1.0 Introduction 1.1 Abstract The design proposal challenges are to create an architectural position on purpose to emphasize the broad theme of sustaining humanities and resolution of architecutral design.The theme of sustianing humanities refers to architectural for people, time and place. Sustainable design becomes the crucial issues for architect as it upholds the belief that architecture able to create a better place thus affect the society and humanity. Architecture itself acts as a role in making a community more liveable. The project also aims to explore the topic of Malaysia Identity. Therefore, the design development reflects the theme of project, progressing from urban issues of urban street environment,development of architectural position, proposed strategies in order to solve the issues. The site and proposal programmes were developed to address the needs of user group. Consideration of integration technologies,environmental sustainability and Malaysia identity.

1.2 Introduction In addition to students ability to develop their own position in developing their individual projectwithin the theme of ‘sustaining humanities’—architecture for people, place and time, one keyaspect of the design project is to develop holistic and integrated aspects of technology,environment and cultural context in architectural design. Subsequent to Phase 2: Design Strategyand Sketch Design phase, students are required to develop environmental strategies andtechnological resolutions with the main intent to strengthen their design exploration/ideas, and complement their design

1.3 Aim & Objective 1. Able to adequate the users needs as part of design 2. Produce a sustainable design, consideration and technology used. 3. Identify the Malaysia Identity and apply in the design of building 3. Includes an appropriate architecutural programme and planning within the chosen architecture context.


2.0 Site Investigation and Contextual Studies 2.1 Site Introduction

The site is located at Presint 3 in Putrajaya, Selangor. Putrajaya are now accommodates most of the ministries and the government servants. Planned as a garden and intelligent city, 38% of the area is reserved for green spaces. As indicated in the figure ground diagram, the buildings are quite spread out with large swathes of green and water bodies in between.The site was facing toward the boulevard and located beside the Palace of Justice which is house two courts: The federal court , the highest court of Malaysia and Court of appeal. A monorail reserve cuts through the site into two portions, which it’s now absorbed as part of the site.The current site was treated as a carpark area where the goverment servant and workers from nearby building can park their transport.

2.2 Site History Named after the first Malaysian Prime Minister, Tunku Abdul Rahman Putra Al-Haj, Putrajaya is a planned city and the federal administrative centre of Malaysia. The territory is entirely enclaved within the Sepang District of the state of Selangor. First conceived in the 1990s to replace Kuala Lumpur as the administrative capital, a network of open spaces and wide boulevards were incorporated to the plan. Construction began in August 1995 and it was Malaysia's biggest project with estimated final cost of US 8.1 billion dollars. The entire project was designed and constructed by Malaysian companies with 10% of the materials imported. As a city planned and built virtually overnight of just over 20 years, Putrajaya is replicated based on a northern city model, and arguably not appropriated to the local environmental and cultural conditions. As we are tasked to analyze the site, we also saw Putrajaya in a different take and took the opportunity to appraise the city critically from the view point of an architectural student.First, the 400 hectare Putrajaya Lake, was artificially created by damming two rivers, Sungai Chuau and Sungai Bisa, and forms the centrepiece and identity of the city. With the various bridges spanning across the lake from the main land, one wonders if the creation of the water bodies is a prudent and necessary exercise. The city can be divided into different districts or precincts, marked by the various edges.

Locaction: Montreal,Canada Architect : Frei Otto Area : 8000 Sqm Building type : Exhibition The motto of the world Exposition in Montreal was "Terre des Hommes" inspirated by the meaning of this theme for the intimate relationship and interdependence between mankind and earth, Frei Otto has designed, together with Rolf Gutbrod in their joint competition-winning project, an imaginative sequence of man-made landscapes, mutually overlapping and related to one another, and harmonizing with the natural setting of land and water around it. A curvacelously swinging roofscape was spread widely over a sculptured ground platform and differently raised exhibition terraces. The pavilion has been one of the architectural highlights of the Expo and, no doubt that , it was a real masterpiece of lightweight architecture

In fact, it is that contentious dome–or cupola–that most fully captures Foster’s ideals for the project. The cupola is the most publicly accessible portion of the building; it provides a visual connection to the work in the parliamentary chamber below, An inverted cone of mirrored panels in the center of the dome reflects daylight down into the debating chamber, and also supports ventilation in the building, exhausting hot air through the top of the cupola.

The design was able to consolidate the functional spaces of the parliament back into a single building, including, most notably for the MPs, the “faction rooms” where party caucuses gather to discuss policy.entrance, under the classical pediment inscribed, “To the German People.”

Debating Area

The New Assembly reflects the democratic process, reinforcing the importance of the electorate by placing the public above the elected assembly members, with the debating chamber as both the physical and metaphorical centre of the design. It has since been awarded the BREEAM 'excellent' rating for its environmental strategy, which includes boreholes, grey water recycling and extensive use of natural light and ventilation.

The National Assembly for Wales is a prestigious landmark that was awarded for its environmental strategy.


3.3 Design Intention When political theorist discuss public space, they generally refer the print and digital media as the representative for democracy, this is contrast to the olden civilization where public spaces such as the forum and debating chamber played a significant role in determine the idea of democracy, the shift from physical to virtual has taken place for a number of reasons. This is due to scale and complexity of our society, as our civilization evolves and grew larger, it is impossible for everyone to gather and argue in a physical forum, furthermore with the invention of print media and the beginning of digital age, physical forum has taken a backseat and sadly it remained architecturally stagnant in term of design. The centre accommodate a sequence of varied, liberal spaces interconnecting larger institutional and domestic spaces. Suspended above the settlement is a protective tensile membrane which respond to varying environmental conditions as well as social ones.The centre was constructed around various practical, environmental, political, and symbolic constituents, mainly model the site into an democracy hub that sustains the act of protest through institutional and domestic facilities.

In this project, the proposed programme is to increase the public awareness and participation in the movement of democracy.The proposed site is located beside the Palace of justice.The centre for democracy was a constructed space for exploring and expressing democracy ideologies via legitimate and progressive means, and developing strategies to counteract modes of suppression by law enforcement and government.Conceived with direct help from ‘BERSIH’ organisation, the project developed from the growing numbers of people and organisations who fight for the right to protest against undemocratic ideals.

3.7 Spatial programming The ground level of the centre house a cafe, Public Conference Area where people can access freely without authorisation and constraints. The first level,Research Centre and Workshops area where users can access with request and some authorisation approved. Then, the second level is the floor where the accommondation located. Last, the 3rd floor was the Bersih Office located.These spaces require quiet and privacy.

The rainwater flows on the sloped tensile roof then collected according to the center core of the building. The collected rainwater will be utilised for the accommondation,washrooms and green pocket area.

The rainwater will stores in the water storage tank which has been place on the underground.By incorporating this system as part building system thus able to save costs and also save water usage.

4.4 Greeneries Some spaces on each floor dedicated for green pockets thus able to provide cooling on the outside and inside of the building too.

The trees lanted on the surrounding context act as buffer for noise and achieve the green scheneries.Hence, more trees planted on the road sides since traffic congestion occured most of the time especially during the day

3.0 Project Background & Design Intentions Strategies 3.1 Micro Site Analysis The proposed site is located at the empty carpark beside the Palace of Justice. Its was also facing the main axis in Putrajaya, the Boulevard. It was connect the Presint 1 to Presint 5. Therefore, it was a good idea to place a community building as well as a Democracy building where it help people to achieve the freedom of speech.
