty well involved,” said Marc Messier, public information officer with Ottawa Fire Services. Behind high fences and a gate on the rural road’s property, only the frame is left of one of the buildings where officials believe the fire originated.“The fire burned another one, but we managed to save one nearby,” said Messier. The estimated cost of damages is $300,000 and police are now investigating what happened. “It’s been ruled a suspected criminal matter now,” said Messier. Nobody was injured in the blaze. The former Rideau Correctional and Treatment Centre officially closed in 2003, but was identified for closure in 1998 when the Minis-
try of Correctional Services felt it was too small and too old. It was opened in 1947, and served as a minimum-security facility where inmates could learn some farming skills

Councillor Terry Butler and Chamber Executive Director Wendy Chapman along with other RHRTA Board Volunteers and Members attended the Rideau Canal Festival on July 30, 31, Aug. 1 & 2 as part of the Rideau Canal Village. Our job was to promote the Route and, of course we also were there to promote our specific areas along the route. We were located under Sappers Bridge right beside the Locks at the Bytown Museum. Our tent saw close to 550 visitors. The majority were cyclists; so showcasing our trails was top of mind. This was the 3rd annual for the Village portion of the event.

The Kemptville Quilters Guild will host their quilt show “Hooked on Fabric” at the North Grenville Municipal Centre on Aug. 14 and 15. The last time a quilting show was held in Kemptville was in 2007 when the Kemptville Quilters Guild presented the “Festival of Quilts” in conjunction with the International Plowing Match. This year they have chosen to partner with two
local Rug Hooking guilds, The Rideau Valley Boots and Baskets from Burritt’s Rapids and the Thousand Islanders Rug Hookers from Brockville and surrounding area. Demonstrations and presentations will be held throughout the weekend. The show also features a Merchant’s Mall as well as a tea room run by the Kemptville Branch of Victoria’s Quilts. Elvis coming to Gospelfest 2010 Special to the Advance
Elvis impressionist, Michael John, will be one of several acts coming to North Dundas Gospelfest. Located near the corner of Bank Street (Hwy 31) and Country Road 43, near Winchester, the 3rd annual edition of Gospelfest will take place at Terrace Green Bed & Breakfast from August 27 – 29. Mr. John, who recently moved to Winchester, comes from a musical background. His grandfather, Michael Nold, was band leader for the Canadian Naval Parade and Concert Band performing for Queen Elizabeth II’s coronation ceremony. A master of the clarinet and piano, Nold played with such legendary musicians as Bing Crosby, Gene Krupa, Buddy Rich, Benny Goodman and Tommy Dorsey. John’s grandmother played piano with Hank Snow a Canadian country music legend. John is an accomplished musician in his own right – he began playing drums at the age of 4 and formed his first band at the age of 12. He began impersonating several artists including
Roy Orbison and Tommy Jones. On the suggestion of a friend, he entered, and subsequently won, his first Elvis impersonator competition in 1989. He went on to win several more competitions. He went professional in 1995 and has performed throughout North America. He has performed with some of Elvis’ original band members in Las Vegas and was invited by Marla Trump to perform at Trump Towers in New York City and The Taj Mahal in Atlantic City. Michael John has called himself an “impressionist” rather than an “impersonator” ever since he received the suggestion from Priscilla Presley. She made the comment after seeing “the huge impression he left on the audience”. The New York Times reviewed his show saying, “Michael John recreated highlights from a performer who will never be forgotten. Unbelievable range, power and voice. Exquisite!” John will be featuring a set of Elvis’ favourite gospel songs at the 2010 edition of Gospelfest in Winchester. He performs during the Saturday afternoon program which

The Accidental Farmwife: Boatin’ with dad
On the long weekend, the Farmer and I decided to escape the farm with the boat overnight. We were heading for the wide open water of the Big Rideau. Mom offered us Dad’s old charts – the very charts that I bought him for his birthday back in the ‘80s. I carefully unfolded the weathered maps and watched as Mom pointed out various locations that I would remember. “Here is where we rent-
ed that cottage when you were sixteen,” she said. “And here is a nice spot to stay overnight in your boat.” Mom had written personal notes all over the map in her perfect script. And in the bottom right hand corner, Dad had written “Larry A. Leeson” in his familiar scrawl. “Thanks, Mom,” I said, giving her a hug. I thought of how many times she must have pored over

