In North Grenville, there are a number of new developments in the works to meet this need. A recent announcement from the province declares that Bayfield Manor nursing home in Kemptville will receive 94 new long-term care beds, which will more than double the facility's capacity. An event was held at the manor on March 13 with stakeholders and dignitaries to discuss the project with residents. "One of the key commitments that our government for the people made to Ontarians is that we are going to end hallway health care," said Leeds - Grenville - Thousand Islands and Rideau Lakes MPP Steve Clark. PROJECT TO CREATE 100 NEW LOCAL JOBS Continued from page 1
eastern Ontario, with many residents who will benefit from the significant expansion at Bayfield Manor. The project will see the construction of a brand-new, multiple-storey building attached to the existing facility, where residents will be relocated before the current building is completely revamped. Keith McIntosh, managing director of Southbridge Care Homes - the entity in ownership of Bayfield Manor - described the model for the new building as a community care hub. "What we're trying to do is make seniors' care a more integrated experience," he said. "We're going to build the home larger than we need to, and then we're going to bring in other forms of seniors' care." The hub model will see local businesses such as a coffee shop, florist, or a local pharmacy brought into the lobby of the facility. "When families come and
visit, they can gather in the common areas or bring their loved one out into the entryway and there'll be enjoyable infrastructure there such as a coffee shop or variety store," he said. Community collaboration Kemptville District Hospital chief executive officer Frank Vassallo also attended to hear the expansion announcement and invited McIntosh to sit down with him in the future to figure out how they can work together. "I've often said to our board and our staff at the hospital that when they drive by and see that blue 'H' - it doesn't just signify 'hospital' it signifies 'health,'" he said. "As the planning proceeds in the coming weeks and months, I look forward to figuring out how we can work together in providing a more seamless delivery model for the residents here and how to support staff, as well." Bayfield Manor has been serving the North Grenville and the area for nearly 50
years and currently features 66 long-term care beds, as well as a 57-suite retirement home. "Building the capacity in our area is great for the residents," said MerrickvilleWolford Mayor Doug Struthers, "but it's also great for families who come to visit their loved ones and want them to stay local." During the question period, Clark addressed the local senior population. "In North Grenville, there is a very high senior population," he said. "When you look at the demographics in this riding, you can see the tsunami of seniors, so we're going to need a variety of kinds of housing." McIntosh added that the senior population across the province is going to increase by over 1.5 million people by 2031. Mayor Nancy Peckford and Deputy Mayor Jim McManaman were also in attendance to share in the excitement. "We are thrilled to see increased access to long-term

Peckford took the opportunity to ask McIntosh how residents can express interest in accessing the extra beds once they are available. "It'll be the same system
that exists now - an assessment through their family health care provider and they'll just have to indicate Bayfield Manor as their first choice," he replied. He added that the expansion will create approximately 100 new jobs. Construction process McIntosh anticipates construction for the multiphase expansion to begin this fall and says the process will take approximately three years. "Redeveloping a longterm care facility is a very involved and complicated process," he said. "We're working with the Ministry of Health right now to get a development agreement in place, which we think is imminent. Once that is in place, it'll probably be six months after that - we're hoping for November." The expansion will see the facility's parking lot moved. "What we hear continu-
ously from families is that they do not want the facility moved," Macintosh continued, "so, rather than moving residents around, what we're going to do is build an expansion, move the residents from the existing home into the brand-new facility, and then renovate or rebuild the existing facility. Everything will be brand-new when we're done." Bayfield Manor's expansion to accommodate the 94 new long-term care beds is part of the Ontario government's first steps in improving long-term care and reducing hospital wait times. These beds are among 6,000 added across the province, which will allow people to get the care they need in an appropriate setting and free up space in hospitals. The province has committed to adding 15,000 longterm care beds in five years and 30,000 in 10 years to help cut hospital wait times and end hallway medicine.

