The Leeds, Grenville & Lanark (LGL) District Health Unit will be merged into a large regional public health entity, according to Dr. Paula Stewart, medical officer of health for the LGL District Health Unit. On Friday, May 10, Stewart said the health unit found out from the Ministry of Health and Long-Term Care they would be absorbed into a larger regional public health entity encompassing Leeds, Grenville & Lanark District Health Unit, Kingston, Frontenac, Lennox and Addington Public Health, Eastern Ontario Health Unit, which includes Prescott-Russell, Cornwall, United Counties of Stormont, Dundas and Glengarry, Ottawa Public Health, and most of the area cov-

NEW ENTITY COULD SPAN 30,000 SQUARE KILOMETRES Continued from page 1

"We're starting to know what geography we're going to be working with," said Stewart, though the proposed boundaries are just that - proposals. There will be a consultation period before any final decisions are made. Stewart said these discussions with the ministry and stakeholders could highlight concerns that rural areas might have being lumped in with more urban centres like Ottawa, but she remains optimistic. She said changes are about finding ways for health units to work together efficiently and enhance current programming. "I'm going to fight like crazy to keep what we have," she said, as the units are already working together with a more region-

al approach when it comes to issues such as Lyme disease. "When you learn something, you share," she said. Stewart said the health units have been told to expect "administrative savings" but there is no clear definition. The ministry has committed to maintaining a local focus and doesn't believe that frontline services will be impacted, she said. "I am going to take that at face value and push it for all it's worth." Hayley Chazan, a spokesperson for Christine Elliot, the minister of health and long-term care, said while the province has been clear there will be consolidation, they can't confirm specifics at this time. serve the voice of all municipalities. In doing so, she said, the province will ensure that public health investments better meet the needs of communities. Chazan said the current structure of Ontario's public health units doesn't allow for consistent service delivery, could be better co-ordinated with the broader system, and better aligned with government priorities. "Modernizing and streamlining the role of public health units across the province will better coordinate access to health promotion and disease prevention programs at the local level, ensuring that Ontario's families stay safe and healthy," she said. The plan to reduce the number of health units also comes in conjunction with the ministry decreasing

provincial-municipal funding ratio for public health programs, like Smoke Free Ontario and Healthy Smiles, which were funded by the province. These programs are funded at a 70:30 provincial-municipal ratio, effective April 1, 2019. The province will fund 70 per cent, while the municipality will fund the remaining 30 per cent. Smiths Falls Coun. Peter McKenna, who also sits on the board of health, said the board is concerned about the rapid changes, which came as a surprise.

"It would have been nice with more notice because it hits us in this fiscal year," he said. However, McKenna explained that provincial legislation does dictate that municipalities are responsibilities for the public health unit costs. It's just through the good graces of the provincial governments that they've contributed, he said. This has resulted in an increase in the municipal levy for this year of $740,313, which will be shared by all six municipalities in Leeds, Grenville and Lanark based on population size. Current boards of health and health units will stay as they are until April 2020.

While the Ford government says they are finding savings at the provincial level as they change the structure and funding ratios for province's health units, the impact is being felt on the town's bottom line as costs are downloaded. Reporter Evelyn Harford wanted to find out what the changes to public health units could and will mean for front-line services and municipal taxpayers.

HEY DAY RETURNS TO KEMPTVILLE JUNE 7-8 PAULINA HREBACKA phrebacka@metroland.com Kemptville's popular Hey Day fundraiser in support of the Kemptville District Hospital (KDH) has driven thrifty shoppers to the North Grenville Curling Club since the 1960s, when the hospital first opened its doors. The annual shopping event is the auxiliary's major fundraiser. Now, Hey Day has grown to include a larger variety so there's something for everyone. Shoppers can look forward to browsing books, plants, clothing, home decor, appliances, and much more. This year marks 59 years of Hey Day. On the first day, doors will open at 6:30 p.m. on Friday, June 7 and close at 9:30 p.m. Event co-ordinator, Jolene Stover, says there's usually a mad rush to the infamous pie and baked goods table. The sale will run again Saturday, June 8 from 9 a.m. to 1 p.m., at which time the raffle, silent auction, and 50/50 winners will be announced. The 50/50

