Chairman’s CORNER
Get ready to go back to school Second only to serving as your board chair and working now for Peterson Health, I cherish my tenure with Kerrville Independent School District. Working for the district as the public information specialist, coupled with the privilege of raising my children through the district, was priceless. From the second Rowdy and Rayne enrolled at Tom Daniels Elementary, through B.T. Wilson, then Hal Peterson Middle School, to the homestretch at Tivy High School, I woke up so grateful not for just the academic rigor and challenge, but the empowering love and support of all of the teachers. But it doesn’t stop there! An extended school family daily touches students, too. From food services staff to maintenance teams and amazing bus drivers who keep a watchful eye on our kids. To this day, I smile when I see a yellow school bus — I really do. There are more unsung heroes. Did you know that our school board members are volunteers? They don’t get paid, yet they are deeply invested in their elected positions. They put in countless hours of service and time away from their own busy careers and professions. They complete mountains of required training, spend time reading and researching school policies and best practices and avail themselves the welcomed contact and concerns of the public. What great community members. They have created a legacy of excellence, wanting only the very best for the kids, their families and their community. We are also blessed by organizations like the Kerrville Public School Foundation, the Tivy Athletic Booster Club, campus PTO’s throughout Kerr County and mentors who each week return to the kids they so deeply care about and hope to help. Thanks also to our higher institutions, Alamo Community College and Schreiner University. How lucky we are to have both that are so important to furthering the education of our youth. I’ve had the honor to work with both on many levels. As we prepare to go back to school, join me in keeping all of our educators, school personnel, students and families in our prayers. Remember your chamber is here to support you every step of the way!

Getting ready for school
Hal Peterson holds a student registration event in 2015. Times file photo
School officials help families prepare for 1st day Story by Ariel Lutnesky The first day of school is only a few more calendar squares away. That means it’s time to prep so that young scholars can start out as fresh and sharp as the tips of their pencils. Micah Wrase, school psychologist for the Kerrville Independent School District, said one of the important things to do for youths to get used to school is establishing a strong routine. The routines that need special attention? Mornings and evenings, Wrase said. Bit by bit, start adjusting wakeup times and bedtimes to get them to match school schedules. Lack of sleep is one of the most common issues Wrase said he’s seen. “It never fails — I’m on the elementary campuses during that first week of school and you’ve got these kids who haven’t been able
8 BusinessLink • August 2019
to adjust to a different sleep pattern that’s better for them,” he said. “They are tired.” Medical preparation is important, too, said Wrase. Students who participate in sports may require getting an annual physical exam. Miranda Williams, licensed vocational nurse at Kerrville Pediatrics, said there are three ages that need to pay the doctor a visit specifically to get vaccinations: 4-yearolds need tetanus, polio and chicken pox shots; seventh-graders need tetanus and meningitis shots, and HPV shots are strongly recommended; and 16-year-olds need meningitis shots. “There’s a lot of flu, common colds and stuff like that during the flu season,” Williams said. “Don’t share food or drinks and wash your hands frequently.”
Flu season doesn’t start until later in the school year, but it doesn’t hurt to be extra cautious, she said. Flu shots are available in the beginning of October. But other than getting medically up-to-date, it’s important to get the mind academically warmed up and buzzing, Wrase said. That could be as simple as getting kids to journal about their lives. “A whole lot of English classes at the beginning of the year will ask the students to write about their summer,” Wrase said. “Maybe if they’re thinking about it, they’d feel more prepared and confident.” Journaling could also help ease the first-day anxieties kids may be going through, too. WORKFORCE DEVELOPMENT
Kerrville ISD offers vocational training options We are excited to return to school for the 2019-20 school year. It is hard to imagine that this school year we will enter the next decade of this millennium. With our students’ futures in mind, we continuously evaluate the secondary academic programs we offer our students at Tivy High School. We are acutely aware that not every student desires to go to a university or other post-secondary institution after high school, and many will want to immediately join the workforce. With that in mind, we try to give both the collegebound and workforce-bound student opportunities to explore careers while still in high school. These different course offerings attempt to mirror many of the needs of the local and regional economy. For example, we have a robust Health Science program with two teachers and multiple courses. We offer a pathway for certified nurse assistants and provide Health Science I and II. The Health Science II course offers clinical rotations at Peterson Regional Medical Center for Tivy students, and the CNA program leads to a certification that can make a graduate immediately employable in a doctor’s office or clinic. Our automotive program offers students the opportunity to learn basic and advanced repair skills and several ASE certification levels. We have had a number of students earn ASE workforce certifications in engine performance and repair, suspension and steering, brakes, and electrical systems. Through our Ag Department last year, our Welding program certified 20 students in