The Adam Harlow Fellowship Fund Pancake Breakfast, which has been running for more than 12 years, was hosted at the North Grenville Municipal Centre in Kemptville on Sunday, March 17, to help raise money for local kids to play hockey. The Adam Harlow Fellowship Fund has been sponsoring kids to play hockey for 17 years. In nearly two decades, 180 kids have been sponsored - many of whom come from underprivileged and challenging circumstances - all in Adam's honour. "It's keeping his spirit alive," said Bob Harlow, Adam's dad. On March 24, 2002, Adam died tragically at the age of 10. Like other kids his age, he played and loved hockey. In 1999, Adam played for the Kemptville Panthers and, like many kids, suffered from low self-esteem. A couple of years later, when he was chosen as this team's goalie, a change came over him, a change that can be attributed to the camaraderie and team spirit provided by his teammates and the game of hockey, which became his greatest passion in life. "It's not just hockey," said Bob. "It's volunteering; they learn to win, to lose. They get exercise. It's way more than a game." Getting kids who might otherwise not have had the chance to play hockey was something Adam became passionate
about after he learned that his friend couldn't play because his family couldn't afford the high registration fees. So, Adam asked his mom if she could pay his friend's fees. As a tribute to Adam's memory, the
fund was created to help give Kemptville area kids, who would not otherwise be able to play hockey, the opportunity to learn and continue to enjoy the sport by financing their hockey registration fees. "If he was alive today, he'd (Adam)
would be doing it," said Albert Schoonderbeek, a volunteer who helped get the pancake breakfast off the ground. Schoonderbeek had been a parent volunteer at South Branch Elementary School when Adam passed away.

CONCESSION ROAD STUDY RECOMMENDS SAFETY IMPROVEMENTS PAULINA HREBACKA phrebacka@metroland.com With several schools and a hospital in close vicinity, the Concession Road and Prescott Street area in Kemptville has been under close watch for public safety concerns. A traffic study on both roadways and their connecting intersection conducted by WSP Consulting gave North Grenville council some insight into existing and potential safety risks, as well as steps that can be taken to avoid them. Adam Howell made the presentation at the March 12 committee of the whole meeting, and said the key issues identified by the public and stakeholders were excessive vehicle speeds and potential conflicts between vehicles and pedestrians. The study assessed the volume and speed of traffic down Concession Road from Hurd Street past the North Grenville District High School, South Branch Elementary, the Kemptville District Hospital, and the Kemptville Campus Education and Community Hub, which hosts Sainte-Marguerite Bourgeoys French Catholic school and Rivière Rideau French public school. On Prescott Street
(County Road 44), the study observed the intersection where the Hulse, Playfair and McGarry Funeral Chapel is located, up to the train tracks at College Road. "The first thing we wanted to look at was speeding as the main concern," said Howell. He said the common pattern through all vehicle counts from June 2016 to the most recent in November 2018 reflect average speeds on Concession Road as roughly 10 - 15 kilometres per hour over the posted speed limit of 40 km/h. "The community concerns that speeding is an issue there is fairly well reflected in the data," he said. The majority of vehicles observed during the 2018 study exceeded the speed limit to some extent. Drivers on Prescott Street were more compliant with the posted speed limit of 60 km/h, reflecting an average of 53 - 56 km/h. However, Howell identified some instances of vehicles speeding particularly in the southbound direction going out of town and toward the 80 km/h zone. The traffic calming warrant within the study concluded that approximately 160 heavy vehicles drive down Concession Road on a daily basis; mostly school buses, but many are also