draw is always a highlight, and the auctions will showcase a variety of treasures up for grabs. "The KDH Auxiliary has donated $70,000 to the hospital this year," Stover reported, "and almost half of that is raised at Hey Day, so you can understand what an important fundraiser this is." Last year, the event raised nearly $30,000. Proceeds this year will help the KDH purchase Smart Beds; electronic medical beds which monitor patients' health during sleep. Stover said she feels incredibly lucky to be able to help organize the amazing event that is Hey Day. "The support from our community is remarkable. I encourage all the newcomers to Kemptville to come out and just see what it's all about and why it is so important to support our local hospital." There could not be a Hey Day without the generous donations from the community. However, there are specifications as to what will be accepted. Stover said clean and sell-

BIA TO IMPROVE ONLINE PRESENCE FOR DOWNTOWN BUSINESSES 2019 DRAFT BUDGET SCRAPS POP-UP SHOP PROGRAM FUNDS PAULINA HREBACKA phrebacka@metroland.com The Old Town Kemptville Business Improvement Area (BIA) is one of 300 recipients across Ontario of a $10,000 Digital Service Squad grant from the provincial Digital Main Street program, which aims to improve and expand the online presence of small main street businesses and organizations. BIA chair Deb Wilson and executive director Deron Johnston discussed the initiative at the May 14 committee of the whole meeting while they presented the BIA's 2019 draft budget and work plan.

Johnston said the BIA has recently hired Megan McDonald, a local summer student attending Carleton University for media and communications, to carry out the training, consulting and advisory services. "She'll be approaching each and every member of the BIA to sit down and do a consultation to see where they're at in terms of their online presence," he explained. "She will collect that data and return to the business within a week or two with a series of recommendations about what they can do to improve that." Downtown businesses will receive these services at no cost. There are currently 75 businesses within the BIA footprint. The Digital Main Street initiative is a joint effort from the Ontario Ministry of Agriculture, Food and Rural Affairs (OMAFRA)

any funding for the pop-up shop program in their 2019 draft budget. Wilson said though the boards does see its value, they would like to review the program in its current form.

A former Kemptville resident has made a name for himself as a drag queen in Ottawa. On June 1, Jasmine Dymond will be returning to town to help kick-off Pride Month by marching in Kemptville's first-ever Pride parade. "It's pretty exciting," he told the Kemptville Advance on May 16. "It's really moving to me, because growing up in Kemptville, there wasn't the acceptance that there is today." Dymond attended South Branch Elementary School and North Grenville District High School before graduating in 2011. When he was in high school, he says it was rare to hear of people coming out.

"Back then, Kemptville was a lot smaller, and only having two high schools made it harder," he said. "Everyone knew each other, so we all kept to ourselves, because otherwise, everyone would find out." When he came out, Dymond only knew of two other gay people in town. One was an older student at his high school that had waited until graduation to share his truth. "It was a really positive thing for me to hear someone not that much older than me come out and be welcomed," Dymond said. Now, Dymond has his own 'drag family' that will be joining him in Kemptville's first Pride parade, to be held June 1 with a celebration to follow in Riverside Park. The queens will read a

Spring is here, and municipal staff are working hard to bring out summer amenities such as docks and benches before the long weekend arrives. A new dock at Curry Park in downtown Kemptville has been installed this week, as well as the large dock at Rotary Park behind Salamanders Restaurant on Clothier Street. The Curry Park dock is positioned low to accommodate kayaks and canoes. The dock at Anniversary Park within the Ferguson Forest Centre is also slated to be installed before this weekend. In addition, four new benches have been installed recently; two on the Rail Trail and two on Settlers Trail. Shoreline Naturalization Project At the May 14 North Grenville committee of the whole meeting, director of parks, recreation and culture Mark Guy said the Rideau Valley Conservation Authority (RVCA) has been working with municipal staff on a shoreline naturalization project along the shore in Curry Park. He said when the Waterfront Trail was built, two viewing areas were established; one at the park, and one east of Bridge Street where the trail runs along the creek. "Staff met last week with some members of the RVCA and they certainly see a