Foust Continued from page 9 American Welding Society (AWS) Level 1. Also, we reinstituted our Construction Science program to provide students with exposure to trades that are much needed in our community. We hope to bridge the construction program with needs to build housing in our community and will be reaching out to local organizations for projects in the coming months. Finally, we had enormous success last school year with a new Internship Course for interested upperclassmen at Tivy High School. This course allowed students an intern opportunity at local businesses to job shadow and complete a capstone project that would both benefit the business and help our students grow. KISD had interns at KPUB, Wellborne Engineering, Davidson Freedle Espenhover & Overby,
Certified Public Accountants, and Kerrville Pediatrics, to name a few. This fall, with support from the Kerrville Public School Foundation, AOPA and the Kerrville Municipal Airport, we are beginning a new Aviation program at Tivy High School. This program will allow students to pursue the ground school portion of a private pilot license and to explore careers in the rapidly expanding aviation industry. KISD is one of only a handful of school districts in the state to embark on an aviation program.
Quarter Page St. Peters Church
These are some of the programs that give our students real-world exposure to local and regional occupations. We will continue to revise and develop our program offerings to meet the everchanging needs of our workforce and continue to reach out to local businesses and our community for support in these endeavors at Kerrville ISD. Mark Foust is the superintendent of Kerrville Independent School District.

From school supplies, to clothes, to athletic gear, preparing kids to return to school can be an expensive proposition. Fortunately, Texas’ annual sales tax holiday in August can help with some of the costs. The sales tax holiday, set for Aug. 9-11 this year, eliminates sales tax on most clothing, footwear, school supplies and backpacks (sold for less than $100), as long as the purchase is made from a Texas store or from an online or catalog seller conducting business in Texas. During this annual sales tax holiday, you can buy most clothing, footwear, school supplies and backpacks (sold for less than $100) tax free from a Texas store or from an online or catalog seller doing business in Texas. The Texas Comptroller’s office provides a list of qualifying items on its website at www.comptroller. texas.gov.

ECONOMIC DEVELOPMENT
KEDC’s Gil Salinas talks workforce Talent stagnation — That’s what many rural communities, and certain major metros, are facing in the next decade due to the exodus of their young talent. Very different from loss of population, talent stagnation is the result of brain drain and a particular city or region not being able to replenish the young talent with new recruits. Kerrville is not necessarily in that situation, but if we’re not careful, we could join the list of cities in that category. The strength of a city lies in its population base, the demographic, its young talent and workforce growth. Kerrville checks the boxes, except for workforce. Our growth, just under 1 percent, is not up to par with the rest of the nation, where U.S. metros have grown by an average of 6 percent since 2010. Allow me to explain why this is important in the world of economic development. Corporate executives want to see economic development organizations, such as mine, have a workforce strategy in place. They want to see the community have a plan which retains its talent and creates an environment where a workforce can flourish. Let’s look at it from a corporate executive’s point of view: They invest millions of dollars in relocating or expanding an operation into a select city, where capital investment, start-up costs and employee recruitment and training are pretty significant. They have to figure out a return on investment that is no more than 10 years out in order to avoid shutting down. Hence, economic development See Salinas, page 16