emergency vehicles travelling to or from the hospital. Aside from traffic speeds and volumes, the study also reviewed the area's collision history and assessed the cooperation of traffic at three points along Concession Road; Hurd Street, Campus Drive and Prescott Street. "Everything is moving fairly well," said Howell. "The cues and the delays at all of the intersections are fairly minimal." The collision history component of the study reviewed two reports. The first, from 2011-2016, documented 14 collisions at the following intersections on Concession Road: four at Dr. Gordon Crescent and Fir Lane, four at Campus Drive, three at Maric Trail and three at Prescott Street. "The leading cause of these collisions was the failure to yield right of way," said Howell. The second report from 2015 - 2018 documented 23 collisions; 11 on Concession Road, 12 in adjacent parking lots and four midblock collisions resulting from excessive speeds or vehicles leaving marked lanes. survey so critical is that the municipality's waste management services contracts expire later this year. Further, the Province of Ontario is foreseeing significant changes to the residential waste management approach," said Mayor Nancy Peckford. The Ontario government is in the process of implementing the Waste Free Ontario Act. The act aims to achieve a target of 30 per cent diversion by 2020 and 50 per cent by 2030. In 2017, North Grenville diverted 26 per cent of its waste from landfill. The act makes producers responsible for their products and how the materials are managed at their end of life. Another aspect of the act is a plan to ban organic material from being directed to landfills. This means the way that waste is collected will fundamentally change in the coming years. With legislative changes coming and the reality that well over 50 per cent of organic waste in North Grenville goes to landfill, the municipality recognizes that implementing an organic waste program may come with significant benefits. Other programs that are being looked at include leaf and yard waste pickup, bulky item pickup, and biweekly garbage pickup. Residents and business leaders are invited to complete a brief survey to share their perspectives on a number of options related to recycling, garbage, organic and yard waste pickup, as well as the frequency of service. The survey will be available at www.ngrecycles.ca until 9 a.m. on April 1. Paper copies will be available at the municipal centre (second floor reception desk) and the North Grenville Public Library. Council encourages residents and businesses to have their say and help shape the future of waste and diversion in North Grenville by attending the discussion forum on March 25 and completing the online survey.

section. "Overall, its function as a county road is the longer distance/higher speed arterial function within the community," said Howell. As such, traffic calming measures would be going against the intended purpose of the road, and the results of the study do not call for any serious traffic-calming measures. However, Howell said four of the recorded collisions on Concession Road related to speed could have been mitigated through traffic calming measures. The study requires a 60point score to warrant traffic calming measures, for which Concession Road scored 67. As such, Howell concluded that physical measures could be taken. The primary constraint of this would be potential impacts to the response times of emergency vehicles travelling to or from the hospital. A public petition in 2016 originally requested traffic calming measures on Concession Road. Howell spoke to some of the passive measures that are recommended to council to improve pedestrian safety on Concession Road. "What we're looking for to start with is longitudinal pavement markings to narrow the lanes, to encourage a more constrained driving operation which will result in lower speeds," he said. "We're going to couple those with on-street painted speed

Coun. Kristin Strackerjan asked about the feasibility of having a crossing guard at Concession Road and Prescott Street. Howell said that in order to warrant a crossing guard, there is a requirement for clearly painted markings on the road first. "Looking at the traffic counts that we did, as far as student crossings go, there's not a lot of pedestrian crossing activity there," he added. "I think there might be a bit of a chicken and egg thing here," Strackerjan replied, "because a lot of parents are concerned about their kids being able to walk safely, because there aren't adequate precautions in place." Strackerjan noted that perhaps the intersection would be used more often if a crosswalk were in place. Coun. John Barclay
asked if the old sidewalk running southbound along Prescott to Concession is a responsibility for the municipality, or the Kemptville campus. Chief administrative officer Brian Carré agreed that the pathway is substandard and does not meet the minimum requirements for a municipal sidewalk. "Now that we own the property and have at least three school boards on campus and more students potentially accessing the campus, it's something that should be looked at as part of our sidewalk strategy," he said. Director of public works Karen Dunlop said $50,000 has been allocated under the public works department as a capital line item in the draft 2019 budget to act on WSP's recommendations.