lot of value and potential in creating a shoreline naturalization project near those two areas where we have park benches," said Guy. Guy explained that the project would clean up waterfront areas to improve the quality of life for local fish and wildlife. It could also involve the planting of certain species that are appropriate for the shoreline to keep the environment healthy. The RVCA will create a plan for staff to review. A new summer staff member to be hired for the parks and rec. department will be involved in the project. Swimming, summer camp registration open Registration for swimming lessons opened as of May 14, which can be completed both online and in person at the North Grenville Municipal Centre. Guy said there's already a wait list for certain time slots, but staff is working hard to hopefully add more classes. Registration for summer camp begins Tuesday, May 21. There are many budgetcutting actions by your government that seem not to be for the people of Ontario, but actually detrimental to the greater well-being of the province. I believe the elimination of funding for inter-library loans is ill-considered and doctrinaire. You should know there are many small libraries in Leeds-Grenville-Thousand Islands and Rideau Lakes. Thousands of people will lose access to books not on the shelves of their local library. I frequent the Merrickville Public Library and the Kemptville branch of the North Grenville Public Library. In 2018, inter-library loans brought in an average of 220 books a month for library card holders in Kemptville and 92 into Merrickville. Conversely, Kemptville sent 140 books

to other libraries, and Merrickville 72. Project these figures across Ontario for the 4.5 million Ontarians, or nearly 33 per cent of the population, holding a public library card. This is the 2015 statistic cited on the Ontario Public Library page of the Ministry of Tourism, Culture, and Sport webpage. In the next few months, I had intended to order about five titles I know not to be available locally. Imagine, if you can, how many others in your riding and across the province will be equally disadvantaged. I look forward to your reply being more detailed than the usual speaking points.

PROGRAM CANCELLATION A MISTAKE DEAR EDITOR: Yes, Christine, everyone knows (except you it seems) that trees combat climate change and everyone also knows (except you) that climate change is real and that it is caused by humans burning fossil fuels.

Trees take carbon dioxide from the air and use the carbon to make wood, which is why it is important to plant more trees, not just replace those harvested every year, hence the government-supported 50 Million Tree Program to reforest open lands. Some things are important enough to our future that everyone should help pay with their taxes. It is thoughtful that people have offered to take over by individually planting those trees, but really, a million trees per year, a few at a time, planted in people's yards? Unfortunately there are others (such as those in the Ford government) who refuse to accept that we need to do something about climate change, which is why they cancelled the tree planting program.

They roost in trees at night, so you will have to find out where they are resting, and either plan to be there when they hop down out of the branches in the morning, or get to the roost before them at dusk. I know this sounds heartless but honestly, we have so many wild turkeys now, their hunting is well supported and encouraged. The meat, though dark, is lean and flavourful. If you like poultry of any kind, you will like wild turkey. Back to the Farmer. He swears there is a Tom Turkey out there on the fence line, and he is taunting him. From the house, he can see the turkey running or even strutting back and forth across the field, just a stone's throw away. He knows where he roosts at night and he has observed his daytime routine. He has gone out hunting half a dozen times in the past two weeks. But do you think he can get him? I haven't had more than one meal of wild turkey in 11 seasons with the Farmer. He says it's all about getting out in the great outdoors, watching the dew evaporate and feeling the first warm rays of the sun on his face. The turkeys are pretty safe around here. The Farmer likes to get up before dawn, make himself a thermos of coffee and go sit in a tree to watch the sun rise. Or maybe he's on the ground. I'm not sure. But it's cold yet, so he's pretty damp, cramped up and chilled when he returns home after a few hours, empty-handed. But to him, it's all worth it. He just loves communing with nature. Getting a turkey for dinner would be awesome, but it isn't necessary for a good time. Hunting is like his church. I think he talks to God up there, does some meditation and solves some of the world's problems. It is wild turkey season. It's a pretty long hunting season, because we have quite a few wild turkeys. You know when it's the beginning of turkey season because, like the beginning of deer season, the dance has begun. Everywhere you go, there are wild turkeys. In the suburbs they have even been known to chase early morning commuters out of bus shelters. In the country they are under your bird feeder, staking out your corn crib, and running down the middle of the road in front of your car (that is quite hilarious actually and I try to get video of it every year). Why they don't just hop into the ditch, I don't know. Drive through the countryside and this scene appears in many open fields: the male turkey struts slowly in a circle, his tail