to make us each a sandwich. I put the maps down for a moment and started slicing kielbasa. “Hey! What the…” the Farmer yelled, yanking on the throttle. Suddenly we were coasting over a shoal, and the water was just three feet deep. I guess that’s what happens if you put the maps down for a minute and you aren’t familiar with the area. “Oops, sorry. I wasn’t paying attention. So that’s what those white markers are. They sure aren’t very big, are they? You hardly see them until you’re on top of them.” I rambled on, nervously. I could tell the Farmer’s teeth were clenched under his moustache. “Let me see that thing,” he said, as he took the map from me. As we passed each island, I held my finger on the corresponding map blob. I was just thinking

how nice it would be if someone had bothered to put water-facing signs on these islands, when we suddenly passed a sign declaring “Davidson’s Point”. I looked at the map. Mom had marked “Dad’s favourite spot” on an island nearby. I studied it carefully as we floated past. I could almost see Dad on the shore, his dog at his feet. The afternoon sun spilled diamonds all over the water as houseboats, jet skis, cigarette boats and cruisers passed us. We took our sweet time heading back to the dock. We ate dinner on the Galley patio in Portland that night, and watched as the big boats pulled into the marina, one by one. Some guy I will call Guido the pimp narrowly missed taking out one of the boathouse posts as he backed his cruiser into the parking spot, with the “help”

They were no less impaired, and the restaurant guests on the elevated patio held their collective breath as the boat glided into place directly beneath us. Luckily, the revellers were sufficiently tired out from their day of partying and didn’t keep us up all night. I slept like a rock on our boat. The next day, we cruised up the opposite shore of the lake toward the Narrows locks. We thought we would sit and watch the boats for a while, so we would know what to do when it was our turn. As we stepped up onto the dock, I noticed a leathertanned, shirtless older man wearing well-worn shorts, boat shoes and a gold chain. See Boating page 17

The man was just sitting and watching the boats, and talking to the lock staff as if he knew them well. Just as the locks opened and the boaters readied themselves to leave, the tanned man appeared beside me. He was chatting with the girl who was turning the big wheel to open the locks. Something about his voice, his comfortable

manner, and the whole boating environment brought memories flooding back. Dad. The tears came rushing out before I even knew what was happening. My husband gathered me up in his arms and walked me away from the people. It’s been three years since Dad got sick. Part of me keeps expecting him to show up, especially in this setting, on the water, where he was so comfortable. It just isn’t fair. He should have been there with us in his own boat, showing us the way.

Mayor from page 17 He and his wife Crystal posted signs on poles across the community with Fynn’s photo, and their pet was returned to them within days. “Without the public awareness and public advertising, we would not have found our dog,” said Anderson. He said he wasn’t aware that he had to notify the hydro company that owns the poles they posted on, but he said he wouldn’t have notified them anyways since he was desperate to find his pet. “Worst case scenario is you get a fine and you would have to fight it in court,” said Anderson. Anderson agrees with the municipality that there shouldn’t be commercial advertising posted on municipal property, but said more leeway should
be given to someone who’s looking for a lost loved one or holding a public event. “Someone putting up three or four garage sale signs isn’t hurting anybody,” he said. Councillor Terry Butler, who also owns Butler’s Victorian Pantry in Old Town Kemptville, said there’s been a problem with people posting signs on the street lights along the main street. He said he understands there are good intentions – like if somebody posts a private sign for a fundraiser – but the signs are an eyesore and the tape they use has also been damaging to the poles. “I constantly have to chase away people who are trying to post signs,” said Butler. Councillor Barb Tobin agrees that something should be done about the amount of signs on poles across the municipality – especially those that stay up for months. “I appreciate people in the area are trying to get 404746

their message out, but it drives me crazy,” said Tobin. She added that the signs should be taken down and brought back to the original owners. “It’s easy to identify people who posted the sign,” she said, referring to contact phone numbers which are usually published on the sign. Andy Brown, chief administrative officer of North Grenville, said it’s an issue that staff can take a look at and bring back to council. “It will take time to do the research and put [a policy] together,” he said. Public Meetings Council also came together on Aug. 9 and held five public meetings during the meeting. Two of the public meetings dealt with a plan of subdivision for Pine Hill Road and Kempten Park.