WHAT'S THIS CELLPHONE BAN ALL ABOUT, REALLY? The provincial government has announced, starting in September, students will be banned from using cellphones in the classroom except for educational purposes. Is this a non-announcement? Local educators indicate classroom cellphone use is already limited in most instances. Education Minister Lisa Thompson confirmed the ban March 15, citing recent public consultations that indicated 97 per cent of respondents support some form of a ban on cellphones. Beginning next school year, cellphones will no longer be allowed in the classroom unless they are required for educational purposes, health and medical purposes, or to support special needs, she said. "By banning cellphone use that distracts from learning, we are helping students to focus on acquiring the foundational skills they need like reading, writing and math." Kids in class need their cellphones and are using them today to help them with their studies - fundamental ones like reading, writing and math. The government is talking about something that already exists. School boards have policies governing the use of technology in the classroom. With all the technological changes in the past 15 years, it's important for educators to take advantage of new technology and teach students to use it responsibly. Personal technological devices may be used during instructional time for educational purposes. Principals and teachers are expected to establish guidelines for the use of the devices with students that emphasize responsible and safe use. Principals and teachers are already doing this - there doesn't need to be a complete cellphone ban in the classroom. Guidelines also state cellphones and other devices can be used on school property outside of instructional class time, so long as the use of these devices does not distract from instructional class time, extracurricular activities, and cocurricular activities. Use of the device should also not violate any other school policy or negatively impact the network. John McAllister, board chair of the Upper Canada District School Board said on social media recently, "The UCDSB has had a BYOD (Bring Your Own Device) policy for many years. The issue here is not cellphones but their use in the classroom as a learning and teaching tool as well as the digital etiquette which follows (applies to adults as well anywhere). Professional judgment by educators in the classroom ought to be the only rule." In the Catholic District School Board of Eastern Ontario, the Policy and Procedures guidelines for the use of personal cellphones includes limited personal access. The policy states: "Personally owned computing devices shall only be used for educational purposes during instructional time." The provincewide ban on cellphones in the classroom is part of the government's new 'Education that Works for You' vision. Leading up the vision's unveiling March 15, more than 72,000 parents, teachers, students, employers and organizations provided input. Maybe this cellphone ban was included in the statement to deflect some of the attention being put on controversial changes affecting class size, autism services and sex-ed.

VICTORIA'S QUILTS BENEFITS FROM 100 WOMEN WHO CARE NORTH GRENVILLE On Feb. 7, 100 Women Who Care North Grenville held their first quarterly meeting for 2019. There were 54 women gathered in the main room at eQuinelle Golf Club. Door prizes were graciously donated by Karen Quigley of Saltastic, Jen Digby of Epicure, Kim Beach and Mary Boucher thank you. Special thanks to Natalie Castellas of Catered Affairs, also a sponsor and member, who provided a scrumptious hot meal for the group, by donation only. More than $350 was raised
from the meal to assist in covering the group's administrative expenses. The meeting began with a great opener, asking all of the members to join in shouting out what they were thankful for in their community. New this meeting was a photo booth session which provided members with a fun and interactive opportunity to network and get to know their table mates! ty & Family Services, last quarter's recipient, gave a report on how the funds received were used. The donation was utilized to supplement much needed holiday food baskets, and toys and gifts for Angel Tree recipients. In addition, some of the funds have been earmarked to assist in sending kids to camp this summer. The room was overflowing with love knowing that the 100 Women Who Care North Grenville is making such an impact in our community. Representatives from this quarter's three nominated charities provided an update on their initiatives so the members could make an informed vote. The members chose Victoria's Quilts as the recipient. The Kemptville branch of Victoria's Quilts was established