fanned broadly behind him. He puffs out his chest and waggles the snood under his chin. The ladies, gathered in a nonchalant semi-circle around him, pretend not to notice how big, strong and colourful he is. Soon one of them, unable to resist his charm one moment longer, will choose to accompany him into the bushes, to dance and eventually mate. A few days later, she will lay an egg. She will lay an egg a day until her nest is full with a clutch of about 12 eggs. Then and only then, she will lower herself down onto the nest to warm and hatch her eggs. And they all wait until she arrives, before the incubating process begins. Twenty-eight days later, they all hatch at once. If a hunter doesn't get a wild turkey for the dinner table at the beginning of the season, he might be out of luck. Two weeks in and they are all sitting on their nests, waiting for their brood to hatch. They are no longer running amok, looking for a mate. Once the brood has hatched, the female raises herself off the nest and goes to forage for food. The male is left at home, in daddy daycare. So if you are a hunter in search of wild turkey, you had better get a plan to be out in the bush sometime before those eggs hatch. Some hunters keep a calendar. Turkeys have eyes like eagles. Their sense of smell may not be the greatest, but they can see you from quite a distance. Their eyesight is reportedly three times better than ours, and it cov-

Three-hundred and twenty-five volunteers have already registered, and approximately 25,000 guests are anticipated this year. Organizing committee member Karen Bedard says more than 2,500 passes have sold for the fourth and final day of the festival Sunday, July 21 - when a handful of popular bands will be playing: April Wine, Chilliwack, Stampeders,

and Daisy Train. Bedard also confirmed that the number of campers has increased to 1,000 this year, up from 838 last year. As a result, camping space is at maximum capacity for the time being. Organizers have already expanded the camping space to accommodate the number of out-of-towners and alleviate the wait list. Kemptville Live will be teaming up with local oncampus caterer, Catered Affairs, to offer breakfast for the campers. As usual, Broadhead Beer Company from Ottawa will be serving up their craft

stories. "Just knowing that someone else has been there is a huge relief," she said. "You can breathe and know that whatever you're going through is just temporary." Walsh says the book acts as a conduit for mothers to share their experiences without having to identify themselves, learn from and relate to other moms and shed some of the shame that goes along with admitting that you are struggling. A lot of the moms said sharing their story was very therapeutic, especially in knowing that it was going to help somebody else. Though she interviewed more than 50 moms, Walsh said some found the process too overwhelming and decided to pull their story from being published. The stories came from local moms, some from Ottawa, and some from as far as Vancouver, Norway and Switzerland. It starts with Walsh's story; the only non-confidential tale in the book and explores experiences of moms from pregnancy to living with adult children. The first chapter covers how people became moms, discussing accidental pregnancies, infertility issues, adoption, fostering, stepmotherhood, and more. The second chapter looks at all the trials and tribulations that mothers face. Chapter three shares the stories of mothers whose children have special needs and how they advocate for their kids, whether they have a hole in their heart, were born with Down syndrome, or are on the spectrum. Walsh said the final chapter, Love and Loss, was the hardest to write. "It's all people who have suffered a loss, whether it's their child, or their mom ... there's one story about parental alienation, and a mother who lost their kids because the husband ended up turning the kids against them," she explained. As she edited the stories, Walsh recognized a similar thread in all of them: a lack of support. Some of the mothers didn't have family in town, or they were estranged from their family. Others had families with different values or lifestyles that were conflicting. "The experience of motherhood is so different to every person," said Walsh. "As a person, you are unique, and the way you approach motherhood is also unique. Children are also super specific in what they like, don't like, and how they react in various situations." Walsh also addressed the lack of communication between moms as a serious societal issue. "Often times, when you talk to a mom, they don't tell you the truth," she said. As an art therapist, Walsh has heard many moms' background stories. "If I see the same people in public, I think of how some