Wrase suggested having them list what they’re excited about and what they’re nervous about. “My experience with any kid, including my own, is that as they start to worry about stuff,” Wrase said. “Many times they tend to hold it in because they feel like maybe they shouldn’t be worried or it’s not normal, but it is quite typical to have that anxiety. ... They should know that they’re not alone in some of these things.” Sitting down with the students and asking them open-ended questions about their new school, grade and teachers, or maybe even going to scout out the new campus may also ease the stress. “Realize that our anxieties as parents oftentimes project onto our kids and they can sense that quite a bit,” Wrase said. “If we’re
School supply lists for each grade in KISD can be found at KerrvilleISD.net. But there are some important things to consider purchasing that may not be on the list, such as back-up binders for when the first one breaks in the middle of the semester. “The kids are going class to class, they toss them on the desk, they fall on the ground,” Wrase said. “They’re packed with papers and they just rip. Literally just rip apart. Before you know it, the papers are everywhere and it’s a nightmare.” Kids with allergies requiring epipens should make sure they have epipens that won’t expire during the year, as well as an allergy action plan. The same goes for children with asthma, except with inhalers and an asthma action plan, Willams added.

Kerrville: A hub of higher ed opportunities Story by Nancy Foster In the words of Henry Ford, learning is an important part of life. “Anyone who stops learning is old, whether at 20 or at 80. Anyone who keeps learning stays young. The greatest thing in life is to keep your mind young.” Although this renowned founder of Ford Motor Company passed away in 1947, his advice still rings true today. People choose to learn for vastly different reasons. Some may be contemplating a new career, others strive to be on the cutting edge of their field and many just want to learn something new. Educational programs enrich lives, bolster confidence and provide the means to meet and interact with others with similar interests. In Kerrville, opportunities for learning are within easy reach, whether it be attending courses at a college or university, learning a new trade or mastering a new craft. There’s something out there to suit every age group, every interest and every budget.

Salinas Continued from page 12 about providing an adequate workforce for these companies, which in turn provides the companies an opportunity at reaching their ROI in order to be successful. For Kerrville, we need that young talent to replenish our retiring workforce. The good news is that the bulk of talent is being lost to the Austin-San Antonio metropolis. Not too far away, which puts us in a great position to recruit some of our Kerrville alums back to Kerrville. Perhaps they can expand an operation in our area or work remotely from our city for their clients in Austin and San Antonio. The KEDC is in the process of implementing such a strategy not only to avoid becoming a talent-stagnate city, but to take Kerrville to a different level. One where talent will be driving the growth of the area, which in turn will attract forward thinking companies to our city. More on our strategy in a later issue. Gil Salinas is the chief operating officer of the Kerrville Economic Development Corporation.

MENTORSHIP & EDUCATION
Year of the Entrepreneur
The Kerrville Area Chamber of Commerce and the Kerr Economic Development Corporation have declared 2019 as the “Year of the Entrepreneur.” A focus on entrepreneurship makes sense. From our very founding, Kerrville has had entrepreneurship deeply embedded within its DNA. Our founding families were all entrepreneurs. This entrepreneurial history continued with the establishment of hundreds of businesses, large and small. From the founding of the first H-E-B to James Avery Jewelry to Mooney Aircraft, entrepreneurship has been the backbone of Kerrville’s economy. The entrepreneurial spirit continues today. The fantastic membership growth experienced by the chamber has been almost exclusively driven by new businesses. The community also very much appreciates our entrepreneurial businesses. The Kerrville 2050 Comprehensive Plan identifies the fostering of entrepreneurial enterprises as a strategic objective. To this end, the chamber continues to support programs to provide mentorship, education and access to finance to support our local entrepreneurs. For the past several months, SCORE mentors have been serving our community and our local businesses. Formally known as the Service Corps of Retired Executives, SCORE provides mentorship and education services to both startups and existing businesses. SCORE is the nation’s largest network of volunteers, expert business mentors, with more than 10,000 volunteers in 300 chapters. As a resource partner of the U.S. Small Business Administration, SCORE has helped more than 11 million entrepreneurs through mentoring, workshops and educational resources since 1964. The entrepreneurs