in 2002 with just 11 individuals, and now comprises more than 60 members. They hold monthly meetings the third Saturday of each month at St. John's United Church Hall. Colette Stanisci presented on behalf of the charity and explained that their organization lovingly sews quilts for all those who receive a diagnosis of cancer in our community. There was not a dry eye in the room. We are delighted to be able assist in sharing the gift of warmth and comfort. As of the last meeting, the 100 Women Who Care North Grenville was hovering around 102 ladies strong. With contributions from new and existing members, a total of $4,500 was raised once again in the 1st quarter. The next meeting of 100

COULD IT BE... SPRING? DIANA LEESON FISHER GETS NOSTALGIC FOR SPRING LAMBS ON THE FARM DIANA FISHER Column
Spring is set to arrive after 6 p.m. on Wednesday, March 20. I don't know about you, but I am ready. I don't know why, but this winter seemed longer than usual. Maybe it's the simple fact that we did not escape to the sunny south this year. That does a nice job of breaking up winter. I know spring is in the air because the birdsong has changed. I hear those birds that are around only in spring. And I haven't seen them myself yet, but I have heard reports of geese sightings over Bishops Mills. That is always a welcome sight at the end of a
long, cold season of snow and ice. In years past, we were up to our rubber boots in lambs by the middle of March. I have to admit, I'm a bit nostalgic looking at other farmers' posts on social media of their newborn fluffies. We gave up raising sheep because it was more work than it was worth, but I do miss the lambs. They were fun. Especially the ones I bottle-fed. We kept the lambs in the barn with their moms for about eight weeks. After that, we opened the door and let 'em go. The ewes would be the first to escape to freedom, forgetting for a moment that they were mothers at all. They kicked up their hooves and pranced into the meadow, where they fell on the new grass and munched all the
green sweetness. Their babies would be right behind them, in a mass of squealing and bawling fleece. Abandoned. Terrified. Out in the sunshine and wide, open space for the first time in their short lives. Hearing their bleats, the mothers would come to their senses. Turn around and bounce back over to the calls that belonged to them. Reunited with their babies. Often the ewes would feed their young and then tuck them into the bushes, out of the hot sun and blackflies, for a nap. Then they would wander off to eat their fill. When the babies woke up, the squealing would start all over again. We could hear this drama from the house, and we always knew when someone was separated from their wee one. Occasionally, a ewe would cry to tell us that her lamb had got himself stuck
in the hay feeder. One day we went out and saw a ewe standing there beside the huge, round bale, bawling her face off. I couldn't see what the problem was. All around her, sheep were munching away, chewing their hay. The lambs were huddled in a kindergarten setting over by the rock pile, with one ewe watching over them. Then I saw it. A tiny hoof poked out of the hay that was under the massive feeder. The ewe had shoved her lamb under there for safety, but she almost lost him. As the animals fed and dropped hay around the feeder, it covered the lamb completely. He had wriggled so far beneath the feeder that I could barely reach him to yank him out. Sheep usually react just like I do when they are tru-
ly terrified by something: they are completely silent. When they spot a coyote watching them from his perch behind the stone fence, they turn and run quietly up to the barn, en masse. All you can hear is a gentle stampede of tiny hooves. Luckily, the arrival of Donkey put an end to most of our sheep kills. We lost only one or two after he showed up on the scene usually on the days when we had a farm party and he decided he would rather be at the fence, socializing with humans, than watching over his flock. Spring is an exciting time when you live on a farm. It's a season of promise and planning, determination and design. We prep our gardens and flower beds for the summer grow-