However, if they write it and can stay anonymous, moms are given a new platform where they can speak their truth. "We're so busy trying to act like we've got it all figured out - you're not going to hear what we're really going through," said Walsh. "Moms think their struggles are just them, and because they think it's just them, they'll feel like they're failing." Walsh stressed that it's detrimental to moms' mental health to not know that other people are also struggling. She hopes moms will use the book as a tool to initiate conversation and help normalize the realities of motherhood. "For me, that's the gift of the book," she said. "The connection, and more communication." Additionally, Walsh will be using the proceeds from book sales to provide support for local families by establishing a summer program for children with autism. She was speaking to a group of mothers last year who were trying to get through the summer without adequate support. She is currently brainstorming the program model, and the plan is to have it initiated this summer. DISCUSSION ON FUTURE OF KEMPTVILLE CAMPUS MAY 27 There will be a public meeting and discussion forum at Kemptville Campus on May 27 from 6:30 to 8:30 p.m. at the W.B. George Centre. EMERSON WAS A PUSHOVER WHEN SICKNESS HIT MOTHER HAD THE PERFECT CURE FOR BOIL, MARY COOK RECALLS MARY COOK Column

My brother Emerson, I thought was afraid of nothing. He was just about the biggest boy at the Northcote School too, which made him a force to be reckoned with. But in spite of his size, he was a real coward when it came to sickness. Well, the day he discovered a little pimple on the back of his neck that itched, he was convinced he was full of some mysterious poison put there by

some germ that had never been heard of in Renfrew County! Mother said it was a simple pimple, and he was to stop putting sugar on just about everything that went into his mouth. She said she wouldn't be surprised if the pimple was gone by morning. Emerson was just as sure it would develop into something that would need surgery. The next morning, he turned his back to Mother who was busy stirring porridge, because he said he was sure it had grown overnight to the size of big potato. Mother said it was nothing, but to make him feel better, she covered it with a piece of gauze, and sent him off to school with the rest of us. That night he said it was growing like a weed, and he thought it was time to

call in old Doctor Murphy from Renfrew. Mother took another look at it and declared it had grown all right ... and was now a boil. Emerson said he was sure it was his last night in our old log house, and asked Audrey if she would sing "The Old Rugged Cross" at his funeral. Mother knew exactly what to do with it, having heard from Mrs. Beam what to do if a boil ever developed on any one of us. She took a small bottle out of the back of the cupboard, and held it empty over the boiling kettle. It filled with steam and as quick as a flash, she took her hand off the bottle opening, and slammed the steam-filled vial over Emerson's boil! It all happened so fast, Emerson never knew what hit him. Emerson started to scream

like a banshee. Mother told him to sit on the stool so she could get a good look at it. Of course, all of us wanted to see too, and we crowded around Emerson who was still screaming at the top of his lungs. Mother finally gave him a cuff on the ear and grabbed his hand that he was trying to feel the spot where the boil used to be. "Don't touch it," she said. For once, Emerson did what he was told! The next morning Emerson said he was too weak

to go to school, and I was surprised that Mother said he could stay home for the day. Well, when we got home that night, there he was, still in his pyjamas, sitting at the kitchen table, drawing in his art pads. He said he was too weak to do chores, too. That night, from the back bedroom, I heard him tell Everett that it would be a frosty day in May before he would ever again own up to having a boil anywhere on his body. He said the cure was far worse

Hearty, Gerda Eleanor (Nee Tanner)