ing season ahead, and watch as the tractors roll in to sow seeds in the fields. Fergus the retriever is pretty happy about spring. He's muddy as a pig today because it is mild and wet out there. He's not much for the summer sun, but he can't handle extreme cold, either. Spring and fall are his favourite seasons - and they are ours, too. I'm looking forward to pulling on some rubber boots and taking him on our first patrol of the property for the season. The lambs may be gone, but the coyotes are still there. Goldie passed away peacefully surrounded by her family at the Kingston Health Sciences Centre on Saturday March 9th, 2019 at the age of 82 years. She was predeceased on December 18th, 2018 by her beloved and devoted husband of 65 years, Maurice E. Adams. Goldie was the loved mother of Bonita (Donald) Gavrilchuk, Veronica (Brian) Bottomley, Susan (Dale) Williams, Kathryn (Lorne) Perry, Virginia Adams (Scott MacKenzie) and the late Heather and Christine Adams and Sandra Hughes. She was the cherished grandmother of twenty-one, great-grandmother of twenty-one and great great-grandmother of two. Goldie will be sadly missed by her brother Larry Birch, sister-in-law Shirley Wiggins, all her family and friends. Goldie was predeceased by brothers Tommy and Carleton Birch, sisters Patty Culley and Marion McCallum, brother-in-law Stanley Wood and sister-in-law Phyllis Ryan. August 22, 1959 March 12, 2019 Janice will be remembered for how kindly she treated others, her positive outlook on life and her loving compassion for others. She was loved by all and will be sadly missed. She touched friends and family more than she could ever know. Born in Ottawa in 1959 and raised in Bells Corners until marring her loving husband Brian Moreau in 1981. After battling glioblastoma (brain cancer) for more than a year and a half, Janice, at the age of 59 peacefully passed away at home with Brian, sisters Leanne and Carey (late Dave Pitt) at her side on Tuesday March 12, 2019. Predeceased by her parents Clifford Derochier and Margaret “Peggy” Knox. Beloved daughter-in-law of Dorothy Moreau (late Maurice Moreau) and sisters-in-law Dianne Chambers (Larry) and Lynn Belford (Rick). Loving aunt of Nathan and Jacob Pitt, Jennifer (great niece Violet), Stephanie (Chris Chesser- fiancé), Cole (Katie) Chambers and Kristy (Ben, great nieces Grace and Holly Duesling) and Kelsey Belford. It is with a heavy heart that Shari Rathwell announces the passing of her Mother, Lenabelle Mary Hannaford on Tuesday, March 12, 2019. She was in her 100th year, having turned 99 on February 5, 2019. Daughter of the late Joseph Jackson Riley and the late Lena Dusome. She was one of 9 children. In her lifetime, she saw many difficult things including war and depression, but also all of the miracles of technology that we enjoy today. Mom loved music and the joy of dance so much that she became a dance instructor. She entertained people around her with her song and offers to dance right up to the end. Her favourite pastimes included playing cards and fishing for hours with family members on Hay Bay. She was a registered nurse who finished her career at Scarborough General Hospital and then at Bendale Acres Nursing Home, both in the Toronto area. She raised seven children and one grandchild. Four of her children predeceased her - Harry, Fred, Marion and Bella. Her surviving children are John, Leslie and Shari. She had many grandchildren and great-grandchildren. Mom helped me establish Riley’s Catering Co. and tirelessly worked alongside me as long as she was able. I say goodbye to a loving mother, best friend, caring nurse and trusted confidante. Mom’s final care has been entrusted to the Pilon Family Funeral Home and Chapel Ltd., 50 John Street North, Arnprior. January 9, 1931 March 13, 2019 Betty June Armstrong (nee McLay) passed peacefully on March 13, 2019 at the age of 88, at the Lanark Lodge, Perth, Ontario. Betty was the wife of 62 years to Cameron Francis Armstrong (d. 2016). She was the much-loved mother of Alan (Cynthia) of Kanata and Vicky (George Tutt d. 2017) of Perth and the proud grandmother of Damian Armstrong and Christian Armstrong. Betty was born in Cupar, Saskatchewan, but was raised in Westport, Ontario. She taught elementary school before marrying Cam and raising her family in Perth. Important to Betty was love for her family and friends and enjoying simple pleasures such as summers at the cottage on Otty Lake, being a wonderful homemaker, reading and coffee with the “girls”. Cremation has taken place. The family thanks the caregivers and staff at the Lodge who eased her final years. A private family graveside service will be held later in the spring. The banquet will be held on April 26 from 7:30 to 10:30 a.m. at the North Grenville Municipal Centre in Kemptville.

Guests will enjoy a local foods breakfast while Mayor Nancy Peckford provides an update on local current and future initiatives in North Grenville.