October 15th, 1942 May 11th, 2019 It is with profound sorrow that we announce the sudden death of Gerda Hearty on Saturday, May 11th, 2019. She was surrounded by her family while visiting her childhood “camp” in Quebec. Gerda is predeceased by her loving parents, Freda Evoy (Tanner)(Nee Lecharity) and James Albert Tanner. Gerda’s death leaves broken hearted: Al Hearty her much loved husband of almost 54 years; her cherished daughters, Kerrie and Krista (Michael McLean); and beloved grandchildren Ashton Kerr, Ireland Hearty Kerr and Emery McLean. She also leaves to mourn: her dear brother Roy Tanner (Mavis) of Carleton Place, sisters and brothers-in-law, Karen Smith, Donna Keon (Stan), Odel Hearty, Graeme “Sandy” McDougall, Jerry Hearty, and Gary Hearty (Theresa), along with, many adored nieces and nephews and a large group of very close friends whom she loved. She was predeceased by her beloved sister-in-law Sharon McDougall and brother-in-law Durrell “Butch” Smith. Throughout her full life, Gerda’s fun loving nature drew in and brightened the lives of those who had the good fortune to meet her. Her compassionate and encouraging disposition has touched and influenced so many lives throughout her long career as a teacher in Perth and Smiths Falls followed by many years of community service in Perth. Gerda contributed greatly to her community by coaching countless school sports teams, volunteering in her grandchildren’s classrooms, being the secretary for the Rotary Club and the Retired Teachers Federation, and organizing events as the hospitality coordinator for the CFUW to name a few. Gerda took immense joy from being with her children and grandchildren, spending time baking, laughing and playing. No matter what was going on in Gerda’s life, the moment her kids and grandkids walked in the door they were greeted with wide open arms and an expression that told them they were the most important person in the world and had her full attention. Most of those who knew this strong, vibrant woman will remember best her zest for life, her caring nature and her ability to see the good in everyone. Friends were received at the Blair & Son Funeral Home, 15 Gore St W, Perth on Thursday, May 16th, 2019 from 2:00 to 5:00 & 6:00 to 8:00 P.M. A celebration of Gerda’s life was held in St. Paul’s United Church, 25 Gore St. W, Perth on Friday, May 17th, 2019 at 11:00 A.M. A reception followed in the Church Hall. December 7, 1957 May 12, 2019 It is with great sadness that the family of Karen Keates, announce the passing of their beloved mother, wife, and grandmother on May 12, 2019 at the young age of 61. With her loving husband of 39 years by her side she passed peacefully, after a long but courageous battle with cancer. Karen is lovingly remembered by her devoted husband Richard; her daughter Kelly, her sons Alex (Ashley) and Jason (Amanda), her many nieces and nephews as well as her beloved grandchildren; Benjamin and Mia. Karen is predeceased by her sister Kathryn (Roger) and her mom Ruth. Karen was born in Iserlohn, Germany on December 7, 1957 and immigrated to Canada when she was a baby. Karen will be forever known for her immense love for her family and will be sorely missed by her countless friends and her beloved dog, Jasper. Also survived by several nieces and nephews. A woman of strong character and conviction, Maizie enjoyed life and lived it to the fullest. A fierce card player, she seldom if ever passed up an opportunity to play a hand of euchre. Her quick wit and keen sense of humour will be remembered by many. Maizie’s final care has been entrusted to the Pilon Family Funeral Home and Chapel Ltd., 50 John Street North, Arnprior where visitation was held on Saturday, May 18th from 2:30 to 4:15 p.m. A Tribute to Maizie followed in the Pilon Family Chapel at 4:30. More than 430 people danced the night away April 13 during a nostalgic eveningfor both Eddy and the Stingrays and fans alike. The band paid tribute to former members spanning the 39 years the group has been performing. The Kemptville District Hospital (KDH) Foundation sends a heartfelt thank you to the band for generously donating their time and talent to this fantastic night of entertainment at the W.B. George Centre. Proceeds from the event will support the development of a child and youth mental health and addictions health hub in Kemptville. The foundation would also like to thank the many volunteers who helped to make this event a great success, including Howard Godwin and Craig McCormick for leading ticket sales; Shawn Tobin and Eric Marcotte for security services; Doreen and Anthony O'Sullivan; Louise deValentine and Louise Mortimer for help at the door; Leslie Dods for help at the door and with setup; Sarah Maloney for silent auction support; and Chrissy O'Riley, Wendy Glousher, Julie Summers and Heather Wells-Baker for drink sales.
